P1.8M DRUG BUST PDEA 11 nabs shabu from Cotabato City L

AW enforcement agencies in Davao City netted around P1.8 million worth of illegal drugs in the military checkpoint in Sirawan, Toril last Sunday.

The Philippine Drug Enforcement Agency (PDEA) 11 along with Task Force Davao and Toril Police Station intercepted suspected “shabu” (methampthetamine) drug inside a vehicle coming from Cotabato City.

PDEA 11 Regional Director Emerson Rosales told reporters yesterday that the illegal drugs were taken from the possession of Badrudin P. Langalen, Abdulkarim Pingguiaman and Sainudin P. Lidasan, who are all from Cotabato City.

“Ang nakuha sa kanilang drugs, around 201 grams. So, aabot ng P1.8 million... depende sa street value,” Rosales said adding that in the city the street value of “shabu” is around P9,000 per gram.

Rosales said that part of transported drugs is intended for the city and the others will be for Tagum City. He said the suspects did not reveal any information about their source.

“We are investigating kung saan ba talaga galing,” he said.

He said they are also investigating if the three are members of an illegal drug syndicate.

Families of OFWs asked to help in Libya drive

HE Overseas Workers Welfare Administration (OWWA) 11 is urging families of Overseas Filipino Workers (OFW) working in Libya to convince them to be repatriated due to ongoing political tension there.

OWWA 11 officer-in-charge Eduardo E. Bellido said that there are only less than 10 OFW out of 675 in the region who signified to be repatriated from the area.

“We are getting in touch with their families para ma-advise na rin yung kanilang mga OFWs na ma-encourage na umuwi

na because yung danger to their life, because of the serious situation ngayon sa Libya,” he said.

He said that the repatriation is free and all expenses will he shouldered by the government just to ensure their safety and welfare.

Bellido said that they were encouraging the OFWs to register and keep in touch with the Philippine embassy.

“We are trying, in fact we call their families here to convince yung kanilang relatives or OFW families na to avail the repatriation services,” Bellido said.

GPH, MILF panels vow to finish Bangsamoro BL draft, Aug. 18

EMBERS of both peace panels of the Government of the Philippines and the Moro Islamic Liberation Front vowed to finish the draft of the proposed Bangsamoro Basic Law by August 18 as they ended their 10-day meeting Sunday evening in Davao City.

The meeting was held behind closed doors as local reporters were prohibited from covering the meetings.

Earlier MILF peace panel chairman Mohagher Iqbal denied a news report last Thursday that he ac-

ordinance is prevalent in public markets. There are eight public markets in Davao City located in Agdao, Bankerohan, Toril, Mintal, Calinan, Tibungco, Bunawan and Lasang.

In the Facebook page of Public Safety and Security Command Center (PSSCC), a netizen with an account named Flawless Sutla Mindanao, reported last August 2 that there were many smokers arrested in Bankerohan Public Market. Netizens who commented on the post questioned the effec-

tivity of the ordinance and the law enforcers.

“Effective but lack of police visibility. We only have 1, 100 personnel in Davao City. We should also consider the number of police to population ratio. Di naman lahat nakikita o nababantayan ng mga police,” Storm Trooper, a netizen, commented.

Villareiz said that public markets are not Allowed to put its own designated outdoor smoking areas (DOSAs) because it is covered under the City Ordinance 0367-12,

otherwise known as the New Comprehensive Anti-Smoking Ordinance of Davao City, which was implemented since last May 31, 2013.

Under the ordinance, smokers are only allowed to smoke inside their residences, private cars and DOSAs. As to DOSAs, she said that the task force only approve 30 applications for this year. She said that there are no new establishments that has DOSAs. She, meanwhile, said

ayapa at Masaganang Pamayanan (PaMaNa), the national government’s program and framework for peace and development, has utilized a total of P1.05 billion worth of government projects and services for peace-building, reconstruction, and development in conflict-affected areas (CAAs) within the Davao region alone.

Michael Patrick M. Sibbaluca, PaMaNa Davao program development officer, said that PaMaNa Davao currently caters to livelihood, infrastructure, and social projects directly to communities affected by the Communist Party of the Philippines (CPP), National Democratic Front (NDF), and the New People’s Army (NPA), while the national government manages peace and order in the region.

“The Aquino Administration has actually tried reaching out to the CPP, NDF, and NPA, in Davao region but their negotiation with these groups is not enough to resolve the peace process. So, PaMa-

Na was organized to help CAAs through government services while peace has not been achieved yet,” he said during the weekly Kapehan sa Dabaw media forum at SM City Davao Annex yesterday.

Sibbaluca said that PaMaNa Davao’s budget of P1.05 billion has generated a total of 478 projects where P464.7 million was utilized for 255 projects in Compostela Valley, P158.8 million was utilized for 90 projects in Davao del Norte, P46.5 million was utilized for 7 projects in Davao del Sur, P52.3 million was utilized for 7 projects in Davao Occidental, P322.4 million was utilized for 113 projects in Davao Oriental and P9.5 million was utilized for 6 projects for the National Commision on Indigenous People (NCIP) Davao.

“We decided to utilize most of the budget for Compostela Valley and Davao Oriental because there are a lot of vulnerable communities threatened and affected by the CPP, NDF, and NPA in those

areas” he said.

The project plan constists of livelihood projects from the Department of Social Welfare and Development (DSWD) and Department of Agriculture (DA) and infrastructure projects for roads, water distribution systems, schools, health centers and tribal halls. “the implementation of policies, plans and programs to promote and protect the rights and well-being of Indigenous Cultural Communities/Indigenous Peoples (ICCs/ IPs) and the recognition of their ancestral domains as well as their rights through the NCIP are also included,” Sibbaluca said.

Aside from livelihood, infrastructure, and social projects, PaMaNa Davao also utilized the budget for electricity supply from the National Electrification Administration (NEA), training support from the Department of the Interior and Local Government (DILG) for Katarungang Pambarrangay human

new Davao-based mobile application developed by a young Dabawenyo who recently trained in the famous Silicon Valley will make users enjoy being in Davao City during the Kadayawan Festival and beyond.

Called “Davao Clubs,” the mobile app is now available for city residents and tourists to use while they wander along the

streets of the metropolis with their pocket gadgets.

According to Eric Su, Davao Clubs developer, the mobile app solves common problems among city lovers, Dabawenyos, and tourists digitally.

“The core of the mobile application are composed of clubs that represent food, adventure, places and events originating from the city,” he said.

Town mayor lauds local coops medical outreach

TO. Tomas Municipal Mayor Benigno Andamon Saturday lauded a local cooperative for bringing into town its medical outreach activity as the municipal government started off its weeklong 55th founding anniversary celebration.

Andamon was happy for billionaire Tagum Cooperative for conducting a medical outreach on Saturday (Aug. 09) at Sto. Tomas Central Elementary School with the San Pedro Hospital which deployed doctors and nurses to carry out medical services.

Among the medical services administered by SPH staff were pedriatric and family med check-ups, and FBS sugar test. SPH medical team also entertained obe-gyne consultation and conducted health and wellness lecture.

SPH administrator, Sister Maria Sando which spearheaded the SPH medical team gave thanks for the opportunity to serve with Tagum Cooperative which shelled out more than P30,000 for the medical supplies used and distributed during the medical outreach.

OCAL chief executives and local chief representatives in the Davo Region recently took a pledge of commitment to advance the advocacy on climate change adaptation and mitigation.

Attending the Public Advocacy on Climate Change for Local Chief Executives on Aug. 5, they signed the “LakasLikasan Pledge of Local Chief Executives” which stated their vow of commitment to go an extra mile of safeguarding the environment.

The signing of the pledge wrapped up the one-day Public Advocacy on Climate Change for LCEs organized by the Regional Task Force on Public Advocacy on Climate Change and held at the Social Hall of the University of Southern Philippines (USEP) Bo. Obrero Campus, Davao City.

Spearheaded by the Philippine Information Agency (PIA) XI, the De-

partment of Environment and Natural Resources (DENR) XI and the Office of Civil Defense (OCD) XI, the Regional Task Force on Public Advocacy on Climate Changes takes as members the regional offices of the departments of Agriculture, Health, Interior and Local Government, Science and Technology, the Commission on Higher Education (CHED) XI and the National Economic and Development Authority (NEDA) XI. GenSan expands project for low-performing schools

HE city government will expand starting this month the implementation of its flagship reading remedial program for low-performing public elementary schools in the city.

Mayor Ronnel Rivera said they are finalizing the launching on Friday of the weekend reading remedial classes in the city’s “bottom 10” public elementary schools as part of its Community Teach Project.

He said the project, which started last May, will cover a total of 200 Grade 3 pupils or 20 each from the 10 schools.

“It will mainly focus on improving the reading proficiency and eventually the learning capability of the recipients,” the mayor said.

The program’s 10 beneficiary-schools

are the Pedro Acharon Elementary School, Romana Acharon Elementary School, Jose Divina Gracia Elementary School, Dadiangas South Elementary School, Calumpang Elementary School, Lagao Central Elementary School, Lanto Elementary School, Dadiangas North Elementary School, General Santos City School of Arts and Trade, and Jose P. Laurel Elementary School.

Rivera said the remedial classes will begin on Aug. 15 and every Saturday of schoolyear 2014-2015.

He said they have partnered with the Notre Dame of Dadiangas University’s Community Involvement Service program and the Ramon Magsaysay Memorial Colleges for its implementation.

The two institutions specifically agreed to

provide volunteer student-teachers for the initiative, he said.

The city government, in partnership with the Department of Education (DepEd), Smart Communications Inc. and RD Foundation Inc., initially launched the Community Teach Project last May as a 15-day reading remedial program.

Rivera said the innovative program is part of the local government’s continuing efforts to raise the standards of the educational system in the city.

Community Teach is a program designed to develop the reading skills and comprehension of selected incoming Grade 3 pupils through the participation of their respective communities.

The students were pre-selected by the DepEd based on the

data from the Philippine Informal Reading Inventory or PHIL-IRI. DepEd’s city division earlier designed a curriculum for the Community Teach Project that involves “effective teaching strategies that would engage the students into an interactive learning system and in a holistic and child-friendly environment.”

The agency had assigned some teachers to act as facilitators while the City Social Welfare Development Office (CSWDO) designated one of its personnel to supervise the conduct of the remedial classes.

The CSWDO was tasked to conduct supplemental feeding programs for the remedial classes through assistance from the parents of the beneficiaries.

Infra worth P386M undertaken by SCot

HE provincial government of South Cotabato has invested around P386 million in the last 12 months for the implementation of various priority infrastructure projects.

South Cotabato Governor Daisy Avance-Fuentes said Monday the funds were utilized for the construction, repair and rehabilitation of 209 projects that were identified as vital for the province’s bid to become a key economic player in Mindanao and in the entire country within the next decade.

“These are projects that we prioritized to help push further our continuing economic expansions and development,” she said in her state-of-the-province address held at the provincial gymnasium in Koronadal City.

The governor said the local government spent around P155.9 million for building or vertical projects, P120.6 for flood control structures and 109.6 million for the upgrading and concreting of provincial roads.

She said they implemented 143 building projects, 24 roads and bridges

and 42 flood-control and related structures.

Under the building component, they invested P73.6 million for the completion of the provincial capitol’s Finance building, which hosts its finance-related offices and departments.

She said part of the structure will later host the offices of the Sangguniang Panlalawigan (provincial board).

Fuentes said they also spent P28.4 million for the repair and rehabilitation of 19 school buildings; P22.4 million for the construction and repair of barangay health stations, dietary section of the provincial hospital and parts of the South Cotabato sports complex; P18 million for the construction and repair of barangay gymnasiums; P7.4 million for the construction of multi-purpose buildings; and, P6 million for the construction, repair and completion of eight barangay halls.

For the flood-control projects, she said they have completed 11 control structures and 14 drainage canals with a total length of 2,566 lineal meters. (MindaNews)

hoods in the largest cities of Europe and United States enjoyed the use of electric power. By 1900s, electricity became an essential part to modern industry and society as it lighted home and even powered public transportation systems. Tens of thousands of power plants sprang up to meet electric-

ity needs.

But soaring costs, high interest rates, and environmental damage caused by large power plants have wreaked havoc on the once booming electricity industry. In most countries, electric prices have risen faster than the general rate of inflation.

“Electricity’s future role is more uncertain than any time since Thomas Edison opened the world’s first commercial power plants in Manhattan and London in 1882,” wrote Christopher Flavin in “Electricity’s Future: The Shift to Efficiency and Small-Scale Power.”

“Policymakers around the world disagree vigorously about future trends and appropriate policies, but virtually all acknowledge that a turning point has been reached. The world is unlikely to return to the steady, predictable growth of the past.”

In most parts of developing countries, electricity has been one of the problems that beset economic development. The Philippines is not an exception.

Last summer, Mindanao and the rest of the country experienced power outages. Expect another power crisis in next year’s summer months.

“We need to prepare early to ensure a steady supply of energy next year,” said Secretary Carlos Jericho Petilla of the Department of Energy (DOE) in a press statement. “The projected demand by 2015 is 9,011 megawatts (MW), which is higher than this year’s actual demand of 8,717 megawatts.”

Electric Company sights on power barges as possible solution to summer electricity shortage next year. “Given the anticipated deficit next year during the summer months,” he was quoted as saying, “you could procure power barges and what they call the aero-derivatives that run on either aviation fuel or diesel.”

Of course, this would mean additional costs to consumers. “You may have power maybe to cover some anticipated shortfall, but it could be of higher cost,” Pangilinan pointed out. “In many respects, there are no options; if there is no power you have to gather it elsewhere.”

In Mindanao, the Aboitiz Group of Companies sees a coal power plant as a solution to the impending power crisis. Davao City Mayor Rodrigo R. Duterte seems to agree. In a recent media briefing, he told local journalists that all means should be utilized to meet the power demand of the city. As there are no economically viable alternatives of energy sources right now, he singled out coal as the best possible solution.

“Coal is the cheaper and more accessible source of power that could satisfy the (growing) demand of the city,” Duterte pointed out. He added that oil as a source of power is too expensive. As for the geothermal from Mount Apo, it can only give about 30% of the city’s power needs.

Environmentalists, however, are worried that the coal fired-power plant would harm the

ecology and jeopardize the health of the communities where the plant is located. “There is no clean coal,” Gerry Arances, the national coordinator of Philippine Movement for Climate Justice, was quoted as saying by Mindanao Daily Mirror’s Lovely Carillo.

“Coal-fired power plants produce coal ash that contains 23 toxic chemicals,” said Arances who cited the study conducted by toxicologist Dr. Romeo Quijano. According to the study, which was done in Naga coal plant, coal ash contains heavy chemicals like arsenic, mercury, and cadmium.

Although there are “increasing number of incidents of upper respiratory illnesses and cancer” in Naga, Arances admitted that the finding is still “non-conclusive” as it has to pass so many processes to be conclusive. “But it is enough indication of the effects of the coal-fired power plants,” he said.

“There are 13 coal power plants in the country with a combined capacity of generating 4,937 megawatts, providing more than 34 percent of the country’s power needs. And the trend is growing with 45 coal-fired power plants now on the drawing board,” reports Marilou Guieb of Business Mirror.

Coal (from the Old English term col, which has meant “mineral of fossilized carbon”) is a fossil fuel that supplies 28 percent of the world’s fuel.

“Coal began to form 300 million years ago when large regions of the earth were covered with tropical swamps containing

dense vegetation,” wrote H. Steven Dashefsky, author of “Environmental Literacy: Everything You Need to Know about Saving Our Planet.” As the fast-growing vegetation died and accumulated under the water, it formed a material called peat, which is the first step in the formation of coal. The peat was gradually covered by sediment.

“Over time, pressure squeezed out much of the water and compressed the peat into lignite coal (also called brown coal), which contains about 40% moisture. With heat from the earth and continued pressure, lignite was transformed into a soft type of coal balled bituminous coal, which has only about 3% moisture. With continued heat and pressure, hard coal called anthracite was finally formed.”

The entire process took hundreds of millions of years. “Coal is not a pure substance,” wrote Penelope ReVelle and Charles ReVelle, authors of “The Environment: Issues and Choices for Society.”

“In addition to carbon, it contains inorganic material that remains after coal has been burned; it’s called ash. Sulfur also occurs in coal, sometimes as iron sulphide and sometimes combined with organic compounds. Arsenic is also present in coal, as are radioactive elements.”

Coal may be “the dirtiest of the fossil fuels,” but it is a magnificent source of heat energy. “Burning 0.454 kilogram of bituminous coal releases 13,000 Btu, or 13,700 kilojoules of heat energy,” the ReVelles wrote.

TRUE-BLUE Dabawenyo will naturally be hurt upon discovery that none of the meetings of the Asia Pacific Economic Cooperation (Apec) in 2015 will be held in his beloved Davao City. Our leaders, especially those hardworking guys in the tourism sector, have been boasting about it, and in a way really working that it will soon happen. It must have really been a disappointment for Davao City to be excluded. And to think that the list of the meeting hosts even include a virtually unknown place like Bagac, Bataan.

Did Davao or Dabawenyos do anything terribly wrong to deserve such an insult? Who in Malacanang is behind this masterful act, this stab in the back? Aren’t we crying over spilt milk by asking these questions?

Maybe Dabawenyos should listen to what their leader has to say. In his Gikan sa Masa, Para sa Masa television program last Sunday, Mayor Rodrigo R. Duterte hinted how we should take the bad news about the Apec meetings. He said he is neither happy nor sad

about his city’s exclusion.

In an apparent act to assuage the feelings of his constituents, Mayor Duterte mentioned some practical matters, if not inconvenient truths, about hosting a big gathering. For one it will entail a lot of expense for the host city. In the case of the Davao City government which always takes an extra mile to see to it that the hosting will be a success, hosting means mustering more warm bodies and security officers to guard the city from bad elements. These warm bodies have to be fed during all the days that their services are needed. This means millions of pesos in expenses, not to mention the sleepless nights that leaders like Duterte would spend to check that every thing in the preparation and execution stages is in order.

Indeed, our pride is hurt by the exclusion. Fortunately for us, it is not the end of the world. The Apec meetings are not the only important events that will unfold in the future. We can wait for that time to come.

ONG AND CUMBERSOME – Friction between the Chief executive and opposition-diehards and different progressive groups is nothing new. Ever since President Benigno Aquino III assumed the presidency in 2010, he and the opposing factions have crossed swords over a number of issues both political and social.

But lately the statements of critics against the Aquino administration were so far the strongest argument on the present dispensation yet. The precipitating factor of this outburst? The move initiated by some administration lawmakers and other political allies which would effectively allow President Aquino to serve a second term.

Currently, the President is only limited to a single term of six years under the present Constitution. The “one more term” issue has been in the boil this time with both the over-conceited supporters and opponents loudly making their cases

T’S still two years till the next election but the political season is already heating up. It is brought on by no other than the compleat post-Martial Law politico, the trapo par excellence of Makati, Vice President Jejomar Binay.

After founding a dynasty to rule that city for longer than anyone cares, Jojobama—as ex-senator Rene Sagisag likes to call him—has his heart on the top leadership of our land. And he makes no bones about his Napoleonic ambition.

In fact, he’s declaring it emphatically by forming a new party to serve as his election vehicle. He figures that the United Nationalist Alliance (UNA)—which he heads along with Juan Ponce Enrile and Joseph Estrada—isn’t good enough for him.

Creating a new party means that his previous affiliations were simply a matter of convenience, to be discarded when no longer useful. After all this is the age of disposables whether of products, principles, parties, or programs. And anyway UNA didn’t seem to mean much to the triumvirate, just an expression of an obsession to be number one (UNA!) in every way that feeds their vanity and ambition.

It’s still unclear though if these birds of the same feather will fly together, since Enrile is now a jailbird and Jinggoy—who had expected to be running mate—is likewise a jailbird for plunder.

Political element heard in public venues, informal gatherings and even in the streets.

Expectedly, the debate over the brewing issue will become more heated in the run-up to the 2016 presidential elections.

Though President Aquino and the Palace drumbeaters have consistently stated that the man at bat does not want a second term and say they have nothing to do with the term extension scheme, critics have accused the administration of stealthily pushing the agenda in order for the President to stay in power. This just as the talks about the upcoming presidential elections is starting to heat up.

With political analysts and constitutional experts weighing in, a political element has been injected into the proposed presidential term extension issue, and the debate has seemingly turned into a clash of opinion and legality. Even so, doubts remain over whether the “one more term” proposal will be able to touch first base. The plan to extend the term of the incumbent President requires amending the Constitution.

Even Congress leaders are lukewarm to the idea in the firm belief that it will be an uphill battle. The amendment process is long and cumbersome and it is where all the energies of the lawmakers go stalling in the process urgent bills that need priority concern. In order for Congress to convene into a constitutional assembly or ConAss, which is prerequisite for Constitutional revision, it has to receive more than half the votes in both the Senate and House of Representatives.

Furthermore, three-quarters of the vote from the entire assembly is then required for amendments to be passed.

The final step is a nationwide plebiscite in which the proposals must obtain over 50% of the votes cast. As can be gleaned from the tedious procedures, this thing cannot be done overnight. At this stage the “one more term” motivators already have formidable opponents not only within the ranks of the administration, but likewise in opposition and progressive groups.

The scheme to amend the Constitution, different adversarial groups warned, could be the beginning of another political chaos and anarchy in the streets. They fear history will repeat itself; the amendment of the Constitution, critics believe, could lead to the President perpetuating himself in the presidency. The over-eager promoters being part of the administration coalition only make the motive all the more suspect.

True leaders don’t monopolize power, turning politics into a family enterprise, alternating leadership between him, his wife, and his children, then using the community’s wealth to buy the support and loyalty of the rabble who know no better. That’s greed, not leadership.

True leaders encourage and train others to become leaders, not just family members, providing opportunities for the talented and the promising to prosper and rise.

True leaders provide for transition and a smooth takeover by a new generation after their term. They do not keep others from becoming leaders, nor abuse power by monopolizing it, or establish a dynasty to keep the power secure as an heirloom to be passed on to other members of the family.

True leaders are statesmen, visionary, inspiring, empowering. Those who merely pretend to be these are not leaders but misleaders!

***** Misleaders manipulate the community, control its politics, and exploit its economy. They coddle capitalists and chambers of commerce and turn them into cheering squads, influence peddlers, spectators, or beggars of political favors.

Although their constituents (voters) are the primary stakeholders of government, misleaders dominate them, mute their voices, and hold them at bay, powerless.

Misleaders call the people “Boss” but treat them like cattle, milking cows. They are vain, selfish, and greedy without limits.

Well-meaning citizens who dare to challenge misleaders may not match their iron determination and deadly intent—as was the case in the Ampatuan massacre. But they should take heart and be resolute, not be easily intimidated, and be mindful that they are sovereign citizens with a righteous cause.

History has shown that no power except the Almighty’s is more compelling than an assertive brand of citizen sovereignty.

BY MannY ValdehueSa ***** Jojobama is the quintessential opportunist. During Martial Law he associated himself with the civil rights cause, tagging along with street parliamentarians on occasion, and latched on to Cory and the yellow forces like amor seco.

It paid off handsomely. It got him appointed lord of Makati and never blinked for a moment lest control should slip through his fingers.

Meanwhile he’s having a free ride with PNoy and the Liberals, hanging on to a cabinet position while taking potshots at the administration. It looks like he’s out to get the most of the free ride to the last mile at the expense of the Liberals and Mar Roxas, its putative standard bearer and therefore his election opponent.

But delicadeza is not on the dictionary of trapos, so expect Jojobama to hang on to the last minute! Mea while let’s see how he goes about forming a new party. Will it be a genuine party, with real members, with a defined platform and a real program of government?

Or is it just going to be the typical trapo game plan: create a new party, fill it with kindred politicos and supporters, include crony capitalists with pockets bulging with campaign funds,

The Philippine Daily Inquirer reported yesterday that the government’s plan to evacuate by sea over 1,000 Filipinos in Libya starting Sunday had been temporarily scuttled, according to the Department of Foreign Affairs (DFA).

The report said that a total of 1,036 Filipinos in Benghazi and Misrata have signed up in the latest effort of the government to take them out of Libya

where violence has worsened as the Libyan government try to fight off armed militias.

The plan was to pick up the latest Filipino repatriates in the two port cities by a ship that the government has chartered to evacuate them.

The government will be spending $1.8 million to ferry the Filipinos from the Libya port cities to Malta.

As this developed, the OWWA will release starting this week the one-time Financial Relief Assistance Program (FRAP) emergency aid of P10,000 to overseas Filipino workers in Libya who have been repatriated.

At least 40% of the world’s electricity comes from coal. In 2012, about one-third of the United States’ electricity came from coal. Ten percent of the world’s coal reserves (identified deposits) are located in the US, with over 50% in China.

“Coal reserves are expected to last about 220 years if existing demand continues,” Dashefsky wrote.

“The projected amount of coal resources (unidentified deposits), however, might last about 900 years with the current demand.”

Coal contains high heat content at economical costs, but many environmental problems are associated with its use.

Coal is touted to be the

dirtiest fossil fuel to burn and it generates hundreds of millions of tons of waste products, including fly ash, bottom ash, and fluegas desulfurization sludge, that contain mercury, uranium, thorium, arsenic, and other heavy metals.

Burning of coal releases pollutants that help contribute to acid rain. In addition, the burning may release more carbon dioxide into the atmosphere thus causing the climate change phenomenon.

Studies have shown that coal-fired electric power generation emits around 2,000 pounds of carbon dioxide for every megawatt-hour generated. This is almost double the approximately 1100 pounds of carbon dioxide released by a natural gas-fired electric plant per megawatt-hour generated.

According to “Wikipedia,” coal-fired power plants without effective fly ash capture systems are one of the largest sources of human-caused background radiation exposure. They also emit mercury, selenium, and arsenic, which are harmful to human health and the environment.

But there’s good news.

“New technologies can burn coal more efficiently and more cleanly,” Dashefsky noted. “This includes the fluidized-bed combustion method, which will begin replacing old-style coal burners. It converts

solid coal into gas or liquid fuels called synfuels.”

Coal gasification converts solid coal into a gas synfuel called synthetic natural gas. Coal liquefaction turns it into a liquid synfuel such as methanol.

Both types of synthetic fuels produce much less air pollution than burning solid coal.

“Liquid fuels are more functional than solid fuels for heating homes and running automobiles and other forms of transportation,” Dashefsky pointed out. “They can also be transported through pipelines whereas solid coal must be shipped.”

Meanwhile, Mindanao gets its power from four major sources: hydropower, coal, oil, and geothermal -- in that order. The bulk – 662 MW or 52% – comes from hydropower.

Oil contributes 24% of the power supply (311 MW) while geothermal is the source of 8% (98 MW).

The remaining 16% (203 MW) comes from coal.

“We are heavily dependent on hydropower which is coming only from one source, Lake Lanao,” says Manuel ‘Bobby’ Orig, first Vice President for Aboitiz Power Corp. in Mindanao. “This is the reason why during summer months or during long dry spell, when water level in Lake Lanao is very low, the power supply in Mindanao is gravely affected.”

Sleeping with the enemy

EMINISTS and health and social workers call it violence against women or VAW. The Declaration on the Elimination of Violence Against Women (1993) defines VAW as “any act of gender-based violence that results in, or is likely to result in, physical, sexual or mental harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life.”

In the Philippines, Republic Act 9262, more popularly known as the Violence Against Women and their Children Law, was passed in 2004. It broadened the definition of abuse to include physical, emotional and economic harm.

It also made violence by an intimate partner (anyone with whom a woman has a sexual relationship) a public crime, and made it possible for anyone – not just the victim – to file a case against a perpetrator.

Intimate partner violence refers to behavior in an intimate relationship that causes physical, sexual or psychological harm, including physical aggression, sexual coercion, psychological abuse and controlling behaviors.

Sexual violence is any sexual act, attempt to obtain a sexual act, unwant-

ed sexual comments or advances, or acts to traffic, or otherwise directed against a person’s sexuality using coercion, by any person regardless of their relationship to the victim, in any setting. It includes rape, defined as the physically forced or otherwise coerced penetration of the vulva or anus with a penis, other body part or object.

Since RA 9262 was passed in the Philippines, the number of cases has been steadily increasing.

“From 2006 to the present, there has been a constant increase,” said Senior Superintendent Theresa Ann Cid, of the Philippine National Police (PNP).

In 2011, there were 12,948 reported cases, up from 4,954 cases in 2006 – a rise of more than 150%!

– the PNP Women and Children’s Protection Unit noted. From January to April of 2012, 5,629 cases have already been filed.

VAW causes more death and disability among women aged 15 to 44 than cancer, malaria, traffic accidents or even war, according to a Panos briefing. The World Health Organization (WHO) believes that at least one in five women has been physically or sexually abused by a man at some time in her life. Several studies show that women are more at risk from their

husbands, fathers, neighbors or colleagues than they are from strangers.

In the United States, a woman is battered, usually by her husband, every fifteen seconds. A study done in Western Visayas showed that 43% of the married women who were surveyed said they were afraid to refuse their husbands’ sexual advances, often because refusal might cause their husbands to beat them.

“Violence affects women’ sexual and reproductive health,” points out Population Reports. “Physical violence and sexual abuse can put women at risk of infection and unwanted pregnancies directly, if women are forced to have sex or fear using contraception or condoms because of their partners’ reaction.”

Around the world, as many as one woman in every four is physically or sexually abused during pregnancy, usually by her partner. In the United States, for instance, 25 percent of battered women are struck during pregnancy.

“Pregnant women who have experienced violence are more likely to delay seeking prenatal care and to gain insufficient weight,” Population Reports noted.

“They are also more likely to have a history of sexually transmitted infections,

unwanted or mistimed pregnancies, vaginal and cervical infections, kidney infections, and bleeding during pregnancy.”

Violence has also been linked with increased risk of miscarriages and abortions, premature labor, and fetal distress. Likewise, it may affect pregnancy outcome indirectly by increasing women’s likelihood of engaging in such harmful health behaviors as smoking and alcohol and drug abuse.

Sexual and physical violence appears to increase women’s risk for many common gynecological disorders, particularly chronic pelvic pain, which accounts for as many as 10% of all gynecological visits and one-quarter of all hysterectomies.

Other gynecological disorders associated with sexual violence include irregular vaginal bleeding, vaginal discharge, painful menstruation, pelvic inflammatory disease, and sexual dysfunction (difficulty in orgasms, lack of desire, and conflicts over frequency of sex.

“Violence has been linked to many serious health problems, both immediate and longterm,” Population Reports said. These include physical health problems, such as injury, chronic

pain syndromes, and gastrointestinal disorders, and a range of mental health problems, including anxiety and depression.

Violence is a major cause of injury to women, ranging from relatively minor cuts and bruises to permanent disability and death. “Injuries such as bruises, burns, cuts and broken bones are the most common result of gender violence in the home and community,” Panos reported.

In its most extreme form, violence kills women.

In Canada, Israel and Brazil, Panos said that women are more likely to be murdered by a husband or intimate partner than anyone else. A study done in Russia showed that every fifth murder victim is killed by a spouse and women are the victims in most cases.

According to Population Reports, 40-70% of homicides of women are committed by intimate partners, often in the context of an abusive relationship. In comparison, “only a small portion of men who are murdered by their female partners, and in such cases the women are defending themselves or retaliating against abusive men.”

The 2008 National Demographic Health Survey estimated that one in five

Filipino women between the ages of 15 and 49 had experienced physical violence, while 14 percent of women have been physically abused by their husbands.

“A serious cause of concern” is how the United Nations health agency described the level of sexual violence in the Philippines. The country is home to almost 100 million people; it is a traditionally patriarchal, male-dominated society, but there are no ready answers to explain in the recent spike.

“Yes, there is an increase in reported cases, but we cannot say why,” admits Elizabeth Angsioco, chairperson of the Democratic Socialist Women of the Philippines, a national federation of women’s grassroots communities. “Part of it may be a natural development due to the increased awareness of the laws meant to protect women.”

To end this piece, the words of Cate Johnson – author of Violence Against Women: An Issue of Human Rights – come in handy: “Violence against women cuts across social and economic situations and is deeply embedded in cultures around the world – so much so that millions of women consider it a way of life.”

Based on booking data from hundreds of thousands of guests who used agoda.com in 2013, the study analyzed hotel prices at 25 of the most popular tourist destinations in the world. The resulting calendar shows the best and worst times to book during the year.

High and low seasons are nothing new, but travelers may be surprised to find just how much they will save or spend by picking travel dates carefully.

Travel to new york or Rome in the first week of January, for example, and you’ll save as much as 40% off the average room rate.

Visit oslo in May and you could end up paying 50% more. Hotels in Istanbul are about 25% cheaper december through March, but as much as 50% more expensive in the middle of

Cinema One’s 20th anniversary concert celebrates movies through music THe country’s number one cable channel recently celebrated twenty years of staying by the side of its loyal fans and supporters through their various life experiences; and to commemorate that bond, Cinema One held its 20th Anniversary Concert, a celebration of movies through music.

The channel that has been the top-rating channel on total cable households nationwide for many years now staged this celebration, which featured no less than the Philippines’ best artists. They shared their music to loyal fans and supporters of Cinema One, the home of the biggest stars in the country.

Those who took the stage along with host KC Concepcion for this star-

This act was followed by various production numbers that latched onto various genres. HE University of Southeastern Philippines (USeP), through its geology and mining department of its college of engineering

(CoE), has partnered with Holcim Philippines Inc., and the Mines and Geosciences Bureau of Region11 (MGB - 11), in the conduct of preliminary geo-hazard as-

sessment and investigation of Tibungco and Bunawan areas in Davao City.

The goal of the said project is to come up with the geological and geo-haz-

The research team has undergone a series of consultations and verifications with the help of MGB-11 before being able to collate the results into two pamphlets and two maps of flood and landslide susceptible areas, which were turned over to both Barangays to increase the residents’ geo-hazard awareness.

Overall, the conceptualization of this joint project greatly helps the citizens of Barangay Tibungco and Bunawan in identifying if they are living within the flashflood or landslide prone areas and in preparing for it accordingly.

As a result, future casualties will be minimized and more lives will be saved.

ORY McIlroy put himself among golf’s greatest legends Sunday by winning his fourth major title in dramatic fashion, capturing the PGA Championship in a shotmakers’ showdown at rain-softened Valhalla.

Three weeks after winning the British Open, the 25-year-old from Northern Ireland rallied on the back nine to take his second major victory in a row and third consecutive triumph overall in impressive fashion.

“Amazing. Incredible.

I’m not sure I’ll ever have another summer like this,” McIlroy said. “I’ve got a lot of golf left to play this year, but I have to enjoy what I’ve just done.”
