Recto bats for more CCTV units at NAIA

ENATOR Ralph Recto on Monday called for installation of more CCTV (closed-circuit television) amid reports of airport extortion called ‘tanim-bala’ (dropping bullet) at the Ninoy Aquino International Airport (NAIA).

Recto, vice chairman of the Senate finance committee, said the government can use terminal fees, NAIA profits and travel tax to purchase additional CCTVs and better facilities at the NAIA terminals. ”Every NAIA user pays an Aviation Security Fee (ASF). It is Php60 for international passengers and Php15 for those who will take domestic flights.

The amount is tucked into the terminal fee, which is Php550

for international passengers and Php200 for domestic ticket holders,” Recto said in a press statement.

He said the ASF has an unspent balance of Php1.4 billion as of December 31, 2014 while this year, at least Php626 million in ASF will be collected, and almost the same amount will be spent.

Mindanao eyed as rubber-making hub T

HE scheduled two-day Philippine Rubber Investment and Market Encounter (PRIME) 2015 on Nov. 10 and 11 in Davao City aims to position Mindanao as the rubber product manufacturing hub since the region supplies 99 percent of the country’s natural rubber production.

Dr. Sitti Amina Jain, Department of Trade and Industry regional director, made this announcement Monday citing it was high time for rubber producers in Mindanao to venture into manufacturing.

Jain, who is also the national coordinator for rubber industry cluster, said “we are

now shifting our priority” to position Mindanao as the manufacturing hub since all of Mindanao’s six regions are rubber-producing areas.

“Our vision is for the local businessmen in Mindanao to lead in investing in rubber product manufacturing before others will come,” Jain said.

She said one of the areas being eyed as manufacturing hub is the Zamboanga City Special Economic Zone Authority and Freeport or Zamboecozone.

“Zamboanga Peninsula is the country’s number one rubber producing region translating to almost 40 per-

cent of the total natural rubber production. We are looking at Zamboecozone as a good destination for rubber product manufacturing because they have incentives that we can dangle to our potential investors,” she said.

She said they are also promoting the province of Zamboanga Sibugay being the biggest rubber producer in the Zamboanga Peninsula.

Arnold Yap, DTI’s regional rubber industry focal person, said 2014 records showed that Region 9 has an area of 86,452 hectares planted to rubber with a production of 191,610 metric tons.

Yap said 70,205 of the 86,452 hectares planted to rubber are located in Zamboanga Sibugay. The province’ rubber production is 143,084.22 MT. Jain stressed the rubber industry, through manufacturing, could further contribute to the nation’s economy.

She said there is only one car tire manufacturer in the country, the Yokohama Tire Philippines Inc., and two motorcycle tire manufacturers.

NYC Commissioner Percival Cendaña said the YDS program intends to motivate the students to finish their studies and to provide them with necessary life skills.

Cendaña said that sessions in Davao Region will pilot modules on teenage pregnancy, substance abuse and changing bodies which are part of the 11 modules to be undertaken in the YDS program nationwide.

Priscilla Razon said that the session will give more emphasis on teenage pregnancies “to encourage students to finish their schooling.”

The module on teenage pregnancy bears the title “Bata, Bata Magkano ka Ginawa” which aims to reduce teenage pregnancy.

Cendaña said that teenage pregnancy is among the major reasons why young students would not finish high school.

Based on the national data, he bared that about 600 teenage girls are giving birth per day and that numbers have noted increasing trend from 1998 which recorded an increase by seven percent,

2003 by 8%, 2008 by 10% and 2013 by 13.7%.

Apart from educating the adolescents of appropriate knowledge and good attitude, the YDS will also teach them necessary skills to help them prepare to face developmental changes and challenges in the society.

We say this is not acceptable as littering desecrates the cemeteries and disrespects the dead as well as the living,” she said.

The group’s Basura Patrollers listed the following as among the most frequently thrown waste materials in the cemeteries: plastic bags and wrappers, plastic cups, bottles and straws, snack packs, polystyrene food and drink containers, disposable paper and plastic plates, pizza boxes, newspapers and cigarette filters. TRESSING that unity is the only way to peace and inclusive growth, House Deputy Speaker Pangalian M. Balindong on Monday expressed confidence that the collective wisdom of Congress would lead to the passage of the Bangsamoro Basic Law (BBL).

“We should not let this rare opportunity for peace escape our hands,” the Veteran Muslim leader said, adding that in war “everybody is a loser!”

“The proposed BBL is one piece of legislation that would serve as a clear and strong foundation for mutual trust to grow among Filipinos of all

beliefs and cultures, all longing for lasting peace,” Balindong said.

“Not once did we in Congress proved our mettle as true representatives of the people when it comes to molding policies that safeguard the people’s welfare and serve national interest,” he said, citing, the controversial “sin taxes law”, among others.

The lawmaker believes that the present clash of opinions, particularly in the plenary debates and open disagreements in media and other fora, are but part and parcel of the natural processes in a democracy like the Philippines.

Lighting Davao through the years

POET once wrote: “A flick of the finger and we have: light, sound, visual communication, heat, hot water, refrigeration, and air conditioning -- all from electric energy.”

Electricity was unheard of during the prehistoric time.

Wikipedia gives this information: “Long before any knowledge of electricity existed people were aware of shocks from electric fish. Ancient Egyptian texts dating from 2750 BC referred to these fish as the ‘Thunderer of the Nile,’ and described them as the ‘protectors’ of all other fish.”

There were some historical records which said that “patients suffering from ailments such as gout or headache were directed to touch electric fish in the hope that the powerful jolt might cure them.”

But possibly the earliest and nearest approach to the discovery of the identity of lightning, and electricity from any other source, is to be attributed to the Arabs, who before the 15th century had the Arabic word for lightning (raad) applied to the electric ray.

It was in the 18th century that Benjamin Franklin conducted extensive research on electricity as documented by Joseph Priestley, with whom Franklin carried on extended correspondence.

Wikipedia reports: “Electricity would remain little more than an intellectual curiosity for millennia until 1600, when the English scientist William Gilbert made a careful study of electricity and magnetism, distinguishing the lodestone effect from static electricity produced by rubbing amber. He coined the New Latin word electricus (“of amber” or “like amber” from the Greek word for “amber”) to refer to the property of attracting small objects after being rubbed.”

Electricus paved way to the English words “electric” and “electricity,” which made their first appearance in print in Thomas Browne’s Pseudodoxia Epidemica (1646).

Today, electricity is so common that no one pays attention to it -- unless there is a blackout. It becomes so inconvenient when there is no power.

Penelope ReVelle and Charles ReVelle, authors of The Environment: Issues and Choices for Society, wrote: “Electric energy is one of the most easily used forms of energy. One electric line enters a house, and the energy to light the home, cook and bake, warm water, and run machines and appliances is all at our fingertips.”

In Davao City, the company that has been providing electricity is the Davao Light and Power

Company, Inc. And last September 19, it received the Best Power Supply Services Provider (Davao Awards) during the Golden Globe Awards for Business Excellence and Filipino Achievers which was held at the Grand Ballroom Centennial A in Manila Hotel.

The citation reads: “For its excellence in innovative business practices, quality of products and services, customers concern, reputable and ethical business image, value proposition and pricing, truthfulness in business management.”

The award was conferred by the Sinig at Gabay ng Buhay Foundation (SINAG), Inc., Sinag News Magazine and Philippine Best Company.Com, Inc. in cooperation with the National Data Research Examiner and Marketing Services (NADREMS), Inc. There were three ways to be nominated. First, it could be through a thorough research conducted by NADREMS. Recommendations may also be done by either customers or clients. Lastly, the nomination may come from a previous awardee.

“Davao Light was actually being nominated by one of the recipients of the same award,” said Ruan May Barace, the company’s Reputation Enhancement Supervisor. “They were a bit discrete on how the winners were identified.”

Davao Light and Power Company (DLPC), Inc. is the sole electric utility operator in Davao City. Incorporated in 1946, it is now the country’s third largest distribution utility “in terms of peak load and peak demand.”

The company “ensure to secure power supply for present and future needs of customers for sustained economic growth.”

In addition, Davao Light invests in state-of-the-art Distribution Substations to provide stability and service reliability in growth areas.

As of September 2015, Davao Light has served 347,307 customers.

DLPC was incorporated in 1929 by Patrick Henry Frank, Relatives and Associates. In late 1941, negotiations for the purchase of the company by Aboitiz Group was seriously undertaken. Unfortunately, it was aborted due to the outbreak of World War II. As war raged, the power plant and facilities of the company were destroyed as these were the primary targets of Japanese and American bombers. When the war ended, only a second-hand, war-damaged, 300-horsepower Fairbanks Morse Diesel engine was left.

But despite that, the Aboitiz Group still wanted to buy the power company. And on July 25,

“Results were an increase in peak capacity from 1,500 kilowatt (kW) in 1952 to 26,500 kW in 1970. Execution of improved methods of production such as the acquisition of bigger engines and heavy fuel translated into savings for its 10,000-plus consumers.”

Monorail to solve traffic woes

AVAO-BASED automotive firm Maglev Vision Corporation (MVC) will propose to the City Government of Davao a cheaper and a cutting edge technology solution to end the worsening traffic woes in the city using the maglev- short for magnetic levitation- train system.

“If implemented, it will be first of its kind in the Philippines,” MVC chief engineer and inventor Jose Guardo said in yesterday’s Kapehan sa Dabaw at SM City Annex. He said the firm is set to meet the city mayor anytime this month to present the proposal.

The Department of Science and Technology (DOST) defines “maglev technology as efficient mass transport system that uses magnetic levitation to move vehicles without touching the ground. It travels along a guideway similar to the DOST’s Automated Guideway Transit in UP-Diliman and in Bicutan, Taguig City.

Moreover, maglev technology can only be seen in some progressive countries such as Germany, China, and Japan among others.”

Guardo said the company already conducted a separate feasibility study for Davao City in the past six months. Their

nationwide study concluded that Metro Manila is losing P6 billion annually because of traffic congestion.

Guardo said the construction, operation, and maintenance of a monorail maglev transit system for Davao is far cheaper than those of the Light Railway Transit (LRT) and Metro Railway Transit (MRT) in Metro Manila because of the maglev technology.

“The construction of rails for the maglev trains would only cost an estimate of P500 million per kilometer, lower than the P1.1 billion cost in LRT and MRT,” Guardo said, adding that that the government will be able to save from the maintenance of the train because it doesn’t touch the ground and runs at the speed of an average of 60 to 80 kilometers per hour.

He said the monorail maglev trains can be constructed on the center island and will have a capacity of 50 persons each train coach. Each train coach will cost about US$1.5 million.

The power requirement of Maglev trains is 50 percent lower than those of MRT and LRT which is very suitable for Davao given of Mindanao’s crisis on power.

“We already started the feasibility study for proposal in Davao City that started six months ago,” he said, adding that the people behind the technology has been experimenting it for 10 year.

As early as now, the firm has already identified three loops in the city which can be connected by the maglev train system.

“The first loop is called city loop that starts near the City

Hall all the way to major malls in the city including Gaisano Mall of Davao, Victoria Plaza, Abreeza Mall, and SM Lanang Premier then will turn right to R. Castillo, Agdao, Magsasay and back again to the City Hall.

“We estimated that the first loop will have a distance of 14 kilometer with a train station each kilometer,” he said. “The construction of 14 stations will cost an estimated

Night market take up in 2015

AVAO City’s first night market along Roxas Avenue- the Tiangge sa Katawhan Night Market-- is set to generate a revenue of almost P4 million by the end of the year, higher than the P2 million income from rentals in 2014.

“There is an increase in the collection from renters in the night market because of the stricter rental collection the city government imposes to the street vendors,” Col. Yusop Jimlani, chief of the City Demolition Unit (CDU) and Drainage Maintenance Unit of the City Mayor’s Office.

Jimlani said the City Treasurer’s Office’s collection reached P2,338,805 in the first semester of this year, higher compared to the P2,242,867 collected from January to December last year.

“As of the end of October, we already reach P3 million mark,” he said during the

weekly Kapehan sa Dabaw at SM City Annex yesterday.

More than 300 renting vendors are paying P25 per area daily which includes the space and the electricity for their light. There operation starts from 6 p.m up to 12 p.m. midnight, he said.

More than a salvage area for demolished street vendors, the Tiangge sa Katawhan Night Market also served as a developing tourist destination for both domestic and foreign tourists for almost two years since it started in January 2014.

Jimlani said the social media has helped in the promotion of the night market which started as a pilot test in Davao City to eliminate the operation of street vendors just anywhere in the city.

The Davao Gulf ban covers a total area of 3,087 square kilometer, starting from the entrance at Talagotong Point in Don Marcelino town, Davao del Sur to Cape San Agustin in Gov. Generoso, Davao Oriental.

For the second year of implementation, Idris said initial result of the three-month closed season revealed that sizes of small pelagic fishes increased from last year.

Company releases global guide to the best times for hotel deals AGODA.COM, one of the world’s leading accommodation sites and part of Nasdaq-listed Priceline Group (Nasdaq:PCLN), announced recently the results of its most recent Travel Smart study: a trip-planning calendar that helps travelers find the best hotel deals all over the world.

Based on booking data from millions of guests who used Agoda.com in 2014, the study analyzed hotel prices at 25 of the most popular tourist destinations in the world. For many destinations across the globe, the cheapest time to book hotels is in the beginning of the year.

Average room rates during the first two weeks of January were below average in 22 of the 25 markets the study looked at. Though most travelers don’t think of September and October as high season, those

months are often the most expensive months for hotel rooms.

When to find bargains depends on where you are traveling. Mid-March is a great time to visit Europe, as hotel rooms in Paris, Berlin, Rome, Amsterdam, Barcelona, Stockholm and London are as much as 20% cheaper than average.

July is considered high season in many destinations, but hotel rooms in Sydney and New York are actually cheaper than average then.

The last week in December, also considered high

season in most destinations, is also a great time to travel to Stockholm.

How much can you save? Price variations from

month to month can be significant. On average, a hotel room in Berlin, for example, costs 51% more in September compared

to January. Visit Barcelona in January and you’ll save 49% off the average room price. November through February, Istanbul hotels are about 23% cheaper than average. In June, they’re 21% more expensive.

“For many travelers, price is the most important factor in deciding when and where to go. This data can help our customers get the most out of their money,” said John Brown, Chief Operating Officer of Agoda.com.

Unfortunately, if you’re traveling to Asia on a budget, you won’t find many low season bargains. Hotel prices in Asia’s most popular destinations are consistent throughout the year and discounts aren’t too dramatic. For example,

if you’re traveling to Hong Kong, the biggest discount you’ll get is in May or June, when average prices are around 11% off.

Across the globe, the most expensive months for hotel rooms is October, when 21 of the 25 markets studied had higher than average room rates.

The study looked at booking data for 2014, but certain annual holidays, such as Chinese New Year and Ramadan, and events, such as the Milan Furniture Fair, take place on different dates each year and will affect rates.

EDITORIAL A simple solution

E

VEN if, for the sake of argument, everyone caught with a bullet or two at the Ninoy Aquino International Airport (NAIA) were truly guilty, it boggles the mind how much time and effort airport security puts in to penalize every person it catches committing the deed. After all, the bullets are useless without a firearm, and by themselves they pose little danger to planes or the final destination of the passengers. In contrast, as Senator Ralph Recto has pointed out, every single day in the country 145 people get robbed, 451 people are victimized by thieves, 28 women get raped, and 27 people are killed — mostly without police ever catching the perpetrators. And yet there they are, law enforcers and security personnel investing time and effort — at taxpayers’ expense — to catch prosecute those they catch carrying one or two bullets. It is such a skewed view and implementation of the law that the alternative and more popular opinion, that they are actually planting the bullets in order to extort money from hapless victims, makes much more sense.

And as Recto also pointed out, it is the law itself that apparently tempts airport security and rotten cops to engage in the laglag-bala scam.

a license is prision mayor or 6 to 12 years (prision mayor), — the same penalty for unlawful possession of a small firearm. This, Recto has said, “may be too harsh,” and so he has indicated a need to review and refine the law. Former national security adviser Roilo Golez has also gotten popular support for his proposal that those caught carrying bullets and any other potentially dangerous material in airports not be detained; instead, their contraband should simply be confiscated and the persons be allowed to go on their way.

Golez’s solution, however, still requires a tweak in RA 10591, and so Congress must take notice and amend it so that no one else falls victim to the scam. For as long as the strict penalty is in effect, there will always be an officer who will take advantage of the fear of the people and shake them down for some cash. There seems to be a simple solution to this, but our members of Congress are perhaps too busy with other things to take notice.

That and the fact that it’s easier to simply make noise about it, and it also gets them more media mileage — something that is extremely important these days as the 2016 election comes near. It would be a supreme tragedy if this issue becomes just another springboard to political campaigns without any real solution being given to it. The ball is actually in Congress’ court; let’s hope it does the right thing.

Dreaming the impossible dreams

ARTYLESS presidential and vice presidential dreamers Grace Poe and Chiz Escudero label their team-up “Galing at Puso” which apparently is their campaign battlecry.

The message the battlecry conveys is that they have the talents and the heart to lead 100 million Filipinos out of poverty and misery into the promised land of “milk and honey”.

There is no question the junior and sophomore senators have the puso, but sadly, it is misplaced.

Grace’s puso beats only for FPJ while that of Chiz stomps only for Heart Evangelista.

As for galing (talent and know-how) the two are super good at gimmickry.

When Chiz first made public his teamup with Grace, he revealed the name of their party as “Partido Pilipinas” and the Filipino people are its members.

UST when I thought “laglag-bala” (dropping bullet into a bag) or “tanim-bala” (planting bullet into a bag) happened only at the Ninoy Aquino International Airport (NAIA) in Manila, I was completely wrong. It also happened at the Francisco Bangoy International Airport in Davao City.

Writing for Rappler, Davao journalist Edith Caduaya wrote: “A Manila-bound passenger was arrested Friday morning, October 30, inside the Francisco Bangoy International Airport here after two live bullets were found in his baggage.”

Sixty-year-old Augusto Dagan, who’s from Quezon City, was going back to Manila via Philippine Airlines. “When his luggage passed through the first X-ray machine at the first screening area, the bullets were allegedly detected,” Caduaya reported.

The man was arrested for violation of Presidential Decree Number 1866, as amended by Republic Act 8294. “Illegal/ unlawful possession, manufacture, dealing in, acquisition or disposition of firearms, ammunition, or explosives or instruments used in the manufacture of firearms, ammunition or explosives, and imposing stiffer penalties for certain violation,” the law said.

“Laglag bala” caught the attention of many when 56-year-old Gloria Ortinez, an overseas Filipino worker bound for Hong Kong, was arrested on October 25 and prevented from leaving the country. Authorities claimed they found a bullet wrapped in red cloth inside her bag at NAIA 2.

On the same day, 30-year-old Kazunobu Sakamoto was also arrested for the same offense. The Japanese national was forced to post bail at P30,000 for the two bullets that were said to have been discovered by

lunacy.

Then came Galing at Puso.

What will Chiz come up with next? He must have more catchphrases up his sleeve. It seems that he is madly hooked to verbal hocus-pocus.

Sen. Sergio Osmena III was right in describing Chiz’s extreme liking for catchphrases as plain gimmick.

Those incidents were not the first, though.

A month earlier, a single bullet was allegedly discovered in the luggage of Henrylito D. Tacio 20-year-old Lane Michael henrytacio@gmail.com White, who visited the country for the first time.

According to White, after the bullet was found, a male security personnel proposed a ‘settlement’ fee of P30,000 and everything will be forgotten. Being a member of a missionary group, the American refused.

As a result of this alleged scam, which has gone viral, Filipinos raged. It also got the attention of international media outlets, including Time and the British Broadcasting Corporation.

In her Facebook account, multi-awarded singer and thespian Lea Salonga (of Miss Saigon distinction) wrote: “Until the authorities get to the bottom of this, I would suggest being extremely careful in travelling to the Philippines. Reportedly, airport employees are planting bullets into the luggage of unsuspecting travelers and demanding payment. Nakakahiya. Sobrang nakakahiya. Yes, folks, this is the country from which I hail -- the country that has birthed the heroic and artistic, as well as the criminal and corrupt. Right now, it’s looking like the latter is outnumbering the former.”

If you were an airline passenger, would

you put a bullet or two in your luggage? Joel Pablo Salud, editor-in-chief of Philippines Graphic, wrote: “No one in his right mind, even the most lawless, would risk smuggling a single bullet through airport security. To even assume that the public will believe it hook, line and sinker is in itself ludicrous.

“What is ironic for me is that the same airport was named after a man killed by a single bullet at the back of the head. Should it, therefore, mean something? You be the judge.

“Allowing this crime to go on unpunished--and I mean the guilty should be punished for what punishment is worth--is to put the Philippines in an extremely precarious position. I mean, I don’t mind being the laughing stock of the international community. What bothers me is the way criminals in authority have been able to turn innocent tourists into felons.”

Because of the brouhaha of “laglag bala,” my friend, Dr. Teofredo Esguerra (featured last week in EDGE Davao’s cover story) was interviewed by ABS CBN’S Zen Hernandez about some simple maneuvers to avoid being the victim of this modus.

“At the outset, the Philippine National Police does not condone to this criminal act,” Dr. Esguerra said. “We will just help each other not to be the right victim.” On how to do this, he suggested the following: 1. Plan your travel - what bags to use, clothes/jackets to wear, situation awareness during travel, emergency list at hand like your lawyer’s number, etc.

2. Act like you are not the “vulnerable” type. Increase your situation awareness.

3. Use bags with zippers. Close the zippers on different sides and if possible, lock them.

No longer bullet-proof

should be in order before he faces the people when the campaign period rolls out in February 2016.

That senseless proposal is the last thing a right-thinking citizen can expect from a prospective president.

Mar should forget that proposal. He is now the laughingstock of the nation.

Common sense is an abstract thing. It is defined simply as “native good judgment”.

Every person has it, but not everyone knows how to use it.

Common sense cannot be departmentalized, or programmed and be a subject of long-ranged or short-ranged planning, and goal-setting.

Complicated problem or situation can be readily resolved by applying common sense. It is called simplification.

Mar should be sensible enough to abandon the nonsensical idea.

5. Of you will use coat/jacket, select the ones with zipper/button/Velcro locks per pocket. Close them all the time 6. 7. If you want to buy big bags/luggage type bag, take the ones with zippers in all pockets and can be locked. If possible, plastic wrap your luggage.

Now, what if you were victimized by the “laglag bala” modus, these are the things to be done: 1. If the airport security tells you that you have a “bullet” in your bag, do not panic.

The criminals will invest in your fears.

2. If the staff asks you to open the baggage, don’t allow it. Ask for the airport police and wait for you to call your lawyer, or any legal protector to be present before anything else. Do not open your bag yourself.

3. If there is already a witness present, let the officers retrieve the bullet from your bag. Why? Because of fingerprint. If the bullet is really not yours, there will be no fingerprint of yours that will be retrieved from the fabric where the bullet has been placed or the bullet on the bullet itself.

4. Then, ask for fingerprinting in front of your lawyer and police officials.

5. If the results say that your fingerprint was not found on the bullets, file a case against them plus payment for the disturbance and lost time. They should also book your flight.

Luga said the DLPC started implementing the scheduled two-hour rotating power interruption since last October 30 during the onset of the All Souls Day and will last until November 8, Sunday.

Campers in several cemeteries visiting their dead at the height of the “Undas” made do with candles after experiencing hours of power interruption last Sunday—the third day of the scheduled power interruption.

The National Grid Corporation of the Philippines (NGCP) had implemented a Mindanao-wide grid curtailment due to the derated capacity of Pulangi and Agus Hydropower plants due to low water elevation in effect of the El Nino last October 29.

On the evening of the same day, the NGCP activated an under frequency due to the sudden interruption of AgusKibawe 138 kV Line caused by the emergency shutdown of the two plants in Agus complex. This has resulted to a power interruption in certain areas within Davao Light.

Luga explained that the DLPC has to implement a twohour rotating brownout in its franchise area because of the decrease in the power supply it get from the National Power Corporation (NPC)- Power Sector Assets and Liabilities management (PSALM) as the result of the shutting down of two major power plants in Mindanao.

Luga said the power utility is not receiving enough power supply from the National Power Corporation (NPC)- Power Sector Assets and Liabilities management (PSALM) to meet the 280 megawatt (MW) power demand in its franchise demand.

He also said that even with the power supplied by generation utilities that it has power supply contract with was not enough to meet the city’s average daily demand of 280 MW. The DLPC sources part of its power supply from the Hedcor Sibulan and Talomo, Therma Marine Inc. and Therma South Inc. together with the power generated from the Bajada Power Plant and the power saved from activating the Interruptible Load Program.

Luga said the power situation in its franchise area is expected to improve if the the water level in the Agus-Pulangi will improve and if the the Agus-Kibawe line will be operational again.

As a government corporation, Recto said MIAA remits profits to the Treasury. Last year, according to 2016 budget documents, it turned over Php1.1 billion as the dividend of the national government from its income. ”Again, this can be a source of funding for NAIA improvements. There can be two mechanisms for this: Either the MIAA can retain a portion or all of what it is supposed to remit, or the government can plow it back.

He added that the Philippines’ APEC hosting this year is well-timed with the country’s robust economic growth which can attract business leaders to expand trade and investment activities here and for economic leaders to explore stronger economic ties with the Philippines.

He also said that through APEC hosting, the Philippines can prove its potential to be one of the top 20 largest economy in the world by 2050, as projected by reputable banking companies Goldman Sachs and HSBC. “The Philippines is in a very good position in moving forward, not only from the country’s view but from financial institutions and economists also. The Philippines is in a long-term strong growth trajectory,” the DTI chief said.

“Definitely, APEC is very important because this is one of the few opportunities for our leader, for the Philippines to interact with other economic leaders... They (economic leaders) do have bilateral meetings. You hardly get that unless you will have state visit,” the official added.

The APEC Summit this year will be the sixth and last APEC meeting that will be attended by President Benigno S. Aquino III during his administration.

To provide convenient travel to APEC delegates in their visit in the Philippines, some of the major roads in Metro Manila are designated for APEC use only while many airline companies have announced flight cancellation during the AEL Week from Nov. 16 to 20 to avoid congestion at the Ninoy Aquino International Airport.

With the success of the pilot test area, Jimlani also said that his office is targeting to submit a recommendation to the city government the setting of another night market area in the city that would be probably in the Ilustre Street Extension, Bangoy to Alvarez Sts. in Magsaysay Avenue, and Bangoy St. towards the fly-over bridge in Agdao next year.

He said the night market in Ilustre Street Extension and Agdao will focus on vendors of vegetables and fruits which it will be food, accessories, used clothes in Magsaysay.

He said the office is set to recommend the setting up of a night market in Toril but the district back-out. “We are set to declare a whole barangay there to be part of a night market but some vendors did not cooperate.”

O other vehicle out there is synonymous with power and prestige as the Toyota Land Cruiser. As Toyota’s flagship SUV since 1951, the go-anywhere and do-anything quality of the Land Cruiser combined with its uncompromising mix of power and comfort has earned it diehard fans everywhere (it’s actually sold in all global Toyota markets barring three—Canada, North Korea, and South Korea). The latest iteration, the Model 200 has been around since 2007 but now sees a substantial upgrade that makes it worthy to be called an all-new model. In other words, power gets an upgrade.

“In the spirit of ‘Always Better Cars’, we are committed in constantly bringing new and exciting changes to delight our customers,” says Mr. Michinobu Sugata, President of Toyota Motor Philippines.

Reworked extensively from tip to stern, the 2016 Toyota Land Cruiser 200 features an entirely new front-end design. UBARU, known for its rally-bred sporty handling showed off a very different side at the Eco Challenge Adventure Drive: fuel efficiency. Subaru brought out their entire AWD line-up (sans the Impreza) on a fuel economy challenge that spanned more than 100 kilometers through a mix of both city and highway driving conditions.

Eight teams of two or three people were split into the WRX STI, WRX, Outback 3.6R-S, Legacy 2.5i-S, Forester XT, Forester 2.0 i-L, Subaru XV 2.0i-Premium, and Subaru XV 2.0i.

The ideal layout of the Boxer engine coupled with the Symmetrical All-Wheel Drive featuring an Active Torque Split (or Driver Controlled Center Differential for the WRX STI), means less parasitic power loss from the drivetrain to the driven wheels. In addition, Subaru’s extensive experience with this layout (continuously honed since 1972) means no other manufacturer can come close in offering an optimal combination of all-wheel drive performance, fuel economy, and efficiency.

Recently, Subaru has also invested in new engines and gearboxes to make their vehicles 10 to 20 percent more fuel efficient than before.

The Eco Challenge Adventure Drive showed that with technologies such as the Boxer Engine, Symmetrical All-Wheel Drive, and Lineartronic CVT, these new-generation Subaru vehicles provides not only confidence in any weather and terrain conditions, but surprisingly excellent fuel efficiency. UK supports PH stance on West Phil. Sea T

HE United Kingdom has expressed its support to the Philippine stand on the West Philippine Sea. This according to the British Ambassador to the Philippines Asif Ahmad during a chat with members of the Davao media last October 28 at the Marco Polo Davao.

“The UK position is very straightforward, we believe in rules-based approach to resolve issues and we support the Philippines in the

way that they want to use the process of the UNCLOS (United Nations Convention on the Laws of the Sea)” Ambassador Ahmad said.

Ahmad was in Davao City last week to visit various British investments in Davao Region.

The Permanent Court of Arbitration based in The Hague in Netherlands ruled last October 29 that they have the jurisdiction hear the case filed by the Philippines rejecting China’s claims that the West Philippine Sea dis-

pute is a matter of territorial sovereignty.

Ahmad said that the UK position is more on pursuing a rules-based approach and not on accepting whether the Philippines or China has sovereign rights over the dis-

puted features in the West Philippine Sea. China has rejected the decision of the Permanent Court of Arbitration and has said it will not be recognize the jurisdiction of the court.

Ambassador Ahmad said

that the UK will not want any escalation in the disputed maritime waters and his country will exercise its right of passage over the waters and air corridors.

“We will exercise our rights, whenever it is our

AVAO City captured a gold and a silver medal in boxing in the just-concluded 2015 Batang Pinoy Mindanao Leg last Oct. 29 at the Osita Central Elementary School in Koronadal City.

John Ednoel Prevendido of Bacaca scored a split decision against a hard-fighting Dhan Ariel Adolfo of the MP Pacman-sponsored Barangay Labangal-Gensan team in the finals of the light pinweight division for 48 kg.

28 and 30-27 in favor of Prevendido while the other judge gave it to Adolfo, 26-29.

Pacquiao relaunches Blow By Blow on TV5

LOW By Blow, the weekly boxing program which served as the breeding ground of boxing champions including 8-division world champion Manny Pacquiao, will be relaunched on Nov. with the staging of a 12-bout card in General Santos City.

The fights, composed of four 8-round, four 6-round and four 4-round bouts, will feature unknown fighters who are raring to be given the chance to prove their worth.

Pacquiao, the incumbent Saranggani Congressman, decided to relaunch the program where he made a name in boxing as he prepares to hang up his gloves and focus on his political career.

By Blow Reloaded, The Search Begins, will be held at the Lagao Gymnasium in General Santos City where the young Pacquiao started his boxing career.

The Spurs held off the Boston Celtics to give the players the most victories by a threesome in NBA history, breaking their tie with Boston’s Larry Bird, Kevin McHale and Robert Parish.

The win was San Antonio’s eighth straight over the Celtics, who refused to give up after trailing by as many as 15. Boston reduced the deficit to just four on three occasions late but could get no closer.

“I don’t think we were great tonight,” said Popovich.

“They did a good job defensively, and we didn’t react real well I don’t think.”

Mavs keep Lakers winless, Raptors, Thunder stay perfect

IRK Nowitzki scored 25 points and the Dallas Mavericks held off a late rally by the winless Los Angeles Lakers for a 103-93 victory on Sunday night (Monday in Manila).

This is the first time in franchise history the Lakers have started 0-3 in consecutive seasons. They lost their first five games last season and ended up with their worst record ever (2161).

The Mavericks opened the game with a 15-0 blitz that included two 3-pointers each by Wesley Matthews and Nowitzki — the latter has made more

3-point shots than any 7-footer in league history (1,580). The Lakers missed their first five shots before Julius Randle's dunk with 7:13 left in the first quarter.

Randle posted his second consecutive double-double with 22 points and 15 rebounds.

Kobe Bryant had 15 points on 3-of-15 shooting.

The Thunder shot 52 percent from the field, and all five Oklahoma City starters rested for the entire fourth quarter.

Danilo Gallinari and Will Barton each scored 15 points and Jameer Nelson added 13 points and seven assists for the Nuggets, who shot just 38 percent.

HEAT 109, ROCKETS 89 Hassan Whiteside had 25 points and 15 rebounds, Chris Bosh scored all 10 of his points in the fourth quarter and Miami erased a 21-point second-half deficit to beat Houston.

Dwyane Wade scored 20 points and Luol Deng added 14 for Miami, which outscored Houston 65-24 in the final 23 minutes. It was Miami's largest comeback win since a 27-point rally against Cleveland in March 2013.

Marcus Thornton scored 21 points for Houston, and James Harden had 16. The Rockets have

dropped their first three games of the season — all by exactly 20 points each.

Dwight Howard sat out to rest on the first night of a back-toback. He's expected to play when the Rockets host Oklahoma City on Monday night.

BULLS 92, MAGIC 87 Pau Gasol and Nikola Mirotic each scored 16 points and Chicago withstood a late surge from Orlando.

Chicago led by 14 at halftime and 12 after three quarters, and the Bulls appeared to be headed for an easy win. But Orlando cut the lead to two with just under

3 minutes left before Chicago's Jimmy Butler jumped to intercept a pass and squelch the comeback bid.

Then, under the Bulls' basket after a Magic rebound, Butler came up with another takeaway to again foil Orlando.

It was the third win in four games for Chicago. The Magic dropped to 0-3.

Derrick Rose is still playing with a face mask as he recovers from a broken orbital bone suffered before the start of the season. He was held scoreless in the second and third quarters and finished with just six points.
