RESIDENTIAL candidate Davao City Mayor Rodrigo R, Duterte has topped another survey. This time, with a higher rating of 30 percent. The latest survey was conducted

by Pulse Asia as commissioned by ABS-CBN. The survey conducted from March 30 to April 3 covered 4,000 respondents nationwide.

Sen. Grace Poe followed Duterte with 25 percent, while Vice President Jejomar Binay got 20 percent which statistically tied with former Interior and Local Government secretary Mar Roxas’ 19 percent. Sen. Miriam Defensor-Santiago got 2 percent.

The survey has a margin of error of plus minus 1.5 percent.

This is the second time Duterte topped the survey. The first one was the survey conducted by Social Weath-

er Stations (SWS) commissioned by Business World last March 30-April 2. Duterte got 27 percent of the 1,500 people interviewed, grabbing the lead from Senator Poe who got 23 percent, followed by Vice President Jejomar Binay with 20 percent, former Secretary Mar Roxas with 18 and Sen. Miriam Defensor Santiago 3 percent.

Duterte for President national campaign manager Leoncio Evasco Jr. said the group is happy with the result where Duterte topped in voter preference.

“We welcome this with guarded optimism, as we are fully aware that the battle is not yet over,” he said.

Evasco said the group will continue to build on the momentum and aim for a complete, decisive and indisputable victory.

12 hurt as van swerve due to blasted tire

A

BUSTED front tire triggered a highway mishap in President Roxas, North Cotabato which resulted injuries to 12 persons, including a pregnant woman and a minor, police said today.

Chief Inspector Rommy Castañares, Pres. Roxas town police chief, the victims were on board a van (XFM-665) heading to Gen. Santos City when the accident happened in Purok 2, Barangay Green Hills at about 3 p.m. Monday.

Loreta Samon, a roadside vendor who witnessed the accident, said the van was not really speeding but a loud explosion forced it to swerve to the right and hit a black and yellow colored metal barrier.

“They had just attended a fellowship of the Pentecostal Church and were heading to

Gen. Santos when the accident happened,” police traffic investigators said.

The accident site has been known as “accident prone” and signages have been installed reminding drivers and motorists of the risk.

Police identified the van driver as Renante Sablaon Igbaras of Barangay Calumpang, Gen. Santos City.

Injured were Gelyn Navares, 32, eight-month pregnant, her 4-year-old son, Alohan Lanoy 26, Jimmy Lanoy, Glenda Lanoy, 18, Tomias Faamamafa, 24, Gigi Faamamafa, 33, Neneng Pestanas, 20, Aileen Dongue, 33, Aj Dongue, Haide Lanoy and Manilyn Pestanas.

The victims are still recuperating at government hospitals in Kidapawan City.

P203-M SB No. 2 covers pay increase, bonuses

HE Davao City Council passed yesterday Supplemental Budget No. 2, the bulk of which will fund salary increase for city officials and employees. SB No. 2 covering P203.112 million was approved on third and final reading in yesterday’s council regular session.

Of the P203.112 million, P159.969 million, or 79 percent, is appropriated for salary increase of city employees and their mid-year bonus, according to councilor Danilo C. Dayanghirang, chairman of the council’s committee on finance, ways and means, and appropriations.

On the other hand, 18 percent, or P36.744 million, is allotted to development fund got for the infrastructure and non-infrastructure projects in some barangays in the city while 3 percent, or P6.398 million, is allotted to economic enterprise for the operational expenses of the public markets, slaughterhouse, cemeteries and Davao City Overland Transport Terminal (DCOTT).

Dayanghirang said the increase and the bonus are in compliance with Executive Order (EO) No. 201 series of 2016 Modifying the salary schedule for civilian government personnel and authoriz-

ing the grant of additional benefits for both civilian and military and uniformed personnel issued by President Benigno S. Aquino III. The increase will be implemented in four tranches as soon as Mayor Rodrigo R. Duterte approved the supplemental budget.

“This salary adjustment means that the compensation structure of government personnel is comparable with the prevailing rates in the private sector, thereby, attracting and retaining competent and committed civil servants,” he said.

The newly approved financial measure also authorizes

the mid-year bonus for employees, distribution of which begins on May 15. The active employees who have already served for four months and with satisfactory ratings can receive the incentive.

The budget also includes the P5, 000 Productivity Enhancement Incentive (PEI) for qualified employees which will be given not earlier than December 15 this year.

The grant of PEI for the employees aims to improve their productivity and performance.

VER 24,000 registered voters are expected to participate in the forthcoming local absentee voting (LAV), which will be held later this month.

Commission on Elections (Comelec) – Committee on Local Absentee Voting (CLAV) head Commissioner Rowena Guanzon said a total of 24,497 of the 28,020 verified applications for LAV have been approved.

“The total number of approved applicants for local

absentee voting is 24,497,” he said in her Twitter account (@ commrguanzon).

A total of 3,523 applications have been disapproved for the following reasons: the names of the applicants are not found in the National List of Registered Voters (NLRV); the application was filed out of time; the application is not under oath; the application is only a photocopy /facsimile copy; or the Certification portion of the certified list is not

Comelecs OKs 166 applications for police security details

HE PNP-Police Security and Protection Group (PSPG) announced that the Commission on Elections (Comelec) has approved 166 out of 332 applications for police security details to candidates running in May elections.

Since the start of the election period on Jan. 10, all requests for police security detail went through the Comelec’s screening process.

The 166 approved applications include three presidential bets, three also in vice presidential bets and five from

senatorial candidates.

Rogelio Simon said the electoral candidate will be granted not more than two police security or a total of 307 police officers for the 166 approved applications.

Simon said that the Comelec is still reviewing the case of the remaining 166 individuals requesting for police security.

AVAO City administrator J. Melchor V. Quitain urged the people of the city not to be affected with the crime statistics bared by the national headquarters of Philippine National Police (PNP).

Quitain said that the numbers shown by the PNP could be also considered as black propaganda to discredit Mayor Rodrigo R. Duterte who is cam-

paigning for President with his impressive agenda aimed at ending crime in three to six months as an impressive PNP, earlier, bared its Crime Situation for calendar year 2010 to 2015 and it shows that Davao City posted the most number of recorded murders with 1,032. It was followed by Quezon City with 961 and Cebu City with 806.

Naga City meanwhile posted the least number of murders at 45 while Makati had 113 incidents.

PNP records also showed that the city also ranked second among the 15 chartered cities in terms of recorded rape incidents. From 2010 to 2015, Quezon City recorded the most number of rape cases at 1,122 followed by Davao at 843.

Quitain said the records are not reliable because the people know that the city is peaceful and they know what is happening around.

“Anything coming from the national government is suspicious,” he said.

s enrolment for Senior High School (SHS) for School Year 2016-2017 begins, the Department of Budget and Management (DBM) announced that P12 billion in funds have been allocated in the 2016 National Budget to enable qualified students to enroll in private schools as well as nonDepEd public schools that offer the SHS program.

“This year’s budget supports the provision of financial assistance to senior high school enrollees. This will assure their families that they will be able to complete the last two years of the K to 12 program whether they choose to enroll in public or private school,” said DBM Secretary Florencio B. Abad.

Under the SHS Voucher Program, each student will receive

financial assistance amounting to an average of P18, 300 to cover the costs for one school year.

The actual value of the voucher varies depending on the income class of the locality, including the National Capital Region (NCR), Highly Urbanized Cities (HUCs) outside NCR, and non-HUCs. It also depends on the type of beneficiary or type of non-DepEd school: for private Junior High School completers, 80 percent of the voucher full value; for the State Universities and Colleges (SUCs)/Local Universities and Colleges (LUCs), 50 percent of the voucher full value.

DA-Rice processing center a profitable agri enterprise S TO. Niño Multi-Purpose Cooperative (SNMPC) in Butuan City is now reaping the profit of Department of Agriculture’s (DA) agricultural modernization projects.

The cooperative was organized in 1991 with only 25 members composed of rice farmers. They started their operation on rice milling business from a bank loan.

But over the years, the equipment and facility procured were already inefficient. This causes for their operation to be less productive.

“For almost 20 years of our rice milling operation the equipment and facility that we have, were already depreciated and less efficient. This became a hindrance for our customers tried to find another miller which can provide them a better quality output.

But thanks to DA’s intervention through Agri-Pinoy Rice Program, the department provided us the Rice Processing Center (RPC) a facility that we need to upgrade our operation,” said Marilyn Aranas, Chairperson of SNMPC. In 2013 the cooperative was a recipient of RPC worth ₱4.5 million in which 15% of the total amount was the cooperative’s counterpart. The center has a two-ton-perhour multi-pass rice mill that gives the farmers 65% rate of recovery of their produce compared to small rice millers that only gives 50%.

RPC is a facility that showcases efficient rice postharvest operation through mechanization and automation. It ensures savings in labor cost, lesser losses, enhanced quality, improved

BFP declares Apo fire under control

HE Bureau of Fire Protection (BFP) has declared the Mt. Apo forest fire under control but not yet “fire out” as they are still overhauling and tracing the track of the affected area to ensure there is no fire under the ground.

BFP Spokesperson Nestor Jimenez, who is now leading the Incident Command Post (ICP), said they could not declare a “fire out” until they have completely assessed the area.

Jimenez said based on their assessment, the total area affected by the forest fire since March 26 covered more than 100 hectares. This is contrary to earlier estimate of almost 300 hectares. He added that some volunteers have already returned to base except the Indigenous People, who have been helping in containing the fire and establishing fire lines.

Harry Camuro, executive officer of the Davao del Sur Provincial Disaster Risk Reduction Management Council (DDSPDRRMC) said they did not see smoke in Mt. Apo when they conducted an aerial survey on Monday.

But Camuro said they will wait for the declaration of the BFP. Last week, the 300 firefighters and volunteers established 300 to 400 meters of fire line in certain areas including the area where there are cen-

tury trees. The fire line was an option in containing forest fire.

It is a gap in vegetation or other combustible materials that will act as a barrier to slow or stop the fire.

Jimenez said they have been protecting the area where there are remaining century trees and rich in flora and fauna. If not contained, Jimenez said there was possibility of the fire to spread to Davao City area.

Last March 31, the Protected Area Management Board (PAMB) of the Department of Environment and Natural Resources (DENR) 11 has ordered the closure of all entrances to Mt. Apo for an indefinite period to allow rehabilitation of the affected area.

PAMB has also agreed to use the Integrated Protected Area Fund (IPAF) raised from trekking fees for the rehabilitation.

IPAF is managed by the local government units.

Mt. Apo, considered the icon of Regions 11 and 12, is the highest mountain peak in the country with estimated elevation of 9,692 feet above sea level and can be accessed through the Kapatagan in Digos City, New Israel in Makilala, Balutakay in Bansalan, Agco in Kidapawan, Bongolanon in Magpet, Baruring in St. Cruz, and Tamayong in Davao City.

“The facility is cost and energy efficient and makes our operation more productive.

Before, the milling capacity was only 10 sacks per hour but today through the RPC it doubled to 20 sacks per hour.

This time, we can accept customers thru market linkages who need order by volume every month,” said Ms. Aranas.

Aside from their walk-in clienteles SNMPC has established a marketing agreement with Mangagoy Fishermen Cooperative (MAFISCO) and San Roque Farmers & Displaced Workers Cooperative from Bislig City. They also have market linkages to Sto. Niño Consumers Cooperative from Magallanes, Agusan del Norte and Gingoog Rice Retailer from Gingoog, Misamis

Oriental.

According to Ms. Aranas, an average of 2,430 sacks of rice (50 kilos per sack) valued at ₱ 4,700,900 were sold every month to their identified buyers. DA-Marketing Assistance Division assisted the cooperative to make market linkages for potential buyers, she added.

The cooperative is now capable to produce premium milled rice. The enhanced rice quality through the use of the multi-pass rice mill serves an avenue for the National Food Authority (NFA) to link partnership with the cooperative through a milling contract.

Furthermore, DA also provided pre and post-harvest facilities with a total worth of ₱ 2.2 million. Over the years the following equipment were

granted to SNMPC: 3 units of flat- bed dryer, 4 units of multi-purpose drying pavement, 1 unit hand tractor and 1 unit rice transplanter.

Based on the cooperative’s financial statement the total sale for the year 2011 was ₱17.7 million. While in 2012 it has a total sale of ₱ 21.4 million, or an equivalent of 17% increase. In 2013 a drastic increase of sales was recorded amounting to ₱ 33.2 million, or an equivalent of 35% increase was achieved.

This shows that the establishment of RPC is not only a service facility but an enterprising venture for farmers to do and learn how to run an agri-business operation to the best of their ability.

“Today we have 360 active members of the cooperative.

ceiving their dividend, before the coop is incapable to give the dividend because the operation is not profitable. We are very thankful for the Department of Agriculture in restoring back our profitable operation. Now, we saw the great advantage on our part if we have our rice produced milled at the RPC,” said Ms. Aranas.

For the past 5 years (2011-2015), SNMPC has a yearly total asset worth of ₱ 10.2M, ₱ 11.6M, ₱ 16.4M, ₱ 20.4M, and ₱ 21.6M respectively.

Samal beach resorts now back in business

EACH resorts in the Island Garden City of Samal are back in business after the Davao del Norte Electric Cooperative (Daneco) succeeded in restoring power in the island with the help of the Mindoro Grid Corp.

This was announced

by Pastor Lozada Jr., president of the Samal City Resort Owners Association , who said that resorts lost as much 60 percent of their visitors during the Holy Week because of the two weeks of

blackout caused by the destruction of the submarine cable connecting the island to its power source.

“We’re still recovering from the aftermath of the massive power outage in Samal last month,” Lozada told reporters last Monday.

Samal was thrown to darkness starting March 17 when the power submarine cable connecting the island to the main grid was destroyed when it was hit by the anchor of M/V Ecuador.

The island, which has

PHL stocks up for a fourth straight day T

SM Prime Holdings to raise up to P70B from retail bonds

ISTED mall and office builder SM Prime Holdings Inc. plans to raise up to Php70 billion through retail issue to partially fund its Php180-billion capital expenditures over the next three years.

SMPH executive vice president Jeffrey Lim said they decided to take the shelf registration of these bonds with the Securities and Exchange Commission (SEC).

“I think that’s the best option because we don’t need to issue preferred (stocks). There is enough liquidity for us to issue that,” he told reporters after the company’s stockholders’ meeting on Tuesday.

Lim said the tenor of the bond would be for a period of up to 10 years, with first tranche to be issued toward the third quarter of the year.

The company is aggressively expanding at home and abroad in line with its goal to double its net income to Php32 billion by 2018.

“If we look at the numbers we released last year and the opening plus the

launching of the residential developments which includes medium-rise buildings and horizontal development that will be mostly in the provincial area plus the construction of two BPO (business process outsourcing) offices in the Mall of Asia area, we believe that we should be on track to be able meet to double our income,” he said.

Lim noted that malls also continue to deliver good returns.

In 2016, SM Prime will open five new malls in the Philippines, and expand one mall in Pampanga. The project, expected to be completed by the third quarter of 2016, entails the construction of office buildings catering to business process outsourcing industry locators.

It has also opened six malls in China.

Lim also bared the company will launch 2,000 units of economic housing this year, comprising half of total launches for the year.

“If the 2,000 (units) will do well, we can ramp up that

Since the arrival of the modular generation sets last March 29, Lozada said, beach resorts and other businesses went back to normal operation, except last Saturday when the island experienced again two instances of hourlong power interruptions “However, he said, affected

resort owners have not received any explanation from the Daneco on the recent outages.”

Lozada said majority of the total 80 resorts mostly lining the beaches of the island recorded loss during the Holy Week period which was usually considered as the peak season every year.

“About 50 to 60 percent of bookings were cancelled because of the massive blackout,” he said, adding over 70 beach resorts and eight other high end resorts

recorded a drop in tourist arrival.

City tourism officer Jennifer Cariaga said the tourism office recorded some 300,000 guests during last year’s Holy Week break.

“Beach resorts are usually full of visitors who are coming from neighboring provinces and cities in Mindanao.”

IGaCoS councilor Dan Gervacio, chairman of the city council committee on energy, said earlier that the Daneco is still assessing the severity of the damage.

The repair would take six months, he added.

While assessment is ongoing, he said, there has been plan to totally replace the decades-old 1.3-kilometer power cable which may cost around P200 million.

Gervacio said there was also a proposal of rerouting the cable to ensure same incident won’t happen in the future. The councilor, who used to work with Daneco, said it was already the third time the cable was broken due to same circumstance.

Malacanang happy over WB’s growth projections for PHL

ALACANANG is elated over the World Bank (WB) forecast saying the Philippine economy is expected to sustain its strength at least until 2018.

In an interview over state radio station DZRB Tuesday, Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma Jr. cited that the multilateral lender is firm on its projection about the strong expansion of the economy, which is seen to grow by 6.4 percent this year and 6.2 percent in 2017.

He said this forecast makes the Philippines one

of the fastest growing economy among the members of the Association of Southeast Asian Nations (ASEAN) in the next three years.

The WB, in its East Asia and Pacific Economic Update released April 11, 2016, said the domestic economy, along with Vietnam, remains to have the strongest growth prospects among ASEAN economies.

It attributed this projection to several factors like the existing pipeline of public-private partnership (PPP) projects, election-related spending, diversified exports, lower global commodity prices and strong

private investment.

Coloma said what is notable in the forecast is the fact that domestic growth is seen to be sustained beyond 2016, sans the election spending factor.

This, he pointed out, shows that the economy’s foundation is really stronger now and macroeconomic fundamentals are firmer than ever, making the country more attractive to investors.

The Palace official said that in line with the growth forecast for the country is the government’s bid to lift the lives of Filipinos and ensure that jobs are available to them.

He added that traditional exports-related industries like the semi-conductors, as well as the services sectors, which include tourism and the business process outsourcing (BPO), are also seen to continue to support the economy’s expansion.

HE Social Security System (SSS) is advising its members applying for Taiwan working visas to apply for the Unified Multipurpose Identification System (UMID) cards directly at the SSS office in the Philippine Overseas Employment Agency (POEA) for faster processing of their UMID cards.

The applicants, or the liaison officers of their respective recruitment agencies, can pick-up the UMID cards on the scheduled date

of release as arranged by SSS POEA. In lieu of the UMID Card, applicants for the Taiwan working visa may present either their SSS 2D Barcode (Biometric) ID Card or the SSS Certification of UMID Card Production, but this is only until May 15, 2016.

Although, the release of UMID cards will resume in the second week of May 2016, processing and release will be on a first-in first-out basis, hence the aforesaid ad-

vice for applicants of Taiwan working visas.

The special consideration is extended to Taiwan-bound workers since the Taiwan Economic and Cultural Office (TECO) in the Philippines has include the UMID Card as one of its requirements for the Taiwan working visa.

The processing time for UMID cards is expected to normalize by mid-August 2016. by then, it would only take a period of one month from date of UMID applica-

tion to card delivery.

The temporary suspension of card production is due to the upgrade in materials used. The new UMID cards are intented to remain durable for up to 10 years under normal conditions, as compared with only five years using the previous materials.

SMC to complete Davao industrial estate Phase I

(SMC) is set to complete the first phase of a planned 2,000-hectare industrial estate in Davao that is seen to attract both local and foreign business locators to the site.

Dubbed the SMC Davao Industrial Estate, the Philippine Economic Zone Authority (PEZA)-approved project is expected to attract private investments as well as generate employment and stimulate countryside development, said SMC president and chief operating officer Ramon S. Ang. The centerpiece of the investment will be San Miguel subsidiary SMC Global Power Holdings Corp.’s brand-new 600-megawatt power generation facility, which is set for partial commissioning starting in the second quarter of this year.

The power facility, seen to improve power security in the Mindanao region, will provide lower electricity rates to the zone and beyond.

The industrial estate will be open to potential investors and locators, and will also have, among other key advantages, an international port

with a depth of up to 20 meters and a private airport with a concrete runway.

“Davao has many unique characteristics that make it a very ideal investment destination,” Ang said. “It is home to a growing and skilled workforce, and the peace and order situation is very stable. It is very investment-friendly, and for businesses wanting to locate there, generous incentives are available.”

SMC, Southeast Asia’s largest food, beverage and packaging conglomerate, has in recent years diversified into non-allied but strategic industries that are keys to the country’s growth.

This includes power generation through SMC Global Power; oil refining and marketing, through Petron Corp., and infrastructure, through SMC Holdings Corp., which holds the concession to many of the country’s major toll roads and airport and mass transit system projects.

IMF keeps 2016-2017 T growth forecast for PHL

T

HE International Monetary Fund (IMF) keeps its 2016-17 growth projections for the Philippines on its April 2016 World Economic Outlook (WEO) after noting that domestic demand remains strong and fiscal stimulus still modest.

The lender eyes domestic output this year at six percent and for it to rise to 6.2 percent next year, same as the levels in the February 2016 IMF Mission Statement on the country, IMF Country Representative to the Philippines Shanaka Peiris said in a statement.

The current forecasts are lower compared to the figures in the January 2016 WEO, which are 6.2 percent and 6.5 percent for 2016 and 2017, respectively.

IMF earlier attributed the cut in the forecasts to increased downside risks that

include slower growth of the Chinese economy and the region, higher global financial volatility and capital outflows, and weather-related factors.

In 2015, the domestic economy grew by 5.8 percent, lower than the government’s six to eight percent target and year-ago’s 6.1 percent but remained among the strongest in Asia.

It was able to post a 6.3 percent growth, as measured by gross domestic product (GDP), in the last quarter of the year even after slowing to five percent in the first quarter due to weak net exports and lower-than-programmed government spending.

It has proven its resiliency and strength after registering an average growth of 6.3 percent since 2010.

HE Philippine peso closed better against the US dollar Tuesday, tracking the regional rally as crude oil price rose overnight.

It gained Php 0.10 to finish at 46.01 from the 46.12 Monday.

A trader said the greenback remain subdued, resulting in higher inflows into the local bourse, which further lifted the peso.

For the day, the local

unit opened at 46.13, little changed from the 46.12 in the previous session.

It traded between its closing level and 46.14 resulting to an average of 46.07.

Volume of trade reached USD 464.8 million, lower than the USD 558.6 million in the previous session.

For Wednesday, the currency pair is seen to trade between 46.00 and 46.20.

HE five-hour rotating power interruption in the franchise area of Davao Light and Power Co., Inc. will last until May 1, eight days before Election Day. This was announced by DLPC in its Facebook account yesterday . It said that a new scheme of power interruption will be implemented starting today (April 13).

“The maximum duration of the rotating power outages will be divided in to two schedules. Four hours during the peak period (8AM to 8PM)

and 1 hour during the off-peak period (7AM to 8AM and 8PM to 12MN),” the statement read.

The reasons, the DLPC said, were still due to the worsening effect of the El Nino Phenomenon to the major hydro power plants in Mindanao, recent emergency outage of two Agus plants and the shutdown of one of the units of the Therma South Inc. coal-fired power plant last April 6.

“Currently, based on the available power supply allocated to Davao Light by generating plants, the deficit has

now increased to an average of 100 MW. Hence, the duration has now increased from a maximum of 2 hours to a maximum of five hours,” the DLPC explained For every 20 MW deficit, the DLPC said, duration of the rotating outages will be at a maximum of 1 hour Meanwhile, power supply is projected to improve on April 21 once the said unit of the TSI, which is currently offline, will be back online as scheduled.

Also, generating capacity of the major hydro power plants in Mindanao are projected to improve as the rainy season will start to commence as based on the PAG-ASA’s forecast.

Another additional power supply from San Miguel that Davao Light has contracted with is said to operate in August 2016, the DLPC said.

Tulio said the lack of skill sets among fresh graduates is a product of “outdated” education. “What they learn is outdated and colleges recognize that. Education should keep up with the industry.”

Training seminars like Hackademy allows students to learn and acquire programming skills through close student-mentor interaction.

With only 10 to 20 participants, she said, trainers and mentors can be able to focus on each participant which can be as young as 8 years old.

There will be two categories of Hackademy event which will be conducted this summer according to age bracket of the participant.

Hackademy Jr. students ages 12 to 17 can join the introductory course on robotics on May 2 to 6 which will offer participants crash course on the basic principles of robotics, and eventually have a workshop that allows students to make their own robots. The session will be facilitated by engineer Dinelle Aubrey Amper, electronics and robotics professor from the Ateneo de Davao University.

Kids ages 8 to 14, meanwhile, can join the session on introduction on game development using Scratch on May 10 to 13.

“This module is a preparatory course on the theories and concepts of game development. Here, students will be able to build their own game using Scratch, a free programming language and online community,” Tulio said, adding the facilitator will be Dominique Gerald Cimafranca, training engagement manager of Hackademy.

College students and professionals will undergo sessions on the Hackademy Main which include sessions on project management with Agile methodologies, introduction to programming using Python, and Python programming fundamentals, she added.

“College students and professionals can participate in the session on project management with Agile methodologies on April 27 to 29 which will be facilitated by certified Scrum master and head of services of Ingenuity Mancio Jan Reuben Basoc,” she said.

“This course provides an introductory module on the concepts of project management, specifically on the Agile methodologies. It will also present Scrum Framework, and how it can be applied to any projects. Useful for software developers, project managers, executives and practically anyone involved in creating projects,” she added.

Tulio said the students and professionals even those with no prior programming experience can avail the introduction of programming using python on May 23 to 27 which teaches participants the basic concepts of programming using the Phython language. It will be facilitated by Jefford Ray Mamacus, software engineer and head of training for Ingenuity.

Moreover, students and professionals with programming experience can join the session on Python programming fundamentals on May 23 to 27 which offers students a course that teaches Python as programming language, and its fata constructs, structures, as well as Object Oriented Programming (OOP) in Python.

Hackademy events to close gap between grad, industry

(Ingenuity) is set to conduct a series of “Hackademy” events for students and professionals in a bid to close the gap between the requirement of the software industry and the fresh IT (Information Technology) graduates in the city.

Betsy Tulio, business development and community manager of Ingenuity, said Hackademy is a training institute which is designed to immediately address the problem on skills gap.

“I believe we have the talents. It’s just that we’re behind in terms of education. It’s high time to address that problem of lack of skill set required by the software industry,” Tulio said in yesterday’s Davao Business Forum at the Dermpath in SM City Davao Annex.

Having been six years in the software industry, Tulio said, Ingenuity already recognized the disparity between the fresh graduates produced by colleges and universities in Davao City and the requirement of the growing industry.

Before Mayor Duterte filed his candidacy for the presidency, his family admitted that they do not have the machinery to run a national campaign.

Despite the handicap, Mayor Duterte’s camp thrust him into the election battle armed only with the support of the people who clamored for his candidacy.

Throughout the campaign, Mayor Duterte slowly but surely went up the surveys, starting at a distant fourth to the top of the recent surveys released this week.

Duterte’s campaign had been both phenomenal and historic.

Not in any election have we seen people come up with their own propaganda materials, print their own shirts and pin their cars with Duterte decals.

RE actors and politicians the same thing?

“Actors are the only honest hypocrites,” said William Hazlitt. To which Kate Reid added: “Acting is not being emotional, but being able to express emotion.” That’s what actors and acting is all about.

“A politician is one who never throws his hat into the ring until he knows which way the wind’s blowing,” Simon Cameron observed. Dublin Opinion describes politics as “the art of making yourself popular with people by giving them grants out of their own money.”

“Every actor in his heart believes everything bad that’s printed about him,” Orson Welles admitted. Politicians also do. American Mercury once noted, “Some go into politics not to do good, but do to well.” Some actors are aiming for this, too.

This year, a lot of actors are joining the government -- that is, if they will win this May election. Some of them are seeking reelection while there are a few who want to try their luck for the first time.

Perhaps, the most famous among them is multi-awarded Joseph Estrada. He built his reputation by playing the role of the common tao fighting the system. Elected mayor of San Juan, he moved on to become the only senator without a college degree. In 1992, he was elected vice-president of the Philippines, and finally the country’s president until People Power 2 moved him from his office a couple of years back.

Currently, the 78-year old Estrada is the mayor of Manila and he is running for reelection. His nephew, E.R. Ejercito, is also running for reelection as Laguna governor, despite being disqualified in May 2014 due to alleged campaign overspending. He served as mayor of Pagsanjan from 2001 to 2010.

When Jolo Revilla was elected as Cavite vice-governor in 2013, he became the youngest elected vice governor in the country. The son of Senator Bong Revilla and Congress-

Film actor Alfred Vargas was elected as councilor of second district of Quezon City in 2010 with the second-highest number of votes. He was also elected as congressman of the newly-created fifth district of Quezon City. This year, he is seeking for reelection.

Daniel Fernando, Dan Fernandez, Roderick Paulate and Rico J. Puno are also running for reelection: Fernando as vice governor of Bulacan, Fernandez as vice governor of Laguna, Paulate as councilor of the second district of Quezon City, and Puno as councilor of the first district of Makati City.

Award-winning actor Yul Servo is now on his third and last term as councilor of the third district of Manila. This coming May election, he is running for congressman of the said district.

Lani Mercado, Herbert Bautista and Richard Gomez are all running for mayor. Mercado is now on her second term as a congressman of the second district of Cavite but she opted to run for mayor of Bacoor. Bautista, on the other hand, will no longer run as senator but seeking reelection as mayor of Quezon City.

Richard Gomez first ran for senator in

2007 but lost. He ran again as congressman of Ormoc, Leyte in 2010 but was disqualified after he failed to establish sufficient residency. He lost again in his mayoralty bid in 2013 but it won’t deter him to run again this year.

The two famous stars -- Vilma Santos and Lito Lapid -- are also running. Although she’s still on her second term as governor of Batangas, Santos opted to run for congressman. Lapid won’t be in the Senate anymore; instead he is seeking as mayor of Angeles City.

Four thespians are running for the Senate this year. Both Isko Moreno and Alma Moreno are running under the political party of Vice President Jejomar Binay. Tito Sotto is again running for senator; ditto for Edu Manzano.

Ronnie Ricketts and Vandolf are entering politics for the first time. Ricketts will run for congressman of Muntinlupa while Vandolf is seeking as councilor in Parañaque City under the ruling Liberal Party.

Actors who became politicians are common not only in the Philippines but in other countries as well. Let’s take the case of Hollywood in the United States. Like Mr. Estrada, Ronald Reagan was also a movie actor and a president of the Screen Actors Guild. When he announced that he planned to run for governor of California in 1996, studio head Jack Warner commented, “No, no, no! Jimmy Stewart for governor, Ronald Reagan for best friend.”

When Reagan won the election, he was asked what he planned to do when he took office. “I don’t know,” he reportedly replied. “I’ve never played a governor (before).” Sounds familiar, huh? But anyway, he was reelected in 1970 and later served two terms as president of the United States (1981-1989).

“Nevertheless, he never lost his basic actor’s mentality,” says The Book of Lists. “At the 1987 economic summit in Venice, Italy, he startled the leaders of the world’s industrial nations by showing up with cue cards, not just for important meetings, but even at an informal cocktail party.”

Before Reagan, there was George Mur-

phy. After several years on Broadway, he moved to Hollywood, where he specialized in musicals such as Little Miss Broadway and in war films such as This is the Army. From 1944 to 1946, he served two terms as president of the Screen Actors Guild. He was elected U.S. Senator from California in 1968. “An ineffective legislator,” says the book list, “he was defeated when he ran for reelection in 1974.”

Another Broadway star who made it as a politician was Helen Gahagan Douglas. She moved to Hollywood after marrying film actor Melvyn Douglas. Her brief movie career was highlighted by her leading role in the cult classic She (1935). After several years’ involvement in Democratic Party politics, she was elected to Congress in 1944 and served three terms. She ran for the U.S. Senate in California in 1950, facing up-and-coming right-winger Richard Nixon.

Nixon scared voters by calling her “red hot” and “pink right down to her underwear” and by insinuating that she had slept with President Truman. As everyone now knows, Nixon won the election and went on to further political success until his career was ended with the Watergate scandal. But that’s another story.

At the time when Reagan was the US president, another actor who took time off from his film career to serve two years as mayor of Carmel, California was Clint Eastwood. The Oscar-winning director was elected on a pro-development platform in 1986. Nonetheless, he stopped greedy developers from buying the twenty-two-acre Mission Ranch by buying it himself for US$5 million.

Of course, there was Arnold Schwarzenegger, whose ex-wife was related to the Kennedy clan.

Finally, here’s a word of caution for actors entering politics. “Politics is funny,” said F.G. Kernan. “When a man leaves your party and goes over to the other side, he’s a traitor. When he leaves the other party and comes over to your side, he’s a convert.”

Her lack of experience as a politician and public servant are difficult handicaps to overcome especially now that Presidential debates force you to give quick answers to difficult questions. Political ads can no longer undo what the debates revealed.

Already, her recent gaffes point out to a lack of basic knowledge State affairs. Her own response to the revelations made that her husband served in the United States

Air Force are very telling, revealing her sore lack of basic knowledge regarding ones commitment to serving in foreign armed forces. She explained that her husband Neil Llamanzares does not deserve to be criticized since, according to her, his case is similar to former President Ramos and Roilo Golez who graduated from West Point and the United States Naval Aceadmy in Annapolis, Maryland, respectively.

While she may sound convincing with her modulated voice, her responses lack the simple logic that graduating from foreign military academies is different from enlisting in foreign armed forces. At this point, doubts have already been raised at the real capability of this neophyte Senator. She is a disappointment, and many will probably regret voting her into the Senate.

Erap’s ‘Kiss of death’ for Binay and Poe

HE recent endorsement of former President Joseph Estrada of Grace Poe and Bongbong Marcos is a kiss of death for at least two presidential candidates. For one, it has further hurt Jejomar Binay’s, coming from his lackluster showing in the recent presidential debates, thereby underscoring his weakness as a national candidate, presumably the barometer for gaining the support of local candidates.

Doubtless, Binay is banking on the support of all the local candidates he can get to help his suffering candidacy, organized since 2010 and once touted as the one to beat, now beaten to consistent third in the surveys. Even the San Juan bloc is publicly supporting a Roxas-Marcos tandem. Binay lost the Garcias of Cebu and now, Estrada

NBI tracking down hackers of Comelec website

HE National Bureau of Investigation (NBI) – Cyber Crime Division is now tracking down those behind the hacking of the official website of the Commission on Elections last March 27.

According to NBI – Cyber Crime Division chief Ronald Aguto, the agency was following a lead that would determine the people that illegally entered the poll body’s website, www.comelec.gov.ph.

“We are hoping that in the next few days, we will be able to identify, arrest, and charge

the person responsible,” said Aguto.

The NBI official revealed that they were able to track the suspects through the IP address they used as well as human intelligence.

He did not provide other details but noted that the hackers were based in the country.

“We believe it’s a group and they are inside the Philippine territory,” said Aguto.

Halo-halo:

A hodgepodge story

HE Filipino dessert halo-halo was recently included in an American website’s list of “10 food fads worth traveling for.”

Christine Sarkis, author of the article in smartertravel.com, which was also published in the website of USA Today, wrote: “In its native Philippines, halo-halo (pronounced hah-low rather than hay-low) isn’t a mere passing fad, it’s a classic summer treat.”

Three summers ago, the Cable News Network (CNN) handpicked halo-halo as among the “top 25 summer delicious foods” in the United States.

“In some countries, the coldest, sweetest dishes are considered the best foods for summer,” wrote Elizabeth Leigh, author of the CNN report. “In others, the hottest – in both senses of the word – are considered the best way to beat the heat.”

Leigh said halo-halo got the thumbs up from American celebrity chef and television personality Anthony Bourdain when the intrepid eater had it at Jollibee in Los Angeles for his show, “Parts Unknown.”

Bourdain is not alone. In fact, foreigners who have tried halo-halo considered it as one of the best impromptu treats.

“Bright, sweet, and bursting with attractions,” one American author wrote in “Gourmet” magazine. “Halo-halo is the Las Vegas of iced desserts.”

Halo-halo has been “taking over New York City,” according to an article published in “The Atlantic Wire.”

Literally translated, halo-halo means “mix mix” in Tagalog. It is often used as a metaphor for the country’s own distinctive mixture of East and West. You can see these cross-influences in the dessert itself, a mélange of ingredients

served in a tall, clear glass and eaten with a long spoon.

Halo-halo is a representative of the various sweets Filipinos enjoy. Legumes, root crops and fruits are cooked in syrup until tender and sweet.

Egg yolks and milk are made into “leche” flan. Ube is grated for “haleya.” Fresh ripe fruits are cubed, “pinipig” is toasted, “buko” is grated and if one has time – “sorbetes” or ice cream can even be made. All these are put in a tall glass that is then filled with shaved ice.

Sweet, cool and decadently nutritious, halo-halo is a filling tribute at the end of a satisfying meal.

Although it may be enjoyed throughout the year, halo-halo is most popular during the summer months, particularly from March through July. The concoction is usually served in tall dessert or parfait glasses but it can also be served in a shallow bowl.

Filipino culinary experts suggest that halo-halo is best enjoyed in a logical eating progression, based upon how the dessert is constructed. The top layer (ice cream) melts and combines with the exotic tropical fruits and beans that reside underneath. This is the heart of the dessert, which is best enjoyed with a spoon.

The part of the dessert that is left, the melted ice cream, evaporated milk, shaved ice and any juice components, is sipped slowly and sensually.

And the latter is the best part of the dessert.

No one knows who concocted the first halo-halo in the Philippines. But historical records showed that it was first introduced by “karayukisan-san,” Japanese women groups who traveled to East Asia and Southeast Asia to work as prostitutes about 100 years ago. These women, after retiring from prostitu-

tion, started to make Japanese sweets using Philippines’ local fruits and crops for new business.

Some people believed halo-halo is a modification of the Filipino “guinataan,” a general snack classification of a sweet soup or porridge made with “gata” (coconut milk) and whatever bean, root crop, or fruit you want to add.

Today, halo-halo is sort of an icon among iced desserts.

It has been compared to an American ice cream sundae, but with added flavors, tex-

tures and protein. In Japan, it is mentioned the television show, “Degrassi: The Next Generation.” In the Season 7 episode, “We Got the Beat,” Jay was eating dinner at Manny’s house when Manny’s mom inquired, “More halo-halo, Jay?” Halo-halo was also featured as a Quickfire Challenge dish in the seventh episode of the fourth season of the American reality television series, “Top Chef.” The halo-halo, which featured avocado, mango, kiwi and nuts, was prepared by Filipino-Ameri-

can contestant Dale Talde and named as one of the top three Quickfire Challenge dishes by guest judge Johnny Iuzzini.

The popular Black Eyed Peas make a reference to halo-halo in their song, “Mare.”

Video game Dead or Alive 4 secret character Nicole lists the delectable dessert as her favorite.

In the Philippines, halo-halo was originally sold along roadside stands, but it is now available in sweet shops, in shopping malls and as a meal-ender in both casual

and fancier restaurants. In addition, many Filipinos are also making halo-halo at home for their families, something that is becoming easier to do. Recipes for halo-halo vary widely, due to personal preferences as well as the type and variety of fruits and beans that are in season.

For those who are interested in making their own halo-halo, here’s one recipe good for four persons. Estimated preparation time is about 50 minutes.

You need the following: one ripe large banana, two ripe mangoes or 1 cup canned ripe mango, one cup firm gelatin set into gel (cut into 1/2-inch cubes), one cup canned ripe jackfruit, one-half cup sweet corn, one cup young shredded coconut (fresh or canned), one cup cooked sweet yams or (“ube halaya”) glutinous purple yam (cut into 1-inch cubes), two cups shaved ice, two cups milk, four scoops of your favorite ice cream, and one-half cup chopped peanuts or “pinipig.”

How to prepare it: Peel mangoes and slice the meat into one-half-inch cubes. Discard the seeds. Then, prepare four tall glasses. Divide each ingredient into four equal parts. In each glass place one-fourth of each ingredient, adding layer by layer starting with corn, cooked sweet yams, jackfruit, bananas, coconut, and gelatin. Top it with onehalf cup shaved ice. Pour onefourth cup milk over shaved ice and top with a scoop of ice cream. Sprinkle nuts or “pinipig” over it.

Each person may eat as it is or mix the whole concoction before eating. Some of the ingredients may be substituted with cherries, crushed pineapple, papaya, or any other ripe fruits in season.

AVAO City Water District advises of a water service interruption on

April 15 from 9:00 AM to 4:00 PM affecting the areas from Biao Guianga to Biao Escuela

This water service interruption is needed to give way to the tapping and looping of the newly installed 6-inch diameter Polyvinyl Chloride (PVC) pipeline to the existing 6-inch diameter and 4-inch diameter PVC pipeline for the water supply system project at Biao Guianga in Tugbok.

Once completed, said project will allow for accommodation of additional service connections.

NDEFEATED “Magic” Mike Plania of General Santos City is now ready to get into the ring against fellow unbeaten Lorence Rosas of Samar on April 30 in the main event of the Brawl at the Mall: Undefeated at the Makati Square Cinema in Makati City.

Plania and Rosas are fighting for the vacant World Boxing Federation (WBF) International bantamweight title.

“Plania is already 90 percent and is in great shape now,” said manager-promoter Jim Claude Manangquil, CEO of Sanman Promotions.

Plania has already sparred a total of 70 rounds and made 10 rounds of sparring last Friday at the Sanman Gym in Gensan with stablemate Rimar Metuda, who is also a southpaw like Rosas.

Plania, who has 9 straight wins with four knockouts and

no loss or draw, is scheduled to fly to Manila on April 26 together with the other Sanman team.

The 19-year old Plania is fresh from a unanimous decision victory against veteran Rogen Flores last March 8 in T’boli, South Cotabato.

Plania is a former member of the Philippine national team. He represented the country in the 2014 AIBA World Youth Championships held in Ukraine and made it into the quarterfinals.

He is a three-time gold medalist in the Palarong Pambansa and 7-time champion in the National Games.

The Plania-Rosas championship fight will be the inaugural boxing show of Sanman Promotions in Manila. Plania also made his pro debut at the Makati Square Cinema on August 22, 2014 by scoring also a UD against Lordy Pateno.

Teen phenom invited to Gilas

ASKETBALL officials are set to extend an invitation to Kai Sotto to join the Batang Gilas program, saying it’s hard to pass up a chance to train and develop a kid of such enormous potential for future national teams.

Batang Gilas team manager Andrew Teh said he has already spoken to former PBA player Ervin Sotto and the two are expected to meet soon to discuss the possible inclusion of his son in the pool of players making up the national youth teams.

Teh said it’s not every day that the Batang Gilas program can get a chance to bring in a homegrown player like Sotto who, at 13, already stands 6-foot-9.

“We want him to join

the Batang Gilas program,” Teh told SPIN.ph on Tuesday.

“Nag-usap na kami ng tatay (n’ya) and we’ll be sitting down to talk one of these days.”

“It’s not every day that you see a kid who is already 6-9 at 13 years old, so we don’t want to waste that opportunity to at least see how good he can be,” Teh added.

The Batang Gilas manager, however, was quick to temper expectations, saying there are no guarantees of basketball success even for a player of Sotto’s prodigious potential.

“Of course, we don’t know how good he can be, but you still want to see him go through our training and see him develop into the player he can be,” Teh said.
