T all boils down to economics. Mindanao Business Council chairperson Vicente T. Lao believes the war between rebel groups and the government can end through economic solutions. Lao, speaking at the Ateneo de Davao University’s High Summit on Security Sector Transformation and Prospects for Post-Conflict Philippines forum yesterday, said that by eliminating poverty there would be no need to recruit people to join rebel forces in their war against the government, thereby protecting the investment of businessmen. He said that there are impoverished people, especially in the hinterlands of the region, who would join rebel groups for a few thousand pesos for sustenance.

But if investments pour in to these areas, there would be more jobs, more businesses, thus incidence of poverty will be minimized and there would be no need for rebellion. “The government does not even have to invite businessmen to invest in the region, as long as they know that their businesses will be protected and investments will be pouring in,” Lao said. “If you (government) cannot help businessmen, you can’t expect the businessmen to support the government.” He also brought up the issue where there were four incidents in two months when construction equipment and vehicles of his company were put to the torch by communist rebels (New People’s Army).
