Santiago urges probe on IP schools’closure

ENATOR Miriam Defensor-Santiago has filed a resolution to investigate the closure of the schools of Indigenous Peoples (IP) in Davao del Norte.

Santiago filed a resolution on June 8 “directing the proper senate committee to conduct an inquiry, in aid of legislation, on the report that some 3,000 would be affected by the shutdown of lumad schools.”

The resolution also reiterated Senate Resolution no.

1070 filed on December 22, 2014 which called for an inquiry on the need to bar the entry of armed entities into

school grounds.

It cited the report from Save Our Schools Network and Karapatan that school incidents involving several Infantry Battalions of the Armed Forces of the Philippines assigned in Davao del Norte have affected some 4,309 students and 41 teachers in the first five months of 2015.

In a statement, Save Our Schools Network commended the resolution filed by Santiago, saying it considers this “an avenue to hear the side of affected communities not only due to school closure but also on the impact of militarization

Council to investigate ‘Paquibato massacre’

HE Davao City Council is set to investigate the June 14 “Paquibato massacre” allegedly perpetrated by members of the Armed Forces of the Philippines (AFP).

In yesterday’s regular session, committee on civil, political and human rights chair councilor Karlo S. Bello said his committee wants to conduct a hearing on the matter due to the conflicting versions of the human rights group Karapatan and the 69th Infantry Battalion.

“I believe we need to invite the officials from the military and they also need to answer

questions regarding the incident,” he said.

Bello said the differences between the two versions are “glaring” and considering the lives lost, the AFP officials should give honest answers to their questions.

The incident resulted in the deaths of Datu Ruben Enlog, Randy Canasa, and Garyo Quimbo.

The Eastern Mindanao Command (EastMinCom) had earlier said the incident was an encounter and that the three men were members of the New People’s Army (NPA).

The EastMincom said

soldiers were able to recover an improvised explosive device (IED), and M-14 rifle, and backpacks after the encounter.

Bello said the 69th IB described the incident as a “legitimate encounter” but Karapatan claimed it was an attack during a birthday party celebration.

“What we want to know from the military is who were involved in the operations,” Bello said.

He said he will conduct a committee hearing with councilor Leah Librado-Yap and have an ocular inspection of the scene.

Meanwhile, the PASAKA Confederation of Lumad Organization in Southern Mindanao condemned “in strongest possible terms” the killing of Datu Ruben Enlog, Randy Canasa, and Garyo Quimbo.

“We call for justice for the Paquibato 3,” the group said in a statement.

HE Philippine Drug Enforcement Agency (PDEA) arrested an elusive pusher in Davao del Sur last Sunday with a quarter of a million pesos in marijuana in his possession.

The suspect was identified as Alex Sekin alias Robin, 40, and a resident of Purok 2, Barangay Bololsalo, Kiblawan, Davao del Sur. PDEA said Sekin, who

is known to be the one of the marijuana suppliers in Kiblawan, was arrested in a buy-bust operation last June 14, 2015 at around 4 p.m. in Purok 2, Barangay Balasiao in Kiblawan.

The PDEA report said the suspect sold two sacks of dried marijuana leaves weighing about six kilos and worth P250,000 to PDEA agents who acted as

buyers.

The suspect is now detained at Davao City Police Office Jail Facility, while the seized suspected illegal drugs were submitted to PDEA 11 Regional Laboratory for qualitative and quantitative examination.

The operation was done in coordination with the Davao del Sur Provincial Police Office, the Davao del

Sur Provincial Anti-Illegal Drugs Special Operation Task Force (PAIDSOTF), and the Kiblawan Municipal Police Station.

Dayanghirang urges BIR to lower zonal valuation

AVAO City councilor Danilo Dayanghirang submitted a communication to the Bureau of Internal Revenue (BIR) in Davao expressing the side of private stakeholders who said the proposed increase in the zonal valuation should not be more than 50 percent of the valuation pegged in 2002.

“I already signed the letter this noon and we will submit it this afternoon,” Dayanghirang said yesterday, adding that the letter contained sentiments of

stakeholders who attended an earlier public meeting.

While he is not against the increase in zonal valuation rates, Dayanghirang said it should not be more than 50 percent of the current rate.

Dayanghirang said the proposal of BIR was to increase the zonal valuation rate up to 400 percent and will be based on the “actual selling price of the transactions of our taxpayers here in Davao.”

AVAO City Councilor Leonardo Avila III yesterday said he believes giving Cabinet posts to members of the Communist Party of the Philippines (CPP) is a “reasonable” idea if implemented under a Duterte presidency.

Avila was reacting to a statement made by Mayor Rodrigo Duterte that if he becomes President, he would give the Department of Environment and Natural Resources (DENR), Department of Agrarian Reform (DAR), and the Department of Social Welfare and Development (DSWD) to the CPP in order to end the war with the communist group.

Tamadang in Kiamba, Sarangani Province last Saturday.

The mayor, however, has maintained he is not interested in running for President in 2016.

Panel to draft Senate version “ THE Senate Committee on Local Government will craft a substitute Bangsamoro Basic Law that adheres to the original intent of the peace agreement between the Philippine Government and the Moro Islamic Liberation Front.” Sen. Ferdinand “Bongbong” R. Marcos, Jr., chairman of the said committee, issued this statement on Tuesday during a TV interview.

The statement was in response a question asked on how the senate panel intends to address the issue over the proposed parliamentary form of government for the Bangsamoro government under the draft BBL. Marcos further said, “We must be very cautious and ensure that if we would propose amendments they would still be true to the original intent of the CAB (Comprehensive Agreement on Bangsamoro) and other related agreements the MILF had signed with the Philippine government.”

“The proposed parliamentary form of government for the Bangsamoro govern-

ment is very fundamental to the proposal of the MILF so if it is subjected to a major revision they might not accept our version altogether,” he added.

Marcos said he expects a contentious debate on this issue as constitutional experts are divided on their opinion on this feature of the draft BBL. There are legal experts who had opined that a parliamentary system is not allowed to exist under our unitary and republican form of government, Marcos noted.

“In some of the constitutional issues the opinion of legal experts are almost unanimous. In the matter of parliamentary form of government there are also those who say it is not expressly prohibited under our constitution,” Marcos said.

In earlier statements, Marcos said that in writing the substitute bill, his committee puts the task of addressing the constitutional issues against the draft BBL as its highest priority.

HE Department of Agriculture (DA) XI is conducting starting today (June 16) at Big 8 Corporate Hotel, Tagum City, a Knowledge Sharing Workshop on Intensified Communications Campaign on Management and Control of Banana Fusarium Wilt in Davao Region.

The three-day workshop assembles the information officers of local government unit with Fusarium-infected banana plantation.

Regional Agriculture and Fisheries Information Officer Noel Provido said that workshop will establish an information network and core of advocates to beef up the department’s information campaign, especially on Fusarium wilt management and control.

Dads want bulk water project exempt from watershed code

PO Agua Infrastructura, Inc. (AAII), developer of the P10-billion Davao City Bulk Water Supply Project in Tamugan River, has asked the City Council to approve its application for exemption from the Watershed Management and Protection Ordinance.

AAII is a joint venture of Aboitiz Equity Ventures (AEV) and J.V. Angeles Construction Corporation (JVACC) and which give an unsolicited proposal to the Davao City Water District (DCWD) in early 2013 for the bulk water project.

AAII is eying to tap the surface water of Tamugan River, an area covered by the ordinance.

In a joint presentation of

AAII and DCWD at The Marco Polo, Davao yesterday, AAII director Manuel “Bobby” Orig told city councilrs that Tamugan River is the most viable site for the project because it has sufficient flow and good raw material quality.

“We are requesting the Council to approve the construction and operation of the project because it is cost-effective, economically viable, and it can provide sustainable water supply system to Davao City,” Orig said.

He said allowing the construction and operation of the project in Tamugan would address the increasing water demand in the city because of the growing population and the increase in the number of

industries.

Last year, the DCWD reported that the city used a total of 92 million cubic meters of water supplied by the Dumoy water system and other water systems located in Panacan, Libuganon, Cabantian, Calinan, among others, operated by the water district.

The DCWD is servicing only 60 percent or a total of 108 of the 182 total barangays in Davao City. Of the 244,000 hectare area of the city, six percent serviced by DCWD is located in the downtown area.

“Water demand here is expected to surpass the water supply by 2018 when the demand is more than 100 million cubic meters of water,” he said.

City Council wants water for Marilog

GROUP of Davao City Council members yesterday asked the Davao City Water District (DCWD) to give priority to providing potable water to residents of Marilog, a hinterland district located near the boundary of the city with the province of Bukidnon.

The clamor, which came out spontaneously at the end of the presentation of the P12-billion Davao City Bulk Water Project jointly by the Apo Agua Infrastructura, Inc. (AAII), was first expressed by Councilor Myrna D. Ortiz.

“It is the height of irony that the people of Marilog, the site of Tamugan River, the source of the bulk water project, will not be provided with water,” Ortiz pointed out.

The DCWD should look for ways to prioritize provision of water to Marilog residents now that their river is the source of the multi-billion project, said the third district councilor.

Councilor Diosdado Angelo Mahipus called the continued absence of potable water in Marilog District an irregularity since other parts of the city will be able to enjoy the benefits of the bulk water project.

Under the project, Apo Agua, a company formed by Aboitiz Equity Ventures (AEV) and JV Angeles Construction Company, Inc. (JVACC) will built a bulk water system worth P10 billion, while the DCWD will construct eight reservoirs and a network of distribution pipes worth P2 billion.

Another lawmaker who also took the cudgels for the Marilog residents was Dr. Rene Lopez who said water

was also urgently needed by district hospitals and clinics in the area. He said the need for water in the hinterland areas is critical for the health of the residents.

Councilor Leonardo Avila III urged the DCWD officials present to extend their technical expertise to the barangay LGUs in the area in the building and maintenance of small water systems which is the main responsibility of the Department of Public Works and Highways.

Councilor DaniloDayanghirang, who has long championed the clamor of the city’s Second District for potable water service, urged the DCWD and Apo Agua to fast-track the bulk water project so that people in his district will have adequate water supply at last.

DCWD acting general manager Edwin Regalado said the water district has some projects in the Marilog hinterlands as early as during the time of Iluminado P. Quinto.

He cited the case of Lumundaw Proper where the DCWD took over a barangay water district initiated by the Lim family who also owned the land where the spring source of the system came from.

He said there were originally 35 households connected to the system, but the number dwindled to just seven families. When the spring dried up sometime in the 1990s, DCWD started delivering water supply to the barangay’s reservoir from the district’s wells in Dumoy.

DCWD Director Serafin C. Ledesma Jr. promised the councilors that he will bring the matter to the DCWD board of directors for a solution.

OCAL government leaders in Region 12 committed on Tuesday to take a unified approach in their fight against the proliferation of illegal drugs and related criminal activities in the region.

They issued the commitment during the 1st Region 12 Anti-Illegal Drug Summit held in Koronadal City on Tuesday.

Around 500 local officials and other local stakeholders joined the summit, which was organized by the Regional Peace and Order Council (RPOC) of Region 12.

“This summit is a crucial step towards our goal to effectively address the problem on illegal drugs in the region,” said RPOC-12 chairperson South Cotabato Gov. Daisy Avance-Fuentes.

Fuentes said they discussed extensively the status of the illegal drug problem in the region as well as some

eradication strategies.

She said the participating local officials agreed to harmonize their campaigns and programs as well as provide more support to local anti-drug operating units.

“We all know that the number one source of illegal drugs, especially methamphetamine hydrochloride or shabu, that have been proliferating in the region is Cotabato City and Maguindanao so we will focus our efforts on that aspect,” she said.

“We have initially sup-

plied 14 tons of frozen durian shipped three weeks ago, ”D’ Farmer’s Market owner and Durian Industry Council chair Larry Miculob told Edge Davao in a phone interview yesterday.

Miculob, owner of a

14-hectare durian plantation in Calinan District, said the market potential of China is very bright because of its huge population.

Miculob said he immediately received communication

from three exporters for another round of shipment to China and inquiries from other Manila-based exporters. However, the availability of processed frozen durian hindered him to close another deal.

“It is already off season.

We don’t have enough supply of the frozen supply. We don’t stock,” Miculob said, adding that not all his produce reached the export market because there is still a huge demand locally.

He said his production area alone cannot supply the high demand of frozen durian in the China market but if durian farmers here can consolidate their produce there’s a huge possibility that Davao can supply China’s demand.

“Tying up with small durian farmers in the region will not only help us meeting the market demand but also help farmers in increasing their market as well as their farm gate price,” Miculob said.

The lack of a bigger processing plant and a cold storage facility prohibited them from increasing their stock of frozen durian, according to him.

“If we have these equipment, then we can processed more during the peak season and export these during the off season,” Miculob said.

The peak season starts from August until October.

Miculob said the council is already in discussion with the Department of Agriculture 11 for the possibility of setting up

a cold storage facility and a processing plant in a 25-hectare property of the National Development Corporation (NDC) in Catigan, Toril that will be soon part of a food processing complex.

Not only the availability of supply hindered producers here to export directly to China, but also the territorial dispute between the Philippines and China over the islands located in the West Philippine Sea where there’s a huge deposit of minerals, among others.

“We still cannot export directly to China. We still have to work with traders to be able to penetrate the China market,” Miculob said.

Miculob said the Philippines has still no export permit for durian to China and only Malaysia, among other Asean countries, have the export permit.

“Our frozen durian products have to be transshipped either via Vietnam, Hongkong or Taiwan before it can go to China,” he said.

Miculob added that the council is planning to tapd the Department of Trade and Industry for technical assistance because the issuance of the export permit will need a government to government transaction.

Danny: 2nd district needs more water Dad says bulk water facility a welcome development

HE proposed bulk water facility in Davao City is a welcome development to its residents, specifically in the second district where water supply is not enough, Councilor Danilo Dayanghirang said Tuesday.

“We, in the second district, need more water,” Dayanghirang posted on Facebook as the proposed project was presented to the members of the Sangguniang Panlungsod (SP) at the Marco Polo Davao.

“Since the beginning, I never stopped hammering the water district to provide a good potable water supply in my district, including other parts of the city,” Dayanghirang added.

The councilor, during the regular session earlier, had

noted the lack of water supply in the second district for years now.

While most areas in the city have 24-hour water supply, some parts in the second district particularly in the Panacan area have been experiencing low pressure to no water at all.

The P12-billion bulk water supply project is a joint venture by the DCWD and Apo Aqua Infrastructura Inc. (AAII) and is aimed at providing adequate, reliable and sustainable water supply system to Davao City for a long term.

AAII is jointly owned by Aboitiz Equity Ventures and J.V. Angeles Construction Corporation.

The Tamugan River will be tapped to produce the bulk

water supply. This supply will be treated by a water treatment plant to be operated by a hydro electric power plant also using water from the Tamugan River.

The hydro plant will be built and owned by AAII. When completed, the bulk water facility will be the first of its kind in the country.

“If the Tamugan River will be tapped, a number of wells which are now operating in Dumoy will be allowed to rest and so, our aquifer will have the chance to recharge itself to the level that is safe,” Avila said.

The first district councilor said if the rift of extraction on the ground water will continue, there will be a possible land subsidence and the Du-

moy area will collapse. There is also a possibility of salt intrusion to the drinking water that the DCWD supplied to the consumers, he added.

“This has already happened in some parts in the Philippines particularly in Cebu when they were not able to answer to their needs for water and they kept on drilling water from the aquifer and there is now salt intrusion,” Avila said.

Based on the study, the water that sipped through the watershed and reaches the aquifer takes at least an average of 50 years.

“That means if something happens to watershed now or maybe 10 years earlier that will not be felt by us but be

SSS President and Chief Executive Officer Emilio S. de Quiros Jr., said the state-agency has so far paid P139.2 billion in total benefits since January 2014 or 52 percent higher than 2013 record. A big portion of the releases went to retirement at P76.2 billion; followed by death, P45 billion; maternity, P6.2 billion; disabil-

ity, P5.2 billion; funeral, P3.9 billion; sickness, P2.6 billion; and medical and rehabilitation services, P23.6 million.

The SSS reserve fund also went up almost 2.9 percent as of April 2015 to P430 billion from P418 billion in 2014, the official said.

“The figures speak for themselves. The reform agenda enabled the SSS to maintain its financial position solidly at a level that can support higher benefit payments.” De Quiros said.

SSS implemented its new contribution rate at 11 percent

and increased its monthly salary credit to P16,000 effective January last year as part of the SSS reform agenda that seeks to lengthen the actuarial life of the Social Security Fund.

The reform agenda also aims to reduce the unfunded liability, which was previously reported at P1.1 trillion by five percent to P908 billion, De Quiros said in a previous report. Unfunded liability refers to the wide gap between contributions paid and amount of benefits received.

At present, SSS funds are projected to last until 2042,

with three years added to its fund life as a result of the contribution rate hike in 2014.

“In addition, SSS was able to raise the monthly pensions of existing pensioners as of May 31,2014 by five-percent in June 2014,” De Quiros said, stressing that a definite source of funding or a corresponding adjustment would provide an opportunity for another pension increase.

“We are cognizant of the difficulties our members are faced with, however, we can only do so much under the

HE first unit of the 300 megawatt (MW) coalfired Therma South Inc. (TSI), a subsidiary of Aboitiz Power, in Barangay Binugao in Toril District of Davao City has started it commissioning since Wednesday last week.

“The first unit of of the two 150 MW units of the TSI which has a capacity of 150MW has started its commissioning since June 10,” Aboitiz Power Corporation first vice president for Mindanao Affairs Manuel “Bobby” Orig told reporters yesterday.

Orig said the power generated by the coal-fired power plant was already connected in the Mindanao Grid.

The TSI’s production was already contracted by different electric cooperatives and distribution utilities all over Mindanao.

The electric cooperatives are Agusan del Sur Electric Cooperative, Bukidnon Second Electric Cooperative, Cotabato Electric Cooperative, Cotabato Electric Cooperative (P. “The whole of Davao Region, Sokcksargen, Caraga, parts of Bukidnon, Cotabato and parts of Zamboanga Peninsula have power supply contracts with Therma South,” Aboitiz Power manager for corporate affairs Willie Rodolfo earlier said.

Rodolfo said that major cities like Davao, Cagayan de Oro, General Santos, Butuan, Cotabato, Tagum and Kidapawan among others will be getting power from TSI. Meanwhile, Orig said the firm is scheduled in the next few days to come up with an evaluation report on the damage of the second unit of the 300 MW coal-fired plant which was scheduled to commission last March.

Orig said the evaluation report will enable the company to assess the root of the damage and how long will it take for the second unit to be fixed.

Earlier, Aboitiz announced that the second unit’s full commercial operation is moved to February next year after 10 month delay which will be allotted for its repair.

APEC keen on easing business for MSMEs

EMBER economies of Asia Pacific Economic Cooperation (APEC) are keen on easing trade for micro, small, and medium enterprises (MSMEs) as senior officials of commerce, trade and small business hasten efforts for easier and less costly trade within the region.

APEC’s SME Working Group (SMEWG), in a series of meetings in Atlanta, Georgia in United States, pushed measures to lift trade barriers faced by MSMEs in APEC economies in order to help them grow and further drive employment.

APEC stated that its focus in easing trade in the region is to integrate MSMEs in global value chains or different stages of international production and trade of goods, by linking them

with larger companies in cross-border supply chains.

“In the 21st century economy, the cost of every product made, moved, bought and sold is determined by how efficiently it moves through its supply chain,” said Deputy Secretary of Commerce for the United States Bruce Andrews.

“Small and medium size businesses understand better than anyone else how strengthening global supply chains will foster the long-term competitiveness of economies across the Asia-Pacific region,” Andrews added.

SMEs alone play a significant role in APEC economy as it accounted for 97 percent of total businesses in the region, 60 percent of its GDP, and half of its labor force. (PNA)

Take a chance

ERE’S another thing that’s sure to ruffle a few feathers. Mayor Rodrigo Duterte — who, it must be said, has still not confirmed that he is running for the presidency next year — has said he will give three Cabinet posts to the Communist Party of the Philippines (CPP) if he does become President. These are the Department of Environment and Natural Resources (DENR), the Department of Agrarian Reform (DAR), and the Department of Social Welfare and Development (DSWD) -- three agencies that are, to his mind, rightly or wrongly, close to the heart and mind of the communists. Duterte said giving the CPP Cabinet positions is a sure way to solve the insurgency problem and stop the war that has gone on for several decades already. While the national government has made major strides in forging peace with the Moro Islamic Liberation Front (MILF), the peace process with the CPP and its political arm, the National Democratic Front-Philippines (NDFP) has been stalled for some time now.

A number of military and police officials have already expressed opposition to and even open disgust for Duterte’s self-confessed closeness to the “enemy,” but they need to be reminded that the enmity

exists only between them and the rebel group. For the civilian population, communism is an ideology and its goals need to be tackled rationally, preferably on the negotiating table. To be sure there is a problem in their methods in achieving their goals, particularly the use of arms, but again, these are issues that can and will be tackled once the peace negotiations are restarted. The members of the CPP, NDFP, and even the New People’s Army (NPA) are not necessarily enemies, and they ought to be treated as such. Ideologies may vary, but in the end we all want the same thing: justice, peace, and progress for the country.

Of course the road to that ideal is long and rocky, and even the communist movement itself is prone to its own problems within and without its ranks. There is still a long way to go before government can forge peace with the group, and Mayor Duterte’s proposed solution may be overly optimistic. But one has to start somewhere, and as a country, as a people, we must prefer that beginning to be premised on mutual trust and respect, not distrust and enmity. If an offer to serve in government can help heal old wounds, then it is worth taking that chance.

T’S a sad commentary on the quality of our leaders that their alleged political parties are nothing more than personal convenience vehicles for their political ambitions.

Party labels signify practically nothing but a façade for projecting persons with vested interest who are out to grab power.

If we had an authentic party system, every party would enlist citizens with ideas and beliefs about good governance, human development, and social progress that are then embodied in a platform.

Such parties would be institutional talent pools and resource centers, providing our society with a ready stock of exemplary people who are nominated as much for their ability and ideas as for their honesty and trustworthiness. ***** If we had such parties, by now we would be watching an array of nominating activities for all levels. And politics would not be crowded with self-appointed, self-nominated, and self-serving candidates.

It seems that all it takes today is for any

ICHAEL is only 16 and he looks as if nothing is wrong with him. He was supposed to be in college this year but opted not to enroll since his father wanted the son to join him in United Kingdom. “That’s where I will take my college course,” he said.

Michael wants to become a medical doctor as his father is a respiratory therapist. “I want to help other people,” he said.

He seemed to be a very young determined man. But what most people don’t know is that he is an illegitimate son. He was only two weeks old when his mother left him to his father. “I had not seen my mother and no one really told me the reason why she left me,” he said.

Fortunately, he was loved by his grandmother who took care of him. His father got married and has two children. His two aunts, however, brought him up into a fine young man. “I treat both of them as my mother,” he said.

According to the National Statistics Office, four of every 10 babies born in the country are illegitimate and one of them came from a teenage mother. The nationwide data on births are based on certificates of live birth transmitted by city, municipal and civil registrars.

Out of the total 711,079 illegitimate babies recorded, 64.6 percent came from Luzon while 11.2 percent live births were born to mothers under 20 years old.

The law says that “children conceived or born during the marriage of the parents are legitimate.” This means that if the parents are not married, a child is considered illegitimate.

Insulting voters’ intelligence Jojo, Digoy, or Filo to adopt an acronym and announce it as a party, then declare himself its head or spokesman. They bastardize instead of ennoble politics.

A political party is serious business. It should be treated seriously. It’s supposed to be the quality-control mechanism for democratic politics—identifying and nominating worthy candidates, sorting out undesirable wannabes.

But we have such dysfunctional “parties” today, some headed by flunkies or dropouts with wrong notions of the role a party performs in a democracy. ***** These makeshift parties shouldn’t have been allowed to crash into the electoral arena stuffing our political system with misfits, charlatans, and undeserving political parasites.

The dominance of these make-believe

parties deprives us of a civilized way to ensure that a candidate is really qualified and can really be trusted. Not only that, they make it impossible to keep a level playing field for all legitimate contenders.

All they can present each time is an undistinguished lineup of candidates, mostly ambitious people with money or moneyed backers who basically buy their way to public office by waging expensive campaigns.

As a case in point, it is difficult to guess what redeeming value has been gained by Filipino society in having the likes of Ramon Revilla (senior and junior), Lito Lapid, and others in the Senate or the Lower House. ***** Such thoughtless choices saddle our society with billions in expenses—money they spend to maintain their incompetence and corrupt lifestyles with no hope of a return on investment!

Then there’s the alleged “party” of Jojo Binay. Imagine the vice president wants Pacman to be its prime candidate for senator—a desire no doubt calculated purely on sensational appeal and popularity! Too bad for

Efren “Bata” Reyes; he could have been considered as well if his popularity had not waned.

Does anyone know what this party means by styling itself as the “United Nationalist Alliance?” Apart from positioning itself to be first in the alphabetical list of parties— UNA!—what does it represent in terms ideas, ideology, or platform?

Its party label and its concept of Pacman as role model for a lawmaker says a lot about the VP, his judgment, and his fitness for the presidency. Having such a party with such candidates, and led by such an exploiter of our people’s political weaknesses, is an insult to everyone’s intelligence!

This brings us to the definition of illegitimate children. The law says it bluntly: “Children conceived and born outside a valid marriage are illegitimate, unless otherwise provided in this Code.” The “Code” refers to the Family Code of the Philippines.

The following are considered illegitimate children: children born to couples who are not legally married or of common-law marriages; children born of incestuous marriages; children born of bigamous marriages; and children born of adulterous relations between parents.

Children are also considered illegitimate when they are born of marriages void for reason of public policy under Art 38 of the Family Code; born of couples below 18, whether they are married (in which case the marriage is void) or not; and born of other void marriages under Art. 15 unless otherwise provided.

Articles 175 and 176 of the Family Code provide for the ways by which illegitimate children can establish their filiation, and their

rights as to their surname and inheritance.

(Republic Act 9255, which was approved on February 24, 2004 and amended Art. 176.)

Atty. Persida Acosta, in a column she wrote for Manila Times, shared this information: “An illegitimate child may establish his illegitimate filiation in the same way and in the same evidence as a legitimate child (Article 175, id.).

“These are the following: 1) record of birth appearing in the civil register or a final judgment; and 2) an admission of illegitimate filiation in a public document or a private handwritten instrument and signed by the parent concerned.

“In the absence of the foregoing evidence, illegitimate filiation shall be proved by: 1) open and continuous possession of the status of a legitimate child; or 2) any other means allowed by the Rules of Court and special laws (Article 172, Family Code of the Philippines).”

Once the child is born, the mother may ask the father to recognize him as his illegitimate child by accomplishing the Affidavit of Acknowledgment/ Admission of Paternity found at the back of his birth certificate.

“If your child has been recognized by his father, he shall have the right to receive financial support from him,” Atty. Acosta wrote.

“However, if the father of your child unjustly refuses to recognize your child, you may seek redress from the court by filing a petition for compulsory recognition and support.”

The Family Code does not provide a specific percentage of the monthly salary for the support. In a blog posted by Atty. Gerry T. Galacio, this explanation was given: “(The Code) only provides that amount of support

is balanced between the necessities of the person asking for support and the financial capability of the person from whom support is being asked. Support can be reduced or increased proportionately, according to the reduction or increase of the necessities of the recipient and the resources or means of the person obliged to furnish the same.”

Being an illegitimate child should not serve as a hindrance to success. Mental Floss, an American publication which I used to write for, listed some famous men and women who were born out of wedlock.

Thomas Paine and Alexander Hamilton, two of the best-known fathers of the American republic, were the results of extramarital affairs. Lawrence of Arabia was the illegitimate son of a knight and his children’s nanny.

Evita Person was the daughter of an adulterous relationship between two villagers in an impoverished part of Argentina.

In Hollywood, some of the famous actors have fathered children out of wedlock.

For one, it is now a common knowledge on how Arnold Schwarzenegger fathered a child with housekeeper Mildred Baena while still married to Maria Shriver. In 2009, American model Samantha Burke and Jude Law met for the first time in a New York nightclub. That meeting ended up with a love child which was born in 2009.

Singer Tom Jones’ short-lived romance with Katherine Berkery, a model, resulted in the birth of his son Jonathan Jones-Berkery in 1987. Liv Tyler, the daughter of Aerosmith’s Steven Tyler, was the product of his brief romance with fashion model Bebe Buell.

Dengue is transmitted to 100 tropical countries, including the Philippines, with close to 100 million people presenting with symptoms of mild or severe disease.

“Dengue is an important public health problem with a considerable and often under-valued disease burden in terms of frequency, cost and quality of life,” Garin said, adding that it is the most prevalent and important mosquito-borne infection worldwide.

Based on national data, dengue cases in the Philippines from January to May this year now stands at 25,616 cases, which is 10 percent higher than during the same period last year with 23,151 cases.

The facility has a 70-30 ownership structure, with Aboitiz Equity Ventures (AEV) owning 70 percent of the company and the remaining 30 percent J.V. Angeles Construction Corporation (JVACC).

“If you notice, if the monthly amortization is between P5,000 and P6,000, under the current zonal valuation it would go up to P8,000 to P9,000 per month for the household,” he said.

He said it would be harder for the buying public to own property because of this increase in the zonal valuation.

The developers would also have to wait longer to get back their investment.

He said housing developers would need five to six years and commercial area developers seven to eight years to earn their return of investment.

He said this would lower the survival rate of real estate developers here and could be the reason for developers not

Dayanghirang also said he included in his letter the proposal to “exempt the raw land from this new zonal valuation that could be used for housing development… because the one that will be hit here is the low cost housing project which is now pegged at 1,000 per square meter and could go up to 5,000 per square meter if the new rate will be implemented.”

“This will not be low cost anymore,” he said.

Dayanghirang said the economy of the city will suffer given that one of the economic drivers here is the real estate sector.

“The real estate economy will collapse and there will be a negative domino effect down to developers down to carpenters,” he said.

Dayanghirang said he hopes the BIR will listen to the proposal of the stakeholders.

Only 26, he has his own business. Originally started in General Santos City, where he grew up, the business is now making waves in Davao City and he is opening another branch soon.

If you are still at loss as to what I am referring to, it’s none other than Macho Mucho, which is located at second floor of SM Ecoland. “The number one criterion when I was thinking of a name is that it had to be catchy, while evading the temptation to make it too classy which most firstrate barber shops are doing,” he explains. “I want it to sound right.”

But hair cutting is not the only that men can avail of at Macho Mucho. “We have a highly trained stylist that can address hair style requests,” Layco says. “We do professional hair color using top brands.

According to him, its price points are relatively competitive. Its haircuts start at P180 while black hair color is only P650. “We are launching our hair black services now, with a ‘money back guarantee’ if we fail to cover gray hair 100%.”

That sounds like a good marketing strat-

egy. Layco is marketing graduate from the University of the Philippines in Iloilo. “I chose UP because it has one of the top marketing programs in the country today,” he says. “And it is also very challenging to be competing with other top universities from those in Metro Manila and to be a representative of my alma mater.”

In 2009, Layco was chosen as the No. 1 Marketing Student by the Philippine Marketing Association. He was also one of the panelists during the Strategic Marketing Conference in 2014.

“I’m doing marketing consultations for government offices and some brands,” says Layco, who had taken a certificate course on integrated marketing in New York City early this year.

“It’s beyond the education I learned in the four walls of the classroom,” he says of his experience at the Big Apple.

“The certificate program was a refresher course for me and a venue where I could pick minds with fellow marketing practitioners and learn from dynamic professors, some of whom are chief executive officers and also leaders in the industry.

“It’s what New York represents more really and how it opens your mind to a collaborative approach towards solving today’s challenges, work and passion,” he continues. “It excites you of possibilities and huge dreams because the city is a huge venue for creative thinkers who have full autonomy starting basically anything anytime. It has definitely caused a huge impact in me.”

Layco admits that Macho Mucho came from his needs.

“I see that there’s a gap in the industry, a venue where guys can be comfortable in a masculine environment with a fresh, manly spirit while giving them the best of both expertise: a stylist’s creative cuts for the men with modern hairstyle preferences and a barber’s method of doing it.”

Like most business, its beginnings had pains. “We opened our first Macho Mucho in 2010 in General Santos City,” Layco recalls. It was just a matter of months that he closed it because of location. “It attracted the attention of men who were looking for such kind of barber shop for some time.

However, we failed in one fundamental criterion of putting up a business: location. We were optimistic about the location. But nevertheless, it was a good yet expensive lesson for us.”

Layco reopened Macho Mucho in 2012 at SM City. “We were wiser and still inspired,” he says. “We still believe in the concept. Our belief of the concept and how it can revolutionize the industry was stronger than our fears of failure.”

Macho Mucho became a hit. It was so successful that he brought it to Davao City. In just a matter of two months after it opened, Macho Mucho was voted No. 1 barber shop, according to T.H.E. Patrons. In addition, it was getting great reviews from the locals. “The city’s response has inspired us to work harder and innovate more.”

Macho Mucho is under a

40-people corporation which he and his sister built together called SAM Holdings, which handles the franchise of Snoe Beauty in Mindanao and Crown and Glory. The latter is a hair grower line with a kiosk in General Santos City.

“My sister is an operations efficiency queen,” Layco admits. “She’s great in handling operations and is very detailed-oriented, something I’m terrible at. So our dynamics is amazing.”

There are only two of them. And their father, a selfmade man, serves as their advisor when they need some guidance. “Our dad has given us this guiding wisdom for our business,” Layco reveals. “He told us that the secret of his success is his desire to create more jobs for our fellowmen, that’s why he works hard in order for his business to grow.

It was not only his noble intention; it was his business philosophy, too.

“My sister is only 25 and I am 26 and in this company, we have provided livelihoods for 40 people -- and counting,” he says. “So how we scale our company is how we’ve provided more jobs in the marketplace.”

Aeon Towers now moving from ground up T

HINGS are really lokking up now for the much-talked about 33-level Aeon Towers, the signature project of local developer FTC Group of Companies.

HE Philippines continued their near monopoly on regional men’s basketball but not before they were given a huge scare by a plucky Indonesia side in an enthralling Southeast Asian Games gold medal game on Monday.

Forward Mark Rey Belo led the way with 22 points as the Gilas Pilipinas eked out a 72-64 victory at a packed OCBC Arena, delighting a predominantly Filipino crowd, who were able to celebrate a 17th victory in 18 SEA Games basketball tournaments.

“What a great group of guys they are,” Florida-born coach Tab Baldwin told reporters.

“This is a very valuable experience in my coaching career. I love this team, I love Philippines basketball and am so honoured to be a part of it and relieved we will take a gold medal home.”

The Philippines had thrashed Indonesia 81-52 in pool play last Wednesday and looked set for a similar resounding victory when they pulled 34-21 ahead midway through the second quarter as they dominated in the key and pulled down rebounds at will.

HE Matina Enclaves, a mixed use property development project of the Escandor Development Corporation, will usher in the new school season with the staging of the first ever Matina Enclaves Inter-School Basketball Tournament on

Saturday.

The opening ceremonies is set at 2:00 pm with all 18 teams parading in their new line-ups for the season.

“We are embarking on this event to showcase the talents of promising, young players from the different schools

of Davao. It is our contribution to sports having supported some sports events in the past including the recent Heartstrong Charity Game featuring the Ateneo Lady Eagles,” said Gerald Garces, Matina Enclaves project head.

Division are ten top squads in the local basketball front composed of multi-titled Ateneo de Davao University, Ford Academy, Assumption College of Davao, and Precious International for Group A. Holy Child College of Davao will banner Group B along
