AVAO City Mayor Rodrigo Duterte is considering issuing firearms to personnel of the Traffic Management Center (TMC) after a TMC personnel was gunned down on Monday night while on duty at McArthur Highway, Matina, Davao City. Duterte said the recent killing of TMC enforcer Ruel P. Siacor has given him the idea that traffic personnel should carry firearms. The mayor, however, admitted that arming traffic en-

forcers could scare the people. “Maybe this is the time to arm them. Ang problema baka umabuso naman (The problem is they might become abusive),” he said. Siacor was directing traffic at McArthur Highway in Matina at around 7:50 p.m. on April 4, 2014 when two men on board a motorcycle shot him three times. however, and shot Siacor. The mayor said he hopes the police will arrest Siacor’s killers. The Davao City Police Office (DCPO) is now holding the cartographic sketch of the gunman who shot Siacor. DCPO spokesperson Senior Inspector MilgraceDriz on Wednesday said police are looking at personal grudge as motive for the killing “but we are still looking for other possible angles.” Siacor was the second

TMC man to be killed in recent years. In 2013, TMC enforcer Julan Gentapa was killed in Toril while on duty. For his part, TMC head Superintendent Rhodelio Poliquit said he does not believe traffic enforcers should be armed. “Dili ko uyon nga armasan akong mga sakop kay pwede raman mag man og traffic nga walay armas. Basta maayo lang pag istorya ang tao wala may gubot mahitabo (I don’t
