AVAO City Mayor Rodrigo R. Duterte maintained the No. 3 spot among the preferred presidential candidates in the latest Pulse Asia survey that showed Senator Grace Poe as the new frontrunner.

In the survey conducted

from May 30 to June 5, Duterte got 15 percent, or an increase of three percent from his March showing of only 12 percent.

The result elated Duterte’s camp.

“Result for Duterte is encouraging as he continues to

defy convention,” said Peter T. Laviña, one of the mayor’s staunch supporters. “He says he is not interested and will not run but people continue to express preference for him.”

The latest survey also saw the emergence of Sen. Poe as the leading presiden-

tial contender as she cornered 30 percent, overtaking Vice President Jejomar Binay, who dropped to No. 2 spot with 22 percent.

Dabawenyos divided on BBL

ABAWENYOS are divided on the issue of the passage of Bangsamoro Basic Law (BBL).

Results of the third citywide social survey (CWSS) of the Ateneo de Davao University- Social Research Training and Development Office revealed that 44 percent of Dabawenyos believed that BBL will help in achieving peace in Mindanao while 40 percent disagree with it. The survey also showed 18 percent of respondents are undecided.

The survey was conducted last May 11 to 17 with

628 respondents in the three congressional districts. There were 210 respondents from the first district and 209 each in the second and third districts. Majority of the respondents were Roman Catholics, Bisaya and with high literacy rate.

DOTC asked: Stop bidding of P17-B Sasa Port project

FORMER Davao City Councilor asked the Department of Transportation and Communication (DOTC) and the Philippine Ports Authority (PPA) to immediately stop the bidding of the P17-billion Davao Sasa Port modernization project for its gargantuan cost.

“The P17 billion is clearly outrageous,” Peter T. Laviña said in his letter addressed to Transportation and Commu-

nication Sec. Joseph Emilio Abaya Jr. and PPA general manager Juan Sta. Ana dated June 18, 2015.

Laviña said the Sasa Port modernization project, if it will be pushed through with its massive cost, will hurt businessmen, consumers and taxpayers as they will take the brunt of high fees on docking and port services.

“And to think your agency and your foreign partners

did not even bother to consult the locals in the Davao Region on this modernization project. Hence, the proposed project failed to account for the diminishing volume of cargo at the port, the need to retain bulk and general bulk cargo handling, and factor in the growing need for the Sasa Port to cater to the cruise tourism business,” Laviña said.

He earlier recalled that when he was still city coun-

cilor, the estimated cost then for the Sasa Port modernization was only P4 billion. When DOTC hired the services of foreign consultants, the budget ballooned to P17 billion.

The P17-billion Davao Sasa Port Modernization Project will be implemented by DOTC thru PPA under a Public-Private-Partnership (PPP) scheme.

AJORITY of Dabawenyos are more satisfied with the governance of Mayor Rodrigo R. Duterte compared to President Aquino, according to a survey by the Ateneo de Davao University.

The third city-wide social survey (CWSS) of the Ateneo de Davao UniversitySocial Research Training and Development Office showed that Mayor Duterte has a satisfaction rating of 97.4 percent. President Aquino only ranked sixth with a net satisfaction rate of 56.3 percent while the national administration ranked seventh with 53.4 percent.

The mayor was followed by his son vice mayor Paolo Z. Duterte with net satisfaction rate of 80.7, the city council got a satisfaction rate 77.8 percent while the Barangays got 75.3 percent. District representatives or congressmen of the city ranked fifth with 68.7 percent satisfaction rate.

The Supreme Court was ranked number eight with satisfaction rate of 55.2 percent. Senate was ranked number nine with 48 percent.

The Dabawenyos gave the House of Representatives only 45.9 percent--lowest among all respondents.

Phivolcs monitoring new faults in Davao

HE Philippine Institute of Volcanology and Seismology (Phivolcs) in Davao is closely monitoring “unofficial” new active faults found in different parts of Davao City.

“Initial unofficial reports from the survey conducted by the geologists from our central office show that there are new unidentified faults in areas like Mintal and Matina Shrine,” Phivolcs science research specialist engineer Janila Deocampo said during the I-Speak Media Forum at the City Hall yesterday.

Deocampo told reporters that the initial report was based on the fault mapping and surveying done in the city late last year.

She said the report will be official once it is published by the Phivolcs central office.

Deocampo said there is no complete region- and street-level mapping yet for

Davao City or any place in Mindanao “We have not done the same mapping and surveying conducted in Manila,” she said, adding that the regional office here is designated to monitor land movement and record earthquakes.

Deocampo said the conduct of street-level mapping and region mapping is expensive and the national agency does not have enough funding for the proposed intensive mapping of the city and the region.

“The funding from USAID is about to end and we don’t have enough budget for it,” she added. Necessary processes like carbon dating and trenching are both costly and the agency doed not have enough funds.

PPROXIMATELY P14 million will be spent by organizers of the second Kadayawan Invasion in Davao City just to bring the newest and latest technology in lightings, stage, sound, and effects.

“We are expecting more than 5,000 party-goers in this year’s Kadayawan Invasion,” said Kaz Onozawa, chief executive officer of Spectrum Philippines which is organizing the Kadayawan Invasion in partnership with Frolicfox Productions.

ENATOR Grace Poe on Thursday humbly thanked the people for making her as new leader among the potential presidential candidates in the 2016 elections.

Based on the Pulse Asia survey, Poe has overtaken Vice President Jejomar Binay who skidded to the second spot for the first time since he announced his intention to run for president in 2010. ”Again, I humbly thank our countrymen for the trust they have given to me. I’m one of them dreaming for a country where every Filipino can live with equal opportunity to prosper,” Poe said.

Despite her sudden surge in the surveys, Poe remains mum on her political plans in 2016. ”The voice of our countrymen is important to me,” Poe, daughter of the late movie actor Fernando Poe Jr., said.

According to the Pulse Asia survey conducted from May 30 to June 5, Poe garnered 30 percent of the votes

of 1,200 respondents while Binay managed to get only 22 percent.

The 30 percentage was a huge jump considering Poe registered only 14 percent in the March 2015 presidential preference survey of Pulse Asia.

Davao City Mayor Rodrigo Duterte is also running strong in third with 15 percent, overtaking Interior Secretary Mar Roxas who is tied with Manila Mayor Joseph Estrada with 10 percent apiece.

Senator Miriam Defensor Santiago is in sixth place with 6 percent followed by Alan Peter Cayetano and Panfilo Lacson with two percent each.

Poe is also the top favorite in the vice presidential survey, garnering 41 percent followed

by Senator Francis ‘Chiz’ Escudero and Cayetano with 15 percent and 12 percent, respectively.

Duterte and Senator Ferdinand ‘Bongbong’ Marcos were tied in fourth place with nine percent each.

ULTINATIONAL technology company IBM wants to develop the Philippines into the global center for smarter analytics, which it said has a higher potential for growth than business process outsourcing (BPO).

In a roundtable discussion with Davao City media on Wednesday night at The Marco Polo, Davao, IBM Philippines president and country general

manager Luis Pineda said that while the BPO industry’s P300 billion market is bigger than analytics’ P233 billion, it is growing at only 5 percent.

In contrast, the analytics industry is growing at a rapid 15 percent.

“The BPO industry will have to transform itself,” Pineda said, adding BPO companies are already looking at moving into analytics to give

Communication Secretary Herminio Coloma Jr. issued the statement on Thursday, the same day Pulse Asia released its latest survey, which showed Senator Grace Poe topping the list of possible presidential bets for the 2016 national elections.

The survey, conducted from May 30 to June 5, indicated that Poe got 30 percent, an increase from her previous rating of 14 percent, to pull ahead of Vice President Jejomar Binay, who garnered 22 percent.

“Public opinion survey results present a snapshot view of citizen preferences on potential candidates. The President continues to consult with relevant stakeholders and, as

he stated most recently, he is looking at the period after his last SONA (State of the Nation Address next month) as the appropriate time for making an announcement on his preferred candidate for the 2016 presidential elections,” Secretary Coloma said.

“Meantime, the President and the Cabinet continue to focus efforts on implementing priority development and reform programs that will ensure the attainment of sustainable and inclusive growth,” he added.

Pulse Asia’s latest survey also showed Davao City Mayor Rodrigo Duterte remaining at third place with 15 percent, followed by Manila Mayor Joseph Estrada and Interior and Local Government Secretary Manuel Roxas II, who were tied at fourth place with 10 percent each.

Faster business name issuance

T

HE office of the Department of Trade and Industry (DTI) in Davao City and in all provinces of Davao Region now boast of processing business name registration (BNR) applications within 15 minutes turn-around time.

During the first quarter of this year, the agency reported that 99 percent or 5,036 out of the 5,097 total number of approved applications were processed within the 15-minutes turn-around time, which is defined as the time when the application (complete with the requirements) was submitted until the BN certificate was released.

DTI-Davao Region Officer-in-Charge Maria Belenda Q. Ambi said the non-issuance within 15 minutes for the one percent of the overall approved applications can be attributed to some technical problems especially when the internet connection is down.

“Our BN verifiers need to log on to the web-based BNR system to check if the trade name being applied for is still available. Thus, if the internet connection is down, which happens at times, the BN ver-

ifiers cannot complete the entire process,” she said.

Of the 5,036 applications processed within 15 minutes turn-around time, 2,176 are from Davao City, 1,102 from Davao del Norte, 740 from Davao del Sur, 523 from Compostela Valley, and 495 from Davao Oriental.

In its quarterly report, DTI-Davao Region also noted that of the 5,097 received and processed BNR applications, 4,439 (which represent 87 percent of the total figure) were new applications.

Meanwhile, it was reported as well that 19 percent or 846 of the applications were processed online, or using the Philippine Business Registry (PBR) system.

PBR is a government-initiated project that facilitates business registration-related transactions by integrating all agencies involved in business registration, such as the DTI, Securities and Exchange Commission (SEC), Cooperative Development Authority (CDA), Bureau of Internal Revenue (BIR), Social Security System (SSS), Home Development Mutual Fund (Pag-IBIG),

Philippine Health Insurance Corporation (PhilHealth), local government units (LGUs) and other permit/license-issuing agencies.

When it comes to issuance of licenses and permits, DTI-Davao Region was able to issue 852 region-wide during the period. Of this figure, 35 percent or 296 are sales promo certificates, 23 percent or 194 are repair and service enterprise certificates, 17 percent or 144 are certificates of exemption under the Barangay Micro Business Enterprise (BMBE) Law, 13 percent or 111 are endorsements for Land Transportation Office (LTO), 10 percent or 82 are Import Commodity Clearance (ICC) certificates, two percent or 19 are Private Emission Testing Centers (PETC) accreditation licenses, 0.5 percent or four are truck rebuilding centers accreditation certificates, and 0.2 percent or two are company audits on product standards.

Group fears DCWD privatization

NVIRONMENTALIST group Interface Development Interventions (IDIS) raised fears of a possible privatization of the Davao City Water District (DCWD) because of its partnership with Apo Agua Infrastructura Inc. (AAII) for a P10-billion bulk water supply project in Tamugan River.

While it is not against nor committed to the project, IDIS thru executive Mary Ann Fuertes said the possible privatization of the DCWD is one of the concerns of the group aside from its potential negative impact to the local biodiversity and nearby communities.

“Wala kaming prooblema kung ita-p angTamugan River as source of drinking water. Our concerns are also the concerns of the public.

People think that it may lead to privatization because a private company will provide water to DCWD,” Fuertes said in yesterday’s regular I-Speak media forum at City Hall.

She also said in a statement that water privatiza-

tion may mean increased consumer cost for the public.

But, Fuertes said DCWD spokesperson Bernardo D. Delima Jr. had assured her that there will be no possible privatization as defined by the contract and memorandum of agreement signed by the water utility provider and the AAII, the contractor.

DCWD had also time and again issued statements that this will not mean increase in the monthly water bill payments.

AAII director Manuel Orig also assured city councilors who attended the joint presentation of the project at the Marco Polo Davao on Tuesday that the 30-year contract that will be implemented under the build-operate-transfer (BOT) scheme.

AAII, he said, will not buy DCWD out.

But, even if with the assurance from two project implementers, Fuertes said the Watershed Management Council (WMC), to which IDIS is a member, should have a separate presentation of the project.

WMC is the policy making and implementation body of the Watershed Code.

“The firm will still need endorsement from theWMC before it can get the nod of the City Council,” she said.

Under the Watershed Code, the WMC must first provide a recommendation or issue a clearance before any undertaking or exemptions under the code may be approved.

Fuertes said IDIS had requested the proponents to formally present the specifics of the MOA and the project plan so that the WMC will have the opportunity to review it carefully before issuing its position on the project that is envisioned to produce 3 million liters of surface water from Tamugan River daily.

IDIS advocacy coordinator Chinkie Pelino said in the same statement that “there is still a need to carefully study their plans for the WMC to review the MOA and the technical plans to check if the appropriate mitigation measures are present.”

Port operation of reclamation project moved near R. Castillo T

HE reclamation project proponent is planning to move the port operation near R. Castillo St. rather than the original proposed area near the central business district of Davao City to avoid industrial traffic congestion, an official said.

City Planning and Development Office plans and program division head Engr. Froilan T. Rigor said the CPDO had recommended to the Mega Harbour Port Development Corp. to move port operations away from the poblacion area.

Rigor said the proposed

port operation will be more feasible in R. Castillo, although it is better if it would be moved near the Sasa because of the area’s proximity to the diversion road and to the road project being planned as an alternative route between the eastern and western parts of the city is a bypass highway along the northern side.

Rigor said the CPDO is just trying to mitigate the possibility of a traffic congestion in Davao City to be caused by travelling big cargo trucks and container trucks.

“The industrial traffic

should be separated from the commercial traffic,” he said.

Rigor also assured that no resident will also be displaced as based on the firm’s study on the social impact of the project.

The proposal was already submitted to the PublicPrivate Partnership (PPP) Board of the city for further assessment the possible new development in the city.

The P33-billion reclamation project that may expand up to 400 hectares from the original 200 hectares will run from the R.Castillo area to Bucana.

The project will have port

operation, commercial, residential and tourism components.

It will also allot 40 hectares for the construction of government centers.

Roxas is the presumptive standard bearer of the Liberal Party in the 2016

presidential election.

out to talk to some Dabawenyo dads and asked how metrosexual they are.

main course, and dessert that will sure satisfy the guests. A la carte items are also available starting at Php 380 nett.

Come June 26, 2015, more flavors of the world are offered as an International Dinner Buffet shall commence in the hotel Misto, from 6:00 PM to 10:00 PM. The buffet is available at Php 980 nett for adults and Php 680 nett for kids. Chef Pepe has prepared a wide-ranging menu, not compromising any of the dishes.

Although absent at the awards night, Lav sent a representative to thank the Manunuri ng Pelikulang Pilipino (MPP) for recognizing Lav’s storytelling talent.

Another standout of the night was superstar Nora Aunor, who received her Natatanging Gawad Urian award for her notable accomplishments in Philippine cinema.

Nora kept her tears at bay on stage as she thanked everyone who helped harness her talent.

“Thank you so much to everyone I have worked with all these years. I promise that I will do even better at my craft because of this recognition,” she said.

T

HROUGH the decades, public transport drivers continue to use the maternal surname of Narciso Claveria y Zaldua as a place of destination. (In Spanish names, the father’s surname takes precedent to the mother’s, unlike in American practice, which we have adopted, the female parent’s maiden name follows the given name of the child.)

In 1963, under Resolution No. 107 passed by the City Council, Claveria Street was renamed Claro M. Recto Jr., after the president of the 1935 Constitutional Convention.

But, who is Claveria?

Known as the Count of Manila and the 71st Spanish governor-general (1844-49) in the Philippines, Claveria was a Spanish army officer born in Gerona, Spain; he was a Basque lieutenant general when he assumed his administrative post in Manila. Historically, three significant events linking to Claveria have direct historical impact on Davao.

First, on Feb. 27, 1847, with the concurrence of the Royal Audiencia, the royal court of justice in Manila, he issued a decree giving the au-

thority to Don Jose Oyanguren, also a Basque, to invade Davao City is what historians call as the last Spanish conquest.

Second, he approved in 1848 the sending of the London-built, steam-run gunboats Magallanes, El Cano, and Reina de Castilla to Davao City to help repulse the forces of Datu Bago. After this, the war vessels led the conquest of Balangingi Island, between the islands of Basilan and Jolo, which resulted in the slow decline of the Sulu sultanate’s once superior naval strength.

And, third, on Nov. 21, 1849, he issued a decree that led to the printing of Catálogo alfabético de apellidos (Alphabetical Catalogue of Surnames) in the Philippines and other islands of the Spanish East Indies. The edict ordered “the distribution of Spanish family names and local surnames among the inhabitants of the Philippines who did not have a prior surname.”

In the early part of his administration, Claveria established the Sociedad de recreo, a casino, on Oct. 31, 1844, catering mainly to Spaniards living in the Philippines, the peninsulares, and those Spaniards

born in the country, the insulares. Elsewhere, he is credited for opening a military library on Feb. 15, 1848, erecting a monument to Ferdinand Magellan along Pasig River that same year, and inspiring the founding of La Esperanza, born Dec. 1, 1846, Manila’s first daily publication, and Diario de Manila, published in 1848.

The removal of Claveria’s name as an official street identification in favor of Recto (1890-1960) has been a source of minor debate. Pundits tend to point to his role in the 1935 Constitutional Convention as the reason for honoring him.

But a closer look at his roots would show that he was born in Tiaong, Quezon Province, but his parents hailed from Batangas.

During this time prominent lawyer-politicians Rafael Castillo, a 1935 ConCon delegate, and Leon Ma. Garcia Sr., a former city mayor, were among the prominent Batangueños that had already permanently resided in Davao City. They almost certainly encouraged the installation of Recto’s name in one of the city’s oldest major thoroughfares.

EDITORIAL Ushering in the Ramadan

T

HE month of fasting, devout prayer and evening feasts has begun for our Muslim brothers and sisters. The Ramadan is considered the holiest month in the year, which is when the Qur’an, the holy book of Islam, was revealed to the prophet Muhammad.

The fast is intended to bring the faithful closer to God and to remind them of the suffering of those less fortunate. Muslims often donate to charities during the month and feed the hungry.

Fasting is an exercise in self-restraint. It’s seen as a way to physically and spiritually detoxify by kicking impulses like morning coffee, smoking and midday snacking.

Ramadan is a time to detach from worldly pleasures and focus on one’s prayers. Many Muslims dress more conservatively during Ramadan and spend more time at the mosque than at any other time of the year.

Fasting during Ramadan is one of the five pillars of Islam, along with the Muslim declaration of faith, daily prayer, charity, and performing the hajj pilgrimage in Mecca.

Most non-Muslims have a general understanding of what Ramadan is - at least the daily fasting. But, there are many aspects of the month that aren’t commonly known. Here are some: 1. Some people are exempt from fasting Pregnant or breastfeeding mothers, elderly people, travelers, people

who are seriously sick or have mental illnesses do not fast. Women on their menstrual cycle can break the fast for those days. Children that have not gone through puberty are also not required to fast during the month Ramadan.

Those who are exempt from fasting can fast at a later date if they are able to, or are required to feed a needy person for each day they do not fast.

2. Timing Ramadan falls at different times every year since it’s determined by the sighting of a new moon or crescent moon. The sighting of the moon differs between countries so the start and end dates of Ramadan also differ from country to country.

In places where it is not possible to see the crescent moon, Muslims may begin fasting according to the closest place where the moon has been sighted or astronomer calculations. Today, a majority of Muslims rely on announcements made by Islamic authorities from the respective countries.

3. Length of fasting Depending upon where in the world you live, fasting can last longer.

Fasting is done from dawn to dusk so in the far northern hemisphere, where the hours of daylight are so short at this time of year, fasting will last longer.

A

S the rains fall on the evergreen slopes of Mt. Apo, it marks the start of a decades-long process that replenishes the aquifers of Davao City. This is an ancient cycle that has, through the centuries, painstakingly filled the underground caverns in and around the city with hundreds of millions of liters of what is reputed to beone of the world’s cleanest drinking water.

For generations of Davaoeños this bounty has made it almost a matter of gospel that when they turn on the tap, water will flow. As a result, few people regard the possibility that this may not always be the case – that someday the wells may run dry.

But given that the recharge rate for this extremely important resource is excruciatingly slow, we have to wake up to the fact that, with regard to the future of our water supply, we may be taking too much for granted. And further, that the responsible management of our water system, particularly in extraction and utilization, should be a primary concern for the officials and residents of the city.

The other day I had the opportunity to attend a meeting that was aimed at addressing precisely these same issues. The occasion was a presentation made by representatives of Apo Agua Infrastructura, Inc. and the Davao City Water District to the members of the City Council regarding their proposed 12-billion peso Bulk Water Supply project. Specifically, the proponents are asking that they be granted an exemption from certain provisions of the city’s Watershed Protection Ordinance.

According to the petitioners, an approval from the Council of their request would help pave the way for the improvement of the city’s water supply and distribution systems, and will provide an additional “300 million liters per day” for the use of the residents of our growing metropolis.

The Apo Agua project, which is a joint-venture between Aboitiz Energy Ven-

tures and JVA Construction Company, came about after the DCWD accepted their “unsolicited proposal” to provide an alternate surface-based water supply system for Davao.

Taking as its source the Tamugan River, the project is designed to alleviate the anticipated long-term water supply problems facing the city and significantly improve DCWD’s ability to service “those existing areas currently experiencing low water pressure and intermittent supply.”

By way of illustrating the imminent water scarcity situation facing Davao, the DCWD provided conclusive scientific evidence that at the current production levels of their 57 pumping stations, and factoring in the city’s growth rate and the increasing volume of water consumption by its residents, there will inevitably be a shortfall in supply resulting from the exhaustion of the city’s aquifers.

Additionally, as if running out of water isn’t bad enough, DCWD also warns that we can look forward to such other unpleasantries as being poisoned from saltwater intrusion and being swallowed by giant sinkholes.

Bottom line is, at the rate that it is going, DCWD may already be likened to a mining company that, instead of extracting gold or coal from the ground, pumps non-renewable water into our homes. But with the Apo Agua project in place, it is hoped – at least by those who propose it – that the long term security of the city’s water supply will be protected by affording DCWD the opportunity “to greatly reduce its reliance on groundwater deep-wells thereby allowing the aquifers to recharge.”

By utilizing the water flowing in the Tamugan river, we will be able to tap into a system that is vastly superior in terms of its ability to replenish what the city consumes.

And instead of being filled in drips and drops, any one of Davao’s nightly deluges can easily refill the water supply that we rely on in our daily activities.

But even as the wisdom and timeliness of the project was made clear, there are still a few nagging questions that remain in my mind. Foremost of which is the feeling that, had Apo Agua not come providentially along, DCWD seemed content to sit on its ass and not do anything to solve the problem on its own. This sense of foreboding is borne out by several factors, not the least of which was the lack of any indication during their presentation that they had anything else, other than preserving the status quo, in the works.

Their doom and gloom predictions aside, DCWD never mentioned any mitigating measure they were taking or planned to take other than digging even more production wells.

In fairness, maybe they just hadn’t heard of Einstein’s classic definition of insanity as “doing the same thing over and over and expecting a different result every time.”

But knowing what they do know, it is hard to understand why they hadn’t come up with their own alternate system. Or why they didn’t do anything sooner. And even why they so publicly picked a fight with Aboitiz about this same issue, only to end up piggy-backing on their erstwhile opponent’s money just to get out of the dry well that they themselves dug.

These duplicitous dealings of DCWD brings back a similar sense from the campaign they waged in 2004 and 2005 against aerial spraying, where it was alleged that the fungicides used in banana plantations could make its way past the layers-upon-layers of rock and soil and into the water table. Back

then, DCWD was among those spearheading the movement to ban any sort of commercial activity within the Davao watershed area in order to prevent what they said would be an environmental disaster.

Fast-forward to 2015, and now you have them back at the City Council – the same body that they lobbied hard with to pass an ordinance that basically wiped out an entire industry and thousands of jobs in the name of protecting the very same watershed that they now want to violate. Talk about chutzpah!

But then again, what do you expect from an organization that disingenuously promotes their product as being among the cleanest in the world, but conveniently neglects to add that that it only applies to water that is still trapped in the bowels of Mt. Apo, beyond the reach of their decidedly less than world-class pipes and distribution network.

Don’t get me wrong, I am one hundred percent in favor of the project in so far as it can deliver what its proponents promise. My issue here is with the annoying habit of DCWD of always crying wolf but then not doing anything constructive to protect the sheep. And given their record, I am keeping my fingers firmly crossed that the presence of partners with proven track records of good corporate governance and superb customer service will finally help them overcome the inertia of mediocrity that this city has had to suffer from them for as long as the time it takes rainwater to fill those aquifers.

This is the other Carabao in the room — our propensity to rant and throw words without thinking enough, and to be entertained with the exchange of empty rants and words.

On the other hand, the Duterte advocacy for federalism, and his manner of engaging the Filipino public on many issues, are fresh twists to the entertainment- and rant-driven political circus that often is called a Philippine election.

For once, we are starting to discuss issues more than their personalities and simple rants and comments. More substance is expected and read, more than the usual “patuchadas” and innuendo.

Now, more than at any other time in our collective history social media and the internet have helped us with the information that either illuminates and affirms our truths or exposes the failings and hypocrises of many who try to step up to the plate seeking to influence or lead us.

For once in so many years we are faced

with protagonists who cannot pretend as much as their other previous candidates. It is time to talk of the bigger and deeper truths, and it is high time we start looking at true alternative perspectives that engage our minds and hearts to tackle long standing intergenerational problems that have sadly taken root in our culture — the irrational fears, false beliefs and inferiorities, defeatist thinking, ignorance, and escapism that prevents us from addressing our realities and making the change for the better. Its time for real ideas and real advocacies to change the way we do things and push us forward. Whoever runs in the next election, we hope that the real issues take stage, beyond the antics of circus actors. If we are unable to do so, we continuously deteriorate and fracture as a people.

--In the spirit of full disclosure, let me say that I worked with organizations opposed to the aerial spraying ban, and was part of a group that studied and analyzed the relevant issues in order to present facts that were contrary to the allegations being made against the agricultural practices of banana and pineapple plantations.

NPRECEDENTED statements often make their mark when they comfort the afflicted and afflict the comfortable.

Until recently, groups like our netizens and the Catholic Church hierarchy have been used to not receiving flak from politicians, often seen as unafraid to anger or disappoint them. Until Mayor Duterte challenged them on the need to have more Google than Facebook, and scoring them on reproductive health in the case of the church, Netizens and Facebook addicts have so far been too comfortable simply hammering away at people and things they don’t like without any real thought to the words they use.

While Facebook rants assert our freedom of expression and uphold our rights to say what we want, reading many of them, I can’t help but be appalled by their lack of common sense.

When asked on the factors being considered by the respondents, Diaz said that it is not part of the questions.

N Mindanao, more than 2,000 pupils are now enjoying cleaner, safer and more fun learning environments through the help of AboitizPower subsidiaries Therma Marine and Therma South. Global internet penetration grows seven-fold in 5 years

NTERNET user penetration has increased almost seven-fold from 6.5 percent to 43 percent of the global population between 2000 and 2015, according to the 2015 ICT figures released by the International Telecommunication Union (ITU), United Nations’ specialized agency for information and communication technologies.

According to the ITU, mobile broadband is the most dynamic market segment, with penetration globally reaching 47 percent in 2015, a value that increased 12-fold since 2007. In 2015, 69 percent of the global population will be covered by 3G mobile broadband, up from 45 percent in 2011. ITU also estimates that 29 percent of the 3.4 billion people worldwide living in rural areas will be covered by 3G mobile broadband by the end of 2015.

The same report also revealed that the proportion of households with Internet access at home advanced from 18 percent in 2005 to

46 percent in 2015.

According to the 10th annual Cisco® Visual Networking Index™ (VNI) Forecast (2014 – 2019), the annual, global Internet protocol (IP) traffic will triple between 2014 and 2019, reaching a record of 2 zettabytes. Factors expected to drive traffic growth include the global increase in Internet users, personal devices and machine-to-machine (M2M) connections, faster broadband speeds, and adoption of advanced video services.

Cisco also predicts a marked increase in network traffic associated with game downloads. This will be driven by availability of storage capacity on gaming consoles, growth in upstream cloud traffic, and higher number of fiber connections.

Online music will be the fastest-growing residential Internet-based service with a compound annual growth rate (CAGR) of 7.7 percent from 2014 to 2019, growing 1.2 billion users to 1.7 billion users by 2019.

In the Philippines, local broadband service providers are also seeing the upward trend in internet use both while on-the-go and at home.

Sustaining its stronghold in the consumer broadband segment, Globe Telecom, through its broadband brand Tattoo, posted double-digit growth in its broadband revenues and customer base to maintain its position as the fastest-growing broadband business in the country.

Broadband revenues stood at P3.7 billion, a 31 percent increase from previous year’s P2.8 billion, while total subscriber base reached 3.1 million, a 41 percent growth from previous year’s 2.2 million. The solid growth in revenues was driven by subscriber expansion in the wireless broadband (+47 percent), fixed broadband (+16 percent) and LTE solutions.

“Our consumer broadband business continues to play a significant role in steering the company’s solid performance the past quarter. We have taken huge

strides in offering innovative broadband products and plans with the fastest internet speeds to respond to the growing demand for internet services powered by our modernized and robust network,” says Gilbert Simpao, Senior Vice President for Consumer Broadband Business at Globe.

Globe spent around P4.9 billion in capital expenditures as of the first quarter this year to support the growing customer base and the demand for data.

Marcos clarifies substitute bill will not abandon draft BBL

ENATOR Ferdinand ‘Bongbong’ Marcos on Thursday clarified that his proposal to come out with a substitute bill would not mean abandoning the draft Bangsamoro Basic Law (BBL). ”What I’m doing right now is preparing the list of possible amendments. I would like to clarify that substitute bill contains proposals that are not contain in the original version of the BBL,” Marcos explained to the media during the weekly Kapihan sa Senado.

In fact, Marcos said only close to 50 percent of the draft BBL that Malacanang submitted to the Senate will be changed in the committee report he is preparing and will be submitted for plenary

debates after the State of the Nation Address (SONA) of President Benigno Aquino III next month. ”At least 49 percent will be changed. A substitute bill is a list of possible amendments,” Marcos, chairman of the Senate committee on local government, said.

Marcos also clarified his proposed amendments will be submitted for approval of the 19 members of his committee before it will be forwarded to the plenary. ”I’m going to make proposals to the committee. It is the committee that will approve. If approved by the committee, it will be put as substitute bill,” Marcos explained.

Marcos downplayed insinuation that he is blocking the passage of the BBL.

”I don’t feel alluded to,” Marcos said, reacting to the statement of President Benigno Aquino III that some lawmakers are opposing the passage of the BBL. ”I have not stopped the process of deliberating the BBL. I have no desire to get in the way to pass BBL,” he added.

SWD Secretary Corazon J. Soliman will visit Talaingod, Davao del Norte on Friday for the Association of Regional Executives of National Agencies in Region XI (ARENA XI) Serbisyo Caravan.

“Sec. Soliman will lead the ceremonial turnover of around Php 14 million worth of services and projects slated to be provided by DSWD to some 13,357 beneficiaries in Talaingod,” said DSWD Regional Director Priscilla N. Razon.

PhilHealth will also be distributing Members’ Data Records and IDs to selected beneficiaries, she added.

LEVELAND Cavaliers superstar LeBron James expressed his disappointment on another failed bid to win the NBA title, even starting to question himself whether all of the hardwork he has been investing is still worth it if, in the end, he wouldn’t be able to take home a championship.

“Of course you question it. Especially when you get to this point. I almost look at it as I’d rather not make the playoffs than lose in the finals. I don’t know,” a gloomy James told the media after Cleveland’s Game Six loss to the Golden State Warriors.

“I missed the playoffs twice. I lost the finals four times. I’m almost starting to feel like I’d rather not make the playoffs than to lose in the finals. It would hurt a lot easier if I just didn’t make the playoffs and not get a shot at (the title).”

“But then I start thinking about how fun it is to compete during the playoffs in the first round, second round, Eastern conference finals and

In his Cleveland comeback, James formed his own “Big Three” alongside all-star players Kyrie Irving and Kevin Love. But none of the two were on James’ side in the finals as they suffered

injuries that kept them sidelined.

“We had playmakers in suits. This round, you gotta be healthy, you gotta be fortunate to win it. It just wasn’t,” James said.

Despite being undermanned, James still carried the Cavaliers in one of the most impressive individual performances the league has seen. He averaged 35.8 points, 13.3 rebounds and 8.8 assists in six games and almost single-handedly propelled Cleveland to the promised land.

With his feat, there was even a clamor for James to become the NBA Finals MVP despite coming from the losing team. Only the legendary Jerry West of the Los Angeles Lakers in 1969 was able to achieve that. The Warriors’ Andre Igoudala eventually took home the award.

But for James, it’s all about winning the title.

“It’s still not a success if you go out losing. It’s not a great feeling when you lose,” James said.

BACK IN THE BAY NBA trophy returns to Bay Area after 40 years

TEPHEN Curry came off the plane, lifted the Larry O’Brien Trophy as he walked down the mobile staircase and let the gold award shine in the California sun.

For the first time in 40 years, the NBA champions are back in the Bay Area.

With more than 100 team employees in yellow and blue shirts cheering them outside a private terminal, the Golden State Warriors were welcomed home to Oakland on Wednesday (Thursday, Manila time). The team spent Tuesday night in Cleveland — though the players didn’t really sleep — after beating LeBron James and the Cava-

liers 105-97 in the Game Six clincher.

“We just stuck to who we are, fought through some tough times in the playoffs. At the end of the day, when you’re holding the trophy, all the ups and downs are worth it,” said Curry, the NBA MVP. “We’ll remember this for the rest of our lives.”

Players, coaches and team employees soaked in the scene as much as they could.

As two helicopters hovered above the airport, the chartered flight received an escort from a police car and two fire trucks on the runway. Curry was the first player off the plane and was quickly joined by teammates on the staircase.

Warriors employees, shuttled from team headquarters on three buses, cheered and chanted “War-ri-ors!” and the song We Are the Champions

by Queen. They also pounded inflatable sticks and gave hugs and handshakes to players and coaches, with just about everybody taking photos and videos on their smartphones.

“Phenomenal. Still on cloud nine. It really hasn’t set in yet,” Warriors forward Draymond Green said.

Green is the team’s only core player not signed for next season. As a restricted free agent, the Warriors would be able to match any offer he receives from another team — and they full intend to do so, even i f

that means facing the league’s luxury tax.

Asked if he expects to be back next season, Green shouted: “Hell yeah I expect to be back here.”

The welcome home capped a busy two-day stretch for the Warriors.

After finishing off the Cavaliers, the team had a dinner at a high-end steakhouse in Cleveland. They stayed up late celebrating with friends and family, and congratulations poured in from all over — including President Barack Obama, who phoned coach

Steve Kerr to congratulate the Warriors on winning the title and invite them for a customary White House visit.

The dizzying daze of a championship celebration left no time for sleep — even on the plane ride home, which Curry called a party for some and a chance to relax for others.

“You’re still kind of on an adrenaline rush and excited to win a championship, so guys are taking naps, guys are listening to music, just talking about how fun the journey’s been,” Curry said. “And now we get to celebrate for real.”

NLIKE most of the players attending NBA tryout camps, Bobby Ray Parks Jr. admits he has a distinct disadvantage.

The 22-year-old Filipino-American acknowledged he is largely an unknown commodity for the teams he’s been trying out for, he said in an interview with Ravi Shah of the Nets Daily News.

“Unlike most basketball players here who went to college, I have been off the map since I left high school. I will truly accept my position whether or not I get drafted.

The most important thing for me is that I got my foot in the door for the NBA,” said the son of the late Bobby Parks, one of the best imports to ever play in the Philippine Basketball Association (PBA).

The lack of familiarity and his non-inclusion in mock drafts does not deter the former National University standout from his dream to play in the most popular cage league in the world.

“Being drafted would truly be a blessing, but I completely understand if I don’t get selected. It’s great that I am in the United States now competing for an NBA roster spot,” said the homegrown talent who is currently trying to earn a roster spot with the Brooklyn Nets.

Parks Jr, a two-time UAAP MVP, hopes to improve on his father’s NBA journey.

in the third round of the 1984 NBA Draft at 58th overall, but was cut before the regular season started.

He played for several teams in the now defunct Continental Basketball Association (CBA) before embarking on an international hoops career that brought him to the Philippines where he won several championships and was a multiple Best Import awardee.

For prospective NBA teams, Parks said he offers ‘competitiveness and toughness on defense.’

“Most talented players want to score the most points and record the most assists.

I just want to be the guy that can bring energy and awareness on defense every time I’m on the court. I am also fairly tall for the point guard position and can be versatile in defending both the point and shooting guard positions,” Parks told Shah.

Asked who in the NBA is the player that he resembles the most, Parks deferred but said he likes Avery Bradley’s style of play, notably the veteran’s competitiveness, defensive capability, and the ability to score when the situation calls for it.

Having previously worked out with the Utah Jazz earlier, Parks said he will also be going to the training camps of the Dallas Mavericks, Boston Celtics, and could also vie for a spot with the Atlanta Hawks.
