Power plant tax sharing scheme being finalized

he Davao City government is still finalizing the tax sharing agreement with the municipality of Sta. Cruz, Davao del Sur on the Aboitiz–owned Therma South Inc. (TSI) coal-fired power plant.

City administrator Melchor V. Quitain said the city government will automatically get 30 percent of the power plant’s income tax because the TSI main office is located in Davao City.

He said for the remaining 70 percent, Davao City is proposing a 60 percent share.

This figure was arrived at during the hearing of the City Council’s committee on finance, ways and means, and appropriation chaired by councilor Danilo Dayanghirang last September 24.

T’S the latest in a long string of online challenges – think “Ice Bucket” and even “Gratitude” – but the “California Knockout Challenge” is a dangerous activity that can have serious consequences.

Two students of the Ateneo de Davao University (AdDU) High School found this out the hard way when they were in-

jured while playing the game inside their classroom last September 23.

The California Knockout – also known as passout game or choking game – starts with rapid breathing for about a minute while squatting to induce hyperventilation.

When the player stands up, another person pushes him or her against a wall by the chest, further

restricting oxygen and prompting the player to pass out.

The resulting sensation is supposed to give the player a high. Teenagers think it is harmless because no drugs are involved.

But Ben Luis Sagulili, the father of one of the injured students, said the California Knockout is dangerous and can even

be deadly.

“In the US, the number of deaths attributed to this practice has already reached 82 from 1995 to 2007. And this practice is reemerging due to video uploads on YouTube,” Sagulili said in a Facebook post in which he recounted what had happened to his son.

WENTY-FOUR percent or six of every 25 women in Davao Region have experienced physical violence from age 15 to 49, higher than the national figure of 19.6 percent.

This was contained in the 2013 National Demographic and Health Survey (NDHS).

Pepito Amoyen, Philippine Statistics (PSA)-National Statistics Office (NSO) statistics officer for the provinces of Davao del Norte and Compostela Valley, said 1.1 percent of the women respondents in Davao region said they are often physically abused by their husband or partner, compared with the 0.8 per-

cent in the national level.

He said 4.2 percent said they are abused sometimes; and 5.3 percent said the abuse can be committed either sometime or oftentimes in the past 12 months.

Amoyen said the survey also showed that four percent of women age 1549 in Davao Region have been sexually violated for the past 12 months.

Among Mindanao regions, SOCCSKSAGEN had the highest percentage of women who were sexually violated. Davao Region, together with Northern Mindanao, was next in rank with 10 percent of women who have ever experienced sexual vio-

Quitain welcomes proposed changes to Local Gov’t Code

HE Davao City Government welcomed the proposed amendment of the Local Government Coded specifically on the definition of national taxes shared by the national government and local government units (LGUs).

City administrator Melchor V. Quitain told Edge Davao that expanding the meaning of national taxes stipulated in the law will help LGUs. “Anything that will add to the financial or improve the financial condition not only of the city but of any LGU is always

welcome,” Quitain said.

He said every LGU needs to find additional sources of income aside from internal revenue allotment (IRA) to fund development.

“When a place progresses, they will be spending more. It is a paradox. The more a place progresses, the more money it needs,” he said.

Quiatain said the additional tax shared to LGUs from the national government will help sustain development projects.

Stronger rebound seen for economy T

HE Philippine economy is expected rebound sharply in the second half of the year, bolstered by the expected easing of consumer inflation and increased national government (NG) spending.

A joint report by the First Metro Investment Corp. (FMIC) and the University of Asia and the Pacific (UA&P) said the remaining stumbling blocks for an even stronger rebound in July to December are the relatively high inflation rate and the NG underspending.

“We, however, see these two main concerns addressed in second half,” said the latest issue of the Market Call.

The report projects government spending in the upward trend as President Benigno Aquino has already asked Congress for a supplementary budget that would offset the cutting off of Disbursement Acceleration Program (DAP) funds.

In July, the Supreme

Court declared parts of DAP unconstitutional.

The FMIC and UA&P also sees the country’s inflation rate easing to 4.6 percent in November.

“We think inflation has peaked at 4.9 percent (in August), considering that rice harvests start in September and 500,000 MT (metric tons) of new imports begin to arrive in October,” the report said.

It said the flow of food items to Metro Manila and other parts of the country should ease with the lifting of the truck ban in the City of Manila.

“Besides, crude oil prices have broken through their strong support levels both in the US (WTI) and Europe (Brent) and are likely to continue their downward trend until first half of 2015,” it added.

Further, the report said recovering exports will also help drive growth of the Philippine economy in the second semester.

“The other sectors held majority (61.1 percent share) of residents’ total liabilities to non-residents as of end-December 2013,”the BSP said.

Bank lending grew at decelerated pace in August

he Philippines’ International Investment Position (IIP) at end-December 2013 posted a net liability of $40.73 billion, the Bangko Sentral ng Pilipinas (BSP) reported.

The central bank’s IIP stated that at the end-December 2013 the country had a total external financial assets of $134.7 billion and total external financial liabilities of $175.4 billion.

“The $5.5 billion increase in total external assets was offset by the $5.6 billion increase in total external liabilities,” BSP said.

Manufacturing to continue to lead PHL growth this year: DTI

OOD and electronics will be among the top driver of the manufacturing sector, which in turn will continue to propel the country’s economic growth for the remaining months of the year, according to the Department of Trade and Industry (DTI).

“Manufacturing will continue to lead the growth this year, as the country is starting to benefit from the manufacturing roadmap, particularly among the small and medium enterprises (SMEs) which on its own accounts for the 64 percent employment,” DTI Undersecretary Adrian Cristobal said, during the Philippine Economic Briefing on Tuesday.

Citing earlier reports by the agency, Cristobal said both electronics and non-electronics combined for a strong export performance in January to July period of this year.

“Electronics, which accounted for 40 percent of the country’s total merchandise export for the period, expanded by 4 percent,” he said.

Based on available data from the government, non-electronics merchandise also surged to a 12 percent growth, accounting for 60 percent of total Philippine exports.

Growth will be supported by increasing demand for non-electronics, particularly food products, driven by consumers with growing appetite from Japan, China, U.S., Singapore, Germany, Thailand and other countries in the Southeast Asian Nations and the East Asia.

Saying that fresh food export and intermediate goods spurred the growth of non-electronics exports for the early part of this year, Cristobal said that “fruits and vegetables have been enjoying generally good harvests, while `processed foods and beverages have like-wise been experiencing robust demand.”

Noting that most of the companies engaged in food and agro-based are SMEs, Cristobal said that Business Permit and Licensing Systems (BPLS) were prioritized by the department.

Data provided at the forum says that from 2010 up to the second quarter of this year, 1,395 local government units (LGUs) were trained on how to streamline their BPLS, of which 138 are cities and the remaining are municipalities. Out of these LGUs, 1,242 actually completed streaming their BPS, while 153 are currently undergoing reforms.

For the business registry (PBR) and business name registration system (BNRS), a total of 45,672 sole proprietors were registered under PBR, which is 72 percent improvement from 26,570 registrations in the same period last year.

Enhanced BNRS resulted in an average processing time for business name transaction reduced further to 6 to 7 minutes, from the customary 10 minutes, according to the document made available during the economic performance briefing. (PNA)

Young social entrepreneur defines business success

UCCESS or growth in business is measured no longer just in profits that the investor amasses in his venture. A highly profitable and fast- growing company is still a failure when its owner cannot see to it that his workers sufficiently benefit from or share in the ROI (return on investment) that the capitalist enjoys.

This was the statement of Liezel Flores Salera, 25, social entrepreneur, in a speech Tuesday before the Rotary Club of East Davao whose members are mostly successful businessmen, accomplished professionals, and captains of industry.

Salera, who spent four years with Procter & Gamble international operations as business operations analyst and process expert after finishing management accounting cum laude at the Ateneo de Davao University, spoke on social entrepreneurship as practiced in the Philippines and Davao in particular.

As consultant for programs and advocacies of Councilor Marissa S. Abella, City Council chairperson of agriculture, she is

now developing a farm-tomarket social enterprise model to help smallholder farmers in Davao City’s hinterlands starting in the Paquibato District.

In social entrepreneurship, the business firm sees to it that its workers brings home an amount of monthly pay that enables the worker to provide his family with education, health and other social and even environmental benefits, she said.

She said young entrepreneurs are strong advocates for “inclusive growth” as a modern development paradigm needed to combat poverty and address other existing social inequalities.

Recent studies reveal that while living standards in Asia and the Pacific continued to improve during the last years, more than 900 million people in the region still live on less than $1.25 a day in terms of economic benefits and access to social services.

Without steps to address these disparities, the risks these trends pose – including social instability — will continue to grow, the study said.

Crocs, humans compete for food in Siargao’s Paghungawan Marsh J

ABOY, Pilar, Siargao Island, Surigao del Norte (MindaNews) – Some residents fish in Paghungawan Marsh in this barangay, but Philippine freshwater crocodiles also hunt for food in the same environs, setting off a competition that appears to have put the endangered predators at a disadvantage.

Thirty-six year-old crocodiles, comprising 30 females and six males which were bred in captivity, were freed in the marshland on March 22 last year.

The crocodiles belong to the species Crocodylus mindorensis, considered one of the most threatened in the world.

But at least two of those crocodiles died either in January or February this year after they got entangled in a fisherman’s net, village chair Narda E. Trego said. She added the marsh had plenty of water at the time since it was rainy season.

During the rainy season Paghungawan Marsh would have at least 600 hectares covered with water. Its area would shrink to around 120 hectares in the dry season.

Trego said a few villages still fish in the marsh, but they have regulated fishing activities through a barangay ordinance passed in August

last year that bans the use of nets, tubli (poison) and big hooks.

“We are implementing our barangay ordinance because this reptile is rare and endangered and it’s protected by law,” she said.

She said some people in their village still could not understand the importance of the crocodiles, and they would get angry whenever they are told not to do fishing.

She said the crocodiles now now have a better habitat in this village.

“It was just unfortunate that two were killed, but we hope that it will never happen again,” she added.

A resident who requested anonymity said only around 20 of the reptiles were left in the marsh due to fishing.

Bred in captivity The 36 crocodiles were bred at Pagasa Farms in Kapalong, Davao del Norte from the offspring of the stock loaned to it by the Department of Environment and Natural Resources. They were released in the marsh by the DENR, National Museum and Crocodylus Porosus Philippines Inc., which operates Pagasa Farms.

Crocodylus mindorensis enjoys legal protection under Republic Act 9147, the Wildlife Resources Conservation and Protection Act, and other Philippine laws, accord-

ing to the DENR. It is also protected under the Convention on International Trade in Endangered Species of Wild Fauna and Flora.

fants and children in the area who are aged nine months to four years and 11 months-old for the mass immunization activity, which is supported by the Department of Health (DOH) and the World Health Organization (WHO).

Sandig said they expected the immunization rate in the area to reach around 90 to 95 percent following their mopping-up activities on Tuesday.

“But we’re not yet content with that rate since it is still below our target.

So we decided to extend the immunization activities to cover all those that we have missed,” he said.

The official said the move is also in response to the noted rise in suspected measles in parts of the city that already killed a two year-old girl and downed around 400 oth-

ers since January.

CHO, which earlier declared a measles outbreak in the city, identified the fatality as Joana Arocalim of Purok Shariff Mocsin in Barangay Baluan.

Most of the suspected measles cases, which mainly affected infants and children aged six months to 12 years old, were reported from communities in portions of Barangays San Isidro, Lagao, Labangal, Apopong, Calumpang and Fatima.

Sandig said they have submitted to the DOH in Manila some blood samples taken from the patients who exhibited the disease’s symptoms for confirmatory testing.

He noted that a single confirmed or positive case of measles is already considered by the DOH and the WHO as an outbreak. (MindaNews)

Dr. Edgardo Sandig, City Health Office (CHO) chief, said Wednesday they will continue with the immunization activities within the city’s 26 barangays until October 10 to ensure that they cover all eligible infants and children in the area.

So, you want to travel abroad?

INCE time immemorial, man has traveled.

The Bible, for instance, is replete with stories of people who traveled from one place to another. Today, traveling has become a major part of life for modern man.

While most travelers find their journey memorable and exciting, there are those who come home frustrated and exhausted. A few unfortunate ones even end up facing life imprisonment or the death penalty.

There are several reasons for travel fiascos, but most of them can be avoided. Here are some basic rules to keep in mind when traveling abroad: Secure a passport from any office of Department of Foreign Affairs. A passport is a document, issued by a national government, which certifies the identity and nationality of its holder for the purpose of international travel. A passport entitles the passport holder to return to the country that issued the passport. The elements of identity contained in all standardized passports include information about the holder, including name, date of birth, gender, and place of birth.

Get a travel visa for countries that require it. A visa (from the Latin charta visa, literally “paper that has been seen”) generally gives non-citizens clearance to enter a country and to remain there within specified constraints, such as a time frame for entry, a limit on the time spent in the country, and a prohibition against employment.

Among the countries frequented by Filipinos that require a visa are the United States, Canada, most European countries, Australia, New Zealand, Japan, Egypt, and South Africa. There are less than 40 countries that Filipinos can visit without a visa, and most of these are the neighboring countries in Southeast Asia, some countries in South America, and in Africa.

Get ready. Get to know the country you’re visiting.

Buy a travel book and a map of the city you’re going to. Get phone numbers of your friends or relatives who may be living in the area (just in case you get lost).

Be sure to have all the necessary documents: a valid passport (check six months’ validity), visa (if the country you’re entering requires it), plane tickets, letters from your sponsors (if you’re invited), identification card, and other pertinent papers. If possible, make a check list and check all items you put into your luggage. That way, you won’t miss anything.

Observe regulations when checking in. Be at the airport at least two hours before departure.

Carry-on luggage must fit under the seat or in an overhead compartment.

Dangerous articles such as compressed gases, explosives, flammable liquids and solids, and poisons and infectious substances, are not allowed in carry-on luggage.

Entry into a foreign country is subject to passengers meeting the cus-

toms requirements. In the Philippines, for instance, fruits are subject to quarantine laws and as such they should be accompanied with import documentation from the country of origin. In Singapore, chewing gums are strictly prohibited.

Expect the unexpected.

Losing a piece pf luggage is one of the most usual complaints of air passengers. If you lose your luggage while flying, seek help from airline personnel and present your luggage tags, advises the Philippine Travel Agencies Association (PTAA). If the airline locates your luggage, ask to have it sent to your hotel.

If you lose your baggage outside the airport, inform local authorities.

What if you lose your travel documents? The PTAA suggests that you present photocopies of your documents – if you have them. Be prepared for delays. If you lose your plane ticket (these days, e-ticket is more preferable), inform your travel agent or airline so they can send you a substitute ticket. If you lose your passport and/or visa, you can no longer continue your trip. Visit the nearest embassy to arrange for temporary travel documents.

Secure travel insurance. This is intended to cover medical expenses, financial default of travel suppliers, and other losses incurred while traveling, either within one’s own country, or internationally. The most common risks that are covered by

travel insurance are: medical emergency (accident or sickness), emergency evacuation, repatriation of remains, return of a minor, trip cancellation, trip interruption, accidental death, overseas funeral expenses, lost, stolen or damaged baggage, personal effects or travel documents, delayed baggage (and emergency replacement of essential items), missed flight connection due to airline schedule, and travel delays due to weather.

Shop ‘til you drop. This is one of the most common things a foreigner would usually do in another country. Before going out, however, have a good idea of what it is that you want to buy and don’t deviate from it. Also, research the product beforehand and decide what your price limits are.

Shop around, suggests Alan Robles, an award-winning Filipino journalist who has been in almost other parts of the world. “Don’t snap up the very first offer you’re made. Say you’ll think about it, or you only have so much cash, and go to other shops. This holds true for impulse buying as well, when you find yourself attracted to something you never meant to buy.

Check out other shops. As for being tempted by a too good to believe offer on luxury goods, well, you’re on your own there. Chances are it’s pirated.”

Mind your manners.

When visiting temples and mosques in Cambodia, India, Indonesia, Thailand, and Vietnam, wear proper

attires and remove shoes at the entrance. In Myanmar (Burma), remove your shoes before entering homes.

Touching someone on the head is considered rude in Vietnam. In Japan, if bowing does not make you feel awkward, bow. When sitting in South Korea, do not stretch your leg out in front of elderly people or women. When eating a Chinese meal in Singapore, never stick your chopsticks into your food.

In most Asian countries, the left hand is regarded as unclean, so avoid using it when handshaking, touching, eating, or passing food, paper, and money. In Malaysia and other Muslim countries, avoid giving a bottle of alcoholic drink or a pigskin wallet. The culture of the country you’re visiting is different from yours.

Say cheese. An unknown author once penned: “One photo out of focus is a mistake, ten photos out of focus are experimentation, and one hundred photos out of focus are a style.” When it comes to travel photography, Jose Martin Punzalan, editorial coordinator of “Travel Plus” and photographer, says: “Travelling is a great way for aspiring photographers to practice their skills as they will surely encounter a whole wide range of shooting situations that will test their versatility and creativity in taking unique photos.”

Punzalan shares the following tips: Get a good camera. Shoot much of the

same thing, but make each one different from the other. Get away from where other tourists are shooting.

Copy other great photos.

Always have your camera on hand and ready. Take pictures of people, too. Get closer. Learn to Photoshop.

Yes, a picture paints a thousand words.

Enroll in a frequent-flyer program. It is a loyalty program offered by many airlines. Typically, airline customers enrolled in the program accumulate frequent-flyer miles (kilometers, points, segments) corresponding to the distance flown on that airline or its partners. There are other ways to accumulate miles.

In recent years, more miles were awarded for using co-branded credit and debit cards than for air travel.

Acquired miles can be redeemed for air travel; for other goods or services; or for increased benefits, such as travel class upgrades, airport lounge access, or priority bookings.

“Airlines generally award one air mile for every mile flown on a fullprice flight, and some airlines even give a reduced allocation on discounted flights,” says the Asian edition of “Reader’s Digest.”

To end this piece, the statement of Paul Fussell seems apt: “All the pathos and irony of leaving one’s youth behind is thus implicit in every joyous moment of travel: one knows that the first joy can never be recovered, and the wise traveler learns not to repeat successes but tries new places all the time.”

Disconcerting

OR many people, the thought of having Senior Superintendent Vicente Danao Jr. back at the helm of the Davao City Police Office (DCPO) is disconcerting, to say the least. After all the hullabaloo surrounding his very public spat with his wife, many have felt he is no longer fit to run the city’s police force. As the argument goes, how can a man be trusted to implement the law when he has been seen apparently violating it? The video uploaded on YouTube showing him acting violently towards his wife has had many convinced he had committed a crime.

If that is the case, then turning over the DCPO back to him would add insult to the injury he had caused not just on his wife but on the cause of justice for women in general. In a region that has shown a higher percentage of women being subjected to violence than the national average, such a move would be counter-intuitive, a step backward in the campaign against violence against women and children.

There is, of course, another principle that needs to be upheld here, and in many ways it is the one that should prevail. Danao has been vilified in many cir-

cles, but the fact remains that he has not been convicted of any crime. Any case against him is still being investigated, and time will tell if he can successfully defend himself. It may be a cliché, but it needs to be repeated: a person is presumed innocent until proven guilty, and such is Danao’s status right now. Indeed, it is to his credit that he did not divulge the content of his counter-affidavit which presumably presents his side. He said he did not want to be subjected to trial by publicity, a prudent step in an age when social media can certainly undo a man.

Be that as it may, it will also be prudent for the Philippine National Police (PNP) to at least study the matter further before even thinking of reinstating Danao.

In Region 11, 24 percent or six out of every 25 women between the ages of 15 and 49 experience violence, a rate that is higher than the national figure. We have a lot of work to do to completely remove this harsh reality and keep our women safe and cherished; putting Danao back in the saddle would, at the very least, give the impression that the PNP leadership does not care for the welfare of the women of the city.

ES, I must admit that watching Hollywood movies and writing film reviews (in the 1980s) influenced my writing. That’s the reason why some titles of my features seem to be taken from motion pictures released from the film capital of the world.

One of my winning pieces on science and journalism awards was titled “Apocalypse Now.” No, it was not about the Francis Ford Coppola film that was shot in the Philippines, but rather it was about the consequences of climate change.

I had written an article on rabies and the title was “If Bites Could Kill” (lifted from “If Looks Could Kill”). A recent feature I wrote for a national magazine had the title, “The Sex Sense” (yes, about sex), which was taken from “The Sixth Sense.”

Now, I would have titled today’s column, “The Shootist,” a 1976 Western film directed by Don Siegel which had John Wayne in what would prove to be his final film role: a dying gunfighter who spends his last days looking for a way to die with the least pain and the most dignity. But the title doesn’t seem to be apt.

Another movie that came into my mind was “They Shoot Horses, Don’t They?” a 1969 Sydney Pollack film which had Jane Fonda and Gig Young winning Oscar statuettes. But on second thought, the title seems inappropriate also: “He Shoots People, Doesn’t He?” So, finally I settled on another film that starred Sylvester Stallone (who earned my respect when he wrote and starred in “Rocky,” which catapulted him to stardom). “Stop! Or My Mom Will Shoot” follows the story of a tough cop (Stallone) whose seemingly frail mother (Estelle Getty) comes to stay with him

Why am I writing this piece? Well, it all started with the statement of Davao City Mayor Rodrigo Duterte (who is Henrylito D. Tacio known to his friends by his henrytacio@gmail.com nickname, “Digong”).

In his weekly program, “Gikan sa Masa, Para sa Masa,” he said, though in jest, “Tingnan ko kung sino tong nag-umpisa nito, gusto kong patayin. I really want to kill them.”

Actually, that was his reaction to the shirts being worn by some people that was printed with the famous line he delivered when he was invited to testify before the Senate last February 3: “The trouble with us in government is that we talk too much, act too slow, and do too little.”

Duterte, however, admitted that it was former Secretary Pantaleon “Bebot” Alvarez of the Department of Transportation and Communication as the one who produced the shirts. In addition, a group composed of barangay captains from the city also initiated a Duterte for President Movement which has now moved in some parts of the country.

However, Duterte doesn’t like the idea of becoming the next president of the Philippines. “I do not covet the position,” he admitted. “I do not need it. I do not want it. Thinking myself as a presi-

dent, I would rather retire and go back to my normal life.”

But what triggered other people was his “shooting” statement. In his September 23, 2014 column, “On Target,” which appeared in “Philippine Daily Inquirer,” Ramon Tulfo wrote that he was “willing to be shot by Duterte.”

Tulfo cited several reasons why Duterte should be the next man to be in Malacañang: “We need a leader who can discipline the entire Philippine National Police (PNP) just as he instilled discipline in the ranks of Davao City policemen. We need a leader who would put fear in the hearts of criminals throughout the country just as he did in his city.

We need a leader who has transformed a once violent city into the most peaceful in the country.

“We need a leader who has such charisma to convince his constituents in Davao City, reputedly the biggest city in the world in terms of land area, not to use firecrackers on New Year’s Eve. We need a leader who is respected by both Moro and communist rebels because he’s in constant dialogue with them. We need a leader who’s respected by both the masses and upper class because they know he doesn’t steal from them.

We need a leader who’s respected by the business community in his city because he never ever shakes them down.”

In an earlier column (April 1), Tulfo predicted that only Duterte (or Joseph Estrada) can beat Jojo Binay in the presidential race. “(Duterte) will surely get the Visayan vote or those of Filipinos who speak Cebuano,” he wrote. “Cebuano-speaking Pinoys, who are more regionalistic than the Ilocanos, compose the majority of all the country’s ethnic groups. Most of the Visayas region and practically the whole of Mind-

anao are Cebuano-speaking. That’s half of the country already. We are not even counting the Filipinos from other ethnic groups who will surely vote for Duterte because they admire his guts.”

But again, Duterte is not running.

How can he win if won’t run? One reason he cited is that he is too old to become the next president of the Philippines.

“Had God wanted me to be president He would have offered the opportunity when I was younger,” he was quoted as saying Duterte, if you care to know, was born on March 28, 1945 in Maasin, Southern Leyte. So he is 69 years old now. If he will indeed file his candidacy as presidential aspirant in 2016 Election, he will be 71 already. Is that too old?

In the United States, the oldest person to become the president was Ronald Reagan, a former Hollywood actor. He was 69 years old when he was inaugurated on January 20, 1981. Nelson Mandela was 76 when he became the president of South Africa.

But to international television evangelist Pastor Apollo C. Quiboloy, Duterte can only become the president if it’s God’s will. During the 29th anniversary of the Kingdom of Jesus Christ-The Kingdom of God on Earth, he told his people: “I pray that God’s will be done. If that dream of mine is the father’s will, none (of us) will be able to stop it, not even Mayor Rody Duterte will be able to stop that. He may hide in Mt. Apo, he may hide everywhere, but the father will still seek him out. But if the father’s will be done, he will still find him and put him in there (presidency).”

Will Rodrigo Duterte run? Or will he retire from politics?

As Quiboloy said: “Abangan ang susunod na kabanata.”

Such petitions and resolution have great impact on the upper levels of the political system in ways that few are aware of, in unseen or even devastating ways.

It’s important to keep in mind that it is unlawful for barangay officials to engage in partisan politics. As the ground-level implementers of the strategy of political party campaigns, it is they who make it possible for party candidates, regardless of background or competence, to win the community’s votes. To engage them in conversation, to monitor possible violations in thought or conduct, is healthy for social interaction and community development. ***** Absence of interaction within the community renders its members susceptible to manipulation and external influence. It is why party-sponsored candidates generally have an edge in winning a community’s vote, especially if no significant contrary voices are raised from the neighborhoods. That’s why it is important to attend community meetings, to prevent untoward influences to dominate.

As the basic unit of our Republic, its building block, it is important for the barangay government to conduct itself in accordance with law.

Wayward barangays and badly-performing barangay leaders are bad for our Republic’s stability and integrity.

They are easily infiltrated by insurgents, their officials easily fooled into supporting Communists who pretend to champion the causes of the poor.

Today, according to intelligence esti-

mates, as much as one-fourth of our barangays are influenced by the Communist New People’s Army, with no data on others under the sway of terrorist enclaves in Mindanao. ***** It’s what happens when barangay officials are readily manipulated by people with dubious loyalty to the Republic or when big traditional politicians (trapos!) bribe local officials to do their bidding.

Just like any foundation—for an edifice, an institution, or any social structure—the base is an essential determinant of stability and endurance. A building with an unsteady base cannot withstand earthquakes or gale-storms.

An institution—like a school with a weak curriculum and mediocre faculty—won’t endure for long.

So is it with a democratic republic; it needs a durable base consisting of a citizenry with unshakeable political will.

By this is meant a constituency consisting of caring, engaged, and informed citizens: caring about its wellbeing, engaged in its governing processes, informed of its affairs, and alert in protecting it against negative influences.

Tend to your barangay! Attend your Barangay Assembly On October 12!

A barangay should be a bastion of our democracy

AGAYAN DE ORO CITY – If a person’s home is said to be his castle, a citizen’s community is the bastion of his freedom and way of living; in both cases, one must be solicitous and protective.

Given the infirmities of our political system, the least we citizens can do is secure the arrangements in our respective communities and try to influence events and processes in constructive ways in order to exemplify civilized and harmonious living.

We should foster a sense of community by relating to one another in neighborly ways, holding more meetings of the Barangay Assembly, addressing more thoroughly our local concerns, and work to promote harmony and solidarity.

The Barangay Assembly, composed as it is of all adult residents, can be a powerful forum for reforms and a culture medium for orderly change. It involves the entire community, so it is the ideal venue for bringing its diverse sectors together.

As an all-inclusive forum and decision-making body, it can also serve to process issues and expand understanding in the minds and hearts of everyone. ***** But very rarely do barangays engage in open, candid, or free discussions; so there is no leveling of attitudes, values, or opinions; no cross-fertilization of insights or ideas about policies, priorities, or programs. There ought to be wide understanding, broad agreement, or express cooperation among neighbors.

Such social and political participation render people less susceptible to the wiles of traditional politics and its corrupting influences.

It is also in the course of participatory processes that people influence one another, leading to mutual agreement, understanding, and cooperation. Such processes are especially important in a community that is home to multi-sectoral, multi-ethnic citizens.

We need not convert or persuade one another; but we do need to open our eyes to our different views and lifestyles. Persuasion need not be an overt purpose; but it can just happen in indirect or subtle means. Even simply voicing an opinion carries influence. One’s presence alone can be a positive influence. ***** Expressing a positive opinion about someone is an indirect way of endorsing him or her for serious consideration, while complaining about the policies or principles of another is a subtle way of discouraging others from endorsing or supporting him.

There ought to be frequent discussions on policies and public affairs in our community. Democracy would mature faster if people are used to open discussions, group petitions, and shared resolutions on matters of mutual interest.

“As of now, the wife of Col. Danao didn’t reply to our email yet, if what date with in the 15-day period is her preferred date to appear before the pre-hearing conference.

On September 19, Danao submitted his counter affidavit before the RIAS 11 in response to the four counts of grave misconduct filed against him by his wife.

He said that said his counter affidavit contains answers to all the accusations hurled by his estranged spouse, yet he

refused to divulge anything “to avoid trial by publicity.”

Last year, Danao’s wife filed four counts of grave misconduct before the Philippine Consulate in Los Angeles, California.

This was endorsed to the National Internal Affairs of the Philippine National Police (PNP) headquarters in Camp Crame and then turned over to the Police Regional Office (PRO) 11.

In her sworn statement, Danao’s wife said her husband slapped her four times inside their conjugal house in 2002.

The controversies with Danao came out after a video of his argument with his wife was posted in a social video sharing site YouTube.

“I saw from a video taken by another classmate how (my son) was instructed to take several deep breaths, made to lean against the wall and the bully put pressure on his chest for several seconds. My son fainted right away when the pressure was taken off his chest with his head slightly hitting the corner of a cabinet. Fortunately, he wasn’t harmed. But sad to say the same is true not for

In an interview with Edge Davao yesterday, Sagulili said the incident happened at around 7:30 a.m. on September 23, right before the start of classes for the day.

He said the video showed 10 to 12 students witnessing the incident but none trying to stop the participants. “They were all oblivious to the dangers that this activity presents,” he said.

Jeremy Eliab, assistant to AdDU president Fr. Joel Tabora, SJ, confirmed the incident to Edge Davao and said sanctions had been applied on the offending student.

He also said the school is doing “massive information dissemination” about the dangers of the activity. “The parents-teachers association is taking an active role in combating this kind of bullying/exploration,” he

added.

Sagulili said the principal told him the school would do a campaign for awareness with the medical staff handling the explanation about the dangers of the activity.

He said he suggested to the principal that the perpetrator be made to render community service by being the presenter in the campaign for awareness. “I want to give the kid a chance to redeem himself,” he said.

Sagulili said he even suggested that his own son be required to participate in the campaign.

“Though is one of the victims, I find it necessary that they also learn their lessons never to participate in such dangerous activities,” he said.

THERE was a long line on September 20th 2014 at Ekeberg Oslo, Norway. It was an exciting day for the almost 5,000 Filipinos who watched the “One Kapamilya Go, Scandinavia” concert held at the Idretsshall Stadium. Many travelled on a 4 to 5 hour bus ride all the way from distant places like Denmark and Sweden just to see the show. There are Pinoys living in Norway for the last 15-20 years and events like these come only once every two years. This is the chance to see their movie stars in person. A chance to have selfie pictures taken. A chance for hugs and kisses and pour their hearts out. A chance to forget their work and worries even for just one day.

I was invited to go with the DMI group (makers of the very popular MX3 health products) to assist and witness the opportunity to serve fellow kababayans, headed by the very generous and kind Ms. Gina, accompanied by her loving husband Sir George.

Together with the group is Ms. Dahlia Dy of SouthStar group of pharmacies and Mr. Benjamin Lim of Rose group of pharma-

I learned three phrases which served me well when I went up the stage to help the emcee, Pooh, with the games. “Hyggelig and Hygkoslig?” for How are you?

I was given the chance to talk about the health benefits of MX3 products to the crowd while Ms. Dahlia and Sir Benjamin were handing out game prizes to the winners.

The show was a big hit! The shouts were deafening. Girls were

shrieking. I saw some old ladies clutching their chests finding it almost difficult to breathe. The crowd was in tears with heart rending songs from Bea Alonzo, was shouting “Take it off!” to Sam Milby and was thrilled when Zanjoe Marudo showed his abs. The main star John Lloyd was so “nakakakilig” as the fans fought with each other to have selfie pictures taken with him. Of course Pooh was his usual funny self. The Filipinos are truly a different crowd – so easy to please and ready to show it. I pity the poor guards dressed in black suits as the Pinoys grabbed the stars on their way to the stage.

All’s well that ends well.

I am proud to have been there and be part of the program. I shed my own inhibitions and shouted and danced on stage.

There was a game for the audience and DMI was generous in giving away MX3 products to lucky participants – all in the spirit of giving back to the people blessings from the Lord. It was both enjoyable and heart fulfilling for me – to share the gift of knowledge about natural products to those seeking wellness.

My Singapore food finds P

ERSONALLY, I believe that we travel not to escape life, but for life not to escape us. For someone who is as passionate as packing and boarding an airplane with unknown and multi-racial passengers, I always look forward to an itinerary-less travel on my own.

Singapore, for me, is home and not a destination. Singapore is where I am able to spend quality time with my family and enjoy the comforts of home away from home. An extension of life in the Philippines – minus the tagalog and bisaya speaking neighbors, that is.

From simple food staples to hawkers to dining in with professionals of multi-level companies in my best LBD, Singapore made me forget about calories and weight in a snap. One regret though, I was not able to get as much photos as I want – I was too busy eating and munching.

Going from one sta-

tion to another to taste the hidden treasures of the city, I sure did a palate tour! From simple looking food stalls to crowded food courts, I made it my mission to find, buy and taste.

However, of the many flavourful food finds, my palate kept coming back for more delicious and spicy Indian cuisines.

Going from one station to another to taste the hidden treasures of the city, I sure did a palate tour! From simple looking food stalls to crowded food courts, I made it my mission to find, buy and taste.

Here are some of my favourite food finds in Singapore: One favourite is the RAJ Prime Vegetarian Restaurant located at 76 Syed Alwi Road. The place tends to get a bit noisy so be forewarned.

When in the neighbourhood, try their Masala Dosai, a crepe filled with potato and vegetables and comes with diferent sauces on the side; Chapati Masala, a flavoured chapati (flatbread); Paratha , a soft flatbreads without any flavours; Papad, crisp disc-shaped Indian food typically based on a seasoned dough; M i n t

Have some freshly grilled chicken wings, chicken satay with authentic peanut sauce, vegetable rice, black pepper crab and some sting ray in masala and garlic butter. Do not forget their freshly squeezed lemonade too!

Inside the mall? No problem, grab some durian crepe located at the lower level of Takasimaya and fall in love with their creamy durian fill-

ing. If you want bread then buy some butterfly bread (bought mine at a mall in Yishun) – truly worth the dollar paid.

Tired from all the shopping? Take a seat and savour the view from the 3rd floor of the Paragon and enjoy a plate of duck pasta, salmon pasta, iced cappuccino, quesadillas and some macaroons from Coffee Club.

NCHEON Korea—Taekwondo coach Roberto Cruz rued the ugly punch that denied Samuel Thomas Harper Morrison a chance to hand the Philippines a medal of a better color on Tuesday when he settled for the bronze medal by coming out of his semifinal match badly injured.

That punch sent Morrison down and writhing in pain, necessitating a visit to the Philippine medical team which attended to his complaints of numbing pain on the left part of his neck, nape and his whole left arm.

complained about numbing pain on the left part of his upper body and he should be monitored,” a representative of the medical team reported to the Philippine Team headquarters at the 17th Asian Games Athletes Village.

Cruz said he did not have the opportunity to protest what he deemed as an illegal punch after he had used up the blue card that he had surrendered for a protest he had earlier raised.

“Wala na akong blue card e. Gusto i-reklamo, pero hindi na magagawa dahil wala na akong blue card,” Cruz said. “Sa final event na iyon ibinabalik.”

Cruz said referee Wang Wen Hsien of Chinese-Taipei should have called a gang-jeom and

deducted a point against the Iranian, who was declared a 5-1 semifinal winner while Morrison was still on the floor.

The only consolation for the team was that Morrison will still bring home the bronze medal despite bowing out.

Another taekwondo jin, Rona Ilao Levita gave the Philippines another bronze in the women -49kg when she lost the semifinal round to China’s Li Zhaoyi, 5-1, after scoring two earlier triumphs in the initial rounds.

Their campaign hit a halt on Thursday, however.

Pauline Lopez, gold medal winner in the -55kg in the Asian Youth Games last year, dropped her women’s -57kg match to Wang Yun of China.

Lopez moved up in weight to take over the slot of the injured Jade Zafra, but it proved to be a gamble on the part of the Philippine Taekwondo Association (PTA).

“It was frustrating, but it’s okay. I’ll just focus on the next one,” said Lopez.

“I guess it was not the right weight for me.”

Christian de la Cruz, meanwhile, clobbered Mahmoud Hamdy Abdelrahim of Qatar, 8-2, in the round of 16 but fell short of piercing the medal round when he lost the quarterfinal to Makshim Rafalovich of Uzebkistan, 10-9.

Eyes are now on John Paul Lizardo, the Philippines’ entry in the men’s -54kg, who will fight on Friday against Thippakone Kuangmany of Laos.

EOUL, South Korea (AP) — Rarely has there been so much at stake in an Asian Games football final.

It’s North vs. South on the divided Korean peninsula, and it’s a game South Korea’s players are desperate to win. Not just because it takes place on home soil against their closest neighbor but also because a gold medal would grant them exemption from mandatory military service, which is largely in place because the two countries are still technically at war.

When North Korea and South Korea met in the Asian Games final in 1978, the game ended goalless and the title was shared.

While the same scoreline is possible at Incheon on Thursday, especially given the strength of the two teams at the back, there will be no such sharing this time. There has to be a winner, even if it’s decided on penalties.

A win for South Korea would mean players such as Park Joo-ho, 27, one of three overage ‘wildcard’ players that each team in the Under-23 tournament is allowed, would not have to return home from his German club within the next two years for military service. It could also make it easier for the younger players in the squad to earn an overseas move in the future.

“I want to wear that gold medal around my neck,” said Lee Jong-ho, scorer of the first goal in South Korea’s 2-0 semifinal win over Thailand.

“Technically and physically, North Korea is a very good team and we have to study well but we are where we want to be. We have one important game left and we will fight to the end to achieve our dream.”

North Korea presents a significant barrier to gold.

So far in the tournament, the team has won every game, conceding just one

goal and eliminated a talented United Arab Emirates in the quarterfinal and then a highly-fancied Iraq to move into the final.

Yet, South Korea’s backline has yet to be breached and the team has eased into the final with the toughest test coming in 1-0 quarterfinal win over rival Japan.

“The players have worked so hard to get here and I am extremely proud of them and we have to finish the job regardless of the opposition,” said South Korea coach Lee Kwangjong, hoping to deliver the country’s first football gold at the Asian Games since 1986.

With just 48 hours between the semifinal and the final, Lee believes that the physical condition of the players will be key, saying that’s where his team holds the advantage because North Korea went to extra time and “must have used a lot of energy.”

T long last, the Philippines finally got a gold medal in the 2014 Incheon Asian Games courtesy of Daniel Patrick Caluag, who topped the Cycling BMX event.

Caluag topped the seeding race and swept Heats 1 to 3 in a strong performance to finally give the Philippines its much-awaited gold medal.

His brother Christopher John Caluag was on pace to win a bronze medal after Heat 2 but he struggled in the final race to finish fourth overall.

of the group after clocking in at 35.489, .797 seconds ahead of Japanese rider Masahiro Sampei.

Christopher John seeded at eighth as he registered a time of 37.005 seconds.

Daniel Patrick continued to dominate the event in the medal round as he clocked in at an even faster time of 35.277. Sampei stayed within striking distance with a time of 35.444.
