alacañang has insisted that the Philippines was never a member of the International Criminal Court (ICC), as the country's withdrawal from the Rome Statute became effective on Sunday.

Presidential Spokesperson Salvador Panelo emphasized that the Philippines never became State Party to the Rome Statute that created the ICC so there is “no basis” for it to investigate the Duterte administration’s war on drugs.

“The Philippines cannot leave that which (it) has never joined in the �irst place.

Our position on the matter remains clear, unequivocal and in�lexible: The Philippines never became a State Party to the Rome Statute, which created the ICC. As far as we are concerned, this tribunal is non-existent and its actions a futile exercise,” Panelo said in a statement.

He pointed out that if the Hague-based tribunal should proceed with an investigation, it would mean that it is violating its own provisions by meddling in the country’s sovereignty.

“Should the ICC proceed with its undertakings relative to the Philippines and violate the provisions of the instrument which created it in the process, it can only mean that it is bent on interfering with the sovereignty of our Republic,” Panelo said.

He further said that ICC’s intrusion con�irms why other countries, such

PAG-ASA weather update as of 5:00 am on Monday, said that Chedeng has a wind speed of 30-60 kilometers per hour which is expected to last in 36 hours.

Meantime, the Coast Guard Station of Davao has suspended vessels and watercrafts plying Sta. Ana Wharf to Kaputian and vice versa, Sta. Ana Wharf to Talicud and Vice Versa and Island Hopping (charter boat). The suspension is anchored on HPCG Memorandum Circular no. 02-2013 guidelines on the movement of vessels during heavy weather.

A Coast Guard Station personnel, however, told Edge Davao yesterday that apart from the transit

vessels, those with small sea crafts are advised not to venture out over the seaboards of areas under Tropical Cyclone Warning Signals (TCWS).

Coast Guard personnel were also being deployed on each wharf to implement the order.

Also on Monday, the City of Mati in Davao Oriental suspended classes in all levels on March 18-19 through Executive Order No. 13 signed by Mati Mayor Carlo Rabat. Revilla favors death for plunderers, if...

ormer Senator Ramon "Bong" Revilla Jr. is in favor of death penalty for those convicted of plunder, but he proposed a condition: that accusers are also executed if the accused is proven not guilty.

"Agree ako na ibalik ang death penalty sa mga gumagawa ng heinous crimes, drugs, rape and sa mga plunderers, pabor ako dun.

Pero kailangan parehas din yung hatol sa mga false accusers," Revilla, who was among the Hugpong ng Pagbabago (HNP) senatorial candidates who attended the Parada Davaoeño led

Revilla, who was acquitted by the anti-graft court of plunder charges on December 7, 2018 after 4 years and 6 months in detention, said that accusing someone of plunder is a serious matter.

The former senator admitted being charged of something he didn't do was really painful.

Revilla, however, hopes that his accusers won't experience the same af�liction he experienced for almost �ive years.

"I just hope na ang pangyayari na iyon ay h'wag madanasan ng nag pakulong sa amin, lalong lalo na h'wag madanasan nino man, kung nagawa yung sa akin na isang senador, what more sa ordinaryong mamamayan," he said.

The former chairman of the Senate Committees on Public Works and on Public Services said he is inspired to return to the Senate to clean his reputation and help the Duterte administration, believing that his endorser Mayor Duterte-Carpio is going to be the next president.

Store water properly to prevent dengue T he Department of Health (DOH) has urged the public to observe best practices in water storage to prevent breeding of dengue-carrying mosquitoes amid the water supply shortage.

Go says‘Araw’gained significance due to PRRD

ormer Special Assistant to the President Christopher Lawrence “Bong” Go said Saturday the celebration of Araw ng Davao gained even more historical signi�icance because a Davaoeño, former Davao City Mayor Rodrigo Duterte, now occupies the highest political of�ice of the land.

“Ang pagbabagong nagsimula sa Davao, dinala ni Pangulong Duterte sa buong Pilipinas. Iyan po ang mahalagang kontribusyon hindi lamang ng Davao kundi ng buong Mindanao sa ating mga kapatid na Pilipino,” Go said as he joined the festivities for the 82nd Araw ng Davao.

A motorcycle rider himself, Go celebrated the occasion with fellow riders, particularly the members of Karancho.

Go vowed that if elected to the Senate, he would continue the initiatives and programs of his mentor, President Duterte.

Gov’t upbeat on Gov’t agencies urged to rubber industry hold info drive vs. piracy

griculture Secretary Emmanuel Piñol said the country’s rubber industry could recover from prolonged slump in cup lump prices if tennis ball manufacturer HEAD pushes through with its plan to transfer worldwide operations in Misamis Oriental.

Piñol expressed his optimism after lawyer Franklin Quijano announced the recent signing of a memorandum of understanding (MOU) between the PHIVIDEC Industrial Authority Zone and representatives of HEAD, manufacturer of the popular tennis ball brand.

“This is a major development for the Philippine Rubber Industry. That means a lot of natural rubber latex needed for the balls.” Piñol said.

Prices of rubber cup lumps are on 10-year low at P18 per kilo prompting many farmers to stop tapping their rubber trees.

The agriculture secretary sees a rebound in rubber cup lump prices once HEAD begins manufacturing tennis balls sometime next year.

According to Quijano, who is PHIVEDEC administrator and also its chief executive officer, HEAD is closing down its tennis ball manufacturing plant in China and is relocating in the Philippines.

“HEAD manufactures around 10 million tennis balls every year,” he disclosed.

He added that one of the world’s leading tennis equipment and apparel manufacturers has commenced technical and engineering studies and has reserved a five-hectare area inside Mindanao’s foremost industrial zone.

“Our rubber can be brought directly to the company and be used (in its products),” he added.

Provided that it would take only about a week for the DBM and the President to go over the budget, it will still take another two weeks from publication of the GAB for it to take effect, eating up a good three to three-and-half weeks before projects under the 2019 budget could begin implementation, he said.

“For the first quarter of the year, the fact that we did not have the budget that we presented meant that we had PHP46 billion less to spend in the first 90 days. Now, if you divide PHP46 billion into 90 days, that's half a billion pesos a day that we are not

he Intellectual Property Office of the Philippines (IPOPHL) is appealing to government agencies to hold seminars that will discourage their personnel from patronizing pirated goods and services, such as clothing, computer software and programs.

The IPOPHL reiterated that creating awareness on intellectual property (IP) rights in the public sector will effectively deter incidents of piracy in the country.

“We want the heads of government agencies to issue a memorandum to all employees: We have to respect copyrights, henceforth, we will consider the use of unlicensed and unregistered IP either software, trade apparel or bags as an administrative violation and will be dealt with accordingly,” IPOPHL Deputy Director General Teodoro Pascua told the Philippine News Agency (PNA) on Friday.

Pascua, during the

launch of a campaign by BSA -The Software Alliance, to prevent the use of unlicensed software by business companies in the Philippines, said the campaign on intellectual property rights will start with the government agencies comprising the National Committee on Intellectual Property Rights.

Budget Coordination Committee (DBCC) said that upon reviewing the approved revenue and disbursement programs, along with the deficit goals for the medium term, it adjusted the Gross Domestic Product (GDP) growth target range to 6-7 percent in 2019, 6.5 -7.5 percent in 2020, and 7.08 percent from 2021 to 2022.

But Dominguez noted that a 6-7 percent GDP target range still remains among the highest in the region.

The DBCC, of which Dominguez is a member, estimated the impact on economic growth of the continued budget reenactment at -0.7 to -0.9 percentage points (ppts) if the budget is reenacted until April 2019, -1.4 to -1.9 ppt if until August 2019, and -2.1 to -2.8 ppt under a full-year reenacted budget. Meanwhile, Optical Media Board (OMB) chairman Anselmo Adriano said it has worked with the private sector, schools and non-government organizations on its information campaign against piracy.

“What the OMB has done is to continually educate. Aside from our enforcement operations, we are conducting information campaigns nationwide through our infomercials, which are being shown in cinemas across the country,” Adriano said.

A study from the International Data Corp. (IDC) shows that the rate of unlicensed software installations has declined by 6 percent in the Philippines from 70 percent in 2011 to 64 percent in 2017.

AVAO ORIENTAL – The Provincial Government of Davao Oriental has activated earlier today its Incident Command System (ICS) as it braces for Tropical Depression “Chedeng” which is anticipated to bring moderate to heavy rains over the province.

The province, which is already under Tropical Cyclone Warning Signal no. 1 based on the Severe Weather Bulletin issued by DOST-PAGASA, has already started its preparation since Sunday morning.

During the Pre-Disaster Risk Assessment meeting held yesterday, the members of the Provincial Disaster Risk Reduction and Management Council (PDRRMC) have identi�ied the areas vulnerable to landslides and �looding. The council members have also discussed the possible effects and preparation measures related to the looming weather disturbance.

“Although the Chedeng is not that strong, the volume of the rain is our main concern,” said PDRRMO Assistant Department Head Francis Jason Bendulo, noting that they are constantly monitoring areas predisposed to �looding and landslides.

“The PDRRMO and its local counterparts are in constant communication to ensure that preparations and response are well-coordinated,” he said, adding that they have already also coordinated the preparations and interventions with all key agencies.

He said that all manpower, heavy equipment, and food supplies are already prepositioned. Heavy equipment from the Pro-

vincial Engineer’s Of�ice and Department of Public Works and Highways (DPWH) are also on standby.

A monitoring team was also deployed at the Aragon Dam in Cateel to monitor the water level.

701st Brigade Commander of the Philippine Army Col. Manuel Sequitin has ordered the two battalions under his command to anticipate the landfall of TD Chedeng. He ordered his troops to be on standby ready to respond, especially in �lood and landslide prone areas.

PRE-EMPTIVE EVACUATION While “Chedeng” is expected to make landfall over the eastern coast of Davao Oriental tomorrow morning and is expected to weaken into a Low-Pressure Area while crossing Mindanao, there are also reports that it “may also pass through the vicinity of Barangay Dugmanon in San Isidro town”.

In response, the Local Government Unit of San Isidro led a pre-emptive evacuation of 22 families or 64 individuals in Barangay Dugmanon and Barangay Lapu-lapu, San Isidro, who are living near riverbanks.

San Isidro Mayor Justina Yu and Incident Commander Vice Governor Niño Uy led the evacuation of these families who are now housed at

the Dugmanon Barangay Hall.

SUSPENSION OF CLASSES Anytime today, Governor Nelson Dayanghirang is expected to issue an order for the suspension of classes from elementary to secondary for the whole province.

However, the Local Government Units have already issued orders for the suspension of classes in their respective areas.

Suspension of classes in all levels has been issued in the municipalities of San Isidro, Lupon, Baganga, Tarragona, Boston, and Banaybanay. The municipalities of Caraga, Cateel, and Governor Generoso has suspended classes for the preschool level only while the City of Mati has suspended classes for elementary to secondary levels.

Governor Dayanghirang has called on all residents of the province, especially those living in areas at high risk of �looding and landslides to continue monitoring for updates, take precautionary measures, and coordinate with Local Disaster Risk Reduction and Management Of�ices (DRRMOs) in case of evacuations.

The PDRRMC’s counterparts in the municipalities have also been advised to constantly monitor and to ef�iciently implement necessary preparations.

EDITORIAL Playground of violence The massacre in Christchurch, New Zealand last week showed the world the ugly truth about the seamless world of cyberspace: that it can be a playground for violence.

On Friday, a gunman strapped on a 4K wide-angle action camera, loaded his car with high-powered weapons then drove to a mosque. He began shooting at anyone who came into his line of vision. The act of mass terror was broadcast live POV-style for the world to watch on social media. The images were like those cut from video war games. Forty-nine people were killed and more than 40 others were wounded in the attack, which occurred at two different mosques in that quiet city. The suspect is an Australian named Brenton Harrison Tarrant, who was charged with one count of murder, with more charges reportedly expected. Tarrant would later on front court but not even the grim prospect of spending the rest of his life in prison fazed the cod murderer. A TV report described his appearance as “looking proud of what he has done.”

But what was even more disturbing was the 17-minute video of a portion of the attack which which leapt across the internet faster than social media censors could remove it. It was one of the most disturbing, high-de�inition records of a mass-casualty attack of the digital age — a grotesque �irst-person-shooter documentation of man’s capacity for inhumanity. While uploading videos of extraordinary events on social media is a common practice, this one stood out with the methodical nature with which it was conducted and how it was designed to optimize virality. The killer wanted the

world’s attention, and by committing an act of mass terror, he was able to get it. He showed familiarity with the darkest corners of the internet, his recordings showed that. He was was familiar with online and meme culture and even name-checked popular Youtuber “Piewdiepie” before launching his attack. He understands not only the platform dynamics that allow misinformation and divisive content to spread but also the way to sow discord.

In minutes, the video spread like wild�ire. So fast that not even social media platforms like Facebook, Twitter and YouTube could take down the recording and an accompanying manifesto apparently from the gunman. In this particular case, those platforms were no match for the speed of their users and not even the use of arti�icialintelligence tools created to scrub such platforms of terrorist content could defeat human cunning and an impulse to gawk.

Violence begets violence. And with the internet viralizing this atrocious act, people’s minds across the seamless cyberspace is brought to the ideologies of the gunman whose hate could yet further fan the winds of hate. This world is not about getting back in the same sick mentality of this assailant.

This time bomb is not just recently planted in the internet. It’s footprint has been there since people discovered its power and reach at practically as cheap as chips.

Before Christchurch, there was Momo Challenge. And now it has exploded.

Who is there to stop this new playground of violence?

CLARK IS LOOKING LIKE A GOOD ALTERNATIVE AIRPORT FOR US Those of you like me who travel to the capital frequently have to deal with high plane fares. As summer approaches more of you will likely �ly to Manila to visit relatives and push business deals.

Often these days, these one way fares would cost between 7-10,000 pesos, the price of a round trip ticket two years ago. This has earned complaints from a number of passengers who question these high plane fares.

The high volume of passengers between manila and Davao is obviously because of the attractive-

ness of our city not only because it is a presidential hometown, but because it is a beehive of business activity, what with another 10% growth expected for 2018.

Likewise, the 2.4 million tourists that visited the city is a clear indication that the city is an attractive destination that �ills planes.

Because of this, a growing number of Davaoenos are choosing to �ly to Manila via the Clark International Airport in Pampanga. The fares to Clark are more reasonable, often costing half as much as the counterpart fare to and from Manila.

This is especially true of those who live in the northern cities of Metro Manila. Often, they take the bus from Clark to either the Trinoma mall or Robinsons Galleria or NAIA terminal 3.

These P2P buses leave the Clark airport every 30 minutes, stopping to pick up passengers at SM Clark on the way to Metro Manila. The 250 peso trip lasts about two hours to the Manila destination, and 2.5 hours to the manila airport.

This is not seen as particularly inconvenient for many passengers, since the wait for a taxicab and the

traf�ic from Manilas airport to their onward destination would often take more than two hours, even more especially when you factor in the �light delays.

The cost of a taxi can also be more expensive.

Moreover, �lights to and from Clark are often ahead of schedule, and traf�ic on the north expressway to Manila is often not bad, especially in the late afternoons. If your destination is in Pampanga, Bulacan, or ther northern cities, this is an advantage.

With Cebu Paci�ic Air’s announcement of additional �lights to the Clark hub,

Davao now has about three daily �lights to and from clark with three airlines.

This creates a larger demand for the airport, with 2019 looking to top the 1 billion pesos earned by the airport in 2018.

Nonetheless, Davao itself is growing as an international destination, with the Doha Qatar �light scheduled in June, and revival of the Manado and Kuala Lumpur �lights seen within the year. Add this to the Jinjiang, Hongkong, and possibly Tokyo �light, we will now have new destination s apart from Singapore.

THE DETENTION OF GEN. ROXAS Banaybanay, a town in Davao Oriental, is famous for its savory rice, which has been named in her honor. Rice from that region is not just most sought-after; it is also highly priced.

During World War II, however, Banaybanay, Piso Point in particular, hosted two important war events that are largely unknown outside the circle of historians.

First, on May 10, 1945, according U.S. Adm. George Stephen Morison’s history, a Japanese PT (patrol torpedo) boat, one of seven, “broke into the anchorage and sank an army freighter.”

Lt. Comdr. Edgar D. Hoagland, in The Sea Hawks (1999) wrote a personal account of the episode.

“I had decided to commence an inshore patrol to locate whatever had sunk the freighter At Cape San Augustin, the southernmost point of the eastern shore of Davao Gulf. We were all under pressure, because Admiral [Albert] Noble wanted the threat discovered and destroyed.”

It did not take long for the U.S. navy to locate the naval base of the suicide PT boats. Lt. Cmdr. Hoagland, naval commander of the 24th Division, later

received reports the boats were camou�laging under the mangroves. A mission led by Marine Maj. Richard E. Maulsby, a Mitchell bomber pilot, and Marine 1st Lt. Doit L. Fish �lushed out the crafts by means of torpedoes, killing all the Japanese boat operators and burning their equipment four days later.

Lt. Cmdr. Hoagland’s own account of the destruction of the mission was spine-tingling. When he and his crew found a totally equipped enemy PT boat base, he ordered one of his men to �ire �ive rounds into the camou�lage that was hanging just opposite their position.

“The netting was shot, fell down and caught �ire from the incendiary shells.

It exposed a PT boat, bow on, with torpedoes and guns, backed into the mangroves… It was not a simple suicide craft, but a fullblown PT boat, which had to be supported by complete base and supplies…

“Five more rounds thundered in, the shells ignited the gas tank, and the boat caught �ire. More netting was shot down, which exposed a pile of gasoline drums. One round ignited the gasoline and started

an enormous �ire, which spread to an ammunition dump. The dump blew three hundred feet in the air with a tremendous blast, and ammunition continued to detonate. The burning gasoline ignited a second boat, which blew up.

“We stayed in the cover for three hours and discovered four more boats, which we damaged heavily, but they could not be set on �ire; the gas tanks must have been empty. A chemical dump was exploded, and it emitted dense white smoke. (…) The roar and smash of our shells, with no return �ire, relieved the tension and increased our con�idence that we could pull this off… without casualties.”

The twin-engine Michelle bombers, which helped in the success of the raid launched by Lt. Cmdr.

Hoagland’s team on ground level, dropped 500-pound bombs over the treetops and the pilots engaged in tracer �ire directed at enemy location.

Secondly, in 1942, Gen. Manuel Roxas, the future president, was captured in Malaybalay City while on his way to a pick-up point where a submarine was waiting to fetch and bring

him to Australia to join Gen. Douglas MacArthur. Upon his arrest, an order was received by Col. Nobuhiko Jimbo on June 22, 1942 ordering him “to execute Manuel A. Roxas secretly and immediately. As soon as the execution is completed, a written report should be made.

Peter Eisner, in MacArthur Spies (2017), described Col. Jimbo’s reaction to the order (which he did not know was bogus): “Colonel Jimbo was appalled. He considered himself a good soldier and loyal subject to the emperor.

However, he was convinced that executing General Roxas, one f the most respected Philippine of�icials in the country, would back�ire. He thought that killing Roxas would also establish him as a martyr to the cause of rebellion. In any case, Jimbo also liked Roxas and was willing to do everything possible to protect him.”

Col. Jimbo bravely confronted his commanding of�icer, Maj. Gen. Torao Ikuta, about Roxas’ role in the future relations between Japan and the Philippines.

The senior of�icer agreed with Col. Jimbo’s assessment but still pursued the order to have the Filipino

general executed.

Upon arriving at the execution area, Col. Jimbo told the soldiers accompanying him: “There will be no execution. Take these two prisoners [i.e., Roxas and Teo�isto Guingona, governor of the Mindanao] to the Piso farm by boat. They may be useful later.”

To answer for the non-execution, Col. Jimbo, who knew his de�iance could spell imprisonment or death, tried meeting Gen. Masaharu Homma but only managed to talk to his chief of staff. Once again, Col. Jimbo reported, “I have him [Roxas] alive on the Piso farm near Davao.”

When Col. Jimbo was moved to China where he was captured, Roxas, now freed from captivity, wrote a personal letter to Chiang Kai-shek, founder of future Taiwan, asking for his compassion and the freedom of the Japanese of�icer whom he described as “one of the few Japanese of�icers with a genuine sympathy for our plight.”

This act of gratitude further strengthened the relationship of the two who went on to meet after the war, at the time when Roxas was already president of the Philippines.

Ricspeed takes over the first-ever Sprints by the Bay

ast February 3, 2019, Seahawk’s debut competition: Sprints by the Bay was concluded at Sm by the Bay, Manila.

Out of the 22 teams who joined, Ricspeed Dragon Boat team from Davao rose to the top and placed �irst in the overall ranking.

It was an unexpected turn of events for the team with the line-up of rivals—the country’s elite national teams—they battled against.

Ricspeed’s �irst race was in the 200 meters

small boat women’s category, getting the second fastest time qualifying them to proceed to the major �inals. They then ranked third with a �inal time of 1’09”17. Along with this, the 200 meters open small boat crew also got the silver medal with a time of 54 seconds and 69 milliseconds.

Despite not getting a medal in other categories, the team ensured that they get to be part of the major and minor �inals. “I am surprised and hum-

bled with the race results.

Placing �irst in the overall ranking is a milestone for us, competing against PCKDF national elites., “ Coach Nenito Neneria Jr on the team’s achievement.

“The race was a big a challenge for us even with our hard training considering our opponents are way more experienced than us. The crew is already gassed out and tired in the later part of the race, but I always remind them that we’ve trained hard for

this. That this is what we do. For them to embrace the waters and give it all they’ve got.,” he added as to how he motivates the team to continue �ighting.

Ricspeed went home with a sense of pride and eagerness to win more

races. The team is also grateful for the undying support of Mr. Ricardo Floirendo who made it possible for them to paddle beyond the waters of Davao.

This coming March, Ricspeed is set to conquer

another milestone in Surigao. Now, the team will battle against their other neighboring Mindanao Teams in the Sixth Bugsay Mindanao Competition.

They are now preparing for it through their daily training routines.

The Philippine Anti-Illegal Drugs Strategy, institutionalized through Executive Order No. 66, Series of 2018, is the cohesive, comprehensive, and balanced approach employed by the government to address the drug problem.

Everyone participated in the activities which featured outdoor adventures available at the island resort designed to complement the wonders of nature, a home to bountiful picturesque landscapes, and a host of recreational activities to suit any travel agenda.

The morning and afternoon kayak excursion was not missed. They played beach volleyball and hang-out while the sun sets. Table tennis and chess were also played while soaking in the views of the endless horizon.

The guests experienced a carefree island lifestyle and a dose of vitamin sea. They experienced island-hopping and donned a snorkeling gear for a glimpse of the abundant marine life in the island.

BALI ON MY MIND I

keep finding myself dreaming of being back in Bali.

Seaweed Resto’s view of the surf makes me always want to stay here after surfing to watch other people surf.

I really wished I booked that PHP 2,800 roundtrip ticket from Manila to Bali for September this year. I guess it’s really not God’s plan for me to get that ticket, but I really wanted to. I hope there’ll be another seat sale where I can go again. It should be this year because I don’t want to wait for 2020 to go back.

I’m glad one of my high school best friends, Isay, is also game to go to Bali with me! I do hope that we could go to Bali really soon like this year soon. I can’t wait to surf it’s epic waves and wiggle through the lineup of people who are also great surfers and the beginner-tourist crowd.

I want to try to surf in Padang-Padang and Uluwatu.

Echo Beach too if the waves are decent enough but definitely in Batu Bolong because every single surf session I had there blew me out of my mind.

If the surf session wasn’t

enough, the sunset session was always to look out for. In Bali, the sun doesn’t go down til around 7pm in the evening.

That afforded us surfers more daylight time to chase waves. In the Philippines, you can’t surf beyond 6:30pm (at the latest) unless there’s a full moon out.

It usually gets very dark that time of the day and not ideal for staying out especially if you’re surfing reef breaks with no lights around.

Returning from Bali and Palawan, I didn’t feel like Manila wanted me back. I was gone for around more than 20 days, almost three weeks. I didn’t even want to come back. I was happy to be either in just Bali or Palawan—as long as there were waves.

I can’t believe there were always waves in Bali. It was

rarely a hit or miss. True, there could be windy days with messy waves, but there were waves still.

Unlike here in the Philippines where a flat spell isn’t uncommon, surfers have to resort to finding other means of getting stoke. Bali was just perfect because there’ll always be waves to surf each day and then afterward, you can go work in peace because the internet connection is as strong as their coffee.

JL and I were chatting a few hours ago, and he kept telling me how he wasn’t over Bali yet. I replied “I don’t think I ever will.

That’s why I need to go back”.

Sooner rather than later and with my new board, Nasi to go test her again in Canggu waters.

Bali is definitely unforgettable and an experience I’d always want to have with me, whether in the past or present.

Last Friday, the lead stars of Inagaw na Bituin—Kyline Alcantara and Therese Malvar, together with their co-star Manolo Pedrosa gave their Dabawenyo fans in an afternoon of fun and kilig during the Kapuso Mall Show at Gaisano Mall Toril in Davao City. Kyline, Therese, and Manolo also joined the Parada Dabawenya onboard the Kapuso Float which toured the streets of downtown Davao.

Panelo also explained the principle of complementarity, where ICC can only have jurisdiction over a State Party if their courts are unwilling or unable to carry out investigation on the crimes.

policemen for the killing of Kian delos Santos is eloquent proof of this, which the State Department of the United States acknowledges in its recent human rights report,” he said.

“There is therefore absolutely no basis for the ICC to continue whatever it started against the President or the Philippines. Nor is there any basis for the opposition and the critics' perorations on the subject,” he added.

President Rodrigo Duterte said several times that the ICC has no jurisdiction over him as the treaty is “not effective nor enforceable in the Philippines.”

SEA GAMES HOSTING IN TROUBLE? Philippine Sports Commission chair William “Butch” Ramirez seems to be sitting on the hot seat these days.

He could not hide his disappointment after meeting with of�icials of the Philippine Olympic Committee and National Sports Association because of the sluggish preparations being undertaken by people responsible for the country’s hosting of the biennial regional sportsfest.

For the fourth time, the Philippines will host the 2019 SEAG and will open its curtains in November till early December. We staged the 1981, 1991 and 2005 editions.

The two-week competition coincides with the long and traditional celebration of the Christmas season, something even our foreign visitors from the eleven-member conclave have been savoring and

cherishing.

But time is of the essence.

Only eight months or so remain till game time.

Our procrastinating attitude (manana habit) has again reared its ugly head.

The budget of P5B – from the original P7.5 - has been �irst pruned by the Senate and then subsequently approved. The money is ready.

The principal sports infra are in the construction process in the main venue which is the huge area inside the former Clark Air Force base bordering the provinces of Pampanga and Tarlac. Speci�ically, in the city of Mabalacat (Pampanga) and the municipality of Capas (Tarlac).

Other sports facilities and gymnasiums already in existence will just undergo prudent rehabilitation.

As one who has been in the front seat covering the country’s actual SEAG hosting and physical preparations, I deeply sympathize with Ramirez who is, in truth and in fact, putting his neck on the line.

He is the alter ego of the President here. If somewhere somehow, the POC goofs, accusing �ingers will be pointed at the PSC, not at the former.

Remember that the leading agency in the SEAG hosting is the POC in observance of the principle of autonomy as embodied in the International Olympic Committee charter.

The PSC plays just second �iddle.

Ouch, despite that the government is totally funding the organization and hosting? Blah, blah, blah?

ISN’T THIS TOTALLY UNFAIR? But the POC, on its own, can solicit and secure private sponsor-

ships from local companies and multi-national corporations.

Watch out. Will the money – in the millions - coming from private sponsorships be properly accounted for and properly liquidated?

I guess not. This is private and the POC is an NGO. In my long experience, I have seen so many “monkeys” taking part in sports where they laugh their way to the bank after the games.

The obstinate delays committed by POC of�icials and people comprising the executive management group of the Philippine SEAG Organizing Committee are also creating headaches which Butch must endure.

Look at this. There are long lists of equipment that needed to be identi�ied and purchased from abroad which, you and I know, take

a long time to do.

All because this will have to pass through a government bidding.

How many sports and how many events are calendared for the 2019 SEAG? Maybe 40 or more. I heard all Olympic and non-Olympic sports will be accommodated.

Anyway, my unsolicited advice to Butch is: As chairman of the PSC, the leading agency in amateur and grassroots sports, you have the power and the mandate to take matters in your own hands as you see �it.

As the President’s alter ego, it is incumbent upon you to ensure that the hosting of the 2019 SEA Games will be more than satisfyingly successful.

If it will help, here is Rene Decartes’ dictum: “Cogito ergo sum.”
