A COA report published by social news site Rappler last Saturday said the city

government spent P45 million on motor vehicles issued to the Davao City Mayor’s Office, Davao City Police Office, Emergency Response Center, and the Traffic Management Center.

“They are risk reduction,” Duterte said in an

Zarate urges gov’t to put up nationwide mass transport

AYAN Muna Rep. Carlos Zarate yesterday urged the government to provide subsidized public mass transport systems not just in Metro Manila but nationwide, saying while such a service may be costly, it would ultimately benefit the economy.

Zarate, who hails from Davao City, had earlier pushed for the rollback on the MRT fare hike, citing its “dismal operations and maintenance.”

Taxi fare discount still in effect: LTFRB

HE Land Transportation Franchising and Regulatory Board (LTFRB) in Region 11 encouraged the riding public to report taxi drivers who do not follow the P30 flag-down rate.

“We encourage regular taxi passengers to report to us or file formal complaint against drivers who do not cut P10 from the flag down rate,” LTFRB 11 spokesperson Edgar R. Violan told EDGE Davao yesterday.

This after the regional board received complaints

of taxi drivers who have removed the P10 discount sticker and tell passengers that the order has been lifted.

The LTFRB had imposed a P10 reduction on the flagdown rate in March but did not recalibrate the taximeters. Instead, it required taxi operators to put up stickers that indicated P10 would be subtracted from the final fare.

Some taxi drivers, however, have said the discount order should be lifted since the price of fuel has been volatile for the past few months.

The Department of Energy (DOE) has reported that most oil companies implemented a P1.05 per liter increase in gasoline and P0.15 per liter in diesel and kerosene last June 16.

The Philippine National Taxi Operators Association in Manila has already filed a petition to lift the discount. “We are still waiting for the decision of the board,” Violan said, adding the board is expected to come out with the decision before the month ends.

sure taxi drivers that the P10 discount will be lifted.

Violan said until it is lifted, taxi operators should regularly remind their drivers about the discount because violations will be their liability.

“Operators will be penalized for the first offense of a fine of P5,000. For the second offense the fine is P10,000 and impoundment of the unit for 30 days. For the third offense the operators will be fined P15,000 and their franchise canceled,” he said.

2 soldiers killed in BIFF ambush T

WO soldiers were killed in an attack staged by suspected members of the Bangsamoro Islamic Freedom Fighters on mid-afternoon Monday, the military said.

Capt. Jo-Ann Petinglay, spokesperson of the 6th Army Division said the two soldiers had just reached the arc marking the boundary of this town when the attack took place.

Initial reports gathered by the military said the victims rode a motorcycle wearing athletic soldier’s attire to get more carpentry materials at their headquarters in Shariff Aguak town.

They were traveling from Datu Unsay town where they were doing rehabilitation work for a school.

But before the soldiers

reached their destination assailants who were riding in tandem opened fire from behind using still unknown firearms. One was hit in the head and the other in the back.

The assailants snatched the motorcycle of the soldiers and fled towards the socalled SPMS box.

“SPMS box” refers to the adjoining towns of Shariff Aguak, Pagatin (Datu Saudi), Mamasapano and Shariff Saydona, all in Maguindanao where the BIFF operates.

The soldiers meanwhile were rushed to the Maguindanao Provincial Hospital, but they were declared dead on arrival.

The military withheld the names of the victims pending notification of their families.

HE Bureau of Internal Revenue (BIR) 11 has asked the Davao City Council to submit its position paper on the proposed increase of zonal valuation in the city.

In the plenary discussion yesterday in the City Council, BIR East Davao Revenue District Officer Ricardo Espiritu suggested that the Council recommendation be elevated to the BIR higher office.

“My suggestion, and this is also for the land developers, is that we will give 30 days to submit their

suggestions, recommendations on the proposed zonal value,” Espiritu said.

He said if the stakeholders submit recommendations especially on the areas that have high zonal value, the BIR might consider it.

Espiritu, however, said the City Council’s suggestion of a 50 percent increase instead of up to 400 percent might be hard for the BIR to approve because the valuation h as not been updated for more than 13 years.

Duterte to do own probe on Paquibato massacre

AYOR Rodrigo Duterte will conduct his own investigation on the alleged Paquibato massacre that killed three men whom the military said were members of the New People’s Army (NPA).

Duterte made the statement during a command conference Monday night with city police officials and Task Force Davao.

The military had said

the incident was a legitimate encounter, claiming the soldiers were serving an arrest warrant on a certain Nestor Anggoy a.k.a. Ka Opaw. The military has said the three fatalities were members of the NPA. The fatalities were identified as Datu Ruben Enlog, Randy Carnasa, and Ologario Quimbo.

The NPA has denied the three were its members, saying they were house guests

in the birthday celebration of the 12-year-old daughter of peasant leader Aida Seisa.

The NPA said the military strafed Seisa’s house and injured her daughter.

Councilor Karlo S. Bello said the committee on civil, political and human rights which he chairs will conduct a hearing on the matter due to the conflicting versions of the incident.

PO Agua Infrastructura, Inc. (AAII), developer of the P10-billion Davao City Bulk Water Supply Project in Tamugan River, still needs to explain its project further before the Davao City Council approves its request for exemption from provisions of the Watershed Code of Davao City.

In yesterday’s Pulong-Pulong ni Pulong, City Council majority floor leader Bernard Al-ag said the under the Watershed Code which was passed in 2008, the Tamugan River where the facility will be built should be not developed since it is considered as protected and conservation area.

“We will see if the people of the city will really benefit

from the project or it might destroy our watershed,” he said.

AAII is a joint venture of Davao City Water District (DCWD), Aboitiz Equity Ventures (AEV), and Jose V. Angeles Construction Corporation. It is asking the Council to issue an exemption from the Watershed Code of Davao City in order to push through with the project.

In a joint presentation of AAII and DCWD at The Marco Polo, Davao last week, AAII director Manuel “Bobby” Orig told city councilors that Tamugan River is the most viable site for the project because it has sufficient flow of water and good raw material quality.

DOT: 10% of Phl workforce to have tourism-related jobs

P to 10 percent of the country’s total workforce is expected to have tourism-related jobs before the end of the Aquino administration, the Department of Tourism (DOT) said on Monday.

Tourism Secretary Ramon Jimenez Jr. told reporters in an interview that while the goal of 10-million international tourist arrivals will be “difficult” to meet, the case is different for the agency’s employment generation target.

“By 2016, we should have about 5.2-million to 5.4-million directly employed in tourism-related jobs -- hopefully more,” Jimenez said.

“That will be almost 10 percent of the total workforce in the Philippines.”

As for revenue target, the tourism chief further said that the agency is aiming to achieve over USD 6-billion by 2016.

“If we can exceed USD 6-billion, we will be fine,” Jimenez said.

Given the risk of its tourist arrivals target falling short of 10-million, Jimenez explained that employment generation and revenue tar-

gets are performance indicators that should be given just as much attention as arrivals.

“There are three statistics: Arrivals, income (revenue) and employment. Arrivals are not exactly what is expected, that’s why we work on employment and income,” the tourism chief explained.

“We will end 2016 well within our target for income and employment,” he assured.

When asked if the agency was opting to lower its tourist arrivals target, Jimenez said he did not find it necessary.

“It does not help anybody to downgrade it,” Jimenez said. He expressed high hopes that the target of acquiring 5.5-million international tourist arrivals by the end of the year will be met.

As of April, the agency acquired over 1.8 million international tourist arrivals from its top three source markets, namely Korea, the United States and Japan.

Japanese firm eyes coco plant

APANESE company Coconutcures, Inc. is eyeing to establish a virgin coconut oil processing plant in Davao City with an initial capitalization of P130 million.

Based on the presentation of the proposal by Coconutcures chief executive officer Yoshinari Higure to the Davao City Investment Promotiom Center (DCIPC) yesterday, the plant will be put up at a two-hectare area located in Barangay Mahayag in Bunawan.

Higure was joined by former Japanese Consul Koichi Ibara in the presentation of the project before DCIPC chief Ivan C. Cortez.

“Hopefully, they can start by January 2016,” Cortez told EDGE Davao.

Cortez said the two-hectare processing plant will initially process outsourced coconut from nearby plantation in the Davao Region.

The firm is planning to

start processing first with virgin coconut oil (VCO) to be exported in foreign markets like Japan, Europe and the US, according to him.

Aside from VCO, the Japanese firm will also process other coco-based products like vinegar from coco sap, coco water then expand to other coco-based products.

Cortez said all products will be totally for export.

“They have already acquired export product certifications to enter Japan, Europe and US markets,” he said.

Cortez earlier said that investment in the city continued to grow in the past few years as a result of the increasing population and good governance that bring peace and order in the city.

The DCIPC, he added, continues to receive different inquiries from an average of foreign companies weekly.

Cortez said that most of the foreign investors do not just visit Davao City to have an ocular inspection

and study the market, but also to meet the popular Mayor Rodrigo R. Duterte.

ment amounted to P6.3 billion, almost half of which came from the P3-billion mill set up by

Steel Asia Manufacturing, Inc., and the rest coming mainly from real estate development ventures.

O

NE of the biggest beefs the people in the regions have against the over-centralized government is the latter’s penchant for pouring out funds to address the needs of those living in the National Capital Region (NCR) at the expense of those living outside it. This is manifested in the numerous road projects, flyovers, bridges, and other vital infrastructure that are liberally spread out in Metro Manila. While it may be said that the growing population there requires such monumental spending, those in the regions point out that the funds used for such projects are taken from the national coffers -- meaning even those outside the NCR get to share in the spending spree even though they do not see even a shadow of a flyover.

Perhaps the most obvious manifestations of this lopsided budget are the Metro Rail Transit (MRT) and Light Rail Transit (LRT) systems that circuit through the metro. While denizens get to enjoy cheap and quick train rides, they often do not realize that such convenience comes at a price -- not for them but for the rest of the country. More than half of the fare of each passenger is actually shouldered by government through subsidy, and again, this subsidy is taken from taxpayers’ money. Like the aforementioned bridges,

flyovers, and roads, the trains are enjoyed by a very limited number of people while the rest make do with public transport that is less than ideal.

Bayan Muna Rep. Carlos Zarate, who hails from Davao City and thus knows about this imbalance, has said it is pointless to lambaste the national government for subsidizing the MRT and LRT. Instead, he said the people in the regions should demand that the government also provide efficient public mass transport systems nationwide -paid for with subsidies from the national government just like the MRT and LRT. While this is costly, the ultimate result would be beneficial to the entire country. He said a very large majority of those who are using the MRT and LRT are students, employees, workers, self-employed, and vendors, and these should be “incentivized” by the State through the delivery of social services like train subsidies for them to study well, work hard, be more productive citizens.

Now imagine that being a reality throughout the country and we have a formula for success. Nothing is more demotivating than having difficulty traveling from place to place; if government addresses that, then it could actually send the entire country rocketing to progress.

gathered to witness their union. Decked in an Aztec Barba creation, Queenie walked down the aisle giddy and glowing. She beamed with so much joy and everyone shared in the excitement and glee when the couple were blessed as one and

expressed their vows. A celebration followed at the ballroom of Marco Polo Davao, where guests partied until midnight and grooved to music of the 80’s and 90’s. Being the perfect and generous hosts that they are, Queenie and Art worked

closely with the event stylist, Noel Tanza, and the hotel team in making sure the guests will have a grand time.

I couldn’t be any happier for Queenie. She deserves every blessing and happiness she is now enjoying.

I

T seems there are only two necessities in life that make people to howl in protest immediately if they are taken away. One is electricity (especially if you are watching the basketball championship) and the other is water (particularly if you are taking a bath).

Among the two, it’s water that you cannot live without. Without electricity, you can always use other means like fanning yourself when it is too hot or using a lamp at night time. But without water, you cease to exist.

This is especially true in Davao City which, according to some reports, has the second best water in the world (although I cannot confirm for sure who said, when it was said, and on what occasion).

At one time, I visited a friend in Davao. I was in the bathroom and was in the middle of my bath when the water stopped. I had my hair full of shampoo and soap was covering all over my body. It was good that there was a pail full of water. I finished my bath without much hassle.

Why am I writing this? It’s because two new studies have found that about one third of the planet’s largest underground water reserves are rapidly draining and it is unclear how much fluid remains in them.

Water levels in 21 of the world’s 37 largest known aquifers are trending negative, according to the study which was published in the journal Water Resources Research. Done by a group of NASA scientists, it is the first major accounting of groundwater change over time on the planetary scale. It was accomplished, not with wells or surveys, but with satellites.

“Given how quickly we are consuming the world’s groundwater reserves, we need a coordinated global effort to determine how much is left,” University of California Irvine professor and principal investigator Jay Famiglietti was quoted as saying by Reuters.

“Groundwater reserves are one of the environmental phenomena that’s hardest to conceptualize,” notes Robinson Meyer, an associate editor at The Atlantic. “Droughts are systemic and complex, sure, but a curious person can always go stand in a reservoir and see where the water is supposed to be. Already, 2 billion people worldwide rely on groundwater for daily use. “That will have slosh over effects: A 2012 study reported that water from aquifers, moved to the surface by human activity like farming and mining, would constitute 25% of sea level rise before 2050, and possibly even more after that,” Meyer writes.

A few years earlier, a United Nations report stated that groundwater resources all over the world are overexploited and are fast diminishing, as there is also very slow renewability. This overexploitation is happening in many countries in Asia, Middle East, southern and northern Africa, some countries in Europe and Cuba.

In the Philippines, the problem is translucent in Metro Manila. The drying up of aquifers has made Metro Manila to sink “10 times faster than during the period before the 1960s,” Federico D. Pascual, Jr. reported in 2006.

According to Pascual, “the underground rivers flowing under the metropolis have been drying up, leaving huge subterranean hollow space.”

The same thing is happening in Cebu City.

Its narrow aquifers, which supply water for a metro area of 12 cities and towns, are now “running on empty.”

You also have the option to file a legal case for separation under Article 55 of the Family Code, but not for annulment of marriage though.

Couples who want to dissolve their marriage may not be able to do so under our present law if the sole ground for the dissolution is marital infidelity.

Of course, we cannot deny the fact that most couples with irreconcilable difference have been availing themselves of the famous annulment of marriage under Article 36 of the Family Code which declares a marriage as void where one party is psychologically incapacitated to comply with the essentials of marital obligations. The Women’s Legal Bureau put it succinctly when it called Article 36 as the source of divorce of Filipino couples. “The innumerable Article 36 cases brought to trial courts is an indication of the elasticity of Article 36 to accommodate the needs of many couples desiring to terminate their marriages.” (The Relevance of Divorce in the Philippines by The Women’s Legal Bureau Inc.)

If Davao City will not watch out, those problems may also happen. The facts have been staring us in the face for years. “Population growth, increased economic activity and improved standard of living are placing tremendous pressure both on the reserve supply and service delivery systems,” declared Dr. Sevillo D. David, Jr., executive director of National Water Resources Board, during the trade fair and business leaders’ conference of BIMP-EAGA Summit held in Davao City last year.

“Today, we withdraw water far faster than it can be recharged – unsustainably mining what was once a renewable resource,” deplores Janet Abramovitz, a researcher/writer of the Washington-based Worldwatch Institute.

A recent report from the United Nations and the Stockholm Environment Institute said that by the year 2025, two-thirds of the world’s population would be affected by water shortages.

“World demand for water doubles every 21 years, but the volume available is the same as it was in the Roman times,” observes Sir Crispin Tickell, former British ambassador to the United Nations and one of the organizers of the 1992 Earth Summit in Rio de Janeiro. “Something has got to give.”

Next to air, water is the element most necessary for survival. You may not know it, but water makes up more than 60 percent of our body weight. Proteins make up only 18% while fats encompass 15%, minerals 4%, carbohydrates 2% and vitamins less than one percent.

A person needs at least 24 liters of water daily or one liter per hour. Even when he breathes, he still needs water. “Our lungs must be moist to take in oxygen and excrete carbon dioxide,” wrote Leroy Perry in a Reader’s Digest article. “It is possible to lose half a liter of liquid each day just by exhaling.”

As water becomes more scarce, conflict over water rights are inevitable. “Wars will be fought over water,” World Bank’s Ismael Serageldin once pointed out.

There is indeed a widespread support for a passage of a divorce law in the Philippines. This is shown by the March 2015 survey of the Social Weather Station which shows that 62% of men and 57% of women who responded supported legalizing divorce – up from 52% among males and 49% among females in a similar survey in 2011. (excerpt from National Catholic Reporter, March 25, 2015, Philippine Lawmakers Pledge to Block Proposed Divorce Law) Gabriela Women’s Party introduced in 2014 House Bill 17999 or An Act Introducing Divorce in the Philippines. Under the said draft law, sexual infidelity that caused irreparable breakdown of the marriage is a ground for divorce.

But then Jen, even I admit that the road to legal battle is an arduous one. Even our Supreme Court recognizes this. That is why parties are given various opportunities to settle their case even after filing the complaint – one is before the mediator and the other is before the judge.

Before deciding to engage in a legal battle, it is best that you open the communication line with your husband first. If this is the first time that it happened, then you may want to know the reasons why it happened and work with your husband on how to make sure it will not happen again. If this has happened countless of times and you have exhausted all means of communication to no avail, then that is the time to rethink your strategy. As the saying goes, stupidity is doing the same things over and over again and expecting different result.

Can patriotism deter a dynasty?

NE wonders whether there is in families that practice dynastic politics sufficient idealism, altruism, or caring for our society—enough to motivate them to set aside family advantage or desire and give way to others.

This is an issue that tugs at the conscience of thoughtful constituents where a political family tenaciously clings to power, bent on dominating all other families for generations, and no signs of letting go.

Raising this issue is really the same as asking whether a political family or its members can be fair and just, such that they will defer to the common good—because political monopoly, no less than a business monopoly, is bad for a community and society in general.

In other words, is there any chance that idealism, respect for society, or patriotism can motivate a member of a dynasty to subordinate his personal advantage, forego his turn at the reins of power, and rise above his family-imposed agenda in politics? ***** This is a momentous question in view of the increasingly shameless and unabashed display of greed displayed by political dynasties as they turn politics into a monopoly and a family enterprise.

A family’s stranglehold on public office blocks the opportunity of other citizens to take their turn at the wheel of public service, which is especially reprehensible where mediocrity marks the dynasty while talents abound in the constituency.

Not only does a selfish dynasty make a travesty of the democratic ideal of equal opportunity and fairness, it deprives our electoral system of a level playing field, exposing them to be bereft of statesmanship.

Exploiting legal loopholes, defying the constitution, they position their members for never ending reign. And they prevail because they can dominate elections with superior funding and logistics—derived from their increasingly larger take from the system (social, political, economic)—which they employ with devastating effect against would-be challengers. ***** This isn’t just a political problem. It is a cultural and moral problem for our society.

Capturing and monopolizing political power enables them to amass such resources that they can manipulate the system and the people to further their fortunes and their superior status.

It is gross political opportunism. But they seem incapable of recognizing it as such— much less appreciate how it corrupts society and politics starting with the jurisdiction they dominate. It is abusive. It is uncivilized. It is selfish.

So rampant has this aggrandizing pursuit of political office become that it is portraying Philippine politics as hopelessly corrupt and immoral and unrestrained by social or political values.

It is very bad, very reprehensible. It defies our Constitution and causes disrespect for it.

It offends our ethical values. And because it trashes our manners and sense of propriety as a people, it is so un-Filipino.

All this negativity it is due to the preponderance of political dynasties throughout our Republic. Would that they would listen to an appeal to patriotism! Is it so unreasonable to ask for idealism to temper excessive indulgence in a selfish political urge?

In other words, can the dynasties abstain from their excessive and voracious aggrandizing of power and control?

SC junks petition vs. BBL

HE Supreme Court (SC) on Tuesday dismissed the petition against the Bangsamoro Basic Law (BBL).

The petition questioning the constitutionality of the proposed BBL was filed by Rolando Rojo Mijares.

Likewise, the SC ordered the consolidation of the petitions filed by the Philippine Constitution Association (PHILCONSA) and former Negros Oriental Rep. Jacinto Paras against the Comprehensive Agreement on the Bangsamoro (CAB) and the Framework Agreement on the Bangsamoro (FAB).

At the same time, the SC also ordered the respondents, namely the Moro Islamic Liberation Front (MILF), Government of the Republic of the

Philippines (GRP) Peace Panel Chief Miriam Coronel Ferrer, the Department of Budget and Management (DBM) and the Commission on Audit (COA) to submit their respective comments on the petitions of the PHILCONSA and Paras within a period of 10 days from notice.

Moreover, the SC also required the respondents to comment on the prayer of the petitioners for the issuance of a temporary restraining order (TRO) against the FAB and the CAB, which paved the way for the creation of the political entity to be called Bangsamoro.

“The return of investment may not be that readily visible, but in the long run, if our mass transport is managed properly, this will really redound to the benefit of our country, even those living outside of the Metro,” he added.

Zarate also pointed out that government subsidizes other programs in the regions. “What if those living in Metro Manila, especially the poor ones, will also complain why they are subsidizing the public hospitals or public schools or other social services in the provinces when they are not also benefiting from it?” he said.

Zarate said instead of opposing the subsidies being given to MRT and LRT passengers, the people in the regions should push government to put up similar mass trans-

Excuse slips Zarate made the statement after blasting the Department of Transportation and Communication (DOTC) for saying passengers can ask for incident reports from MRT and LRT management that will serve as “excuse slips” for being late for school or work.

“This is an absurd way to address the problems of our mass transit system,” he said. “This response of the DOTC falls miserably short of the calls of commuters for a safe, convenient, and cheap transport system.

Excuse letters for students and employees is a pathetic way of evading the real issue of why the MRT is becoming a massively unreliable mode of transport,” he added.

Zarate said other countries such as Japan and the US, where wintry weather or malfunctions cause occasional delays on train operations, have practiced the system of giving out excuse slips for tardy passengers.

“However, here in the Philippines, where the problem is the maintenance and the meager number of trains, being late for work is an everyday situation for MRT commuters. I could imagine they would be swamped by requests for excuse letters if this becomes a practice. This is an absurd response of the DOTC,” Zarate said.

Oyanguren and Magsaysay

ECOGNIZED as the conqueror of Datu Bago, Jose Cruz Maria Ibarzabal y Oyanguren, was born on May 2, 1800 to peasant parents in Villa de Bergara, Guipuzcoa Province, in northern Spain.

He enrolled at the Real Seminaria de Bergara where stayed for six years, and was a student of law. Three years later he was exiled to Guam due to his maverick political stance but managed to request for transfer to the Philippines.

When Oyanguren arrived in Manila in 1825, Spanish rule in the country was on the decline. His links with Basque officials in the colonial government in Manila while in exile served him in good stead. He was issued three ships which he used for opening trade with the Provincias de Moras (Moro Province) in the 1830’s. It was in one of his sorties in Tandag that he met Maria Luisa Azaola, daughter of a capitan general. The two agreed to live together as partners because Oyanguren, a Catholic, could not marry her because he had a wife in Spain.

After a decade of stay in the country, he enrolled at the

University of Santo Tomas, where he earned his Bachiller en Leyes course in only two years. In 1939 he accepted the position of juez de primera of Tondo, Manila, which he held until 1846 when he was forced to relinquish the judgeship after a Madrid appointee was installed. This frustrating episode brought him back to his previous business engagements in Palawan and the Caraga region. It was during these mercantile travels that he was apprised about the burning of the trading ship San Rufo in Davao Gulf, which eventually led to the conquest of Davao.

On his deathbed, Oyanguren, according to official records of the San Pedro Cathedral archives, married Maria “mismo el dia antes ala una y media” at 1:30 in the afternoon of Oct. 10, 1858, on the day before he died. Fr. Celedonio Pardos solemnized the nuptial, presumably with the confirmation that his first wife in Spain had died. His certificate of burial is dated Oct. 11, 1858.

Oyanguren, as a street name, was removed following the approval of Resolution No. 413, which the City Council enacted in 1963. The edict came out as a result of the construction of the Magsaysay monument on a reclaimed area adjacent to Santa Ana Pier, the first port undeer the American rule.

No historical event has closely associated Magsaysay with Davao, save for the fact that he was Philippine president.

Ramon F. Magsaysay, who died in a plane crash in 1957, was an automobile mechanic and war veteran before becoming military governor of Zambales.

For two terms he served as congressman of Zambales before accepting the appointment as Secretary of National Defense under the Quirino administration. In 1953 he won as President over

the incumbent leadership, and the first national leader to be born in the 20th century.

He was known to be a close friend of the United States and a strong mouthpiece against the evolving communist movement. He is credited for laying the foundation of the Southeast Asia Treaty Organization (SEATO), also known as the Manila Pact of 1954, and was popular among the common tao as the ‘Guy.’ His four-year was “considered one of the cleanest and most corruption-free.”In his honor, the Ramon Magsaysay Awards, the Nobel Prize equivalent in Asia, was founded; it gets its funding from the Rockefeller Brothers Fund.

Substitute BBL good for Mindanao business: Marcos

NSURING a businessand investment-friendly environment in Mindanao is one of the goals of the substitute Bangsamoro Basic Law (BBL), Senator Ferdinand “Bongbong” R. Marcos, Jr. assured European businessmen in the Philippines today.

Marcos, Chairman of the Senate Committee on Local Government tasked to tackle BBL, was the guest speaker of the European Chamber of Commerce of the Philip-

pines (ECCP) during their luncheon meeting today at Makati Shangri-la Hotel. He is also pushing a substitute BBL that addresses significant flaws of the draft BBL. He explained that the BBL essentially aims to recalibrate the terms of the political autonomy granted to the Muslim Mindanao region based on the government’s peace agreements with the Moro Islamic Liberation Front.

the draft BBL suffers from constitutional infirmities. In addition, it grants exclusive powers to the Bangsamoro government, which could have serious implications on business and the investment climate in Mindanao.

“I am mindful of all these ramifications and the repercussions of the BBL proffered

by Malacañang. To address these, I have vowed to consider all the relevant views and the helpful suggestions that the Committee was able to gather during its several hearings, in order to craft an amended bill that is inclusive and beneficial to all,” Marcos said.

“I am doing this in recognition and in respect of the various interests that stand to be affected and threatened by this monumental legislation, including those of the business sector, both local

and foreign, which depend on the healthy operation of the markets in the Philippines for their survival,” he added.

Marcos earlier stressed that granting political autonomy to the Bangsamoro government is not enough to bring peace to Muslim Mindanao. Rather, it should be accompanied by initiatives to spur economic development in the area.

food, drinks and drugs; land management and housing; regulation of public utilities, including take-over powers; regulation of the financial and banking system; among others.

Emphasizing that these are exclusive powers to be granted to the Bangsamoro government, Marcos said it is possible for the Bangsamoro legislature to enact laws that could amend, render inapplicable, or even supplant laws that otherwise apply to the entire Philippines. For example, Marcos said the Bangsamoro government can enact and implement within its territory its own tax code, labor code, trade and investments laws, banking laws, and other similar regulations.

“The Bangsamoro government could in the future have a policy direction that is substantially different from, or at a great disconnect with, that of the Philippine government,” Marcos said.

Marcos pointed out that another cause for concern in the draft BBL is the provision that puts Lake Lanao in Bangsamoro territory, giving the Bangsamoro government control over the lake.

River, which in turn drives six (6) hydroelectric power plants that generate more than fifty percent (50%) of the energy requirements of Mindanao.

“How can the national government protect the interests and welfare of the rest of the island of Mindanao, which is already beleaguered by a power shortage and which is heavily dependent on the hydroelectric potential of the great lake?” Marcos said.

While all these concerns are speculations for now, Marcos said they are plausible scenarios if the draft BBL is enacted into law.

Amid the constant prodding of Malacanang and the MILF for the immediate passage of the draft BBL without changes, Marcos vowed to stand his ground against any attempt at railroading the bill.

“We cannot allow that to happen,” said Marcos, noting that the BBL impacts not only Muslim Mindanao but the entire country, posing a threat to its sovereignty and territorial integrity.

“I hope the people will stand by the same conviction that I have. I hope the business sector will also share my firm conviction,” Marcos said.

Speaking during the recent Kapihan sa Kapitolyo at the Provincial Information Office Mini Studio, Provincial Tourism Officer Noel Daquioag said the festival will be anchored on the theme “Kadagaya ug Kasadya sa DavNor Makita.”

Daquioag said the festival will be highlighted by the Agri-Aqua Industries Trade Fair, Technology Fora, Nightly Entertainment, Alay Davao Walk with Zumba Fitness Program, and Anniversary and Awarding Program.

He said the festival will be kicked off by a motorcade to be participated in by all the city and municipal government units.

To showcase the Kadagaya or the abundance of the province, Provincial Agriculturist Dr. Anastacia Notarte said the Agri-Aqua Industries Trade Fair from June 24 to July 1 at the Capitol Parks, Provincial Government Center, Mankilam, Tagum City will feature the different products of the province.

“All the city and municipal government units will have a booth to display all their products; we also invited local nurseries to join in the trade fair,” Notarte said.

She added that alongside the trade fair, the provincial government will also hold technology fora and competitions like identification

of pest control measures and fertilizers, and poster making.

For the technology fora, the lectures will concentrate on banana, cacao and vegetables on June 25; corn, rural based organizations and fisher folks on June 26; and ASEAN Integration on June 29.

“Interested farmers must contact their local agriculture office to participate in the technology fora,” Notarte emphasized.

The Kasadya or fun of the festival will include performances of national artists during the nightly entertainment from June 29 to July 1 at the Tourism Village, Davao del Norte Sports and Tourism Complex.

TOTAL of 114,000 hectares of land have been approved by the National Commission of the Indigenous Peoples (NCIP) as ancestral domain (AD) for the IPs in Talaingod and a portion of Kapalong and Sto. Tomas, Davao del Norte.

NCIP chair lawyer Leonor Quintayo said the Ata-Manobo tribe will be the primary beneficiary of the AD recognition.

She said the delineation of the AD is a community activity and that it is the community that chooses the head-claimants like Datu Lumansad and former Mayor Pilar Libayao.

“The land title is already there, but it cannot be issued since it is still due for recognition before the Register of Deeds,” she said.

Quintayo said the NCIP still needs to cull out privately-

owned lands that are situated within the ancestral domain area.

She explained that the Indigenous Peoples Rights Act protects the vested areas situated in the area.

“Until such time that the private properties are culled out, the Department of Environment and Natural Resources (DENR) will issue a certificate of no overlap and then we can proceed to the Register of Deeds, and then we award the title,” Quintayo said.

The NCIP awarded the resolution recognizing the AD for the area during the Serbisyo Caravan conducted by line government agencies Friday, June 19.

The Department of Labor and Employment (DOLE) National Reintegration Center for OFWs (NRCO) Davao Region equipped 15 undocumented and distressed OFWs with the fundamentals of baking and cake decorating recently at DOLE 11 Activity Hall.

Aside from cake production, the OFWs were also trained in pricing schemes, selling strategies, and business management.

Each of them was also given baking equipment such as oven, mixer, rolling pins, and some ingredients.

Displaced from Malaysia, 55-year-old Elizabeth Po, a resident of Riverside, Calinan, Davao said she was thankful for the skills training.

NDEFEATED IBF International and Oriental Pacific Boxing Federation super flyweight champion “King” Arthur Villanueva is training hard for his title fight against unbeaten Puerto Rican southpaw McJoe Arroyo scheduled for July 18 at the Don Haskins Convention Center in El Paso, Texas.

Trainer Edmund Villamor who was named “Trainer of the Year” three years in a row at the “Flash” Elorde Annual Awards told the New Standard/boxingmirror.com “we are preparing three or four southpaw sparring partners for “King” Arthur who is “determined and wants to be a world champion.”

ALA Gym head trainer Edito “Ala” Villamor told us that Villanueva is coming along fine and has sparred twice over ten rounds against southpaws, since Arroyo is a lefty and he needs to get used to fighting southpaws.

is Joy Joy Formetera, a 21 year old southpaw from Cebu City who has a solid record of 6-1 with 4 knockouts, all in his last four bouts with a 2nd round knockout over Allan Doronilla in his last bout on June 7.

Formetera’s only loss was in his pro debut against Rolando Servania who was also making his debut in a four round bout on January 20, 2013.

He said they are also recruiting an amateur from Bohol who is a southpaw to help enhance Villanueva’s handspeed, reflexes and movement while well known American strength and conditioning coach Nick Curson is working with Villanueva to get him into the best physical shape for the tough test against the 29 year old Arroyo who has an unblemished record of 16-0 with 8 knockouts.

The fight will be telecast by TV5 at 1:00 p.m. on Sunday.

The judges named by the IBF are veteran Don Trella, David Braslow and Hilton Whitaker Jr all of the United States.

The fight supervisor is Anibal Miramontes.

In his prime Doggett fought kickboxing middleweight champion Don Wilson who became a movie star while Doggett is now recognized as

a world class boxing referee in both the IBF and the WBA. He was the referee who warned Michael Domingo quite a few times in the 11th and 12th round of an IBF bantamweight eliminator against Vusi Malinga when Domingo tired in the championship rounds and lost by a unanimous decision in South Africa.

Nike launches Rise to discover hoop talents

BASKETBALL CRAZY. These bunch of young Pinoy street ballers will get the chance to be discovered in Nike’s Rise program.

IKE on Tuesday announced the Philippine launch of Rise, its first-ever reality documentary and basketball development program that hopes to inspire young Filipinos to raise their game and realize their full basketball potential.

Nike Rise will be giving a once-in-alifetime opportunity to street ballers to be discovered in a nationwide search and later provided a platform to rise above their limits in a unique program.

“True to Nike’s mission to bring inspiration and innovation to every athlete, Rise will encourage and provide opportunities to everyday athletes to go beyond their comfort zone,” said Patrick Reyes, country

marketing manager of Nike Philippines.

“The selected Rise players will try out the latest product innovations, as well as access to professional training through coaches and athletes.

Through Rise, we will enable and inspire athletes to rise beyond their limits and realize their full potential,” Reyes added.

Regional tryouts will be held in four major cities - Dagupan on June 27, followed by Manila (June 28), Cebu (July 4) and Davao (July 5) - to select 24 standouts who will undergo training under a crack staff led by coach Chot Reyes and Jimmy Alapag as assistant coach.

Interested basketballers can also write in to Nike.com for a chance to be invited to the tryouts.

During the six-week

training, Rise players will be immersed in a Nike athlete’s experience, living together while being given technical training as well as strength and conditioning sessions.

There will also be guest coaches and mentors as part of the six-week training program.

“During that time, these players will be eating, breathing basketball,” said Reyes, the former Gilas Pilipinas coach who, at the end of the program, will pit the Nike Rise team against a selection of elite players.

The House of Rise will be the center point of the campaign, where the players will train and hone their basketball skills and abilities under a training program specifically tailored by Reyes and the other coaches.

Rise players will benefit from elevated training tools, digitally enabled to provide insight into an athlete’s technical performance through speed, shooting and basketball IQ. It will also celebrate the culture of Basketball – both globally and locally.

Nike Rise players will be enabled with the best Nike Basketball product innovations that include both training apparel and footwear. An exclusive curation of t-shirts and footwear for Nike Rise will also be available at selected Nike stores beginning July 2015.
