wo Mindanao-based bus companies, Bachelor Express Inc., and Davao Metro Shuttle Corporation, failed to qualify in the first round of franchise application for the bus routes for Davao City’s interim bus project or the High Priority Bus System (HPBS).

Armand Dioso, regional director of the Land Transportation Franchising and Regulatory Board 11 (LTFRB 11), said in a phone interview that Bachelor Express, which applied for the Toril to downtown route, and Metro Shuttle, which applied for Catalunan Grande to downtown route, both failed for failure to comply with all the requirements.

“On July 17, 2020 we started our proceedings and selection of operators but unfortunately, the two operators that applied for two different routes failed to comply with all the requirements sa mga units nila. May ibang documents na hindi pa nila na-attached,” Dioso said.

He said due to the failure to select operators during the first round of evaluation, LTFRB has opened another round of franchise application for the Toril to downtown and Catalunan Grande to downtown routes. Applicants have until 9 a.m. of August 20, 2020 to submit their documents for evaluation.

He added that the two bus companies, Bachelor and Metro Shuttle, can re-apply.

“We re-scheduled them because all the requirements must be complied by the operators in order for them to pass,” Dioso said.

He also said that LTFRB has also widened the scope by opening the ap-

plication to all aspirants even to non-area based applicants.

Qualified existing area-based (within Region 11) operators in routes which will be covered by the Davao Interim Bus Service shall be given preference provided that they pass the legal, technical and financial capability qualification. If no area-based operator applies or not qualified to apply, other operators may apply.

“There is a preference to area-based operators meaning preferred sila but now the LTFRB widen the scope and now its open to all applicants.

Non-area based applicants meaning yung hindi operator dito sa region,” Dioso said.

Among qualification requirements set by LTFRB under technical qualification include the applicant/bus operator must provide proposed delivery schedule of the units with notarized certification from supplier, assembler or manufac-

turer, if based within the Philippines; if based outside the Philippines, the Certification must be authenticated by a Philippine Consulate/Embassy; and provide the number of available compliant units with OR/CR or sales invoice and delivery receipt, if the number of available compliant units does not meet the required number of units on the route applied for, delivery should be made within six months from receipt of the Notice of Selection. The applicant that can provide the total number of required compliant units within the shortest period shall be preferred.

The interim bus service is part of the city government of Davao’s HPBS project, which aims to deploy around 1,000 units and replaces 7,000 public utility jeepneys in 29 routes around the city.

NCCC has recently turned over ‘The Dome’ to the city that has a total net area of 1,250 square meters and can accommodate up to 78 persons. It is also equipped with nurses’ stations, doctors’ work area and an administration office.

dition to the city’s target of 1,000 beds to prepare for a possible influx of returning residents in Davao City.

Meanwhile, the Department of Health 11 (DOH 11) will provide doctors, nurses, and the overall system in handling the operation while the local government will provide all non-medical personnel, food and supplies, utilities, security, and police force. Mati’s TF Bantay Karne relentless in fight vs. ASF

he City of Mati LGU through the City Veterinary Services Office is conducting series of Bantay Karne operation as part of the city’s effort in fighting against the threat of African Swine Fever (ASF).

In their latest engagament, the Mati City Vet conducted emergency joint operation with the Task Force Bantay Karne (TFBK) on Tuesday.

The task force visited several establishment and meat stalls in Madang Public Market.

During the visit the team confiscated 200 packs of pork-based processed food tocino approximately 50 kgs. and 90 packs of processed chorizo for violation of Republic Act 10536 otherwise known as “The Meat Inspection Code of the Philippines”.

Power outage in flooded areas, Ma-a explained

D

avao Light & Power Company temporarily cut off the power supply in heavily flooded areas in the evening of August 4. This procedure was undertaken in order to avoid electrocution incidents as water level is rapidly rising and has already reached household electrical outlets.

A total of 4,483 of its customers were affected by the power interruption due to flooding in Talomo and Bangkal areas. Power was restored progressively when water in some ar-

eas had subsided and was fully restored the following day, August 5.

The residents, whose homes were flooded ar advised to have their electrical lines checked by an electrician to ensure safety.

Meanwhile, a separate power interruption was also experienced by Davao Light customers in Brgy.

igher educational institutions (HEIs) in Davao City will be permitted to conduct face-to-face examinations starting September 1, 2020, as the city government tries to bring some semblance of normalcy despite the coronavirus disease (COVID-19) pandemic.

In her Executive Order No. 47, Mayor Sara Duterte said the HEIs, including those in post-graduate courses, must maintain at least one-meter physical distancing between students while the classrooms or venues must accommodate not more

than 50% of its capacity.

However, the mayor said the face-to-face instructions from kindergarten to post-graduate studies remain prohibited, directing all private and public educational institutions to implement “blended learning system” until the end of this year or for a possible extension until April 30, 2021.

She said that the schools may choose to pursue synchronous and asynchronous platform; offline through use of emails, messaging tools, USB flash drive; modular printed materials, television, radio broadcast; and oth-

er modes of instruction to serve the students.

The local chief executive added that faceto-face classroom instruction is permitted in schools where their students are housed in dormitories, with limited exposure to other people and, have regulated access to public areas, provided that they implement minimum public health standards such as wearing masks, maintaining one-meter physical distancing, avoiding activities that require physical contact, and ensuring only 50% of the venue is occupied.

he country’s merchandise trade performance continued its gradual recovery in both exports and imports in June 2020, the National Economic and Development Authority (NEDA) said.

The Philippine Statistics Authority reported Wednesday the country’s total merchandise trade further eased its negative trajectory in June 2020 with a slower decline of 19.9 percent, after a steep 35.3-percent contraction in May 2020.

Merchandise exports declined by 13.3 percent from a 26.9-percent drop in May, as outward shipments of mineral products, manufactured products, and forest products registered notable improvements.

Imports, meanwhile, recovered gradually by registering a 24.5-percent decrease from a 40.6-percent contraction in May, as inward shipments of unprocessed raw materials showed a positive rebound with the reopening of the economy.

“This slower decline in the country’s trade performance signals the resumption of economic activities,” acting Socioeconomic Planning Secretary Karl Kendrick Chua said in

a statement.

However, the recent issuance to revert Metro Manila, Bulacan, Cavite, Laguna, and Rizal to a modified enhanced community quarantine status may, for a limited period, affect businesses and the workforce as certain sectors need to scale back or temporarily suspend operations.

“The two-week MECQ will allow the government to reassess approaches, procedures and response protocols and capacities that may need to be improved to better contain the spread of the virus while ensuring that the gains from reopening the economy are not fully reversed,” he said.

Chua also said government efforts will continue to focus on realizing structural reforms and supporting needed legislation to ensure that businesses will be supported as the economy recovers.

“NEDA has been working closely with relevant departments and both houses of Congress to prioritize reforms that will help the economy recover, promote (a) competitive playing field, and allow firms to maximize productive capacity,” he added.

This is pursuant to the directive of President Rodrigo Duterte to fast-track transactions in government offices.

Duterte, in his fifth State of the Nation Address, has threatened telecommunications firms to be shut down if they will not improve their services

by December.

But telecommunication firms said they faced delays in improving their

infrastructure at LGU level as applications for permits have remained pending.

“In the coming days, ARTA, DILG (Department of the Interior and Local Government) and DICT (Department of Information and Communications Technology) shall be meeting with the League of Provinces, Cities and Municipalities to further discuss with them the new JMC and the automatic approval of all pending applications for common towers with the different LGUs,” Belgica told reporters in a text message.

Belgica clarified that the new JMC that is yet to be signed will only automatically approve pending applications for telecommunication firms.

“ARTA will be declaring pending applications with complete submissions as automatically approved by operation of law,” he said.

He added that under the Ease of Doing Business and Efficient Delivery of Government Service Act of 2018 or the EODB law, “if the granting authority fails to approve or disapprove an application for a license, clearance, permit, certification or authorization within the prescribed processing time, said application shall be deemed approved”.

The EODB law states that processing of licenses and permits in barangay, LGU, and national government agency (NGA) levels shall be a total of seven working days.

“When the approval of the appropriate local legislative body is necessary, a non-extendible period of 20 working days is hereby prescribed,” Belgica said.

He said ARTA had a consultation meeting with telecommunication and tower companies Tuesday.

They were asked to submit to ARTA all their pending applications with LGUs and NGAs, he added.

“If the application has been pending more than seven days with any LGUs or NGAs, this will be declared by ARTA as automatically approved. At the same time, ARTA will be directing the LGU or NGA to release the pertinent documents or permits to the private applicant,” Belgica said. (PNA)

Diokno said the inflation rate last July is within the central bank’s 2.2 to 3-percent projection range.

“The latest inflation outturn is consistent with the BSP’s prevailing assessment that inflation is expected to remain benign over the policy horizon due largely to the potential adverse impact of Covid-19 (coronavirus disease 2019) on the domestic and global economic prospects,” he said.

The Philippine Statistics Authority (PSA) attributed the inflation uptick last July to faster inflation rate of the transport index, along with the jumps in the alcoholic beverages and tobacco index; the housing, water, electricity, gas and other fuels

index; and the restaurant and miscellaneous goods and services index.

Diokno said monetary authorities’ latest baseline inflation forecasts show that average inflation rate this year until 2022 will likely end at the mid-point of the target band.

“The contraction in domestic economic activity is seen to have bottomed out in Q2 (second quarter) 2020,” he said.

Diokno, however, declined to give any figures.

“For the rest of (the) year, output is expected to decline at a slower pace as firms and households gradually adjust to post-pandemic conditions.

GDP growth is expected to recover in 2021 as government policy support mea-

sures fully gain traction,” he said.

Growth, as measured by gross domestic product (GDP), contracted by 0.2 percent in the first three months of the year due partly to the impact of the enhanced community quarantine (ECQ) in mainland Luzon from March 17 until May 15.

The ECQ was extended until end-May for the National Capital Region (NCR).

Luzon accounts for about 70 percent of the country’s annual output and the ECQ, implemented to contain the rise of Covid-19 infections, hampered economic activities.

angko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno remains confident of within-target inflation this year after rate of price increases accelerated for the second consecutive month last July to 2.7 percent from monthago’s 2.5 percent.

Average inflation rate in the first seven months this year stood at 2.5 percent, at the lower half of the government’s 2 to 4-percent target band for this year until 2022.

Core inflation, which excludes volatile food and oil, posted a faster rate of 3.3 percent from last June’s 3 percent, bringing the average to date to 3.1 percent.

he national and local governments need to strengthen risk management systems to ensure an unhampered and sufficient supply and delivery of essential commodities that will support a stable inflation for the country, the National Economic and Development Authority (NEDA) said.

The Philippine Statistics Authority reported Wednesday the country’s headline inflation accelerated to 2.7 percent in July 2020 from 2.5 percent last month while seasonally adjusted month-on-month inflation remained steady at 0.4 percent.

This slight uptick was largely due to the increase in the price indices of transport (6.3 percent), and housing, water, electricity, gas and other fuels (0.8 percent), which outweighed the slowdown in food and non-alcoholic beverages (2.4 percent).

“Although we expect that the overall consumer prices will remain benign until 2021, we recognize that the upside risks to the inflation outlook still remain,” acting Socioeconomic Planning Secretary Karl Kendrick Chua said in a statement.

“We need to remain vigilant and ensure that strategies are well-placed to ensure stable supply and delivery of essential commodities in all parts of the country,” he added.

With Metro Manila and nearby provinces reverting to modified enhanced community quarantine (MECQ), Chua also highlighted the need to prevent

a recurrence of supply chain disruptions, especially for food supplies and basic necessities.

“We need to ensure a smooth functioning of checkpoints, continued implementation of food resiliency protocols, extended provision of mobile markets, and constant encouragement on the use of digital marketing platforms, especially in the areas where MECQ was reimposed,” the Cabinet official said.

Chua also underscored the need to support farmers’ access to disaster-resilient farm technologies, cold storage facilities, and support for crop insurance and diversification to help the agriculture sector.

The country braces for more heavy rains and typhoons in the succeeding months.

“We also need to guard against the spread of animal-borne diseases through strengthened border control and phytosanitary measures and be well-prepared for upcoming typhoons this year to prevent loss of lives and mitigate damage to the economy,” he said.

To ensure adequate food supply amid possible lockdowns, Chua further said the Plant, Plant, Plant program of the DA needs to be promoted.

“This program, which provides starter kits for urban agriculture, will ease access to nutritious food even when a lockdown is implemented. Local government units can encourage the use of idle lands for gardening, even community gardening,” he added. (PR)

roperty giant Megaworld Corp. is creating a wholly-owned subsidiary to spearhead the company’s investments and ventures into digital innovations and technology.

This, as Megaworld said it “takes advantage of opportunities brought about by changes in consumer behaviors and lifestyles in this digital age.”

The new digital investment arm AGILE Digital Ventures Inc. will engage in investing and building technology start-ups that hopes to support the country’s food, retail, and hospitality industries during these challenging times, the property developer said in a disclosure to the Philippine Stock Exchange.

Megaworld said it has initially allocated a three-year capital budget of $5 million or approximately P250 million to build its first start-up project.

“This first start-up investment is called PICK.A.ROO, an all-inone, on-demand premium lifestyle delivery app, which is set for public roll-out in August,” it said.

“As the country’s first homegrown app, customers can purchase products ranging from food, gadgets, hardware, kitchenware, children’s toys and stuff, pet care, personal care, medicines, office and school supplies, hotel dishes,

liquor, to COVID-19 essentials, from over 300 local and international merchants,” it added.

Orders may either be delivered on-demand, or on a later schedule.

Customers may choose from among regular delivery, drivethrough, or takeaway pick-up for their orders.

UN trade meet is chance to reset world economy

he postponed ministerial gathering of the UN Conference on Trade and Development will take place in Barbados in April 2021, organizers said Wednesday, tasked with rebuilding economies battered by the coronavirus crisis.

The quadrennial UNCTAD conference will be a “window of opportunity” to reset the way international trade operates, organizers said.

The UN organization’s 15th ministerial conference was initially scheduled for October 2020 in Barbados but was postponed because of the COVID-19 pandemic.

“The COVID-19 global emergency and its extreme repercussions have exposed the need for a fundamental rethinking of many of the assumptions that previously underpinned the international economic order,” Mia Mottley, the prime minister of Barbados, said at a virtual signing ceremony for the hosting agreement.

“The crisis has provided the UNCTAD membership with a unique opportunity to be at the forefront of the new thinking and radical policy corrections

that the situation now requires,” she added.

The conference is the highest decision-making body of Geneva-based UNCTAD, which counts 195 member states and reports to the UN General Assembly.

Besides the climbing death toll -- now above 700,000 -- the pandemic has caused deep economic damage around the world.

“The global trading system has been woefully unprepared for this global health crisis,” said UNCTAD Secretary-General Mukhisa Kituyi.

“UNCTAD 15 will shape the ambitions for a better recovery. Countries have realized the devastating limits of current development practices,” the Kenyan former trade minister said.

“This gives us a window of opportunity to build the political will towards the systemic changes needed for truly better recovery, despite the current steep obstacles to international solidarity,” he said.

According to UNCTAD’s estimates, developing countries need $2.5 trillion immediately to start tackling the damage caused by the pandemic.

PH falls into recession as Q2 GDP dives 16.5%

T

he Philippine economy shrunk in the second quarter plunging into recession, the first time in nearly 30 years, following one of the longest and strictest lockdowns in the world to curb the spread of COVID-19.

Second quarter gross domestic product (GDP) was at -16.5 percent, the Philippine Statistics Authority reported Thursday.

“Gross domestic product declined by 16.5 percent in the second quarter of 2020. This is the lowest reported quarterly growth starting in the 1981 series,” National Statistician Claire Dennis Mapa said.

“The decline was “partly because of the lockdown. You’re seeing drop in the sectors. We’re seeing that because of the April, May lockdown.

That’s the data we’re receiving,” he added.

A Reuters poll of 13 economists forecast a range of -18 to -4.2 percent as most analysts have been split on how steep the contraction would be.

Household consump-

tion dropped 15.5 percent, its “biggest in history.” Before the -15.5 percent second quarter data, its last dip was in 1985 during the Marcos era.

Metro Manila and Calabarzon, with the rest of Luzon, were placed under strict quarantine after cases of COVID-19 rapidly rose in March.

“I think people should not hold too much expectation for the third quarter which I projected is still negative,” economist Vic Abola said.

“Getting back into the fast lane really depends

on how confident people are in reporting for work as health measures are put in place by the firms and how fast we accelerate the infrastructure spending,” he said.

Gradual economic pick up and acceleration can happen once COVID-19 vaccines become available, Abola added.

The coronavirus pandemic will cost the economy P2.2 trillion this year or nearly a tenth of gross domestic product, said the Development Budget Coordination Committee, which is in-charge of setting the government’s macroeconomic goals and policies.

This year’s budget deficit is seen to swell to P1.56 trillion or 8.1 percent of GDP on a massive spending plan to return to an economic growth path in 2021.

Metro Manila, Cavite, Laguna, Rizal and Bulacan were placed back under modified enhanced community quarantine (MECQ) from Aug. 4 to Aug. 18 after confirmed COVID-19 cases surged.

ASPIN RA A white puppy lay dead in the middle of the street. I was nonchalant as I knew it was the neighbor’s, thus they should be responsible of the puppy. I heard a tricycle had ran over it. It was the usual morning for me, until I found out the truth of that lifeless puppy on the road.

“Their owner hired someone to kill those puppies because they couldn’t handle them anymore.” One of the neighbors told me. The rest of the puppies had seek refuge in her house. She fed them whenever those puppies were left to fend for themselves. I saw one of the puppies bled on the nose, the other one had a wound on the forehead. Their heads where whacked with a hard wood.

We started to put a tarp at our gate about RA 8485 or the Animal Welfare Act where it states that animal abuse is punishable by law. And while we were advocating, we also began to take care of Yanna and Clark. I was hoping to find them a better home, but it was not easy for Aspins or Askals at that time because nearly everyone would prefer pets with breed. Some people in the neighborhood, including the owner who failed to have the dogs killed months earlier were eager to have them impounded. They were considered a nuisance. For us, they were lives that were unwanted and unluckily born to furparents who are irresponsible.

tered Yanna and Clark, we took them under our care, fed them, collared them, and would take turns in taking them to the vet when they needed it. We would have their anti-rabies vaccines updated, and so on. All expenses were paid by our own pockets.

Yanna died of mastitis, a breast infection that can kill a nursing dog. She died under our bed as it was too late for us to notice that she was in a bad shape already. Clark is still with us, healthy and still happy to see the former family he had who wanted them gone; such an amazing display of loyalty to his former master. We also took in their other Aspin, Siksik, who was always tied outside the

house, rain or shine.

Currently, their former owners are happy with their pure breed dogs. After getting rid of their Aspins,they now have toy dogs that have cash equivalents; so to speak, monetary value. They couldn’t handle their Aspins, maybe because they didn’t want to since they are just Aspins (Aspin ra). Aspins are the most looked down of all breeds in the Philippines, and most impounded dogs are Aspins, unclaimed and killed after 3 days. Aspins and Puspins are also the once you find on the streets, homeless with skin diseases begging for scraps. Aspins are the Asong Pinoy and Puspins are the Pusang Pinoy which puppies and kittens are some-

times found in plastic bags or boxes somewhere grassy thrown away because they are nuisance.

Companion animals in the Philippines is a sad love story for Aspins and Puspins.

However, with the growing number of genuine compassionate people for dogs and cats, there is hope that the fate of Aspins, Askals Puspins, Pusakals and strays will change. But for now, all these strays and abused animals still hope for better homes and better pawrents. The animal welfare advocates with the government’s active participation still have different roads and miles to take to change the situation of the companion animals especially the ones unwanted.

Since Day One, the incumbent administration – as a campaign promise - has been battling the endemic corruption in the country’s bureaucracy in the same parallel effort to curb lawlessness, the illicit drugs trade, criminality and other similar fronts in order to bring back the people’s trust in the government made decadent by the loose governance treatment committed by previous regimes.

Likewise, since Day One, the arrogant political opposition, shamed by the embarrassing defeat it suffered in the 2016 presidential and 2019 mid-term polls, has never ceased finding faults in the puny hope that the PRRD gov-

ernment set up would be discredited and damaged, thus give them another opportunity to grab power and restore themselves in flagrant authority.

This state of affairs has somewhat, to a certain degree, affected the socio-economic and political stability of the country. But strangely enough, the Ship of State continues to be navigated safely out of the unsafe waters and despite the intermittent destabilization strategies of the disarrayed opposition, the Chief Executive, as the chief pilot, has obtained the confidence, trust and approval of the people.

The local MSM (mainstream media) is somewhat in cadence with the American MSM as both Pres. Duterte and his US counterpart, Donald Trump, are respectively being pummeled without letup by very unfavorable news reports created and supplied by the antagonistic alliance of the political opposition and the support of the communist and Marxist groups in both countries.

Folks, make no mistake about it.

In both situations, the sole objective of these villains is to bring down the duly constituted authority and replace them with puppets under the baton of the Communist Marxist alliance with blessings from the conspiring Illuminati, the Deep State and the Vatican to install the New World Order.

(For your information, the New World Order consists of the establishment of One World Government (where the Anti-Christ will soon be revealed and sit), One World Economy and One World Religion.)

So, magnetized by the alluring offer from US backers that by toppling down the current government the decimated political opposition could get back into power and authority, the calibrated anti-government strategies have been slowly but surely being executed to coincide with the November presidential elections in the US. The political credo of the anti-Trump groups (Dem-

ocrats et al) is that winning the US presidency is imperative that will ultimately lead to the overthrow and or defeat of the Duterte administration in the succeeding months.

That is why it is very vital that the Filipino electorate raise their voters’ literacy and political consciousness.

If the 2022 Philippine presidential balloting comes as scheduled, Pinoy voters would not have a difficult time deciding who among the candidates is best qualified to be installed as the new Malacanang tenant.

Again, not that I am a doomsayer but frankly I do not see a silver lining in the horizon.

The authors of the Covid 19 are peppering us with threatening messages that the virus is here to stay and that lockdowns are necessary to prevent the spread of the deadly pathogen.

May I repeat that the US through the National Institute of Health headed by Dr. Anthony Fauci gave a $3.7M grant during the Obama years to the Wuhan Institute of Vi-

rology where the virus was reported to have originated.

Why? I wonder if you caught Fauci’s “prophetic” public statement the Trump administration will be confronted by a viral pandemic just months after the latter assumed office.

Did he know something the world would yet notice?

This monetary assistance has been ordered probed by Pres. Trump.

So, if you are good at Math, you can add one plus one equals two.

Locally, as the sovereign mandate is in the hands of Filipinos, it matters a lot how we respond to the chaotic and confusing circumstances.

If we fully open up our economy, the DOH and IATF have warned us of the huge threats of death and widespread contamination.

IKEBANA AND SPARKS OF JOY

FOR DABAWENYOS, the month of August is all about the merriment of Kadayawan, the bounty of the region’s exotic fruits, and the colours of its flowers.

Another event that happens every August, which I look forward to, is Ikebana International Davao Chapter 133’s annual gala exhibit.

Established in February 1970 by the late Doña Carmen Soriano, Ikebana International Davao Chapter 133 was supposed to celebrate its 50th Founding Anniversary in grand style with exhibits and workshops schedule for August. But with the current COVID-19 situation, that means that many of this year’s festivities are placed on hold.

Although public celebrations are not possible, many of Ikebana International Davao Chapter 133’s members took the current situation and made it an opportunity to practice their art.

“Being an Ikebana member helped me a lot during my home quarantine. I was able to review our Ikebana books.

The flowers, twigs, branches and foliage from my garden inspired me to make at least two arrangements every week,” said Alice Reyes. “It was therapeutic for me. I also got encouragement from my family and friends.”

“Where as before COVID-19, I hardly touched or practiced this Japanese floral art. The pandemic stirred the creative juices in me as time was at a standstill,” shared Letty Averion. “Working around the garden, which was neglected as our gardener was also on lockdown, the dried leaves and fallen branches and twigs inspired me to create beauty even in discarded things we call trash.”

For the members of Ikebana International Davao Chapter 133, it was easy to get inspiration even during the community quarantine. “I get my inspiration with the plants i see in the garden and photos i see on Instagram,” san Vanessa.

As for materials, all three ladies agreed that it was easy to find materials one can use for Ikebana. “Whats beautiful about ikebana is that we are taught to make flower arrangements - anytime anywhere and make do with whatever materials are available,” said Letty.

Without the negative RT-PCR test results from place of origin, passengers will undergo tests and wait in a holding facility for 24 hours or more until their results come out.

If positive, they will be referred to the Southern Philippines Medical Center (SPMC) and if negative, will be allowed to go home and quarantine for 14 days.

WHO exec says large sports crowds unrealistic this year

he World Health Organization said Wednesday it was “unrealistic” to expect large crowds at sports events this year in countries suffering from community-level transmission of the new coronavirus.

WHO emergencies director Michael Ryan said it could be “disastrous” in such circumstances to allow the return of sports matches with tens of thousands of people attending.

Asked in a live WHO social media chat when major sports events could come back, Ryan said it was impossible to predict.

“We don’t know,” the Irish epidemiologist said.

“Large crowds of 40, 50, 60,000 people -- it’s not just the risk of being in the stadium, it’s the risk of going to the stadium, the public transport, the bars and the clubs,” he explained.

POC RIDDLE An attempt to push major changes to the Philippine Olympic Committee charter came to an abrupt screech when majority members of its board bamboozled the POC leadership from even raising the matter at the outset.

An exercise in futility, as many are wont saying.

Though sound it may be, the proposal did not sit well in the board as majority of the members belonged to the group of former POC chief Jose “Peping” Cojuangco, thus outnumbering the bloc of incumbent president Cavite Rep. Bambol Tolentino, head of the cycling association.

The POC – mind you – is politically heated like the recent twin bombs that blasted Beirut, Lebanon’s capital. It has since become a center of controversy when the Philippine Sports Commission came into being.

Tolentino and his supporters want to get rid of the position of POC chairman, a sinecure of a post because it did not have any bearing in the conduct of affairs as the president is the

lead officer that has been traditionally presiding over meetings and had the final say in decision-making.

He also wanted to set an age limit for those aspiring to be presidents of National Sports Associations who compose the POC membership roster.

I remember that before Cojuangco was installed POC head honcho in 2000, his predecessors thumbed down suggestions to amend the organizational structure of the POC hierarchy because it was working perfectly well due to its simplicity.

In effect, if the wheel ain’t broke, no need to fix it.

From the 70’s to the 90’s, I had discussed here and then the issue of introducing amendments to the old (and antique) POC constitution and by-laws with just about every POC president in those times. Unfortunately, this did not gain ground as the guys at the helm during their respective incumbencies – the late Surigao Gov. Jose Sering, Nering Ando-

long, Mike Keon (now Laoag City mayor), Gen. Cruz, Christy Ramos, Celso Dayrit and long serving Sec-Gen Francisco Almeda – were cool to the idea because the POC was not encountering leadership problems during their time.

The post of chairman was a political maneuver to allow and accommodate a diehard supporter of the POC president (Cojuangco) then to come in as additional voice (and vote) in case contentious issues arise, thus increasing the former’s majority hold in the board.

Old hands in the sports fraternity covering the POC and PSC beat at the Rizal Memorial Sports Complex knew exactly what Cojuangco was up to but his political clout nevertheless prevailed. When the amendments were subsequently presented to the POC general assembly, favor-seeking NSAs gravitated and nodded in quiet submission.

This deadline beater was a stunned witness to this muted subservience.

With this background, Tolentino, a former POC chair himself and now holding the

reins for the first time, should have – ideally – consulted his supporters and held a caucus among NSAs to initially find out how to go about introducing the reforms without a hitch.

The Cavite solon erred in discussing the merits of the changes he wanted with a hostile board where he was embarrassingly outvoted.

I know the backgrounds of several of those in the POC board.

Tolentino will now be hard-pressed to accomplish his idea, unless…

There is a sure-fire strategy I know which was implemented sometime in the 90’s when POC polls became tight and tension-filled.

I tell you, this approach worked to perfection.

But I am not about to make this public.

Boxing star Marcial yet to apply for pro license: GAB

he Games a n d Amusements Board (GAB) said Filipino amateur boxing star Eumir Marcial has yet to apply for a professional license.

The decorated amateur fighter has signed a sixyear promotional deal with Manny Pacquiao’s MP Promotions last July, with the first year of his contract focused on preparing him for his campaign in the 2020 Tokyo Olympics next year.

According to MP Promotions president Sean Gibbons, the 24-year-old

Marcial may make his professional debut in a four-round bout in October.

Speaking at the Philippine Sportswriters Association Forum on Tuesday, GAB chairman Baham Mitra said they are still waiting for Marcial to file an application for his professional license.

“Wala pa po as of now.

Okay lang, naghihintay kami,” said Mitra.

Mitra made it clear that Marcial will not be given “preferential treatment,” despite his status as an Olympic qualifier.

Like other boxers applying for licenses, he too will have to pass a medical exam.

Marcial may have

some leeway when it comes to his fights, however. Mitra explained that fighters generally need to fight two four-rounders, two six-rounders, and two eight-rounders before being given the green light to fight 10 full rounds.

“Siguro si Sir Marcial, siguro isang four, isang six, isang eight, pwede na mag-10, basta lahat panalo. At saka lahat medyo may say din ‘yung kalaban,” said Mitra. “’Yung iba naman, parang ina-aasses pa lang ang capabilities nila.

Pero people who have already proven their worth in the international competitions in amateurs may be given the fast lane,” he added.
