ORMER Davao City Mayor Sara Z. Duterte-Carpio on Wednesday said she is not closing the door for another political run in the 2016 elections, but is not about to ready to declare yet whether to seek the city’s highest position.

Duterte-Carpio said if she will have her way, she has no intention of going back to politics, or to become mayor again.

But, a recent development where a representative of her father, Davao City Mayor Rodrigo R. Duterte, came to Duterte-Carpio with a message that she is now being considered to become Hugpong sa Tawong Lungsod ‘s candidate for mayor next year could change the change the local political landscape.

The younger Duterte said

AVAO City Mayor Rodrigo Duterte will transfer the night market currently pitched along the stretch of Roxas Avenue after receiving complaints from business owners in the area.

“Ako na man ni unta ning ipaundang pero malooy man ko sa ilaha (I was supposed to close it but I felt sorry for the vendors),” Duterte said in an interview on Tuesday afternoon.

The mayor said he is looking for another area where he can put up the night market.

“Di pa nako na isulti kay mag-ilog na sila (I will not reveal the location first because the vendors will fight over it),” he said.

The night market opened in January 2014 as a means to address the presence of street vendors who have occupied many areas in the city. Under the plan, vendors would be allowed to sell along Roxas Avenue from 7 p.m. to 3 a.m.

HE Davao City Police Office (DCPO) yesterday said the security plans for the Kadayawan 2015 is already set.

DCPO spokesperson Senior Inspector Milgrace Driz said the police will implement maximum security for all the events on the upcoming Kadayawan and that all security agencies already have a concrete plan for the festival.

She said the DCPO has already asked for augmentation from the Police Regional Office (PRO) 11.

“We would like to remind the public that we will implement stop and freeze as mandated by our city director (Senior Superintendent Vicente Danao). All suspicious persons will be immediately stopped,” Driz said.

She added that thousands of police officers will be de-

ployed all over the city to ensure the safety of the entire Kadayawan Festival.

“We will deploy 100 police personnel coming from the Regional Public safety Battalion (RPSB), 600 force multipliers, and 900 Barangay Peace and Order Units. All will be augmented by the DCPO for the Kadayawan festival,” she said.

Task Force (TF) Davao spokesperson Captain Ernest Carolina said his unit is already preparing for the security of the festival. Trainings are being conducted among the TF Davao personnel to prepare them for any eventuality.

“We also asked the help of the 10th Infantry Division for the augmentation and also the Philippine Navy as we have done last Lenten Season. With this we can deploy as much as 300 personnel for the entire city,” Carolina said.

AYOR Rodrigo Duterte has temporarily frozen the apprehension of traffic violations in the entire city after receiving a complaint that several traffic enforcers are involved in extortion.

In his speech during the gathering of Barangay Tanods on Tuesday at the Almendras Gym, Duterte said all apprehending traffic personnel from the Land Transportation office (LTO), City Traffic and Transport Management Office (CTTMO), Highway Patrol Group (HPG), and Traffic Group (TG) will temporarily stop the issu-

ance of Temporary Operating Permit (TOP) for traffic violators until the city government can issue them identification cards.

The mayor said the IDs should be very visible to the motorist to prevent extortion.

“If they conduct an operation they should have an ID the size of their face,” he said.

He said he will never tolerate extortion among police officers and traffic personnel.

“Walay dakop (There will be no apprehensions) until such time that the city can give them IDs that are big enough

for the people to see. They should be lit at night, like advertisements,” he said.

“Kamong mga tawhana mo mataymingan gani tamo upsilon gyud tamo (If I catch you extorting I will shoot you),” he said.

He said that he will roam around in the city at night to see the illegal activities of these enforcers. “Kanang pagapangayo, extortion, manghod lang na sa robbery (Asking money from motorists is extortion, and that is just a step away from being robbery),” he said.

ever, will still direct the traffic flow.

Traffic enforcers can stop motorists who are caught violating traffic rules and explain their offense. They cannot, however, confiscate driver’s licenses and issue TOPs. CTTMO head Superintendent Rhodelio Poliquit welcomed the mayor’s directive, saying the IDs will help motorists identify who the apprehending personnel are in order to deter extortion.

HE Police Regional Office (PRO) 11 accused militant groups of exploiting groups of Indigenous People (IP) to get funds from international communities and to multiply their forces during rallies.

“They are the ones militarizing these people using ‘taktikang bakwit’ to project that the presence of government troops in rural communities is creating an atmosphere of fear and from there on they will fabricate more lies in order to gain sympathy and profit in return,” said PRO 11 spokesperson Superintendent Antonio Rivera said in a statement.

“They have found business by taking advantage of

the vulnerability of Lumads.

The use of Lumads for their own personal interest is not only a selfish act but a wanton violation of human rights,” he said.

Gabriela Party-list Rep. Luzviminda Ilagan, however, said Rivera’s accusation was “very irresponsible.”

Police note dip in crime volume T

By FUNNY PEARL A. GAJUNERA HE crime volume in Region 11 for the months of January to June this year has decreased by 26.94 percent compared with the same period last year.

For the two quarters of this year, the police have recorded 25,5639 crimes, much lower than the 35,095 crimes recorded during the previous year.

According to Police Regional office (PRO) 11 spokesperson Superintendent Antonio Rivera, the index crime recorded by his office has also significantly decreased.

For the two quarters of this year, the police recorded 10,741 index crimes, lower than the 14,748 recorded last year.

Rivera attributed this to the implementation of more foot patrols for the security of the entire region. He said 90 percent of the police officers in the region were visible to the public while the remain-

ing 10 percent remain in the offices.

Rivera said with the stronger foot patrols, the crime solution efficiency of the region has also increased.

“Our Crime Solution Efficiency has also increased, for now we have 62.3 percent, compared with the 45.5 percent for the same period the other year,” Rivera said.

For his part, Regional Operations and Plans Division head Senior Superintendent Michael John Dubria said the foot patrols conducted by the police officers in the region helps lessen the crimes.

“This will help lessen the crimes in the region because the people will feel safe seeing police officers all over the street,” Dubria said.

Dubria also said even policewomen were tasked to conduct foot patrol in their different areas of responsibility and to make their presence felt on the streets.

Ranking cop’s grandson arrested in drug buy-bust

N ex-convict and grandson of a former high-ranking police official in Davao City was arrested by operatives of Talomo Police Station in a buy-bust operation yesterday with P700,000 worth of shabu (methamphetamine hydrochloride) in his possession.

Police identified the suspect as Manolito D. Maturan, 48, alias Matu and Lito, a resident of Barangay 31-D, Quezon Boulevard.

tor Alfredo Santillana confirmed to EDGE Davao that the suspect is the grandson of the late Colonel Januario Maturan, a high-ranking police official assigned in Davao City in the 1980s.

Santillana said Maturan had also been imprisoned at the Davao Prison and Penal Farm (formerly called Dapecol) for 15 years for drugs.

Talomo police reported that an informant went to Talomo Police Station at around 10 p.m. on August 4 to report Maturan’s drug peddling activities in Times

Beach.

Police set up a buy-bust operation against Maturan but when they went to the area the suspect changed the location of the transaction to Roxas Avenue Extension.

Talomo operatives then coordinated with Sta. Police Station commander Superintendent Royina Garma in the conduct of the operation in her area of responsibility.

Maturan was arrested by the police at around 4 a.m.

sachet of shabu, another 14 big sachets of shabu, and three smaller sachets of shabu worth a total worth of P700,000.

Aside from the drugs, police also confiscated the P500 used in the buy-bust, a digital weighing scale, 50 pieces of P50 bills, and a cell phone.

The suspect is now in the custody of Talomo Police Station and is set to face charges for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

JPEPA review in Phl-Japan talks

GRICULTURE Secretary Proceso Alcala is set to meet his Japanese counterpart to discuss the possibility of lowering or eliminating tariff of agricultural commodities, specially banana.

Philippine Banana Growers and Exporters Association (PBGEA) executive director Stephen Antig provided this information to EDGE Davao, but didn’t say exactly when the meeting will take place.

“The Secretary said he targets to meet the officials

of Japanese DA counterpart before the end of Aquino’s administration,” Antig said.

PBGEA, composed of multinational banana companies, had appealed to Alcala on the possibility of reviewing the general provisions of the Japan-Philippine Economic Partnership Agreement (JPEPA).

Signed in September 2006, the JPEPA allows the liberalization and facilitation of trades in goods and services between Japan and the Philippines. The bilateral trade

agreement between these two Asean nations allows the reduction and elimination of tariff on certain products like banana and services exported by the Philippines to Japan.

Antig said during a meeting with Alcala last July 30, he appealed to the Secretary to lobby the concerns of the banana industry, which is now being threatened by talks for a possible trade agreement on the elimination of tariff between Japan and other banana suppliers from Indonesia, Mozambique, Vietnam

and Costa Rica.

Worried that the Philippines might lose its biggest export market for banana, Antig said it’s already time to conduct a general review of the JPEPA. “We’re worried that Indonesia and Vietnam are now exporting banana to Japan, our biggest market,” he said earlier.

Banana coming from Indonesia and Vietnam enters the Japanese market at zero tariff duty, compared to the Philippines bananas.

“We are paying a maximum of 18 percent tariff to Japan during winter and eight percent during summer, but Vietnam and Indonesia can export banana to Japan at zero tariff,” Antig said.

Tariff can be lowered to at least 10 percent during winter season and 4 percent during summer if the elimination of tariff for agriculture commodities like banana is really impossible, according to him.

In a privilege speech during the Sangguniang Panlungsod (SP) regular session last Tuesday, Abella said the declaration will not only help the growers in advancing their income but will also create jobs and livelihood that can contribute in the economic development in the region, particularly Davao City.

The increasing worldwide demand for cocoa beans, she said, has motivated a massive planting of cacao and expansion of existing plantations.

“With the average demand growth of three percent since 2008 due to increase in buying capacity of middle class in countries such as China, India and Brazil and the decline of supply countries in West Africa due to political and climatic conditions, it is expected that by year 2020, we will have a one million metric tons global shortfall of cacao,” Abella said. HE Kilusang Mayo Uno Southern Mindanao Region (KMU-SMR) condemned Japanese company Nakayama Technology Corporation for dismissing 57 of its workers who refused to sign new contracts which would place them under the employment of labor agencies.

KMU-SMR spokesperson Carlo Olalo, in a press statement, said the workers were dismissed as of 4 August 2015.

Nakayama, which manufactures brick and granite wall panels, and roofing systems, in its Digos, Davao del Sur-based factory, has a total workforce of over 2,000, according to its company website.

Olalo said the labor group lashed out at Nakayama for compelling the workers to sign a new contract which would strip them of their right to regular employment.

“By operation of law, these 157 workers should already be considered regular workers since they have been work-

ing with the company for 1 to 6 years. The Labor Code ensures that if a worker has been employed with a company for 6 months and 1 day, they are effectively considered to be regular workers,” Olalo said.

The labor leader blasted Department of Labor and Employment Department Order No. 18-A (DOLE DO 18-A), signed under Aquino’s term, for permitting companies to convert “overstaying” workers (shopfloor terminology for workers who by law, should have been declared as regulars but remain contractual workers) into agency hires capriciously.

Olalo explained that this Department Order has made contractualization even more widespread through the creation of labor agencies.

“Under DO 18-A, it has now become legal for companies to evade responsibility in giving workers their right to regular employment. Agency

Villar hails BSP strat of financial inclusion

ENATOR Cynthia Villar on Tuesday lauded the National Strategy for Financial Inclusion (NSFI) of the Bangko Sentral ng Pilipinas (BSP), saying it will make financial service more accessible to low-income sectors of society particularly the farmers and fisherfolks in rural areas.

Villar said the NSFI is the government action plan to “enhance cooperation between ministries, government agencies, and the private sector to improve the population’s access to financial services.”

Villar, chairperson of the Senate committee on agriculture and food, said the strategy designed to make financial service more inclusive will have the families dependent on agriculture who reside in rural areas as the biggest beneficiaries.

“We really have to teach our farmers and fishermen how to avail of these services

that can help them improve their income,” she said. ”This will mean access to capital which will enable them to acquire the needed equipment and technology to boost their productivity. This will also mean sound financial advice, which will teach them how to save more or grow their savings,” she added.

The Nacionalista Party senator also commended BSP Gov. Amado Tetangco, Jr. for the effort to bring BSP down to the country’s poorest of the poor.

“Financial service is untapped in the countryside not only because the process of availment is complicated, our people also have the impression that it is costly and entails a lot of documentary requirements,” Villar said.

OCAL developer offers tips for condo investment How do you know if a condo is a good investment? Local developer Escandor Development Corporation (Esdevco) has a few things to share.

Esdevco project head Gerald Garces, in a recent forum, admitted that the market for condominium property in Davao City is brisk and the choices are broad, but he pointed out that prospective buyers should be wary of the investment that they are about to make.

“This is not just you are buying a television or a car.

This is about buying something and expecting it to give back something in return,” Garces said. “Buying real estate property as a form of investment is not like buying an ordinary commodity. You have to realize how much you are spending including the unexpected but are considered inherent to property ownership.”

cording to Garces, must be aware that there are several calculations one should go through, and some questions to ask that require answers.

“It’s not like you buy in immediately to a sales agent or a broker who tells you that investing in condos is a worthy investment.”

“We know for a fact that real estate value will always increase over time,” he said.

There are factors though to ensure success in condo investment like property value increase, paying down mortgage (equity), and monthly cash flow from rentals.

He added that when considering a condo as an investment, you must accurately estimate the annual rent you may receive, and the annual expenses you will incur like real estate taxes, insurance, maintenance and repairs.

Garces said that some of

the basic things to consider in determining if a condo purchase will be a good investment are location, cost, convenience and details.

“In short, we are talking here of value for money which is what we are offering to buyers,” Garces said referring to the Matina Enclaves project of Esdevco located at the South side of Davao City in Quimpo Boulevard.

Garces said Matina Enclaves, a mixed use development project with three condo buildings known as The Residences, is a wise investment that fits one’s vision of value for money.

As in the past, the Davao City Police Office (DCPO), Armed Forces of the Philippines (AFP) and other force multipliers will be on their toes again to ensure the safety not only of the guests and participants, but the entire populace during the celebration and merry-making.

The DCPO spokesperson, Sr. Insp. Milgrace Grace, announced on Wednesday that the security plan has been put in place for the Kadayawan, which is now on its 30th year. The security plan will be implemented to safeguard everyone and to prevent any

untoward incidents like, God forbid, terrorism attacks. The security plan was also designed to keep other lawless elements from engaging in criminal acts like robbery.

Driz assured the public DCPO personnel, with augmentation from the AFP and barangay police, will be on the streets and different event venues to man their post and ensure a peaceful and orderly celebration just like in the previous years. Plainclothes policemen will also be dispatched specifically in areas where people converge as the DCPO is leaving no stones unturned to keep people from harm’s way.

Law enforcers, however, cannot do it alone without the cooperation of the public. Keeping the city safe can only be realized with the participation of each and every Davao resident.

Public vigilance is most certainly needed in the fight against all forms of criminality, and we urge the people to help our law enforcers by reporting suspicious-looking persons and activity at the earliest opportunity.

Security, after all, is everybody’s concern.

JALNAN DOEJI

THERE ARE many new restaurants setting shop these days, from the affordable eateries to the more chi-chi places. This may be because Dabawenyos have finally found more reasons to eat out or because there are now more interesting food choices in the metro and riding on the new wave of dining options is Jalnan Doeji a new Korean restaurant concept located at the ground floor area of Paseo de Legaspi in downtown Durianburg.

Stepping inside the restaurant, I was greeted by a homey and industrial looking space that is so typical of many modern Korean restaurants today.

The wall treatments, floors as well as the decor created a cozy ambiance just right for dining.

When I asked the owners what the name of the restaurant meant, they replied “Handsome Pig,” and might I say that the name was appropriate for their mighty meaty Korean homestyle menu.

Appetiser plates of kimchi, garlic chives, stewed peanuts, bean sprouts and dried anchovies were served free as in any Korean restaurant. Jalnan Doeji makes their own kimchi as well which was tangy and slaty but without too much heat. These side dishes serve as a way to balance the flavours of the meat dishes.

As expected, Jalnan Doeji serves Korean style grill with choice cuts of pork belly, pork neck, or galbi (ribs) ready to grill and served with garlic, kimchi and lettuce. Although most Korean restaurants use a gas grill, Jalnan Doeji utilises heated volcanic stone from Jeiju Island.

The stone ensures that the heat is consistent and the meat is cooked evenly.

Aside from the grill, Jalnan Doeji serves what has got to be

Yes, there may be many other Korean restaurants with their own unique creations, but Jalnan Doeji and its comfortable home-style cooking is definitely one which you should try and experience.

Andrea Torres, Mikael Daez’ Blood in Dispute premieres in Cambodia WITH their fast-rising popularity in the Southeast Asian region, the Kapuso love team of Andrea Torres and Mikael Daez returns to Cambodia on August 6 to 9 for the third CTN Star Tour.

Organized by GMA Worldwide, Inc. (GWI), GMA’s content distribution arm, together with CTN, Cambodia’s leading television network, the CTN Star Tour will feature the premiere night of the duo’s first international project – the mini-TV series Blood in Dispute – on August 7.

This is the pair’s second Star Tour together, having visited

S the deadline for the filing of certificates of candidacy nears, the list of aspirants for the presidency has been trimmed down to around half of the names that were floated earlier. Perhaps a few assumptions can give an idea why the others have chosen to fight another day, if not kissed their presidential ambitions goodbye.

For one, Senator Ferdinand Marcos Jr. has been muted by his poor showing in the surveys and his inability to deodorize his family’s name that still carries the stink of the Martial Law era. He has learned from the experience of former senator Manny Villar that a huge campaign kitty alone, although a plus factor, could not guarantee a good performance much less victory. At the most, he may take a shot at the vice presidency.

Former senator and now Yolanda rehabilitation czar Panfilo Lacson was also included as a contender. But his only strong credentials are his independent pronouncements vis-à-vis Malacañang and his having received no pork barrel during his stint as lawmaker. These however are being eclipsed by his alleged involvement in the Dacer-Corbito murder case and the Kuratong Baleleng

E all dream. Whether you are young or old, you go into that mysterious world when you sleep. “Dreaming is an act of pure imagination, attesting in all men a creative power, which if it were available in waking, would make every man a Dante or Shakespeare,” H.F. Hedge once said.

“Dreaming permits each and every one of us to be quietly and safely insane every night of our lives,” dream expert William Dement tells us. Dr. Edgar Cayce considers dream as “today’s answers to tomorrow’s questions.”

And from the TV hit series, ‘X-Files,’ comes this quotable quote: “Dreams are answers to questions we haven’t yet figured out how to ask.”

We have known some great writers who took their inspiration from dreams.

“I’m sure we would not have had men on the Moon if it had not been for (H.G.) Wells and (Jules) Verne and the people who write about this and made people think about it. I’m rather proud of the fact that I know several astronauts who became astronauts through reading my books.” So said Arthur C. Clarke while addressing the US Congress in 1975.

Yes, he was the same guy who wrote Technology and the Future. In the said book, he penned: “The only way to discover the limits of the possible is to go beyond them into the impossible.”

Senator Miriam Defensor-Santiago meanwhile still commands a sizeable following as senator.

Yet it would be a different ballgame when the presidency is at stake. Her medical condition and feisty image may not sit well with voters who view her public display of tantrums as a liability for someone holding the highest political position. I see her retiring from politics when her term ends next year.

How about Senator Alan Peter Cayetano?

He talked and screamed a lot during the Senate subcommittee hearings on the graft accusations against the Binay family as well as after the Mamasapano encounter. He also put out several TV ads that ironically mimicked Vice President Jejomar Binay’s “Sa Makati” line, and grabbed every opportunity for me-

dia mileage. Everything looked good but only while it lasted. The ploy did not translate into better statistics. Maybe he would lobby to be the running mate of any of the candidates for president.

This leaves us with three aspirants – Interior Secretary Mar Roxas, Binay and Senator Grace Poe. Roxas has been endorsed by President Aquino last week as the Liberal Party’s standard bearer. It was a move that was long in coming but inevitable. After all, Roxas gave way to Aquino in 2010 in response to popular clamor.

The president is pinning his hopes for Roxas’ victory on his integrity as public official and on Binay’s consistent slide in surveys owing to corruption charges against him and members of his family. Of course, don’t forget the inherent advantage of being the administration candidate and the financial resources and connections of the Roxas-Araneta clan.

Aquino wishes to strengthen Roxas’ bid by wooing Poe to be his running mate. But it seems the neophyte politician is bent on running for president, initially with Senator Chiz Escudero as her running mate.

Unfortunately for Escudero, the Nationalist People’s Coalition and the Nacionalista Party, the parties that will adopt Poe and finance her campaign if she decides to run, has junked the idea of pairing her with the senator from Bicol. That means that Poe would end up teaming up with Marcos Jr., Cayetano or Senator Antonio Trillanes IV. So what will Escudero do as a political orphan? Run with Binay? It’s not farfetched given how he engineered Binay’s victory in 2010 through the sneaky “Noy-Bi” tactic which caught Roxas flatfooted.

So here’s the scenario: A three-way contest is shaping up, one that will split the pro-administration votes between Poe and Roxas. However, I see Binay and Poe getting more votes than Roxas. What appears now as a three-way fight will be reduced to a duel if Poe rejects Malacañang’s offer to be Roxas’ running mate.

Wait, what about Davao City Mayor Rodrigo Duterte? I’ll tackle that in the next column.

The Bible states, “The things which are impossible with men are possible with God” (Luke 18:27). This must be the reason why French novelist (1957 Nobel Prize for Literature) Albert Camus commented, “We turn toward God only to obtain the impossible.”

“Impossible is a word only to be found in the dictionary of fools,” commented French emperor Napoleon Bonaparte. “I love those who yearn for the impossible,” admitted German playwright Johann Wolfgang von Goethe. “It’s kind of fun to do the impossible,” Walt Disney, pioneer of animated cartoon films, declared.

History is replete with impossible stories. Demosthenes stuttered. He filled his mouth with pebble and walked the seashore shouting at the waves until in spite of his handicap he became Greece’s most famous orator.

“Farm mechanization is one of the best means to lower agricultural production cost and improve the competitiveness of our farmers,” Agriculture Secretary Proceso Alcala told over 4,000 farmers, fisherfolk, local government officials, and other agriculture industry stakeholders in SOCCSKSARGEN Region.

Secretary Alcala came to the Regional Center in Barangay Carpenter Hill, Koronadal City Thursday (July 30, 2015) to distribute Php1.52 billion worth of projects and assistance to farmers’ associations and local government units in South Cotabato, North Cotabato, Sultan Kudarat and Sarangani.

Part of the assistance were over 330 farm machines that are ready for immediate delivery to the intended beneficiaries.

These machines, he emphasized, would boost profitability in farm production.

“I ordered our guards to stop people from urinating within our property but last June 25, there was an altercation between my guards and one of the massage attendants,” Tan said.

Tan said the city must look into this matter before any untoward incident happens since his guards are duty-bound to implement orders.

FTER bangus (milkfish), tilapia is now the second most important fish in the Philippines. These days, tilapia fish cages are a common sight in almost all the major rivers and lakes in the country, including Laguna de Bay, Taal Lake, and Lake Sebu.

It is very popular among Filipinos who cooked the fish in different ways, including fried, grilled, sinigang(a sour soup using tamarind, santol, guava or calamansi as a base) and paksiw (similar to sinigang only it uses vinegar).

It’s no wonder tilapia has replaced galunggong as the poor man’s fish. Tilapia has provided many Filipinos, especially the lower income households, with access to cheap source of animal protein.

Dr. Rafael D. Guerrero III, an Academician of the National Academy of Science and Technology who popularized tilapia raising in the country, said the Philippines is “now one of leading producers of tilapia in the world today.”

This has been confirmed by Agriculture Secretary Proceso Alcala during the Fourth Tilapia Congress last year. “The Philippines,” he said, “has maintained its position among top tilapia producing countries, cornering eight percent of the total world production.”

Last year, the world tilapia production exceeded 4 million metric tons, according to Dr. Guerrero.

The Philippines contributed more than 260,000 metric tons. “Tilapia is now

The United States is the biggest importer of tilapia while China leads as the biggest exporter.

If the Philippines is to maintain its edge, it has to increase its tilapia production in the coming years.

But the industry has to solve some of the problems it currently faces: degradation of quality fingerlings due to inbreeding, insufficient supply of quality tilapia fry in far flung areas, high cost of farm inputs and poor quality feeds, lack of technology transfer initiatives at the grassroots level, and lack of val-

ue-added products.

As such, the Department of Science and Technology (DOST) thinks of doing interventions to boost capacity of tilapia production systems and enhance product competitiveness. Through its line agency, Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (PCAARRD), it launched Strategic Science and Technology Plans (ISP) for tilapia.

PCAARRD, in its recently released annual report, said the ISP for tilapia aims “to produce better-performing breeds, specifically the red tilapia.” Through this program, a base population within red Nile tilapia family has been established.

“Two generations were produced and grown for selection,” the report said.

In addition to red Nile tilapia, seven tilapia breeds were collected and crossbred.

“At least 50% of the tilapia produced in the United States, Canada, Israel, the Caribbean and Asia is sex-reversed,” he pointed out.

It was Dr. Guerrero himself who developed the sex reversal tilapia (SRT) technology. For his feat, he was awarded the IBM Science and Technology award by the IBM Philippines.

“Artificial sex reversal is considered the most effective, efficient and economical method for solving the major drawback of growing tilapias to market-size caused by unwanted reproduction,” Dr. Guerrero said.

“With mix-sex (male and female) stocks, the fish matures early and breeds frequently resulting in stunted growth due to overpopulation in ponds,” he added. “By growing all-male tilapia produced through hand-sexing (manual separation of sexes), hybridization (crossbreeding of two appropriate species) or sex reversal, the yield of large-sized tilapias

is significantly increased by 30 percent to 50 percent because of the faster-growing males compared to females and the control of reproduction.”

According to Dr. Guerrero, applying the sex reversal feed method with a success rate of at least 95 percent requires the production of the right age of the fry for treatment, preparation of the hormone feed or its procurement, and the proper application of the treatment.

In its annual report, PCAARRD said some of its researchers are currently doing experiments on using pine pollen as source of phytoandrogen (substance in plants that have similar effects to testosterone in animals) to promote sexual inversion.

showed comparable results to the use of synthetic hormone. “The pine pollen-treated males produced fry within 16 days post stocking, which means that the sex inverted females became functional males,” the report said.

To solve the high cost of feeds for tilapia, PCAARRD likewise conducted some studies on various feeds.

Initial data on field trials showed positively that fry easily adapted to the feeds introduced.

According to the report, positive increase in terms of average body weight, length, and width of the fish were observed.

The data also showed that ingredients used in the feed formulations -cassava meal, camote meal, copra meal, corn meal, rice bran, and golden apple snail -- were sufficient to meet the nutritional requirements of cultured tilapias.

This is good news for Filipinos. After all, fish provides more than half of the protein requirement of almost all Filipinos.

A legacy of clean water

OR 57-year old Aurora Binigi-an, water is not just a basic needbut a legacy she will leave to her children and grandchildren.

A resident of Habitat Site in Barangay Manikling in this municipality for more than 15 years, Binigi-an described how her family survived with limited water supply in a hard way. She said they did not have their own direct supply of water so they family had to go to a common pump. The pump, however, was old and difficult to operate.

This is ironic because she lives in a place dubbed as the gateway to the renowned Mount Hamiguitan, which early this year was inscribed as a United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage Site.

But the completion of a potable water system, which will bring clean and reliable water supply to the area, will ease her life she approaches the age of retirement.

Binigi-an is just one of the hundreds of families that will benefit from the potable water project of the Barangay Manikling through the help of the Department of Social Welfare and Development (DSWD) through its community-driven poverty alleviation program called the Kapit-Bisig Laban

saKahirapan-Comprehensive and Integrated Delivery of Social Services-National Community-Driven Development Program (KALAHI-CIDDS-NCDDP).

Through a participative approach, officials of DSWD and members of the community and local government units are working together to identify problem of the community and the possible solution.

According to DSWD, the development objective of KALAHI CIDSS-NCDDP is to “have barangays/communities of targeted municipalities become empowered to achieve improved access to services and to participate in more inclusive local planning, budgeting, and implementation.”

“We dancedjust to prove to the DSWD how committed we are in this project,”Binigi-an said, recalling the days that the potable water system project was just in the proposal stage.

She said the project allowed their community to be empoweredand united at the same time.

“For one or two days, we became engineers of our own without the need to have any license,” she said.

For Elita E. Glenogo, barangay secretary of Manikling and also beneficiary of the

water system, clean potable water that will soon flow from their faucet is a sign of progress.

“For many years, we had to fetch water from an old water pump,” Glenogo said,showing her chiseled are muscles.

Secuya: Young artists drawn to digital arts

HE rise of digital technology has developed more ways for people to communicate and express themselves.

More than the creation of social media, the way art is created and visualized also evolved because of the rise of graphic design and animation software like the Adobe products Photoshop, Illustrator, and AfterEffects, and technology such as the tablet that allows artists to directly draw digitally. This has also changed the course of the arts industry.

Contemporary artist Vincent Secuya has observed that the younger generation is more drawn to the graphic arts.

“They are tech-savvy because they are digital natives,” Secuya said.

He went on to explain that this is because they were born in a society that saw one of the milestones of technological advancement and where this technology was easily accessible. Furthermore, because this was the period they were born, they easily got accustomed to digital technology compared to the preceding generations that were just obliged to adapt.

“In my analysis, computers are attractive to the young ones,” Secuya said. “Painting is effort. You can easily fill a house and spaced gets crampled. It’s uncomfortable.” He further explained that with graphic arts, you can easily store files in one PC. He contends furthermore

that there is something so valuable in the tangible form of art. “It’s man-made; I can hardly repeat it. With machines, it’s easy to reproduce.”

He added, “That’s the basic difference I see. Paintings are one of a kind. Nobody else can have that.” He went on to explain that even if there are duplicates, they are not as valuable compared to the original.

Secuya, however, recognizes that the digital arts is an equally legitimate art form.

“It’s just that I’m biased to what I made. That’s my lens,” he added.

“I respect if that’s the medium of choice of other people,” he said. “It doesn’t matter if it’s sculpture painting or music as long as people get to express themselves.”

Asked if he saw the digital arts a threat to the painting industry, he was quick to answer: “Not at all. There will always be a demand for something one of a kind.”

He said that it was unlikely to happen especially because visual artists like him who use actual canvasses have a patronage within the art community, especially Davao.

Secuya has an upcoming art exhibit featuring 31 pieces of artwork entitled “Israel, Oh Israel” on August 14-27 in Abreeza Business Center which is an official Kadayawan event. In addition to that, he will have a second exhibit entitled “Illumation” featuring 12 artworks in the SM Lanang Premiere atrium on August 24.

HE Department of Trade and Industry (DTI)-XI launched three separate Negosyo Centers in Davao Region within 2nd week of July.

Last July 6, the Negosyo Center in Davao Oriental opened while in July 9, similar facilities were launched in Davao del Sur and Davao City.

Negosyo Center is a onestop shop for services intended to support existing and startup small businesses. Its establishment is provided for in Republic Act No. 10644 (Go Negosyo Act) authored by Senator Paolo Benigno “Bam” Aquino IV, and was signed into law in July 15, 2014. It provides an array of services categorized into three major classifications, as follows: a) business registration assistance; b) business advisory; and, c) business information and advocacy.

For business registration, start-up businesses will be assisted in terms of information and facilitation of their registration documents and procedures for business name registration, business licensing and other regulatory permits. The Center will also be accepting and processing application for Barangay Micro Business Enterprises (BMBE) certificate, as soon as procedures and guidelines are finalized.

Business advisory consist of counseling services to guide MSMEs especially in the areas of financing access and financial management, product development, market promotion, and, investment promotion, among others.

Under Business Information and Advocacy, the Center will provide relevant business information such as economic, technical, market and investments-related info data and materials and facilitate related info campaigns in the form of trainings, seminars, briefings, and, dialogues.

DTI 11 OIC - Regional Director Maria Belenda Q. Ambi said the Negosyo Centers will also leverage on the collaboration of government agencies, local government units, financing institutions and business support organizations to consolidate and make accessible support programs and services to the MSMEs. “Since the Negosyo Center is envisioned to be a one-stopshop for micro and small entrepreneurs, it should be able manifest the convergence of programs and projects of all support institutions, both government and private. While the Center may not be able to host all these services, at least information will be made available and MSMEs will be guide,” she said.

OS Angeles Lakers star Kobe Bryant hinted that next season may be his last on Tuesday after admitting it was “absolutely” possible he may finally call time on his glittering NBA career.

The 36-year-old icon’s recent seasons have been disrupted by various injuries, but Bryant said he was feeling fit and ready for another campaign with the Lakers, who missed the playoffs last season for only the seventh time.

Bryant told Yahoo Sports he has not made a decision about his future yet, explaining that he will continue playing as long as he takes enjoyment from the sport.

“We haven’t set anything in stone. And I’ve talked about it before,” Bryant said.

“But could this be the last? Absolutely. “It’s tough to decide. It’s really tough to make those types of decisions. Players I have spoken to say, ‘Kobe, you will know.’”

Bryant insisted that his body was ready for the rigors of another season despite his recent injury record.

“There are no question marks on what I can do (physically),” the 17-time AllStar said.

“My body and my legs feel extremely strong and healthy,” adding that he expected to make a decision on his future at the end of the season.

“I’m making this very simple. Either I like playing the game and going through this process or I don’t,” Bryant said. “But I think that decision needs to be made after the season.”

Lakers general manager Mitch Kupchak said in May that Bryant had already signalled that the coming season would be his last.

“He has indicated to me this is it,” Kupchak said. “He’s on the last year of a deal.

If there was a hangover, it didn’t last long.

Spieth was playing golf in Dallas with friends when his roommate mentioned the ‘’weirdest feeling’’ about watching the Open. He told him that it seemed as though Spieth had an off week at St. Andrews, perhaps because he already had won the Masters and U.S. Open.

Maybe it was ingrained in everyone, Spieth included, that anything but a victory at the British Open was not going to be

acceptable. ‘’We played good golf given everything,’’ Spieth said. ‘’It’s still good to play a major and lose by one shot. But that was one shot from being the greatest week of my life, instead of being on the back burner. That’s what put it in perspective for me.’’

Spieth already has shown at such a young age he is equipped to do just that.

CCORDING to a report by spin.ph, Rain or Shine insiders have raised hope that the crack guard may yet reprise his role for Gilas after top officials indicated their willingness to release him to the national team bound for the Fiba Asia championships next month.

The report said that Rain or Shine, a staunch supporter of the Gilas program in the past, has so far allowed Gabe Norwood to suit up for the team as part of the 16-man pool made available by the PBA to the national team.

But according to sources, the popular PBA ballclub’s bigwigs have made it known that they are also willing to make Lee available just to enhance Gilas’ chances in the China tournament serving

NDRAY Blatche hopes to have old teammates from the 2014 Fiba World Cup back in the lineup, while calling on the new Gilas Pilipinas callups to step up for the 2015 Fiba-Asia Championship.

Blatche said he has heard about the situation regarding player availability, and had been wanting to see June Mar Fajardo, Marc Pingris, LA Tenorio and Paul Lee as he arrived on Sunday.

“I heard a lot when I got here,” Blatche said.

“June Mar, I was also looking for Paul Lee. LA, haven’t seen him.

And Ping. My prayers go out to them whatever the situation is.”

“If I like them back? Yes. I played with them before.”

“But right now, we have to focus on the guys that are here right now,” he added.

Fajardo, Pingris, and Tenorio are part of the 16-man pool of head coach Tab Baldwin for the 2015 Fiba-Asia Championship although they are still unavailable at the moment.

Although Lee was not part of the list of 16 PBA players made available to Gilas, league officials themselves have said they hope more players will be added to the pool once they become available.

Lee had an impressive stint with Gilas in the 2014 Fiba World Cup in Spain and the Asian Games in Korea and should be a good addition to the current pool, which is still wanting in the backcourt.
