After announcing he is not seeking the presidency next year, the clamor for Duterte to seek the country’s highest position has snowballed with people now ready to take the streets to express their support to the extremely popular local chief execu-

tive.

“More and more people are now calling for him to run. There is even a call for People Power in Manila right now. It (clamor) is snowballing,” said Peter T. Laviña, one of Duterte’s volunteers.

The event at the Quirino Grandstand in Luneta on September 15 was supposedly a simple meeting

among Duterte and three groups of taxi drivers and operators. But, when he made the announcement on Monday afternoon, the gathering is turning into one huge rally for Duterte.

Expressions of support and call to march to Luneta for Duterte flooded the social media. Word began to spread about the Quirino Grandstand event and

people have signified their interest to show up and express their support.

William “Butch” Ramirez, another one of Duterte’s volunteers, said they are eyeing to gather around one million people on September since other sectors have also signified their interest to join the rally.

The photo became an instant hit on social media since it was posted Monday night, or a few hours after Duterte made the announcement that

broke the hearts of his supporters.

The photo that was titled “SAY IT ISN’T SO, MAYOR” has now reached 102,200 people with 359 likes and 533 shares. It also drew tons of tons of comments from netizens and netted 16,500 post clicks.

HERE is hope for a puny eagle after it was rescued by a Sta. Cruz resident Monday in Sta. Cruz, Davao del Sur. Bernardo “Berny” Apal, 36, of Brgy. Sibulan, together with his two companions, rescued a helpless three-year-old Pinsker’s hawk-eagle after they found it entangled in tree roots while walking within the system of Hedcor’s Sibulan Hydropower Plant A. Berny narrated that they then rushed to ask help from Hedcor. The hydro firm quickly responded and contacted the

Philippine Eagle Foundation for proper care.

After preliminary observation, the Philippine Eagle Center Curator Anna Mae T. Sumaya confirmed its breed as a Pinsker’s hawk-eagle after it was mistakenly identified as a Philippine Eagle. She also disclosed that the eagle was unresponsive, scrawny, and its left eye was injured.

“It’s good that the eagle was immediately brought here, at least we still have enough time to help it survive unlike some people who only bring it here when it’s already in a fatal situation.

As much as possible, we want to give immediate care to these helpless birds,” Sumaya said.

The community’s swift and appropriate response underscores their crucial role in wildlife protection. Furthermore, this validates Hedcor’s Information Education Campaigns (IEC) for its Bagobo-Tagabawa host communities in Sta. Cruz.

Hedcor’s IEC includes Biodiversity Orientation, Birdshow Experience, Birds Habitat Restoration and the newly inked Wildlife Inventory and Biodiversity Assessment Project with University of the Philippines-Mindanao.

LTO: Drivers can now claim their new licenses

RIVERS can now claim their new licenses as the Land Transportation Office (LTO) 11 went full blast in its releasing process with the arrival of the new printing machine.

“We are calling those holders of temporary license to come here to claim their license,” LTO 11 assistant regional director Macario D. Gonzaga told EDGE Davao yesterday.

Gonzaga said the first batch of license issuance already started last August 25 at the LTO regional office and LTO Tagum City district office.

On September 3, the new printing machines were also delivered to the LTO 11 district offices in Digos City, Mati City and

Compostela Valley.

“They can now immediately claim their plastic card license after their transaction,” he said.

Gonzaga said in the whole region, an average of 600 clients a day went to the different licensing offices.

The LTO 11 already issued 11,034 new licenses in the Davao Region for the first batch. Of the total, 7,507 were issued by the Metro Davao Licensing Center and 3,627 by Tagum City LTO district office.

outh group Anakbayan today assailed President Noynoy Aquino for “justifying” the Lumad killings and engaging in “classic doublespeak.”

Aquino was asked about the Lumad killings in an interview with a major daily.

“Aquino’s statement is classic doublespeak which emboldens the paramilitary and military in its campaign targeting civilians. It reveals Aquino’s complicity in the militarization of communities and the murder of Lumads and activists under his military Oplan Bayanihan. Blood is clearly on Aquino’s hands,” said Vencer Crisostomo, national chairperson of Anakbayan in a statement.

He said the way Aquino responded to the query “revealed his complicity” in the militarization of communities.

“It looks like Aquino is pretending to not know about the killings. In any case, he has not issued a word of condemnation, not even a word of ‘concern,’” he said.

But, for Ateneo de Davao University (AdDU) political science professor Ramon Beleno III, Duterte’s announcement could be a politcal strategy.

Beleno said that the month of September is the most important survey month and the timing of announcement is really strong since his announcement became trending in the social media.

“He was trending last night. Although he already said no to his candidacy, his actions would state otherwise since he is still attending a lot of events especially in Luzon.” Beleno told EDGE Davao.

Beleno said Duterte might change his mind after the release of the latest survey or before the deadline of filing of certificate of candidacy.

Cotabato City gives help to fire victims

HE Cotabato City government is extending assistance to the victims of a fire that hit residential areas here at 2 a.m.

Tuesday.

Cotabato City Administrator Atty. Cynthia Guiani-Sayadi said food provisions have already been extended to about 15 families, some transient residents of Barangay Rosary Heights 1, Cotabato City.

A fire blamed by residents to a sparkling electric post gutted down at least 12 houses, some of which were boarding houses with four or five families.

Fire Senior Insp. James Ra, spokesperson of the Cotabato City Bureau of Fire Protection, said at least P2 million worth of properties and a vehicle were damaged during the fire.

Ra admitted firefighters had difficulty reaching the fire scene although it was less than a kilometer from the fire

station due to narrow roads.

"The parked vehicles made the roads even narrower," Ra said, adding that houses made of semi-concrete materials even encroached portions of the road, making it hard for huge trucks, like fire truck, to pass.

He appealed to the city planning office to impose zoning in residential areas so lives and properties will be save in case of emergency like conflagration.

"If we insisted on bringing the truck closer to the fire scene, we will be destroying gutters of houses along the road, that's how close the houses are to the vehicles' lanes," he said.

Sayadi said the city government is mulling extending financial assistance to the fire victims, especially the house owners but it needs the approval of the Cotabato City Sangguniang Panglungsod.

Poe, Legarda seek Senate inquiry into Lumad killings

ENATORS Grace Poe and Loren Legarda have filed separate resolution seeking inquiry into the alleged killing of lumads in Mindanao, with the end goal of putting an end to the harassment of all indigenous tribes.

In her Senate Resolution No. 1572, Poe said the investigation should result in “meting out the appropriate sanctions to those liable, and formulating legislative measures protecting, furthering and improving the welfare of various indigenous peoples and tribes in the Philippines.

Poe expressed alarm over reports that mem-

bers of the 36th Infantry Battalion of the Philippine Army and a paramilitary group were behind the harassment, killing, and forced evacuation of the lumads in Caraga.

Outrage over the alleged harassment came to a head last week when Emerico Samarca, executive director of the Alternative Learning Center for Agricultural and Livelihood Development, was found dead at the school, his throat slit.

Bomb-making materials of ASG recovered in Sulu

OVERNMENT forces pursuing the Abu Sayyaf Group (ASG) brigands have discovered a house used as temporary harbor site by the ASG in the hinterlands of Sulu, a top military official disclosed Wednesday.

Brig. Gen. Alan Arrojado, Joint Task Group Sulu commander, said the troops from the Army’s 32nd Infantry Battalion uncovered the harbor site around 10:30 a.m. Wednesday in Barangay Latih, Pati-

kul, Sulu.

Arrojado said the troops were scouring the area when they uncovered the “freshly abandoned” temporary harbor site “of the fleeing ASG members.”

Arrojado said the troops have recovered various medical supplies used by the wounded ASG members in the recent clash with government forces.

He said the troops also recovered bomb-making components such as blasting

caps and detonating cords, mobile phones, radio transceiver, police and military uniforms, hammock, laminated sacks and a box of dried fish.

Earlier, Arrojado said that 15 ASG members were reported to have been wounded in the August 28 heavy fighting Mount Awak, Barangay Latih, Patikul, Sulu.

He said among the wounded were ASG sub-leaders Roger Samlahun and Hatib Hajan Sawalaan.

During the fighting, the troops pounded the positions of the ASG brigands with mortar shells that forced them to scamper to different directions.

Some of the wives of the ASG brigands were monitored to have purchased medical supplies and medicines a day after the clash.

HE Department of Health (DOH) and the Commission on Population (PopCom) has chosen South Cotabato as among the pilot areas in the country for the implementation of the Responsible Parenthood Reproductive Health (RPRH) Act of 2012.

South Cotabato Governor Daisy Avance-Fuentes said Wednesday the local government is currently preparing for the implementation of various initiatives that were set under the RPRH Law or Republic Act 10354.

She said representatives from DOH and PopCom earlier launched a series of orientations in the province in prepa-

ration for the program’s rollout.

The orientations were led by DOH-PopCom’s national implementation team as well as its monitoring and evaluation technical working group led by PopCom Region 4 director Lydio Espanol.

“This is a welcome move for the province as it will help us determine whether our data, programs and services on health and population are accurate and on the right track,” the governor said in a statement.

As part of the initiative, the DOH and PopCom will initially train local implementers on various aspects of the program, especially on data appre-

ciation of the framework indicators.

It will also conduct focus group discussions with local stakeholders, specifically personnel from the provincial health, hospital, population, social welfare, planning and statistics offices.

They will also reach out to police and education personnel as well as members and officials of non-government organizations.

The key result areas of the program are maternal and neo-natal health; family planning; adolescent sexual and reproductive health; sexually transmitted infections and Human Immunodeficiency Virus/ Acquired Immune Defi-

ciency Syndrome; and, gender-based violence.

The RPRH Law, which guarantees universal access to methods of contraception, fertility control, sexual education and maternal care, was signed into law in Dec. 2012

by President Benigno S. Aquino III. The DOH issued in March 2013 the law’s implementing rules and regulations, which was cited as vital in translating the government’s Universal Health Care or Kalusugan Pangkalahatan into an operational framework “to reduce maternal deaths and improve overall reproductive health outcomes.”(PNA)

RESIDENT Benigno Aquino III on Wednesday said the completion of the 96-kilometer Island Garden City of Samal Circumferential Road next year will further boost the economy and tourism industry in Igacos.

Aquino said for the road project that has a total cost of P4.7 billion, the Department of Public Works and Highways (DPWH) has already completed 81.7 percent or 26.413 km with an allocation of P1.025 billion.

The DPWH is still con-

structing the 7.6 km of the road this year and it is targeting to finish another 5 km by next year worth P 150 million. The construction started in 2011.

“The DPWH prioritized the completion of the western part of the project because most of the resorts are located here,” Aquino said. The project will cover the three districts of the island city.

Mr. Aquino said the convergence of the Department of Tourism and for the development of roads leading to tourism destination will not only improve accessibility but also the

livelihood of the host communities.

He said a single tourist automatically translate to generation of a single employment in the community.

Meanwhile, resort and logistic owner Jean Bangayan shared during the event that the completion of road project will further increase the number of businesses as well as investments in Samal.

Bangayan also said it will further bring down the cost of goods and product and other commodities. It will also increase the productivity and income of

farmers because of easier transportation that will be provided by the project.

“Travel time here used to take more than one hour but with the partial completion of the road, it is now down to at least 15 minutes only,” Bangayan said.

Davao Region is one of the regions that received the highest allocation for TRIP worth P2 billion.

Public Works Secretary Rogelio Singson said the convergence of the two agencies has implemented a total of 10 road projects in the region.

total of 500 elementary students from seven schools of the Davao Central District planted 2,000 seedlings in a tree-planting activity at Barangay Tigatto in Buhangin District, Davao City yesterday.

The activity was organized by the Department of Education (DepEd) in part-

nership with the Mindanao Development Authority (MinDA) and Department of Environment and Natural Resources (DENR).

Dubbed the “Treevolution of the Young,” the event aims to involve schoolchildren and the youth in making the environment green again. The students planted endemic seedling like Ma-

hogany, Narra, Cacao, jackfruit, and other fruit trees.

Participating elementary schools were Teodoro Palma Gil Elementary School, Bolton Elementary School, Cesario Villa-Abrille Elementary School, Dona Pilar L.Marfori Elementary School, Kapitan Tomas Monteverde Sr. Elementary School, Magallanes Elemen-

tary School, and Wireless Elementary School.

The issue of services is a concept that is very difficult for some people to accept or understand because there are too many forms of services, about 200 in the world, she said.

Citing car manufacturing as an example, del Rosario said that during one of the presentations, it was reported that assembling a car involves 77 services, among them transport and logistics, warehousing, advertising, and maintenance service, among others.

She said the Philippines is looking into the possi-

bility that with the discussions on the opening up of services, “Filipinos might be able to capture a service that can be developed, which is uniquely part of manufacturing”.

Filipinos can venture on designing, brokerage, hospitality and manufacturing, she said.

“And we want to invite other services here so that we will learn from them.

Even education is a service.

We hope that time will come when we can allow foreign educators to teach partly in the Philippines,” she said.

that the issue of services is a big agenda and it takes 10 years to achieve because there are so many kinds of services, and the APEC has to build different roadmaps for each of them Another issue, she said, is improving the quality of growth in the region.

GRARIAN officials of the Autonomous Region in Muslim Mindanao (ARMM) recognized Agrarian Reform Beneficiaries (ARBs) in the region by highlighting success stories on agrarian reform during the first ever ARB Congress here Tuesday.

With the theme “Mga kwento ng lupa at agrikultura ay musika ng mapayapa at masagang buhay (Stories of land and agriculture are music of a peaceful and prosperous life),” the congress underscored the accomplishments of the agency headed by DARARMM Regional Secretary, Amihilda Sangcopan.

It also recognized the successful ARBs in the region.

At least 400 ARBs across the region which is composed of the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi were in attendance.

Number of unemployed Pinoys down in July 2015

HE number of unemployed Filipinos went down in July 2015 as the market continues to reflect the continued strength of the economy, but interventions in the agriculture sector must continue to protect El Niño-affected workers, according to the National Economic and Development Authority (NEDA).

The Philippine Statistics Authority (PSA) reported today that unemployment rate further eased to 6.5 percent, lower by 0.2 percentage point (ppt) from last year’s 6.7 percent.

“The favorable economic growth of the country certainly drove an encouraging response

from the labor market in July 2015. This follows a similar trend in January and April 2015 where unemployment also declined relative to 2014,” said Economic Planning Secretary Arsenio M. Balisacan.

He added that for the rest of the year, the country is at par in terms of achieving the Philippine Development Plan (PDP) target of 6.6-6.8 percent for unemployment.

The services sector, which makes up more than half of the total employed, continues to be the top jobs generator.

This is followed by the industry sector, backed by strong public and private construction.

Ingredients

Fresh asparagus, ends cut Fresh tomatoes, diced and deseeded 2 tbsp lemon juice ⅛ c fresh cilantro, chopped ⅛ c oil (olive or vegetable) Salt and pepper to taste In a baking sheet, toss asparagus and oil. Cook asparagus on a hot grill.

Wait until asparagus is slightly charred and crisp.

Set aside.

In a bowl, toss grilled asparagus, tomatoes, cilantro, oil and lemon juice in a bowl. Season to taste.

Serve chilled. Best served with eggs benedict.

Fighting chance

OT a few people were disappointed when Davao City Mayor Rodrigo R. Duterte announced in a press conference Monday afternoon that he is not running for president and is retiring from politics for good in 2016. Supporters had trooped to the Grand Men Seng Hotel that day anticipating of a declaration from Duterte that he is finally joining the presidential race next year, only to be greeted with a categorical statement from the mayor himself to count him out of the list of presidential candidates.

The whirlwind press conference that lasted only eight minutes as Duterte went straight to his point sent one lady crying unabashedly and turned happy faces into sad ones. What was earlier a jovial atmosphere inside the hotel turned into a gloomy one as Duterte stated his case and left the building in a huff, leaving behind a throng of shocked supporters still unbelieving of what they had just hear.

It is easy to understand the reaction of these supporters, who are mostly from Davao City. They have been campaigning hard for Duterte to seek the presidency, spending their own money, time,

effort and resources just to get the nod of the charismatic leader from the South. While Duterte was constantly rejecting calls for him to run, his supporters are repeatedly making their appeal and have not gone tired expressing their support to the man they say is the only one who can solve the problems of the country.

But, while they heard it straight from the mayor, these supporters have not lost hope in their quest to convince him to run for the presidency in May next year. As barangay captain Mar Masanguid, one of the staunch supporters of Duterte, clearly puts it, they are determined more than ever to send their message across. They want Duterte to run for president.

Duterte may have had valid reasons in rejecting calls for him to run. He said he has no money, his family is against the idea and that he is too old for the job at 70 years old. No one can really question his decision, although he has a penchant of listening to the people. Should he change his mind and decide to seek the highest position of the land, Duterte has a fighting chance of capturing Malacañang given his brand of governance, strong leadership and charisma.

Watch out: you may have diabetes

ou have a deadline to beat. So you work too hard. To compensate for all the energy you lost, you eat too much. Of course, you don’t have time to exercise. In addition, you don’t have enough sleep.

Occurrences like this happen all the time.

In fact, you have been doing this thing for more than two years now. So, don’t be surprised if one of these days you will acquire what Hollywood actor Tom Hanks has already -- type 2 diabetes.

As a race, Filipinos are at risk of developing type 2 diabetes, according to Dr. Araceli Panelo, board chairman of the Institute for Studies on Diabetes Foundation Inc. “The westernized Filipino diet and sedentary lifestyle contribute to the increasing prevalence of type 2 diabetes in the country,” she was quoted as saying.

Aside from the unhealthy eating habits, the risk of diabetes is also increasing among Filipinos “because we don’t walk anymore,” Dr. Panelo added.

“Diabetes is certain to be one of the most challenging health problems in the twenty-first century,” comments Dr. Daniel J. McCarty of the International Diabetes Institute based in Melbourne, Australia.

A disorder of the body’s power-supply system, diabetes is a slow-moving calamity that profoundly disturbs every cell in the body. Before probing deeper, let’s discuss first this hormone released from the pancreas called insulin.

“Insulin controls the amount of sugar in the blood,” explains The Merck Manual of Medical Information. “When a person eats or drinks, food is broken down into materials, including sugar, that the body needs to function.

“Sugar is absorbed into the bloodstream and stimulates the pancreas to produce insulin.

Insulin allows sugar to move from the blood

into the cells.

The net result of all this is that the person will spend more and more time in the bathroom to void the sugar and at the water tap to drink the much needed extra water. This is the basis

why the cardinal signs of untreated diabetes are frequent urination and great thirst. In women, the urine rich in sugar provides a good medium for fungus to grow in the vagina, hence the vaginal itching.

Oftentimes, “doctors use the full name diabetes mellitus, rather than diabetes alone, to distinguish this disorder from diabetes insipidus, a relatively rare disease that does not affect blood sugar levels,” the Merck manual states.

Actually, there are two types of diabetes.

Type 1 (formerly called insulin-dependent diabetes or juvenile-onsetdiabetes) occurs in only 10-15% of all cases and tends to occur in people under the age of 30. Onset is normally sudden and dramatic.

Type 2 (called previously as non-insulin-dependent diabetes or adult-onset diabetes) is the most common form; it accounts for about 90% of all cases. In this type, the pancreas continues to produce insulin, sometimes even at higher-than-normal levels. But the body develops resistance to the effects of insulin, so there is not enough insulin to meet the body’s needs.

There’s no invading virus or sinister bacteria to blame for this epidemic, no vaccine to ward it off or quick-fix pill to cure it. Type 2 diabetes, for instance, is a lifestyle disease – a body-fat disease. Among children, it is caused by too much television and playing computer games and too little activity.

An International Life Sciences Institute of Southeast Asia study of 1,208 Filipino urban children aged eight to ten found that on average they spent 106 minutes a day watching television, but only 30 to 37 minutes playing outdoor games.

Studies have shown that most children diagnosed of having diabetes eat too much high-calorie junk food. “Across the globe,

more people are consuming high-fat foods that are heavily processed and low in fiber,” Brussels-based International Diabetes Foundation says. “Increasingly, families are eating food prepared outside the home.”

But “diabetes doesn’t need to be a life sentence of ill health,” writes Lam Lye Ching in an article which appeared in Reader’s Digest.

“With prompt diagnosis, simple lifestyle adjustments and, if necessary, medication, people with diabetes can expect to have a long and productive life.”

Many diabetics in the Philippines, however, die “because it is already too late to remedy the situation,” deplores Dr. Ricardo Fernando, director of Institute for Studies and Diabetes Foundation.

The 2008 Philippine National Health and Nutrition Survey said the diabetes prevalence among people aged 20 years and older stands at 7.2%. Recent studies show that about 7 out of 10 Filipino adults diagnosed with type 2 diabetes are overweight and obese.

Augusto D. Litonjua, founding president of the Philippine Society of Endocrinology, says complications that arise from diabetes include blindness, heart diseases or stroke, kidney trouble, impotence, renal failure, and amputation.

“Blindness can occur 25 times more in diabetics than non-diabetics,” Dr. Litonjua says.

“They are also twice as prone to heart attacks and strokes, 17 times more prone to kidney disease, five times more prone to gangrene and about 50 percent of men with long duration of diabetes are impotent.”

Here’s a bad news for pregnant women: studies showed birth defects occur in 5-10% to women with diabetes, four times higher than in women without diabetes.

Members of the press, friends, ladies and gentlemen, good evening.

We, Ministers and high level officials of APEC economies, convened on 7-8 September 2015 in Cebu, Philippines to advance APEC’s economic reform agenda, discuss how to overcome the middle-income trap, and consider the continuation of the structural reform work program until 2020.

We welcome the participation in the meeting of Dr. Alan Bollard, Executive Director of the APEC Secretariat, and representatives from the World Bank, the Organization of Economic Co-operation and Development, the Asian Development Bank, the APEC Business Advisory Council, and the Pacific Economic Cooperation Council.

We note the uncertainty that continues to cloud the global economic scene.

Although there are signs of recovery, the residual effects of the global financial crisis are still evident in many economies, even as new forms of trade and investment protectionism are on the rise.

For this reason, we agreed in our meeting that we need a much stronger focus on promoting economic growth through structural reform.

To advance our work in the next five years until 2020, we agreed to endorse a

work program described under the five themes, and embodied in the Renewed APEC Agenda for Structural Reform or RAASR. This work program strives to stimulate balanced and sustainable growth and reduce inequality.

First, on Structural Reform and Inclusive Growth, we agree that structural reform, if implemented correctly, can provide for enhanced inclusion of hitherto underrepresented groups, firms, and regions by providing more opportunities to participate in and benefit from a growing economy. Thus we are instructing the Economic Committee to develop a policy framework on how structural reform, including those initiated by other APEC committees and working groups, can contribute to inclusive growth.

This will be accompanied by a set of indicators for evaluating inclusiveness of structural reform policies.

Second, on Structural Reform and Innovation, the APEC Economic Policy Report or AEPR on Structural Reform and Innovation will be completed, and we recommend its adoption at the APEC Ministers’ Meeting in November 2015. The impact of the AEPR’s work on structural reform and innovation will be considered for policies that are needed to address the middle income trap, and slowing growth potential in other economies.

Third, Structural Reform and Services will be one of the priorities for APEC and we have instructed the Economic Committee to raise the importance of services in the Renewed Action Agenda on Structural Reform or RAASR. The Economic Policy Report or AEPR for 2016 will also focus on structural reform and services. Furthermore, the Economic Committee will support the initiative to develop an APEC Services Cooperation Framework (ASCF).

On Tools for Structural Reform, we agreed that APEC should further advance its work on Good Regulatory Practices or GRP, and model legal instruments through, among others, the application of these instruments to improve competition outcomes within APEC economies.

We encourage efforts to promote international regulatory cooperation, the use of international legal instruments to strengthen the legal infrastructure of APEC economies, and for APEC member-economies to undertake a self-assessment of barriers to competition, including a review of current competition laws and policies, among others.

On New Directions for Structural Reform in APEC, we agreed that the initiatives begun under ANSSR ought to be continued through the RAASR. We further note that a sharpening of the focus of APEC’s structural reform

goals is needed. The RAASR’s three pillars will serve as guideposts for the nomination of concrete reform actions by economies.

Along this line, we commit to strengthening and enhancing the economic relevance and scope of individual economy action plans under the RAASR. Likewise, we agreed to using quantitative indicators to measure APEC-wide progress on structural reform and support an APEC structural reform progress report, as part of the mid-term review of RAASR in 2018 and a final review in 2020.

The RAASR (2016-2020) will be finalized based on these recommendations for consideration by Ministers in November.

On Ease of Doing Business or EoDB, we agreed with, and further recommend to APEC Economic Leaders to affirm, the new aspirational goal of a 10-percent improvement by 2018 in the existing five priority EoDB areas.

We also agreed with and endorse the APEC EoDB Action Plan 2016-2018 to APEC Economic Leaders for their consideration.

An APEC EoDB Implementation Plan will also be drafted and used, to guide capacity building over the next three years.

One of the scientific success stories of the late 20th century was the ability to predict El Niño events up to a year ahead.”

-- Michael Jarraud, secretary general of the UN World Meteorological Organization It rose out of the tropical Pacific in late 1997, bearing more energy than a million Hiroshima bombs.

By the time it had run its course eight months later, the giant El Niño of 199798 had deranged weather patterns around the world, killed an estimated 24,000 people, displaced six million and affected some 111 million. The guesstimated cost of property damage worldwide: US$34 billion.

“The 1997-98 event was a wake-up call,” Dr. Michael Glantz of the National Center for Atmospheric Research in Boulder, Colorado was quoted as saying.

“Awareness of El Niño can do to societies and economies are now high.”

No one knows precisely when El Niño first struck. Historians are dating the phenomenon at least as far back as the early 1500s, when the Spanish conquistadores entered South America amid raging storms. Some 400 years before that, there were some records of terrible sweeping through pre-Columbian communities.

Originally, Spanish fishermen named the event as “Corriente del Niño.” The word “corriente” describes the appearance of warm ocean current flowing from time to time in the eastern equatorial Pacific region along the South American coasts. The word “Niño” was traditionally associated with the birth of Baby Jesus, as it was observed around Christmas. It was used to be considered a local event along the coasts of Peru and Ecuador. Through the years, “corriente” was dropped out, leaving only “El Niño.”

According to the Global Environmental Outlook 2000, El Niños are not natural disasters but natural variations in climate. They normally occur every three to five years, lasting 6-18 months. Between El Niños, there are often periods marked by a cooling of the surface waters of the same area of the Pacific, a phenomenon called La Niña (“the girl”). The whole cycle is called the El Niño Southern Oscillation (ENSO).

The ocean current is characterized as “a mysterious, massive pond of warm, nutrient-poor seawater” which produces a periodic shift in ocean temperatures and atmospheric conditions in the tropical Pacific.

El Niño varies the surface temperature of the central eastern part of the tropical

Pacific by up to 4 degrees Centigrade, with associated changes in the wind and rainfall patterns. This condition disrupts weather around the world leading to nasty extremes.

In its August 5 advisory, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said the moderate El Niño the country is currently experiencing will intensify in the last quarter of the year.

PAGASA added that, based on leading climate models, the weather event will linger up to the first months of 2016. There are predictions that this current El Niño will be identical with what the country experienced in 1997-1998 -- or it may even be worse.

“This year’s El Niño began in March and is forecast to last about a year. Authorities in Australia have already predicted it would be ‘strong’ and ‘substantial,’” the Agence-France Presse reported.

The Philippines Recommends for Water-Saving Technologies for Rice and Other Crops, published by the Department of Science and Technology (DOST), said farmers can still vegetable crops even in times of drought and/or dry spells.

“Vegetable cropping after rice usually coincides with the dry season,” it noted.

“This crop may use residual soil moisture, supplemented by irrigation, underground supplies, or tank storage. Farmers may also take advantage of the drop in river levels to cultivate riverbanks.”

In water-scarce areas, farmers can make the most efficient use of available water. “To do this, the growers decide how much and which crops to plant, or whether to plant at all,” the book said. “However, it is unwise to plant crops that cannot be properly irrigated because there are no drought-tolerant or -resistant vegetable varieties in the market.”

The DOST publication said that irrigation and water use in vegetable farming varies with the production system and ecoregion.

“Vegetables are known as succulent products,” it explained. “In general, these consist of more than 90% water.”

As such, vegetables require good water supply for optimal productivity. “They are able to produce a crop during short periods of high moisture availability and respond well to controlled delivery of water, which enhances water use efficiency,” the book said. “On the contrary, drought conditions drastically reduce vegetable productivity.”

Here are more tips from

the book on how to grow vegetable crops when water is scarce: · Proper water management planning must consider all uses of water, from the source of irrigation water to plant water use. It is very important to differentiate between crop water requirements and irrigation or production water system requirements. · Irrigation systems are rated with respect to application efficiency, which is the fraction of water that has been applied to the irrigation system and that is available for plant use. Applied water that is not available for plant use may have been lost from the crop root zone through evaporation. · For good crop production, there is a need for an appropriate match between the soil physical properties controlling water movement and retention and the irrigation system. This affects the amount of water that can be stored in the soil after irrigation, the depth of wetting, wetting pattern, and aeration status. · The characteristics of the irrigation system, crop needs, soil properties and atmospheric conditions must all be considered to properly schedule irrigations. Poor timing or insufficient water applications can result to crop stress and reduced yields. · Various crop management practices such as mulching, using shelters, and planting in raised beds help conserve soil moisture; and prevent or reduce soil runoff, erosion, and degradation. The use of organic materials as mulch can help enhance soil fertility, structure, and other properties. · Crop selection if important where water is ex-

pected to be in short supply. Plants with shallow root system will require more frequent irrigation to maintain a healthy growth rate. Shallow-rooted plants include lettuce, pechay, onions, and most other bulb/ root/tuber crops, celery, and cabbage family plants.

Deep-rooted crops include tomato, corn, sweet potato, and melons. Those with intermediate root depth are beans, peppers, squash, and cucumbers.

On the other hand, the Philippine Rice Research Institute (PhilRice) encourages farmers to plant drought-tolerant varieties and use El Niño-ready technologies on rice production.

In a press release, it names the recommended varieties: For irrigated lowland, farmers may consider planting several early-maturing varieties such as PSB Rc10 (Pagsanjan), NSIC Rc130 (Tubigan 3) and NSIC Rc152 (Tubigan 10).

Pagsanjan matures in 106 days with a maximum yield of 7.5 tons per hectare (t/ ha). Tubigan 3 matures in

108 days with a maximum yield of 7.6vt/ha while Tubigan 10 matures in 109 days with a maximum yield of 8.7vt/ha.

Farmers may also plant NSIC Rc134 (Tubigan 4), an early-maturing variety (107 days) with a maximum yield of 9.8vt/ha and NSIC Rc160 (Tubigan 14) also an early-maturing variety (107 days) with a maximum yield of 8.2 t/ha.

For rainfed lowland, farmers may choose from NSIC Rc192 (Sahod Ulan 1), PSB Rc14 (Rio Grande), and PSB Rc68 (Sacobia). Sahod Ulan 1 matures in 106 days with a maximum yield of 5.5

t/ha. Rio Grande matures in 110 days with a maximum yield of 6.1 t/ha. Sacobia matures in 116 days with a maximum yield of 4.4 t/ ha. These varieties are also known for their drought-tolerant properties preferable in areas where El Niño is expected to hit worst.

Drought-tolerant varieties for the uplands include PSB Rc80 (Pasig), PSB Rc9 (Apo), and NSIC Rc23 (Katihan 1). Pasig can yield up to 8.7 t/ha and matures in 112 days. Apo matures in 119 days with a maximum yield of 5.6 t/ha while Katihan 1 matures in 108 days with a maximum yield of 7.6 t/ha.

OCAUE, Bulacan – Neil Etheridge owned up to his early error that put the Philippines on the back foot early on the way to a disappointing 5-1 loss to Uzbekistan in their World Cup Qualifying match on Tuesday night.

The Azkals starting goalkeeper conceded the opening goal 48 seconds into the match when Odil Akhmedov’s shot from

outside the box slipped past his hands and between his legs that stunned the crowd and sparked the rout.

“It’s an individual mistake that happens as a goalkeeper and happens as football players,” the 6-foot-3 Etheridge admitted after the game.

But the 25-year-old net-minder, who started ahead of Roland Muller and Patrick Deyto, took

the blunder in stride.

“It doesn’t affect me and I’ll move on and become stronger for it,” the 25-year-old booter said.

Etheridge, though, admitted the stunning goal gave the 76thranked Uzbeks the psychological edge the rest of the way.

“It’s always an uphill struggle once you go one-nil behind and such so early in the game,” he

said. “They’re a fantastic team. We have to hold our hands up.”

“But do I believe they are four goals better than us? I don’t believe they are,” Etheridge, who plays his club football for third-tier English side Walsall, was quick to add.

“But at the same time, everything they hit seemed to go in and they were having those days.”

ACD wins twin titles in DACS hoops A SSUMPTION College of Davao completed a cage double in the 2015 Davao Association of Colleges and Schools held over the weekend at the University of the Immaculate Conception Gym. The souped up Warriors first took the secondary boys title with a close 68-58 win over Ateneo de Davao University.

ERENA Williams kept her bid for a calendar-year Grand Slam intact by outslugging older sister Venus 6-2 1-6 6-3 in a power-packed quarter-final at the U.S. Open on Tuesday.

Serena entered the match with a 15-11 head-to-head advantage over Venus but the high number of losses to her 35-year-old sibling represente d the most posted by any opponent against the w o r l d number one, who knew she was in for a tough fight.

The 33-year-old top seed, winner of 21 grand slam singles titles, took charge of the opening set by securing service breaks in the fifth and seventh games of a match that felt like a heavyweight title bout after a brilliant start by Venus.

However, Venus looked more like the player who has claimed seven grand slam singles titles in the second set, unleashing her power and drawing groundstroke errors from Serena for two service breaks that sent the match to a third set.

Serena seized control early in the decider and rode the momentum to the finish in

her quest to join Maureen Connolly (1953), Margaret Court (1970) and Steffi Graf (1988) as the only women to win Wimbledon and the Australian, French and U.S. Opens in the same season.

GREAT MOMENT The sisters exchanged a warm hug at the end of the 98-minute battle and Serena was asked about their embrace in the middle of the massive Arthur Ashe Stadium court in an on-court interview.

“It’s a really great moment,” Serena said.

“She’s the toughest player I ever played in my life and the best person I know.

“So it’s going against your best friend and at the same time going against the greatest competitor for me in women’s tennis, so it was really difficult today.”

Serena, who belted 12 aces and unleashed 14 winners off her blistering two-handed backhand, said once the match started, she forgot about sibling connections.

“When I’m playing her, I don’t think of her as my sister, because she’s playing so well, hitting big serves and running a lot of balls down,” Serena said.

“When you’re in the moment you don’t really think about it. We trained all our lives to be on this court...”

Before Serena was able to take control of the opening set, she had to contend with a barrage of huge serves and forehands from her big sister. The three-times defending U.S. Open champion said it needed a mighty effort to hang on for the win.

“Holding serve in the third set was all I could do. She came out hitting so hard, just blasting every shot. I was on defence a lot,” she said of her 23rd-ranked sister.

HE Philippine national men’s basketball team’s lineup for the 2015 FIBA Asia Championship was released on Tuesday night, with the selected 12 players having the task to bring the country to its first Olympic appearance in 44 years.

Leading Gilas Pilipinas are naturalized star Andray Blatche and veteran campaigners Jayson Castro, Ranidel De Ocampo, Gabe Norwood, Marc Pingris, Asi Taulava, Sonny Thoss and Dondon Hontiveros.

Also joining the squad are FIBA-Asia

first-timers Terrence Romeo, Calvin Abueva, Matt Ganuelas-Rosser and JC Intal.

Those who did not make the cut are Gary David, Troy Rosario, Jimmy Alapag, Aldrech Ramos and Fil-Am NBA player Jordan Clarkson whose schedule with the Los Angeles Lakers came in conflict with that of FIBA Asia.

The FIBA Asia tournament is slated from September 23 to October 3 in Changsha, China. Gilas Pilipinas is aiming to win the crown to book a prestigious spot in the 2016 Rio Olympics.
