HE City Council plans to propose a local version of freedom of information on all transactions entered into by local and national government agencies within the city for the benefit of the public. Councilor Mabel Sunga Acosta told reporters in yesterday’s Club 888 at The Marco Polo Davao that the proposed ordinance aims to institutionalize best practices through transparency and accountability of every government agency in the city. Acosta said if this becomes an ordinance, all local government agencies
as well as national agencies which have offices in the city would be obliged to disclose information. Acosta explained that the version of city is different from that of the bill filed in Congress because we don’t have transactions with other countries, particularly on loans from the International Monetary Fund. Acosta added that Congress has a hard time passing the FOI because of security and economic matters. She said that there is already an existing law on giving information to the
