IxTy percent of the election returns from the city’s clustered precincts have been transmitted to the City Board of Canvassers (CBOC) late last night but the Commission on Elections (Comelec) refused to post any results to the dismay of the media who stayed up to catch the first wave of the canvass.

“We will not show any results today because it is not in the rules,” said controversial city election lawyer Aimee Ferolin-Ampoloquio.

The announcement was met with disappointment from the group of mediamen who waited at the Sangguniang Panlungsod last night for the release of partial results.

Ampoloquio, who heads the CBOC, said withholding the results will not affect transparency “for as long as transmissions are coming in.”

Duterte, who will end her maternity leave of absence today, arrived at the Daniel R. Aguinaldo national High School in Matina shortly before 10:00 a.m. walking from the school gate to her assigned polling center for precinct no. 1245A of Cluster 383.

OLICE investigators have been dispatched to look for an alleged political leader of Second District congressional candidate Joji Bian said to be behind the circulation of a fake letter purportedly signed

by Vice Mayor Rodrigo R. Duterte withdrawing his support for reelectionist Rep. Mylene Garcia and switching it to Bian on the last hour.

The woman alleged to be behind the distribution of the black propaganda materials is one Timotea Lupase, said to be a campaign leader, of Purok St. John, barangay Panacan.

This was after police authorities filed a criminal case against a certain Danito Concon for violating Section 3 of Resolution number 9615 of Rules and Regulations Implementing the Fair Election Act. Concon was earlier brought to the police station in Sasa after being caught distributing copies of the black propaganda materials in Zone 3, Km 13 in Panacan last Sunday.

20 armed men nabbed in davSur S

OME 20 armed men were apprehended at two different joint AFP-PnP checkpoints in the municipalities of Malita and Sulop in the eve of the election.

Based on the report gathered from the Davao del Sur Provincial Police Office, authorities manning the Poblacion Malita checkpoint were able to confiscate firearms comprising of one M-16 rifle, one shotgun, one .38 revolver and three .45 pistols.

DSPPO operations chief Supt. Cesario Dukiling said the 18 suspects apprehended at 10:30 pm on May 12 in Malita were onboard 13

motorcycles and a pick-up vehicle.

Dukiling said the seized firearms with ammunition and the vehicles used were all in the custody of Malita Police Station.

In Sulop town, two persons were arrested at 1:35 am of May 13 at the joint AFP-PnP checkpoint for bringing three home made .38 revolver and a 9mm ingram which were at the custody of the Sulop Police Station.

Dukiling said some ammunition and a stainless bolo with scabbard were also found in the possession of the two suspects who were onboard a motorcycle

vehicle when apprehended.

DSPPO provincial director Pssupt. Ronaldo Llanera said despite these apprehensions on gun-ban violations, the conduct of the elections in the province was generally peaceful.

Llanera said they would still continue the tight watch in the entire province especially during the canvassing period.

OUR people were injured when still unidentified men lobbed a fragmenation grenade at the Cabingan Primary School, Barangay Cabingan, Marawi City Monday afternoon.

Brig. Gen. Daniel Lucero, 1st Infantry Division commander, said the incident took place around

2:40 p.m.

He identified those injured as Lopito Salic, Sinumbai Bangon, Jaber Pagayocan and Abdullah Pagayocan.

The school was one of the polling centers in Marawi City.

Lucero said that the 15th Infantry Brigade troopers immediate-

ly secured Commission on Election (Comelec) personnel and PCOS machines inside the school.

He said the blast took place as voters at the Cabingan Primary School have already cast their votes.

Investigations are now ongoing to identify the perpetrators. (PnA)

ith the May 13 mid-term elections now officially over at 7 p.m., the Armed Forces of the Philippines (AFP) on Monday is pleased to report that this year’s electoral exercise is generally peaceful.

“As we continue to get updates from our line units, the conduct of voting nationwide remains to be successful and secure,” military spokesman Brig. Gen. Domingo Tutaan said.

erally peaceful elections to the collective efforts of the Commission on Elections (COMELEC), military and the police, and the Filipino people as a whole.

The AFP spokesman said this can also be attributed to the people’s will in the democratic electoral process.

“With the exception of some pockets of violence recorded mostly in the southern parts of the country, the AFP, the Philippine national Po-

lice (PnP) and COMELEC remained in control of the situation all over the country,” Tutaan stressed.

He added that these incidents, however, did not disrupt the election process.

The poll chief further denied reports of failure of elections in Maguindanao allegedly due to violence.

“There is no failure of elections due to electoral violence so far,” Brillantes said.

In an earlier interview, however, Elections Commissioner Lucenito Tagle admitted that they received reports of violence.

But Tagle noted that election inspectors may only recommend the declaration of failure of elections to the Commission en banc.

Despite reports of delays, glitches and other problems, Brillantes said the midterm polls “generally went okay.”

“The PCOS is an improved machine,” the poll chief claimed, noting that

he only expects some 200 machines to encounter problems out of about 78,000 nationwide.

This forecast is lower than the number of defective PCOS machines during the 2010 presidential elections, pegged at 450 out of about 77,000.

In precincts where PCOS machines experience glitches, the manual shading of ballots will continue, Brillantes said.

Ballots will then be fed manually into the PCOS machines once these are fixed.

Despite reported delays and glitches, the poll chief said voting will not be extended beyond the 7 p.m. deadline.

The poll body expects a voter turnout of about 70 percent by the end of election day. This translates to about 36.4 million registered voters. (yahoo! Philippines)

O elections were held in two precincts in Compostela Valley and Baguio City, the poll chief admitted, but he added that “there is no failure of elections” anywhere in the country so far.

Commission on Elections Chairman Sixto Brillantes Jr. said ballots have been switched between the precincts in the areas and “there was no way to switch them back.”

This resulted in the disenfranchisement of the voters registered in the affected precincts, but not in “failure of elections,” Brillantes said.

This, as he noted that the results in the precincts are unlikely to impact the poll results in any of the positions.

Most of those arrested for violating the election liquor ban according to a GMA news report are from Davao City. Spot report obtained from Comelec 11 revealed that as of 12:01 am on Sunday, 120 violators were arrested. Police Station 1 arrested 49 including 7 minors, 27 in station 2, 13 in station 3 with one minor, 5 in station 6 and 13 in station 8. Cases will be filed against the violators according to the Comelec.

In Daniel R. Aguinaldo national in Matina, Davao City, one PCOS machine was found defective. The BEIs decided to place all ballots for filing inside the machine’s ballot box without scanning. Some voters went home after they could not find their names in the voter’s list.

In SIR Elementary School in SIR, Matina, Davao City, one PCOS machine also malfunctioned.

In Don Juan dela Cruz Central Elementary School in Toril, Davao City, one PCOS machine was reported malfunctioning.

In Sta. Ana Elementary School in R. Magsaysay Street, Davao City, Police regional director Jaime Morente, city director Ronald Dela Rosa, Philippine Army East Mindanao Command 10th Civil Military Operations battalion commander Maj. Jacob Thaddeus Obligado conducted vicinity check at around 8:30 a.m. They were scheduled to visit the other voting precincts in Davao City.

As of 9:30 a.m., Eastmincom commander Col. Rainer Cruz said the peace and order situation is “very good.”

As of 9:54 a.m. at Osmena Elementary School in Kilometer 12, Sasa, Davao City, 3 precincts failed to open on time due to defective PCOS machines. Voters who arrived as early as 5:00 a.m. decried the delay and the delay in the Comelec’s response.

In Sixto Babao Elementary School in Barangay Ilang in Tibungco, Davao City, one PCOS machine malfunctioned. The BEIs inserted the ballots without scanning. They said they will scan the ballots once another machine becomes available later in the day.

In D.M. Perez Elementary Central School in Bunawan, Davao City, voters complained of missing names in the voters’ list. There were reports that some voters, who were irked for not finding their names, became rowdy. Some even reportedly came to blows.

At Daniel R. Aguinaldo national High School, Mayor Sara Duterte casted her vote at around 10:00 a.m. She asked Dabawenyos to spare time to vote.

In F. Bangoy Elementary School in Kilometer 10, Sasa, Davao City, sample ballots besieged the entrance of the school campus.

In F. Dizon Elemetary School in Bacaca Road, Davao City, some voters noticed that the names of their dead, some of them have died since 2001 yet, were still in the voters’ list. The queue in some precincts were long although several seats inside were empty.

The Ateneo de of Davao Blue Vote 2013 reported several cases of malfunctioning PCOS machines.

EnIOR Superintendent Ronald de la Rosa, director of the Davao City Police Office assessed a relatively peaceful and orderly conduct of the elections as of 9:30 am Monday.

He said unlike the previous elections, voters can easily find their names on the official lists of voters posted outside the polling precincts.

De la Rosa said a total of 1,460 policemen are deployed in the the various areas of the city to do election-related duties with two cops manning a polling center.

He also urged the residents to cooperate in the liquor ban policy which remains in effect up to 12:00 am May 14.

De la Rosa said a total of 120 violators, nine of them minors are facing election charge for the liquor ban violation.

As of midday Monday, the polls in Davao region remained relatively peace-

ful and orderly.

He told reporters that he prefers to stay home and to keep updated of the results of the polls and other election related developments until the counting is over.

Duterte said the election year has been for his party Hugpong sa Tawong Lungsod where many of the candidates run unopposed.

He predicted only a tight fight at the city’s first district where his candidate representative Luis Bonguyan is running against incumbent Representative Karlo nograles.

Security Bank’s income up 11% to P1.2 billion S

(Security Bank) reported over the weekend that increases in loans and deposits helped its net income for the first quarter of 2013 jump by 11 percent to P1.2 billion from P1.1 billion in the same period the year before.

In a statement, Securi-

ty Bank said its return on equity stood at 13 percent.

It added that total assets climbed by 20 percent year-on-year to P258 billion and loans rose by 21 percent to P119.2 billion.

The pace of the growth of these loans—which went to the power, utilities, infrastructure, whole-

sale- and retail-trade, food, agriculture and consumer-goods sectors—was mirrored in the lender’s deposits, which increased by 22 percent to P141.8 billion.

Revenues went up by 31 percent year-on-year to P3.1 billion. non-interest income, meanwhile,

soared by 230 percent to P1.1 billion, driven by Security Bank’s fee and other income-generating core activities.

Capital markets, stock brokerage, deposits and loan fees drove the bank’s service charges, fees and commissions to rise by 60 percent, while trust in-

The lender’s trading portfolio also posted increased gains as it took advantage of favorable market conditions. net interest income from the interest differential business was steady at P2 billion. net interest margin dropped to 3.6 percent from 4 percent in 2012 as market interest rates continued to decline, precipitated by the 165-basis-point reduction in the interest rate on the special deposit account of the Bangko Sentral ng Pilipinas (BSP) over the year.

Operating costs (excluding provisions for credit losses and impairments) jumped by 45 percent year-on-year to P1.7 billion, reflecting the impact of Security Bank’s continued expansion of its branch network, which stands at 210 (172 branches for the universal bank and 38 for its thrift-lender subsidiary Security Bank Savings) at end-March.

Manpower compensation increased due to higher headcount, as did occupancy costs, depre-

ciation and amortization and other branch expansion-related cost items.

The cost-to-income ratio was 54 percent.

Security Bank’s non-performing loan (nPL) ratio is at 0.69 percent, compared to 1.20 percent in 2012. It has a reserve cover of 218 percent.

Total capital adequacy ratio (CAR) is at 19 percent and Tier 1 CAR is at 17 percent, well above the BSP minimum of 10 percent.

“Our business results, as well as the execution of our business-expansion strategy, are on track with our objectives,” Alberto S. Villarosa, Security Bank president and chief executive officer, said in the statement.

“The bank is well positioned to service the requirements of our customers and key sectors of the economy during this exciting period for our country, [which was] ushered in [by Fitch Ratings and Standard & Poor’s recent upgrade of its credit rating to investment grade]…. This opens up the country to new investment opportunities,” he added.

dA allots P28.8M for agri-tourism T

HE Department of Agriculture is allotting an initial P28.8 million (M) to help develop and promote agri-tourism sites under a multi-sectoral collaboration, aptly called “Green Initiative,” involving other concerned government agencies, academe and private institutions.

Agriculture Secretary Proceso J. Alcala said the DA is privileged to be a part of the ‘Green Initiative,’ which aims to protect the country’s biodiversity, create livelihood opportunities and thus eradicate poverty in agri-tourism communities.

It is spearheaded by the ABS-CBn Corporation and ABS-CBn Foundation, in partnership with the DA, Department of Tourism (DOT), Department of Environment and natural Resources (DEnR), and Ateneo de Manila University School of Science and Engineering (ADMUSSE).

Secretary Alcala joined the respective head of the five agencies and institutions during a memorandum of agreement signing, May 6, 2013, at the ABS-CBn complex in Quezon City. LOBE Telecom’s core net profit in the first quarter expanded 13% from a year earlier and surged 105% from the previous quarter to PHP3.1 billion, driven mainly by its mobile business on steady subscriber growth amid stronger demand for mobile data services.

The company booked a core net profit of PHP2.7 billion in the first quarter of last year. Globe’s core net profit more than doubled or up 105% when compared to the previous quarter’s core net profit of PHP1.5 billion.

Greening global trade: A vital step for sustainable development G

REEnInG global trade is a vital step to achieving sustainable development, and developing countries are well positioned to help catalyze this transition, according to a new report released yesterday the United nations Environment Programme (UnEP).

In today’s increasingly interconnected world, where trillions of dollars worth of goods and services are traded annually, greening global trade still presents challenges but also holds significant opportunities,” said Achim Steiner, Un Under-Secretary General and UnEP Executive Director. “If we are to reverse the global decline in biodiversity, mitigate the release of greenhouse gases (GHG), halt the degradation of lands and protect our oceans, then it is an imperative that international trade becomes more sustainable and contributes to protecting that ‘natural capital’ of economies in the developing world.”

In the last two decades, trade has continued to expand, creating economic growth and progress towards eradicating poverty in developing countries.

At the same time, however, the increasing volume of trade has put additional

stress on natural resources, led to increases in GHG emissions, and contributed to social inequalities.

World trade patterns show that developing countries, and particularly least developed countries, still depend heavily on natural resource based products and raw materials for their exports. To achieve long-term and sustainable economic development, however, there are significant and real opportunities for developing nations to diversify their economies and position themselves to benefit from the growing global demand for more green goods and services.

While still representing only a small percentage of the global market, trade in certified products and in environmental goods and services is on the rise in absolute terms.

For example, the global market in low-carbon and energy efficient technologies, which include renewable energy supply products, is projected to nearly triple to US$ 2.2 trillion by 2020.

HE richness of the country’s coral reefs is the main focal point of the observance of the Month of the Ocean (MOO) this May, Environment and natural Resources Secretary Ramon J. P. Paje announced today.

Paje said the Department of Environment and natural Resources (DEnR) has lined up various activities for this year’s celebration, which falls under the theme “Ang Bahura ay Kagubatan sa Karagatan, Ating Pangalagaan!”

(The Coral Reefs are the Forests of the Seas, Let Us Protect Them).

“The focus on coral reefs highlights the premium that we put on our coral reefs, which protect our coastlines naturally and give tremendous economic benefits to millions of Filipinos particularly through fisheries and tourism,” said Paje, who represented the Philippines at the Sustainable Ocean Summit held in Washington, D.C. from April 22 to 24.

He said the iconic species of MOO 2013 is the thresher shark (Alopias pelagicus) that can be

regularly seen in Monad Shoal in Cebu’s Malapascua Island. “Classified as a vulnerable species, this predator’s presence is an indicator of the reef ecosystem’s good health,” Paje said.

The Philippines is home to Palawan’s Tubbataha Reefs natural Park, which was declared as a World Heritage Site by the United nations Educational, Scientific and Cultural Organization (UnESCO) and a Wetland of International Importance by the Ramsar Convention.

The country is also home to the Apo Reef natural Park in Occidental Mindoro, considered the second largest contiguous coral reef system in the world, next to Australia’s Great Barrier Reef.

These two world-renowned reefs, along with the other coral reefs in the country’s 240 million hectares of water, and the biodiversity that thrives within them, provide food security to Filipinos, who source 80 percent of their protein requirement from the oceans.

One of the highlights of the month-long celebration will be the launch of the DEnR’s Sustain-

able Coral Reef Ecosystem Management Program (SCREMP) on May 20.

The SCREMP is a national program where the protection and rehabilitation of the coral reef ecosystems will be conducted with a strategic, sustainable and ecosystem-based approach.

The program includes the awarding of winners of a photo competition featuring the underwater beauty of the Philippines’ coral reef ecosystem.

The Coastal Law Enforcement Manual, a guidebook for multisectoral groups enforcing laws to protect the country’s coastal and marine resources, will also be launched.

A memorandum of agreement (MOA) for the promotion of responsible diving will be signed between the DEnR and the Reef-World Foundation during the SCREMP launch. A separate MOA, with the local government of Boracay as additional signatory, will be signed on May 30 to launch the implementation of the foundation’s Green Fins project on the island.

Some of the trends highlighted in the report illustrate this potential.

For example: • Agriculture:The global market for organic food and beverages is projected to grow to US$105 billion by 2015, compared to US$62.9 billion in 2011.

For instance, the production of tea in line with sustainability standards has increased by 2000 per cent between 2005 and 2009.

• Fisheries and aquaculture: Wild-capture fisheries already certified or in full assessment record annual catches of around 18 million metric tonnes of seafood. This represents about 17 per cent of the annual global harvest of wild capture fisheries, and demand far outstrips supply. Furthermore, the total value of seafood that has been farmed according to certified sustainability standards is forecast to increase to US$1.25 billion by 2015, up from US$300 million in 2008.

• Forestry: As of early 2013, the total area of certified forest worldwide stands at close to 400 million hectares, amounting to approximately 10 per cent of global forest resources. Sales of certified wood products are worth over US$20 billion per annum.

• Manufacturing:

Many suppliers are greening their practices in order to secure their positions within international supply chains. This is illustrated, for example, by the 1,500 per cent increase in global ISO 14001 certifications on environmental management between 1999 and 2009.

• Renewable energy: Since 1990, annual global growth in solar photovoltaic, wind and biofuel supply capacity has averaged 42, 25 and 15 per cent respectively. In 2010, the investments in renewable energy supply reached US$211 billion, a five-fold increase from 2004, and more than half of these investments were in developing countries.

Developing countries have significantly increased their exports of renewable energy equipment such as solar panels, wind turbines and solar water heaters, and expanded their potential to export electricity from renewable sources.

• Tourism: In developing countries, this industry’s market share has increased from 30 per cent in 1980 to 47 per cent in 2011, and is expected to reach 57 per cent by 2030. In 2012, for the first time, international tourism arrivals reached one billion per year. The fastest growing sub-sector in sustainable tourism is ecotourism, which focuses on nature-based activities.

Many developing countries have a comparative advantage in ecotourism due to their natural environments, cultural heritage and possibilities for adventure holidays.

“Transitioning to a

green economy can facilitate new trade opportunities, which in turn will help to make global trade more sustainable,” said Mr Steiner. “At the same time, trade in environmental goods and services is clearly an area where many developing countries have a competitive advantage. With the right policies and price regimes in place, developing countries are well-positioned to help drive the global transition to a more sustainable economy.”

The report identifies several areas where public and private actions can support developing countries’ efforts to access greener international markets. These include: • Public investments in key economic infrastructure, technical assistance, targeted education and training programmes, and access to sustainable resources, such as electricity from renewable energy sources.

• M a r k e t - b a s e d instruments, such as the elimination of subsidies that encourage unsustainable production, consumption and trade, and pricing policies that take account of the true environmental and social costs of production and consumption.

• R e g u l a t o r y frameworks that support green industries and incorporate sustainable development considerations in national development plans and export promotion strategies.

• Resource and energy-efficient production methods, so as to ensure long-term competitiveness in international markets.

Unsung heroes

F

OR enduring the risk and the tough task of serving the elections, it’s a no-brainer asking who the unsung heroes of the elections are.

Our teachers, no less.

It’s not entirely an 8-hour duty. It took more days than we imagined for our teachers, serving as the election’s Board of Election Inspectors (BEIs) to render service to ensure the success of a political exercise that’s as sacred as religion.

Some 240,000 of them were deployed yesterday to get this elections going. no matter how people insist this election of ours is automated, this will never be 100 percent automated if we go by the real meaning of the word. Unless you take out the hundreds of thousands of warm bodies from the elections, calling it fully-automated is ridiculous.

It’s an unenviable task that teachers do to help make the elections credible.

For that, they get how much? A measly P4,000 in the form of an honorarium.

Other than the few thousand bucks, teachers are on the receiving end of insults, sometimes by the mouthful too, including one from the Commission on Election’s very own election officer in Davao City, Aimee Ferolin Ampoloquio, who called some

of them “forgetful” and “stupid”.

Amploquio’s “bugok” tirade against teachers received a resounding demand of “Ampolo-quit!” Unnerved, she adamantly refused to ampolo-gize.

But not even dwelling on the rant of Ms Ampoloquio alone, the risk teachers have to take in serving as BEIs is way too high and for a token P200,000 insurance coverage at that. What drives a teacher to risk his or her life for a meager payday?

One guro once said, said “you are not a consummate teacher unless you have served in the country’s elections.”

Call it pure dedication and innate heroism rooted deeply among our teachers. The last thing they deserve is the heartache and pain of an insult. not even a few thousand bucks of extra income are enough to give anyone the right to berate them.

If we wish to make the elections fully automated, then teachers should be spared from election duty. They should not be made as convenient shock absorbers for mechanical malfunctions which the Comelec could have averted by ensuring that their inventory of PCOS machines work 100 percent efficiently.

Somebody was more forgetful and stupid here. Certainly not ampolo-cute.

HAT is the conclusion of research

by Suniya S. Luthar, professor of psychology and education at Columbia University’s Teachers College.

Dr. Luthar stumbled upon the subject of troubled rich kids. “I was looking for a comparison group for the inner-city kids,” Dr. Luthar told me. “And we happened to find that substance use, depression and anxiety, particularly among the girls, were much higher than among inner-city kids.”

That accidental discovery set Dr. Luthar on a research path that has prompted her to conclude that the children of privilege are an “at-risk” group.

“What we are finding again and again, in upper-middle-class school districts, is the proportion who are struggling are significantly higher than in normative samples,” she said. “Upper-middle-class kids are an at-risk group.”

Dr. Luthar’s findings are directly connected to the stepped-up spending on children’s education at the top that Dr. Kornrich and Dr. Furstenberg document. The title of the paper she is finishing, due to be published in the autumn, is “I Can, Therefore I Must: Fragility in the Upper Middle Class,” and it describes a world in which the opportunities, and therefore the demands, for upper-middle-class children are infinite.

“It is an endless cycle, starting from kindergarten,” Dr. Luthar said. “The difficulty is that you have these enrichment activities. It is almost as if, if you have the opportunity, you must avail yourself of it. The pressure is enormous.”

It can be tempting, particularly if you don’t happen to be raising children in one of the hothouse communities Dr. Luthar studies, to dismiss this hyper-education as a frivolous, albeit painful, form of conspicuous consumption, like cosmetic surgery or flashy cars. But the truth is that these parents and children are responding rationally to a hyper-competitive world economy.

“These are kids whose parents value upward mobility,” Dr. Luthar said.

“When we talk to youngsters now, when they set goals for themselves, they want to match up to at least what their parents have achieved, and that is harder to do.”

It turns out that our children are feeling the same paradoxical strains of the 21st century we all are. Increasingly, we live in individualistic democracies whose credo is that anyone can be a winner if she tries. But we are also subject to increasingly fierce winner-take-all forces, which means the winners’ circle is ever smaller, and the value of winning is ever higher.

Dr. Luthar says the children she studies fear the price of losing would be psychic as well as economic — “What happens to me if I fall behind?

I’ll be worth nothing.” In an age when more and more of the middle class is falling behind, no wonder they — and their parents — are at risk.

EOPLE APPARE n T Ly STILL HAVE SOME FAITH In OUR ELECTORAL SySTEM – After the midterm elections, the Commission on Elections (Comelec), as expected should brace for the worst. Even in the advent of modern information technology and cyberspace campaigning, assertion of cheating is all too common, or all too often suspected. Despite the introduction of the Precinct Count Optical Scanner (PCOS) machines, opposition groups remain doubtful on the validity and accuracy of the counting and transmission of votes. It is no wonder that after the elections the poll body will be inundated with mounting complaints ranging from cheating, vote-buying, disenfranchisement, coercion and intimidation.

Why do candidates cheat in Philippine elections? Maybe because they can.

Is it possible to cheat when we are now conducting an automated polls, it might be asked? Unlike in previous years where elections are marred by fraudulent activities, the dirty tricks are now things of the past – the practice of taking votes from one candidate and giving it them to another called “dagdag-bawas” or increase-decrease method and the system of prolonged manual counting that allows candidates to cheat without much difficulty.

Many still believe candidates, thickfaced and dubious in particular, will not find things to be much different during the midterm elections. Aside from the candidates and their campaign workers bribing and intimidating people to vote their way, the simplest way to swing an election is just to buy votes. With the traditional dirty political tactics made passé by the introduction of automated poll system, massive vote-buying is the most common underground scheme of campaigns. But vote-buying is usually done at the local level – in the provinces because in urban areas the leaders and supporters of each candidate watch each other closely. It’s too easy to expose vote buying activities to media.

Prices vary and the going rate nowadays ranges from P200 to P500 per voter, but the method is nearly always the same. For all that, vote-buying is only effective at the local level – retail cheating as what analysts and the experts call it.

Once striking a deal, campaign workers will secretly give voters folded envelopes with crispy pesos inside and let them sign a logbook to prove that they have agreed with the transaction. The candidates, after all, don’t want to be duped. Intimidation and coercion are common too. This political routine was, however, neither random nor widespread. Statistical analysis indicates that it was integral to the electoral process.

But it was rather unfortunate that some political quarters notably the opposition group alleged it is the administration party usually would initiate fraudulent acts because they have become obsessed with power. The incumbents cannot give up the power they have become so used to having. Moreover, the opposition asserts the administration party is the one who have the means and the position to pull off a “winning strategy” – employing both legitimate and illegitimate ways.

There are also loose talks of a nO-EL (no Election) scenario using as reason the excessive power interruptions across the country lasting from 4 to 12 hour daily. Pope canonizes 800 martyrs P

OPE Francis on Sunday created the first saints of his reign, canonising some 800 Italian martyrs who refused to convert to Islam in the 15th century, as well as a Colombian and a Mexican who founded congregations.

Tens of thousands of faithful gathered in a sun-drenched St Peter’s Square to attend the mass in which Francis formally bestowed the sainthoods, which had been approved by his predecessor Benedict xVI. The new saints include Italian cobbler Antonio Primaldo, who was killed along with an estimated 800 other Italians, who remain anonymous, in 1480 by Ottoman forces in the southern part of the country for refusing to convert to Islam.

“While we venerate the martyrs of Otrante, ask God to support the many Christians who still suffer from violence and give them the courage and fate and respond to evil with goodness,” he said, referring to the persecution of Christians.

Francis used the occasion to take a firm stance against abortion for the first time since his election in March, calling for the “protection of the embryo”.

He called for legislation to “protect all human beings from the first moment of their existence,” lending his support to a pro-life march of some 30,000 that also took

place in Rome on Sunday.

The new pope also canonised Colombia’s Laura di Santa Caterina da Siena Montoya y Upeguila, and Mexico’s Maria Guadalupe Garcia Zavala, who both died in the 20th century.

The two women founded religious orders and devoted their lives to helping the poor, the sick and native peoples.

The pope paid homage to di Santa Caterina da Siena Montoya y Upeguila, or “Madre Laura” -- Colombia’s first saint -- for respecting the local culture and traditions while teaching natives during her mission.

He also praised Guadalupe Garcia Zavala, whom he referred to as “Madre Lupita”, for “kneeling in front of the sick on the hospital pavement to treat them with tenderness.”

Madre Lupita is Mexico’s second saint.

“There must be no shame, fear or disgust to touch the flesh of Christ,” said Francis, the first Latin American pope, underscoring the importance of charity and to help others.

EUTERS - nineteen people including two children were shot in new Orleans on Sunday when gunfire erupted at a Mother’s Day parade, and city police said they were searching for three suspects.

Ten men, seven woman, a girl and a boy both age 10 were hit when wild gunfire opened up at about 1:45 p.m. as the parade marched along north Villere Street, according to police spokesman Garry Flot.

Two victims are undergoing surgery, Flot said in a statement. The children were grazed and are in good condition, he said. It was unclear if the victims were marching or bystanders watching the parade.

Police superintendent Ronal Serpas told reporters that officers saw three suspects running away, with one

about age 18 to 22. no arrests were made.

“It appears that these two or three people, for reasons unknown to us, started shooting at, towards or in the crowd,” Serpas said, adding that the incident was over in “just a couple of seconds.”

Serpas said a witness reported hearing two different types of gunshot, which he said indicated two weapons were involved.

Mayor Mitch Landrieu called the shooting part of “the relentless drum beat of violence” on the streets of new Orleans.

Project citizen to solve community problems

HAT if you could do something to solve real community problems?

Through Project Citizen, high school students are doing just that.

Through an international program implemented in select high schools nationwide by the Philippine Center of Civic Education (PCCED), Filipino students are learning what it means to be an active citizen by being part of and creating real solutions to community issues and problems. Project Citizen is a program which trains high school students to seek public policy interventions in solving community problems. With the aim to transform the youth as effective and active citizens, the program also trains teachers on understanding public policy, effective research and communication strategies, and Project Citizen methodology.

In the Philippines, Project Citizen was rolled out in several areas nationwide in 2012: Batangas, Benguet, Davao, Zamboanga, Bicol, national Capital Region (nCR), and Bohol. Globe Telecom sup-

ported its Batangas run and the national Showcase held last April 13.

Eight teams composed of enthusiastic students from all over the country traveled to Manila for the national Showcase, flaunting their Project Citizen portfolios with some projects already awaiting discussions on the possibility of becoming actual barangay and city ordinances.

four- year college scholarship under Rotary Club of East Davao (RCED)-Oikawa Scholarship Program Grant was awarded to Miss Dianna Rose D. Laureto, a deserving graduate from the F. Bangoy national High School. She would be taking up BS Education at the Holy Cross of Davao this school year 2013-2014.

The said program has been extending scholarship since 2000. This is a joint scholarship program that has been funded by philanthropic and kind-hearted Japanese Rotarians and its Past President, Mr. Kohashi Oikawa.

Raikkonen said: “I don’t mind finishing second. I’m here only to do as good a race as I can and, despite finishing second, we have to take what we can from every race. We just have to keep working as a team to achieve the biggest goal we can.”

Of course once in a while, it is also nice to experience some international fare from more pricer places and that is what we did when we had lunch at the Foreign Correspondent’s Club (FCC) Brasserie at Siem reap. given that me and the tour group i was with are media people who are not at a foreign land, we figured that the FCC was the logical place to be at.

crowd that time seemed a bit thin, i guess its because the restaurant had no airconditioning and the dry season in Seam reap is similar to the chillies in their dishes, extra hot. luckily the the cocktails and drinks served in the restaurant were extra cold

located on the main road just beside the river but set back with a beautiful garden, the FCC Brasserie is the restaurant of the FCC Hotel which is a must see when you are in Seam reap. The architecture and design of the place lends a unique French colonial feel to it enhancing the vibe of the restaurant.

We were given a table at the balcony which is always full especially in the evenings, but the lunch

allowing us to finally relax, cool down, and get ready to eat.

The food of the FCC Brasserie is composed of both familiar international selections with a few local dishes for good measure.

The menu was short and sweet but the dishes they served were outstanding. i particularly loved their version of Pad Thai which was full of shrimps and had a less spicy, more savoury taste to it. i also loved their rib-eye steak which was served with taters and sides of mustard, gravy and a coleslaw. i paired these up with a can of ice cold angkor Beer.

Superhero Blues Shane Black’s Iron Man Three

in the third instalment of iron Man, Tony Stark (robert Downey Jr.) and his girlfriend Pepper Potts (gwyneth Paltrow) have a conversation in Stark’s basement-cum-playground surrounded by his playthings (he has apparently manufactured a platoon of “iron men” between the hiatus of this and part two, while Pepper seems to have also moved in his mansion) that is crucial to understanding what iron Man 3 is all about. Pepper, disappointed at having been tricked when an empty iron Man greeted her on Christmas eve and finding Tony separately operating the armor, told him that he has become lazy and that it seems to take a toll on their relationship, and on the man himself.

Pepper’s frustration may seem a jab at a decline of intimacy, but it actually presents what Stark has become after too much tinkering with his toys – a man overwhelmed by his creation, and by the overconfidence that emanates from it (a personal invitation to wreck his home), a man despite his largerthan-life persona is vulnerable to human physical failings, bogged down by sleep disorder and anxiety attacks. The scene where Tony Stark is painstakingly dragging MK 1 along snowy rural Tennessee is as stark an image itself of how iron Man the machine has become a burden to iron Man the man. iron Man 3 shows us our own overassociation with technology, its continued innovation into limitless hybrids of technology, and actually critiquing it.

Stark also gets to befriend a young boy named Harley (played by a precociously adorable Ty Simpkins) after he crash-lands in the Tennessee town, not accidentally as Stark also gets to have his work done here finding out some clues that will eventually lead

him to his arch nemesis aldrich Killian (guy Pearce).

Harley’s family owns the garage/barn where Stark and his limp MK 1 find respite, and when the child discovers him they both engage in a lively banter that seems like a humbling moment for Stark, whose semi-hostility mask

wrote lethal Weapon, and was also the writer-director of the Downey’s comeback-vehicle (nope guys, iron Man was not it), the darkly-comic satire Kiss Kiss, Bang Bang, directed what is obviously the best of the series. Black brings out the best in Downey (who has never been bet-

Harley, with his incessant interrogation triggering Stark’s anxiety attacks, is almost like a young Tony, he eventually brings the best out of him, and their moments together are a delight to watch.

Fortunately, we have these clever and humanizing aspects to the film that seems to be an apt trajectory to the story of iron Man, thanks in part to writerdirector Shane Black who takes the directing seat after Jon Favreau (who by the way plays Happy, Tony’s chief security who got injured in an explosion and who turns out to be Downton abbey fan). it seems also fitting that Black, who

There is of course the highlight of The Mandarin (played by the incomparable Ben Kingsley, whose thespic abilities is at best work here) who after ominously plaguing the television sets by intercepting his “custommade terror threats” makes a surprising turn that is worth the non-spoiler.

The Mandarin (with his fortune cookie story) and his cohort Killian, figure in well as shrewd metaphors for america’s war on terror, and if that is not enough, Black ups the ante of american insecurity and vulnerability, by creating iron Patriot, a prototype of Stark’s creation that is manned by Col. James rhodes (Don Cheadle).

There is even some treat to Pepper Potts fans, a twist that may be a copout but entertaining nonetheless and some self-referencing to The avengers for some fanboys.

Unfortunately, as there is too much happening in the plot, iron Man 3 also becomes at times, an antithesis to its own clever critique, and that is largely because it is a product of a successful Marvel franchise, and the need to deliver fireworks is as inevitable as the product itself raking in millions and ruling the blockbuster. Take for example the crime scene recreation of the explosion that injured Happy, or even the hologram presentation of Killian’s brain. iron Man, is incapable of resisting, it can’t help but over-employ the technology that is somehow weirdly alienating and dull. But, despite the obvious money shots (and less well-written parts iMO), i.e. the revenge of platoon iron Men, it makes up for the entertainment value. and even though Tony throws what could be the last physical evidence of his superhero-ness, we still get to remember the awesomeness. Here’s to hoping it stays that way.

Prince Harry hits Denver, sings ‘happy birthday’ to olympian Missy Franklin PRINCE HARRY is making his way around the States.

Fresh off his White House visit on Thursday, the redheaded royal continued his American tour with a trip to Denver for a special reception at Sanctuary golf Course on Friday.

Prior to heading in to the celebration for the 2013 Warrior games, a competition for wounded military veterans, the prince shook hands with mayor Michael Hancock and grabbed a drink as he hobnobbed with U.S. Olympians Missy Franklin and Jessica Long.

Long, who is a Paralympic swimmer, brought along her medals for Prince Harry to see, and held them up in front of his face at one point with a laugh.

And it was a memorable day for Franklin too, who was celebrating her birthday and was surprised with

a big cake. The crowd, including Prince Harry, sang “Happy Birthday” to help the swimmer ring in her big 1-8.

This was the second stop of Prince Harry’s seven-day visit to the States. He is set to attend the Warrior games in Colorado Springs today to watch more than 200 veterans who have been wounded due to combat com-

pete in a variety of athletic events, including archery and wheelchair basketball.

“The Warrior games is something unique,” British Ambassador to the U.S. Peter Westmacott said as Prince Harry stood next to him at a podium. “We are very proud…we are thrilled Prince Harry is here for the opening.” E!-Online.

Jeff Maggert, who also was tied for the lead until finding the water on the 17th to make double bogey.

The 49-year-old Maggert birdied the 18th for a 70.

Garcia took 13 shots to cover the final two holes 6-over par - and tumbled into a tie for eighth.

There was a fourway tie for the lead after Woods made his double bogey, and the infamous 17th green took out Maggert and Garcia. After Garcia went into the water twice, Lingmerth missed an 8-foot birdie putt that would have tied him for the lead.

ADRID, May 11 (Reuters) - Barcelona won their 22nd La Liga title when second-placed Real Madriddrew 1-1 at Espanyol on Saturday to leave Tito Vilanova’s side with an unassailable lead at the top.

Vilanova wrestled the title back from their arch-rivals in his first season since replacing Pep Guardiola at the helm, making it four league trophies in the last five years for the Catalans.

With Real coach Mourinho publicly writing off his side’s chances of overhauling Barcelona as early as the beginning of the year, they have been keen to stress that winning the title was not as easy as it might have appeared.

ARAnGAy Ginebra San Miguel unleashed a blistering attack early before showing poise in the face of a furious Talk ‘n Text rally to win Game Five of their Commissioner’s Cup semifinals series, 111-103, Sunday at the SMART-Araneta Coliseum.

With the win, Ginebra booked its first finals appearance since the 2011 edition of the tournament.

“I didn’t expect that we’ll be in the championship,” said Ginebra coach Alfrancis Chua, who rebounded from an 0-4 start to the tournament to make a Cinderella run to the finals as a seventh seed. They will face top-ranked Alaska in the championship round.

ADRID (Reuters) World number one Serena Williams racked up the 50th title of her illustrious 18-year career when she thumped Maria Sharapova 6-1 6-4 to defend her Madrid Open crown on Sunday.

Williams’ victory, her fourth tournament success of 2013 and only the seventh on clay since she turned pro in 1995, prevented Sharapova from leapfrogging her to the top of the rankings.

It also showed the 31-yearold American, a 15-times grand slam singles champion, is on red-hot form as she prepares her bid to add to her sole French Open title at Roland Garros starting later this month.

With the sliding roof over the Manolo Santana show court open to a cloudless sky, Sharapova struggled to find
