Ex-mayor Uy denies masterminding Tagum death squad

ORMER Tagum City Mayor Rey T. Uy laughed off the 82 counts of murder and two counts of frustrated murder filed against him and 28 others before the Department of Justice (DOJ) on Wednesday.

In an interview, Uy said all the allegations are “black propaganda” aimed at damaging his reputation.

The National Bureau of Investigation (NBI) filed the 30-page complaint for the murder of 82 individuals and

the frustrated murder on two people in Tagum City, Butuan, and Compostela Valley Province from 2008 to 2012.

Uy was tagged as the man behind the ‘Tagum Death squad’ (TDS), an alleged group of individuals tasked to kill thieves, snatchers, drug pushers, and other criminals in Tagum City.

The complaint said the squad was later used for “contract killings to eliminate business competitors, enemies, and even police officers, who

were threats to them or going against their interest, with the approval of Mayor Uy.” Uy, however, said some of the cases filed against him were already dismissed by the city prosecution office.

“Nakakatawa nga (It’s funny), actually some of the cases were dismissed by the local fiscal for being without basis. Hindi siguro sila kontento kaya pina-abot nila sa NBI central office (Maybe they weren’t content with that so they elevated it to the NBI cen-

tral office),” he said.

Uy named retired Superintendent Cesar Azares, former Deputy Provincial Director of the Davao del Norte Police Station, as the person behind the propaganda.

Uy claimed there is no bad blood between him and Azares, saying money was the root cause of the black propaganda.

Duterte to son Paolo: Too early to talk politics

AVAO City Mayor Rodrigo R. Duterte said the declaration of his son, Vice Mayor Paolo Z. Duterte, to run for mayor is “too early.”

In an interview Wednesday night, Duterte said Paolo’s declaration is “not appropriate” because the election is still too far away.

“It is not really appropriate to talk about politics and elections. We have a big problem actually,” he said.

The mayor said he had not seen or talked to Paolo for a long time.

When asked about the possibility of a “Duterte vs Duterte” match in 2016 in which the vice mayor runs

against former Mayor Sara Duterte, the mayor said such a scenario is impossible because the two are siblings.

He said he has not yet made a decision on who of the two to support. “Titingnan muna natin, siyempre mga anak ko yan (We will just see, of course, because

they are my children),” he said.

The mayor also said he is not aware if his two children had already made an agreement regarding their plans for the 2016 election.

Early this week, the Vice Mayor declared his intention to run for mayor in 2016 if his father runs for

“The automatic rain gauge measures the amount of rainfall while the latter monitors the water level that could have changed because of the rainfall,” she said.

The two devices provide “a better picture of the re-

gion’s surface water in relation to flooding.”

Collected data will be transmitted automatically to a central data system in Manila.

These data will provide necessary information to Project NOAH (Nationwide Operational Assessment of Hazard).

HE Department of Science and Technology (DOST) 11 will turn over to different local government units the management of 56 hydrometeorological (hydromet) sensors installed in different parts of the Region 11.

The turnover ceremony will be held today at the Davao City Public Safety Command Center (DCPSCC).

“Davao Region is not typhoon-free anymore. We

don’t know how strong a typhoon will be so it’s better to be prepared ahead of time,” Erik Colmenares, DOST 11 science research specialist, told Edge Davao in an interview.

Colmenares said the installed sensors have an estimated total cost of almost P700,000. The installation of sensors was started in 2012 right after typhoon Pablo struck Davao Oriental and parts of Compostela Valley and Davao del Norte in De-

City to give counterpart for sports complex in UP

AVAO City Mayor Rodrigo R. Duterte said the city government will give its counterpart on the proposed City Sports Complex that will be built inside University of the Philippines Mindanao campus in Mintal.

“Maskig pila, basta naay kwarta mohatag ko (Regardless of the amount, as long as there is money I will give).

But it should not be more than so many millions,” Duterte told reporters at the Waterfront Insular Hotel Davao on Wednesday afternoon.

He said the benchmark of the counterpart will be only P100 million.

City to allot P5M for Araw ng Davao

HE Davao City Government will allot P5 million for the weeklong 78th Araw ng Davao Celebration which will start next week.

In yesterday’s I-Speak Media Forum, City Economic Enterprise unit coordinator Reynan Librado, who is also part of the executive commit-

tee, said how the P5 million will be spent will depend on the expenses of the event.

Librado said the execom does not know how much the city’s counterpart will be, but the P5 million will serve as a buffer fund in case the private partner, Kadawyan Foundation, cannot raise the rest of the P8 million budget.

3 soldiers killed in Sulu roadside blast

T

HREE soldiers were killed while six others were wounded Wednesday in a roadside bombing believed to be the handiwork of the Abu Sayyaf Group (ASG) in Patikul, Sulu.

Captain Ma. Rowena Muyuela, Western Mindanao Command (Westmincom) information officer, said the troops were on a resupply convoy when the truck they were riding tripped an improvised bomb fashioned out as a landmine placed along the Pansul-Panglayahan road in Patikul 11:55 a.m.

were to bring provisions to a group of soldiers guarding the implementation of a road project linking the barangays of Pansul and Panglayahan when the incident occurred.

No identities of the slain and wounded soldiers were immediately available except that they belong to the Army’s 32nd Infantry Battalion.

Muyuela said the wounded soldiers were airlifted to Camp General Teodulfo Bautista Trauma Hospital in Barangay Busbus, Jolo, Sulu.

He said the share from the private partner is still to be determined since it will depend on how it will work to source funds.

Librado said that this year, the execom agreed with the private partner to equally split the expenses of the events.

CHO to probe foul smell from coal-fired plant

T

HE City Health Office is set to inspect this week communities in Binugao, Toril regarding reports of foul odors being detected near the Therma South, Inc. (TSI) property, where a a coalfired power plant is being constructed.

CHO sanitary chief Robert L. Oconer said in a text message that a team of doctors from his office will asses the area on Friday and determine the source of the odor. Oconer said there has been no formal complaint received by the CHO yet, but they have decided to take action.

TSI corporate communications manager Wilfredo Rodolfo, in an interview aired over Bombo Radyo, said they will also look into the complaints.

The 300-megawatt plant at the boundary of this city and Sta. Cruz, Davao del Sur, he

said, was conducting a scheduled steam blowing of the power plant to clean the pipes of dirt and rust.

“But all that is being emitted is water vapor,” Rodolfo said, adding there were no chemicals involved in the steam blowing.

According to Rodolfo, while TSI did not confirm nor deny whether the smell came from the facility, there could have been other factors.

“So that people can understand the context, the area has canals and open creeks,” he said. “There could be other sources of the smell.”

Rodolfo, however, committed that the company would “immediately implement mitigating measures” if the investigation finds that the plant was the cause of the odor.

General Catapang says gov’t Zamboanga adopts ‘PuMa’ security plan winning peace in Mindanao S

THE government is winning peace in Mindanao.”

This was the assessment made by Armed Forces of the Philippines (AFP) chief of staff General Gregorio Pio Catapang Jr., on Wednesday during the awarding of soldiers held here.

Catapang also urged the people of Mindanao to “hold on and be steadfast and never lost hope.”

General Catapang led the recognition and pinning of award to soldiers who reinforced and saved the 84 members of Special Action Force (SAF) of the Philippine National Police (PNP) during the January 25 Mamasapano encounter in a ceremony

held at the 6th Infantry Division headquarters here.

“We are now fighting two fronts, the Abu Sayyaf Group (ASG) and the Bangsamoro Islamic Freedon Fighters (BIFF),” Catapang said, adding that he had just visited Jolo to personally check the situation in the area.

Last week, Catapang ordered an all-out offensive against the BIFF. The AFP chief of staff also assured the people of Mindanao that the AFP is in good shape and it is winning the war against the ASG and the BIFF. “We will not only win the peace but we will also win progress and ultimately win prosperity,” he added.

The general also expressed his impression on the changes that the province of Maguindanao, Cotabato City and the rest of areas in Mindanao have undergone.

He said that as a young officer before he was already assigned in these areas in Mindanao and in the span of time had observed the developments that various communities attained in the past years.

“We are in the final stage of winning the peace and this is the final chance to win the peace in Mindanao,” he pointed out.

Catapang also hit those who said that peace in Mindanao cannot be attained,

saying that: “Maraming nagsasabi na di na matutuloy pero huwag ninyo silang paniwalaan. Huwag kayo mawalan ng pag-asa. We will turn this around. All of us will have better days to come.”

During the awarding ceremony, Catapang pinned gold cross medals to 5 soldiers for their gallantry in providing support, reinforcement and rescue of SAF-PNP members during the Mamasapano encounter.

Two more soldiers received bronze cross medals and an army sergeant was promoted to a rank of staff sergeant for their crucial roles in the conduct of support to the operations of SAF-PNP.

ECURITY authorities here have adopted a security plan dubbed as “PuMA” in a bid to further strengthen the security measures of this city, officials disclosed.

Senior Supt. Angelito Casimiro, Zamboanga City police director, said the security plan will see the deployment of “Pulis-Marines-Army” (PuMA) in this city.

“This is hardening the vital installations of this city and all possible vital targets of the terrorists,” Casimiro said.

He disclosed that this city remains on full alert due to “high threat” level because of persistent reports of bombing and kidnapping plots by lawless elements including the Abu Sayyaf Group (ASG).

“As we know in the past, Zamboanga City always carries the burden of diversionary actions especially if there are government offensives in Basilan, Sulu and Tawi-Tawi,” Casimiro said.

The government has launch an offensive against the ASG in Basilan and Sulu provinces where the bandits are believed to be holding captive some people including a Dutchman bird watcher and a

Korean businessman.

Casimiro said they realign the deployment of forces under the PuMA concept after the Marine Battalion Landing Team-1 (MBLT-1) has been assigned here and placed under the operational control Task Force Zamboanga (TFZ).

Primarily, Casimiro said the Marine troops will be incharge of the security in this city’s central business district up to the west coast.

He said the Army component of TFZ is deployed in this city’s east coast up to the boundary with Zamboanga Sibugay province.

Lt. Col. Ronaldo Juan, MBLT-1 commander, said his personnel will be deployed together with policemen particularly in the conduct of checkpoints and foot patrols.

Col. Andrelino Colina, TFZ commander, said that Army troops from the service company of his headquarters can still be seen in the downtown area although their focus is in this city’ east coast.

City Hall said in a statement that the PuMA concept of security has been implemented effective Tuesday.

29 illegal drug charges filed in Misamis Oriental

HE provincial police office in Misamis Oriental has filed 29 cases involving anti-illegal drug charges, a police official said Wednesday.

Police Sr. Supt. Leonilo Cabog, provincial director, Misamis Oriental, made the disclosure during the Joint Peace and Order Coordinating Council meeting here.

Cabog admitted that the illegal drug cases in Misamis Oriental have reached an alarming rate and the law enforcement agencies are doing everything to curtail its growth.

He said that the 29 anti-il-

legal drug cases were filed in court from January to February this year.

The first Joint Peace and Order Coordinating Council meeting here was called by provincial Governor Yevgeny Vincente Emano for a briefing of the real peace and order situation in Misamis Oriental.

Emano said that the Joint Peace and Order Coordinating Council meeting would not be held on a weekly basis so that provincial officials would be fully informed of issues and concerns involving peace and order. (PNA)

HE Department of Trade and Industry (DTI) is urging the business sector in Davao Region to strictly follow the approved suggested retail prices (SRPs) of basic necessities and prime commodities to avoid fines and penalties.

The call has been issued amidst the uproar over rising prices of fuel and other related products which caused a stir among consumers.

Basic necessities include canned sardines, processed milk (condensed, evaporated, and powdered), bread, instant noodles, detergent soap, bottled water (distilled, purified, and mineralized), and candles.

Meanwhile, among the prime commodities are luncheon meat, meat loaf, corned beef, beef loaf, vinegar, fish sauce (patis), soy sauce, toilet/bath soap, and batteries.

Ever consumer and businessman must bear in mind that Section 2 of Republic Act No. 7581 or the Price Act declares that “It is the policy of the State to ensure the availability of basic necessities and prime commodities at reasonable prices at all times without denying legitimate business a fair return of investment.”

Thus, prices of these products must just be within the set SRPs. Furthermore, DTI’s Department Administrative Order (DAO) No. 06, series of 2007 states that a business establishment found guilty of violating the Price Act will also face a minimum administrative fine of P20,000 to a maximum P1,000,000.

DTI-Davao Region Officer-in-Charge Maria Belenda Q. Ambi said their Field Offices are consistently monitoring business establishments to make sure that they adhere to the set SRPs. “There will be no let-up in our monitoring of prices of basic necessities and prime commodities as well as fair trade law enforcements to ensure that prices and supply situation in the region are stable,” she said. BIR to file tax evasion raps vs 5 professional individuals

HE Bureau of Internal Revenue (BIR) 11 is set to file tax evasion charges against five professional individuals from the Davao Region this year, BIR 11 director Glen A. Geraldino they are now finalizing the documentation for the filing of the case against these big-time tax evaders.

Geraldno, however, refused to name these five err-

ing individuals as well as their possible tax liability.

“They failed to pay and file their supposed obligations with the government,” Geraldino told reporters on the sidelines of the press conference for the 2015 Tax Campaign Kick-off on Wednesday “We weren’t able to file tax evasion cases in 2014 because the year was consumed for documentation that will

Tax evasion is defined as “the use by the tax payer of illegal or fraudulent means to defeat or reduce payment of tax and punishable by law” Geraldino said the BIR 11 filed four tax evasion cases in 2012 under BIR ’s Run After Tax Evader (RATE) program and are now pending at the court.

Based on a presentation on the status of RATE cases filed in the whole Philippines during the present administration, a total of 327 cases were filed from 2010 to December last year; 283 cases were pending at the Department of Justice; 39 cases pending the courts; 5 cases dismissed with finality with combinedestimated tax liability of a total ofP64.98 billion

Geraldino said tax evaders are facing criminal charges for not paying tax dues to the government.

For this year, BIR 11 is targeting to file at least four cases even as each revenue district office (RDO) in the region is required to submit three cases under the RATE program.

Geraldino said the region has an estimated 300,000 professional and self-employed tax payers.

Inflation slightly increases

T

HE uptick in petroleum prices and higher utility rates offset the slow increase of food prices and pushed headline inflation slightly higher to 2.5 percent in February 2015 from 2.4 percent in the previous month, according to the National Economic and Development Authority (NEDA).

Despite the slight increment, headline inflation for that month was well within market expectations and the 2.0 to 4.0 percent target set by the government for 2015 to 2016 and much slower compared with the 4.1 percent level in February 2014.

Economic Planning Secretary Arsenio M. Balisacan attributed the moderate inflation to the normalization of supply chain and relatively stable peso in the first two months of 2015. “There were no new major economic shocks such as adverse weather conditions.

The supply chain also normalized, partly due to the easing of port congestion. The peso likewise remained relatively stable due to the country’s strong external position,” Balisacan said.

Core inflation, which excludes selected volatile food and energy prices, also went up at 2.5 percent in February 2015 from 2.2 percent in January 2015, but still lower compared with the 3.0 percent in the same month of the previous year.

The relatively lower reduction in the prices of electricity,

gas, and other fuels (-8.9% from -11.3%) reflected an increase in oil prices in February 2015 relative to the previous month. Still, compared with the previous year, prices were significantly lower.

“The recent increase in oil prices was the result of cutbacks in the production and exploration of international energy firms triggered by soft oil prices. Outlook for prices in the medium term, however, remains modest given a backdrop of strong world crude oil supply growth and weak global demand,” said Balisacan, who is also NEDA Director-General.

For electricity rates, Meralco charges were up by 5.4 percent year-on-year equivalent to PhP0.30 per kilowatt hour.

This was due to higher generation and transmission charges resulting from lower power plant availability in January 2015, which can be considered as an after-effect of the low demand after the long holidays.

Also, the increase in transport services to 3.3 percent in February 2015 from 1.5 percent of the previous month came after the implementation of higher MRT and LRT fare rates as observed in the higher transport inflation in the National Capital Region.

On the other hand, food inflation continued to decelerate in February 2015 from 5.6 percent to 4.9 percent reflecting softer upward adjustments in the price indices of rice, meat, and vegetables.

DA graduates get P2.2M worth of farm inputs

GRICULTURE Secretary Proceso J. Alcala on Wednesday awarded a total of P 2.2 million worth of farm grants to the Department of Agriculture School on-theAir (SOA) graduates in the Davao Region.

The grants include 450 sacks of certified seeds worth P612, 000; 10 heads of carabao with comb harrow and plow worth P 450,000; 2 units of rice reaper worth P36, 000; 3 units of mechanized thresher worth P266, 664; 450 pieces of laminated sacks worth P 250, 875; 2 units of hand tractor with trailer worth P104,937; and 30 pieces of knapsack sprayer

worth P 234,000.

From two months of basic agricultural lessons on air which focuses on rice production, 450 farmer graduates from various towns in Davao Region composed of 250 graduates from Davao del Norte, 99 from Compostela Valley, 20 from Davao Oriental and five from Davao del Sur availed themselves of grants from the DA. “These grants are DA’s way of commending you for the cooperation and dedication you showed in our programs and projects. These projects are always intended to uplift your living conditions”, Alcala told the

farmers.

Alcala also promised to provide 450 transistor radios to the farmer graduates for them to listen and learn technologies in agriculture.

Meanwhile, Senator Cynthia Villar, chairperson of the Senate committee on agriculture and food, underscored the need for farmers to undergo trainings not only in farming but also on farm mechanization.

“If we provide farmers agri-machinery and equipment, we need to train them not only in operating the machines but also on its repair and maintenance to sustain farm mechanization,” said Villar, who aloso graced the

graduation ceremony.

“There is a lot of good news for the Davao region farmers as numerous assistance and support have been pouring in, so the momentum for growth and development is here and so make the most of it,” Villar added.

SOA is a training course on agricultural crops and commodities wherein a farmer will graduate after their participation and learning through radio focuses directly benefitting thousands of farmers in the region.

HEN there is an emergency, who should you call? If you are in the United States or Canada, all you have to do is dial 911. Dialing this number from any telephone will immediately link the person to an emergency dispatch center -- called PSAP (Public Safety Answering Point) by the telecom industry -- which can send emergency responders to the caller’s location in an emergency.

Davao City is one of the two cities in the Philippines (the other one is Kidapawan) that use 911 as the number to be dialed in case of emergency. Called Central Communications and Emergency Response Center (CENTRAL 911), it has already received more than half a million distress calls since its inception in 2002.

The Central 911 was officially launched in September 2002 “to address emergency calls for criminal incidents needing police assistance,” according to a document obtained by this author. But as years went by, it has done more than that. Today, it has the capability to respond to almost any type of emergency.

“Aside from police services, it also caters to emergency medical services, urban search and rescue operations, fire auxiliary services, and K-9 units,” the document said.

“The presence and the availability of a response mechanism resulted to increased awareness among the constituents and visitors of Davao City to report crime and emergency incidents which serves to mitigate or avoid further aggravating the situations and minimize the loss of lives and properties.”

The Central 911 is manned by

24 call takers and 16 dispatchers/ trackers who are working roundthe-clock. “By dialing 911, residents needing assistance can immediately summon responders to the scene of emergency,” the document said, adding that it has simplified the emergency process by integrating all the government’s emergency response resources (ambulance, rescue technicians, firefighters, K-9, and the police) into one.

“As a doctor I take high pride of Davao’s 911,” said Dr. Richard Mata, a Davao physician. “In medical care, time is gold.” With Central 911 in place, he said Dabawenyos have the following: · Immediate advice by phone during a phone call. People who are assisting a sudden health crisis like heart attack, drowning, or collapse, among others, are in a panic; having someone to call and can give proper advice on what to do while waiting for the rescue is very vital. · Immediate oxygen and intravenous hydration administration has proven to save lives in first world countries. Not to mention other emergency medicines that could be given while on transit to a hospital. · The emergency siren of 911 vehicles allows faster time to reach a hospital. Safety in travel is also given because the drivers are experts and emotionally unattached. · Proper coordination with the waiting hospital can be done.

The other end can now prepare the needed doctors, nurses and equipment prior to the arrival depending on the case so there will be no lapse of time that may endanger the patient.

According to the document, the Emergency Medical Services (EMS) unit of Central 911 is manned by 106 emergency medical technicians and 33 ambulance operators who are working on a 24-hour shift schedule.

From 2011 to 2014, the EMS had 38,032 total runs with 39,643 patients helped. In 2013, the EMS responded to 176 fire incidents aside from acting as medical backup in two rescue-related calls.

The Central 911 even goes beyond Davao City. In 2013, some members of the team went to Tacloban City to help those who became victims of the Typhoon Yolanda. Mrs. Mary Jane Galan, a public school teacher, recalled a day after the typhoon devastated the place: “There was no food, no water, and no shelter. My child Ashley and I were at the Tacloban City Hall hoping that a good Samaritan will come along and give us even a bottle of drinking water or milk for Ashley. I saw people running.

Someone alarmed, there was a jail break. We heard gun shots.

Soldiers were running and one of them grabbed my daughter for safety. It was another nightmare for my daughter.

“Fortunately, the first contingent to help the Taclobanons was the Central 911 from Davao City. I searched for their camp and when I finally located them, I introduced myself. Even before asking our situation, they were kind enough to feed me and my daughter first.

I asked them if they could help me and my daughter Ashley to go bring to Davao.”

But what Central 911 has accomplished goes beyond helping

the people. In 2012, Davao City was ranked as the world’s fourth safest city. For seven years, Davao City was considered as the most peaceful city in East and Southeast Asia.

In a study, 93.75 percent of the respondent said that it is safe to walk alone during daylight in the city, while 76.69 percent said that even during the night it is safe to walk alone.

Davao City, with a land area of 224,000 hectares (approximately 7.8 times the size of Cebu and three times that of the entire Metro Manila), has a very low crime rate. Another document obtained by this author said: “A great land mass cannot be considered as a hindrance to secure the city’s perimeter and give the 1.8 million Dabawenyos their security. The stability of peace and order in the city is manifested in the downward trend of the average monthly crime rate in every 100,000 persons.”

According to the Investigation and Detective Management Branch of the Davao City Police Office, the average monthly rate in every 100,000 persons was 60.46 in 2009, 57.94 in 2010, 45.67 in 2011, 47.34 in 2012, and 50.03 in 2013.

The document traced the low crime rate in Davao City to “the increased visibility of the police through the highly reliable 24/7 operations of the city’s Central 911.” It contends that Central 911 “has put into concrete actions the city government’s strong commitment to minimize, if not totally suppress, all forms of criminalities.”

As such, the city government “has placed a heavy emphasis on calamity preparedness and increased

Indeed, Davao City has gone a long, long way. Thanks to Central 911 which is fully supported by Mayor Rodrigo R. Duterte. In his first State of the City Address on January 28, 1990, he said: “During the first and second year of our administration, we laid down the foundation which is vital for growth and development, and I refer to our continuing effort to further improve and maintain peace and order in our city.”

F there is anyone more excited than boxing fans about the Manny Pacquiao-Floyd Mayweather megafight, it should be the Bureau of Internal Revenue (BIR).

A news item from the Manila Bulletin yesterday reported that the BIR once more asked the Court of Tax Appeals (CTA) to stop the public hearings on the P3.2-billion deficiency tax assessment imposed against world boxing champion Manny Pacquiao, and instead order him to pay the indebtedness outright.

The move is a reiteration of its request in a motion for reconsideration (MR) filed last week after the CTA rejected on January 27 its petition for the immediate collection of the delinquent accounts. According to BIR lawyers, the tax court should terminate the deliberation because it has lost jurisdiction over the case as the final assessment or the final decision on disputed assessment (FDDA) has already been served against the Sarangani congressman.

But wait. A BIR official also said on Wednesday here that there is no need to exempt Manny Pacquiao from income tax and related impositions in boxing bouts he will do in the United States. This one is from BIR Deputy Commissioner for Operations Group Nelson M. Aspe, who led the BIR Davao regional kickoff of the 2015 tax campaign “Angat Pa ‘Pinas!”

Here’s how it works. A professional boxing bout in the US is taxed a total of 35 percent by the Internal Revenue Service (IRS). That figure is a bit higher than the approximately 30 percent imposed by the BIR in bouts that Manny will do in the Philippines. In effect, the amount of tax that Manny pays in the US is creditable in the Philippines.

In fact, Aspe said the US tax credits will be more than enough to wipe out whatever amount Pacquaio is assessed here in the Philippines. However, Pacquaio is still required by law to file tax information about the taxes that he has paid in the US. There is a lot of interest in Pacquiao these days in anticipation of his megabuck fight with Mayweather where he is expected to rake in the biggest paycheck of his fighting career. Before the exemption is even resolved, if at all necessary, the BIR just wants the people’s champ to pay his tax deficiency first. It’s fast rivaling the megafight itself. This BIR-Pacquiao tussle is now “the other megafight.”

In this “other megafight,” the odds are definitely in Pacquiao’s favor.

Sadly, the BIR is being projected here as an agency with a vampire mentality amidst the vast popularity and charismatic stature of the Filipino boxing hero. The timing may just have been a bit off as it comes in the height of the preparations for the megafight where Pacquiao’s focus is at the utmost required.

The public looks at it as ganging up on the wrong time, an unwarranted distraction. In this scenario, the BIR, which understandably merely works based on its mandate, is pitifully at the losing end of public perception here as it seemed like it cannot wait until this fight is over.

Pacquiao has promised to pay his taxes after the fight and that should be more than enough. Perhaps, before Manny throws away his money win or lose after the megafight, he better settle his tax deficiency first. That way, both the BIR and Manny will emerge co-winners.

Little things below that make up the big things in the nation

M

OST people think governing is a task performed by people in power only, that it only concerns public officials, while the rest of the people (who are not in office) are mere beneficiaries of government goods or objects of public services.

This thinking needs to be changed, especially at the primary level of government, in the barangay, where citizen participation or non-participation has a direct effect on the quality and reach of governance.

The barangay government is the closest, most intimate, unit of public administration.

Its every policy or act impacts directly upon the lives and circumstances of its constituents.

If its constituents don’t feel its impact one way or another, it can only mean two things: 1) they’re not involved in its governing process, in which they have a role and a right to participate; or 2) their officials are doing the governing all by themselves—without benefit of the people’s participation, feedback during consultations, or express approval. In either case, there’s a violation, and it’s bad governance. ***** If the people have no part in preparing its development plans and programs, the barangay cannot be said to have “a government of the people and by the people.” It is not a true democracy.

They must play a role in identifying/ defining its problems, in prioritizing what measures are to be taken, in formulating the necessary programs and projects, and in implementing them.

And it’s more fun to be under the sun.

But watch out, too much heat can lead to some health problems, reminds the Department of Health (DOH).

“We do not know what will happen to our summer, how that we are experiencing unpredictable weather due to the effects of climate change,” DOH said in its recent issue of bimonthly publication, Health Beat.

“For sure though, hot and humid conditions add to the discomfort of high temperatures,” the health department added.

“Droughts may occur if long period passes without substantial rainfall.”

One of the most serious heat-related disorders is heat stroke. “It occurs when the body becomes unable to control its temperature: the body’s temperature rises rapidly, the sweating mechanism fails, and the body is unable to cool down,” DOH said.

“When heat stroke occurs, the body temperature can rise to 41⁰ Celsius or higher within 10 to 15 minutes,” DOH said.

“Heat stroke can cause death or permanent disability if emergency treatment is not given.”

The symptoms of heat stroke include: hot, dry skin or profuse sweating; hallucinations; chills; throbbing headache; high body temperature; confusion/dizziness; and slurred speech.

If the officials presume to govern by themselves, they belittle an essential aspect of autonomy or self-governance: the people’s participation. They subject the community to bad governance, prevent direct democracy from operating at the base of the Republic, and weaken its foundation.

Bad governance causes injustice and deprives everyone from the benefits of prosperity and equality, especially the poor and underprivileged who in their impoverished condition are the least able to cope with corruption and abuse. ***** Unfortunately, such is the case in most of our barangays, of which there are a total of 42,000-plus. Either the people in them are not involved in the tasks of governing, or the officials are doing all the deciding and doing— and grabbing all the credit and benefits from doing so.

As a result, no one can claim that the Big Philippine Republic draws strength from its small republics (barangays) where the sovereign people reside.

We are more than 100 million Filipinos already, all residing in 42,000-plus barangays— each one supposedly the home of People Power.

But like the energy crisis, People Power is severely limited, as most of it is arrogated by

officials elected as public servants but who act like they are the Boss. ***** Hence, instead of becoming the bastion of freedom and democracy, the barangay has become the soft underbelly of our Republic, prone to graft and corruption, badly governed by predatory politicos and their greedy cronies.

The scale of corruption spawned by the traditional politicians, or trapos, who make our barangays a nesting place for their petty dynasties, has grown to such a magnitude that a culture of corruption and impunity now suffuses local governments and the grassroots including the youth of the sangguniang kabataan.

Our Republic seems like a collection of tiny principalities called barangays that are headed by presumptuous oligarchs who think they know best, who figure that whatever they do is good enough for everyone, and that therefore people should take their acts and decisions at face value without benefit of public comment or approval.

This hardly defines a society of citizens in whom state sovereignty resides and from whom all government authority emanates from the people. If we’re serious about good governance and democracy, then as a polity (government and citizenry) we need to change not only our attitude about the task of governing but also our behavior as constituents: in attitude—attentive and assertive; in behavior—active and engaged. *****

Good governance requires citizen attention and involvement. It can’t all be the acts and decisions of grandstanding officials; that’s an oligarchy. The people must be in on the act.

It’s when people do their part in the governing process that they exemplify a government of the people, by the people, and for the people—and quite literally at that.

That’s the point when the instrumentalities and processes prescribed by law are activated: people assisted by their public servants managing the arrangements for harmonious living, coping with challenges, confronting problems, advancing the nation’s interests in small but sure steps right in their own community.

And all these are made possible through the proper workings of the Barangay Assembly, the Barangay Development Council, and the dozen or so committees/units mandated for the grassroots community (which are rarely activated or functioning).

Thus do the little things people do in the barangay make up the big things in the nation.

Older people are more prone to heat stroke.

Those living in Metro Manila and big cities are most likely to suffer from heat stroke during a prolonged heat wave, particularly if there are stagnant atmospheric conditions and poor air quality. In what is known as the “heat island effect,” asphalt and concrete store heat during the day and only gradually release it at night, resulting in higher nighttime temperatures.

“Help a person who might be suffering from heat stroke,” DOH urged. Here are some of the things you can do: call for medical assistance immediately; move the sick person to a cool shaded area; soak his/her

clothes with water; spray, sponge or shower him/her with water; and fan the body.

An ounce of prevention is better than an ounce of cure, so goes a saying. “When the heat index is high, it’s best to stay in an air-conditioned environment,” said the Mayo Clinic. Now, if you must go outdoors, you can prevent heat stroke by taking these steps: · Wear lightweight, light-colored, loose-fitting clothing, and a wide-brimmed hat. · Use a sunscreen with a sun protection factor (SPF) of 30 or more. · Drink extra fluids. To prevent dehydration, it’s generally recommended to drink at least eight glasses of water, fruit juice, or vegetable juice per day. Because heat-related illness also can result from salt depletion, it may be advisable to substitute an electrolyte-rich sports drink for water during periods of extreme heat and humidity. · Take additional precautions when exercising or working outdoors. The general recommendation is to drink 24 ounces of fluid two hours before exercise, and consider adding another 8 ounces of water or sports drink right before exercise. During exercise, you should consume another 8 ounces of water every 20 minutes, even if you don’t feel thirsty. · Reschedule or cancel outdoor activity.

If possible, shift your time outdoors to the coolest times of the day, either early morning or after sunset.

Other strategies for preventing heat stroke include: · Monitor the color of your urine. Darker urine is a sign of dehydration. Be sure to drink enough fluids to maintain very light-colored urine. · Measure your weight before and after physical activity. Monitoring lost water weight can help you determine how much fluid you need to drink. · Avoid fluids containing caffeine or alcohol, because both substances can make you lose more fluids and worsen heat-related illness. Also, do not take salt tablets unless your doctor has told you to do so.

The easiest and safest way to replace salt and other electrolytes during heat waves is to drink sports beverages or fruit juice. · Check with your doctor before increasing liquid intake if you have epilepsy or heart, kidney, or liver disease; are on fluid-restricted diets; or have a problem with fluid retention.

Zuckerberg in his keynote address made a point of praising wireless operators’ work in connecting new users to the Internet, noting that “it’s really important not to lose sight of the fact that it’s the operators that are driving this.”

Internet.org is a global collaboration among technology leaders, nonprofit organizations, local communities, and experts working together to bring the internet to the vast majority of the world’s population.

Globe is the first telecommunications company in the world to provide Free Facebook access to its customers, introducing mobile browsing to many Filipinos. The offer, which allowed its customers free access to world’s leading social networking site Facebook at zero data charges, began in October 2013 and ran for about six months. The company’s registered mobile Facebook users surged by 65 percent following the telco’s Free Facebook promo offer from November 2013 to April 2014.

In October last year, Globe re-launched its Free Facebook promo for its 44 million customers at the time, meant as a response to clamor from customers to bring back the promotion. Concluding the offer in November last year, mobile Facebook users jumped 36 percent while average monthly mobile data and browsing revenue growth increased 14 percent from pre-offer levels.

As a result, mobile browsing and other data revenues increased 23 percent to P14.4 billion in 2014 from P11.6 billion in the year earlier.

In addition to product innovations and ground-breaking offers such as the Free Facebook promo that Globe introduced in the market, the impressive growth in mobile data revenues was also driven by increase in variety and affordability of smartphones in the market as well as im-

proved pervasiveness of the company’s 4G network.

“Our partnership with Facebook definitely enabled more Filipinos to gain internet connectivity, which is in line with the vision of internet.org to allow more and more people to have free access to internet services or at the very least gain internet connectivity at affordable rates,” Globe President & CEO Ernest Cu said.

Zuckerberg told delegates at Mobile World Congress (MWC) that offering free basic internet services can help mobile operators grow their businesses faster in emerging markets. A Facebook-led initiative, internet.org has set a goal of connecting a good majority of world population. To achieve this objective, Zuckerberg wants to raise awareness of the internet.

Such awareness will be enhanced if mobile operators offer services for free, he said, emphasizing that once users get a free taste of the internet, they’ll be more inclined to pay for mobile data. “We’re proud of the work we do with these operators, and we’re excited to do more,” Zuckerberg said.

Meanwhile, the United States’ Federal Communications Commission recently voted to implement new net neutrality rules designed to make sure Internet service providers treat all legal content equally. Net neutrality, also called open Internet, is a principle that Internet networks are equally available to all types of legal content generators. This means that internet service providers (ISPs), mostly large cable or telephone companies, would be prohibited from discriminating against content by blocking or slowing transmission speeds and seeking payments in exchange for faster lanes of their Internet networks, a practice called “paid prioritization.”

Atty. Ferdinand T. Santos, GERI President, retires

He graduated from Arellano University with a Bachelor of Arts degree in 1970 and took his Bachelor of Laws at San Beda College where he graduated Valedictorian and Magna Cum Laude in 1974. He was a topnotcher in the 1974 Philippine Bar Licensure Examination (2nd Place).

Gregorian Choir of Paris enchant Dabawenyos at

ABREEZA MALL SACRED sounds soared through the Abreeza Mall Activity Center as the worldrenowned Gregorian Choir of Paris performed in a free concert on February 27.

As part of their firstever Philippine tour made possible by the Ayala Malls, the 26-member choir flew to Davao City to bring a spiritual and sacred message: the world needs a form of silence that resembles a Gregorian chant. Led by conductor Charles Barbier, the Gregorian masters of chant entertained their

audience at Abreeza Mall with an hour’s worth of heavenly hymns sung entirely in Latin.

Earlier, the prestigious ensemble had made its way to other Ayala Malls— Greenbelt in Makati, Alabang Town Center, Ayala Center Cebu, and Centrio Mall in Cagayan de Oro—to spread its spiritual message of hope and

solidarity especially after moments of natural and man-made upheavals in the country.

The tour, which is endorsed by the Catholic Bishops Conference of the Philippines, also saw the choir performing the Sacred Liturgy in Latin in masses in different churches around the country. In Davao, they sung as a special choir at the Sacred Heart Parish in Obrero on February 26.

The choir also participated in the historic celebra-

tion of the 450th year of the presence of the Augustinians in the Philippines, with an opening concert at San Agustin Church in Intramuros on February 19. It featured a repertoire with acclaimed French organist Pascal Marsault on the oldest existing organ in the country.

The members of the Gregorian Choir of Paris have dedicated themselves to cultivating the Gregorian chant, both in its natural liturgical setting and in concerts

worldwide. The singers come from France, Germany, Czech Republic, Russia, Slovak Republic, Colombia, Madagascar, and Republic of Korea.

Bridges of Love fights for family, identity, and love on ABS-CBN’s primetime TV ABS-CBN presents its newest powerhouse drama offering this 2015 via upcoming primetime TV series “Bridges of Love,” an intense love story involving brothers, who will be separated by hatred and guilt, and their common love for a woman who will bridge them together.

Dubbed as a “story like no other,” “Bridges of Love” shares the tale of two brothers, Gael (to be played by Jericho Rosales) and Carlos (to be played by Paulo Avelino), who were bound by their promise to each other but separated by an un-

City Mayor Ronnel Rivera said Thursday they have started the rollout of their flagship CLEAN Gensan Family Card Program, which mainly aims to provide free health and life insurance to indigent residents within the city’s 26 barangays.

He said the initiative is a component of the city’s CLEAN GenSan or Creating a Livable Environment for All Generals towards Nation-building Program.

Under the program, the mayor said the local government will provide family cards to identified “poorest of the poor” households in the city.

“The family cards will entitle household-beneficiaries to avail of multiple health and life insurance benefits like hospitalization coverage and other related services,” he said.

Rivera said the benefits would be provided by the local government and its partner agencies Philippine Red Cross (PRC) and the Philippine Health Insurance Corp. (PhilHealth).

Through the family card, he said the PRC will provide a daily assistance of Php150 to anyone who would be hospitalized or

confined at the city hospital for up to 60 days.

The financial assistance will compensate the temporary loss of income of a CLEAN Gensan Family Card holder during the confinement period, he said.

The mayor said the family card holders would also get accidental death, disablement and dismemberment benefits worth Php35,000 from the Social Security System (SSS).

He said the city government will also enrol the beneficiaries into the “Point-of-Care” system of the PhiHealth.

The program assures beneficiaries of “no balance billing” upon discharge from the city hospital, he said.

Rivera said card holders are also entitled to mortuary benefits worth Php20,000 from the SSS, death benefits, psychological services and a birthday treat if they are hospitalized during their birthday.

He said they could also avail of loan privilege, retirement pension at the age of 60 and maternity allowance as special benefits.

Rivera said he has assigned personnel under the Integrated Barangay Affairs of the City Mayor’s Office to help facilitate the program’s implementation.

He said they have set up a kiosk inside the Robinsons Mall here to cater to queries

“We’re targeting to enrol around 11,900 indigent families into the program this year,” he said.

tified a total of 985 individuals or family heads coming from 17 barangays as initial beneficiaries of the initiative.

He said the beneficiaries were identified based on an assessment conducted by the

City Social Welfare and Development Office.

Meanwhile, councilor Bernard Al-ag said the discussion for the Memorandum of Understanding between the city and UP Mindanao will start on March 11.

Al-ag said the MOU state that a technical working group (TWG) composed of representatives from UP and the city government for the preliminary plans and programs necessary to the establishment of the sports complex.

Al-ag said the purpose of

MOU is to identify the obligations of both parties on the implementation of the project.

He said that based on his understanding, UP will ask counterpart from the city for the responsibility on maintenance expenditures of the sports complex.

The proposed City Sports Complex is funded under the General Appropriations Act 2015 initiated by third district Rep. Isidro T. Ungab.

Ungab earlier said the construction works for the sports complex will commence either in May or June this year.

First phase of the project will cost P250 million, consisting of the auditorium (P100 million), indoor gym and multi-purpose building (P50 million), track oval, lightings and outdoor sports (P50 million) and road leading to the sports complex (P50 million).

Ungab said the auditorium, indoor gym and multi-purpose building and road construction is now up for bidding. On process is the bidding for the track oval and outdoor sports.

Ungab said it was Mayor Duterte himself who first brought the idea of building a modern sports facility for the people of Davao several years back.

HE Province of Davao del Norte is making its variety of attractions ready for the influx of tourists in the Palarong Pambansa this summer.

Along with the province’s revved up efforts in polishing playing venues and billeting quarters, and heightening security, local government units and resort operators are also expanding and burnishing the tourism sites for the May 3 to 9 Palaro.

Governor Rodolfo del Rosario has directed the tourism stakeholders to brush

their destinations up in anticipation of the deluge of visitors in the annual multi-sport competition among the country’s student athletes in the elementary and high school level.

Del Rosario stressed the attractions must be in tip top shape for the participants and spectators, who are expected to exceed 20,000. The governor said the delegates will be invited to discover and experience a good variety of attractions in the province during the lull in between and after their sporting events.

“We will promote our tourist attractions so they can make the most of their time and learn more about our province,” del Rosario said, after spearheading the mangrove planting in Barangay Cagangohan, Panabo City.

Hundreds of government officials and employees, residents, volunteers and students participated in the mangrove planting activity, which is part of the coastal biodiversity conservation project under the Localized and Integrated Programs and Approaches for Development

through Ugmad Komunidad (LIPAD-UK).

The program seeks to uplift the socio-economic well-being of the coastal community.

Other components of the program include organic agriculture, tourism development, grassroots sports development and livelihood development.

Del Rosario intends to showcase the project to the Palaro participants and guests, making it an important part among many tour packages to be offered to the

visitors.

Being groomed as an alternative coastal destination, the project will showcase an open-air sea water swimming pool as venue for the grassroots sports development initiative benefitting the indigent youth in the shoreline area, among other amenities.

How much money will Manny make?

Some members of the House of Representatives are pushing to exempt the Filipino boxing superstar slash Congressman from paying taxes in his upcoming megafight against Floyd Mayweather Jr. Let’s begin with how much money would that be.

Oh, the mere mention of this fight makes me hear kaching ka-ching. Especially to Floyd Mayweather and Manny Pacquiao. The initial projection is a purse split of $150million to the Money man and $100m to the PacMan under the agreed 60-40 split.

That was when the fight was announced and based on contract.

It has changed in the same way the betting also changed.

According to Bob Arum, the fight could not fetch to

$300 million. If that is the figure to be used in the split to the protagonists, $180m goes to Mayweather and $120m to Pacquiao.

That’s P5.3 billion for Manny. More than enough to obliterate his tax deficiency of P3,2 billion assessed by the BIR. Those figures are based on Arum’s firm expectation that this, the richest fight of all time, will not just break the pay-per-view record in America – but double it. According to Bob: “We are looking at four to five million buys. The interest is amazing, even from people who do not follow boxing, even people who don’t follow any sports. Wherever you go everyone is talking about this fight.”

Councilor Duterte to open Araw ng Davao Sportsfest today

HE 78th Araw ng Davao Sports Festival formally kicks off today with an elaborate opening ceremony at 6:00 p.m. at the Davao City Recreation Center.

Councilor January N. Duterte will lead the opening rites of the annual sports competition featuring 22 sports disciplines with 27 events to be held in various venues of the city.

Councilor Duterte, president of the Association of Barangay Captains (ABC) Davao City chapter, will be the guest of honor and will declare this year’s Sports Festival open.

Sports Development Division-City Mayor’s Office (SDD-CMO) officer-in-charge William “Butch” Ramirez, will give the welcome remarks at the start of the program.

The SDD-CMO personnel in charge of the opening program, executive program director Cindy Cruz-Enerio and Pocholo Elegino, promised a festive atmosphere for everyone in today’s ceremonies.

The Araw ng Davao Sports Festival, one of the activities to highlight this year’s 78th founding anniversary of

the city, is being organized by the City Government of Davao thru the SDD-CMO. Mayor Rodrigo Duterte is backing up the annual event along with Vice Mayor Paolo Duterte and the Sangguniang Panlungsod as part of the city’s regular sports programs.

This afternoon’s affair will be attended by heads of the different National Sports Associations (NSAs) and their athletes, as well as students from the different schools with representations in the different events on top.

This year’s sports events include basketball, baseball, football, bowling, tennis, athletics, rugby football, chess, karatedo, volleyball, dama, cycling, bodybuilding, arnis and swimming, among others.

The 78th Araw ng Davao Sports Festival kicked off with the bowling tournament under the Davao City Bowlers Association last February 27 at the Dover Mega Lanes.

Basketball will have three events, the commercial, inter-collegiate and 3-on-3 which will all be played at the Davao City Recreation Center.
