300 DRUG PUSHERS IN DAVAO GIVE UP

ORE than 300 illegal drug personalities composed of confessed drug peddlers and users surrendered to authorities in Davao Oriental and Davao City yesterday. The bulk of the more than 300 surrendered to authorities in Cateel, Davao Oriental, chiefly to Mayor Erlinda Nuñez and Senior Inspector Romy Bajenting, Cateel police station commander. In Davao City, a total of seven personalities surren-

dered to Vice Mayor Paolo Z. Duterte, who is acting mayor, as Mayor Sara Duterte-Carpio is on leave until July 22. Reports reaching the EDGE Davao said the mass surrender that took place in Cateel town was the result of the massive anti illegal drug campaigns launched by the local government and the police with the support of Barangay Anti Drug Councils. After President Rodrigo Duterte and Mayor Nuñez took their respective oaths of office last June 30, the campaign was immediately commenced through a local FM radio in Cateel. The FM radio is the only means of media that people

in the surrounding barangays listen to, thus made the call for those involved in illegal drugs to voluntarily submit themselves in to authorities. Anti illegal drug leaflets and handouts were also distributed in its 16 barangays with the support of the village-based anti illegal drug councils. Around 300 persons have already presented themselves to the police station as of 3:00 in the afternoon of Monday and police are expecting more to yield in the coming days. CTING Davao City Mayor Paolo “Pulong” Duterte would rather stay in Davao City and serve the Dabawenyos than stay in Malacañan. But the presidential son said he and his sister, Mayor Inday Sara Duterte-Carpio, will give their 100 percent support to the programs of their father, President Rodrigo Duterte. “I cannot leave my job here in the city,” said the presidential son who is now in his second consecutive term as the city’s second-in-command. “I wouldn’t.” In a press briefing held at the City Mayor’s Conference Room Friday, the acting mayor

reiterated he and his sister’s support for their father. Inday Sara is on leave until June 22. “As his children and at the same time local government officials, we are ready to support him and serve the nation all the way,” Paolo said in reply to questions from journalists. The young Duterte said that they are just waiting for President Duterte’s advice if the latter wants a helping hand. “We will just wait for his instructions if he wants help from us,” he said. CTING Davao City Mayor Paolo “Pulong” Duterte said he will complement the peace and order agenda of his father, President Rodrigo Duterte. He said one of the priorities of the city government is peace and order, believing in its importance in providing a good business climate for the city that has recently been attracting tourists and foreign investors. Speaking at a press conference held at the City Mayor’s conference room Friday, the young Duterte said that at the city level, this would help the city develop even more in

terms of economy. “Peace and order attract business,” he said. “I would like to concentrate on it (peace and order).” Duterte is acting mayor of the city for the first three weeks of this term as Mayor Inday Sara Duterte-Carpio is on leave until July 22. HE city government of Davao has announced the creation of “Baha Team” that will be tasked to look into the flood prone areas in the city. Acting City Mayor Paolo Z. Duterte said the team will act on flood complaints of city residences, assess the victims and recommend programs and projects aimed to improve the flood situations in Davao City. “The Baha team will receive all the complaints concerning floods in different areas in Davao. The team will also address the complaints, asses and recommend of what the city should do to affected

residents,” Paolo said. In line with this, the city government will also request for two pumping stations from the national government to help control the raising of water levels in the shoreline areas of the city. “We are asking for two pumping stations, maybe Malacañang can help us because the city do not have budget for it,” the vice mayor pointed out. He said that one of the pumping stations will be set up in Sta. Ana wharf. Vice Mayor explained that the area is prone to flood especially during high tide coupled with heavy rains.

The other pumping station will be established in Agdao, another known flood prone area in Davao City. Paolo also informed the public that the city’s disaster preparedness is all set for the upcoming La Niña. “We are all ready in terms of informing the people for evacuations. The evacuation centers are also now in place,” he added. He stressed that he already talked about the matter with Mayor Sara Duterte-Carpio and agreed to prioritize flood control in the areas of Bangkal to Kanipaan. HEN the country’s sixteenth chief executive, President Rodrigo Roa Duterte, rattled off a line from the late US President Abraham Lincoln in his inaugural speech, he was actually quoting a line form a fellow no. 16. “You cannot strengthen the weak by weakening the strong; You cannot help the poor by discouraging the rich; You cannot help the wage earner by pulling down the wage payer; You cannot further the brotherhood by inciting class hatred among men,” Duterte quoted Lincoln in paraphrasing his government policies. Like Duterte, Lincoln was also number 16 of the United States. Abraham Lincoln Abraham Lincoln was the 16th president of the United States. (1861-1865). He was president during the Civil War (1861-1865). Lincoln was against slavery. He was only 56 years old when he was shot. He died the following day. NIDENTIFIED gunmen shot dead today an official of the Department of Environment and Natural Resources (DENR) Regional Office 12 here while he was driving his motorbike in San Antonio subdivision, Barangay Sta Cruz, Koronadal City. Supt. Barney Condes, Koronadal City police director identified the victim as Noel Dunca, DENR-12 human resource management office chief. Condes said manhunt has been launched against the suspects. Dunca was driving his black motorcycle (MMA3874) at about 9:30 a.m. Monday when two men riding on separate motorbike

ECOGNIZING the need for reference materials, communication students from the Ateneo de Davao University (AdDU) will launch a drive to collect used books and distribute the same to the senior high students who belong to T’boli tribe in the town of Lake Sebu, South Cotabato. Rexor Amancio, the external vice president of the Samahan ng mga Mag-aaral ng Sining at Komunikasyon

(Sinikom) of AdDU told reporters during yesterday’s Kapehan sa Dabaw at SM City in Davao City that the book collection drive aims to gather used encyclopedias, dictionaries and other reference books. “We have set-up a booth inside the SM City Davao where donors can drop their book donations,” Amancio said. Sinikom students will be accepting book donations

until Sunday, July 10 before it will be handed down to the T’boli students in Lake Sebu by the end of this month. The activity will be in partnership with the SM Foundation. The same book collection drive was already initiated by SM Foundation years ago. “We approach the SM management to ask whether we can revive it and they agreed,” he said.

The group targets to collect more than 100 books for the senior high student in the area. “A research conducted by the university revealed that T’boli tribe needs more reference books,” Amancio added. More than 100 volunteer members of the Sinikom official academic club of the Mass Communication of AdDU will take turn in manning the booth.

Duterte on Monday, July 4 issued Proclamation No. 6 series of 2016 declaring July 6, Wednesday as a regular holiday throughout the country in observance of Eid’l Fitr or the Feast of Ramadan. Republic Act No. 9177 declared Eid’l Fitr (Feast of Ramadan) as a regular holiday throughout the country, an occasion being celebrated by the Muslim world for three days after the end of the month of fasting. Malacañan said the entire Filipino nation should have the full opportunity to join their Muslim brothers and

sisters in peace and harmony in the observance and celebration of Eid’l Fitr. Small-scale wind farms to future-proof PHL economy

FILIPINO researcher is developing a tool to aid in decision-making for the placement of small-scale wind turbines in cities across the Philippines to meet the country’s growing energy demand. Sherdon Niño Uy from Cauayan, Isabela has secured a prestigious scholarship from the British Council and the Philippine Department of Science and Technology (DOST) to undertake this research at Birmingham City University in theUnited Kingdom (UK) as part of a PhD in Engineering. At present, energy demand in the Philippines is not being met adequately. Rotating brownouts -- where electrical power is reduced or restricted in a particular area -- have been a common occurrence, especially in southern parts of the country. Earlier this month, a 12hour brownout hit Siargao Island due to the installation of new relay posts and servicing of equipment. Last April, the Luzon grid was placed on “red alert” when peak demand reached an alltime high of 9,746 megawatts. It was thought that dwindling energy reserves and a spike in demand due to the summer heat may lead to rotating brownouts around the capital area. Renewable energy such as wind power can address the growing demand for electricity, which is needed to ensure future economic development for the country. Wind power can also avert the use of power barges, which are both costly and unsustainable. However, wind energy as a power source must be implemented with small-scale wind turbines at strategic locations within a metropolis, where wind resource is at its strongest, yet space is limited. Uy’s research aims to

develop a decision support system for wind resource assessment that is useful for cities, such as Manila, in order to aid in decision-making for the placement of small-scale wind turbines within an urban area. “My research will have clear implications for the economy of the Philippines, as it will highlight the need for more reliable, sustainable, clean and cheaper energy generated at the source of fuel. Aside from attracting investment and creating new jobs to build and maintain, small-scale wind farms will reduce the problem of brownouts, fuelling the future economic development of the Philippines, as well as similar developing countries in Southeast Asia,” Uy said. He added that the multicultural and research-oriented study plan of the UK is conducive for a PhD programme. “Exposure to such an environment with various backgrounds will enrich me as a person and make me become aware of the broader world,” he remarked. Since the focus is on research, Uy said he will develop practical skills and craft research studies that are useful to society. “Thus, I will be trained to solve real-world problems,” Uy added. Meanwhile, he shared that it has been easy for him to adjust to the way of life in the UK, adding that the people in Birmingham City University are friendly, helpful and accommodating. “My supervisors, colleagues and administrators at Birmingham City University are always ready to offer any help that I might need, whether in academic or personal matters. I made new friends in the first few months I have been studying here and I look forward to many more great experiences that will come during my stay in the universi-

Davao investments surge to P1 trillion I

NVESTMENT leads in Mindanao surged to a “phenomenal figure” of P1 trillion in the first semester of the year following the victory of President Rodrigo R. Duterte in the May 9 national and local elections. This was bared by Gil Dureza, head of the Board of Investments (BOI) in Regions 11 and 12. “We’re receiving a num-

ber of inquiries from investors which started three weeks ago. It’s almost every day that we receive two to three foreign inquiries,” Dureza earlier told reporters during yesterday’s Kapehan sa Dabaw at SM City Davao. However, he later texted EdgeDavao in the evening that the total investment leads in the Davao Region have surged to a trillion mark. He said that the latest investment lead in manufacturing. Dureza said 12 to 13 big ticket projects are about to be poured by foreign investors in Mindanao in the next three

years. Foreign direct investments will be coming from countries like China, Taiwan, India and Europe. He said the investors are interested to invest on petrochemical, iron and steel integrated operations, business, mass housing, power generation and agriculture-resource base. To fast track processing, Dureza said a team was created composed of BOI, the Department of Trade and Industry (DTI), Mindanao Development Authority (MinDA) and the Davao City Investment

Promotions Center (DCIPC). He added the team is keen on bringing majority of these investments in Mindanao as investors are now on the process of complying with the requirements. He stressed that most of the incoming investments are basically necessary for the growth of other allied industries in the region and in Mindanao, emphasizing that most of the companies will serve as engines for growth and job creation in the island-region. opportunities, improving the nation’s logistical backbone and meeting the employment needs of the young population. The finance secretary stressed that the new administration will also enhance the Public-Private Partnership (PPP) program and open to unsolicited proposals and ideas from the private sector to better stimulate the economy and further create jobs, especially for young Filipinos. “I assure you that both the concept and the execution of the PPP program will be dramatically reviewed,” he said. “This should only secondarily be a tool for raising revenues.” “This is first and foremost an opportunity to bring private sector participation in nation-building,” he said. “The PPP program will, in the new dispensation, no longer be merely a PowerPoint presen-

NERGY Secretary Alfonso Cusi said the completion of the inter-connection of the three main grids could be implemented during his term. Cusi said in a press conference he is now studying the potential project. Power-grid operator National Grid Corp. of the Philippines (NGCP) started the feasibility study on different routes to connect the two main islands, which is expected to be completed this year. The Energy Regulatory Commission (ERC) approved a budget of PHP152.46 million for NGCP to complete the study, after the grid operator filed a petition. The NGCP revealed in

its petition that its studies shown the western route for the connection of the Visayas and Mindanao grids – through Cebu-Negros and Zamboanga Del Norte – was the most viable prospect. The link between the two grids was first conceptualized by a study from the Japan International Cooperation Agency (JICA) in 1984. It also included the Leyte-Cebu 230 kilovolt (kV) AC high voltage interconnection projection, Leyte-Luzon 350 kV HVDC interconnection project and the Leyte-Mindanao 250 kV HVDC interconnection project. Currently, the Luzon and Visayas grids are only linked through the Leyte-Luzon 350 kV HVDC. (PNA)

Book on PAL packed Davao inventors laud Rody’s plan with historical trivia

FIVE-YEAR-IN-THEMAKING coffee table book on Philippine Airlines (PAL) was launched recently as part of the flag carrier’s 75th anniversary celebration. The 200-page book, unveiled to foreign dignitaries, government officials and media, contains the history of PAL, stories of its past and present employees and interesting trivia on the airline’s many firsts. PAL Chairman Dr. Lucio C. Tan and President Jaime J. Bautista were on hand for the book signing during the formal launch held July 1 at the Century Park Hotel. Also in attendance was Aurora “Aimee” Carandang-Gloria, the country’s first female commercial pilot; Fr. Cesar Santos, representing his recently demised mother, Rebecca Verzosa-Santos, PAL’s first international stewardess; among others. “PAL’s story is also the story of the Philippines and the

Filipino people. The flag carrier is our country’s ambassador to the world,” wrote Dr. Tan in the book. “This coffee table book serves as a chronicle of the company’s storied legacy to the Filipino nation,” added Mr. Bautista. Aside from stories on Rebecca Santos and Aimee Carandang, the book also includes articles on a family of PAL employees spanning three generations, the evacuation flight of Filipinos from war-torn Libya, the pilot of Saint John Paul II during his 1981 Papal visit, the 2015 Pope Francis’ visit to Tacloban and many more. Also in the book are the evolutions of the PAL fleet of airplanes, the PAL logo since 1941 and the cabin crew uniforms since 1946. With the drop in demand for the Php20 bill, Guinigundo said they increased production for Php500 and Php1,000. “Standards have risen so we need to get more higher denomination (bills),” he added. Last year, the central bank demonetized bank notes included in the New Design Series (NDS) that were issued since 1985, which lost monetary value on December 31, 2015. Demonetization of the old series paper bills was done three decades after the central bank issued the NDS.

Under Section 57 of Republic Act (RA) No. 7653 or the New Central Bank Act, the BSP may replace notes of any series that are more than five years old and coins that are more than 10 years old. The BSP defines demonetization as “the process of removing the monetary value of a legal tender currency by the issuing authority.” Demonetized currencies will no longer be accepted for payment of goods and services. While Philippine residents can still exchange their NDS holdings with the central bank until this year without limit on volume, Filipinos abroad can only swap up to worth Php10,000. Effective January 1, this year, the old notes are not considered as a liability of the BSP anymore and only the New Generation Currency (NGC) notes will be honored as legal tender. The central bank issued the first batch of NGCs in December 2010. As of end-September 2015, there are about 2.29 million NGCs in circulation, amounting to Php722.98 billion. (PNA)

HEY have one thing in common: they are engaged in the world’s oldest profession. Daniel, a 19-year-old half-Chinese, looks like the very popular actor of his namesake. At one time, he was with his friends attending a party. While his friends were dancing, an American came to him. They talked for a few moments, and then the American told him that he was staying in a hotel. “If you have time, you can come to my hotel room,” the foreigner said before leaving. Daniel was surprised by what the American said. But he had already an idea since he heard some stories from friends who had the same experience before. He was not only curious but he also wanted to buy a new cellular phone. He went to the hotel, knocked the door, and there he saw the American. “Come in,” the foreigner said. The door locked and indeed it was what he thought. At the middle of the tryst, the American wanted to perform anal sex but Daniel objected. And so, the American made him an offer: to perform an oral sex on him and he would pay the teenager P15,000. Although he couldn’t imagine doing it at first, he did eventually. “I really needed the money,” he said, adding that he had gone out with 27 people already. “But I do it only when I badly need some cash,” he said. Marianne is only 18 years old but she’s already involved in the world’s oldest profession. She was only 15 when she lost her virginity to her boyfriend, who was two years older than her. Her boyfriend left her when he found out that she was pregnant. To avoid embarrassment for her family, she also left her hometown and came to Davao City. She stayed with a 17-yearold friend, who worked as a guest relation officer in a sleazy bar. After the baby was born, Marianne joined her friend.

Davao City has been identified by the Department of Health (DOH) as having the most number of HIV/AIDS cases in Mindanao. And as the mayor of Davao, Duterte is very much concerned about it. A vocal reproductive health advocate, Duterte wanted to do something about it but the constitutional clause on privacy and medical ethics for doctors not to reveal the identity of their patients “are hampering the efforts to combat the disease.” In fact, Duterte once threatened to close a local private hospital because it refused to provide him the name of the AIDS patient who had died in the hospital. “He did not force himself

In 2015, Davao City was listed by the Department of Health (DOH) as one of five cities outside of Metro Manila with “high prevalence” of HIV/AIDS. The other four were the cities of Angeles, Bacolod, Cagayan de Oro and Zamboanga. Sixteen cities and municipalities in National Capital Region were listed as “high

The latest AIDS update from the health department said that 89% of HIV cases were transmitted through sexual contact among MSMs. Conde reported that HIV epidemic among PWIDs is concentrated in Cebu City. Quoting a report from the Philippine National AIDS Council’s report, he said that “a staggering 52% of people who inject drugs were infected with HIV” in 2013, up from 0.4% in 2007. Iris Gonzales, in a blog, New Internationalist, wrote: “Dr. Joven Cuanang, neurologist and chair of a private hospital in the Philippines, said that because of the growing incidence of HIV in the Philippines, the medical community feels the urgent need to raise the public’s awareness of the issue, adding that ‘It’s already an epidemic.’” -- (To be concluded) (Photos from the net)

HE marching order of President Rodrigo Roa Duterte to all government agencies right after he was sworn into office is to cut short the government processing procedures and to eliminate redundant requirements. Immediately what comes to our mind are the long queues in government agencies like the Land Transportation Office (LTO), the Professional Regulations Commission (PRC), National Bureau of Investigation (NBI), Philippine Statistics Authority (PSA), and the Department of Foreign Affairs (DFA), among others. To single out the PRC office for one, the long queues would start in the evening were applicants especially those from the provinces endure the tedious process for PRC license. They roll sleeping mats so that they will be the first to get limited priority numbers by the morning. Others come by the break

of dawn. The same with the LTO and the NBI where you have to cross the street or go to a bank or bayad center to pay your fees when the system goes down, which happens often. The DFA too has voluminous requirements for passport applicants. Without sacrificing the legal requisites, these government agencies and others not mentioned should find a system where filing of digital records will eliminate the tedious process of having to bring back the same old papers already submitted. It will also help if the government sets up a single national ID system or a profiling system that is accessible by all government agencies. Federalism: What’s in it for Juan dela Cruz?

SYMPOSIUM, “Pursuing Federalism: A Shift from Unitary Presidential to Federal Parliamentary Government,” fired the first volley when former stalwarts of the 2005 Constitutional Commission gathered at the Marco Polo Hotel June 25. Former UP President and Prof. Jose Abueva, CDPI chief Lito Lorenzana (Chairman and SecGen, respectively, 2005 Con-COM), Con-Com members Atty. Raul Lambino and Joji Ilagan served as resource persons to a small group of 50 advocates, including this corner. (FYI. I had served as an active member of the Coordinating Secretariat of the 2005 Con-Com during my tenure as Political Affairs Director under the Office of Political Affairs Sec. Gabriel Claudio and USec. Ray Roquero in the Office of the President.) I was all ears as it took me to a trip down memory lane, actually. The animated forum gathered together some of Davao’s prominent citizens from the business, academe, youth and private & NGO sectors and was a coordinated project of the Centrist Democratic Political Institute, Philippine Chamber of Commerce and Industry, Inc. and the Davao City Chamber of Commerce and Industry, Inc.

SPENT my childhood in Cebu where my father owned a chain of movie houses, including the first air-conditioned one outside Manila,” bared the eigthysomething John Gokongwei, Jr. in a speech delivered before an ad congress a few years back. “I was the eldest of six children and lived in a big house in Cebu’s Forbes Park.” A chauffeur drove this son of a wealthy businessman to school everyday as he went to top-notch San Carlos University. “I topped my classes and had many friends,” he recalled. “I would bring them to watch movies for free at my father’s movie houses.” Then everything changed when his father died suddenly of complications due to typhoid. He was only 13 and the family lost everything. Their big house, cars, and business were all taken by the banks. “I felt angry at the world for taking away my father, and for taking away all that I enjoyed before,” he admitted. “When the free movies disappeared, I also lost half my friends. On the day I had to walk two miles to school for the very first time, I cried to my mother.” His mother, a widow at 32, told him: “You should feel lucky. Some people have no shoes to walk to school. What can you do? Your father died with 10 centavos in his pocket.” The family started from scratch all over gain. “My mother sent my siblings to China where living standards were lower. She and I stayed in Cebu to work, and we sent them money regularly. My mother sold her jewelry. When that ran out, we sold roasted peanuts in the backyard of our much-smaller home.” When that wasn’t enough, the young John opened a small stall in a public market (palengke). Of course, the event was just the spark necessary to create a “wild fire,” so to speak. As usual, Lito was in his elements, never allowing the mood to drag into a monotonous situation, cajoling the folks to be sensibly animated in the repartees. Notable federal advocates like former Sen. Nene Pimentel, ex-CJ Reynato Puno and several other hereto unnamed personalities have yet to make their presence felt in the national stage. I thought we missed ex-Cagayan de Oro mayor and original federalist Reuben Canoy at the Marco Polo affair. I am informed that presumptive Senate President Koko Pimentel will file (or has filed) the federalism bill as his first official act in the

Senate. At any rate, I don’t know if my good friend Lito and CDPI people forgot to invite the Davao City media sector because they are integral parts of the developmental process and will articulate the federalism bandwagon. I hope a media summit might be next in the CDPI calendar, if this may serve as a friendly reminder. Thanks. I think though, that at this time, when Pres. Duterte is just warming up his seat in the Palace, that the real issue to respond to by movers of federalism is the basic question a Pinoy in the street usually raise: What is in it for me, for a simple man like Juan dela Cruz? Will federalism make Juan dela Cruz rich and free from debts? Will Juan dela Cruz be assured of education for his children, shelter for his family, employment and livelihood to provide food on the table? Evidently, federalism and its advocates must adequately answer these because they directly affect those whom Pres. William Kennedy had written several manuscripts, all of them turned down by numerous publishers, before

his “sudden success” with his novel Ironweed, which was rejected by 13 publishers before it was finally accepted for publication. Alex Haley got a rejection letter once a week for four years as a budding writer. Later in his career, he was ready to give up on the book Roots and himself. After nine years on the project, he felt inadequate to the task and was ready to throw himself off a freighter in the middle of the Pacific Ocean. As Alex was standing at the back of the freighter, looking at the wake and preparing to throw himself into the ocean, he heard the voices of all his ancestors saying, “You go do what you got to do because they are all up there watching. Don’t give up. You can do it. We’re counting on you!” In the subsequent weeks, the final draft of Roots poured out of him – and the rest was history. WHILE PHILIPPINE HISTORY WAS BEING MADE IN MALACAÑANG LAST JUNE 30, a new dawn was also rising with the inauguration and oath-taking of the congressman, governor and other local executives and legislators of 81st province of the Philippines, Davao Occidental at the Municipal Hall of the province’s capital Malita. Created through Republic Act 10360 enacted on July 23, 2013, Davao Occidental is the newest province in the country and comprises five municipalities, namely Sta. Maria, Malita, Don Marcelino, Jose Abas Santos, and Saragani. After some cultural presentations and the singing of the Provincial Hymn, the lone congressman of the province Lorna B. Bandigan took her oath. Sworn in after Congresswoman Bandingan were the councilors of all four municipalities, followed by the vice-mayors, and then the mayors. The oath-taking of the provincial board members followed in quick succession with the oath-taking of Vice-Governor Franklin P. Bautista and Governor Claude P. Bautista capping the ceremonies. In his speech Governor Bautista said that the creation of Davao Occi-

dental was a dream come true. “We are now a part of history,” said governor Bautista, “I believe the creation of Dav Occ will enable government to bring much-needed development and services to what were once neglected municipalities.” For her part, Congresswoman Bandigan vows to help in education. She also mentions plans to develop the province’s tourism potential in a side meeting. Congratulations to the newly elected government of the country’s newest province, Davao Occidental!

The Mitsubushi Electric Halle was the venue for the concert show. As early as noon the place were brimming with people as buses,cars and people filled up the carparks. The queues were long but it did not seem to unfaze the people who were in line. The anticipation of everyone was think in the air. Our Kababayans came from other nearby German cities and also from other countries like Belgium and Netherlands. As the gates were opened at around 1 in the afternoon, all raced inside the theater to get the best seats in the house. At this point, Team MX3 Handed out envelopes with coffee, tea and capsules. The most important content however,

were the christian tracks to let everyone know of the good news of the gospel. It was wonderful to see a diverse mix of crowd; some came with their families, peers, and friends to see their favorite artists and take a break from the daily grind of work. National Disaster Consciousness Month kicks off in Davao Region

HE Office of Civil Defense in Davao region (OCDXI) launched the National Disaster Consciousness Month side by side with the line agencies of government like the Department of Interior and Local Government (DILG), Department of Science and Technology (DOST), Philippine Institute of Volcanology and Seismology (PHIVOLCS), Philippine Atmospheric Geophysical Astronomical Services Administration (PAGASA) and the Emergency Response Center Central 911 of Davao City. Liza Mazo, director of the OCD XI said the activities this month started with massive information campaign through a press briefing at the Philippine Information Agency in Davao region (PIA-XI); the 5-Kilometer Fun Run; coastal clean-up and

mangrove planting in Barangay Lasang, Davao City; and the Regional Gawad Kalasag Awards that will culminate the commemoration on July 29. Mazo added that all activities on skills competition and rescue exercise and the establishment of incident command system will be held on July 21 and 22. “All these activities will be participated by line government agencies and the local Disaster Risk Reduction Management Councils or DRRMCs,” she pointed out. She further explained that in times of disaster, the RDRRMC provides assistance to the local government units which are encouraged to come up with plans on disaster management with communities which are greatly affected by calamities. HE Commission on Population XI, in collaboration with the United Nations Population Fund (UNFPA), shall be celebrating World Population Day on July 11, 2016. This year’s theme, “Investing in Teenage Girls,” highlights the need to help our female adolescents realize their potential by opening doors of opportunity for them by pushing for their rights to a proper education, the provision of comprehensive and holistic reproductive health services and the promotion of their welfare through adolescent friendly initiatives and programs. Worldwide, teenage girls continue to battle various risks to their health and happiness. These include early sexual initiation, pre-marital sex, teenage pregnancy, and early motherhood. According to the 2015 data provided by the UNFPA, 20,000 girls between the ages of 15 and 19 give birth each day in developing countries. 10% of girls who have had sex before age 15 have said that they were coerced. While various threats have lessened their chances at achieving a full life, our female adolescents are not fully equipped to deal with the consequences of risky lifestyles. Suicide has been noted as the leading cause of death among girls between the ages of 15 and 19. The second leading cause of death among those in the

same age bracket has been identified as complications of pregnancy and child birth. Similarly in Davao Region, the numbers tell an alarming story. In the Young Adults Fertility and Sexuality Study (YAFS) 4, an increase in teenage fertility has been spotted, putting the region at 5th nationwide with 17%, higher than the national average of 14%. Of 960,000 Davao Region youth, 42,000 or 18% of females aged 15-19 have begun childbearing, compared to 8% in 2002. 3% of females from the same age bracket are pregnant with their first child, while a whopping 14% are mothers. Both show a marked increase from 2002 with 2% and 6% respectively. These findings can be attributed in part to the fact that 44% of female youth from Davao Region have sexual experience. 38% have engaged in pre-marital sex, a giant leap from only 15% in 2002. 2% of female youth aged 15-24 have had sex before age 15, while 30% in the 18-24 age bracket have had sex before age 18. The age at which females had their sexual debut has also become younger at 17 years old, in contrast to 19 years old as recorded in 1994. As of 2013, 38.5% or 370,000 of Davao Region youth have engaged in pre-marital sex, compared to 23.2% in 2002. This places Davao Region as 3rd highest in the country, significantly high-

er than the national average of 32%. Of this number, 295,000 or 8 in 10 participated in their first pre-marital sex encounter without any form of protection against sexually transmitted infections (STIs) or unwanted pregnancies. The numbers reflect an emerging issue—the need for more intensive strategies to address risky sexual behavior at the home, school and community level. This becomes all the more evident when backed by the regional data. Only 5% or 1 in 20 youth has discussed sex at home while growing up, 2nd lowest in the country. 59% or 3 in 5 don’t have any source of info about sex, 2nd highest in the country, and only 39% can find help in school regarding sex-related problems, 2nd smallest proportion nationwide. Suicide amongst Davao Region youth is also a cause for concern, with 12% having ever thought of ending their lives, 3rd highest in the country, and 3% or 3 in 100 youth having ever made attempts, placing 6th nationwide. The Juniors’ Responsibilities on Gender and Adolescent Development (JRGAD), an innovative strategy under the Adolescent Health and Youth Development Program (AHYDP) of the Commission on Population XI, seeks to provide the youth with key information and life skills in dealing with the many issues they face in this day in age. One of its major offshoots,

the operationalization of teen centers has been viewed as a tremendous support to adolescents, allowing them to avail of counseling services offered by organized peer groups which can help delay the onset of early sexual exposure, pre-marital sex and hence, teenage pregnancy. Trained peer counselors have shown a remarkable ability at harnessing the potential of the youth and have succeeded in reaching out to both friends and classmates during a state of vulnerability and need, thereby enabling troubled youngsters to make decisions which are most beneficial to them. By supporting this mechanism of “teens for teens” or “peer-to-peer,” more adolescents, especially teenage girls, stand a chance of claiming their futures and achieving their dreams. Our young females, the wives and mothers of the coming generation, should be constantly empowered, engaged and provided support to capacitate them and help them actualize their potential. A tomorrow blossoming with promise should never be traded for the appeals of the flesh. As the adage of the Commission goes, “Ang pag-aaral ay para sa hinaharap, ‘wag ipagpalit sa sandaling sarap.” Our teenage girls have their whole lives ahead of them to grow into the women they ought to be. ILIPINO boxers Argie “Bomba” Toquero and Rey “Stingray” Laspinas both suffered controversial decisions against their Japanese rivals last Saturday night at the Yano Fitness Center in Zama, Kanagawa, Japan. Toquero lost to lightweight Rikki Naito by a technical decision after the Japanese could no longer continue to fight due to two nasty cuts on his eyebrows. The Japanese referee declared that both wounds were made by accidental head butts in the 4th and 6th rounds. But trainer Ericson Asilo denied it, saying both cuts were inflicted by

The 24-year-old Naito won on points due to the one point deduction against Toquero in the 4th and 6th rounds to improve his record to 15 wins against one loss. Jerome Ascano THE Philippine basketball community was clouded in grief on Sunday after Blackwater big man Gilbert Bulawan passed away after collapsing during team practice. He was 29. Blackwater governor Siliman Sy confirmed the bad news shortly after. “He passed away during practice. No reason yet (coming) from the hospital,” said Sy in a short text message.

Sketchy reports said the former San Sebastian stalwart collapsed while practicing with the Elite at the SGS Gym in Quezon City and, after efforts by team staff to revive him failed, was rushed to the Capitol Medical Center. Efforts to revive him at the hospital, however, were unsuccessful. Bulawan, a 6-5 big man picked in the second round of the 2011 PBA Rookie Draft, would have turned 30 on August 25. He had stints with Meralco and Barako before joining Blackwater in a jour-

neyman career. The death, believed to be the first by a player in a PBA team’s active roster, came as a complete shock to people close to the young player and his family since he has no known ailment. He was also the first PBA player to die in practice or an actual game.
