TF Davao Alert status begins August 1

ull security alert status will be implemented by the Task Force Davao (TFD) beginning August 1 as preparations shift to high gear in the upcoming Kadayawan Festival on August 7 to August 17.

“This is to secure the safety of all people who will be participating the event”,TFD commander Macairog S. Alberto said during the Hermes Club Insulares Forum at Waterfront Insular Hotel yesyerday.

“TFD continues to be on the full alert status kasi maraming activities na nangyayari sa Davao City aside sa upcoming festival,” he said.

Alberto said earlier that all 300 personnel of the TFD will be deployed in all public places were activities will be hold

during the almost month-long celebration.

He also said that the unmanned aerial vehicles or drones of the task force will be used to monitor different areas in the city especially those that are within the five-kilometer radius.

Aside from the existing personnel from TFD, Alberto said that 10th Infantry Division will also augment personnel to secure the city while it is on celebration The commander said they are closely coordinating with the Davao City Police Office to secure the city safe from any terrorist activity that may happen during the festivity.

S an early measure to address the imminent tight power supply in 2015, Department of Energy headed by Secretary Carlos Jericho l. Petilla calls for smooth and preventive measures to secure the country from a possible power situation in the summer months of 2015.

This possible scenario has prompted Secretary Petilla to recommend to the President to invoke Section 71 of the Electric Power Industry reform Act of 2001 (EPI-

rA-2001) granting the head of state, emergency powers, to resolve the power situation in 2015.

President signs ‘Lemon Law’ A

FTEr more than twelve years of long and arduous legislation, President Benigno S. Aquino has finally signed the landmark lemon law as republic Act No. 10642 on July 15, 2014. Initially filed by former representative Manuel “Way Kurat” Zamora during the 13th Congress, the bill was shepherded and seen through the legislative mill by his successor and daughter, rep. Maria Carmen Zamora of the 1st District, Compostela Valley Province during the 15th and 16th Congresses.

“We thank the President for supporting and signing this lemon law, as it comes at a time when we truly need to raise the ante for consumer protection,” said rep. Maria Carmen Zamora. “Our colleagues have long supported the lemon law since it was first put forth, and we thank the leadership, our colleagues in the Senate and in the House for having one voice in passing the lemon law,” she further added. under r.A. The act also upholds Rep. Zamora s avowal of consumer protection as state policy, and especially by reconciling the determination of reasonable allowance for use (rAFu) in balancing consumer vis-à-vis manufacturer s rights.

The rAFu is the amount deducted from the value of the non-conforming (lemon) vehicle in cases where it will be replaced or refunded.

During the bicameral conference deliberations, rep Zamora lobbied that Sec. 9 of the proposed law is to state that the rAFu value will be “whichever is lower”, on the argument that this is more in keeping with the intention and the policy behind the proposal. She opined that the rAFu deduction should be weighed in favor of the consumer, to be consistent with the law’s policy.

Karlo wants safety, health program set up at job sites

IrST district rep. Karlo Alexei Nograles is pushing the establishment of an Occupational Safety and Health program with his proposed House Bill 4594 or the “The Construction Industry Act” aimed at protecting workers from hazards and risks in the workplace.

Nograles expressed concern that numerous occupational hazards and risks continuously emerge in the workplace with the introduction of new technologies, materials, and substances.

“A high rate of work site accidents may likely occur if no suitable measures or interventions are in place to prevent related accidents and injuries,” he said in a press release.

According to

Nograles, the construction industry employs a large number of workers.

He said the growth rate of the construction is expected to double by 2015 in anticipation of hundreds of billions worth of infrastructure projects to come in with a number of public-private partnerships programs being pushed by the government.

Nograles said the bill would require the construction companies to form their respective construction safety and health committee which will effectively plan, develop, oversee and monitor the implementation of safety and health program.

He suggested that the committee be composed of the project manager, construction safety offi-

cer, construction safety officer representing each constructor, physician, nurse, certified first-aider, and dentist and workers representatives.

The proposed bill will also require companies to provide each employee personal protective equipment (PPE) free of charge for eyes, face, hands and feet, lifeline, safety belt, harness and protective shields whenever necessary.

Other provisions under the bill require the general constructor to provide qualified occupational health personnel within the work site complemented with the required medical supplies, equipment and facilities based on the total number of workers on site; Posting of construc-

tion safety signages and devices in prominent positions at strategic locations, understandable to all to warn the workers and the public of hazards in the workplace; provide a worker’s welfare facilities, such as adequate supply of safety drinking water, sanitary and washing facilities, suitable living accommodation, as may be applicable; and separate sanitary, washing and sleeping facilities for men and women worker. under the penalty clause, Nograles wants construction companies to face a jail term of four to six years, a fine ranging from P100,000 to P500,000, cancellation of permit to operate for violating any provision of the proposed act.

DPWH implements tracking portal in Northern Mindanao

HE Department of Public Works and Highways (DPWH) in Northern Mindanao announced on Wednesday the activation of a web-based portal in the region to make all projects available to the public online.

Eric Tolentino, head of the DPWH Information Management Service, said that the web-based portal activates the “Online Document Tracking System” which answers inquiries regarding business related document processing with the DPWH. He said that the contractors, suppliers, consultants and other financial transactions would simply open the DPWH portal where they could get real-time responses about business related and document requirements when transacting with the DPWH. Tolentino said that stakeholders may effortlessly check the status of their documents processing from just about anywhere, anytime, any place and any device.

The public will just have to log on to www.dpwh.gov. ph/dots, click on "Search here," then enter pertinent information, including the tracking system transaction code.

He said that the system will then provide the latest status of the transaction, including the routing, current processing stage, date and time received and sent by the processing offices, and target dates of completion on each process.

The new system would be time and cost-efficient to monitor the processing, since instead of travelling to the DPWH offices, one could now check the works progress in the comfort of homes and offices, Tolentino said.

He said that DPWH Secretary rogelio Singson has ordered the development of the DPWH web-based portal online tracking system to address bureaucratic delays, and transparency by allowing the DPWH transaction documents available online to the public. (PNA)

Deep infirmity in society

VISION OF gOOD gOVErNANCE – In the eyes of average Filipinos, most if not all elected officials achieved so much less than what they promised to fulfill during the campaign sorties especially in the early stage of their political career.

This is the so-called typical transition period – a political get-to-know with the people. But many people, including me, have been very unpleasantly surprised at how they failed the masses in their expectations after almost four years in office.

A deep sense of disappointment has replaced the promises of good life and better future they made during the campaign season. But what can one official do during his or her first term and what does it mean to the elected officials the rewarding stage all about? Well, it’s simply a political ploy chiefly designed to present one’s vision of leadership. It is an avenue where an elected politician has to enumerate his or her future socio-economic and political agendas.

Much will revolve around their actions and decisions during the triumphant period and within that time people will have an idea whether these officials are really worth their trust and deserved to be where they now belong. By embarking on an image-enhancing strategy, elective officials should improve the people’s perception of government bureaucrats – especially among the younger generation. They must also be reminded that they should be responsible to their constituents, and are committed to achieving their sworn duties while they are in power.

By doing so, they stand to gain political mileage notably among the large middle-class electorate who are unhappy with their previous political leaders. In order to be credible and desirable, they have to be different in leadership style and managerial prowess. What are the challenges facing the current elected officials and

how can they cope with such challenges? Of course, it’s not only during the early stages, but the rest of their terms.

There are lots of things to do reflecting services to the people and it cannot be done either in a one six-term or full three-term period.

Most importantly, they have to envision a proud, motivated and productive people living in peace and quiet and in rhythm with the environment. They must also put some logic into our socio-economic policies. Metro Manila and the other bustling and sprawling cities like Davao City are already drowned in density therefore they must see to it that the provinces should be given attention. There is a very deep infirmity in a society where foraging for garbage is more desirable than going home to the province to start a new life.

Moreover, elective officials really have to change their ways. There is no way we can become a strong nation or a respected race if our leaders do not include the moral and spiritual regeneration along with economic progress. They should be the role models and must encourage the people to go back to old school values because they are correct. A vision of good governance should be sincere, credible and relevant. It is also of utmost importance for elective officials to promote agricultural development and spread growth into the areas where many of our poor are.

Our quick jump to industrialization has not improved the lot of our people, instead they are getting poorer. Therefore, they

should act that we would go into massive rural development. The macro-economic benefits are plenty and they should initiate moves that would help spread growth in the rural communities. A prosperous, peaceful, inclusive and democratic society can be achieved through massive farm modernization.

It’s very critical at this time to talk about corruption, so degrading to discuss the culture of venality. Do our present public officials know the best strategy to fight corruption in all government levels?

At least they should have the knowledge that corruption can be eliminated and there are ways, unless of course, if they want instant fame and fortune while they are in power and join the ranks of dishonest government officials. Corruption is a big problem because it has been institutionalized.

Many thick-faced elective officials believe it is a way of living and has become one big business, tax-free. One glaring example is the shameful PDAF and DAP fund anomalies enmeshing some lawmakers and the President’s trusted men.

This is precisely the reason why many of our politicians want to cling on to power for dear life as if there is no life after the government.

The people should demand more from their political leaders who in turn should give up their prerogatives, perks, privileges and absolute power. The people’s need actually is quite basic. All they want is a clean government managed by credible and reputable officials - a government that collects taxes properly and spends money wisely and thoughtfully.

What they need is a government system that promotes transparency and openness. And this can only be done by way of choosing trustworthy, reliable and capable officials in the upcoming 2016 presidential elections.

What’s happening to our country?

ur society is now in turmoil, addled by unprecedented irregularities committed at the very top levels of politics and government.

The immediate culprits are the corruption attending congressional pork barrel (PDAF) allowances and the cavalier disbursement by Malacañang of funds across forbidden borders of our bureaucracy (DAP).

All that has happened obviously can be traced to the terribly wrong judgment of the electorate—elevating flawed personalities, morally-challenged grandstanders, and characters of superficial or dubious quality to highly sensitive and responsible positions having to do with the public trust.

None of the irregularities would be happening if the electorate were more discriminating and fastidious about vetting the background and character of the candidates they elected. Their failure to exercise prudence or due diligence is punishing our society. They have got us stuck with screen characters, stuntmen, playboys, coup plotters, and assorted irrelevancy. ***** The numerous cases that have surfaced are now being brought to their paces before lady Justice, but it is clear that we are facing a national crisis of confidence.

Our politicos, individually and collectively, as are our political institutions, are on trial. Our people are angry and fed up with corruption, venality, and irre-

Where all this will lead is anybody’s guess, but it is creating a serious dent on our self-respect and sense of national honor. It is exacerbated by the absence of earnest effort to pinpoint responsibility and punish the guilty.

Is the leadership so paralyzed that nothing of major significance is being undertaken to stem the erosion of faith and confidence except the usual dissembling, stonewalling, and thick-faced disavowals of wrongdoing?

Meanwhile, graft and corruption and bad governance remain undisturbed on all levels of the system. Violations of the local government code, of various regulations and ordinances continue unabated. ***** The slogan, Matuwid na daan, is being scoffed at by scofflaws; unable to make a difference except as trumpeted in mass media and headlined in self-gratuitous claims on front pages.

Things just aren’t working out! The president’s bosses are unhappy and restive, impatient for substance and an earnest of good intentions.

It is made even worse as we look around and see the red menace called

the NPA and blood-thirsty marauders called the BIFF deal death and destruction to helpless communities. It’s beginning to look like they have the territory to themselves, hitting targets at will!

This is all very distracting to ordinary citizens already preoccupied with the mundane demands of keeping body and soul together while rearing children and families. ***** One can’t help feeling how these days must be a happy time for the trapos. The people are effectively distracted by the unending teleserye of corruption and plunder, while in-between they have to surmount the challenge of crazy price spirals in their daily trips to the market.

People can scarcely pay attention to anything else! So the local trapos are able to do pretty much as they like, manipulating the community, controlling projects, deploying vote-getting services, spending budgets. With no one watching, let alone supervising them, they have total control!

It won’t be a surprise when the elections come around, they’ll simply round up the neighborhoods, scoop up the “goodwill” they’ve amassed, and translate same into votes.

And when their term expires, or after they’ve had their fill, they’ll simply pass on the power and the privilege to their clones, cronies, or dynastic heirs. *****

Young and gone WAYWARD AND FANCIFUL

T was exactly four years ago today and the debate was on about sex education – how to teach it when and where and by whom. It all seems so trivial now.

No respite. On the airwaves, on evening news broadcasts, and on the pulpit, churchmen were sanctimoniously drowning out rational discussion on the matter. They harangued so much and so strong, the audience had long tuned it out.

The more sober were effectively scared into silence by the prospect of their souls burning in hell forever.

Or maybe they were more worried about their prospects in the upcoming elections. How indeed would they fare when churchmen had them in their sights as godless and immoral?

In my classroom, I had learned years ago to treat the matter of adolescent sexual behavior with much objectivity. Yes, indeed, let’s talk about sex. Just don’t get too excited though. You could be under 18 and I’ll run afoul of the law meant to protect impressionable minds from getting seduced or corrupted by someone in authority. That’s me – the teacher, the adult, the surrogate parent. I’ll forgive you if you forget that because you’re young.

Me? I don’t forget I am the authority. Not for a moment.

So it was unsettling to find my class taken over by this young man who thought he had the license to educate my class on matters that – obviously – the teacher only comprehended in the abstract. So unsettling in fact that I couldn’t sleep that night until I wrote an opinion piece and sent it to MindaViews (You may google “Brotherly love” + “gail ilagan”).

The young man overshared, and for a while I let him. I looked at his classmates and I saw that they wanted to hear what he dared to say. They weren’t taking in the information as a matter of disingenuous novelty. like psychology majors that they were who were about to graduate and escape my clutches, they responded with sincere curiosity about the behavior of cruising and trawling Planet romeo and all manner of self-presentation of male cyberidentity that young men can do while cloaked in naughty anonymity.

This was what the electronic keyboard could do. This was a new dimension to digital behavior then emerging in the Internet age. And as it turned out, it got the class curious enough that two thesis papers investigated by that batch looked at adolescent risky behaviors and attitudes on sex education.

All right then. let’s maybe hold discussing the latest statistics on the consequences of going bareback. Time enough later.

That was so four years ago.

Tonight, four years ago seemed like a lifetime ago.

The City Council last Tuesday passed a resolution asking the Business Bureau to revoke the business permit of Dalisay’s outfit Manic Nightnings Productions for committing violations under the 2005 Davao City revenue Code.

“T

HE animals are generally held in low esteem,” wrote Dr. Jose rizal in 1903. Sadly, this observation of the country’s national hero still holds true even today.

Statistics from the Department of Agriculture have shown that the Philippine sheep population in 1903 totaled 30,428. In 1935, it grew to 140,041 head, but went down drastically to 26,000 head years later.

What’s the reason for the underdevelopment of the sheep industry in the Philippines despite the animal’s enormous economic potential?

“Sheep as a commodity had very low priority as far as research and development were concerned,” explained Dr. Patricio Faylon, when he was still the director of the livestock research Division of the Philippine Council for Agriculture, Forestry and Natural resources research and Development (PCArrD), a line agency of the Department of Science and Technology.

In the Philippines, sheep has a long history. It was introduced here during the Spanish era. In fact, the sheep we call “native” today is really the Spanish Merino brought to the country by the Spaniards during the galleon Trade between Mexico and the Philippines.

Sheep raising became quite popular by

the mid-1930s. But due to the breeders’ lack of knowledge on the scientific rearing of the sheep, the health of the country’s stock deteriorated and population dwindled steadily. Animal experts are urging Filipinos to raise more sheep. It’s a better animal to raise than goat, they claim.

Aside from the “native sheep,” other breeds of sheep raised in the country include the crosses of Shropsire, Southdowners, Poll Dorset, rambouillet and Suffolk. In recent years, Barbados Black Belly sheep were introduced into the country by religious missions and international civic organizations. The latter has been observed to be adaptable to the Philippine conditions. unlike goats, which are browsing animals, sheep are grazers that like to feed on short grass.

Sheep are extremely hard animals that can survive with little or no care.

Newborn lambs, for instance, do not need any human intervention to survive. The only care practiced by some sheep farmers on the newborn is to apply tincture of iodine on their navel to prevent infection of the umbilical cord.

Sheep has been found to be more resistant to parasites, both internal and external, and respiratory diseases than goats. They can, in addition, better stand inclement weather, including

typhoons. Sheep, even those with a low dressing percentage, can produce more meat than goats.

“Since mutton (the sheep of the meat) can replace beef, carabeef, or pork in the Filipino diet, sheep production on a granted scale at the backyard level by millions of small farmers could help meet the people’s increasing need for quality meat and meat products,” said roy C. Alimoane, the current director of Mindanao Baptist rural life Center (MBrlC).

Sheep raising is a sound alternative source of income, employment, and nutrition for small farmers, according to Alimoane, especially when farm size in the country is shrinking.

Aside from meat, sheep can also provide skins and hides for the country’s leather industry, which currently imports a substantial portion of its raw material requirements. “raising sheep has excellent potential in the Philippines,” Alimoane said and cited a study of sheep raising conducted by the university of the Philippines at los Baños.

The study, he said, shows that the indifference of Filipinos to sheep raising is due mainly to lack of a marketing system and appropriate technology.

Sheep can be raised under plantation crops like coconut, coffee, and orchard among others.

must be at least three years old before sheep are brought into the farm.

Experts are not recommending using sheep as weeders in black pepper farms since the animals have been found to relish the crop.

Sheep can also be raised together with cattle. There’s one problem though: both livestock will compete for the same forage. raising goats and sheep together is not advisable since both animals can pass on to each other parasite, which are common to both animals.

Among the common parasites are coccidian, stomach fluke, tapeworms, nematodes, and lice and ticks.

Sheep are ruminants, that is, they have a multiple-compartment stomach containing microbes that are able to digest forages (grasses, legumes,

or shrubs). Sheep can survive solely on forage without grain supplementation, provided there is forage of sufficient quality and quantity. generally, sheep get most of their nutritional needs from the following: silage, grains, and pasture.

Silage is a succulent variety of fodder for sheep. It is composed mainly of plant material from corn, oats and others and kept in a silo covered by plastic. Its moisture content is high and a good source nutrient for your sheep. The lactic acid that builds up during its production serves as a preservative for your stock supply. grains are used for supplemental nutrition in the whole diet plan of your sheep herd. Corn, soybean as well as oat, sorghum and wheat are

used extensively for grain feeding. As a meal replacement each type of grain has its nutritional value at the top of the chain are corns and soybean. To help you choose which grain is best for you try to figure in the costs of each grain choice and from there you can make an assessment.

Pasture is the main and staple source of food for your sheep. Having a good supply of pasture in fact is enough to meet the needs of your sheep with respect to their nutritional requirements. The ideal pasture would be composed of leafy vegetation no more than six inches tall.

All these available food sources should be supplemented with minerals and salts so that your sheep flock will have better performance in late pregnancy.

Tagum to distribute food packs to 2,080 households By: Tagum City Information Office

I

N time for the monthlong celebration of ramadan that will conclude through the celebration of Eid’l Fit’r next week, the City government of Tagum led by Mayor Allan l. rellon is making rounds in Muslim communities to distribute food packs to approximately 2,080 households across the city.

No less than Mayor rellon personally spearheaded the week-long distribution of the said food assistance to various Muslim Communities in the Barangays of Pagsabangan, Mankilam, Magugpo South, Magugpo East, Pandapan, Nueva Fuerza, Magugpo West, Magugpo Poblacion, San Miguel, Canocotan, Bincungan, Busaon, Apokon, Visayan Village, liboganon, San Isidro and Madaum.

Each food pack consists of rice, flour and coffee.

The week-long distribution kicked off last July 21, 2014 and will conclude on Friday, July 25.

This is the second year that the rellon Administration handed out food packs to Muslim communities in Tagum, as part of the local government’s solidarity as they celebrate the Holy Month of ramadan.

This is also an opportune time for the local chief executive to know firsthand the plights and needs of their respective communities, as Mayor rellon also met with local leaders, datu and imams during the week-long activity.

This is in line with Mayor rellon’s EAglE WINgS governance agenda, specifically on social services and that of cultural development through the protection, preservation, recognition and promotion of the city’s cultural communities, of which the Muslim Community is part of.

MVP relied on event organizer’s track record

lDT chairman Manuel V. Pangilinan explained Wednesday that PlDT relied on the solid track record of the events promoter in dealing with the NBA for the preparations of the ‘last Home Stand’ charity event, after several activities were cancelled over the last-minute objections by NBA.

Pangilinan, who apologized late Tuesday to the public over the fiasco while appealing to Filipinos to keep supporting gilas Pilipinas, reacted to a statement by NBA: “under the terms of the NBA’s Collective Bargaining Agreement, players are allowed to participate in offseason basketball games or exhibitions

when requirements for those events are met, including ensuring that appropriate safeguards be in place, and the promoter seeks the proper exemptions from the NBA and the player’s team,” the NBA said in the statement.

“The promoter of this proposed event, EastWest Private llC, was

informed of this process several months ago but did not take the required steps.”

Pangilinan said that PlDT relied on the track record of promoter EastWest, which was responsible for bringing the Kobe Bryant-led contingent of NBA players to the Philippines during the NBA lockout in 2011.

East-West dealt with the task of communicating with the players and the NBA for this event.

“When you get down to the details, what are the relevant conditions which a player or a promoter like East-West must comply with in order to secure, I think more importantly, is the approval of the NBA,” Pangilinan said.

“We don’t know that.

Maybe, we should have known. Maybe we should have exercised more due diligence in terms of what those conditions are.”

“We relied on the track record in staging the 2011 event. And so we relied on them, maybe not quite as diligently as we should have, in bringing the players here.”

From the four new additions to gilas’ 16man pool, lee is the most logical choice to step into the spot vacated by Fonacier, who on Wednesday took himself out of consideration for the two overseas tournaments citing an assortment of injuries.

Also, the six-foot rain or Shine guard made quite a splash in

his international debut for gilas, becoming the leading scorer aside from providing the lategame heroics that enabled the national team to pull off an 80-79 win over host China in the battle for third place in the Fiba Asia Cup last week in Wuhan.

Aside from lee, the other members of the pool not on the team that placed second to Iran in last year’s Fiba Asia championships in Manila - and subsequently punched a ticket to the World Cup - are Jared Dillinger, Jay Washington, and Beau Belga.

From the four, it is obviously lee who can fill Fonacier’s shoes

and at the same time bring a new dimension to gilas’ backcourt because of his ability to play the point guard position.

After seeing the trend from the response of netizens after Fonacier’s withdrawal, we tossed the question to reyes: Is lee now a cinch for gilas’ World Cup team?

“Nope,” came the quick response from reyes.
