HREATENING criminals is not a crime. This was the statement of lawyer Salvador Panelo defending the threat of his client Davao City Mayor Rodrigo R. Duterte directed at those involved in smuggling. “If you cannot pinpoint the person that you are threatening then there’s no crime,” said Panelo in an interview yesterday. Panelo said that the mayor just wanted the smugglers to stop their illegal activities or else he will make their
lives miserable. “Ang problema kasi sa mga kumokontra hindi kasi sila mga abugado kung abogado man sila malamang siguro absent sila,” Panelo said. Panelo said that that to establish that Duterte committed a crime in threatening the criminals then there should be a specific person the threats are directed at. “Sinabi niya na papatatin ko kayo sino ba ang papatayin ni Duterte? So walang specific person - walang crime,”
