ONTROVERSIAL event organizer Katrina Mae Dalisay could be out of the business after members of the Davao City Council she once referred to as “hypocrites” moved to seek cancellation of her business permit for violations of the city Tax Code.

The City Council yesterday passed a resolution asking the Business Bureau to revoke the business permit of Dalisay’s outfit Manic Nightnings Productions for

non-payment of taxes in two events staged in the city.

After a three-hour deliberation, the council found Dalisay to have committed violations under the 2005 Davao City Revenue Code.

Councilor Tomas J. Monteverde IV proposed the resolution saying that based on the reports submitted to him by the City Treasurer’s Office (CTO) and the Business Bureau, Dalisay committed a violation by not paying the

right taxes on her two past events.

“This just our expression of our concerns and sentiments because of the revelations as documented on the written testimonies of the Treasurer’s office,” Monteverde stressed.

18 killed in maguindanao clashes E

IghTEEN people, 17 of them members of the Bangsamoro Islamic Freedom Fighters (BIFF), and one Army trooper,

were killed following a series of clashes as the rebels tried to overrun military outposts in Maguindanao Monday.

Ferrer said the Aquino administration has been consistent in its commit-

ment for a Bangsamoro law that conforms to what has been agreed upon in the signed Comprehensive Agreement on the Bangsamoro.

She said the BBL will pass through regular legislation in Congress and therefore must fall within the parameters of the Constitution.

Ferrer said both parties have been trying to stretch these parameters to accommodate the ideas that have been put in the BBL,

in addition to what have been put in the signed documents.

“But it is very clear we cannot overstep the boundaries of the Constitution.

That said, the BTC (Bangsamoro Transition Commission) has been given the mandate to recommend changes in the Constitution all those ideas that could not be accommodated now under this Constitution. But the BBL must necessarily be constitutional,” she said.

OFWs in Israel asked to evacuation soon

hE Department of Foreign Affairs on Tuesday declared alert level 2 for Israel and the West Bank, citing threats to security posed by the continued conflict between Israel and the hamas militants.

Under this phase, Filipinos are instructed to restrict non-essential movements, avoid open spaces, and prepare for

evacuation due to escalating armed hostilities.

“Alert Level 2 is issued when there are real threats to the life, security, and property of Filipinos arising from internal disturbance, instability, and external threats,” a DFA statement said.

There are 36,000 Filipinos in Israel, working mostly as caregivers or

household helpers.

Over in Palestinian-controlled gaza, alert level 4 or mandatory repatriation is being enforced for the remaining 100 Filipinos there, comprised of women and children.

Mindanao summit on environment set Aug 7

hE Mindanao Summit on Environment, Migration, Peace, and Development will be held on August 7 at the Pinnacle hotel and Suites in Davao City.

Organizers from the Mindanao Migrants Center for Empowering Actions, Inc. (MMCEAI) are expecting more than a hundred representatives from the government, civil society, humanitarian groups, and international organizations who will unite as one in the pursuit to address the issues of labor migration.

The Summit aims to tackle vital issues like dealing with the common misconceptions like Filipino nationals who have moved to other countries in search for better opportunities and a productive life. To correct this misconception, organizers will encourage the par-

ticipating representatives to not only refer to the 10 million overseas Filipino workers dispersed among 197 countries, but those who are displaced and have sought refuge to other areas within the country in search for a more peaceful and secured life as well.

One of the organizers’ plans is to develop an efficient strategy to protect the victims of natural disasters, armed conflict, and poverty who are forced to flee their homes with the help of these representatives through the summit.

According to Inorisa Sialana Elento, executive director of the MMCEAI, this is the first summit aimed to address the issues of migration in relation to the issues of the environment, peace, and development in Mindanao.

Private sector support needed vs malnutrition

AVAO City-based ACF International is looking for private organizations and groups that can support feeding programs for malnourished children in various districts in the city.

This was bared by Celna Tejare, policy analyst of Action Against hunger, a non-government organization (NgO) whose advocacy is to end malnutrition among children in the city.

“We are envisioning that each district of Davao City will have a benefactor to support while the procurement of the commodities is not yet finished,”Tejare said. She said that they only have two private partners to support their program.

“We need more support from the private sec-

tor especially now that the P6.5 million worth of commodities for the treatment of children with severely acute malnutrition (SAMs) and moderately acute malnutrition (MAMs) is expected to arrived by August,” Tejare said.

‘No bags’ policy back in Kadayawan revelry

ITIZENS coming to Davao City to witness or participate in various events and activities of the Kadawayan sa Dabaw Festival are being asked to refrain from being backpacks, shoulder bags and sling as part of the city’s high alert against possible terror attacks, an official of Davao City Police Office (DCPO) said.

“Ipagpapatuloy natin yung mga nauna nating security measure in previous Kadayawan Festival wherein ipinagbabawal ang pagpapasok ng anumang bag na maaring

paglagyan ng improvised explosive devices (IED) sa any designated activity area,” said Police Chief Insp. Alfredo D. Baloran, DCPO head of operations division.

Baloran said that bags are not allowed in public places where numerous people usually converge.

This include the activity routes for Pamulak sa Kadalanan, hiyas ng Kadayawan and Indak-indak that will commence in the 11-day celebration of Kadayawan which is set on August 7 to 17. he said that its better if everyone will not carry

any type of bags.

“Pwede naman nilang dalhin lang ang tubig pero kung kelangan talaga mas maganda kung transparent ang bag para secured,” he told reporters yesterday. he said that all bags containing laptops, gadgets and other valuables should be surrendered to designated inspection areas. The police office will implement a “tagging” system for easy identification.

This is not the first time that DCPO will implement a “no bag” policy during big events. It was

also implemented during last year’s Kadayawan and Araw ng Dabaw festivals.

DCPO will also be setting up random checkpoints and inspection areas throughout the city.

“Davao City will be locked down a week before the start of the celebration,” he said.

According to him, “lock down” includes closer and stricter inspection and checkpoints.

AVAO City’s economic enterprises have earned a total of P61.24 million in revenues as of May, showing a significant increase during the first five months of the year or a 16 percent increase Last year, total revenue collection of all enterprises reached P52.63 million, P8.61 million lower compared to this year’s income.

Most of the collections come from public markets with a total contribution of P40.42 million. The Davao City Overland Transport Terminal (DCOTT) ranks

second with a contribution of P9.68 million. City slaughter houses rank third with a contribution of P5.7 million.

All three units have registered increases in collection this year, public markets with an increase of P5.78 million, DCOTT with P1.35 million, and slaughter houses with P310,000 compared to last year’s collection.

Another remarkable increase is the total collection of P1.8 million from public cemeteries this year compared to P194,000 last year.

OCONUT has been touted as a “lazy man’s crop.” According to an old legend, coconut is god’s gift to the lazy man. “he sleeps in the shade of the tree, is awakened when a nut falls, drinks the milk, and eat some of the meat. he then feeds the rest of the meant to the chickens and cattle, which produce eggs and milk and meat, respectively. The leaves provide thatch for the roof and walls of his coconut hut, and are also woven into hats, baskets and mats.”

Coconut, whose name came from the Spanish word “coco” (which means “monkey face” as the three eyes on the hairy nut resemble the head of a monkey), is planted in 3.563 million hectares all over the country. In 2011, it generates annual revenues of US$1.49 billion.

White most Filipinos know of coconut’s economic importance, not too many are aware of the health benefits coconut gives. Let’s start with coconut milk, which is made from water and grated coconut meat. Coconut milk is said to be high in saturated fat but mostly in the form of medium-chain fatty acids, which are not metabolized the same as the long-chain fatty acids found in animal products.

As such, the fats found in coconut milk are not bad for your health, according to a 2006 article published in “The Ceylon Medical Journal.” As a matter of fact, people with diets high in coconut milk have lower cholesterol levels and lower

rates of heart disease.

Jill Corleone in an article which www.livestrong. com published, however, cautioned: “While there is some promising research about the benefits of coconut milk for your heart, the evidence is preliminary and more research is needed before formal recommendations for its use can be made.”

So, what about the fats from coconut oil? Pina Logiudice, Siobhan Bleakney, and Peter Bongiorno, co-medical directors of the New York-based Inner Source health, wrote: “Conventional thought used to consider fats like coconut oil to be unhealthy and contribute to heart disease. We now know that this isn’t true. In fact, coconut oil is actually a heart-healthy food that can keep your body running smoother in a few different ways.”

Copra or dried coconut meat is the main products of coconuts. But there’s more to coconut than just copra. “It is not enough that we plant the most number of trees or produce the highest number of nuts,” pointed out Dr. Patricio S. Faylon, the executive director of the Laguna-based Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (PCAARRD).

“It is getting the highest value and benefits from this crop that matters most.

The best way to do this is to transform the nuts and other coconut parts into high-value products.”

One of those high-value coconut products is coco-

nut sap sugar, which is is derived from coconut sap or toddy, which contains 12-18 percent sugar in its natural form with important vitamins and amino acids.

“Its health benefits have been recognized by highly discriminating and health-conscious market,” states the recently-released book, Compendium of Commercially-Viable Coconut Technologies.

“Demand for the product is continuously increasing and is expected to further increase due to the number of health-conscious individuals within and outside the country.”

Coconut sap sugar is even safe for diabetics and hypoglycemics. hypoglycemia occurs when blood sugar drops too low. Because keeping their blood sugar at normal levels requires quite a balancing act, diabetics are particularly prone to hypoglycemia.

Compared with refined cane sugar, coconut sugar has a glycemic index (gI) at 35. This is much lower than the 54 gI, the level which nutritionists consider as safe for people who have to watch out their glucose level. gI is a measure of the rate at which carbohydrates as glucose enter the blood stream.

Another healthy product from coconut is the virgin coconut oil (VCO). The oil does not undergo refining, bleaching, or deodorizing and can be obtained with or without the use of heat. Thanks to the untiring efforts of the late Dr.

Condrado S. Dayrit, he was able to establish that VCO works like a drug “that regulates the body’s functions and defense mechanism.

It restores the normal balance of tissues or cells that have become dysfunctional.”

In the United States, VCO has increasingly becoming popular in natural food circles and with vegans. It was described in a New York Times article as having a “haunting, nutty, vanilla flavour” that also has a touch of sweetness that works well with baked goods, pastries, and sautés.

What will you do with the residue after getting the oil from coconut meat?

Don’t throw it away; it can be made into coconut flour.

“Coconut flour is screened food-grade product obtained after drying, expelling and/or extracting most of the oil and milk from coconut meat,” it explains. “The meat is either pared or unpared.” here’s the good thing about coconut flour: “(It) is naturally low in digestible carbohydrate and has no gluten. It has fewer carbohydrates than soya flour while high in fiber and a good source of protein. It is four times higher in fiber than oat bran, two times higher in fiber than wheat bran, and three times higher in fiber than ground flaxseed. It also contains very little sodium, small amounts of calcium, and vitamins B1 and C.” Aside from VCO, another coconut product that is making waves in the United States is coconut water.

“Drinking what they call coco water, and what we call buko juice, is a growing trend in the US,” President Benigno Aquino III told the press when he returned from a working visit to the US a few years back.

“Because of its nutrients, because it is natural and environment friendly, it is becoming the new natural sports drink in America and is now a hundred-million-dollar industry.”

The PCAARRD book knows why: “The coconut water has lots of health nutrients and uses. It is among the purest of all waters. It has no cholesterol but contains more electrolytes than any fruit or vegetable juice or sports drink currently available in the market. It contains trace amounts of copper, phosphorus, and sulfur which help correct electrolyte imbalances.

“Coconut water contains enough vitamin C to meet the daily requirements of the body. Further, it keeps the body cool thus, helps maintains the human body’s natural fluid levels while carrying vital nutrients and oxygen to cells.

It improves calcium and magnesium absorption which supports the development of strong bones and teeth. It also improves insulin secretion and utilization of blood glucose.”

In his book, how to Live Longer, Dr. Willie T. Ong writes: “Coconut water is good for kidney stones and cleansing the digestive tract. It’s low in carbohydrates, low in sugar and serves as an isotonic

beverage, which means it’s good for replenishing your body.”

American nutritionist Jonny Bowden, author of The 150 healthiest Foods on Earth, considers coconut water to be a “perfectly good option” for people who want to stay hydrated.

“It’s high in heart-healthy potassium, with most brands providing about 700 milligrams in an 11-ounce serving – that’s lots more than you get in a banana,” he wrote. “It also has only about 60 calories per 11-ounce serving.”

Another technology featured in the PCAARRD book is the production of coconut sap vinegar. Of vinegar health benefits, it says: “Naturally-fermented coconut vinegar contains vitamins and minerals such as beta carotene, calcium, iron, phosphorus, potassium, and sodium.

It is also high in natural probiotic flora, which are believed to be helpful in digestive process.”

“The amazing thing about the coconut palm is that it provides almost all the necessities of life: food, drink, oil, medicine, fiber, timber, thatch, mats, fuel, and domestic utensils, as well as serving important environmental services such as soil erosion control in coastal regions, wind protection and shade for other crops.” That was what Craig Elevitch, author of various books on tropical agriculture, has said.

SSS collections in mindanao jump 13%

hE Social Security System (SSS) has collected P3.2 billion in members’ contributions in Mindanao from January to April this year, up by 13 percent from P 2.9 billion over the same period in 2013, with nearly 80 percent of overall collections coming from the employed sector.

Atty. Rodrigo Filoteo, SSS Assistant Vice President for Western Mindanao, said the contributions from regular and household employers from Mindanao rose by 13 percent to P 2.5 billion. About P1.6 billion of these payments were from “large account” employers, or businesses with at least 100 workers.

“Meanwhile, contributions from the smaller ‘branch account’ employers reached P959 million during the four-month period. Double-digit collection growths were attained for both large and branch employer accounts in Mindanao at 10 percent and 20 percent, respectively, which attests to the sustained efforts of SSS branch offices to promote employer compliance in the area,” he noted.

headed by SSS President and Chief Executive Officer Emilio de Quiros, Jr., are in Dipolog City on July 21 and 22 to meet employers, branch heads and employees in Western Mindanao as part of management’s continuing drive to promote closer ties between SSS and its stakeholders.

The SSS has over 135,000 registered employers in Mindanao, of which 99 percent – including some 33,000 household employers – fall under branch accounts, while about 1,400 employers are classified as large accounts. In terms of number of covered employees in the area, 2.9 million members are employed by businesses, and about 7,300 more are household workers.

Collections from self-employed and voluntary members amounted to P698 million, reflecting an increase of 13 percent from the P 618 million within the first four months of 2013. The SSS has 1.2 million covered self-employed and voluntary members in Mindanao.

The AlkanSSSya Program helped contribute to the increase in col-

lections from informal sector workers, who are covered as self-employed members. As of April 2014, a total of 110 informal sector groups representing 11,735 workers in Mindanao have al-

ready joined the AlkanSSSya. Workers enrolled in the program are given their own secure compartment in their organization’s AlkanSSSya unit, where they can store their daily SSS savings

until these are collected, counted and remitted by their ISg to an SSS branch or collection partner at the end of each month.

Filoteo said another option for interested ISgs or associations is to enroll

in the e-AlkanSSSya Program, which entails the automatic deduction of contributions from workers’ salaries and wages that will be remitted monthly by the organization to the SSS. (PNA)

Bello: Lower retirement of teachers at 60 R

EP. Silvestre h. Bello III (Party List 1-BAP) has filed a measure lowering the compulsory retirement age of public school teachers to 60 years.

Under house Bill 4501 authored by the Dabawenyo solon, the retirees shall be entitled to the benefits provided that the retiree has already rendered 15 years of service and at least 55 years of age at the time of retirement for optional retirement.

The bill seeks to amend Republic Act 8291, otherwise known as the Revised government Service Insurance Act of 1997, that sets the mandatory and optional retirement age for government employees except those for the military and the police service.

Bello said there are about 14,000 newly licensed teachers every year but could not get a teaching job because the posts are still being held by senior teachers. he said these new educators get stuck in unemployment, or go for odd jobs, which provide neither full employment nor

career satisfaction.

“The few lucky ones find work in private schools, and so our youths in the public school system are deprived of the new teaching methods and youthful energy that these new and younger teachers possess,” Bello said.

“With long working hours and larger class sizes than our neighbor countries, these older teachers are unlikely to have the time, energy and opportunity to have other pursuits, or equip themselves with higher skills to be abreast with modern teaching methods and technology, or at least to prepare for alternative livelihoods to cross over to when they retire,” Bello added.

Bello said majority of elementary teachers in Malaysia and Indonesia are below 60 years old, while 15% of elementary school teachers in the Philippines are over 60 years of age.

“Research data in the US also point to the fact that young educators led to higher test scores for students, because they

not only came on board with newer and more effective teaching practices, but were more energetic in experimenting and finding other methodologies to match their stu-

dents’ aptitude levels,” Bello said.

Bello said opening the doors to early retirement for senior teachers would allow government to free up the salary of older and

more expensive teachers and spread them to the younger teachers who are cheaper to hire.

“On the other hand, the early retirees will be able to enjoy many more

Tambunting, vice chairman of the committee on trade and industry, said hB 4333 or the proposed “Workers’ Protection Act of 2014” aims to protect workers and their families and is an affirmation of the State policy of labor as a primary social economic force.

The bill now pending at the committee on labor and employment chaired

by Rep. Karlo Alexei Nograles (1st District, Davao City), provides it is the declared policy of the State to protect workers from economic insecurity due to involuntary unemployment and promote the workers’ rights in such eventuality.

The bill provides that an employer shall not order a plant closure, mass layoff or any form of cessation of operations until the end of a 90-day period after the employer serves a written notice of such closure. During the 90-day notice period, an employer shall allow the affected employees to use a specific amount of paid work time to seek alternative employment.

It also provides that during the notice period, the affected employees or their collective bargaining representative may petition the Labor Protection Board to investigate possible anomalies arising from the intended closure or cessation of operations by their employer.

Any employer who orders a closure or mass

layoff or shutdown shall be liable to each aggrieved employee, who faces employment loss as a result of such closure or any form of cessation of operations, for the following: back pay for each day of violation at a rate of compensation not less than the regular rate received by such employee, including benefits and contributions; and mandatory severance pay.

The bill provides for the creation of an independent agency, the Workers Protection Board (WPB) to be headed by a Chairman who shall be appointed by the President of the Philippines. N October 1948, a heavy smog – produced when sunlight reacts with hydrocarbon compounds and nitrogen oxides from motor vehicle emissions – settled down over the area in Donora, Pennsylvania in the morning of Wednesday.

The smog continued for two days and by Friday, a marked increase in illness started to take place in the area. “By Friday evening, the physicians’ telephone exchange was flooded with calls for medical aid, and the doctors were making calls unceasingly to care for their patients,” the US Public health reported.

“Many persons were sent to nearby hospitals, and other organizations were asked to help with the many ill persons.”

But despite this, there was no general alarm about the smog’s effects was sounded. That same Friday evening, thousands of people attended the annual Donora halloween paraded. In the afternoon of the following day, a high school football game was played on the gridiron of Donora high School before a large crowd.

“The first death during the smog had already occurred, however, early Saturday morning – at 2 am to be precise. More followed in quick succession during the day and by nightfall word of these deaths was racing through the town,” the US Public health said.

“By 11:30 that night 17 persons were dead. Two more were to follow on Sunday, and still another who fell ill during the smog

was to die a week later on November 8.

“On Sunday afternoon, rain came to clear away the smog. But hundreds were still ill, and the rest of the residents were still stunned by the number of deaths that had taken place during the preceding 36 hours.”

Will that incident soon to happen in Metro Manila, too? Some years back, the metropolis has been reported to have far higher levels of particulate matter (PM) in its air than New York, Tokyo, or London.

“Particle concentrations in Manila’s air are more than 200% higher than the limits set in the United States,” said a report.

PM refers to any tiny solid particle dispersed from pesticides, asbestos, and thousands of other products. The most noticeable type of air pollution (since it is readily visible), PM often attracts and carries chemicals through the air such as dust-carrying sulfuric acid.

Aside from PM, other common forms of air pollutants are carbon monoxide, hydrocarbons (which include benzene, xylene, and ethylene dibromide), sulfur oxides, nitrogen oxides, ozone, and residues of the highly toxic tetraethyl lead, a substance added to gasoline to enhance its octane value or “burning quality.”

A study commissioned by the Asian Development Bank some years back showed that diesel-fueled vehicles were the primary source of PM in Metro Ma-

nila. Although jeepneys, taxis, trucks, and buses represent only one-fifth of the vehicle population in the metropolis, they produced two-thirds of the SPM, the study disclosed.

“The marked increase of particulate matter (PM) in the atmosphere can cause nose, throat, and chest and eye problems and aggravate the conditions of people suffering from allergies, coughs and colds,” said pulmonologist Dr. Maricar Limpin, former president of the Philippine College of Chest Physicians (PCCP), in a press statement released by environment group EcoWaste Coalition.

Breathing polluted air is indeed bad for your health. Dr. Juan M. Flavier, when he was still the health secretary, said: “Among the jeepney drivers plying along EDSA, 33% of them have acute bronchitis.”

Even if you ride an air-conditioned vehicle, you are not spared from breathing air pollutants like lead (which comes mainly from burning leaded gasoline). “A study conducted by the College of Public health found that there is hardly any difference in the level of lead in blood and in the frequency of respiratory diseases among jeepney drivers, drivers of air-conditioned buses, and people exposed to polluted air in traffic. So, it doesn’t mean that when we ride in air-conditioned buses, we have already escaped from pollution,” said Dr. Nelia Cortez-Maramba of the University of the

Philippines Department of Pharmacology.

“Nowadays, breathing (in Metro Manila) can be a dangerous business,” commented Framelia V. Anonas, a media service staffer of the Department of Science and Technology. “The air that breathes your life is the same one that can snuff life out of you.”

Many air pollutants – a mix of gases, droplets, and particles – are able to pass through the lungs into the bloodstream and are eventually transported to the heart and the entire body through blood vessels.

“Because the cardiovascular system is dependent on the functioning of the respiratory system, it is also indirectly affected by the deleterious effects of the pollution on the lungs,” the WhO explained.

A study published in Lancet showed that those living near a major road have a higher risk of dying than the rest of the population. It concluded that long-term exposure to traffic-released air pollution may shorten life expectancy.

Other studies also revealed that heart attacks, life-threatening heart rhythms, and thickening of the blood can also be traced to exposure to air pollution. “To make it clear: all these bodily changes spell doom for the Filipinos living in Metro Manila (and other highly-urbanized centers),” warned Dr. Willie T. Ong, a cardiologist who writes a regular column for a national daily.

Perhaps not too many know that air pollution is tied to high blood pressure in pregnancy. Statistics showed that women develop high blood pressure during about one in ten pregnancies. having so-called gestational hypertension makes it more likely that a woman will need a cesarean section, that she will give birth early and that her baby will be born small.

“Our results suggest air pollution does have some impact on the risk of gestational hypertension,” said epidemiologist Dr. Xiaohui Xu, who led the study at the University of Florida in gainesville.

“This could have some subsequent effects on both maternal and fetal health.”

But worse, air pollution kills. A global study listed air pollution as one of the top 10 killers in the world, according to a report by the Asian Scientist. Up to a whopping 65 percent of deaths from air pollution occur in Asia.

Air pollution kills three times more than vehicular accidents, said a study conducted by the WhO. In the Philippines, over four percent of all deaths are attributed to air pollution, according to a report released by the World Bank.

“Air pollution is causing more deaths than hIV or malaria combined,” Kandeh Yumkella, director general of the U.N. Industrial Development Organization, reminded the participants of the 2012 conference in Oslo trying

to work out new UN development goals for 2030.

A recent WhO study found that 3.5 million people die early annually from indoor air pollution (caused by wood fires and primitive stoves) and 3.3 million from outdoor air pollution.

“We now know that outdoor air pollution is not only a major risk to health in general, but also a leading environmental cause of cancer deaths,” said Kurt Straif, head of the monographs section, which is tasked with ranking carcinogens, of the International Agency for Research on Cancer (IARC).

“The air we breathe has become polluted with a mixture of cancer-causing substances.”

Every little bit counts in the fight against air pollution. A study in Europe has found that even very small cuts in pollution can benefit health. One recent study from harvard University found that people living in cities where air pollution decreased in recent years saw their life expectancy increase an average of five months as a result of cleaner air.

Fresh air is invigorating. In his column, Dr. Richard g. Mendoza wrote: “good quality clean air may usually be found in abundance in natural outdoor environments, especially around evergreen trees, green plants in mountains and forests, near moving waters such as lakes, oceans, rivers, waterfalls, and after rain.”

SIDE from the fracas created by the Disbursement Acceleration Program (DAP) which was declared partially unconstitutional by the Supreme Court of the Philippines, the nation is seeing the beginning of another debate, this time on whether President Aquino should use his emergency powers to avert an energy crisis in the country, particularly in the summer of 2015. That’s less than a year from now.

The use of the President’s emergency powers was recommended by Energy Secretary Carlos Jericho Petilla who asked the chief executive to declare a state of emergency to arrest what he believes is a worsening power situation in the country.

Petilla was asking President Aquino to invoke his powers under Section 71 of the Electric Power Industry Reform Act (Epira). Under this provision, the President, upon determination of an imminent shortage of supply of electricity, may ask Congress for an authority through a joint resolution, to establish additional generating capacity under such terms and conditions

Even before President Aquino could comment on Petilla’s recommendation, some lawmakers identified with the Left and allergic to emergency powers, are already raising the alarm signals.

Party-list Rep. Neri Colmenares of Bayan Muna sees danger in granting emergency powers to Aquino.

“It is very dangerous to grant emergency powers to anyone with a dictatorial propensity like President Aquino as can be seen with his usurpation of Congress’s power and his threatening the Supreme Court (SC) when it declared the Disbursement Acceleration Program (DAP) to be unconstitutional,” Colmenares said.

This debate on the President’s emergency powers will certainly continue in the days ahead. It has also the potentials of intensifying and even overshadowing, or at least, crowding over the discussions on the impeachment complaint filed against President Aquino in connection with the DAP. It’s politics as usual

IND-CONDITIONINg – Some political specialists dismissed the gist of a latest public opinion survey conducted by an independent pollster stressing it is certain that Vice President Jejomar Binay will continue to enjoy a wide margin over other probable presidential aspirants. Trailing far behind were Senators grace Poe, Chiz Escudero and Miriam Defensor-Santiago, DILg Secretary Mar Roxas including the over-assuming Bong Revilla.

Other forecasters echoed a similar sentiment. With the prevailing condition of our political system marred by mounting controversies, they say, voters now will carefully choose those who are best suited specifically for the president, vice president and senate posts and not much about local elective positions. The 2016 presidential election homestretch actually will be a battle of the most qualified as supposedly popular candidates reach their plateau in survey ratings.

The real issue would be qualification, not popularity.

Many veteran political campaigners noted that survey results are not necessarily what they seem. Other experts and predictors shared a similar observation. Survey results, they claim, vary depending on sample size, method and questionnaires, all dependent on user’s requests and objectives. The fact that some poll surveys were funded by a certain political group provided ammunition for skeptics and critics, though, the survey firms would insist the results favoring their clients are “broad-based, secure and unbeatable.”

But above all, the results were misleading in most cases. Still and all, it’s politics as usual. Meanwhile some re-

was scanning the news again today and I saw that the first formally endorsed impeachment complaint against President Aquino as a result of the fiasco that was Butch Abad’s Disbursement Acceleration Program has been filed in Congress. While on the one hand I can fully appreciate (and even agree with) the legal basis of the charges, there is still something that I find fundamentally disturbing about the way all this is going down.

It’s nothing that I can put my finger on, or least of all explain with any sort of coherent logic - I just cannot escape the feeling that we are all somehow being taken for a ride. That the righteous indignation over DAP is being used to mask even greater crimes against the people.

From where I’m standing, these attacks on the President - again without taking anything away from its legal basis nor the intentions of its proponents - distracts the rest of the country from the more important job of pinning down the real crooks.

One could even say that it emboldens those who have already been exposed by the President’s anti-corruption campaign to use this occasion to clean up their images and mount a political comeback. The adage “a bird in hand is better than two in the bush” comes to mind when I think about how those caged birdies must now be chirping merrily at their tormentor’s sudden reversal of fortune and the possibility that they may also soon be vindicated and free.

This is truly a sad turn of events for

For their part, they firmly believe a candidate cannot depend on just the surveys for their projections. It is therefore valid to note that leading the poll surveys are no guarantee of achieving a successful candidacy.

It is expected that as the elections draws near the leading contending political parties will to have disclose their own survey results, of course, by their handpicked survey outfits, which tend to show that their candidates are leading the pack.

If the figures are deemed to be accurate citing one group as example, its lead is insignificant given that the other opposing party likewise can count on its considerable resources and huge machinery and organization. In such situation an administration bet has a builtin advantage over the other pretenders.

Conventionally, control of government machinery adds 10 to 15% to a candidate’s vote while a presidential endorsement could also mean another similar

For practical reasons many candidates don’t rely heavily on survey ratings to strengthen their rating positions and winning chances. They likewise depend possibly in the endorsement of influential religious groups. Any day from now the opposing political groups will organize huge rallies in various vote-rich regions across the country to promote the candidacy of their chosen national and local candidates. In all, the different religious movement constitutes a significant support base – that is, if their members will vote as a bloc. however, the problem is that they won’t, according to some curious predictors who say “they are not like cows that can be herded by the nose and besides there is no such thing as religious votes.”

Whenever an election approaches, the Filipino voters are put in a position of trying to choose the most qualified, not the most popular candidates. It is therefore senseless to bicker over whether who are leading the poll surveys or who enjoy the support of a certain religious organization.

The debate right now is not about the results of poll surveys or religious support; it is about character, moral values and public virtues. The real and most important question is: Who are honest and trustworthy among the presidential, vice presidential and senatorial hopefuls, and local candidates? After all the controversies and political rigmarole the voters know full well who are not! And that’s somewhat pretty fundamental to the crucial 2016 presidential elections.

Aquino’s flagship “ D a a n g Matuwid” program. As evidenced by the precipitous drop in his ratings, the whole program - which is firmly anchored on the people’s belief in his integrity - now titters on the brink of disaster.

Now I know critics will say that all the anti-corruption messaging was just plain BS to begin with, that nothing much has changed, and there is still plenty of corruption in all levels of the government and they would be right. But then again only a fool would expect an evil that was allowed to grow for decades to vanish overnight. It’s to be expected that the entitled set would fight gold-capped tooth and manicured nail to hold on to the billions they pilfered over the years.

I mean, did you really expect the bad guys to roll over and die or that the system will correct itself just because we elected a new President? Sorry, real life doesn’t work that way.

Unlike the simple-minded narratives of fairy tales that go from once upon a time to happily ever-after in a few quick flips of the pages, turning this particularly misguided ship of state towards

its proper heading requires much more effort. And while it can be argued that we haven’t made much of a headway towards cleaning up the government, we are at least facing the right direction.

Which is maybe why I am so bothered about this whole impeachment thing coming as it does at this crucial stage of the game - it threatens to undo so much good that has already been done. In my view the bigger dragon to be slain, while already down, is not yet out. We need to focus focus focus on finishing it off. So scourge the President if you must, but kindly strip and hang the hides of the crooks to the wall while you’re at it.

But then, adding to my dilemma is the fact that I also agree that the President and everyone involved in this mess ShOULD be held accountable. My only hesitation is on the timing and the overall all motivation of the attacks. The latter is particularly true of those who discount the President’s good faith defense in distributing DAP, while at the same time using the same as their shield for accepting the money.

In the end, given the highly charged political climate leading up to 2016, it would be impossible to get an accurate picture of what is going on and why. Partisan divisions and personal interests are too strong at this point to offer any balanced commentary on who the true heroes and villains are in the war against corruption - but be that as it may, what I do know is that it is crucial that we find our balance soon or risk a collapse back into darker days.

t’s a truism in a democracy that the people deserve the government they get. It means that in our case, if we don’t like our government, it’s just too bad—because it’s what we deserve!

After all, we are the ones who established it in 2010 with our votes.

We elected PNoy and his team. Well, maybe not us, but his team won most of the votes. Even if we voted for another team, they won, so we’re stuck with them till 2016.

Because they won, we delegated to them the power and authority to recruit and appoint the functionaries that take charge of the bureaucracy. So if we don’t like the way they run things, it’s too bad again, because that’s the way democracy works.

As for congress, we also elected the people who became our congressmen and senators. And we pay the law enforcers with our taxes.

Thus, if we’re unhappy with them, it means we made the wrong choices.

Or we didn’t have enough sense to vote for or campaign harder for better people. So we end up with officials who make us unhappy. ***** We ought to learn a lesson from this. One is to select candidates more acceptable to us—and not rely on traditional politicians, trapos, to do the selection for us. Doing so creates a situation where big trapos with bigger ambitions get selected, then commit grand corruption.

Meanwhile, unhappy though we are, we have no cause to complain. We chose them, or we let others do the choosing, so we deserve them!

It’s sad to realize that other Filipinos cause our society to get stuck with undeserving politicians. We deserve better. We don’t deserve trapos who wallow in the morass of corruption and impunity, dragging our society down.

We should confront this problem. We should learn to keep away dishonest, hypocritical, or mediocre people who mislead instead of guide us onto the path of righteousness and good governance. We can do better. We just have to learn our lessons. ***** If we choose well, we would have an honorable, efficient, and reliable set of government officials. Unless and until we do, we deserve to be badly governed.

The idea about holding elections is to affirm the principle enshrined in our Constitution that “sovereignty (political power) resides in the people and all government authority emanates from them.” Article II, Section 1.

But it seems this principle is misunderstood or ignored. It has not seeped into our society’s consciousness. It is ignored, substituted with stupid ideas like letting the money of trapos decide the outcome of elections.

She said that she did not know some legality or procedures in procuring permits for her events.

The City council has utilized the whole morning regular session yesterday just to hear the side of the controversial event organizer on the violations committed in his events.

In the privilege hour, Monteverde already revealed in the plenary that during her first event dubbed as ‘Carte Blanche’ which was held at Crocodile Park Concert grounds last November 16,2013 had never been issued a special ‘Mayor’s Permit’ to hold an event.

“We argued with the City Treasurer’s Office (CTO) and the Business Bureau to be lenient to consider that Ms Dalisay is new in the business of event organizing and arguing further that the city government is promoting good business,” Monteverde said. he even urged the two offices to simply reprimand Dalisay and remind her in the future to comply the regulations “more strictly.”

CTO inspectors observed that the venue of Dalisay’s Novermber 16, 2013 event at the Davao Crocodile Park inside Riverfront Corporate City is already being put up including the mounting of stage, booths and entrance area. When they talked to one of the representatives of Dalisay, they informed the violations committed in the event such as failure to complete the permit, non-registration of tickets and non-payment of perfor-

mance bond.

“To address the non-compliance of the organizers in relation to the tickets and bond, the CTO Talomo district sent an inspector and a collector to count the tickets and charge corresponding amusement tax for the event,” the report said.

The report stated that on November 18, 2013, two days after the event the representative of Dalisay went to CTO to complete the permit.

On her second event last December 20, 2013 which was dubbed as “Christmas Event,” all tickets were registered and the amusement taxes were paid and performance bond paid to CTO. For her third event which was dubbed as ‘Liberalia’ last March 15 of this year, the tickets were registered at CTO Talomo. Dalisay’s representative only declared 1000 tickets at P500 each.

When CTO personnel went to the area, they noticed that there were ticket prices pegged at P1,500, P1,000 and P500 instead of the P500 amount registered in their office. The personnel immediately monitored the tickets since majority of it were not registered.

But when Jill Christine Alcantara of the CTO asked a staff of Dalisay to partially count the tickets, she was told that Dalisay’s father already took all the tickets.

“I asked why she gave it to him (Mr. Dalisay) when it was supposed to be presented to me for the counting. She answered that she was directed to give it Mr. Dalisay as he was her boss,” the report stated.

The CTO personnel said that she tried to look for Mr. Dalisay to no avail.

The incident was reported to the CTO for documentation.

The report of Business Bureau also revealed that the event last November 16, 2013 was allowed to push through despite the late compliance of the require permit because of the plea of Dalisay’s production that they already released a considerable amount of money with necessary preparations.

DOH confident on smoking reduction with graphic health warning law h

EALTh Secretary Enrique T. Ona is confident that the signing of the law on graphic health warning on cigarette packages

by President Benigno S. Aquino III will have an impact on reducing smoking in the country.

“We at the Department of health, together with other health advocates, are confident that the graphic health warnings on the cigarette packs, coupled with the result of the ‘sin tax’ law of 2013 on the prices of tobacco products, will reduce smoking,” Dr. Ona said in a statement.

The health chief said that such development “brings us closer to our dream of a cleaner air and a healthier people,” noting that cigarette smoking is known to cause emphysema, lung cancer, heart disease and chronic obstructive pulmonary disease (COPD).

President Aquino signed last Friday Republic Act No. 10643, or An Act to Effectively Instill health Consciousness through graphic health Warnings on Tobacco Products, which

requires cigarette manufacturers to use half of a cigarette pack’s display area for pictures showing the ill-effects of smoking.

The Philippines is the latest developing country to follow Western nations in requiring pictorial health warnings following Brazil, Singapore and Indonesia.

Under the law, the graphic health warnings should appear on the lower portion of the front and back panels of the cigarette packs.

The law also provides 12 different versions of the graphic health warnings, to be changed every two years.

“The law which requires cigarette manufacturers to use half of a cigarette pack’s display area for pictures showing the ill-effects of smoking is a big boost in our continuing commitment at the Department of health to inform the public on the ill-effects of tobacco products on one’s health and to discourage smokers from continuing to patronize them,” Secretary Ona said. hE number of human immunodeficiency virus (hIV) cases in the city has already reached 145 as of Monday but local health authorities said there could be more undetected infections in the area.

Dr. Mely Lastimoso, coordinator of the City health Office’s (ChO) Social hygiene Clinic, said they have recorded 16 more cases of hIV in the city in the last seven months based on the screening and confirmatory tests conducted by their office and the Department of health (DOh).

She said the latest cases mostly involved students and young professionals who have “risky sexual behavior.”

The list included a member of the city’s business sector, she said.

“I think there are more (undetected cases out there). It’s really important for us to find them so they can get proper treatment and care,” Lastimoso said in an interview over a local television station.

As of December last year, the ChO already documented a total of

129 seropositive cases of hIV, which causes the deadly Acquired Immune Deficiency Syndrome (AIDS) in the city.

The area’s hIV/AIDS cases, which were detected through screened blood serum, involve 99 males and 30 females.

A total of 29 victims comprising 7 females and 22 males have already succumbed in the last three years to various complications caused by the disease.

Most of the confirmed hIV/AIDS cases in the city were found among male professionals in the 22 to 25 age bracket who were engaged in “risky sexual behaviors.”

They include gays, bisexuals, men who have sex with men or MSMs and others who engage in unprotected sex and with multiple partners.

Lastimoso said their campaign against the disease remained focused on finding more possible cases through their free hIV screening program.

“It could prolong the lives of our patients and allow them to live normal lives,” Lastimoso said.

EASLES among children and adults remain in alarming stage in Davao City, which posted with the highest clinically confirmed cases at 118 with six deaths as of July 21.

The city also posted with highest reported cases in dengue disease at 2,110 with 10 deaths.

Department of health (Doh XI) communications officer, Divene hilario said there are a total of 1,810 reported cases of measles in Davao region but only 155 were clinically confirmed.

Most cases are in Davao City. hilario disclosed that measles cases were high in Talomo North with 181 reported cases, Buhangin with 124 cases and Talomo South with 105 cases. Confirmed cases were however high in Talomo North with 21 cases, Talomo South with 14 cases, Buhangin with 13 and District A with 13 cases.

Based on the report of Doh, there were 1,810

reported cases in Davao Region, of which 294 are in Compostela Valley, 1,086 – Davao City, 213 – Davao del Norte, 147 – Davao del Sur and 70 in Davao Oriental. There six deaths in Davao City, two in Davao del Norte, one in Davao del Sur and zero in Compostela Valley and Davao Oriental. however, hilario said there were only 155 confirmed cases, of which 155 in Davao City, 16 in DavNor, 11 in DavSur, eight in ComVal and two in DavOr. Records show that measles have afflicted mostly nine months to 59 months old babies.

According to hilario, the World health organization (WhO) considered one case an outbreak because one case can already transmit to 20 cases. hilario said the increase measles case was due to the low coverage of vaccination. however, in September, the DOh XI will conduct a citywide vaccination of Measles Rubella, Tetanus, Dipthe-

ria and Oral Polio at designated sites.

Doh is targeting 95 per cent of the 0 to 15 months old babies for the Measles Rubella vaccination.

In the case of Dengue, hilario noted the decrease in the number of cases in Davao region with 3,112 cases with 15 deaths as of July 21, 2014 compared to the same period last year with 6,410 with 42 deaths.

Davao City remains with the highest cases at 2,110 with 10 deaths; DavOr – 330 with zero deaths; DavNor – 264 with zero death; ComVal – 258 with one (1) death; and, DavSur with 150 cases and 4 deaths. hilario said Talomo North and Talomo South has the most dengue cases with 434 and 330 reported cases, respectively; Buhangin - 269; Bunawan -147 cases; Agdao – 142 cases; and, the rest of barangays posted triple and double digit number of cases. Q: How’s your relationship with your leading man, Tom Rodriguez?

C: Good, good. I would say it has improved.

Q: What do you think of him as an actor?

C: He has improved a lot. The passion is still there. Kita mo naman sa eagerness niya to learn and he always listens to the director. Ganun pa rin siya, makulit, kalog.

He makes work very easy.

He’s light to work with. The comfort level is something that I am grateful for kasi at least we continue to work together tapos alam na namin ‘yung technique ng isa’t isa. We are able to help each other, madali na sa mga eksena.

Q: What feels right about your pairing with Tom? C: I guess it’s because, ano nga ba? Ako ah, how I see it, it’s as simple as we make people happy naman. We get to entertain people.

They make us feel that kung ano ‘yung saya na naibibigay namin sa kanila, ibinabalik nila sa amin. I’m not saying we make the entire world happy with our partnership but there are people na umaasa, there are people

who are entertained. I guess ‘yun ‘yon. Natutuwa rin kami na meron na kaming fans club ngayon.

Q: Do you think there’s a chance for the two of you to be together?

C: Is there a chance to be together? There’s a chance to be with anybody actually at the moment. But no, hindi pa. Wala akong mabibigay na time, unang-una. I won’t be able to give as much attention and focus because I have so much work to juggle at the moment.

Q: Are you open with the idea of having a sequel to My Husband’s Lover?

C: Honestly mixed emotions. Siguro if you asked me eight months ago, when My Husband’s Lover was still on and making a buzz, I would say yes, of course, kasi it’s the working environment, it’s the overall experience, it’s my co-actors, it’s our director, ‘yun ‘yung ayaw ko sanang matapos. But then all good things come to an end. Pero ngayon I have mixed emotions if you ask me again now, it’s such a big risk, although My Husband’s Lover is already such a big risk in the first place.

Ang GMA Network naman ay kilala sa pag-take ng risks na ganun. Nakakatakot lang na sumugal kasi we already ended it eh. Maganda na ‘yung impact, maganda na

Projects, work, left and right, ang dami. Medyo kinabahan lang din at nahirapan doon sa what will Carla do after My Husband’s Lover. A lot of people are asking. Siyempre sasabihin mahirap pantayan ang My Husband’s Lover , so there’s this question na what will she do next and what will GMA give her na pinag-isipan naman ng Network with the series.

Q: Do you still feel the pressure until now?

C: I feel the pressure definitely but I’m very hopeful. With My Destiny, iba, ang layo sa My Husband’s Lover, iba ang timpla, so I’m very hopeful naman and I’m very excited.

Q: How are you and your ex-boyfriend, Geoff Eigenmann?

C: Hindi pa kami nagkakausap ulit sa ngayon. But if he texts or calls, I will reply naman or I will answer. If ever magkita kami, okay lang, hi, hello, ganyan.

Q: Do you think there lies a purpose behind the break-up?

C: I have been thinking. You know there is a purpose, everything has a purpose. But I don’t have the answer yet.

‘glenda’ survivors offered SSS loans, advance pension payments

hE Social Secuirity System (SSS) has offered a calamity relief package for members, which allows them to renew their salary loans, avail of house repair loans with easier terms, and advance their pension payments, following the onslaught of Typhoon glenda on Wednesday, July 16.

SSS Vice President May Catherine Ciriaco, Officer-in-Charge of the SSS Lending and Asset Management Division, said the SSS calamity relief package is extended to members in areas declared under state of calamity by the National Disaster Risk Reduction and Management Council (NDRRMC), which as of 18 July 2014 includes the provinces of Albay, Camarines Sur, Samar, Laguna, Naga City, and the town of Obando in Bulacan.

“This relief assistance was set up to help our members in urgent need of funds during these times,” Ciriaco said.

“They can use their loan

proceeds and advance pensions for food, safety water, and medicines, and to pay for other expenses resulting from the damages caused by Typhoon glenda.”

The SSS calamity relief package includes the Salary Loan Early Renewal Program (SLERP), which enables existing borrowers in affected areas to renew their salary loans ahead of the prescribed period under the regular loan guidelines. Members with sanctions on loan renewal due to their availment of the SSS Loan Penalty Condonation Program are also allowed to apply for SLERP, provided that they live or work in a declared calamity area.

“The SSS will also waive the one-percent service fee charged on salary loan applications, both for new and renewed loans,” Ciriaco said, adding that the same eligibility requirements, interest rate, and repayment terms on salary loans will still apply.

The assistance package also offers qualified SSS pensioners with an option to get in advance their three-month’s worth of pension. Availment of advance pension payments requires submission of an application form duly certified by the Barangay Chairman.

“Pensioners may also attach a certification issued by the Barangay Chairman, DSWD, or NDRRMC that attests their residency in the typhoon-affected area.

We will only accept applications without any of these certifications if the pensioner’s given address is within an officially declared calamity area and it is the same as that in our database,” Ciriaco explained.

The SSS official also said that the regular release of pensions will automatically resume right after the threemonth period covered by the advance payments.

Aside from the SLERP and three-month

advance pensions, the SSS has also reduced the interest rates for the SSS Direct house Repair and Improvement Loan to six-percent per annum.

The service fee is also waived to further help the members who need to rebuild their homes, said Ciriaco.

The deadline of sub-

mission of applications under the SSS calamity relief package is on October 31, 2014 except for the Direct house Repair and Improvement Loan, which is up to one year from issuance of its SS Circular. Application forms are available at SSS branches or may be downloaded from the

SSS website (www.sss. gov.ph).

For SSS members residing in affected areas not yet officially declared in state of calamity, the SSS will update them through a media advisory as soon as the NDRRMC has completed its assessment of damages.

The delay in signing the rookie shooting guard is reportedly not related to speculation that the team may trade him to the Minnesota Timberwolves for AllStar power forward Kevin Love.

Instead, the Cavaliers have been looking for ways to use their remaining $1.4 million in salary cap space before signing Wiggins to a contract that will pay him about $5.5 million this season.

The Cavaliers and Timberwolves have been in talks about a trade involving Wiggins and Love since star forward LeBron James decided to return to Cleveland.

NBA rules dictate that once Wiggins is signed, the Cavaliers must wait at least 30 days before they can trade him.

The Los Angeles Lakers officially re-signed guard Nick Young to a multi-year contract, the team announced Monday.

Terms were not released, but the Los Angeles Times reported previously that Young agreed to a four-year, $21.5-million deal.

Young had a career year in 2013-14 after originally signing with the Lakers as a free agent in July 2013. The Los Angeles native averaged a career-high 17.9 points in his first season with the Lakers.

The Lakers also re-signed free agent forward Ryan Kelly. In 2013-14, his rookie NBA season, the 23-yearold Kelly averaged 8.0
