Yesterday, a lady barangay captain who is also a former Davao City councilor demanded public apology from Dalisay and another person asso-

ciated with the former for scathing posts against her and the city’s Women’s Code on social media.

Lawyer Angela Librado-Trinidad, Barangay Captain of Matina Crossing, asked for public apology from Dalisay for the thread on her deleted Facebook status calling

the city council members as hypocrites. Librado-Trinidad also cited a certain Paul Poot who dished out personal attack against Librado in the same post.

“Because of your malicious and fabricated statement, I demand that you recant and issue an

apology the soonest time possible. As you already know, I have secured a copy of your post, thanks to all my lawyer friends , who kindly sent me copies ,” Librado-Trinidad stated in her Facebook page and tagged to media friends.

Danao denies mauling TFD man

AvAo City Police office (DCPo) chief Sr. Supt. vicente C. Danao Jr. denied his role in the alleged mauling of Talomo Police Station detainee Task Force DavaoSpecial Civilian Active Auxiliary (TFD- SCAA) member Floriano “Floc” Cuizon last July 11.

“Let us put it this way, kung ako ang gifile-an ng frustrated homicide and carnapping, basig sobra pa sa mauling ang akong isulti kay Danao,” the chief said in an interview with reporters at his office at DCPo yesterday.

Danao said that Cuison, or the family of the

suspect is just diverting the attention of the public because of the weight of the case filed against the TFD officer.

“Ibig sabihin you will do everything para masalba ka sa kaso diba,” Danao added who is referring to Cuison now detained at Talomo Police Station while waiting for the court verdict.

Lita D. Cuison, mother of the suspect filed a blotter report before the Talomo Police Station last July 16 at around 8 :20 a.m. The report said that Danao mauled Cuison last July 11 at around 11 p.m.

“Mahihirapan din kami pag hindi magsasalita yung mother at si (Floriano )Cuizion, ”ChR-11 officer-in-charge lawyer Junitte Rose F. Barroquillo told reporters in an interview yesterday.

Baroquillo asked the mother to appear in their office so that they will immediately start with the investigation.

Last July 16, Lita D. Cuizon, of Barangay Malagos, Baguio District, Davao City, mother of

Cuizon, personally appeared in Talomo Police Station at 8:20 a.m. to report the mauling incident that happened on July 11 at around 11 p.m.

Barroquillo said that they are about to start the initial investigation on the alleged mauling of Cuizon allegedly perpetrated by Danao has not yet started since they do not have the data. She said that they assigned an investigator to probe on the incident. “our attention was called through the media regarding this allegation against Danao, ” Barroquillo said.

She said that their office will conduct an investigation if the perpetrator came from the government offices.

Paquibato IPs not included in pilot testing, won’t receive cash grant

AMILIeS of indigenous people (IPs) in Paquibato District cannot avail the cash grant program of Department of Social Welfare and Development 11 until the end of the year despite a request from Davao City councilor Danilo Dayanghirang.

DSWD 11 regional director Pricilla Razon said that IP communities in Paquibato were not included in the pilot testing of the agency’s modified conditional cash grant program that started last month in Marilog District where 5,000 IP families will receive cash grants from DSWD. earlier, the City Coun-

cil of Davao thru Councilor Dayanghirang passed a resolution requesting the inclusion of IPs in the 4Ps program of DSWD 11.

“As much we want to respond to Dayanghirang, it wouldn’t be soon that we are expanding so that we can cater the district of Paquibato District,” Razon said, adding that only one barangay is allowed for the pilot testing.

Quitain urged yesterday.

“This should be a wake-up call for our personnel to monitor more closely,” Quitain stressed pertaining on the misdeclaration of the controversial event organizer Katrina Mae N. Dalisay.

Quitain said based on the documents submitted to him, during the first event dubbed as ‘Carte Blanche’ at the Crocodile Park Concert Grounds last November 16, 2013, Dalisay’s representative declared only 500 tickets to be sold at P1000. But, it

was later found that they sold 500 tickets at P1000 and 500 at P500.

“This indicates that the organizer of the event was not candid with the information verbally given was that only 500 tickets,” Quitain said. he said that the city only collected a total of P37,500 worth of amusement tax from the declared tickets at P5 each ticket.

Quitain said that on the second event “Christmas event,” held last December 20, 2013 at Ranchos Palos verdes, there were no problem found as all the documents were in order.

“But, I am disturbed with third event which was held under the name

Manic Nightnings Productions which was held March 15, 2014,” Quitain said. he said that it was found that during the day of the event, the organizer sold 215 general admission tickets at P500 each. They also sold 335 pre-selling vIP tickets at P1000 each and they also sold 60 vIP walk-in tickets at P1,500.

Quitain said that Dalisay earlier declared prior to the event that 1000 tickets would be sold at P500 each which were registered in CTo Talomo district. he said that they paid the P25,000 bond based on the decalaration of 1000 at P500 would be sold.he said that the orga-

nizer sold more than 500 tickets which has a total amount of P535,500.

“The authority granted Madame Dalisay is only to sell 1000 tickets at P500 per ticket because that is what she requested,” he said. he said that she only paid the P25,000 performance bond but it still insufficient if it will be based on the acutal total amount tickets sold. “if you are going to use the value of the tickets actually during the event sold the performance bond could not be less than P26,500, ” Quitain stressed.

total of P4.32 billion has been allocated for the rehabilitation and upgrading of the Agus-Pulangi Power Plant Complexes located in Bukidnon and Lanao del Norte. Agus 1, 2, 6, and Pulangi 4 are currently undergoing repair and enhancement.

The rehabilitation project is expected to be completed in 2016.

Based on a summary update by the Mindanao Power Monitoring Committee (MPMC), P1.72 billion has been allocated for upgrading the combined rated capacity of Agus 1 and 2 with a total of 260MW. It was used to enhance the combined

generating capacity of the hydro power plant by 40MW without causing flood that could damage nearby communities.

For Agus 6, an allocation of P2.6 billion has been approved for the replacement of the plant components of units 1 and 2. Generation output is expected to increase by 19MW and the units’ economic life will be extended for 30 years.

NPC also plans to propose a project worth P495 million for the rehabilitation of Unit 4 of Agus 6.

This will enhance the generating capacity with an additional 15MW. The Guangxi hydro electric Construction Bu-

reau has been appointed by the Power Sector Assets and Liabilities Management Corporation (PSALM) to lead this project. The project is now in the design and initial planning phase.

For Pulangi 4, an allocation of P265 million is currently being proposed by the National Power Corporation (NPC) to PSALM. The budget will be utilized for selective dredging to address the siltation issue and increase generating output.

Concurrently, PSALM is evaluating the viability of the project for funding.

NPC is still required to provide more information regarding the proposed

project.

Another proposal by the NPC is the installation of hydromatrix or hybrid integrated turbine generator assembly for the enhancing of Pulangi 4. An additional generation of 16MW to the 250MW output of Pulangi 4 is expected. PSALM has referred this proposal to the Department of energy (Doe).

According to Romeo M. Montenegro, Mindanao Development Authority (Minda) director of investment promotions and public affairs, the power output will increase once the Agus-Pulangi Power Plant Complexes is fully rehabilitated and upgraded.

“Dati kasi hanggang 14 years old lang ang program pero we are extending it to 15 to 18 years old because of the new K to 12 education system. This is to ensure na masking isa man lang sa family may

makakatapos ng highschool,” Department of SocialWelfare and Development 11 regional director Pricilla N. Razon said in an interview last Wednesday.

Razon said that they have validated the 85,000 of the first batch for the extended program. The region was allocated with more than P5 billion for the extended program.

“This is much higher

Supersonic missile downed MH17, photos suggest N eW photographic evidence of the wreckage of Malaysia Airlines flight Mh17 suggests that a Soviet-era supersonic missile most likely took down the Boeing 777 jetliner over Ukraine last week.

Photos published by the New York Times yesterday (July 21) offer a close-up view of debris from the plane crash, with pieces of the commercial jet riddled with small holes that experts say were likely caused by high-velocity shrapnel from an SA-11 missile.

Commonly known as a Buk missile in Russia, the SA-11 is a surface-to-air (SAM) weapon designed

to launch from the ground and destroy flying targets, such as incoming missiles, aircraft and smartbombs. But unlike “hit to kill” missiles that crash into their targets and explode, the SA-11 is a fragmentation warhead that explodes before it makes contact with its target. hOW FRAgMENTATION WARhEADS WORK SA-11 missiles are medium-range missiles, guided by radar on the ground in their early stage of flight. But when an SA11 approaches its target, it switches to an onboard radar system, known as a radar proximity fuse. This feature allows the missile to determine the appropriate distance from its target at which to detonate, said Ian Williams, Director of Advocacy for

the Missile Defense Advocacy Alliance in Alexandria, virginia.

When it does detonate, the missile spews a cloud of shrapnel toward its intended target. With a lethal range that extends approximately 56 feet (17 meters), any aircraft in the missile’s path is unlikely to survive the blast, Williams told Live Science in an email.

“Any aircraft in that radius will likely suffer fuselage breaches. Its engines will be destroyed, and it will typically get ripped to pieces,” Williams said.

The SA-11 missile is about 18 feet (5.5 m) long, 1.3 feet (0.4 m) wide, and weighs about

1,430 pounds (650 kilograms). The warhead can travel up to three times the speed of sound. A Buk launcher can fire these missiles up to 72,000 feet (22,000 m), but the weapons can also be used to hit closer targets. “[The SA-11] has a minimum range of about 30 meters [98 feet],” Williams said “This means it can engage pretty much any type of aircraft, including high-altitude, fixed-wing aircraft and lower-flying helicopters.”

When it was hit, the Malaysia Airlines plane was well within range of an SA-11, flying at a normal cruising altitude of 33,000 feet (10,000 m).

Last week, the Pentagon’s press secretary Rear Adm. John Kirby told reporters that the U.S. Department of Defense believes an SA-11 missile was responsible for the Malaysia Airlines crash.

While the Pentagon has not been able to confirm whether pro-Russian rebels in Ukraine actually possess a Buk missile system, Kirby said the U.S. is not ruling out the possibility that they do.

Such missiles were reportedly used by pro-Russian rebels to shoot down a Ukrainian cargo plane and fighter jet in the days leading up to the July 17 crash, according to CBS News.

Expect rice prices to stabilize by August

he Department of Agriculture (DA) and the National Food Authority (NFA) Re-

gion XI expects the prices of NFA rice to decrease and stabilize by August in time for the second

harvest season.

“We expect the rice production to double during the harvest season of August to December. We will be able to supply the market demand by then,” he said.

According to edgar Bentulan, NFA regional director, they make sure there is no shortage of NFA rice during the lean season because they aim to serve the people in need of this basic commodity. They are also flooding the market with NFA rice to prevent rice prices from increasing.

“There are alot of people who look for more affordable options, especially the unfortunate,”

he said.

NFA XI is currently allocating a maximum of 300 bags weekly for every NFA rice outlet in the region to make sure that the supply doesn’t run out. They also encourage rice outlet operators in public markets to stay open the whole day to make NFA rice available for the public at all times.

NFA XI currently has a total of 800,000 bags of NFA rice, 600,000 of these bags will be allocated for Davao City.

“There is nothing to worry about, the supply is still enough to cater the needs of the city,” Bentulan said.

NFA rice prices range from P27 to P32. A single consumer can purchase a maximum of 5 kilos of NFA rice per day.

NFA Davao covers Davao City and the Island Garden City of Samal (Igacos). They have 56 accredited outlets inside public markets and 66 outlets in different barangays.

50 leaders and human resource enablers from eAGA-member countries.

“We cannot stress enough the significant contributions of a skilled and globally competitive human resource in economic development, and we hope to facilitate open exchanges of ideas on how to further strengthen the TveT sector in BIMP-eAGA during this forum,” said TveT Forum organizer Joji Ilagan-Bian, who is also the founding chair of the Mindanao TveT Association.

Bian added that a new and strengthened collaboration among BIMP-eA-

GA’s TveT leaders will further expand the employment opportunities for Mindanao and Palawan’s TveT graduates.

he Monetary Board (MB) placed the Rural Bank of oroquieta (Misamis occidental), Inc. under the receivership of the Philippine Deposit Insurance Corporation (PDIC) by virtue of MB Resolution No. 1143 dated July 21, 2014.

Coke, TESDA inks agreement on sari-sari store improvement

he Coca-Cola Philippines and Technical education and Skills Development Authority (TeSDA) signed yesterday (July 21) at Big 8 Corporate hotel the Memorandum of Agreement for the implementation of Sari-Sari Store Training and Access to Resources (STAR) program in the province.

Atty. Adel Tamano, vice president for public affairs and communications of Coca-Cola Far east Limited, revealed that Davao del Norte is the 26th recipient of the STAR program in the country.

Atty. Tamano said that in partnership with TeSDA, the program helps women retailers overcome the barriers they face to succeed in their businesses by providing them access to business skills and life traning; access to business resources and assets; and access to peer mentoring support. he added that they targeted the women since they are the pillars of the community. “Basta matatag at healthy ‘yong sektor ng kababaihan, matatag din ‘yong komunidad,” he said.

Tamano said that the STAR program aims to empower 5 million women in the whole world by 2020, in which the Philippines will contribute 200,000 women.

“Since 2012, we have a total of 21,150 women sari-sari store and food stall owners, who graduated in our program,” he said.

Tamano also said that the program will not give materials such as cool-

er or refrigerator to the recipients, instead it will give them the knowledge to sustain their business.

“The real empowerment is not by giving them the coolers or other materials from the company, instead, we will give them the knowledge and skills to make them succeed in their own business,” he added.

Tamano disclosed that according to their data on their previous trainees, the average income of the sari-sari store owners grew up to 40%.

Regional Director Gaspar Gayona of the TeSDA-XI said that the program will create leader-workers not follower-workers.

“The program will improve their business skills as this will change their perspective in journeying towards their success,” Gayona said.

For Davao del Norte, the STAR program enrolled 1,000 sari-sari store owners, who are members of the Tagum City Council of Women, Inc (TCCWI).

Alma Uy, chairperson and president of the TCCWI, said that she heard and read about the STAR program and since then, expressed her eagerness to the Coca-Cola management to bring to Davao del Norte.

May Ann Casinto, one of the STAR trainers, said that aside from gender sensitivity program, the program will teach the women in managing a business, simple bookkeeping, basic customer service and even inventory management. (PIA 11, Michael L Uy)

T

he Coral Triangle Initiative, founded in 2009, is composed of six countries, namely: Indonesia, Malaysia, the Philippines, Papua New Guinea, Solomon Islands, and Timor Liste.

Covering 5.7 kilometers of oceans and coast, it is considered the epicenter of marine biodiversity as it is home to an incredible 76 percent of the world’s coral reef fish species.

Among the six members, the Philippines leads as one of the most devastated country in terms of coral reef destruction.

“Poor coral cover is found in 40 percent of the country’s reefs, while areas with excellent cover have steadily declined to less than 5 percent from 2000 to 2004,” deplored Director Theresa Mundita-Lim of the Biodiversity Management Bureau.

Lim said that the country’s remaining coral reefs are under threat from overfishing, destructive fishing practices, unsustainable coastal development, sedimentation, and pollution. “In 2002, overfishing was considered the largest threat (about 40 percent) to cor-

al reefs in the Philippines, followed by destructive fishing practices (approximately 36 percent),” she pointed out.

A report released by the Washington-based World Resources Institute (WRI) has agreed with Lim’s observation. “overfishing and destructive fishing are the greatest threats, affecting 98 percent of reefs,” said Reefs at Risk Revisited in the Coral Triangle.

The report, authored

by Lauretta Burke, Kathleen Reytar, Mark Spalding, and Allison Perry, said that destructive fishing methods alone – referring to dynamite and cyanide fishing – account for nearly 70 percent of the coral reef destruction.

Decades of dynamite fishing, for instance, have wiped out many of the reefs and fish populations, according to the United States Agency for International Development. “Numbers of fish caught have plummeted over the last years,” the agency said.

The rapid growth of population living in coastal areas exacerbated the problem. “The growth

has amplified the threats, comprising food security and socioeconomic stability in coastal areas,” Lim deplored.

More than 60 percent of the country’s total population live in coastal areas. “Increasing population is a serious concern,” Lim said, adding that it “could lead to the overexploitation of coastal and marine resources.”

The Philippines is located at the northern tip of the Coral Triangle. Consisting of 7,100 islands, it has around 26,000 square kilometers of coral reef area, which represents 9 percent of the global total. It is considered the second largest in Southeast Asia – after Indonesia’s. of the 500 species of corals found in the Philippines, 12 of them are considered endemic.

“The country’s reefs yield 5 to 37 tons of fish per square kilometer, making them very important to the productivity of fisheries,” the WRI report said.

The fisheries sector provides employment to about one million people, including fishers, middle-

men, traders, fish processors, and those involved in fish transport. “Fish is still the major source of protein for Filipinos, accounting for 70 percent of the total animal protein intake and 30 percent of the total protein intake,” Lim said.

Despite the economic importance of coral reefs, they are continuously being destroyed at alarming rate. Aside from those mentioned earlier, other causes of the decimation of coral reefs, according to the WRI report are: coastal development (threatens 60 percent of reefs), and watershed-based pollution (also 60 percent), marine-based pollution (6 percent).

Coral reefs are one of the most productive and biologically rich ecosystems on earth. They extend across about 250,000 square kilometers of the ocean – less than one-tenth of one percent of the marine environment – yet they may be home to 25 percent of all known marine species.

“About 4,000 coral reef-associated fish spe-

cies and 800 species of reef-building corals have been described to date, though these numbers are dwarfed by the great diversity of other marine species associated with coral reefs, including sponges, urchins, crustaceans, mollusks, and many more,” notes Reefs at Risk.

“The Philippines has 22,500 square kilometers of coral reef area, which represents 9 percent of the global total, making it the country with the third-largest reef area in the world (after Australia and Indonesia),” Reefs at Risk reports.

“All major reef types are present in the Philippines; most are fringing reefs along the coastlines, as well as some area of barrier, atoll, and patch reefs,” says the Washington-based World Resources Institute. In addition, the country is home to 464 species of hard corals.

But it’s not only coral reefs that are being threatened in the country. over 75 percent of mangroves have disappeared since 1920. The Philippines is home to 42

mangrove species, representing 18 families, according to Lim. Sixteen species of seagrasses inhabit the country’s 978 square kilometers of seagrass beds. “In spite of the ecological and economic value of seagrasses, between 30 to 50 percent of the country’s seagrass beds have been lost due to industrial development, ports, and recreation in the last 50 years,” Lim decried.

Currently, an estimated 50 million Filipinos are now dependent on “the coastal ecosystem.”

The PAWB head described the Philippines as “one of the 34 biodiversity hotspots in the world.”

“This recognition highlights the urgent need for marine biodiversity conservation,” she urged. “While considerable gains have been made, challenges remain as a result of increasing population and growing urban and rural development. If these ecosystems are damaged beyond restoration, these would have profound consequences for Philippine society.” -- ###

e said it before, we will say it again. Think before you post. Look before you like.

Rantings on social media do not go unnoticed. In fact, they’re the ones that get immediate attention. And for that matter, people want to rave and rant on social media. Afterall, that’s the very purpose of it all. For how else in the world would someone post ill feelings without expecting others to read them and comment on them?

So when Kat Dalisay, once known as Davao’s party-maker, posted a rant on Facebook calling the City Council members as hypocrites and criticizing certain provisions of the Women’s Code, she probably didn’t realize what she was in. She failed to calculate what the post will generate beyond her predetermined extent. Perhaps, only as far as her friends will come to her rescue. Too myopic it was. The world of social media is seamless and she failed to appreciate the bounds of her rant.

in a web of controversy much complicated than the changing colors from all that dancing lights in her rave parties. The noise it has generated perhaps more ear-splitting than the electronic dance music spun by her stable of disc jockeys.

For ranting at the Women’s Code, she instead got the bitter end of the pole when she was found to have violated the Tax Code twice in her previous events. her excuse turned out to be as lame as it could get.

She said she is not familiar with the tax laws. Too bad.

It’s not too cool for Kat not to know. Just as everyone of us are equally treated and similarly situated, ignorance of the law excuses no one. Ignorantia legis non excusat.

Add to that, dura lex sed lex. The law may be hard but it is still the law.

Yes, democracy has gifted us with freedom of expression. But even that is not absolute.

Let us tell you again. Think before you post. Look before you like.

URKY PoLITICAL BACKWASh – Upon assuming the presidency President Benigno Aquino III promised to shake up the country’s political and business establishments, but midway thought his term his leadership has been beset by incomparable financial scandals embroiling some senior lawmakers and his trusted men. Now his political enemies and activist groups are trying to turn him out of office through impeachment measures. opposition die-hards and critics severely accused the President of trying to conceal the mishandling of the Disbursement Acceleration Program (DAP) funds, which the Supreme Court recently declared unconstitutional. Most damaging for the President was the DAP financial mess that implicated one of his trusted men, which caused his trust and performance ratings to plunge below 50% and sparked the first hint by the opposition and militant bloc that they might move to impeach the man at bat.

True to their threat, not just one but three impeachment moves have been filed and submitted to Congress by different grumbling groups. Never before in the country’s history had a President been facing an impeachment complaint. When news of impeachment came through, President Aquino and his bunch of political advisers and think-tanks remain unfazed. It

would be easy to conclude that they are quite confident the impeachment push will never prosper.

Some political analysts and thoughtful observers say the political enemies felt they had to impeach the President to prevent the ruling party coalition from sweeping the upcoming 2016 presidential elections. This was perhaps their “final gamble,” other experts explain. What else could the opposition diehards and various progressive groups do? have they forgotten that an impeachment process is a numbers game – a game of chicken?

Under the present situation political experts including the detained lawmakers implicated in the Priority Development Assistance Fund (PDAF) scandal have made direct comments expressing doubts about the chances of the impeachment move.

They say given the President’s much-vaunted reform agenda and direct approach to voters he still carry wide popular public support. Moreover, Congress is being domi-

True leaders don’t monopolize power, turning politics into a family enterprise, alternating leadership between him, his wife, and his children, then using the community’s wealth to buy the support and loyalty of the rabble who know no better. That’s greed, not leadership.

True leaders encourage and train others to become leaders, not just family members, providing opportunities for the talented and the promising to prosper and rise.

A successful impeachment measure, as matter of fact, will kill off the presidency and the Philippines eventually becomes the poster country for government dysfunction. But that’s far from realism considering that government think-tanks and many lawmakers expressed confidence that the pretext for impeachment was too thin to legally stand. President Aquino promised to make waves upon assuming the presidency. he’s done that, but now he must avoid being swamped by murky political backwash.

CANDID PoLITICAL ShoTS – What the electorate warns about is the likelihood of current Tv ads in the guise of commercial presentation becoming a pulpit for self-promotion and aggrandizement by probable political pretenders eyeing different national positions in the upcoming 2016 presidential elections.

Poll watchdogs and thoughtful observers expressed alarm at this undue advantage which may be abused to advance their personal and political interests. There’s a violated sense of ethics and propriety in this early “political posturing,” whichever way one looks at it.

True leader of misleader?

T’S still two years till the next election but the political season is already heating up. It is brought on by no other than the compleat post-Martial Law politico, the trapo par excellence of Makati, vice President Jejomar Binay.

After founding a dynasty to rule that city for longer than anyone cares, Jojobama—as ex-senator Rene Sagisag likes to call him—has his heart on the top leadership of our land. And he makes no bones about his Napoleonic ambition.

In fact, he’s declaring it emphatically by forming a new party to serve as his election vehicle. he figures that the United Nationalist Alliance (UNA)—which he heads along with Juan Ponce enrile and Joseph estrada—isn’t good enough for him.

Creating a new party means that his previous affiliations were simply a matter of convenience, to be discarded when no longer useful. After all this is the age of disposables whether of products, principles, parties, or programs. And anyway UNA didn’t seem to mean much to the triumvirate, just an expression of an obsession to be number one (UNA!) in every way that feeds their vanity and ambition.

It’s still unclear though if these birds of the same feather will fly together, since enrile is now a jailbird and Jinggoy—who had expected to be running mate—is likewise a jailbird for plunder. ***** Jojobama is the quintessential opportunist. During Martial Law he associated himself with the civil rights cause, tagging along with street parliamentarians on occ sion, and latched on to Cory and the yellow forces like amor seco.

It paid off handsomely. It got him appointed lord of Makati and never blinked for a moment lest control should slip through his fingers.

Meanwhile he’s having a free ride with PNoy and the Liberals, hanging on to a cabinet position while taking potshots at

tion and a smooth takeover by a new generation after their term. They do not keep others from becoming leaders, nor abuse power by monopolizing it, or establish a dynasty to keep the power secure as an heirloom to be passed on to other members of the family.

True leaders are statesmen, visionary, inspiring, empowering. Those who merely pretend to be these are not leaders but misleaders! ***** Misleaders manipulate the community, control its politics, and exploit its economy. They coddle capitalists and chambers of commerce and turn them into cheering squads, influence peddlers, spectators, or beggars of political favors.

Although their constituents (voters) are the primary stakeholders of government, misleaders dominate them, mute their voices, and hold them at bay, powerless.

Misleaders call the people “Boss” but treat them like cattle, milking cows.

They are vain, selfish, and greedy without limits.

Well-meaning citizens who dare to challenge misleaders may not match their iron determination and deadly intent—as was the case in the Ampatuan massacre. But they should take heart and be resolute, not be easily intimidated, and be mindful that they are sovereign citizens with a righteous cause. history has shown that no power except the Almighty’s is more compelling than an assertive brand of citizen sovereignty.

resid e n t Benigno Aquino III continues to miss – or more appropriately perhaps, ignore – the whole point of the Supreme Court decision declaring the Disbursement Acceleration Program unconstitutional. This showed in his televised addressed Monday night, when he expectedly played up the supposed economic gains from the DAP and dodged the main basis of the high court’s ruling that nullified the program.

The issue is not mainly about intentions. It is all about whether the Palace had played by the rules as defined by the Constitution, whether Aquino – and an emerging Rasputin named Budget Secretary Florencio Abad – had stayed within the limits of their authority as prescribed by the principle of separation of powers. Repeatedly citing Section 39 of the Administrative Code of 1987 as the legal basis of DAP is of no use in that the DAP funds were not really savings as the Palace would insist.

Besides, no law can prevail over the Constitution.

What is more disgusting is that Aquino openly defied the Supreme Court, questioning the wisdom of its decision. Sounding more of a dictator than a reformer, he warned the whole thing might become personal and a “gridlock” could ensue if the high court did not reverse the ruling.

Maybe it was the conviction of former Chief Justice Renato Corona that emboldened Aquino to speak arrogantly to the Supreme Court. Maybe he still is harboring angst over its decision upholding the distribution of hacienda Luisita lands to its tenants and workers. Whatever the motive was, his speech left a bad aftertaste. his were not the words of a statesman but of a senorito whose feudalistic ego has been bruised by the collective pronouncement of magistrates he considers to be a species below his class. his statements betrayed an aversion to process and propriety, never mind decency and delicadeza. Louis XIv is dead, long live Louis XIv, he of the “I am the State” fame or notoriety, whichever suits your political flavor.

Aquino tried to justify his open contempt for constitutional standards with his own brand of noble impatience. Reforms can’t wait, the needs of the people can’t wait, so damn the processes that only impede the unstoppable journey for national deliverance along the “daang matuwid”. he ended his speech by likening the DAP to a man who is forced to park in a wrong place along the road so that he could save in time another man from death or injury. “Prudence dictates that you check your data first, Mr. Paul Poot because your inaccuracies can not only unmake you, it can cause your incarceration. had you asked me first through a private message, I would have supplied you with the correct data,” Librado-Trinidad said.

“I value their freedom of expression. But not when people misquote, misdeclare or conjure facts to suit their own personal and political agenda. I understand your passion about parties and i respect that,” she added.

She said Poot twisted facts about her and the lavapalooza event to show “his infatuation with skimpy clothes or decadence, in general.”

Poot also lambasted the Women’s Code of Davao which bars indecent exposure by women in public events and functions.

“I doubly detest the way you hid behind the thread of Ms. Dalisay and not challenge me to a discourse outright.

I am tempted to accuse you of being a coward for not calling my attention outright but I am immediately reminded of my father’s wisdom on this,” she said.

Librado-Trinidad said that she will also hold Dalisay responsible with the post since it will affect her and her children.

“I understand that liking a post is not pun-

ishable under the anti cybercrime law. But for what effect it could possibly have on my children, for liking a post so irresponsibly written, I hold you responsible” Librado-Trinidad said pertaining to Dalisay.

L i b r a d o -T r i n i d a d plans to file formal charges but she has refused to give details as of this posting.

Dalisay earlier appeared before the Davao City Council on Tuesday and apologized for her comments. She admitted not having paid some taxes in previous events but claimed she does not know it was required of her.

The City Council has passed a resolution recommending the cancellation of Dalisay’s business permit for her Manic Nightnings events business.

There’s no place of incident in the blotter report but there has been speculation that the mauling incident happened inside the precinct cell of the Talomo Police Station.

This speculation was not confirmed by elements of the station.

Cuison was arrested last July 9 after victim 22-year-old victim Din Mark Jhone Campos Sios-e positively identified him as the one who shoot him on the night of July at Sitio San Pedro, Catalunan Grande in this

city. Cuison is also identified by separate witnesses as the one involved in another carnapping with homicide case on Km 8, Matina Pangi, Davao City last June 30. on the other hand, Police Regional office 11 director Wency G Rosario said in a separate interview that he cannot give his comment on the alleged mauling incident because he’s still waiting for the result of investigation conducted by Commission on human Rights 11.

IMPOTENCE: THE SPIRIT IS WILLING BUT THE FLESH IS WEAK By gERRy T. ESTRERA

S

URe, it’s a night you’ll never forget - for all the wrong reasons.

It had been a busy week. You’d been attending meeting here and there and so you went home tired and went straight to the bed. Finally, all the meetings were done and you were going to make it up to your beautiful wife tonight.

For a start, you brought her favorite red roses. For her part, she uncorked the wine you always drink. After dinner, when you took the phone off the hook, she slipped behind you, kissing your neck in that way of hers that always drives you crazy. everything seemed to unfold according to plan. But all of a sudden, something is wrong. A certain part of your anatomy – the most crucial part – is not cooperating. And that left you to wonder: what in heck is going on? Is this going to happen the next time?

“A shattering, terrifying experience for the male ego” – that’s how Drs. Mike and Joyce Grace, authors of A Joyful Meeting: Sexuality in Marriage, describe impotence. “It’s a feeling, not a rational reaction,” the couple explains. “The degree and intensity of this feeling appears absurd to everyone except the poor fellow who is impotent. But to him it’s very real. Failure here can produce a deep and abiding fear of repeated failure.

“So instead of being relaxed and joyous, sexual intimacy becomes a series of demands, a time of testing – full of fears and misgivings,” the two authors continue. “Instead of an erection being an automatic reaction, it becomes a job, something he must work to produce – and he’s not at all sure that he can produce. The more he worries, the worse it gets. The

harder he tries, the softer it gets. Finally, he just lies there and spins his wheels, bites the pillow, and curses himself to sleep.”

In the Philippines, impotence affects the lives of more Filipino men and their partners than we dare to admit. Also called erectile dysfunction (eD) in medical parlance, impotence is a condition in which a man is unable to attain an erect penis that is rigid enough for sexual penetration or sexual satisfaction. Impotence should not be confused with premature ejaculation, loss of libido, or absence of orgasm; in all of these cases, satisfactory erection may be obtained.

Impotence can occur at any age, although it’s more common in older men. “erectile dysfunction becomes more common with age but is not part of the normal aging process,” notes The Merck Manual of Medical Information. “About half of men 65 years or age and threefourths of men 80 years of age have erectile dysfunction.”

In the past, impotence was a taboo subject, but attitudes are changing. Today, more and more men are seeking help, particularly as large segments of the population age. In addition, physicians now have a better understanding of causes of impotence.

“If men are honest, every one of them will tell you they’ve sustained an impotence episode at one time in their lives,” says Dr. Neil Baum, director of the New orleans chapter of the Male Infertility Clinic and an assistant professor of urology at Tulane University School of Medicine. “Not every incident is a ten.” “eD can range from mild to severe,” informs the Merck manual. “A man with mild eD may occasionally achieve a full

erection, but more often he achieves an erection that is inadequate for penetration. he may frequently be unable to achieve an erection at all. A man with severe eD is rarely able to achieve an erection.”

Science tells us that when a man becomes sexually aroused, his penis normally increases in size, becoming erect and rigid, enabling sexual penetration. An average penis is between three inches and four inches long; when it is erect it increases in length to between five inches and about seven inches.

Medical books say an erection occurs when the penis fills with blood. An erect penis contains six or seven times the blood volume of a flaccid penis. During erection, the rate of blood flow into the penis is greater than the rate at which the blood drains out, which leads to an accumulation of blood within the cavernous spaces of the organ.

There are various causes of impotence. The most common psychological factors contributing to impotence are stress in a man’s life or difficulties in his sexual relationships. For example, if a man has suddenly lost his job, his feeling of failure may lead to temporary impotence. It is possible to tell if the cause of a man’s impotence is solely psychological; if he still experiences normal erections during the time he is sleeping, there is unlikely to be any physical reason for his impotence when conscious.

“Psychological causes are more common in younger men,” the Merck manual notes. “Any new stressful situation, such as a change of sex partners or problems with relationships or at work, can also contribute.”

Drugs that doctors may have prescribed might be

at the root of the problem. Drug-induced impotence is most common in men over 50. “Many drugs can interfere with the ability to achieve an erection,” the Merck manual points out. “Drugs that commonly cause eD include antihypertensives, antidepressants, some sedatives, cimetidine, digoxin, lithium, and antipsychotics.”

Dr. Richard e. Berger, author of BioPotency: A Guide to Sexual Success, considers recreational drugs like cocaine, marijuana, opiates, heroin, morphine, amphetamines, and barbiturates as “sex troublemakers.”

Alcohol and cigarettes also decrease sexual drive. Alcohol, a nervous-system depressant, inhibits reflexes, creating a state that is opposite of arousal. Nicotine found in tobacco can be a blood vessel constrictor. A study showed that inhalation of cigarette smoke “blocks erection by inhibiting the smooth muscle relaxation of the erectile tissue” other causes of impotence have to do with physical conditions, disease, or trauma. Chronic diseases of the lungs, liver, kidneys, heart, nerves, arteries, or veins can lead to impotence. Atherosclerosis, or “hardening of the arteries,” can also prevent adequate blood from entering the penis. In some men, low levels of hormone testosterone may cause impotence. Men suffering from diabetes are most likely to develop impotence.

Impotence may also result from an injury to the pelvic area or spine. Surgery, such as that done for cancer of the prostate, bladder or rectum, can also result in impotence.

Treatments for impotence were described in the literature of the ancient egyptians, Greeks, and Romans. Modern treatment

of impotence takes into account both the physical and psychological causes of the condition. Many impotent men have been affected originally by a purely physical problem, but by the time they seek treatment, their condition is complicated by psychological factors.

So, what are you do personally to keep erection problems at bay? The Doctors Book of home Remedies shares the following tips: Give yourself time. “As a man gets older, it may take a longer period of genital stimulation to get an erection,” says Dr. Baum. “For men aged 18 to 20, an erection may take a few seconds. In your 30s and 40s, it may take a minute or two. But if a 60-yearold doesn’t get an erection after a minute or two, that doesn’t mean he’s impotent. It just takes longer.”

Try it standing up. If your trouble is maintaining an erection, then the problem is likely due to insufficient blood flow – either getting the blood into the penis or keeping it there. “Certain sexual positions can help men who suffer from decreased blood flow,” says Dr. J. Francois eid, director of the erectile Dysfunction Unit at the New York hospital-Cornell Medical Center in New York. “Try having sex standing up, because standing facilitates blood flow.” hash it out. “Impotence often occurs when men hold in negative feelings – anger, stress, frustration, irritation, or hurt,” writes Dr. Alvin Baraff, author of Men Talk: how Men Really Feel about Women, Sex, Relationships and Themselves. he encourages men to tell more, especially to their partners. “holding in negative feelings toward their partner is often the culprit in

impotence.”

Relax. Being in a relaxed frame of mind is crucial. “Your nervous system operates in two modes,” explains Dr. Baum. “When the sympathetic nerve network is dominant, your body is literally ‘on alert.’ Adrenal hormones prepare you to fight or take flight. Nerves shuttle your blood away from your digestive system and penis and into your muscles.”

A person can turn on his sympathetic nervous system just by being too anxious. “For some men, the fear of failure is so overwhelming that it floods the body with norepinephrine, an adrenal hormone,” Dr. Baum says. “That’s the opposite of what you need to have an erection.” eat low-fat diet. “Plaque from a bad diet and sedentary lifestyle can line the walls of the arteries in and to your penis, reducing blood flow and causing impotence,” says Dr. Mark Cline, a psychologist at the Male health Center in Dallas, Texas. “Lose weight if you need to, exercise regularly, and control your cholesterol and triglyceride levels,” suggests Dr. Sheldon Burman, founder of the Male Sexual Dysfunction Institute in Chicago, “and the amount of blood flow in your penis’s arteries can increase for better erections.”

Don’t exercise right before sex. Along with diet, regular exercise is part of a healthy lifestyle that can prevent or remedy impotence – as long as you don’t work out right before sex. “Whenever you exercise, the body directs blood to the group of muscles that is being used – and away from your penis,” says Dr. Burman. This diversion of blood may stop you from getting or maintaining an erection.

Eagles fly for Lunhaw Awards 2014

oMING off from the success of last year’s fundraising activity for the Lunhaw Awards, this year’s edition of the Flight of the eagles, Davao’s annual 40-km fun ride cycling event on october 5, 2014, continues its support to raise funds for the award-giving activity which recognizes green initiatives in Davao City.

With the theme, “Bike Safety: Share the Road”, this year’s route will start from Magsaysay Park at 7:00 am and will end at the Malagos Watershed Park near the Philippine eagle Center.

Cycle for Life convenor Monica Ayala, one of the co-organizers of the fun ride, said that the theme was selected in order to highlight the advocacy of the bicycle enthusiasts in Davao City.

“Cycling is a practical activity that most Dabawenyos should take part in because it doesn’t emit carbon fumes which pollute our urban air. This makes it one of the best ways for anyone eager to do their own share for the environment because it reduces one’s own carbon footprint.”, Ayala said.

It is not known whether the Bulls would part with sweet-shooting forward Doug McDermott.

he Cleveland Cavaliers made a deal to increase their trade asset flexibility in pursuit of Minnesota Timberwolves All-Star forward Kevin Love, absorbing three non-guaranteed contracts in a trade with the Utah Jazz on Tuesday, league sources told Yahoo Sports.

The Cavaliers unloaded the guaranteed deal of Carrick Felix – along with a future second-round pick and $1 million – for John Lucas, Malcolm Thomas and erik Murphy, sources said.

Cleveland has been determined to acquire Love since it signed LeBron James to a free-agent deal.

Those three players can be included in packages as preludes to a Love deal, or in a Love deal itself to give Minnesota salary-cap relief. The Cavaliers hold an interest in keeping Thomas, who could be an inexpensive role player to strengthen their frontcourt

depth, sources said.

Cleveland has to be creative in solidifying a deal for Love, who the Timberwolves want to package with Kevin Martin and J.J. Barea, several front-office officials told Yahoo Sports.

Cleveland’s discussions with Minnesota have escalated with the Cavaliers’ willingness to include No. 1 overall pick Andrew Wiggins in the deal, sources said. Without Wiggins, there’s no other combination of Cleveland players and picks that would interest Minnesota. once Wiggins signs his rookie contract, a trade involving him can’t be formally completed for 30 days.

The Denver Nuggets have remained a strong contender for Love, offering a package that sources said has been the most appealing to Minnesota outside of the Cavaliers and a possible Golden State deal including Klay Thompson.

So far, the Warriors have kept Thompson out of their offer to Minnesota.

Minnesota wants a package for Love to include Barea, who has $4.5 million left on his expiring deal – and possibly Martin, who has three years and $21 million left. As part of a larger deal, the Cavaliers want to include 2013 No. 1 overall pick Anthony Bennett and a future No. 1 pick for Love.

The Cavaliers have been offering future first-round picks for an experienced center, league sources said.
