CCORDING to his secretary, Commission on Audit (COA) 11director Manolo C. Sy is not the type to grant media interviews.

Sy was sought by Edge Davao to comment on the pork barrel fund issue but his secretary Rowena Ruiz said he has been attending a series of hearings at the central office on the priority development assistance fund (PDAF).

Ruiz, in a phone call, bluntly told Edge Davao, “hindi basta basta nagpapa-interview si director sa media.”

According to her,

there is a directive from the COA central office on this (interviews with media), that the media should first send a letter to their customer desk central office, to ask permission to interview the director and to inform them of the questions to be asked.

She told me that if I want to talk to the director, he would just refer me to their official website anyway.

Royal House Inn gets bomb threat

HE Royal House Travel Inn and Suites on C.M. Recto Street, Davao City received a bomb threat Friday that turned out to be false. The city bomb squad which responded to the call concluded after checking it out only a prank.

The hotel’s front desk officer who requested anonymity showed a text message Friday from

a cell phone number 09398807929, which said, “Pang gawas mo diha sa hotel, ako kauban nagbilin ug bomba, taod2x lng me ng check out, pagdali tawon mo, (get out of the hotel, my associate left a bomb, we just checked out a while ago, hurry).”

Executive secretary to the manager, Joy Nidea Vargas, said the front desk officer who received

the threat was scared and immediately forwarded the text message to the supervisor, who then passed it on to the administrator who called up the police.

After a while, Central 911 came with their bomb squad and K-9 unit but did not find any bomb.

The last hotel fuest who checked out was a Japanese national who headed straight for the airport.

Vargas said, they asked their 30 other guests to vacate the hotel as a precautionary measure and were very cooperative.

She said, she has been in the hotel business long and has encountered lots of prank calls like bomb threats while working in other hotels. She said this was the first bomb threat at theRoyal House Inn she has experienced.

AVAO City authorities apprehended 34 persons, including four minors, for violating the anti-smoking ordinance in last week’s series of operations.

Chief Inspector William Corpuz of the Mobile Patrol Group said 16 violators were caught smoking in public places while 18 others were apprehended by operatives of the Sasa police station. Four of those apprehended were mi-

nors.

They were all released after being issued violation citation tickets (VCT) and made to pay P500 as administrative penalty.

Security preparations for barangay polls on

AW enforcers have started security preparations for the barangay and Sangguniang Kabataan elections on October 28, an official said.

Chief Inspector Alfredo Baluran, head of the operations and plans branch of the Davao City Police Office (OBB-DCPO) said there will be a meeting of representatives from the military, Commission on Elections (Comelec) dubbed as Joint Security Peace Coordinating Council (JSPCC) conference on Tuesday, September 17 at the DCPO conference room to discuss security including the current peace and order situation, vote buying, liquor ban and gun ban implementation.

“We will implement full alert operations during the election and will deploy men in all polling precincts,” Baluran said.

There were 271 polling precincts in his list last year, but will verify with the Comelec if there are ad-

ditional polling precincts this year.

Some 600 police personnel will be mobilized for poll duties during the elections, including route security and escort delivery of the ballot boxes.

In Paquibato and Marilog districts, he will send personnel three days before October 28 since there are barangays that are not accessible to vehicles. Baluran identified Brgy. Salupawan and Tapak in Paquibato and Gumitan, Proper Marilog and Malamba in Marilog district.

In last year’s elections there were no poll violations reported, Baluran said “I am hoping there will be a peaceful election,” he added.

Consumer confidence down in Q3 but buying appetite up F

ILIPINO consumers registered lower confidence index in the third quarter of 2013 but they remain positive on their buying intentions for the next quarter, results of a Bangko Sentral ng Pilipinas (BSP) survey showed.

Consumers’ confidence index (CI) in the 2013 third quarter consumer expectation survey (CES), done between July 1-12, 2013, dropped to -7.9 percent from the previous quarter’s -5.7 percent on seasonal weakness on harvests and unemployment among others.

It is the second highest since the survey was done nationwide in 2007 and is better than year-ago’s -13.3 percent.

On the other hand, the index for the next quarter is up to 5.7 percent from quarter-ago’s 4.1 percent due to expectations of more job opportunities primarily due to the holiday season, Christmas bonuses and higher investments.

BSP Deputy Governor Diwa Guinigundo, in a briefing Friday, said worth noting is the respondents’ expenditure plans for the next quarter, which slightly rose to 40 percent from 39.5 percent in the survey

“The buying appetite of the consumers continue to be robust…While market sentiment turned negative the intention to buy or their consumption appetite continues to be there,” he said.

Survey results showed that respondents consider the current quarter as a good time to buy durable goods, motor vehicles, and housing.

Most of the respondents said they put their savings in banks although there are some who said that they placed their money in cooperatives, credit or loan associations, and “paluwagan.”

system, people who form a group agree to contribute a certain amount on a definite date. The pooled funds will be given to a certain member on an agreed date, normally on a monthly basis, until all the members have received their share.

The BSD finalizes the settlement with Benguet Mining Corporation (“Benguet”) for sale of its operating rights in the King-king Copper-Gold Project in Pantukan, Compostela Valley Province in the Philippines.

The clear title facilitates Nadecor’s ability to assign the King-king Project MPSA to the joint venture mining company, and finalizes St. Augustine’s equity as the joint venture partner. It also provides a corporate structure within which the project can operate as it moves forward in development.

Turnover of the settlement documents to Nadecor was delayed until the issues created by dissident minority shareholder Jose Ricafort were recently resolved by the Philippine Court of Appeals and the Supreme Court, and the duly-elected Nadecor board led by Mr. Calalang was clearly recognized and its authority confirmed.

Calalang noted that the Court of Appeals decision dated 18 February, 2013 is legally binding and immediately effective, and removes any doubt as to who is authorized to represent Nadecor as its Board of Directors, and therefore the authority of the newly elected Board and the Board immediately preceding it is clear.

The ruling stated: “The Annual Stockholders’ Meeting of Nadecor held on August 15, 2011 is hereby declared valid and the Board of Directors and Officers elected thereat are declared lawfully elected. Any and all acts of the Board of Directors elected during the August 15, 2011 Nadecor Annual Stockholders’ Meeting are declared valid. …. Likewise, the Writ of Preliminary Injunction dated June 13, 2012 is made permanent (covering orders prohibiting the Ricafort Group from

scheduling and holding stockholders’ meetings, the ratification of rescission of agreements with St. Augustine Gold & Copper and the election of a new board of directors).”

The challenge of dissident shareholder Jose Ricafort was thrown out by the Court of Appeals, and the administrative complaint filed against the Court of Appeals justices who rendered the same decision, was dismissed by the Supreme Court by a vote of 15-0 on February 19, 2013. Fighting corruption

URB corruption. This is the curt marching order reportedly given by Davao City Mayor Rodrigo R. Duterte to lawyer Melchor Quitain, brand new city administrator. As dean of all department heads, Administrator Quitain is the ideal person to crack the whip on the bad eggs in the city government.

Take note that Mayor Rody wants the non-performers in the offices to be first to be disciplined. These include those who spend most of their day in the field, actually in the coffeeshops and watering holes, reporting to office only to punch in and out and with no tangible achievement to show for the day. Add to these the malingerers who are always sick and indisposed. However, this is just a few of the

ways how employees cheat the public of the taxpayers’ money. This can easily be checked by strictly monitoring their daily movements and making an inventory of their daily achievements.

The harder to handle are those who collaborate with corrupt dealers, suppliers and contractors. These guys could be the department heads themselves who are on the take, aside from the small guys who are willing to be their errand boys and make small money on the side.

In his job as graft-buster, Mayor Rody has given 22 broad powers to Quitain. Because of this and with Quitain’s known no-nonsense attitude, Dabawenyos can expect results in a few days.

Destructive and dastardly act

HE REALITY IS VASTLY MORE COMPLICATED – People nationwide watched with trepidation the insurgents’ attack in several coastal barangays in Zamboanga City and its bloody aftermath unfold on television, radio and pages of the newspapers that reached a different conclusion. If the gunfight between government forces and the Moro National Liberation Front (MNLF) – Misuari faction continues, probably for few more days, thousands of affected residents would suffer, and the business sector as well.

After five days since the fanatical MNLF forces of Nur Misuari infiltrated some of the city’s coastal areas, the drumbeat of attacks by the insurgents against the military and police operatives is continuing. Government forces remained on a defensive stance so as not to endanger the lives of more than a hundred hostages including innocent children used as human shields by the MNLF. They best thing government troopers can do during the logjam is to contain the rebels to prevent them from either escaping or mounting a new offensive.

Zamboanga City is a perfect place for business, an extremely educated city and is among the places in Mindanao with a lot of business opportunities. But with the present peace and security situation, being an entrepreneur in the city may be among the most terrifying jobs in business today. In some ways, though, business is dull and measured, and the reality is vastly more complicated. Many of the city’s business establishments – depleted by the armed clashes – now have closed and the roads are deserted with a curfew strictly in effect from 8:00 p.m. to 5:00 a.m. the following day.

The basic institutions are in place, but there is still no system of processing for fear of more rebel attacks. At the height of the skirmishes even the normally upbeat government economists and trade officials admit that the predic-

tion of different business entities storming the city was off the mark.

“They are now reluctant to invest in the city,” says one private economist. But they’re scoping out opportunities anticipating that some time the security situation is going to die down. Nevertheless, the government and private companies held a certain assumption about Zamboanga City’s prospects – socially and economically.

As for rebel attacks against local and foreign businesses, the exact number is unknown or maybe even none at all. With parts of the city still ablaze after five days of intense fighting, government forces including teams from the International Red Cross (IRC) and Philippine National Red Cross (PNRC) are ready targets for mortar, bomb and sniper attacks. Even media people, firefighters and various rescue teams are not spared from assaults. Meanwhile more than 20,000 affected residents jampacked the evacuation centers, feeling uneasy; after days without food, water, medicine and shelter, and the upscale neighborhood likewise was devastated by mortar and bomb attacks.

In a hostile territory, insurgent attacks on government forces and innocent civilians are not only the security risk. Many businesses which run entirely on cash faced old-fashioned robbery. Top government officials and financial specialists therefore tout the theory that a thriving middle-class in the city will inevitably demand an end to violence and ensure a peace-

ful environment. Of course, there is never a precise beginning for these spasms of violence, but the Zamboanga armed struggles seem to have set the motion when the disgruntled MNLF troops raided several barangays, infiltrated the city in the guise of holding a peace caravan.

But earning money still has been a strong draw for many local businessmen. Amid the security threats are hard-nosed business smarts, say those who were already in the city for quite some time. The latest armed conflict is not the first time a similar incident happened in the city. These entrepreneurs say the know-how they have developed through the hair-raising instances – previous and present, give them a hugely valuable edge over the newcomers. The unpredictable peace and order condition has not dented their optimism. When the insurgents are gone and the armed confrontation over, business would reopen and drive an economic boom with their newfound temporary peaceful environment – a practical business cycle.

However, what is less clear the MNLF Misuari-faction would order such a destructive and dastardly act at this time when the city is preparing for a prestigious annual celebration – a tourism-oriented event. The attacks may have been one of personal revenge borne out of discontentment and disgust.

Some sources say it grew out of differences with the government and another organization. “Why should they sit idle and groping in the dark?” they asked.

But the vast majority also has to raise this query: “What measures Misuari and his loyal MNLF faction have taken to make the lives of innocent people and the business sector less painful?” Intentionally or not, the attacks had, in some experts’ opinion, envisaged by people who were obsessed with power and influence – and grown soft on room service.

OIC-PCSP chair canceling Monday’s tripartite review meeting.

“We consider it unfortunate that this opportunity for a face-to-face meeting that had been set precisely to discuss the status of the tripartite implementation review and the future of this peace process is yet again delayed,” Deles said.

Deles said the government has conveyed to the chair of the OIC-PCSP its concern that this meeting not be indefinitely postponed.

Indonesia’s Note Verbale to the OIC Secretary General stated that the new schedule and venue of the tripartite meeting will be communicated following consultations with both parties, Deles said.

“We remain committed to our continuing engagement with the MNLF for the full implementation of the 1996 final peace agreement, in pursuit of just and lasting peace in Mindanao,” Deles said.

Miriam Coronel-Ferrer, government chief negotiator in talks with the Moro Islamic Liberation Front (MILF), said on Tuesday as the GPH-MILF talks resumed in Kuala Lumpur that the tripartite review meeting seeks to thresh out the remaining issues pertaining to the implementation of the 1996 FPA between the government and the MNLF. “The meeting aims to identify the next steps to be taken that will complete the review process as set out in the previous tripartite meetings,” Ferrer said. ORONADAL CITY (MindaNews/14 September)– The tripartite review meeting for the 1996 final peace agreement (FPA) between the government and the Moro National Liberation Front (MNLF) on Monday (Sept. 16) has been cancelled after Nur Misuari, the group’s founding chair, requested for a postponement due to the standoff in Zamboanga City, a senior government official said.

Presidential Peace Adviser Sec. Teresita Quintos-Deles said the government, through the Department of Foreign Affairs (DFA), received Friday a Note Verbale from the Indonesian embassy concerning the postponement of the 5th Session of the GPH-OIC (Organization of Islamic Cooperation)-MNLF Tripartite Implementation Review Meeting.

“The formal communication conveyed a copy of the Note Verbal dated 12 September 2013, addressed to the OIC Secretary General from the Ministry of Foreign Affairs of the Republic of Indonesia, which serves as the chair of the OIC Peace Committee for Southern Philippines (PCSP),” Deles said in a statement.

The Note Verbale to OIC Secretary General Ekmeleddin Ihsanoglu relayed the receipt of Indonesia of a letter from the chair of the MNLF Secretariat requesting for the postponement of the tripartite meeting to a later date, preferably in the 1st week of October 2013, she added.

The standoff in Zamboanga entered its sixth day Saturday, leaving 18 persons dead– three from the Philippine National Police, two each from the military and civilians and 11 from the MNLF—as of Friday noon, according to AFP spokesperson Brig. Gen. Domingo Tutaan, Jr. Some 200 MNLF forces under Commander Habier Malik laid siege on four later six barangays out of the city’s 98, at around 1:45 a.m. Monday. The MNLF said they came to the city to stage a peace rally and to hoist the MNLF flag at City Hall in pursuit of Misuari’s alleged declaration of independence.

In her Facebook page, Zamboanga City Mayor Maria Isabelle Climaco-Salazar said that a total of 7,779 families or 39,260 individuals have been displaced by the fighting between government and MNLF forces as of 11 a.m. Saturday.

Salazar said that 4,716 families or 25,917 individuals have sought refuge at the city’s grandstand while 3,060 families or 13,343 individuals were sheltered in 25 satellite evacuation centers.

The lost mujahideen

A L AYBALAY CITY (MindaNews/14 September) – In successive interviews by national TV networks on the Zamboanga City standoff, Moro National Liberation Front (MNLF) spokesperson Emmanuel Fontanilla kept saying that their forces arrived in that southern port city for a peace rally and dialogue, but were harassed by government troops. And whenever pressed for proposals on how to end the crisis, he insisted on a third-party mediator, in particular a foreign intermediary.

One may give Fontanilla’s statement the benefit of a doubt in that a week before the standoff some MNLF members had held a peace rally in Davao City without incident.

There’s a catch though – unlike their comrades in Davao, the MNLF members who are now holed up in Zamboanga brought in guns.

In addition, MNLF commander Habier Malik said they intended to hoist the front’s flag at the City Hall in furtherance of Nur Misuari’s alleged declaration of independence on August 12 in Sulu.

(Misuari is the founding chair of the MNLF, which waged a war for Moro independence after the March 18, 1968 Jabidah Massacre where Moro recruits to the Philippine military were killed for reportedly refusing to be part of Oplan Merdeka. Merdeka is said to be a plan hatched by President Ferdinand Marcos to invade Sabah, a region north of Borneo controlled by Malaysia but is historically part of the Sultanate of Sulu.)

Maybe the military had overreacted, maybe they hadn’t. But what do you expect the soldiers would do at the sight of several armed men entering a city? And how should we interpret the act of hoisting a flag other than being an act of sovereignty? It was apparently meant to provoke government, if not to bolster reports that Misuari had indeed issued a declaration of independence from his home province.

Coming on the eve of the resumption of peace talks between government and the Moro Islamic Liberation Front (MILF) in Kuala Lumpur, it can be said that Misuari means to use the Zamboanga standoff as a highly-charged bargaining chip with the administration and the rival front. He has repeatedly cited the incomplete implementation of the 1996 Final Peace Agreement as the reason for his group’s dissatisfaction.

Now that the crisis has lasted almost a week without a resolution in sight, President Aquino’s crisis managers are hard pressed to reach out to Misuari to break the impasse. So far, that has not happened. Misuari appears to be deliberately hiding from public view, opting instead to let his alter-egos do the talking – and the fighting. He could be trying to avoid legal complications once the whole thing ends, a lesson learned from the Kabatangan hostage-taking incident in 2001, also in Zamboanga City. It’s also possible he wants to prolong the standoff in the hope of inciting his supporters in other areas to rise up in arms too.

So far, the only “spillover” has been the clash on Thursday between rebels and government forces in Basilan. The BIFF, a breakaway group of the MILF concentrated in parts of Maguindanao, claimed it was their men who figured in the clash.

But if Misuari thinks he can once again rouse Moro nationalism to serve whatever his game plan is, he must be living in a time warp. Realities have changed a lot since the grim aftermath of the abortive Oplan Merdeka. He may have a legitimate grievance, but it doesn’t clothe him with the moral authority to start a war by endangering the lives of hapless civilians – and those of his men.

Waging war is one thing. Aiming a gun at unarmed people is another.

When I was in college I read in an underground newsletter that on 7 February 1974, a few hours before government soldiers attacked and pulverized Jolo, MNLF fighters gathered all the women, children, priests and nuns and placed them in relatively safe areas before going to battle.

The biggest challenge is coping with the climate change.

“There is now a preference for climate change responsive designs and operations,” said Cortez.

The challenge of working with nature is something Cortez dreamt of being implemented in every vertical and horizontal movement.

“In a plot of land with trees, what do you do? Cut them all off and proceed with your fully maximized plan or respond to the call of working with nature?” Cortez asked.

CARBON FOOTPRINT There is also the challenge of reducing carbon footprint in construction. “It would be a relief if players in the industry will consider reduction of carbon footprint in every construction phase,” Cortez said.

The term “carbon footprint” refers to the amount of carbon (C02) we emit individually in any oneyear period. C02 is produced from many sources and is the primary gas responsible for global warming and the resulting alarming changes in

our climate.

RISING LEVEL OF WATER The rising level of water is true in every corner in the world and Cortez admits Davao City is also experiencing these changes in the environment.

“Adaptation and innovation are the newest loveteam in town,” Cortez said.

And now for Cortez’s perfect waterworld? “Maybe we can start entertaining ideas for a water village, literally. Think of the floating houses or houses with floaters.”

For the traditional village plans, Cortez had something in mind: “Why not make it imperative to incorporate water catchment facilities and never curtailing the absorptive capacity of the soil?”

The “Waterworld” phenomenon may yet be, for now, cinematic but like Cortez is thinking, year 2500 could well be 2013.

“I do not have all the answers, all the questions, and all the suggestions,” he said.

But at the rate the city is gearing up for the effects of climate change, the challenges are more than theatrics and special movie effects.

OCAL fans can catch the Philippine national women’s volleyball team in action when they take on China in the Asian Women’s Volleyball Championship.

The match will be aired via satellite over HYPER Channel 53 on Cignal Digital TV on September 15 at 8 p.m.

Only a limited number of matches in the

tournament were selected television broadcast, with the showdown against China the only match for the Filipinas chosen for airing by tournament organizers.

On the maiden Dubai-Manila flight, CEB will also bring home “100 Lucky Juans,” as part of its initiative to bring home 100 Global Filipinos for free. The 100 Lucky Juans, whose length of stay in the Middle East without returning to the Philippines, at least a year, will be welcomed with a homecoming party upon their arrival from Dubai.

Nadal last played for Spain in 2011 when he won the decisive point of the final against Argentina to give Spain its fifth title.

His absence has been due in part to a knee injury that sidelined him for seven months last season.

The world’s No. 2 player showed no signs of weariness after winning his 13th Grand Slam title at the U.S. Open on Monday. He said he felt fine returning to his preferred clay after the hard courts in New York.

JUBLJANA – Basketball giants France and Lithuania booked their spots in the quarter-finals of the 2013 European championships in Slovenia with victories on Friday and were joined in the knockout stage by surprise losers Serbia.

France bounced back from a 14-point loss to Lithuania two nights earlier and beat Latvia 102-91 to improve their record to 3-1 in Group E in Ljubljana.

France’s NBA stars led the way with Nicolas Batum collecting 19 points, 10 rebounds and six assists, while Tony Parker scored 23 points, Boris Diaw

added 16 points, and former NBA player Alexis Ajinca tallied 25 points in the win.

Lithuania blasted their way past Belgium 86-67 with three players reaching double figures and four more hitting at least seven points.
