OME election day on May 13, members of Iglesia Ni Cristo (INC) in Davao City are expected to vote for re-electionist representatives Karlo Nograles, Mylene Garcia and Isidro Ungab in the first, second and third district, respectively.

The INC central leadership based in Manila reportedly invited the three to the INC Ministry along Malvar Street, together with other local candidates for

positions from mayor down to councilor.

Reliable sources told this writer that those who were invited to the ministry were “anointed” as candidates of the big religious group.

Also invited were candidates in the Island Garden City of Samal (IGaCoS).

IN THE REGION: Commission on Elections (Comelec) regional director Wilfredo Jay Balisado bared that the sealing and testing resulted to 95 percent preparedness of the PCOS (Precinct-Count Optical Scanner) machines for the May 13, 2013 elections. Only 5 percent of the machines in Davao region malfunctioned.

COMPOSTELA VALLEY: Emm Obinieta, information officer of Compostela town in Compostela Valley Province, told Edge Davao that PCOS testing and sealing was completed in the province yesterday. There were 56 PCOS machines tested in 56 precincts and there were no defective PCOS machines reported. In New Bataan, Compostela Valley, Comelec and the Department of Education (DepEd) successfully conducted the final testing and sealing of PCOS machine at Cabinuangan Central Elementary School.

DAVAO DEL NORTE: One of the 12 PCOS machines put to final testing and sealing in Sto. Nino Central Elementary School in Talaingod was found defective. The Comelec assured it will take actions to address concerns especially on the malfunctioning of the PCOS machines before the May 13 elections.

NPA couple receives bounty, financial aid

The two members of the New Peoples Army (NPA) recently surrendered to Captain Jan Ferido, Alpha Company Commander of Philippine Army 72nd Infantry batallion in Maco, Compostela Valley Province last May 2.

The turnover of financial assistance, made possible through the Office of the Presidential Adviser on the Peace Process (OPAP), was made yesterday at Camp Panacan, Davao City witnessed by Lt. Col. Michael Logico, Commander of the 66th Infantry battalion and Lt. Col. Lyndon Paniza,

spokesperson of AFP 10th Infantry battalion. .

The Longkayas couple were former members of Front Committee 27 of the NPA operating in Maco, Compostela Valley.

The Longkayas couple decided to surrender because of their two-year old son whom they have not seen for months.

They said they realized that they do not want their child to grow up orphaned if they both die as rebels.

Major General Ariel bernardo, 10th Infantry Division commander said that the couple was given P50,00 for surrendering a US M4 rifle; P15,000 financial assistance; and P10,000 as from Eastern Mindanao Command (EastMinCom).

“We want to assure the NPA surrenderees that the government will

help them in terms of financial and livelihood assistance,” bernardo said. bernardo explained that the financial assistance and firearm remuneration are both provided under OPAP’s Comprehensive Local Integration Program (CLIP).

“The coverage of the CLIP are regular members of the Communist Party of the Philippines (CPP)/ NPA and they will be given a P15,000 financial assistance and a P50,000 firearms remuneration,” he explained. The Longkayas are the first ever recipients of CLIP. “For now, this is just an intro of our help to the rebel retrunees, if the implementing rules and regulation (IRR) will be approved expect that there are more help to come,” bernardo said. bernardo bared that

One Rosalia Albina,64, a retired teacher residing in Tibanban, Governor Generoso, Davao Oriental discovered that her money amounting to P99,000 was missing at about 3:00 p.m. yesterday she was while at the grocery section of Gaisano Mall of Davao in bajada. She suspects that a female, about 5’2” in height and in her early 50’s who had old followed her in the grocery section could have stolen it. Police want to study a copy of the mall’s CCTV for that particular time of day to see if the camera had recorded the robbery.

A parish priest from Tandag, Surigao del Sur discovered that his ASUS laptop and Samsung tablet note 10.1 had been stolen from his car yesterday. Rev. Fr. Glenn Melo had parked his car on Aklan St., Davao City. by 11 a.m. he noticed that the back window of his car had forcibly been opened. The missing gadgets were valued at more than P20,000. hE Naval Forces Eastern Mindanao (NFEM) has a new commander in the person of Captain Antonio habulan, replacing the outgoing Commodore Isabelo Gador.

ComVal picked as Kalahi-CIdSS pilot area T

hE Department of Social Welfare and Development (DSWD) and the Department of the Interior and Local Government (DILG) signed on Thursday a memorandum of agreement (MOA) with Compostela Valley Governor Arturo T. Uy for the pilot testing of the enhancement of the provincial local government unit (PLGU) engagement in Kapit-bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS).

Edgar G. Pato, Kalahi-CIDSS National Project Manager, urged the residents of the province to help ensure the success of the endeavor which will run until end of 2014.

“You are, after all, the driving force of your own progress and you have a vital part in the building of our nation,” Pato said, emphasizing that the communities are “ important participants in the planning and the design of their development strategies.”

The engagement with the provincial government was adopted 10 years after the Kala-

hi-CIDSS project implementation as the strategy has become successful particularly in increasing the per capita consumption by 5%, improvement in the delivery of basic services, heightened participation of residents in barangay assemblies and increasing the social capital through the strengthening of their membership in association as they have also exhibited higher trust levels on government-initiated projects.

In response, Compostela Valley First District Representative Maria Carmen Zamora called the engagement the “sunshine” as the province was among the two provinces in the region that were battered by Typhoon Pablo on December 4, the other being Davao Oriental.

“If only we give respect to the barangay development plans and we adhere to them nothing could go wrong,” Zamora said, giving credits to the officials of the province.

OR the people of barangay Palma Gil, Talaingod, Davao del Norte, a tribal hall is a very important structure as this will become a venue for peace.

To be finished in May after its construction was started on March 8, the structure will serve as a venue to settle cases in a village with 44 sitios, which has about 7,000 residents.

It must be noted, too, that each of the smaller villages has at least one village leader or datu who will facilitate the settlement of cases that will be brought to their attention.

Marife Lugatiman, Kalahi-CIDSS volunteer, said the village could not have chosen a better project.

Lugatiman said that her barangay has usually become a venue of not only plain disagreements but also conflicts that result in several deaths.

This happened when the datus fail to settle a case among the aggrieved parties. “Kung dili gyud ma-settle ang ilang problema mao nang mangayaw sila (If the problem could not be settled, then they would stage a pangayaw),” she said.

“Kung magpangayaw na, wala sila’y gi-ila. Ma-bisaya man o lumad. bisan kinsa, ma-bata man ka o

babae basta masugatan, basta maatlan nga mao na nang adlaw ilang pangayaw, mopatay gyud na sila (They do not spare anybody, whether bisaya or lumad, children or women. As long as you cross their path on that specified date, they will kill you),” she said, pointing out that this is part of their culture.

To the initiated, “pangayaw” is a war of vengeance. The family of the aggrieved party hunts down the enemy and whoever gets along the way will not be spared too.

Recently, Romely Marie Dahonog, another Kalahi-CIDSS volunteer, said there was supposed to be a “pangayaw,” but it was eventually settled.

She said that because of this, the village people saw the need for a tribal hall.

Dahonog said the construction of the hall will serve as venue for debates in settling cases. “Ning hangyo ang mga datu nga diri na lang kay wa man silay tigumanan (The datus requested for a tribal hall since they do not have a place where they could meet),” she said, pointing out that this will eventually help leaders prevent bloodshed during conflicts.

ITh less than a week before the start of elections, doctors and health advocates on Monday called upon the Filipino community to vote for candidates who possess a strong support for health.

Doctors from the Philippine College of Physicians (PCP) in a press conference at the SMX Convention Center, said they did not mean that they were endorsing any particular candidate, but endorsing health-related platforms.

President of the Philippine Society of General Internal Medicine and PCP member, Dr. Antonion Dans said that although the health aspect was only one of the biggest issues the country is dealing with today, it was high time voters started giving more attention to it. “how many voters or candidates are concerned about healthcare?” Dans said. “Six out of 10 Filipinos die without even seeing a doctor.”

International poll observers to monitor ‘iconic electoral battles’

IX days before Filipinos troop to the voting precincts, the Compact for Peaceful and Democratic Elections (COMPACT) will deploy 30 international election observers in 6 separate areas around the country which the group said will monitor “iconic electoral battles.”

“Our 2013 international election observers have shown great interest in monitoring iconic electoral contests between those that proclaim to be on the side of reforms and those that are widely associated with traditional and patronage politics,” according to COMPACT National Coordinator Arnold Tarrobago.

Tarrobagao said the observers specifically wanted to monitor local electoral battles between Pampanga Governor Lilia Pineda and former Governor Ed Panlilio, Pampanga Rep. Gloria Macapagal Arroyo and former Pampanga provincial administrator Vivian Dabu, Atty. Leni Robredo and Nelly Villafuerte for the 3rd District of Camarines Sur, ARMM OIC Mujiv hataman and Pax Mangudadatu as well as the threeway fight between Fr. Leo Casas against the powerful Kho and Lanete clans for the governorship of Masbate.

“They are very interested on how these local electoral contests will

play out three years into the term of President Aquino, who himself won the 2010 election under the banner of political reforms,” Tarrobago said.

Dubbed as “International Team bantay”, Tarrobago said its 2013 International Observers Mission (IOM) is comprised of parliamentarians, academics, youth and student leaders, as well as respected leaders from foreign political parties, media organizations and NGOs. Tarrobago said COMPACT, which has fielded successive IOMs during the 2004, 2007 and 2010 elections, has election observers for the midterm election hailing from 16 different countries; namely, Sweden, Denmark, USA, Japan, Australia, Germany, Spain, burma, The Netherlands, Thailand, Afghanistan, Mongolia, Indonesia, Pakistan, Nepal, and Sri Lanka. Tarrobago said the observers will be grouped according to their expertise and experience in election monitoring.

Six IOM teams, along with representatives of their local host organizations, will be deployed to Cagayan, Pampanga, Camarines Sur, Masbate, Cebu, and the Autonomous Region for Muslim Mindanao (ARMM).

According to Tarrobago, these areas were chosen for monitoring due to various important factors.

AVAO City generated a total of P1.54 billion gross income during the first quarter of 2013, an increase of 10.95 percent from last year’s gains of P1.38 billion over the same period.

Data obtained from the Office of the City Accountant showed that all sources of income posted increases this year with permits and licenses posting the highest in terms of growth rate with 18.81 percent.

Service income comes next with 15.04 percent, tax revenue with 13.76 percent and business income with 8.90 percent.

Permits and licenses cover fees on weights and measures, permit fees, registration fees, fines and penalties while service income covers clearance and certification fees, garbage fees, inspection fees, library fees, toll and terminal fees and medical, dental and laboratory fees.

Tax revenue, on the other hand, cover professional taxes, amusement taxes, business taxes, real property tax, printing and publication tax, and taxes

on sand, gravel and other quarry products while business income refers to income from local enterprises such as the cemetery operations, public markets, slaughterhouses, landing and parking fees, income from transportation system and rent income. based on the quarterly statement of income and expenses released by the city accountant, tax revenue comprised 45 percent of the total income, followed by miscellaneous income composed of interest income and internal revenue allotment which shared 42 percent. The remaining 13 percent were generated from permits and licenses, service income and business income.

The total gross income is under the general fund maintained by the local government.

The fund consists of monies and resources of the local government which are available for the payment of expenditures, obligations or purposes not specifically declared by law as accruing and chargeable to, or payable

from, any other fund. Other funds maintained by the local government are the special education fund and the trust fund.

In terms of expenses, the local government’s total expenditures dropped by 10.33 percent from P795.19 million last year to P713 million in 2013.

The decrease in expenses is particularly due to the decrease in personnel compensation including bonuses and allowance which declined by 21.11 percent from P35.60 million last year to P20.08 million this year. Other personnel benefits

like terminal leave benefits and health workers benefits also dropped by 40.21 percent from P8.73 million in 2012 to P5.22 million this year.

Supplies and material expenses also decreased by 15.50 percent from P47.40 million last year to P40.05 million this year.

Decreases were also posted in confidential, intelligence and extraordinary expenses.

For the first quarter this year, the city’s total net come reached P827.28 million or an increase of 39.47 percent from P593.12 million last year.

Secretary Rosalinda baldoz of the Department of Labor and Employment (DOLE) said Tues-

day, during the signing of the Memorandum of Agreement between DOLE and the De-

partment of Agriculture in promoting agribusiness under the OFW-Reintegration Program (OFW-RP).

The government has provided a P2-billion fund for the OFW-Reintegration Program.

The 2-billion reintegration program loan fund is a joint venture of the DOLE, Overseas Workers Welfare Administration (OWWA), Land bank of the Philippines (LbP), and the Development bank of the Philippines (DbP).

The OWWA provided P1-billlion, while the LbP and DbP gave P500 million each, for a total of P2-billion to the reintegration Fund.

OFWs who are interested to start or expand an existing business enterprise may avail of loan assistance under the P2-billion reintegration program without collateral as long as the business they want to put or expand remains viable and profitable.

ILLIONS of birds that stop at coastal wetlands during annual migrations could die as rising sea levels and land reclamation wipe out their feeding grounds, researchers warned Monday.

The study into the migratory habits of shorebirds predicted that a loss of 23 to 40 percent of their main feeding areas could lead to a 70 percent decline in their population.

Led by a team of scientists from Australia’s government-backed National

Environmental Research Programme, the study said some areas have already reported alarming population losses of 30-80 percent.

“Each year, millions of shorebirds stop at coastal wetlands to rest and feed as they migrate from Russia and Alaska to the coasts of Southeast Asia and Australasia,” said researcher Richard Fuller.

“We’ve discovered that some of these wetlands are highly vulnerable to sea level rise and might be lost

in the next few decades.

“If the birds can no longer stop at these areas to ‘refuel’, they may not be able to complete the journey to their breeding grounds.”

The researchers studied wetlands along migration routes across Alaska, Russia, China, North Korea, South Korea, Japan, Philippines, Vietnam, Thailand, Malaysia, Indonesia, Papua New Guinea, Australia and New Zealand.

In many cases rapid coastal development and

reclamation for agriculture were already chewing into tidal wetlands the birds use as feeding grounds on their long journeys, which sometimes extend half way around the world.

Species showing signs of being in trouble include the bar-tailed godwit, curlew sandpiper, great knot, grey-tailed tattler, lesser sand plover, and red knot, said the study, published in the Proceedings of the Royal Society journal.

The scientists used “graph theory”, a mathe-

matical approach, to estimate the impact of the loss of these wetlands on shorebirds.

It found that if a tidal wetland habitat served as an important “stepping stone” for the shorebirds, a small amount of habitat loss could trigger disproportionately large declines in bird populations.

“This is because some of these tidal wetlands are ‘bottleneck’ sites where the majority of the birds stop to refuel,” said Takuya Iwamura, of Stanford Uni-

hOPS in various stores in Metro Manila that sold backpacks and water jugs containing lead have also been detected of selling lunch bags which contained the same poisonous chemical.

According to environmental group, EcoWaste Coalition, its latest round of chemical analysis found lead up to 3,347 parts per million (ppm) in 27 of 35 samples of school bags bought in Manila and screened for heavy metals.

EcoWaste Coalition Acting National Coordinator Aileen Lucero said in a statement that lead may rub off the lunch bags and migrate to the food or hands of a child, causing the child to unknowingly ingest lead.

“We do not want to frighten our parents, but we cannot ignore the likelihood of some migration of lead to the food stored in the leaded lunch bag,” Lucero said.

“Parents need to be forewarned so they and their kids can take precaution against lead exposure.

We owe it to our children to stop all preventable sources of childhood lead exposure,” she added.

The items were bought for P30 to P200 each from various stores in Divisoria and Quiapo that offer discounted prices for musthave, back-to-school supplies.

None of the samples had complete product labels that would have informed parents about a bag’s man-

ufacturer, importer or distributor, the materials and chemicals it is made of, and the necessary warnings to ensure consumer health and safety.

Meanwhile, amounts of lead detected in the samples may not be “very high” to bring about acute lead poisoning, but a leaded lunch bag would certainly add to the health risk.

This was true, especially if the child is exposed to other lead sources such as chipping leaded paints or products such as toys and school supplies, according to the group.

Earlier, the group revealed that 14 of the 30 reusable water bottles analyzed by the group had lead up to over 100,000 ppm. besides reusable water

bottles, 23 out of 25 samples of kiddie backpacks were also found to contain lead up to 5,752 ppm.

According to the US Environmental Protection Agency (EPA), lead can affect almost every organ and system, and children six years old and younger are most susceptible to the effects of lead.

“Even very low levels of lead in the blood of children can result in permanent damage to the brain and nervous system,” the EPA reference indicated.

This can cause behavior and learning problems, lower IQ, and hearing problems, slowed growth, anemia and, in rare cases, ingestion of lead can cause seizures, coma and even death. [PNA]

Ultrasonography can mitigate mortality among buffaloes

ARDWARE disease (traumatic reticulitis), the second leading cause of mortality among buffaloes, can now be properly addressed through the use of ultrasound technology.

Dr. Nancy S. Abes, animal health coordinator of the Philippine Carabao Center (PCC), said hardware disease is caused by ingestion of metallic foreign bodies such as wire, rope, and nails. hardware disease is the second leading cause of mortality, next to fascioliasis (parasitic liver infection) among buffaloes and its early detection can mitigate occurrence of deaths among ruminants, Abes said.

Among its ill effects are stunted growth and cessation of milk production.

tional Impact Zone (NIZ) show that out of 260 cases among buffaloes from March 2010 to January 2013, 49 were caused by hardware disease. .

During the recent training on “Ultrasonographic and Macroscopic Evaluation of Disorders of the Reticulum and Linear in buffaloes” conducted in the Science City of Munoz, Nueva Ecija, PCC’s animal health service providers were taught to carry out ultrasonography of abdominal, thoracic, and reproductive organs of small and large ruminants, and identify normal structures in the ultrasonograms.

They also learned to characterize the ultrasound features of disorders of reticulum and linear disorders and quantify the ultrasonogram echoes through digital analysis. [PNA]

All 23 senatoriables answered “yes: to the question on the FOI which got stymied in the 15th Congress. The FOI bill was passed by the 14th Congress but has since advanced no further in the house of Representatives than the period of sponsorship, the first step in plenary discussions of the measure.

The proposed FOI law, pending on the floor since December last year, finally died during the watch of the 15th Congress last February just before the onset of the campaign period for the 2013 midterm elections. The bill will have to wait for resurrection, hopefully, by the next Congress. bayan Muna party-list Rep. Teodoro Casiño blames the Aquino administration and the proponents of the bill in the house for having a hand in “killing” the FOI bill.

The measure languished in a house committee for more than a year before it was recommended for plenary debate.

FOI bill as urgent during the final session days of the house when it could have been saved. The refusal was seen by the bill’s supporters as sealing the coffin of the measure.

It is ironic that President Aquino, who won the country’s top elective post on a platform of government transparency, pulled out the FOI measure’s lifeline after having repeatedly said that he would support it.

Now, all of the President’s men are saying they support the FOI and promise to breathe life into it in the next Congress if they are elected.

All of the opposition as well as independent candidates running for the first time, are also one in saying they will take up the cudgel from where the current crop of legislators failed.

We have heard that familiar line before.

So, why are we not amused? Let’s not kid ourselves, the key to the FOI does not really rely on these candidates wishing to win our votes, but on the one in the Palace who is waiting for the next batch of legislators.

They just will not give way. how to make them realize the greed they foster in people like themselves, that monopolizing public office is abhorrent in a free society, is a challenge to the community. Very simply, they are being un-Filipino and unchristian. An attitude and a behavior that deserve to be rebuked, repudiated… and shamed if need be!

Perhaps they don’t know what an oligarch is, and why it is anathema to a democratic order.

Someone should tell them.

Perhaps they’re overflowing with riches, so wealthy they don’t know what a plutocrat is and how hateful it is for wealth to be displayed where people agonize under grinding poverty and rank injustice.

Or perhaps they need to learn what equality means. That equal opportunity and fairness and statesmanship are essential to a democratic order. Do they believe in democracy at all? The community needs to teach them a lesson, to show them how important it is to let others take their turn…or throw them out!

Perhaps they don’t know the meaning of an open, upwardly mobile society, which is essential for social advancement and economic progress. In which case, they don’t deserve support. For it takes an expansive, liberal attitude to lead a community effectively to a higher level of development.

The right to serve and to offer one’s talent for the Common Good must be secured. No one has a monopoly of vision and intention, of dedication to service. And no family or clan has a monopoly of talent.

Political dynasties, contrary to their belief, are not God’s gifts to society. Not only are they unqualified to pose as saviors of the community, they are great barriers to human progress and social advancement. Members of political dynasties should be ashamed of themselves!

IDTERM ELECTIONS AS SPRINGbOARD TO SOMEThING bIGGER – In the scramble for political control of the country, Congress has always mattered. It matters more than ever this year with the conduct of the midterm polls on Monday, May 13. At stake in the midterm elections: P200 million Priority Development Assistance Fund (PDAF), otherwise known as “pork barrel” for each senator and P70 million each for the more than 200 members of the house of Representatives – largesse considered by many political analysts and legal experts as source of corruption.

Parties contesting the midterm elections saw it as providing a possible foothold for the presidential polls, which would take place in 2016. The titular heads of the contending political groups are actually thinking of the next national elections. If the dominant Liberal Party (LP) is given the freedom to do well in the midterm polls with its senatorial candidates accorded the chances of sweeping up the majority of the senate and congressional seats, its probable presidential hopeful in 2016 could steal the limelight from any presidential bets from the opposition and independent groups. This is what they call show of force. but in order to make that theory achievable, both parties have first to strengthen their political fortresses by way of dominating the upcoming midterm polls – from Congress down to the municipal levels. Everybody notably those seeking national elective positions certainly have the intention of using the midterm elections as springboard to

Leadership for the next presidential term must be credible, sincere, trustworthy and relevant therefore the contesting groups this early should get to introduce a radical, acceptable shift in their mode of approach and huddle up with the electorate. “Matuwid na daan” (Straight path) is the administration and LP’s trademark and it is obviously appreciated by the country’s long-suffering population – not bad considering it was complimented by a strong economic

growth – stable currency, GDP growth, bullish stock market, upgraded credit ratings and investment grade. but, awkwardly for the opposite camp United Nationalist Alliance (UNA), it was seen to be blocking the efforts of the incumbent president admired by many for doing his best for the people. On a tour around the country especially during the campaign sorties, President benigno Aquino III points out the things his administration has accomplished – economic and infrastructure development, basic social services and various welfare-related programs.

For a reaction, stalwarts of the opposite political camp and their wards are peeved with the present dispensation. The primary reason for the annoyance is the alleged unimpressive performance of the Aquino leadership and that it has tightened the hold on undertakings traditionally enjoyed by lackey politicians allegedly backed by murky business interests. This, plus what they perceived as the country’s interlocking problems and economic downturn – which has heightened the need for a more responsive and dynamic government.

It is very critical at this time of our political cycle to bring together different peoples of diverse opinions. They will make the choice on the basis of the track records of candidates and ought to choose political leaders who can engender public trust. Vote wisely, dear people.

Remember your votes on May 13 will course the destiny of our country in the next three years and the upshot is so essential to the 2016 presidential elections.

Vote-buying is considered as an election offense during the campaign period from February 12 to May 11 for national candidates under the Omnibus Election Code.

The law defines vote-buying as “giving, offering or promising money or anything of value directly or indirectly, in order to induce anyone or the public in general to vote for or against any candidate.”

The offense carries a penalty of one to six years imprisonment, removal of right to vote, and disqualification from running for public office. (PNA)

After the bankerohan bridge segment was cut-off, following was a series of power interruption by DLPC on the same circuit where the Dumoy production wells and the Talomo Sump and booster Station are served., resulting in substantial reduction of supply, which even if the wells and the booster Station are operating 24/7, the demand cannot be served satisfactory specially on elevated areas. This is due to the relatively less carrying capacity of the temporary lines in the said bridge.

Why the tremendous increase in the Cost of DCWD water?

During summer, it is but natural for consumers to consume more water, for health and sanitary reasons, eight glasses of water a day is simply not applicable anymore, it should be eight liters of water a day per person to DRINK, and consequently a 25 percent increase in the volume of water consumed by an ordinary household is but normal. however, despite the well-attended public consultation by the DCWD last November 2013 at the Almendras GYM, where it was almost filled up., we hear and see mounting complaints on the Water bill from consumers.

The DCWD might have made the customer reclassification process by zoning and clustering, pardon me if I am wrong, but there are reports that residential consumers saw their bills rise by more than 300 percent for one reason or another, despite the fact that under the reclassification, the increase is 200 percent for bULK Customers and the like., residential customers located in commercial areas might have been classified as commercial, which will create a spike in their bills.

Next on line: DLPC: Could DLPC find ways to alleviate the suffering of Thirsty Dabawenyos? We can bear with brownouts, even on a daily basis (God forbid though ), but we simply cannot endure even a day of unscheduled water interruption.

hE anti-trafficking advocacy campaign will soon reach the television monitors of taxi cabs in Davao City as part of the heightened crusade against trafficking in persons (TIP) in the region.

A one-minute video infomercial on anti-TIP is expected to be viewed from the TV screens of 500 taxi units of the Maligaya Taxi Company that agreed to take on the campaign for six months starting June up to December this year.

Assistant Regional Prosecutor barbara Mae Flores bared this in a quarterly meeting of the Regional Inter-Agency Council Against Trafficking (RIACAT) Region XI Network Advocacy Cluster yesterday (May 6) at the Department of Interior and Local Government (DILG) regional office.

She said the IACAT Network has urged taxi companies in Davao City that have TV monitors in their taxi units to participate in and support the advocacy efforts in preventing and curbing human trafficking incidents in the region.

The Maligaya Taxi Company was the first to respond to the network’s call, said Flores who represented RIACAT-XI vice-chair and Regional Prosecutor Antonio Arellano of the Department of Justice.

She added that the

firm requested for a different infomercial every month which would mean that there will be six infomercials to be produced.

The Mabuhay Taxi, on the other hand, has initially provided a positive feedback of agreeing for the RIACAT network to post 200 stickers in their taxi units, Flores disclosed, adding that other taxi companies have to be heard yet of their response.

The playing of video infomercial in taxi TV screens and posting stickers are part of the massive postering campaign spearheaded by the RIACAT-XI network advocacy cluster this year.

Flores said major malls in the city have also been requested to carry on the campaign by allowing posting of anti-TIP materials in their building premises.

She cited Abreeza Mall that has initially agreed for the mounting of posters inside the mall premises for one month and Gaisano Mall will permit two billboards outside its building and posters inside the mall.

She said they still have to ask Abreeza Mall to extend the period of posting, and that details of the endeavor are yet to be finalized.

The anti-TIP advocacy drive will also make a way into private and public schools as the De-

partment of Education (DepEd) in the region committed to request school heads and owners to support the campaign.

5 feared dead after Mayon explosion F

IVE people are feared dead after one of the Philippines’ most active volcanoes spewed a giant ash cloud on Tuesday, with foreign tourists on its slopes during the eruption, authorities said.

National Disaster Risk Reduction and Management Council chief Eduardo del Rosario said local officials reported that up to 20 climbers and guides, including foreigners, were on Mount Mayon when it erupted.

“Five killed and seven are injured, that is the latest report,” del Rosario said. “We do not have the identity of those killed or injured, whether they are foreigners or locals.” he said rescuers could not confirm firsthand the reported casualties until they reached the site.

Joey Salceda, governor of eastern Albay province where the 2,460-metre (8,070foot) Mayon is located, gave the same number of casualties.

Marti Calleja, a local tour operator, said his company had sought help to rescue five foreigners who had gone to climb Mayon with his outfit’s guides shortly before the ex-

plosion.

“It rained like hell with stones. It was sudden and there was no warning,” Calleja told AFP by telephone.

The group was trapped about half a kilometre (a third of a mile) below the crater, Calleja added.

Chief state seismologist Renato Solidum said people living around Mount Mayon did not need to evacuate, describing the event as a “minor steam-driven explosion” of ash deposits at the crater mouth making contact with rain.

Mayon spewed a thick column of ash 500 metres (1,600 feet) into the air, witnesses told AFP. “There is no magma activity. Essentially what happened today is a normal process of a steam-driven explosion,” Solidum told the television station.

Residents in towns around the picturesque volcano famous for its near-perfect cone said they were surprised by the sudden activity, which came as many were having breakfast.

“It was so sudden that many of us panicked,” Jun Marana, a 46-year-old bus driver and father of two, told AFP by telephone.

ESIDENTS in Southern Mindanao will be spared from warm weather due to the Intertropical Convergence Zone (ITCZ) affecting this area, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said on Tuesday.

In its advisory, PAGASA said the regions of Soccsksargen and Zamboanga Peninsula will experience cloudy skies with light to moderate rain showers and thunderstorms.

PAGASA said with the presence of the ITCZ, weather disturbances are easily formed. ITCZ is a merge of winds from different directions, which is also a breeding ground for an LPA. The rest of the country including Metro Manila will continue to experience a mixture of sunny and rainy weather as the easterlies or warm winds from the east are affecting the eastern section of Luzon and the Visayas.

What is ‘clean eating’ and should you try it?

No, it’s not all about making sure those carrots are squeaky clean before chowing down (though that’s probably not a bad idea).

While there’s no hard and fast definition, clean eating is all about consuming only whole foods (think: fruits, vegetables, and whole grains), while avoiding processed and fast foods at all costs.

The idea is to promote health and encourage individuals to become aware of what they are eating (not to mention the benefits of lowering sugar, sodium, and artificial ingredient intake). So what’s the fuss all about, and should you try it, too? Due to the lack of super-strict rules attached to this lifestyle, its popularity may lie in its ability to encourage healthier eating by allowing people to pick the foods they like and reap healthy rewards.

(though loaf bread with unrecognizable ingredients is probably off limits).

What’s the Deal?

While the term “clean eating” is relatively new, the concept originates from the 1960s and its (hippydippy) health-focused condemnation of diets containing high amounts of processed foods. (Keep in mind not all processed foods are equal: They span a spectrum ranging from minimally processed items like the bag of spinach you get at the grocery, to heavily processed foods like the frozen fish/chicken nuggets in the back of the freezer.)

The closer your foods are to the minimally-processed side, the closer you are to eating clean.

The “rules” of eating clean can vary widely, and it’s important to note that this diet isn’t really about losing or gaining weight — it’s just about eating healthier. While some serious clean eaters choose to forego anything that’s been processed at all — meaning they’ll stick to fresh-picked produce, and will pass on supermarket meats, dairy, and grains — others choose more lenient plans, focusing on eating only whole foods (even if they’ve undergone some minimal processing), allowing conventional supermarket meat, veggies, and grains

Why it Matters The benefits to eating whole foods are plentiful.

Research shows that eating fresh fruits and vegetables can aid in the prevention and control of weight gain, which can lead to a host of chronic diseases.

Plus, studies suggest a diet rich in these healthy food groups can reduce the risk of cardiovascular disease, cancer, Alzheimer’s, and stroke (to name a few!). The consumption of a variety of whole grains and legumes has been linked to reduced risk of diabetes, too.

And we’re not the only ones on board with upping veggie intake: The US Dietary guidelines for 2010 (the most recent) encourage eating more fruits, veggies, and whole grains and reducing the amount of sugary beverages like soda and juice.

Adding more vegetables and quinoa to the plate are great, but cutting down on the added salt and sugar is also important to clean eating (and overall health!).

Research shows a reduction of dietary salt intake can help delay or prevent hypertension and decrease the chances of cardiovascular-related health issues and death. Additionally, 80 percent of trans fats come

from processed foods (the other 20 percent take place naturally in meat and dairy products) — yikes! These trans fats increase LDL or “bad” cholesterol levels that are linked to increased cardiovascular-related health issues.

Is it Legit?

All signs point to yes (though we’re not saying “all clean, all the time” is definitely the way to go).

While it might not be necessary for everyone to eat clean, there don’t seem to be any downsides (other than having to pass on that nitrate-packed chili cheese dog at the ball park). clean eating is more of a lifestyle than a diet, and its flexibility leave a lot of accountability up to each individual. The key is to being a successful clean eater is eliminating as much processed food as possible. And the great part is that it allows a high level of customization (not a fan of Brussels sprouts?

No problem!). As with any change in diet or food consumption, it is always recommended to consult a health care professional (such as your doctor or registered dietitian) who may have suggestions on the best way to get started.

It’s also important to note that allowing yourself a cheat day (or meal, or week-long vacation) every once in a while can

actually help you stick to that healthier diet for the long-term. Some research suggests that the occasional cheat day can actually boost metabolism by upping leptin production, which can help the body burn more calories after overeating (at least temporarily). Restricting calories can cause leptin levels (the hormone responsible for maintaining our energy balance and helping with weight loss) to decrease, but temporarily increasing calorie intake can also give a boost to leptin production. It’s that bump that can briefly increase metabolism (by about 30 percent, for up to 24 hours). Plus, you deserve a little reward on Friday night after a long week of healthy eating!

Want to try eating clean yourself? Making time to prepare meals each day can be tough. To make it easier, some suggest creating shopping lists for the week, month, or season and keep the list simple and manageable. cooking double batches of a recipe can help save time, and you’ll have healthy leftovers to take to work or school the next day. The extra planning may be worth it for the body and the wallet: Research shows that foods from convenience stores are less healthy and more expensive than a well-budgeted and planned out menu from items purchased in a grocery store.

Introducing whole fruit and veggie smoothies and juices to your breakfast routine, as well as experimenting with new and creative salads and soups for lunch is a great way to eat cleaner each day. Another way to eat cleanly and effectively is to read each food label (including ingredients!) carefully, and to see how many nutrients the food gives you per serving; there’s nothing wrong with being aware of what’s going in that body and how it makes you feel!

Plus, reading the ingredient list is often a clear giveaway as to whether a food would be considered “clean” — a long list of unpronounceable and unrecognizable ingredients is a sure giveaway that something’s been overprocessed and loaded with not-so-healthy stuff.

Worlds apart Joseph Kosinski’s Oblivion

In oblivion, Joseph Kosinski’s follow up to the visually striking but empty Tron: Legacy, man somehow redeems himself. In the person of Jack harper (played by a surprisingly calmer and composed Tom cruise), Kosinski places our humanity (or what’s left of it) vis-à-vis our vast universe through a devastated, post-apocalyptic Earth, year 2154, where the moon is seen like an ancient relic – a semi-crushed ice, the shavings of which are forever suspended in the atmosphere.

The first part of the film pretty much dispenses the necessity of Jack’s presence. he fixes defective drones, eyeball-like machines that speed back and forth hunting for what Jack refers to in his early narration as Scavs, who invaded Earth and the war left it destroyed and uninhabitable (the Scavs were also responsible in blowing up the moon). The remaining humans who survived were supposedly transported to Tet, a triangular space effigy outside Earth, and to be further transferred to Titan, one of Saturn’s moons, apparently to start a new civilization.

Together with his partner Victoria (British actress Andrea Riseborough), they man the vast landscapes for the aforementioned purpose, with methodical efficiency, and report developments to Sally, who is only seen through the sleek monitor which Victoria controls while Jack is out there riding the giant eyeball-spacecrafts. Victoria, played with an effective coldness by Riseborough which seems to echo Sally’s routine commands, affirms their daily deliverable with a response to Sally, “we are an effective team.” The couple are housed in a station-cum-residence, a structurally challenging but visually stunning piece of architecture that is way above the ground and is recognizably the highlight of the film’s production design (including the capsule-shaped swimming pool that seems like floating water over air).

We learn early on that both of their memories have been wiped out, and the mission on Earth will soon be over as they await for something we don’t quite possibly, exactly know (joining the other humans in Tet) and only later revealed. The plot takes a turn when a spacecraft crashes wherein Jack rescues Julia (olga Kurylenko), the woman who also appears in Jack’s dreams, and who could possibly be his wife. Facts about the mission are slowly revealed, with the entry of more characters, played by Morgan Freeman and Nicholas coster-Waldau (game of Thrones’ Jamie Lannister), as the leaders of Scavs. I won’t be revealing the details that unfold after Julia’s rescue but suffice it to say that some beliefs are twisted and the initial promise of the first half is nearly tore down by cutting to the chase and figuring out the whys (of course this is not completely accomplished as any sci-fi flick usually invites the inevitable plot and logic nitpicking).

Where Tron was all visual bombast to the point of eye-straining, oblivion uses space (and I don’t mean outer space) to emphasize the desolation and loss, not only of vegetation but of the human soul. We get to see remnants of what once were vestiges of human civilization – the San Francisco bridge, a football stadium – where Jack seems like a human Wall-E scouring amidst a panorama tailor-made for soul-searching for a being, whose trace of humanity are the memories of a woman and a bygone Earth. This is where oblivion is most effective, as cruise gallivant the empty gray landscapes, in his motorbike or acting out a baseball pitch, or just zoning out on top of a cliff. The orginal score, by M83’s Anthony gonzales, completes this canvass of a post-apocalypse Earth (particularly the title theme sung by Norwegian Susanne Sundfor) which brings out M83’s dreamlike, retro-futuristic sound and stuffs the protagonist’s isolation with a greater sadness.

This contemplative, introspective parts of oblivion are the ones that invite comparison to its obvious influences, Stanley Kubrick’s 1968 adaptation of Arthur clarke’s novel 2001 A Space odyssey for one, with its visual references (the eye for instance), Russian auteur Andrei Tarkovsky’s Solaris (another adaptation from a book), and most recently, Duncan Jones’ Moon, which also shows a lonesome traveller stuck in a lunar spacecraft.

Unlike its superior influences, oblivion lacks the philosophical depth of the genre but is nonetheless satisfying to a degree, if only for its standout premise and first half. Sadly, this is the aspect of science-fiction that is regarded with less attention by a large percentage of the genre’s more popular fanbase, especially because of its pensive, action-less nature.

(And they probably haven’t even got their hands on Shane carruth yet.) Science-fiction, after all, should not be relegated to mere action set-pieces and insufferable characters (cough, Star Wars, cough). The genre is the perfect platform to explore the mystery of our existence and to demonstrate how it is also virtually impossible at the same time. Rating: 3.75/5

DIY: Summer Arts and Craft Workshop SchooL holidays give our kids the much needed rest from a full 10 month-period of academic learning. I usually allow my kid to enjoy idle time at home and outside to enjoy the beauty and joy of summer with cousins and playmates.

While “idle” is synonymous to “sluggish,” I don’t leave my child to wander around for 2 months without exploring her creative and artistic side. I want her to remember every summer as fruitful and happy, never boring nor dull.

In an effort to spark up my kid’s creative mind, I usually enroll her for short courses where she can meet new friends and try on a different craft. Aside from the usual options such as dance classes and sports clinic, there are also art workshops which kids can enjoy even for just a couple of days in a week.

“Summer is the time when kids are buzzed with excitement and creativity,” explains April San Pedro, owner and graphic designer of Artisan Design Studio.

Prominently known for her paperie and customized paper goods, April always had that passion

in creating little wonders from paper and crayons even when she was little.

“This is something I want to share with kids this summer. Arts and craft not only inspire children to think creatively, they also help instill discipline and patience in kids. This will help them discover their own style and establish a sense of originality.”

IGOS City will be hosting another PbA out of town game on August this year, this was revealed by Governor Douglas Cagas during the PbA All Star Weekend which turned out to be another blockbuster event for the province.

“We have another hosting slot for the PbA in August and we are confident that with the PbA coming to town regularly, we will be in the sports map of the Philippines,” said Cagas, who is seeking the mayoralty of Digos City despite having another term left in his latest

tenure at the Provincial Capitol.

PbA Commissioner Chito Salud paid tribute to the provincial government’s staunch support for the league when he declared that Davao del Sur is PbA’s second home during the All Star game last Sunday night before a packed Davao del Sur Coliseum.

“Maraming salamat sa inyong suporta at tiwala sa PbA. Dahil diyan, hindi kami mag-aatubiling bumalik ditto at maglaro,” said Salud to the delight of the Davao del Sur crowd.

“Ito na po ang aming pangalawang tahanan.”

Salud did not divulge the details of the August playdate but he said the league is confident that Davao del Sur can host the PbA’s out of town game “anytime, because we have done it many times in the past, whether it be semifinals or finals.”

“The people here are ready anytime even if they do not know who will be playing,” Salud said.

Cagas remarked that the province has already formed an empowered organizing crew honed by the province’s hosting of the PbA in six previous occasions.

hE ongoing saga of the plucky 201213 Chicago bulls has spiraled into the realm of the ridiculous. battling injury and illness, and just 48 hours after downing a muchhyped brooklyn Nets team on the road in a deciding Game 7, the Chicago bulls found yet another gear in their remarkable season as they downed the defending champion Miami heat in Game 1 of their conference semifinal series 93-86.

As a result, the bulls now own the home court advantage in a series that absolutely no one, outside of team message boards, has picked the bulls to win.

Chicago threw off the scent early, running out to a 10-4 lead to start the game with stout defense and excellent recovery rhythms, while the sluggish heat attempted to work its way back into NbA speed. The heat had

not played since downing the Milwaukee bucks on April 28, and the rust showed. Several good looks refused to go down for Miami in the first half, and despite improved execution in the second half fatigue may have played a part in Chicago’s comeback from a seven-point deficit in the fourth quarter. “boo-hoo,” says the Chicago bulls.

Already without Derrick Rose entering the postseason, the bulls were missing both Luol Deng and Kirk hinrich from the team’s starting lineup, with Carlos boozer once again ineffective against Miami’s defense, and Taj Gibson a step slow as he works through a bum knee. Deng returned to a hospital for more tests, the bulls said, and underwent a spinal tap to rule out viral meningitis after becoming ill last week. hinrich will miss his fourth straight game with a calf injury.

Rose has not played in more than a year while recovering from reconstructive knee surgery. he was hurt in last season’s playoffs. ‘’Still in the air,’’ Rose said Monday before the bulls went through a game-day practice in Miami. ‘’I might have a chance.’’

So might hinrich and Deng, both of whom are listed as day-to-day by the bulls. hinrich is trying to work through the calf problem, and bulls coach Tom Thibodeau said Deng should be flying to Miami on Tuesday. ‘’he’s feeling a little better,’’ Thibodeau said.

of their best defenders against Dwyane Wade who has been bothered for several weeks by bone bruises around his right knee. hinrich has been rehabbing and trying to return to the lineup. ‘’It’s slow, steady progress,’’ Thibodeau said. ‘’but he’s still not there.’’

Thibodeau said Deng was no longer in the hospital when the two spoke Monday morning. ‘’Lu’s been a very important part of the team, sort of the glue of our team,’’ Thibodeau said. ‘’That being said, he’s missed games during the season. he missed games in the last series. We have more than enough to get it done and that’s what we have to do.’’

Miami’s main injury concern heading into the series is the status of Wade, who was in the heat starting lineup along the rest of the regulars - Lebron James, Udonis haslem, Chris bosh and Mario Chalmers. ‘’Thinking I’m ready to go,’’ Wade said.

The bulls had a starting lineup of Jimmy butler, Carlos boozer, Joakim Noah, Marco belinelli and Nate Robinson.
