ESPITE the highest rating given by businessmen to the Davao City government in the fight against corruption, Mayor Rodrigo R. Duterte still urged the business sector to tell him what offices of the city government are not complying with the 72hour processing policy so that he can place them under surveillance. “Ug isulti nila nako kung kinsa kanang mga tawhana, even secreto nga maski di nila butangan og pangalan so that I can put in place a surveillance watch-dog somewhere there so that I would know. Duterte said in his weekly televised program “Gikan sa Masa Para sa Masa” last Sunday. Duterte said allegations of corruption would be investigated immediately and if ‘validated to be true’ he would replace employees of the department in question, including its head. Duterte pointed out offices that issue permits and clearances. “Gikan sa pinaka taas na opisyal sa gobyerno to the janitor, ilisdan nako,” Duterte said. Upon his assumption last year, the mayor issued a 72-hour policy on processing permits in all the offices of the city government to address issues of corrup-
tion and red tape. Duterte also reiterated to the

HE Commission on Higher Education in region 11 has not been apprised by higher educational institutions (HEIs) that they would adopt the new academic calendar system. “It’s a big risk, “CHED 11 regional director Raul Alvarez said. “But if a school is taking the risk then u would really know that that school is very independent and is not really concerned about economic implications because it is very stable, “he said. In the the new aca-
demic calendar, classes start by August, September or October while the old school calendar starts in June and ends in March. The new school calendar will be implemented by Ateneo de Manila University (AdDMU) and University of Philippines (UP)-Diliman campus. Alvarez told reporters in a press conference at Kapehan sa Abreeza Thursday that schools in the region are not yet ready for the new calendar system considering that it poses a financial impact to their operations.
“Because of the financial implications, they are afraid to take it,” Alvarez said, adding that HEIs in the country may lose the opportunity to earn P25 billion in five months period of no operation. He said that the change in academic calendar is only applicable to schools which are able to maintain the quality of education they deliver. “Autonomous institutions are those that have proven they are capable of competing with the rest of the world,” he said. “And
