RESIDENT-ELECT Rodrigo Duterte yesterday made clear that his criteria in choosing members of his cabinet and key positions to government bureaus and government-owned and controlled corporations (GOCCs) must be “the best and the brightest.” A strong addendum to the criteria is doing away with political endorsements. “No endorsements, please. Pag may naka-attach na endorsement, automatically out,” said Duterte during yesterday’s press conference—his first formal face-
off with the media since last Monday’s elections. “Wag kayong maghingi ng endorsement from Senador, Congressman, governor. I will decide on my own because afterall, if anything goes wrong, it is the President who will answer.” Duterte also stressed that all applicants must agree that their names will be published in newspapers. To lure the best to serve government, Duterte is mulling on providing allowances on top of the regular salary to give parity to government workers with their private counterparts. He said it is dif-
ficult for the government to hire good doctors because of the disparity of compensation. Some 430 government positions are up for grabs with the traditional rigodon of co-terminus government officials by June 30. Duterte reiterated yesterday his offer of four departments for members of the Communist Party of the Philippines (CPP) to fill. These are the departments of agrarian reform, environment and natural resources, labor and employment, and social welfare and development. “Ang ibibigay ko sa Com-
munist Party of the Philippines, open yung DAR, DENR, Labor if they want kasi sabi nila pinaka-oppress ng ano yan,” Duterte said. “They are the most vigilant group in the Philippines about labor so they would get it,” he added. Earlier, Duterte said that CPP founder Jose Maria Sison is welcome to return to the Philippines and participate in the peace talks. So far, the names of possible members of the Duterte Cabinet are former Cabinet secretary Carlos “Sonny”
