UTGOING Davao City Mayor Sara Z. Duterte delivered her televised final State of the City Address (Soca) yesterday at the jampacked Sanguniang Panglungsod session hall, in which she focused on her BAROG commitment since the beginning of her three-year term.
BAROG stands: Empowerment of the Barangays, strengthening Academics, maximizing Resources, sustaining peace and Order, and to uphold responsive Governance. But the outgoing mayor started her state of the city address (SOCA) by enumerating the projects her administration has failed to implement. “This is our journey for the past three years. And by tradition, we start with the notso-good news,” Duterte-Carpio said.
