AvAO City Mayor Rodrigo R. Duterte wants traffic violators in the dreaded “killer highway” arrested even as he called for the mobilization of the Highway Patrol Group (HPG) -11 to manage the traffic flow of Carlos P. Garcia Highway (Diversion Road). Duterte told reporters last Monday night at Grand Men Seng Hotel that with the long stretch and dark highway, he finds it appropriate for the HPG unit to be deployed in the area. “I want apprehensions there,” said Duterte. He said that at night time, many drivers tend to break speed limit in the area because of the absence of traffic enforcers. The dreaded highway has been observed to be dimly lit and without streetlamps. “Yung diversion na yan wala ng makahuli diyan… except the HPG so that I can pinpoint the liability. On the other hand, Duterte urged the LTO to test the ‘Intellectual Quotient’ (IQ) of the applicants before they will issue a driver’s license. “IQ is not dependent sa edukasyon mo … its what a reasonable man on the street
