Trajeras said the aim was to promote the campaign in the provinces and to “inform the public that their participation is essential”.

Trajeras voiced concern that just two months this year, there were already 199 �ire incidents in Region 11. He said

there were 760 �ire incidents in 2017, and the cases signi�icantly went down to 177 in 2018.

With the current number of incidents, Trajeras is worried that con�lagrations could further rise and even surpass the 2017 data.

“We need to have proactive measures to prevent the further increase in �ire incidents,” Trajeras said. (PNA)

Alcantara-Garcia highlighted the signi�icance of the t’nalak in T’boli culture and shared with the guests the common threads that bind t’nalak and the process of weaving it with other similar Southeast Asian weaving traditions.

“If there is one takeaway from today’s conversation that I would want everyone to have, it is the realisation that the Philippines’ textile and weaving heritage is not an isolated design

tradition, but one that is interwoven in the greater tapestry of Southeast Asian design,” she said.

Apart from the talk, the Philippine Embassy in London through its Cultural Diplomacy Unit mounted a capsule exhibit juxtaposing the traditional and contemporary interpretations of the t’nalak and the traditional attire of the T’boli. Featured brands included T’nalak Home and VESTI, both Mindanao-based brands which continue to work closely with the T’boli community in incorporating t’nalak and T’boli cultural elements in contemporary designs. alacañang on Friday said President Rodrigo R. Duterte still believes that corporal punishment is an effective way of disciplining children that is why he vetoed a bill banning its practice.

In a statement, Presidential Spokesperson Salvador Panelo cited the Philippines’ unique culture and parenting experience as the reasons for the President’s stand.

“As a parent to four children, the President believes that responsible parents can administer corporal punishment in a self-restrained manner. While taking into consideration the growing trend in Western countries which perceive corporal punishment as an outdated mode of reprimanding children, PRRD believes that such measure is still an effective form of discipline -- uniquely Filipino -that resulted in many children becoming law-abiding citizens of the country,” he said.

Panelo cited speci�ic loopholes in the measure passed

by Congress.

“The proposed law also fails to properly distinguish between reasonable and excessive corporal punishment, noting that it will be destructive to children if the corporal punishment is excessive which may amount to child abuse and eventually lead to indiscriminate physical abuse. We thus believe that the current legal framework as regards this matter is already in order for now. We have laws, for example, which penalize parents who in�lict cruel and unusual punishment upon their child,” he said.

But even if the President vetoed the bill, Panelo, also Chief Presidential Legal Counsel, said there are still measures to penalize abuse by parents.

he Department of Education (DepEd) in collaboration with the United Nations Educational, Scientific, and Cultural Organization (UNESCO) – Jakarta Of�ice, and Korea International Cooperation Agency (KOICA) conducted a forum to further strengthen the Alternative Learning System (ALS) Program.

The national forum entitled “No One Left Behind: Better Life for Out-of-School Girls to Fight Against Poverty and Injustice in the Philippines Hindsights, Insights, and Foresights,” held on Feb. 28 at The Peninsula Manila in Makati City, gathered around 140 participants composed of DepEd key of�icials and personnel from the central, regional, and division of�ices.

These also include ALS mobile teachers and district coordinators, as well as representatives from project implementing partners.

The forum aimed to present the accomplishments of the project since its implementation, speci�ically on the capacity building for ALS mobile teachers, district ALS coordinators and ALS girl-learners.

To better understand the current implementation

of ALS, the participants had discussions and proposed recommendations for capacity building, and the development of learning modules and teachers’ guides.

Better Life for Out-ofSchool Girls Project UNESCO-Jakarta and KOICA, in collaboration with DepEd, initiated the Better Life for Out-of-School Girls Project in July 2017 in consideration of the out-of-school girls in typhoon-damaged Tacloban City and its vicinity. This also supports the Philippine government’s aspirations for a strengthened ALS in the country within the framework of the Sustainable Development Goal 4 (SDG 4) to provide quality, accessible, and equitable education and lifelong learning for all. The project is set to run until June 2021.

PGC executive director Cynthia Palmes-Saloma said in the �irst quarter of 2019, PGC satellite facilities have been put up in Visayas and Mindanao.

“We are equipping the core laboratories there so researchers in Mindanao and the Visayas could do their own DNA and RNA extraction, quality control studies of the samples prior to sending these in Manila for the major sequencing work,” Palmes-Saloma said in an interview with

the Philippine News Agency (PNA).

The PGC main of�ice also helps the genomics consortium craft their proposals for submission to the Department of Science and Technology (DOST).

PGC’s bioinformatics group will train 20 bioinformatics undergraduates and graduate students for a sixweek intensive training program. It hopes to train 100 bioinformaticians within the year.

PNP beefs up patrols on PH coasts vs. drugs, crimes

T

he Philippine National Police (PNP) continues to beef up its capability in airborne and seaborne operations to guard the country’s coastline against intrusions by international drug smugglers, poachers and other lawless elements.

PNP Chief, Police General Oscar Albayalde, said through its capability enhancement program, the police force is set to acquire more �loating and �lying assets for its Maritime Group and Aviation Security Group to boost the response against criminal activities in coastal waters, including the recent recovery of cocaine in the country’s eastern waters.

Albayalde said as police operations will be intensi�ied against the supply of illegal drugs and organized crimes, it entails an upgrade of resources to cope with the additional functions. A total of PHP1,134,388,799.98 was allotted for sea and air assets.

Speci�ically, the PNP Bids and Awards Committee has approved the procurement of 28 units of high-speed tactical watercraft amounting

to PHP336 million, seven of which had been delivered and are currently in service.

An additional 18 units of similar high-speed tactical watercraft are programmed under the 2019 procurement program as additional equipment for maritime operations, police visibility in the shorelines, and maritime law enforcement and public safety operations.

At present, the PNP’s �leet of watercraft include 107 police rubber boats, 19 coastal craft, 25 fast boats, four speedboats, and 10 gun boats or dauntless boats being used by 17 Regional Maritime Units, three Maritime Special Operations Units, and other police maritime stations nationwide.

In support of seaborne maritime patrol operations, the PNP is also adding �ive more single engine turbine and training helicopters, with a total price of PHP798,388,799.98, to its �leet that is expected to be delivered in August to bolster its anti-terrorism operations and air support to maritime patrol

In previous years, genomics research budget allocation was not given much priority with PHP31 million in 2014 and PHP29.5 million in 2015.

he Civil Service Commission (CSC) 11 (Davao region) said it is ready for the pen and paper eligibility exam on Sunday where more than 16,000 examinees are expected to take the test.

Evelyn Yparraguirre, CSC-11 chief human resource specialist, said Friday some of the examinees are repeaters, students, and government workers who are “contractuals” and job order employees.

Others have worked with the government but have never had the chance to be promoted because they only hold the sub-professional eligibility, Yparraguirre said, noting that the oldest examinee is a 60-year-old government worker who wanted to be promoted.

She said the exam, which will start at 6 a.m., will be held in various schools at the four testing centers in the Davao region.

Davao City will host the biggest number of the CSC eligibility examinees at 10,000 while the other centers will host either 1,500 or 2,000.

Yparraguirre reminded examinees that cellular phones, calculators and other similar gadgets, wristwatch with calculator, and printed materials are prohibited inside the exam centers.

“We do not usually allow bags but we cannot avoid that so there will be a space provided for all bags,” she said.

he conservation organization, World Wide Fund for Nature (WWF) Philippines, aims to further draw public support for legislation on plastic waste management to help address environmental degradation and biodiversity loss from plastics pollution.

On March 30, WWF Philippines will spearhead in Makati City the Philippines’ main 2019 Earth Hour (EH) celebration that is anchored on the organization’s campaign against single-use plastics.

“For this year, we’re emphasizing what and how everybody can be part of the crusade to save the planet,” WWF Philippines president and CEO Joel Palma said at the launch of this year’s EH in Pasig City on Thursday.

The Philippines’ rank as

third top plastics polluter of oceans and the havoc that plastic waste continues to wreak on nature, raise the urgency for collective action on the matter, he said.

“We Filipinos must unite and create concrete steps to stop this worsening situation,” Palma said.

He said nature is important to daily life so preventing plastic waste from polluting the environment “is a big step towards a greener, more sustainable planet.”

EH is a grassroots movement, which WWF Philippines’ mother organization, WWF, has been promoting worldwide annually to inspire and empower individuals, organizations and governments on taking tangible action for Earth.

DOH lauds expanded maternity leave law

T

he Department of Health (DOH) on Thursday commended the passage of Republic Act 11210 or the Expanded Maternity Leave (EML) Act. In a statement, Health Secretary Francisco Duque III said the enactment of the bill is timely for the celebration of the Women’s Health Month.

The EML Act, which was signed by President Rodrigo Duterte on February 21, provides women additional economic support by ensuring that their 105 days of maternity leave are paid, regardless of economic and social background. Single mothers receive additional 15 days of paid maternity leave through the act.

“This is another noteworthy addition to the series of legislations that protect, promote, and support the health and nutrition of the Filipino family,” he said, adding that the EML Act complements the recent

passage of Republic Act 11148 or the Kalusugan at Nutrisyon ng Mag-Nanay Act. The Kalusugan at Nutrisyon ng Mag-Nanay Law mandates the government to prioritize the nutrition of pre-pregnant, pregnant and lactating women, infants and young children.

“The DOH believes that when mothers and their families are allowed to recover physically and mentally from pregnancies and in welcoming newborns as new additions to their lives, they are able to participate in the economy much more effectively as healthy citizens, healthy workers, and more importantly, as healthy parents,” the statement read.

n alliance of poultry growers is urging the government to revert the 40 percent tariff on mechanically deboned meat (MDM) as mandated under the World Trade Organization (WTO) agreement which the Philippines recognizes.

The 40 percent tariff on MDM was temporarily adjusted to 5 percent in 2012 as a concession to the quantitative restriction imposed on rice importation. This rate would revert to 40 percent by Jan. 1, 2021 as stipulated in WTO rules.

“Since we already have a rice tariff law signed by President (Rodrigo) Duterte, it is high time that the government slap 40 percent tariff on MDM,” said Rosendo So, chairman of Samahang Industriya ng Agrikultura (SINAG), in a radio interview over the weekend.

“Dapat ibalik na ang 40 percent na taripa sa MDM bilang proteksyon sa mga poultry growers natin (The

40 percent tariff for MDM should be returned as protection to our poultry growers),” he added.

The Department of Agriculture (DA), in an earlier statement, said it would still write a memorandum to the Of�ice of the President to express the position of the agency and agriculture stakeholders on the matter.

DA Undersecretary Segfredo R. Serrano disclosed that the Tariff Commission found that reverting tariffs on MDM imports to its 2012 level of 40 percent would not have a “substantial” economic impact.

The government slashed the tariff on MDM to 5 percent as a concession to the country’s trade partners for allowing the Philippines to extend its special treatment for rice.

Bansalan LGU affirms vow to promote modern agriculture

he Municipality of Bansalan through its Chief Executive, Mayor Quilin Sarte, af�irms the municipal government’s earlier commitment to promote agricultural biotechnology as an instrument to modernize agriculture in the said municipality. Bansalan is a �irst class municipality in Davao del Sur which is about 72 kilometers from Davao City.

It may be recalled that Bansalan issued a resolution in 2012 “allowing the implementation of the provisions of R.A. 8435 speci�ically on the prescribed policies in section 3 of the Agriculture and Fisheries Modernization Act of 1997 purposely to modernize the agriculture sector by transforming the said sector from a resource-based to a technology-based industry xxx” The said resolution underscored that the commercialization of biotech products is needed to en-

able farmers to compete in a globalized economy and to deliver solutions to technical problems affecting crops and livestock.

The municipal government therefore resolved that “the Municipality of Bansalan, through the Municipal Agriculture Of�ice shall see to it that strong and bene�icial partnerships are forged with the public and the private sectors, the academe, professional associations, international organizations, institutions and corporate (sic) in furtherance of bio-

technology in agriculture.” “ We are largely dependent on agriculture, hence we should strive to help our farmers earn more and improve their lives,” said Mayor Sarte.

“It is our responsibility to look at science and carefully study what it can offer that will help our farmers. Both farmers and consumers should be able to bene�it from agricultural technology which have clearly met the requirements of the Philippine law and other existing regulations.”

In a world of self-driving cars, caregiving robots, and even automated cashiers in fast food chains, it’s clear that those are at least three jobs positions that people could do.

Filipinos are not alone in this fear. Up to 70% of Americans and 90% of Japanese shudder at the same thought--and they have more advanced technologies to begin with.

his Second Semester AY 2018-2019, the UP Professional School for Agriculture and the Environment (UP PSAE) in Panabo City, Davao del Norte has of�icially admitted sixteen students in its graduate programs, the MS and PhD in Environmental Science.

These students will be mentored by the faculty members who teach the same programs at UPLB’s headquarters in Los Baños, Laguna.

Nine faculty members from the School of Environmental Science and Management will be actively involved in MS/PhD Environmental Science instruction. Dr. Filma C. Calalo leads the UP PSAE as its director.

UP PSAE, UPLB’s newest and southernmost unit, was established in 2016 and is currently under the Graduate School. This was in response to the demand of the agribusiness

industry sector of Mindanao for a professional knowledge hub that is focused on agriculture and environmental science – two of UPLB’s traditional niches.

The UP PSAE aims to be a catalyst for development in Mindanao through building the human resource capacity of those in the industry, higher education institutions (HEIs), government agencies, and civil society organizations.

The ongoing UP PSAE graduate programs are a precursor to the school that will be established as the institutional component of Agriya, the 88-hectare mixed-use development of Damosa Land in Brgy. Pandan, Panabo City.

The UP PSAE is a public-private partnership between the University of the Philippines Los Baños, Damosa Land, and ANFLOCOR.

EDITORIAL Doing acts of kindness the right way

T

he law says it all--no giving of alms to beggars. The logic behind it is to discourage mendicancy and raise citizens who are industrious and self-reliant.

Some people may not know it, but the law has been there for so long. The reference law is the law prohibiting mendicancy which was enacted in 1978 in a Presidential Decree 1563 or the Anti-Mendicancy Law signed by former president Ferdinand Marcos. It prohibits any person who supports mendicancy by giving alms directly to mendicants, exploited infants and minors on public roads, sidewalks, parks and bridges.

Despite the existence of the law, many poor Filipinos who are forced out of poverty are in the streets begging.

On the other hand, there are also no beggars if there are no givers. The sheer compassion and innate generosity built around teachings in school and church or just pure conscience when one actually thinks of having the comforts of life while others don’t are what drive people to give money or food.

With that in mind, some people are actually exploiting the situation. Some parents actually use their children especially babies to beg in the streets exposing them to accidents and other risks. This is clearly tantamount to child abuse.

But what if the problem is not poverty?

There are those begging in the streets to support their vices--illegal drugs, smoking, alcohol and gambling are among the driving factors. Hence, there are

children who run in con�lict with the law because once they don’t get alms, they turn violent.

The regional of�ice of the Department of Social Welfare and Development (DSWD) said mendicancy is the beginning of young people committing run-ins with the law. Thus, they end up becoming CICLs or children in con�lict with the law. This is why it is important to deal with the problem of young offenders by reviewing policy directions of the local government and evaluating whether the same are being implemented religiously. The Children’s Welfare Code for one should be a guiding policy in addressing this problem, and why not? This piece of legislation underwent a thorough study before it was passed in 1994 and amended in 2006. Last year, child advocates and non-government organizations called on the city government to fully implement the Davao City Children’s Welfare Code of 1994 as amended in 2006 especially the establishment of the Special Of�ice for Children’s Concerns (SOCC) under the Of�ice of the City Mayor.

In solving the city’s woes with mendicancy, it may be high time to religiously implement our local laws and penalize those responsible for allowing or even coaxing their children to go to the streets and beg.

Meantime, people with money to give may channel their kindness to worthy charities. There are many of them in the city in need of help.

Even acts of kindness, random or not, should be done right.

Credit for projects in a tough election in Davao, the Slaughterhouse road opening.

Many other projects are nearing completion or are in the pipeline, and this inspires many people to believe that their taxes are working for them.

The hard truth is that many of these may have been in the planning stage for too long or have been approved yet were left unimplemented due to the non allocation of funds.

It is fair to say that he peoples money not only pays for the materials and labor to build them, but also supports governance efforts and will to make them happen. Who they elect to carry out these projects and reforms matter. This is part of democracy.

On the other side of the political fence, the the opposition seems to be unable to pull the same numbers and attention despite all the best efforts to create a stir on the issues they believe are worth talking about , such as human rights and the drug war.

Noteworthy is the supposed “debate” at Plaza Miranda in Quiapo that they claim the HNP

snubbed. Observers see this as an attempt to use the HNPs presence to bring crowds.

The question in people’s minds, however, is whether anyone really knew of this “debate”.

Worse, alleged reports of the opposition seeking COMELEC’S intervention to compel the HNP to debate with them makes them sound even more pathetic and weak.

These inabilities to get the people’s attention do not bode well for the opposition. It seems that the issues they want people to think about do not resonate. The fact that many of them are unknown to the public makes this even worse.

These elections will be tough for.rhe opposition.

man-born American social psychologist and psychoanalyst: “The most widespread misunderstanding is that giving is ‘giving up’ something, being deprived of, sacri�icing.

People whose main orientation is a non-productive one, feel giving is an impoverishment; for the productive character, however, giving is the highest expression of potency.

“In the very act of giving, I experience my strength, my wealth, my power,” Fromm continued. “This experience of heightened vitality and potency �ills me with joy. I experience myself as over�lowing, spending, alive, hence as joyous. Giving is more joyous than receiving, not because it is a deprivation, but because in the act of giving lies the expression of my aliveness.”

Allow me to end this piece with this anecdote: A cold wind howled the rain beat down when the telephone rang in a rural doctor’s house. “It’s my wife,” the voice said, “She needs a doctor right away.”

We all too often expect goods and services from others, which we wouldn’t give ourselves.

Generosity of spirit

In Islam, Quran states that whatever one gives away generously, with the intention of pleasing God, He will replace it. Read Quran 34:39 for that.

In the Holy Bible, generosity is known as charity. In the Book of Acts, Jesus said that giving is better than receiving (Acts 20:35).

There are those who believe that giving materials things, when it comes to generosity, is immaterial. It’s the knowledge that one imparts is the best

More often than not, it is the poor people who give the most rather than the rich ones. When a poor man gives, he gives a portion of what he has. When a rich person gives, he wants something in return.

“Among the rich, you will never �ind a really generous man even by accident,” wrote G.K. Chesterton in A Miscellany of Men. “They may give their money away, but they will never give themselves away; they are egotistic, secretive, dry as old bones. To be smart enough to get all that money you must be dull enough to want it.”

Saving beleaguered marine resources from extinction CONSULTANTS...

f the Philippines doesn’t watch out, it may soon loss a natural treasure that is thriving its waters.

“We need to do something now before giant clams become extinct,” urges Dr. Rafael D. Guerrero III, former executive director of the Philippine Council for Aquatic and Marine Research and Development and now a scientist with the National Academy of Science and Technology.

Giant claims may not be endemic to the country, but the Philippines is one of the few countries where they thrive. These bivalve mollusks live in the shallow coral reefs of the South China Sea, West Philippine Sea, Sulo Sea, Red Sea, but mainly in the Indian and South Paci�ic oceans.

Locally known as “taklobo,” giant clam is known in the science world as Tridacna gigas. The word “tridacna” comes from the Latin word “tri,” which means “three” while “dacn” is a Greek word for “bite.” It may be called such because of the wavy shape of the clamshells.

Giant clams may have existed even during the time when dinosaurs roamed around this planet. “They have been around for over 38 million years,” wrote Vicky Viray-Mendoza, the executive editor of Maritime Review Magazine.

“Antonio Pigafetta, the Italian navigator who joined Ferdinand Magellan in his sea travels around the world, documented these giant clam species as early as 1521 in his journal,” Viray-Mendoza wrote.

Of the 12 species of giant clams known to man, eight of them can be found in the coral reefs of the Philippines. These are: Tridacna gigas (true giant clam), T. deresa(smooth giant clam), T. squamosa (�luted giant clam), T. crocea (boring clam), T. maxima (elongated giant clam), T. hippopus hippopus (strawberry clam or bear claw clam), T. hippopus porcellanus China clam), and T. noae ningaloo (Noah’s giant clam or teardrop clam).

The Switzerland-based International Union for Conservation of Nature (IUCN) has listed all of these giant clams

as endangered species. In its IUCN Red List of Threatened Species, two species – T. gigas and T. deresa – as “vulnerable.” Considered rare to �ind is T. hippopus porcellanus. The rest are just as endangered but are misclassi�ied as “lower risk/ conservation dependent.”

According to Viray-Mendoza, who retired as World Bank group operations analyst and has special interest in marine environment, these various species of giant clams live in Palawan, Eastern Samar, Maricaban Island, Silaqui Island (in Bolinao, Pangasinan), Batangas (particularly Anilao), Samal Island (in Davao), Negros, and Tawi-Tawi.

With the help of some non-government organizations, giant clams have been restocked at the following sites: Anda, Pangasinan; Masinloc, Zambales; Calape, Bohol; Camotes Island, Cebu; Ilocos Norte; and Hundred Islands National Park.

Giant clams are described as “solar marine species,” which means they need the sun to grow, survive and thrive.

According to Viray-Mendoza, giant clams live in �lat coral sand or broken corals, and can be found in shallow warm waters and depths up to 20 meters.

“The giant clam gets only one chance to �ind a nice home,” according to a report released by the National Geographic. “Once it fastens itself to a spot on a reef, there it sits for the rest of its life.”

Serving as substrate of corals and sponges, marine biologists say giant clams – which can live in the wild reportedly up to over 100 years – help increase the residence �ishes and act as hiding place of other marine organisms.

In her in-depth report, Viray-Mendoza noticed that most of the giant clams that used to abundant in the Philippine waters have dwindled. “Its populations are diminishing quickly, and the giant clams have become extinct in areas where the were once abundant,” she deplored.

tion on International Trade in Endangered Species of Wild Flora and Fauna (CITES), an international agreement between governments whose aim is to ensure that international trade in specimens of wild animals and plants does not threaten their survival.

Giant clams are harvested for food. “Though the soft body parts account for about 10% of the body weight, it is nearly pure, healthy protein,” said Oceana, an international organization trying to protect the world’s oceans.

The meat of giant clams reportedly fetches P6,000 to P8,000 per kilogram. In Japan, where it is known as “himejako,” the meat is considered a delicacy. Some Asian foods include the meat from the muscles of clams. In China, large amounts of money are offered for the adductor muscle, which the Chinese think to be an aphrodisiac.

There’s some truth to the claim of being an aphrodisiac. “American and Italian researchers teamed up to analyze the bivalves, and found that clams rich in amino acids that trigger an increase in sex hormone levels,” Viray-Mendoza wrote. “Also, the giant clam’s high zinc content can aid in the production of testosterone.”

These days, giant clams are valued for their shells. The website, shoppe.ph, giant clam shells fetch from P1,200 to P1,680. In China, where it is a hit, they are made into carvings, jewelry and other ornaments – “as status symbols for the wealthy and as protective charms in Chinese Buddhism.”

To save the giant clams, the government included the species in the Philippine Fisheries Code (Republic Act 8550). The Code prohibits the act of collecting, selling and exporting giant clams. Should anyone caught violating the law, the person will be �ined administratively, “three times the value of the species, or P300,000 to P3 million.”

In addition, the person committing the unlawful act will be imprisoned from �ive to eight years and a �ine equivalent to twice the administrative �ine, and forfeiture of species.

“Giant clams are being protected through the Marine Protected Areas (MPAs),” said Dr. Guerrero. MPAs restrict human activity for a conservation purpose, typically to protect natural resources.

In addition, arti�icial spawning of giant clams has already been done by the Marine Science Institute (MSI) of the University of the Philippines at the Bolinao Marine Laboratory in Bolinao, Pangasinan.

Over 40,000 giant clams are reportedly living at the Silaqui Ocean Nursery in the said province. Late last year, the municipal council in Bolinao passed a resolution declaring the coastal town as the Giant Clam Capital of the Philippines.

In Davao Region, another success story was initiated by the Davao del Norte State College (DNSC) which manages the Marine Reserve Park and Multipurpose Hatchery at Barangay Adecor in Kaputian District in the Island Garden City of Samal.

Preservation efforts commenced in 1999 when the area was declared a marine park. It got a major boost when MSI provided the much-needed support through its Giant Clam Enhancement Program. Today, more than 3,500 giant clams are thriving in the 14-hectare marine reserve park.

In response to the call for conservation and increasing interest among the locals and international tourists on giant clams, DNSC launched the community-based Taklobo Tours Project. It started in 2013 and now it is one of the island’s tourist destinations.

“Awesome and inspiring marine sanctuary that protect several species of giant clams,” commented one tourist. “With our snorkel masks on, we were led underwater by a certi�ied guide to witness �irsthand these amazing sea creatures. We also learned about their habitat, life cycle and feeding. A de�inite must-see.”

There’s still hope for giant clams, after all. “To save our giant clams, we should protect them in the wild from poachers (particularly foreigners) and promote their sea farming,” suggests Dr. Guerrero.

He said maintaining the 5-percent tariff on MDM imports would prolong the prejudice to the poultry subsector.

“It was a concession made at a cost to a sector so that (the said) sector should get relief,” he said. “The protection should be reinstated.”

In a separate statement, the Alliance of Philippine Poultry Growers (APPG) said the in�lux of imported poultry products, following the lifting by the government of the special safeguard duty (SSG) on these imports, has seriously affected the Philippine poultry industry.

“The importation of chicken has become deregulated and uncontrolled. This has seriously affected local poultry raisers,” APPG said.

According to the group, data shows that importation of grandparent stocks surged 106 percent between 2014 and 2018, while inbound shipments of parent stocks jumped 68 percent.

Frozen chicken imports also increased 74 percent during the period.

APPG said the situation was aggravated in August 2018, when the government lifted the SSG on poultry imports, which caused intense �looding of the domestic market, without bringing down retail prices.

“The lifting by the government of the special safeguard duty on poultry imports last August was aimed at cutting retail prices and easing in�lation. However, this zero-tariff measure did not signi�icantly reduce the retail prices of chicken meat,” the group noted.

prices still ranged between PHP125 and PHP160 per kilogram.

“This obviously showed that the SSG lifting had no signi�icant effect on retail prices, the reduction of which was the original intention,” the group said.

APPG said what the SSG lifting had affected seriously the farm gate prices which at PHP38 per kilo, was way below the cost-to-produce at PHP80 to PHP85 per kilo live weight.

“This is pushing local farmers to quit raising chicken due to huge losses,” it said.

APPG said while better production conditions had caused the increase of local supply, the lifting of SSG de�initely increased imports, causing intense �looding of the market.

“The government has to rethink its strategy and impose import control,” it said.

Meanwhile, the United Broilers Raisers Association (UBRA) also claimed that the lifting of the SSG on imported poultry resulted in “forgone government revenues and windfall pro�its for importers.”

UBRA said the lifting of the SSG also caused the collapse of farm-gate prices way below the cost-to-produce, without pulling down retail prices.

Data from the Department of Trade and Industry (DTI) show that as of November 2018, chicken leg quarter imports reached 61,434,860 kilograms (kg), eclipsing the 44,834,405 kg which were brought in the whole of 2017.

Separate data from the Bureau of Animal Industry (BAI) show that meat imports climbed 22.7 percent in 2018 to a record 850,000 metric tons (MT) which were mainly used as raw materials for meat processors.

Chicken meat imports alone climbed 18.1 percent in 2018 to 288,202.817 MT from 244,104.419 MT in 2017.

Of the total poultry imports, nearly two-thirds were MDM or raw materials for meat processors mainly to produce hotdogs, sausages and chicken nuggets. (PNA)

Luisita dethrones Canlubang C EBU CITY – Luisita clinched its 17th championship in the Philippine Airlines (PAL) Seniors Interclub tournament after holding off rival Canlubang Saturday at the Alta Vista Golf Club.

Luisita finished the four-day event with 569, three points clear of Canlubang which did not go down without a fight.

Six points down before the start of the final round, Canlubang reduced the margin to just three after Abe Rosal edged Chino Raymundo, 49-46, in the first flight.

Damasus Wong, the second man out, was cruising at oneover par through 15 holes, but finished disastrously with bogey,

pickup and double bogey to limp home with 47.

Wong went out of bounds off the tee in the 1 7 t h and 18th a f t e r missing the green on the 16th for bogey.

In contrast, Edmund Yee, his Luisita flight m a t e , breezed through the last three holes at one-under to salvage 49 points.

That seven-point swing in the last three holes turned out to be what Luisita needed to dethrone Canlubang.

With that in mind, Davao City rising superstars Sydney and Chino Tancontian will test their skills in the biggest and challenging competition so far in their respective martial art careers in the upcoming Sambo World Cup “A. Kharlampiev Memorial” M and W Combat Sambo on March 22 to 23 in Moscow, Russia.

The Tancontian siblings are children of former judo national team Paolo, who is currently the secretary-general of Pilipinas Sambo, the country’s only Davao-based Martial Arts National Sports Association (NSA).

“Ito yung pinaka mahirap na competition na sasalihan nila sa sambo kasi ang event na ito ay tribute to the Sambo founder Kharlampiev which means lahat ng malalakas na Russian

and world-class sambo athletes nandito,” Paolo told Edge Davao in an interview.

By even winning a single �ight would be enough achievement, said Paolo, as the main agenda of joining is for his children to gain enough exposure in preparation for the 30th Southeast Asian Games Philippines.

“We are eyeing for gold medal kasi in the SEA Games since �irst time din ito may sambo. Meron din kasing �ive days na free training and seminar sa Russia courtesy of the International Sambo Federation (FIAS),” he said.

She will compete in the women’s +80kg senior division.

Compared to her older sister, this coming slugfest in Russia will be Chino’s debut in sambo after years of mastering judo.

Chino, 18, is the defending champion of the men’s senior division and the reigning most valuable player (MVP) in the judo competition of UAAP by bannering the colors of UST. Despite being relatively raw in the sport, Chino is slowly progressing through the new martial art although it is being compared closely to judo.
