That was the terse statement from Davao City Mayor Rodrigo Duterte yesterday shortly after three suspected members of a Metro Manila-based kidnap-for-ransom gang were killed in a dramatic shootout with police at high noon outside a local branch of Allied Bank Thursday.

Davao City Police Office (DCPO) chief Ronald dela Rosa said the suspects were

accompanied by their victim, Sally Chua, a businesswoman they had snatched at gunpoint in Quezon City last July 5, to withdraw the ransom money of P15 million from the Allied Bank on C.M. Recto Street.

Earlier, the local police had received a tip from the Anti Kidnapping Group (AKG) of Camp Crame about the kidnapping and proceeded to set up an entrapment operation that ultimately resulted

WO persons were killed while another survived attacks by unidentified gunmen in separate incidents in Davao City last Wednesday night, bringing the death toll in mysterious murders to nine.

vin John Cariquitan, 27, unemployed, was shot at around 9 p.m. in Purok 19-B Garcia Heights in Bajada where he sustained three gunshot wounds, two in the head and one in the stomach.

HE Department of Health is calling on individuals with high risk of human immunodeficiency virus (HIV) to undergo testing at any of the designated HIV testing centers in the region for early detection.

Dr. Abdullah Dumama Jr., DOH-11 regional director, told Edge Davao that most people at high risk are men having sex with men (MSM).

HIV is also common among people depen-

dent on injectible illicit drugs .

HIV is the virus responsible for acquired immune deficiency syndrome (AIDS) and was first recognized in North America in the early 1980’s.

Reforms for trade, investment policies eyed

HE General Santos City local government is studying possible reforms to its trade and investment policies in a bid to sustain the area’s economic growth. Mayor Ronnel Rivera said his office is specifically reviewing ordinances and other local regulations involving business, investments and taxation to make them more responsive to the city’s economic and development directions.

He said the city’s taxes and fees might need some changes as it has not been reviewed for quite some time. “We’re looking at further strengthening our business sector to enable it to complement with our

growth projections and specifically, the generation of more income for the city as well as jobs livelihood for our constituents,” the mayor said.

The trade and investment initiatives in the area are governed by the City Investment Code of 2004, which underwent minor revisions in 2010. The city government, through the City Economic Management and Cooperative Development Office (CEMCDO) had commissioned a technical working group (TWG) composed of representatives of various sectors to draw up changes that would make the investment code more responsive to the present

business environment.

Among the initial revisions recommended by the TWG was the incorporation of an investment priority plan that will contain the city’s approved investment priority areas, guidelines and implementing rules and regulations.

It pushed for the rationalization of business or investment application procedures and improve the responsiveness of the code to rapidly changing investment areas. The TWG recommended the removal of the minimum capitalization requirement to allow micro, small, and medium enterprises avail of and benefit from investment incentives offered by

the local government.

It set the inclusion of locational restrictions to certain investment areas to encourage the dispersal of industries to more rural barangays, decongest highly urbanized areas and expand the city’s development areas.

Rivera said they will also look at the profitability of the city’s four economic enterprises that comprise the city hospital, central public market, slaughterhouse and terminal. Alert up as South Cotabato opens 2013 T’nalak Festival

OLICE authorities placed the entire South Cotabato province under heightened alert on Thursday in connection with the opening of the province’s week-long “T’nalak Festival” and 47th foundation anniversary celebration.

Supt. James Gulmatico, South Cotabato deputy provincial police director, said they have assigned a total of 232 uniformed policemen to secure various venues of this year’s festivity,

which will be centered in Koronadal City.

He said such deployment does not include the non-uniformed policemen and intelligence operatives in civilian clothes that will augment the security operations.

“We have set in place a security plan covering all festival activities and possible scenarios that might arise,” he said in a press conference.

The official said the police deployment will be focused at the city

class facility.

According to him, the sports complex has met the international standard and is very much qualified to host the first regional qualifier for the national championship of the PSC-Philippine Olympic Committee Batang Pinoy Games.

The spanking facility, which passed the criteria of the world athletics body IAAF, boasts of a state-ofthe-art track and field oval that can host night games, aside from the modern swimming pool, softball/ baseball field and basketball gym.

The Commissioner said the brightest student and out-of-school youth athletes will compete in 25 events during the elimination games to pick the best players for the national finals to be held in Zamboanga City on Dec. 3-7, 2013.

Health center gets facelift T

The conversion from an old, dilapidated structure that once housed the medical personnel of the city to a modern industrial looking building was made possible by the efforts of the city government of Tagum together with the City Health Office and the SM Foundation and BDO Foundation which jointly funded the renovation.

BDO Foundation Board of Trustees member Jesus G. Tirona, in his speech, stressed on the importance of maintaining the building, hoping that its cleanliness be ensured at all times.

For her part, SM Foundation Executive Director for Health and Medical Programs Connie S. Angeles related the foundation’s objective in helping Philhealth-accredited health centers in the Philippines by enabling building improvements

through renovation, refurbishment and repaint.

She then conveyed to the crowd the good news that maintenance and upkeep of the new Tagum City Main Health Center would be shouldered by both foundations.

Angeles further added in a separate interview that SM Foundation decided the Tagum CHO renovation after having seen the condition of the building and the sad plight of the City health personnel and patients.

Mayor Allan Rellon later pointed out the thrust and direction of his administration, stating that not only would he continue what his predecessors started but that he would also strengthen other aspects such as social services, specifically the delivery of health services.

Challenged by what SM and BDO Foundations accomplished in rebuilding the Tagum City Main Health Center, the Chief Executive went on to announce that a sizable amount would be set aside to construct another building for the CHO. [PNA]

Drilon vows to bring down smoking incidence in PHL S

AYING that efforts to reduce smoking incidence in the country need to be sustained, Sen. Franklin M. Drilon, an anti-smoking advocate, vowed to look into every possible means to discourage Filipinos from smoking, which will include a legislation that will require that cigarette packages carry a large graphic warning label depicting the dangers of smoking.

Drilon has filed Senate Bill No. 499 that will mandate tobacco companies to show picture-based health warnings on cigarette packages “in order to strengthen the government’s efforts to discourage smoking.”

The proposed “Picture-Based Health Warning Act of 2013” is aimed at increasing the awareness of the cigarette consumers on the harmful effects of smoking,” said Drilon, who was instrumental in the passage of the controversial Sin Tax Reform Act. Drilon was recently awarded the Medal of Honor by the World Health Organization-Western Pa-

He notes, for instance, a study by the Center For Disease Control (CDC) in Atlanta, showed that from 2008 to 2010, more than 25 percent of people in the 14 countries surveyed were affected by warning labels, while the use of prominent pictorial warnings was considered to be the most effective medium in communicating the health hazards associated

OURNALISTS from the broadcast industry, wire agencies and Internet publications may soon be included as among the media practitioners covered by the law that allows them to protect their source of information in news reports.

Rep. Raul del Mar (1st District, Cebu City) authored House Bill 362 amending Republic Act 53, which covers only the publisher, editor, columnist or duly accredited reporter of newspapers, magazines or periodical of general circulation.

“The law is silent about journalists from broadcast stations, news or wire agencies, and internet newspapers, magazines and other publications. When the law was passed, electronic journalism was virtual-

ly non-existent,” Del Mar said.

Republic Act 53, otherwise known as the Sotto Law, has been the journalist’s privilege statute by which he can refuse to reveal the source of a confidential news report or information except when the court or a Committee of Congress finds that the revelation is demanded by the security of the state.

In the past, Del Mar said broadcast stations mostly played music or drama and news reading only. “The news or wire agencies still had to be developed and recognized, and the Internet was not even a dream,” Del Mar said.

Under the measure, an accredited journalist of any legitimate print, broadcast, internet, or wire service organization, station or network,

including the publisher, station owner and manager, bureau chief, editor, news editor, writer or reporter, correspondent, opinion columnist or commentator, cartoonist, photographer, or other practitioner involved in the gathering, writing, editing of, or commenting on the news for mass circulation or broadcast cannot be compelled to reveal the source or any news item, news report or information appearing or being reported, disseminated or commented on, which was relayed in confidence to such journalist unless the court or the House of Representatives or the Senate or any of its committees finds that such revelation is demanded by the security of the State.

Accredited journalist and practitioner of any

legitimate print, broadcast, Internet, or wire service organization, station or network, is one who is accredited with any reputable association of media persons such as, the Presidential Communications Operations Office (PCOO) and its attached Philippine Information Agency (PIA) and Philippines News Agency (PNA), the National Press Club (NPC), the National Union of Journalists of the Phil (NUJP), and the Kapisanan ng mga Broadkaster ng Pilipinas (KBP), and/or one who is a regular employee of a legitimate print, broadcast, internet, or wire service organization, station or network, provided, that any journalist engaged by any legitimate media company shall be deemed to be an accredited journalist.[PNA]

Korean project to improve rice production in PHL

HE Korean Project on International Agriculture (KOPIA) Center in the Philippines, which is hosted by Philippine Rice Research Institute (PhilRice), will intensify its efforts to improve rice varieties and cultivation in the country.

Newly-appointed KOPIA director Dr. Yang Wonha said that the goal of his stay in the Philippines is to help Filipino farmers increase their income as he promised to do his best for the agency.

“The Philippines has a good condition (for rice production). We will help you achieve rice self-sufficiency,” the new director said during the recent turnover ceremonies held here.

The country was 98 percent rice self-sufficient in 2012, according to Department of Agriculture (DA) Assistant Secretary Dante Delima, who expressed optimism that the country will eventually

become rice self-sufficient within the year.

Before joining KOPIA, Yang was the head of the Chuncheon substation of the National Institute of Crop Science of Rural Development Association (RDA)-Korea.

His main work involved research on rice cultivation technique in direct seeding and machine transplanting; rice stress physiology on effect of water temperature to rice plant; and rice cultivation and production.

South Korea, despite having limited lands to till for farming, is rice self-sufficient and exports many types of agricultural commodities.

It has one of the most modernized agriculture sectors in Asia.

Three directors preceded Yang since the establishment of KOPIA-Philippines in September 2012 through a memorandum of agreement (MOA) signed

Food manufacturing seen to thrive in PHL F

OOD manufacturing has big potentials in the country with further development in technology and food safety by means of securing supply of its raw materials.

Ruben Villareal said that with the current status of the food manufacturing industry, it will continue to boost in the next few years.

The current status of food manufacturing contributes nine percent to the total Gross Domestic Production (GDP) and 45 percent of the total man-

ufacturing industry of the country.

It posted a total value of P977.2 billion.

Over the decade, Villareal noted that food manufacturing grows at 8.5 percent annually.

Fishery exports and fish processing share big contribution in the expanding

sector.

In addition, meat processing has been growing fast with 98.9 percent increase on exported canned goods from 2008 to 2009.

This also results to decrease in importing canned foods.

opportunities in the market.

He cited that higher income sustained by overseas Filipino workers’ remittances drives the increasing consumption of food. This means more Filipino families afford to buy food.

Expanding middle class, urbanization and the spread of Business Processing Outsource (BPO) which result to increase in malls, supermarket and convenient stores consequently means additional demand in food products.

Also, several local companies enter the overseas market bringing a total of US billion or 57 percent of the total food export in 2012.

The academician also noted that with the implementation of ASEAN Economic Community in 2015, growth is in store for the food manufacturing.

However, issues and concerns on supply of raw materials, technology and food safety should be addressed in order to maximize the opportunities in the food sector.

On the supply of raw materials, there is a need to ensure inexpensive and reliable supply of raw materials in terms of quality, quantity and time of delivery.

With this, the government is urged to be prudent to import and compete in the world market to ensure regularity of supplies.

The food manufacturing also lacks investment in improved technology particularly in processed products, farming practices, post-harvest handling and labor saving machines.

Likewise, food safety concerns shall also be addressed.

Cases of rejection of exported product shall also be decreased because it affects the revenue of the manufacturers.

Food quality rejection is due to adulteration, contaminated pathogens, presence of filth and high moisture content, and spoilage.

With these concerns, NAST recommends improvement of the transfer of technology to farmers through strong political will and forge strong collaborations among government institutions and the private sector.

Improving science and technology needs to identify and prioritize research areas that are necessary in the industry.

Roadmaps for important commodities also play a big role to further expand the food sector. [PNA]

SM Group’s property firms to map out integration plan S

M Group’s different property firms will start developing an integrated development plan for their merger into a single company which is targeted to be completed by end of 2013.

SM Prime chief financial officer Jeffrey Lim told reporters on the sidelines of the SM Prime’s stockholders’ meeting that the plan would be mapped out after they secured an approval from the Securities and Exchange Commission (SEC).

Lim said they will then determine the new capital needed to sustain the growth of the enlarged business in the next three years.

“Right now, what we have are the sum of parts of all theindividual property companies and this year the total is about P60 billion,” he said.

“We would still continue as to what we have right now but within six months to a year, we should be able to reprogram everything, to come up with an integrated development plan,” SM Prime President Hans T. Sy said.

The shareholders of SM

Prime Holdings, Inc. (SM Prime) approved Wednesday a merger between the company and SM Land, Inc. which will pave the way for the consolidation of the property-related businesses of the SM Group of Companies.

The enlarged company will be among the largest integrated property developers in the region with offerings spanning across diverse sectors of mall, office, residential, hotel and leisure development.

“I think all the investors were positive and they understand the rational in terms of integrating the property group,” Lim said.

“With the different property units of SM working as one, we can leverage the strengths of each of these units to undertake a wider range of projects, larger in scope in a more coordinated manner,” Sy said.

The proposed consolidation involves a series of steps.

The first step consists of exchange offers for the outstanding shares of two listed entities: SM Development Corp (SMDC), a residential developer in the Philippines; and Highlands

HE Department of Trade and Industry-Davao del Norte Provincial Office (DTI-DN), in coordination with the Davao del Norte Investment Promotion Office (DNIPO), recently launched the Provincial Product Logo to further promote Davao del Norte as a reliable source of fresh and process products.

Launched during the province’s 46th Kadagayaan Festival, the logo tagged as ‘Proudly DavNor’ is a brainchild of Governor Rodolfo del Rosario, which according to him, will be the identifying mark that such products bearing the logo are authentically made in the province.

Meanwhile, DTI-DN Provincial Director Engr. Edwin O. Banquerigo said that more than being a mark that shows the product’s point of origin, the ‘Proudly DavNor’ logo affirms a certain level of quality that every local product possess.

“This is actually a quality mark that tells the market or

buyers that what we have in the province are proudly crafted and produced – that our products have passed the discriminating taste of the market,” he said.

“The banana leaf stands for the primary product of Davao del Norte which is banana and the green and brown triangular space present a balance among the socio-cultural, environmental and economic development aspects of the province.” Banquerigo said.

The unveiling of the logo was led by Gov. Del Rosario and PD Banquerigo. Agriculture Assistant Secretary Dante Delima, local public officials and hundreds of Dabaonons from different cities and municipalities of Davao del Norte were present to witness the product logo launching.

“The launching of the product logo marks another milestone in DTI’s commitment to support MSMEs in strengthening the local products both in the local and foreign markets,” he said.

Mayor Rodrigo Duterte, on his return to city hall, sternly warned criminals in his inaugural speech not to mess around in Davao City or they will leave either vertically or horizontally.

True enough, a band of kidnappers did try to do their thing in the city yesterday, bringing along their kidnapped victim and expecting to consummate their caper with a huge payoff here.

Wrong move. They failed to reckon with Duterte’s hard stance against criminals, expecially the heinous type. The rest, as many Dabawenyos know by now, is history. Three of the armed suspects in flashy Montero SUVs were killed in a shootout with local police while the rest of the gang fled aboard other SUVs under hot pursuit but mighty glad to survive the mayor’s wrath.

Essential things for business

TIMULATING INVESTORS – There are enough reasons to believe that Davao City will most likely remain a top performer in investment, finance and trade in southern Philippines. I have long been an optimist about the city’s future – socio-politically and economically. The desire of the city leadership, the business and private sectors to constantly improve themselves shows no sign of diminishing.

Government officials and business leaders in the city had been pretty good at doing the things that are essential for business: stable macroeconomic policies, tax incentives, cheap labor, efficient public utilities, infrastructure, increasing investment in education, training and retraining.

Local and foreign investors continue to be highly confident about locating and investing in the city. What we have right now is government of big business and the euphoric business temperament during the past several months is directly related to the construction boom. Looking prudently at statistics, you will see that construction of infrastructures and basic industries is rising at accelerating pace. That’s precisely the reason why an increasingly vocal groups of thoughtful observers and business analysts say that they’ve never seen this much construction development in such a short period of time.

The long-term economic outlook is getting brighter as the city government in partnership with the business and private sectors was able to stimulate investors with government-assisted initiatives. The fast-pace construction of commercial edifices, hotels, malls, sports and recreational

facilities, highrise condominium and office units, and tourism-related projects increased tremendously during the third quarter of 2012 following a temporary slowdown the previous year. However, boosted by investors’ confidence, construction of infrastructure and basic industries are expected to flourish even more during the third and fourth quarters of 2013 and in the succeeding years.

Within this business climate, construction and other related endeavor will improve the city’s commerce and trade activities, which in turn would encourage other prospective entrepreneurs to join the playing field. Eventually, the city government and the business community pretty much got what they wanted. Ironically, thanks were probably due to the return of investors’ confidence and it is an important step along the road to Davao City’s economic progress. Meanwhile, some well-entrenched Manila-based investors probably thinking that competition is already too tight in the Greater Manila area are pumping their money into infrastructure and consumer-based stocks, and also want a piece of Davao City’s property development and real estate action.

Leading business entities have been

moving strongly and investing heavily in Durianburg, buying hefty chunks of properties, and many of them already own prime lots in different locations and other valuable holding in the city’s business and commercial districts, which will ultimately be the site of their proposed structures. In addition, leading property developers are reportedly interested in expanding their business and want to target niche sectors, especially the top-class and rich Chinese community. A business insider says there have already been informal discussions the past months for a big property firm to purchase a vast track of land somewhere in the city and transform it into a residential and commercial complex.

On another front, other interested investors are eyeing low-cost housing and tourism-related projects, too. Their focus now is to continue extensive acquisition and look into other areas of expansion. But the big thing here is the construction of infrastructures therefore new ventures will still all be in the core areas of real estate and property development. Big investors nowadays are interested in fast-growing sectors. Property development and real estate are two sectors that financial experts understand. Right now, the trend is gradually increasing the exposure of Davao City to most fund managers based in Manila and neighboring Asian regions that are interested to diversify into the city’s unsaturated and uncongested market. Expectedly, we will see more investors, local and foreign alike coming to the city. How they invest, however, is another story.

How to leak and not get caught

HAT’S assuming of course, that the leakers have actually leaked classified information. As mentioned above, fitting pieces of unclassified material together mosaic style can lead a good reporter toward a mostly completed picture. At this juncture, the reporter can ask authorities direct “confirm or deny” questions about his findings. The authorities can confirm his hypothesis, beg him not to publish it, or confess a kind of defeat by confirming parts of the story (but not for attribution) while explaining why other parts of it aren’t true. One thing the government can rarely afford to do is blow the reporter off, lest the government be damaged by the publication of an inaccurate story. Also, the last thing the national security state wants is to turn away reporters whose questions might cause it more grief than the less-damaging story the national security state can confirm.

The “current and former officials” formulation serves the press well in times like these, where the former officials might belong to a different party or faction. This broadening of the sourcing helps lift the story out of the partisan realm, and helps make the reporters look more like truth-finders and less like partisans. It also provides the leakers with camouflage that makes them look less like leakers and more like think-tankers conducting a policy debate in the pages of the press, and helps dislodge the debate from the political. Sometimes the protestations of “current and former officials” is a genuine signal of a policy debate in-

(Conclusion) side the government, which appears to have been the case in 2005 when New York Times reporters James Risen and Eric Lichtblau broke the “Bush Lets U.S. Spy on Callers Without Courts” story.

Breaking convention, Risen and Lichtblau enumerated the officials yakking with them, writing that “nearly a dozen” anonymous current and former officials had discussed the story with the Times “because of their concerns about the operation’s legality and oversight.”

The New York Times and the Wall Street Journal aren’t the only major news outlets favoring the “current and former” construction. In recent months, the Washington Post, the Los Angeles Times and Reuters have relied on it to extend anonymity to sources that may or may not have been authorized to discuss national security-related issues.

The last thing a source who doesn’t consider himself a whistle-blower should do if he hopes to evade detection is grandstand. According to a recent report by NBC News, the Justice Department has opened an investigation of James “Hoss” Cartwright, a fourstar general and former vice chairman of the Joint Chiefs of Staff, for possibly leaking classified information about the Stuxnet virus that appeared in a June 1, 2012 New York Times story by David E.

Sanger. That story, of course, attributed some of its findings to interviews with “current and former American, European and Israeli officials involved with the program, as well as a range of outsiders.”

We can and should presume the innocence of Cartwright, but in a piece for Slate, my friend and former colleague Fred Kaplan sketched some of the circumstantial evidence that might have led investigators to the general. Given his military position, he was certain to know all about Stuxnet. Kaplan noted that Cartwright is also quoted by name in Sanger’s book, Confront and Conceal: Obama’s Secret Wars and Surprising Use of American Power, from which the Times article was adapted. And the general had a reputation inside of the Pentagon of being a “lone wolf,” wrote Kaplan, who did things his own way and by himself, and lone wolves often pay a price for their independence.

“If the Justice Department continues its probe and winds up indicting Cartwright for violating his security oath, it’s unlikely that any officers will leap to his defense in this crisis either,” Kaplan wrote. “It’s a fair guess, in fact, that some of those officers may have pointed prosecutors in his direction.”

If you hope to leak national security information and avoid prosecution, don’t do it solo, as Snowden (and perhaps Cartwright) did. Bring a posse of like-minded leakers with you to muddy your tracks. And forget the fire hose: A drip irrigation system might take forever to drench the press but it’s a lot less conspicuous.

The essence of Ramadhan PERSONAL ESSAY

Y experience of Ramadhan is centered on my family, the food we eat, and the prayers spent in the mosques for the juma’a, tarawi and tahajud. Our hadith (Traditions of the Prophet) state that the obligatory prayer counts seventy times its value during this month, and that sunnah prayer / voluntary prayer gains the same reward as an obligatory one, and that in the Night of Ascension / Laylatul Qadr is better than that of a thousand months.

When I was a young boy, the holy month of Ramadhan was described as the time when the gates of hell are closed and the gates of heaven are opened. Satan’s army are locked in hell, and the angels are with us guiding our daily lives.

We generally spend more money during Ramadhan. In terms of the food, during i’ftar (breaking of fast during night time) it was like a feast. Different fruits are served. We also have “sindol”/ginataan, pastil, chicken papar, beef randang, palapa (made of coconut), tinapayan, and others. The day’s sacrifice is indeed rewarded during night time.

In the morning, we do all the different sort of activities to pass the time. We play chess, read the Holy Quran, watch movies, and sometimes just sleep the whole day.

Ramadhan in our hometown in Cotabato City had a festive atmosphere, bringing families and relatives more close to one another, sharing religious experiences and moral discipline.

In the words of Samuli Schielke, an anthropologist who studies Islam, “Ramadhan, in this mosaic of a moral universe, is a site of higher order, a moral exception which through the exercise of fasting established a clear hierarchy and a clear teleology: the commands of God and the prospect of Paradise.”

It seems that we can not expect all Muslims to be practicing Muslim the whole year round. Similar to a colloquial proverb: ‘there is an hour for your heart and an hour for your Lord’ (sa al-qalbak wa-assaa al rabbak).

The way I see it, the month of Ramadhan makes Muslims more observant of their faith and their religious obligations. It is also a season where most of the datus are not drinking alcoholic beverages. The beer houses are closed, gambling like cock fighting and any card games are also put on hold. We give respect to the holy month.

Ramadhan is the ninth month of the Islamic calendar. It is the Islamic month of fasting in which Muslims around the world refrain from eating, drinking, that is in excess or ill-natured; from dawn until sunset. Fasting is meant to teach the Muslim patience, modesty and spirituality. Ramadhan is a time for Muslims to fast for the sake of God (Allah) and to offer more prayers than usual. During Ramadhan, Muslims ask forgiveness for past sins, pray for guidance and help in refraining from everyday evils, and try to purify themselves through self-restraint and good deeds.

EN. Francis “Chiz” Escudero on Wednesday said Muslim public schools or madrasahs in the country should have better structures that conform to the basic infrastructural standards.

Escudero, who spoke at the First Assembly of Imam Leaders of the Autonomous Region of Muslim Mindanao in Cagayan de Oro City, said he will allocate in his Priority Development Assistance Fund for the construction and repair of madrasahs.

“We also want to legislate a law that will push for the construction and repair of madrasah or schools wherein the funds

will be given to the local government units,” he said.

Escudero said in his various visits to madrasahs, he has yet to see a decent structure of a classroom as most of these were just built with hollow blocks as walls and dirt floor.

“It should not be the case that only schools and school buildings owned by the government and the department of Education get the funds and repairs. How can we teach and learn, provide a good education, when our madrasahs do not have an environment conducive for learning?” Escudero stressed. [PNA]

Roxas downplays rift between PMA, PNPA graduates in PNP

EPARTMENT of Interior and Local Government (DILG) Secretary Manuel Roxas II on Thursday downplayed the reported rift between graduates of the Philippine Military Academy (PMA) and the Philippine National Police Academy (PNPA) serving in the PNP. Roxas said that during his seven-month stint as DILG chief, who has direct supervision over the PNP, he has not felt any “friction” among officers coming from the PMA and PNPA. Instead of sowing conflict among officers within

the 140,000-strong PNP, Roxas called for cooperation in the ranks. ”I have not felt any rift.

What is better is to strengthen the areas of cooperation and clarity in the issuance of orders so that there will be no peer system between PMA and PNPA,” said Roxas.

Earlier reports showed that there is an ongoing study on the possible re-entry into the PNP ranks of graduates of the PMA, the country’s premiere military school. The move was spearheaded by the PMA Alumni Association Inc.

Since the PNP Law was enacted in 1992, the PMA has stopped sending graduates to the PNP. The PNPA became the main source of commissioned officers of the PNP. The PNP leadership admitted there is a technical working group looking seriously into the matter.

Roxas said that he himself will thorough study the idea. ”I will study it first. I think we should look at it first. The law is clear that (officers of the PNP) must come from PNPA, which is civilian,” said Roxas. [PNA]

The kidnappers and the victims travelled by land from Quezon City to Davao City aboard three white brand-new Monterosports.

Two suspects were killed on the spot during the shootout; one was rushed to Southern Philippines Medical Center, but was declared dead on arrival; the suspect who accompanied the victim is under the custody of DCPO for further investigation; while 10 more suspects are on the run.

Promoter says Sabillo deserves the big stage

ERLITO Sabillo may be world champion of the lightest division of boxing but his promoter believes the pocket-sized titleholder deserves the big stage.

“I think Merlito has always been there. He got his breaks when he fought in Colombia,” said ALA Promotions president and chief executive officer Michael Aldeguer who described Sabillo as a rare boxing specimen with a big heart.

“He has the heart. He arrived in Colombia two days before the fight and promised he will bring home the title and he did.

He believes in himself and he backs up his talk,” Aldeguer said when asked to comment on how the country’s most successful promotions outfit picks its headliners during the pre-fight press conference of Pinoy Pride XXI at the Solaire Resort and Casino in Paranaque yesterday.

Sabillo, barely shaking off jet lag, defeated Colombia’s Luis dela Rosa for the interim WBO title last March 9 in Colombia.

“A lot of people have to see how he fights. This is his stage right now and he deserves it,” the young boxing promoter said.

Aldeguer admitted that Sabillo has been in his radar when deciding who fights in the main card.

This is the first time that Sabillo will headline a Pinoy Pride card.

Nicknamed “Tiger”, the reigning WBO minimumweight champion will stake his title for the first time against Colombian Jorle Estrada on Saturday night in the card dubbed

as “When Worlds Collide.”

In yesterday’s press conference, Sabillo opted not to give any knockout predictions but he promised he will go all out for the win. “I will try to get the feel in the early rounds and then let’s see what happens,” Sabillo said in Cebuano.

Sabillo admitted he has seen Estrada only on tape and thinks that the Hispanic fighter is a good counterpuncher who can shift fighting styles in each fight. “Let’s just see this Saturday,” he said.

Estrada has earlier predicted a seventh round stoppage of Sabillo who has a 22-0 record with 12 knockouts. Estrada’s prediction however did not leave a convincing mark on the boxing media as he has only five wins within the distance in 22 fights. He has 16 wins and six losses and currently ranks no. 6 in the WBO. In the exciting supporting championship fight, King Arthur Villanueva of the Philippines will go for the WBO Asia Pacific superflyweight championship against knockout artist Arturo “Fuerte” Badillo of Mexico while AJ “Bazooka” Banal tries to resurrect his career against Mexico’s Albert “Cholo” Gomez in a 124-lb tenner.

Another promising ALA standout Prince Albert Pagara will go up against Thailand’s Khunkhiri Wor Wisaruth in a 122-lb 8-rounder.

On Cannes and Pinoy movies: A talk with French Director Pierre Ressient IT is not often that one would be given an opportunity to meet influential minds in the field of the arts, luckily I was able to catch internationally renowned film authority, Mr. Pierre Rissient’s speaking engagement at the Cinematheque Davao last July 8, 2013.

A true man of cinema, Pierre casts a nurturing and influential shadow over more than a half a century of film history.

As a film critic, curator, programmer, distributor, publicist, editor, and filmmaker Rissient has devoted his life to “defending,” in his own words, films and filmmakers around the globe. Today, he still continues to shepherd films from the past and present to festivals, distributors, and audiences in France and the world over as a staunch champion of cinema.

Prince William and Kate Middleton will make “great parents,” says royal cousin Peter Phillips PRINCE WILLIAM and Kate Middleton are getting very close to entering their new life as parents, but the couple’s family isn’t worried about the duo one bit.

“First and foremost, everyone is ecstatic for both,” said William’s cousin Peter Phillips, speaking to royal correspondent Max Foster in an interview with CNN, according to Hello! magazine.

“They will make great parents and it’s great to be able to welcome another child into the family, if not from a selfish perspective for my two girls to be able to grow up with a playmate.”

It’s not the royal couple’s kind hearts and sweet personalities that Phillips credits to his faith in them as parents (although those are both also a big plus).

Instead, Will’s cousin says the Duke and Duchess of Cambridge will be able to protect their child from the spotlight it will constantly be under, especially since William is very familiar with that lifestyle.

“He or she will be under a great deal of scrutiny,” Phillips said of the royal baby.

Martin wins time trial Froome pads Tour de France lead

ONT-SAINT-MICHEL, France (AP) — German rider Tony Martin won the 11th stage of the Tour de France and second-placed Chris Froome finished way ahead of his main rivals to significantly improve his overall lead on Wednesday.

As the two-time world time trial champion, Martin did not disappoint over the 20.5-mile route in Normandy from Avranches to the medieval walled city of MontSaint-Michel.

Froome was faster over the first two time splits but slowed down in the last section and rolled in 12 seconds slower than Martin, who won in just over 36 minutes.

“My biggest race today was with the other GC riders,” Froome said. “I’ve extended my lead today so I’m very happy with

that. Hats off to Tony Martin for winning that stage, it just goes to show what class he has.”

Froome was the only rider to get within a minute of Martin, with Belgian Thomas De Gendt 1:01 behind in third.

While Martin is not a Tour challenger, others who are supposed to be slipped further behind.

Alejandro Valverde and two-time former champion Alberto Contador were two minutes or more behind Froome, and 2010 champ Andy Schleck and 2011 champ Cadel Evans lost massive time.

Valverde remained in second place overall but is 3:25 back. Contador improved to fourth but is 3:54 behind.

“I’m happy with my shape,” Froome said. “I think I’ve shown in the mountains that I can hold

my own, and time trial also.

Contador looked stern-faced and tense when he prepared to start. The Spaniard finished in 15th place, 2:15 behind Martin; Evans was 2:30 slower and Schleck finished 4:44 behind Martin.

“No one’s won the Tour de France yet and no one’s lost it. We have to get to Paris yet,” Contador said. “It’s true that Chris Froome is in impressive form and is a great climber, but there are still many stages left.”

Even though Evans is 6:54 behind Froome in 14th place, he has not given up.

“I couldn’t get the best out of myself,” the Australian said. “I think we will get a few chances, and in the last four days (of the race) we will give everything.”

Bryant said he had no problem with the “Stay.” billboard campaign the team launched to try to keep Howard -- “You want a player back, you got to do what you can to try to bring him back,” he said -- but the final sit-down meeting with Howard was too somber for Bryant’s taste.

“I was just kind of going in there and I really didn’t know what to expect, to be honest with you,” Bryant said of the Lakers’ pitch to Howard last Tuesday. “I walk in there and everybody is sitting down and everybody is quiet. I didn’t know what the hell was going on. Everybody was just really dead-ass serious. It was pretty funny to me.”
