he Philippine Drug Enforcement Agency in Region 11 (PDEA-11) is closely monitoring a prominent school in Davao City after the agency gathered reports of peddling of prohibited party drug called ecstasy within school premises.

PDEA Assistant Regional Director lawyer Behn Joseph Tesiorna said that the identity of the alleged pusher has been established and being close-

ly monitored for months.

He refused to name the educational status, or the background of the alleged distributor.

However, Tesiorna said

that the pusher’s activity has been slow in recent monitoring.

“The information was tipped by a concerned citizen in November last year,” Tesiorna revealed. adding that the suspect has also been conducting transactions in different schools in the city.

In a letter dated January 11, 2019 to House Speaker Gloria Macapagal-Arroyo , DoE Secretary Alfonso Cusi recommended the cancellation of the franchise of DANECO and 16 other “underperforming, financially and technically distressed electric cooperatives.”

he country's biggest teacher’s union denounced the minimal increase in the fourth tranche of salary adjustment for public school teachers and vowed to continue its demand for substantial pay hike.

Alliance of Concerned Teachers (ACT) Davao region president Elenito Escalante said that the fourth tranche only amounts to an increase of P575 for Teacher I, P789 for Teacher II, and P1,008 for Teacher III. Escalante said that the "lamentable" increase for the teachers is still not enough given the high cost of basic goods and commodities as an offshoot of the full implementation of the Tax Reform for Acceleration and Inclusion (TRAIN) Law. “We have been demanding this for a long time. And yet the government once again failed of their promise,” he said.

ACT is demanding for a minimum salary of P16,000 for Salary Grade I teachers, P30,000 for Teacher I and P31,000 for Instructor I. Escalante also said that the group felt injustice, after learning that President Rodrigo Duterte will receive an additional P101,656 in his salary, while Department of Budget and Management

(DBM) secretary Benjamin Diokno may receive as much as P70,000 more.

However, the President's basic monthly salary going up from P165,752 to P222,278, is not the former's own making. The adjustment is provided under Executive Order (EO) No. 201, which his predecessor President Benigno Aquino III signed on Feb. 19, 2016 and which mandated a four-year basic pay upgrading in the bureaucracy.

ACT Davao region vice president Wilfredo Lacatan said that improving the economic state of teachers is not the priority of the government.

“Why is it hard for the government to answer our demands? Just because we are teachers, they will just ignore our plights? We also have families to feed,” Lacatan said.

He said that if the president had favored the increase of the salaries of the soldiers and police, he should have a heart to also increase the salaries of the teachers, considering his mom, Soledad “Nanay Soling” Duterte was once a teacher.

“If the government were to truly be earnest in its efforts and wield its power and authority to serve the people, then nothing is impossible,” Escalante said.

PNP looking at 3 persons of interest in Jolo bombing

ANILA -- The Philippine National Police (PNP) is now looking at three persons of interest in the deadly blast in Jolo, Sulu that left at least 20 people dead and more than a hundred others wounded.

PNP chief Director General Oscar Albayalde, in a text message to reporters Tuesday, said one of them was identified as Kamah, who was seen wearing a blue green jacket along with two others near the Our Lady of Mount Carmel Cathedral, based on a closed circuit television (CCTV) footage obtained by the authorities.

Albayalde said Kamah belongs to the Abu Sayyaf Group (ASG) sub-group Ajang-Ajang, which was earlier tagged by the military as the one behind the blast.

"Ajang-ajang, walang pinag-iba sa ASG. Ginamit ng ASG na mga bata ang edad. Naulila, napatay ng militar 'yung ibang kamag-anak (The Ajangajang is no different from the ASG. The ASG is just using young suspects.These were the ones who were orphaned because their relatives were killed by the military," Albayalde said in a separate television interview Tuesday.

Albayalde did not disclose any further details regarding Kamah's identity but a radio report said he is a brother of slain ASG leader Surakah Ingog.

He said they have yet to establish whether the item Kamah was trying to pass to his companion was the trigger for the bombs.

The man was seen giving something to his companion wearing a cap and holding a bag but they were abruptly cut when the first blast occurred.

Another CCTV footage showed the man was able to pass the item to his companion.

Panic ensued and the people started running away, including the three men. However, the man in blue green jacket ran in an opposite direction.

Kamah was said to be the one who detonated the bombs.

Albayalde has appealed to residents of Jolo to inform the authorities about the real identity of Kamah and his two other companions.

Meanwhile, Albayalde said that the Jolo Cathedral blast was an "act of terror" and has nothing to do with the Bangsamoro Organic Law. During the Jan. 21 plebiscite, majority of voters in the Autonomous Region in Muslim Mindanao (ARMM) voted in favor of the law that will create a new Bangsamoro region with greater autonomy, except for Sulu whose voters rejected the measure.

NCRPO on full alert status due to Jolo church blasts

ANILA -- The National Capital Region Police Office (NCRPO) announced on Monday that it is on full alert status after the explosion that took place inside and outside a Roman Catholic church in Jolo, Sulu province that left 20 people dead and 112 wounded.

NCRPO head, Director Guillermo Eleazar ordered the five district directors to tighten security around airports, seaports, vital government and private installations as well as places of convergence.

The five districts covered by the NCRPO are the Manila Police District (MPD), Quezon City Police District (QCPD), Northern Police District (NPD), Southern Police District (SPD), and Eastern Police District (EPD).

“We are full alert since 6 a.m. No cause for panic we want to make sure so we intensify checkpoint operations at entry and exit points of Metro Manila to prevent terrorists from sneaking in bombs,” Eleazar told the Philippine News Agency (PNA) in a phone interview.

Full alert means the highest level of readiness in all police offices and units in Metro Manila.

Eleazar said the public should expect more checkpoints and police visibility.

“In the next few weeks or so, we will increase the number and frequency of our checkpoints including our ‘oplan sita’. We will deploy our policemen and women in strategic areas of Metro Manila to increase police presence and visibility, in order to discourage, prevent and deter any evil plots from unfolding,” he added.

Eleazar personally checked the vital installations in Metro Manila as well the checkpoints in metropolis on Monday.

Eleazar also appealed to the public to be alert and report to the police any suspicious person or behavior.

"I encourage you to remain alert and vigilant.

Report any suspicious person or behavior, report any new or unfamiliar face in the neighborhood to the nearest policeman you can reach or communicate with personally or through our hotlines,” he said. (PNA)

Transgenders pageant hailed

lesbian, gay, bisexual and transgender (LGBT) advocate said that having a pageant for transgender women as one of the new activities in this year's Araw ng Dabaw proves that the LGBT community can have an impact to the society.

Presidential Commission for the Urban Poor (PCUP) commissioner Norman Baloro said that the Reyna Dabawenya, a pageant for transgender women, will not be a typical "Miss Gay" contest as the event will center on advocacies and awareness on the issues that the LGBT is cur-

rently facing.

"Definitely there will be no swimsuit, as we are in sync with the Women's Development Code," Baloro said in a phone interview.

He said he believes that the local pageant is a stepping stone towards social acceptance in the community.

Prior to the announcement of the pageant, Baloro cited the efforts of Davao City Mayor Sara Duterte-Carpio in pushing for the transgender pageant during the LGBT Ball last December.

"We did not expect this, to be honest," Baloro added, "This is a celebration of equality and recognition that the LGBT must be grateful."

The advocate said that he hopes that Davao City's strong support to the LGBT should set as a role model to

other cities in the country.

The announcement for the screening of the Reyna Dabawenya was made by City Tourism Operations Officer (CTOO) Generose Tecson on Thursday. It is one of the new events to debut in the Araw ng Dabaw alongside Ginoo ng Dabaw, a pageant for men. The coronation date for the said pageant is yet to be announced.

Davao City will commemorate the 82nd founding anniversary through “Araw ng Dabaw” on March 16.

Marcelo Morales said he instructed all police commanders to establish and strengthen checkpoints in the cities and municipalities in Davao Region more strictly to preempt any diversionary attack by the terrorist groups.

Morales said there will be deployment of maximum number of foot and mobile patrols particularly in highly populated areas.

He also told the chiefs of police to coordinate with the security managers to establish and enhance joint secu-

rity protocols.

"We call on our people to be vigilant and continue their active participation with security forces in reporting their observations since we cannot afford to take chances whenever there is a threat of a terrorist activity," he said.

He reminded the people that counter-terrorism measure is a shared responsibility of the people and the government. "Rest assured that the PNP will leave no stones unturned to bring justice to the victims of this dastardly act of terrorism," he said.

Intelligence monitoring intensified

he Public Safety Security Command Center (PSSCC) is intensifying its intelligence monitoring in Davao city following the bombing in Jolo, Sulu on Sunday.

PSSCC head Benito de Leon said this step is in line with the order of Mayor Sara Z. Duterte-Carpio to review security measures in the city to prevent the same incident which killed 20 people and injured scores others.

De Leon said the PSCC is coordinating with the Eastern Mindanao Command, Police Regional Office 11 and

National Intelligence Coordinating Agency to gather more information. He added that there are security measures being implemented but he will not reveal the particulars, saying that terrorists are also observing them.

"I would like to assure the people of Davao that what had happened in Jolo has been taken seriously into consideration by our planners so that preparations and protocols are being in place," he said.

This means, hightened security operations will be implemented in the city.

Tax hike could prevent 850,000 new smokers

enator Manny Pacquiao on Tuesday said his proposal to double the excise tax on cigarettes is seen to prevent 850,000 new smokers on its first year of implementation.

During the Senate ways and means committee hearing on tobacco tax bills, Pacquiao said increasing the tax on the sin product will not only raise funds for the government’s Universal Health Care (UHC) program but will also help curb smoking.

“Tobacco tax increase will help raise revenues.

Magkakaroon ng funding ang universal health care (There would be

funding for the universal health care). We need that, but remember: there are other benefits beyond the revenues and funding,” Pacquiao said.

“By increasing tobacco tax, we would be able to prevent an estimated 850,000 new smokers on the first year of implementation. Kapag may ginawa tayo, kaya nating pigilan ang masamang epekto ng paninigari-

lyo (If we do something, we could prevent the harmful effects of smoking),” he added.

He said there are currently 13 million Filipino smokers, and 1.2 million more are expected by 2022.

“Most of the victims are from the youth and marginalized sectors, people who have no means of paying for the harmful effects of smoking. We have to protect the youth from smoking, which is highly addictive,” Pacquiao said.

Pacquiao filed Senate Bill 1599, which seeks to increase the current

demand to investors' preference for debt instruments with longer terms, as well as banks’ desire to recover their costs in line with the hike in their time deposits yields.

“So now they are trying also to make sure that the yields where they invest will be able to make up for the higher cost of fund of the bank,” she told journalists after the auction.

On the other hand, the rate of the 182day T-bill went down to 5.892 percent from 5.914 percent last week.

Investors submitted a total of PHP11.699 billion worth of bids, more

than the PHP6 billion offering. The auction committee awarded in full.

The same thing happened to the 364day paper after its average rate fell to 5.946 percent from 5.969 percent during the previous auction.

It was offered for PHP8 billion and was likewise fully awarded. Total bids were more than twice and reached PHP19.747 billion.

With a high demand for the one-year paper, the Bureau of the Treasury offered the same tenor through the tap facility to allow more investors to take advantage of this government issuance. (PNA)

T-bill rates mixed anew

T

he rates of Philippine Treasury bills (T-bills) ended mixed Monday but demand for the longer-tenor debt paper remains strong.

The average rate of the bellwether 90-day paper, shortened by a day due to the Chinese New Year holiday on February 5, rose to 5.534 percent from 5.418 percent during the auction last January 21.

It was offered for PHP6 billion but investors only submitted PHP5.807 billion worth of bids. The auction committee awarded PHP4.397 billion worth.

National Treasurer Rosalia de Leon attributed the lower

cigarette tax rate from PHP30 per pack to PHP60 per pack. This is aside from the annual increase of 9 percent from the current 4 percent increase in excise tax per year.

Pacquiao said his tax bill is supported by the Department of Health and Department of Finance, noting that President Rodrigo Duterte even approved the recommendation of the agencies to back this bill.

He urged the committee to approve the “very urgent measure” before session ends next week. (PNA)

ANILA -- The Bureau of Immigration (BI) on Tuesday placed its personnel in international airports and seaports nationwide on heightened alert to prevent the entry of foreign terrorists into the country.

The move comes in the wake of the twin bombings that killed at least 20 people and injured 112 others in Jolo, Sulu over the weekend.

BI Commissioner Jaime Morente has instructed immigration officers assigned at the ports to be doubly vigilant in screening arriving foreigners and to ensure that they have legitimate purposes in entering the country.

“I have instructed our Port Operations Division to alert all its personnel and be on the lookout for suspected foreign terrorists who might attempt to enter the country,” Morente said in a statement.

“Those who cannot satisfactorily explain their purpose in coming here are to be turned back and booked on the first available flight to their port of origin,” the BI chief added.

On the other hand, BI Port Operations Division Chief Grifton Medina has directed all immigration officers to be extra meticulous in conducting primary inspection of passengers in the country's entry points.

“They were reminded to make sure that only aliens who are properly documented and are legitimate travelers with valid reasons in coming here are admitted,” he

said.

“They were told to be careful in scrutinizing travel documents that are presented to them during primary inspection as it is highly probable that foreign terrorists might attempt to use fake passports and visas to slip into the country,” the BI official added.

At the same time, Medina has alerted members of the travel control and enforcement unit (TCEU) and border control and intelligence unit (BCIU) to be extra vigilant in screening travelers from other countries.

TCEU personnel are responsible for conducting secondary inspection of passengers with doubtful documents and travel purpose while the BCIU is manned by intelligence personnel tasked to monitor and spot for passengers acting suspiciously or exhibiting unusual behaviors.

At the same time, he acknowledged the sharing of database with local and international intelligence agencies in helping detect suspected terrorists.

“The intelligence community has been very helpful. This is a shared fight to protect our country, and we're doing our best to prevent the attempt of foreign terrorists to enter the Philippines,” Medina added.

DOLE approves P4.1-M livelihood grant for poor Sarangani workers

ENERAL SANTOS CITY -- The Department of Labor and Employment (DOLE) has approved a livelihood grant of around PHP4.1 million for poor and marginalized workers in Sarangani Province.

Glenda Revaño, manager of the Sarangani Public Employment Services Office (PESO), said Tuesday the assistance comprises the initial allotment for the province this year under the DOLE Integrated Livelihood Program (DILP).

She said it will benefit over 100 individuals and groups from the province's seven municipalities that qualified for the program.

"We're currently complying with some documentary requirements to facilitate the downloading of the funds," Revaño said in an interview.

She said they are also working on signing a memorandum of agreement with DOLE-Region 12 in line with its rollout.

The Sangguniang Panlalawigan issued an authority last week to Governor Steve Chiongbian Solon to sign the agreement with DOLE12, though its regional director Sisinio Cano.

Under the program, Revaño said the beneficiaries will mainly receive livelihood starter kits composed of materials and inputs for their

chosen ventures.

As approved by DOLE-12, she said most of the approved livelihood projects were tailoring, sari-sari store, mini eatery or carinderia and raising of farm animals.

The beneficiaries will also be enrolled in an insurance program offered by the Government Service Insurance System.

Revaño said the selected beneficiaries had submitted business plans to PESO-Sarangani and DOLE regarding their proposed small business ventures.

She said the identification of the projects was based on the preferences and skills of the beneficiaries.

"As part of the evaluation, their business plans should show the target income of the project in at least one cycle," she said.

Revaño, however, said they expect that the livelihood projects will eventually provide the beneficiaries with sustainable income on a long term basis.

To achieve that, she said they will regularly monitor their status in coordination with DOLE-12 and the municipal governments.

"During the rollout, we will provide them with the necessary technical assistance to ensure that their ventures will be sustained," she said. (PNA)

Senate approves creation of senior citizen commission

M

ANILA -- The Senate on Tuesday unanimously approved on third and final reading a measure aimed at creating a commission for the elderly.

With 12 affirmative votes, zero negative vote, and no abstention, the chamber passed Senate Bill 2159, which seeks to create National Commission of Senior Citizens (NCSC) solely dedicated in promoting and protecting the rights and interests of senior citizens.

With the creation of the new commission, the National Coordinating and Monitoring Board shall be abolished.

The NCSC will be under the Office of the President and will be composed of a chairperson and six commissioners.

Under the bill, some of the functions of the commission are to ensure the full implementation of laws, policies and programs for the elderly; formulate policies for the promotion and protection of their rights and well-being; conduct information and education campaigns to raise aware-

ness of senior citizens' rights; and represent the Philippines in international functions, forums and other conferences involving senior citizens.

Senator Antonio Trillanes IV, sponsor of the measure, stressed the need to create the commission for the country's aging population.

He cited Population Commission data showing that the population of senior citizens in the country in 2018 could be 8 percent of the total population, or 8.013 million.

The country’s senior population is expected to hit 23.63 million by 2050, according to the United Nations Population Fund.

"Growing old comes with a variety of challenges, from physical to economic.

With situations like these, it is important that we create for senior citizens a supportive and an enabling environment where they are assisted and appreciated," Trillanes said.

t takes a lot of understanding, knowledge and of course, research to extensively and intelligently engage in a conversation of a subject matter as critical as children in conflict with the law.

That is why anyone who engages in discourse better know understand the law and its propositions in order to be relevant in any forum. Emotions, which almost always take its course whenever the topic involves children, cannot take over the intellectual interlocution as it deprives people of reason.

The reality is that times have changed and children’s innocence coupled with human compassion cannot just be grounds for exception for the commission of crimes. In an age when it is no longer shocking to the senses to find children who are part of an organized crime, something has to be done to deal with the problem.

At the moment, there are two versions of the MACR in the Senate and the House of Representatives--both offering legislative solutions to the problem.

On Monday, the House of Representatives’ version of the bill lowering the age of criminal liability from 15 years old to 12 years old was passed. House Bill 8858, otherwise known as An Act Expanding the Scope of the Reformation and Rehabilitation of Children in Conflict with the Law and Strengthening the Social Reintegration Programs, Amending for the purpose Republic Act 9344 (Juvenile Justice and Welfare Act of 2006) as amended, was passed with a vote of 14634 with no abstentions. The bill, however, has unique features that are different from the Senate version. Foremost of which is the use of the term, under the proposed bill, minimum “age of social responsibility” instead of using “age of criminal responsibility.” If at all, that ‘softens’ the bill’s tone and reflect the measure’s objectives.

offender or children in conflict with the law would not spend jail time but would be treated in youth care facilities called Bahay Pag-asa. As provided in HB 8858, Bahay Pag-asa refers to a 24-hour child-care institution established, funded and managed by the Department of Social Welfare and Development (DSWD) and licensed and/or accredited non-governmental organization (NGOs) providing short-term care for children in conflict with the law who are 12 years and above but below 18 years old who are committed for rehabilitation or awaiting court disposition of their cases or transfer to other agencies or disposition. Part of the features of a Bahay Pag-asa is an Intensive Juvenile Intervention and Support Center (IJISC) which will cater to children who committed serious offenses.

As provided under HB 8858, children below 12 years old would be exempt from criminal liability. Children 12 years old but below 18 years who commit petty offenses would not be confined in a Bahay Pag-asa. The exception is when the child has no family or deemed as “neglected.” Likewise, children 12 years and above but below 18 years old who are in conflict with the law shall also be exempted from liability and be subjected to intervention programs, unless the minor acted with discernment. Only children 12 years old and above but below 18 years of age who commit serious crimes like parricide, infanticide, murder, kidnapping, rape, destructive arson and offenses under the Comprehensive Dangerous Act punishable by more than 12 years imprisonment among others shall be mandatorily placed in the IJISC. There’s a lot the proposed measure under the two chambers have to offer. No legislator in his right mind would craft laws made to the detriment of children. Otherwise, it will not even get off the bat. It only needs an open mind and a listening heart to understand.

After all, laws passed in this jurisdiction are scrutinized in its truest intent found only in the spirit of the law.

Reforms like the BOL push our growth further

T

he news that Mindanao’s 2018 growth will surpass the nations at 7-8% is good news indeed, and something we should all help sustain.

Despite the obvious challenges, including the Jolo Bombing the various reforms including the ratification of the Bangsamoro Basic Law promises to push this even further, bringing better tidings for Mindanao’s economy, and the rest of the country in 2019.

The BOL is seen as a key reform that strengthens peace, which in turn, allows infrastructure to be built and investments to flow.

he polemics in both houses of Congress are now focused on children in conflict with the law.

Our legislators are more embroiled on the legal issues of children who have conflict with the law rather than focusing on the roots of the problem.

Children did not come about without parents producing them.

If this is an acceptable premise, then the root of the issue becomes the parents, right?

So, if we dig into the very root of this issue involving children committing criminal acts and legislators wanting them to be criminally responsible and penalized, are we hitting at the very root of the problem?

No. Sorry but we are not.

For me, let us remove the legalese and stare more on the psychology and physiology of the problem.

Another key policy reform to push this is the institutionalization of barter trade. This will boost interisland trade, a vital element

in peace and development, and one of the last pieces of a puzzle that can enable long term growth in the BIMP EAGA sub region.

This robust trade with Mindanao will revive the old trading crossroads between modern day Malaysia, Indonesia and southern Philippines. Strong business relationships and life sustaining economies create a strong buffer against terror.

In the end a vibrant subregional economy is what will prevent international terrorism from taking root, the kind that brought about the deployment, and eventual massacre of the SAF 44, and the entry of ISIS linked Maute group from unleashing their terror.

Which is, that when a child below 18 years commits a crime or a misdemeanor, his/her parents will have to answer for the liability and the consequence.

If we put more emphasis on this angle of the law, I am certain children will become more disciplined, juvenile delinquency will be minimized and their education is more certain.

I hear senators and congressmen debating no end and they never seem to agree that the root of the issue is parental in nature.

I think they are not listening to PRRD say it so.

I hastened to mix into this piece Benito Mussolini’s quote: “Democracy is beautiful in theory; in practice it is a fallacy.”

Somehow if you

look at how scandals, malicious mischiefs and controversies have polluted Philippine life - and how scared we are in taking the bull by its horns you might be inclined to believe Mussolini.

The late Prime Minister Lee Kuan Yew, the father of Singapore, has said it eloquently before: “The Philippines has too much democracy…” or something to this effect.

In the end, we have to painfully accept the fact that the law is indeed harsh, but it is the law, nevertheless.

Code of parental responsibility

In these millennial times – compared to the past decades when people were more respectful and courteous of their elders – parents today have become negligent of their parental responsibility, having relaxed, if not totally ignored their filial relationships with their children. That is not to say of their godly remissions because children are blessings of God. Without sounding too religious about the matter, I think that the proposal to lower children’s criminal responsibility to 12 years does not conform with the accepted morality and conservative outlook of our people.

While the majority age is recognized legally at 18, it goes without saying that children below 18 are required to have parental permission before they enter into legal agreements, contracts or take any action that requires only

The emphasis of the law, as PRRD emphasized, is to put the burden on the parents’ shoulders to which I very much agree. And that is why early on in this piece, I said the very root of the problem is traced back to the parents, the negligent and irresponsible parents.

So then, why not reform the law and primarily legislate a Code of Parental Responsibility, for example, instead of contentiously harping on the ignorance and innocence of children be-

FLOODS

ith rainy season around, typhoons and floods are not far behind. As more typhoons – 15 or less – are expected before the year ends, floods will become a common thing Davao Region and other low-lying areas in the Philippines.

A flood is an overflow of water that submerges land which is normally dry.

“Floods are due to the complex combination of weather, climatic and human activities,” explained Rosalie C. Pagulayan, weather specialist II of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) during a seminar workshop convened by the Department of Science and Technology in Davao City some years back.

“Most floods occur as a result of moderate-to-large-scale rainfall events.”

The Philippines, given the location and the topography of the country, experiences five weather-causing phenomena which can bring floods. These are: thunderstorms, cold front, monsoons, intertropical convergence zone (ITCZ), and tropical cyclones.

Thunderstorms, called local storms, occur when towering cumulus clouds reach a height where the temperature is well below the freezing point. Among the associated hazards are heavy rain (which may cause flashflood) and lightning (which may cause death, burns or fire).

Cold front is formed when cold air moves over areas of warm air. Since cold air is heavier than warm air, the warm air is pushed aloft by the cold air giving rise to widespread cloudiness. The cold front affects the eastern part of the country from November to late April or early May. There are two types of monsoon: Southwest and Northeast. In the former, the Asiatic continent becomes warmer than the surrounding seas and a low pressure cell develops over the continent. This causes a flow of moist southwest wind over the Philippine area. At times, when this southwest flow becomes thick in depth, it per-

sists for a long period causing continuous rains which may last for weeks during the months of June to September. The Southwest monsoon is responsible for the great portion of rainfall during the country’s wet season.

One of the worst Southwest monsoons that hit the country happened last year when an eight-day period of thunderstorm and torrential rain deluged the National Capital Region, the provinces of the Quezon, Cavite, Laguna, Rizal, Bulacan, Pampanga and Bataan.

In Northeast monsoon, the Asiatic continent is snowbound and the high pressure cell over China sends northeasterly winds over the Philippines giving the country cold temperatures, and causing much rainfall over the eastern coasts. This happens from November to February.

Known by sailors as the doldrums, the ITCZ is an area where the northern hemisphere trades meet the southern hemisphere trades.

According to the weather bureau, ITCZ is characterized by towering clouds of cumulonimbus clouds accompanied with showers of widespread thunderstorms.

“The axis of convergence, which is usually oriented in an east to west direction, does not remain stationery at the equator but migrates north or south of the equator,” PAGASA’s briefing paper explains. In the Philippines, it oscillates during the months of May to October.

Tropical cyclones are low pressure systems characterized by relatively low atmospheric pressure at the center with very strong winds blowing counterclockwise (in the northern hemisphere) towards and around the center. The 1972 flood in Central Luzon was due to four storms that hit the region from July to August. The 1991 flash flood that happened in Ormoc City was due to Typhoon Uring.

All these weather disturbances bring a lot of water causing flooding in affected areas. The same thing happens when there is a storm surge, “a rise of seawater above the normal level on the coast generated by the action

of the wind and atmospheric pressure, associated with the occurrence of a tropical cyclone.”

According to PAGASA briefing paper, a storm surge can inundate low-lying coastal communities as the level of the ocean is raised by several feet. This happened in Metro Manila in 2011, when large waves that hammered the coastline of Manila Bay caused flash floods in areas.

The huge waves caused by the storm surge battered the bay's seawall, causing portions of the wall to collapse.

Likewise, high tide that coincides with high stream flows can aggravate flooding near the coasts. Early this year, torrential rains inundated many barangays in Davao City as Bankerohan River overflowed and submerged houses along river banks displacing hundreds of residents.

As floods are common throughout the country, the weather bureau has launched the Flood Early Warning System (FEWS) capacities. It has five basic elements: prediction, detection, communication, decision-making, and mobilization.

“In any disaster of given magnitude, the first line of defense is still awareness of the communities at risk,” reminded Pagulayan.

Another PAGASA briefing paper shared some safety tips before flooding, during the flood, and after the flood.

It said that when warned of flood, the following should be done. Securely anchor weak houses.

Drinking waters must be stored in containers as water service may be interrupted. Household belongings should be moved to upper levels while livestock are bought to higher grounds.

Should there is an advice of an evacuation, it must be followed. “Do not panic, move to a safe area before access is cut-off by floodwaters,” it said. “Turn off main electricity switch and gas valve, and lock your house before evacuating.”

Before flooding occurs, keep these in mind: Keep informed of the daily weather conditions and forecast from the weather bureau.

Be aware how often your lo-

cation is likely to be flooded and to what extent. Know the flood warning system and evacuation plan of your community and make sure your family knows them.

Designate an evacuation area for the family and livestock and assign family members specific instructions and responsibilities according to an evacuation plan. Keep a stock of food which requires no or little cooking and refrigeration, good at least for 3 days.

Keep a transistorized radio and flashlight with spare batteries, emergency cooking equipment, candles, matches, and first aid kid hand in case of emergency.

During the flood, stay indoors. Do not attempt to cross rivers with flowing streams where water is above the knee. Beware of water-covered roads and bridges. Do not go swimming or boating in swollen rivers.

Beware of contaminated food and water.

After the flood, here are the things you need to do: Reenter the house with caution using flashlights. Flammables and dangerous animals like snakes may be inside. Be alert for fire hazards like broken electric wires. Do not eat food and drink water until they have been checked for flood water contamination.

Report broken utility lines (electricity, water, gas, and telephone) to appropriate agencies or authorities. Do not turn on the main switch or use appliances and other equipment until they have been checked by competent electrician. Do not go “sight-seeing” in disaster area. Your presence might hamper rescue and other emergency operations.

It’s rainy season again – and forearmed is forewarned.

Listen to the woes of one flood victim: “The downpour of rain is unprecedented.

The rain came without much warning. When we woke up in the morning, there was intermittent heavy rain and I thought that it is seasonal – indeed the rainfall throughout this year has been quite heavy, unlike during the last three years. The rain water reached two feet on the main streets. I couldn’t drive, there was water everywhere.”

A

s a result of human activities (fossil fuel combustion, deforestation, mining, refrigeration, livestock production and rice cultivation, to name a few), the world’s climate has been changing – not for the better but for the worse.

Because of these follies, the amounts of trace gases such as carbon dioxide, methane, chlorofluorocarbons (CFCs), and nitrous oxide released into the atmosphere have considerably increased.

Because these gases trap heat, they have been singled out as those that cause the shifting of climate all over the world, causing devastating consequences like sea level rise, stronger storms, floods and droughts, melting of the ice caps, ocean acidification, and looming food crisis.

Five years ago, the Climate Change Commission listed the Philippines as among the top ten countries most vulnerable to the impacts of this phenomenon. “Climate change is more disastrous to the agricultural industry of the Philippines and its neighboring Asian countries than in other parts of the world,” argues Dr. David Street, of the US Argonne National Laboratory.

A World Bank report, Getting a Grip on Climate Change in the Philippines, has issued the same prediction.

“Climate-related impacts are expected to reduce agricultural productivity in the Philippines,” it said.

In 2011, it was reported that the annual damage to agriculture from typhoons, droughts and floods reached P12 billion or equivalent to 3% of total agricultural production in the country.

Rice, the country’s staple food, will be greatly affected by climate change.

“Increasing carbon dioxide leads to increased photosynthesis and, potentially, more rice biomass. But concurrent increases in global temperature could also potentially limit rice harvests by increasing spikelet sterility,” the Laguna-based International Rice Research Institute (IRRI) said in a statement.

“More carbon could also increase biomass of known weeds when compared with that of rice, which could limit rice growth in the future,” IRRI explained. “Higher temperatures, especially in tropical areas that are already near or above the optimum temperature for rice, will reduce growth and yields.”

But it is not only Filipino farmers who will be greatly affected by climate change. “In the decades ahead, the most serious consequences will be felt in coastal and urban areas,” the World Bank report warned. “Severe hardships are expected in agriculture and fisheries, leading to negative impacts on jobs and the economy.”

Even minor changes in ocean dynamics can cause severe impacts. For example, during the 1998 to 1999 El Niño Southern Oscillation event, the country’s live coral cover decreased by half, diminishing the fisheries yield by more than P7 billion.

The lack of concern among Filipinos have aggravated the impacts of climate change in the

country. “Widespread mining and deforestation in Mindanao were blamed for recent flash floods, including those produced by Tropical Storm Sendong in 2011, which cost the lives of about 1,000 people,” the World Bank report noted.

It is not happening not only in the Philippines but throughout the world. “We are in trouble. We are in deep trouble with climate change,” said United Nations Secretary General Antonio Guterres during the opening of the 24th annual UN climate conference held in Poland.

“It is hard to overstate the urgency of our situation,” Guterres pointed out. “Even as we witness devastating climate impacts causing havoc across the world, we are still not doing enough, nor moving fast enough, to prevent irreversible and catastrophic climate disruption.”

Are there some ways out?

If farming contributes to the problem, can it be part of the solution, too? Take the case of rice, a plant that grows best in wet soil, with its roots flooded.

“But flooded rice crops

emit substantial amounts of methane to the atmosphere,” reminded L. Hartwell Allen, an American soil scientist at the Crops Genetics and Environmental Research Unit in Gainesville, Florida.

It’s the decomposition of organic material in flooded rice fields that produces methane.

“Traditionally, farmers flood their rice fields continuously and incorporate 4-5 tons of rice straw per hectare at land preparation,” says a report released by the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD).

If there is a will, there’s a way. In Isabela State University, a study funded by PCAARRD showed that by using simple science-based strategies, farmers can contribute significantly to the reduction of methane emissions. For instance, mid-season drainage of irrigation water reduced methane emission by 48%.

Meanwhile, composting of rice straw resulted in 64% less methane emission released in the air. By combining mid-season drainage and application of

rice straw compost, methane emission is further reduced by 81%.

Planting trees can also help curb climate change, according to Dr. Pieter P. Tans of the US National Oceanic and Atmospheric Administration. In an analysis of thousands of air samples that his team conducted, he found that planting trees and other plants could “have a powerful effect in combating the buildup of carbon dioxide in the atmosphere.”

One of the trees that may help do the trick is not actually a tree but a grass. It is bamboo, touted to be “the green gold of the forest.” PCAARRD describes it as “the closest material that can be used as substitute to wood.”

“Bamboo’s fast-growing and renewable stands sequester carbon in their biomass – at rates comparable to or superior than many tree species,” says the International Bamboo and Rattan Organization (INBAR). “The many durable products made from bamboo can also be potentially carbon negative because they act as lockedin carbon sinks in themselves and encourage the expansion and improved management of bamboo forests.”

Bamboo also reduces carbon release. “Bamboo helps avoid fossil fuel use by offering an alternative, highly renewable source of biomass energy,” INBAR says. “Studies show that bamboo charcoal has a calorific value similar to that of wood charcoal – with far less pollution.”

A good thing about bamboo is that it can easily adapt to a wide range of habitats from lowland to mountain forests in both dry and humid tropics. “Bamboo can even survive on wastelands, swamps and dry or regularly flooded river banks,” PCAARRD says. “They are able to absorb more water for storage during the El Niño season because of their wide spreading root system.”

Just like bamboo, coconut has varied uses. The Philippine Coconut Authority (PCA) and

other government agencies are urging Filipinos to plant more coconuts in their farms. They claim that by planting more coconuts, the Philippines can also help stave off the effects of climate change.

“These coconut lands could be developed for income generating carbon sequestration projects and carbon credit market,” pointed out PCA’s Severino S. Magat.

In his paper presentation entitled, “Productive and Sustainable Coconut Farming Eco-

systems as Potential Carbon Sinks in Climate Change Minimization: A Review and Advisory Notes,” Magat explained the important role of the coconut lands against the negative impacts of climate change.

In coconut, as in most tree crops, carbon is stored or sequestered both by the biomass and the soil of the ecosystem, indicating that the biomass and the soil are the main carbon sinks of atmospheric carbon dioxide. These “carbon sinks” could be regulated and man-

aged to a great extent by following proper cropping practices, according to Magat.

A two-year study conducted

by PCA showed the annual rate of carbon sequestration in local tall variety coconut crop is 4.78 tons carbon per hectare. That is equivalent to 17.54 tons of carbon dioxide per hectare, Magat claimed.

The Philippine may help mitigate climate change by sequestering significant pollutant carbon dioxide from fossil fuel-run vehicles. This can be done by tapping its huge carbon stock potential from its ocean’s seagrasses, according to a research arm of the Department of Environment and Natural Resources (DENR).

The DENR’s Ecosystems Research and Development Bureau (ERDB) has embarked on a basic research on carbon sequestration potential of seagrass beds. A blue carbon study conducted in Lian, Batangas showed that the 50-hectare seagrass meadows can capture 97 megagrams of carbon dioxide equivalent to the annual emission of 20 cars.

“Some people think seagrasses are mere colonizers and can quickly appear and disappear.

Others think that planting of mangroves on seagrass beds is all right. As such, our objective is to unfold another important ecological value of seagrasses in the ecosystem,” said Jose Isidro Michael T. Padin, ERDB supervising science research specialist.

hilippine Olympic Committee president Ricky Vargas and Philippine Swimming Institute (PSI) president Lani Velasco agreed to thresh out issues involving tryouts for the national swimming team that will compete in the Southeast Asian Games to be hosted by the Philippines in November this year.

POC membership committee chairman Robert Bachmann facilitated the meeting held recently after several swimming groups expressed their concern about their swimmers not being allowed

to try out for the national team since they are not members of PSI. Former national swimmers Eric Buhain, Ral Rosario and Susan Papa, among others, have indicated that they will do separate tryouts in their respective groups and let the time results of the swimmers reveal who deserve to be in the team.

"Obviously we should have the best athletes available to us for the SEA Games. That's why we have always stressed inclusivity in these matters," Vargas said.

While the POC will

only recognize the PSI tryout results because it is the recognized association by the international swimming federation (FINA), both Vargas and Velasco agreed that the tryouts will be open and inclusive to all swimming clubs in the country under FINA rules and guidelines.

Velasco said they will be lenient in allowing participation and registration of those who are not yet members of the PSI. “I will even personally assist non-PSI members with their membership applications,” Velasco said.

Davao City romps ahead with 43 medals after Day 2

ost and reigning overall champion Davao City asserted its might in several disciplines to stay on top of the table with a huge harvest of 43 medals after two days of action in the 2019 Davao Regional Athletic Association (DAVRAA) meet.

As of 2:00 pm on Tuesday, the Durians have amassed 17 gold medals to go with 20 silvers and six bronzes as action went full throttle in the week-long regional sports conclave for elementary and secondary athletes.

Hostilities are in full blast with games at various venues including the University of the Philippines (UP) Mindanao Davao City Sports Complex which is being primed for this year's Palarong Pambansa.

Trailing behind Davao City is Tagum City

Tagumpay with a 10-4-1 gold-silver-bronze haul, followed by Davao del Norte Pioneers at third with 7-1-9 and Panabo City Banana Magnates at fourth with 5-10-12.

The Digos City Trekkers is at fifth with 6-5-6 while the Davao del Sur Cobras (1-17) and the Davao Oriental Sunrisers (1-0-2) landed on the sixth and seventh spots, respectively.

The Davao Occidental Slashers placed eighth with 0-3-5, followed by Mati City Eagles at ninth with 0-3-0 and Compostela Valley Gold at 10th with 0-0-5.

The Island Garden City of Samal Waves, meanwhile, remains at the cellar with an empty basket.

The regional meet which serves as a qualifying leg for the Palarong Pambansa 2019 will end on February 2.
