ORE leaders of gangs inside the New Bilibid Prison (NBP) testified on the alleged involvement of Senator Leila De Lima with the illegal drug trade inside the facility, as the probe being undertaken by the House of Representatives entered its second day yesterday. Gang leaders Noel Martinez and Jaime Patcho told the members of the House Justice Committee that they were approached and asked by Jaybee Sebastian, also an inmate at
the NBP, to raise funds for De Lima who during that time was serving as the secretary of the Department of Justice (DOJ). On the first day of the hearing, Sept. 20, it was inmate Herbert Colangco, a robbery convict who pinned down De Lima by telling the House panel that the former DOJ secretary was receiving P3 million a month since October of 2013. The monthly payment, Colangco said was in exchange
for allowing all illegal transactions inside the NBP, including prostitution and smuggling of contraband items such as drugs. Colangco also named Sebastian as the person who approached him and asked him to be a part of the illegal drug trade inside the prison facility to which he refused. But it was the offer of Joenel Sanchez, De Lima’s security aide that made him agree to join the narco drug inside the penitentiary, allegedly intend-
ed to financially support the senatorial bid of De Lima. Colangco said his group was selling around 10 kilos of methamphetamine hydrochloride or “shabu” every month up to October 2014. Martinez on Wednesday particularly named Sebastian as the person who asked him to help raise funds for the senatorial bid of De Lima and to centralize the drug operations inside the NBP.
