riminal charges were formally filed before the municipal Trial Court against two officials of one of the city’s biggest malls for violating republic act no.

7277 known as the magna Carta for Persons with Disability.

Charged were Jessica Canasa, officer-in-charge of Gaisano mall Davao cinema; and Joe Choa-Shi, comptroller of DSG Sons Group, inc., which owns Gaisano mall Davao.

The charges were filed by city government employee Grace Sarion, deaf mute personnel of the City Treasurer’s Office and resident of matina Crossing, Davao City, who

was refused by the said mall officials after she was deployed as movie ticket checker.

City prosecutor marte melchor Velasco recommended the filing of charges against Canasa and ChoaShi after finding probable cause of the complaint filed by Sarion. This is the first time in Davao City that a criminal case has been filed for discriminating a person with disability (PWD).

Velasco recommended a bail of P12,000 each for both respondents.

The case was docketed as municipal Trial Court Criminal Case no.

145.721-20 dated april 01, 2013.

eChniCianS of Precinct Count Optical Scanner (PCOS) machines started training yesterday as the Commission on elections (Comelec) regional office intensified preparations for the may 13 polls.

The 122 technicians from the city’s second district recently hired by Comelec will be operating some of the 1,162 PCOS machines to be used in Davao City alone. another batch of 137 technicians from the third district will be completing their training today while another batch of 121 technicians from the first district will have

their training beginning Wednesday.

First district election lawyer aimee Ferolino ampoloquio, guaranteed that the PCOS machines will function properly on election day.

“The same PCOS machines that were used in the 2010 elections will be used for this year’s election, so far there are only minor glitches, but nothing we can’t handle,” ampoloquio said. “if there are PCOS machines that are defective, then we will replace them since the Commission on elections (Comelec) has contingency units,” she added.

according to ampoloquio, the training will teach the technicians on the basic functions of the machine, contingency procedures, troubleshooting and operations to make sure that malfunctions will be handled or avoided.

The technicians along with the Board of election inspection (Bei) will conduct a final testing and sealing (FTS) procedure within a week before the elections to make sure that the machines will function properly.

The newly-hired technicians are mostly information Technology (iT) graduates and Computer

engineering graduates. ampoloquio said, “only technicians are allowed to attend the training so that there will be no other entities who can tamper with the machines to make sure that the election will be fair for all.” after the series of trainings, Comelec officials will conduct voter’s education in each barangay to disseminate information to the voters on how to use the PCOS machine. “it will be up to the Comelec officials of each district on how they will conduct the Voter’s ed, and when they will conduct it,” ampoloquio said.

Mindanao power woes may end by 2015 m

inDanaO may become power-sufficient by 2015, according to lawyer Cynthia P. alabanza, spokesperson and adviser for external affairs of the national Grid Corporation of the Philippines (nGCP). alabanza said the nGCP has nothing to do with the rotating brownout plaguing mindanao nowadays because the problem lies mainly in the power supply.

She, however, told the media that the power problem in the island is now being addressed and it is expected to be over by 2015 with the completion of new power plants.

Presently, the power consumers in mindanao have to bear with rotating brownouts ranging from four to six hours each day except for the service area of the Zamboanga del norte electric Cooperative (ZaneCO).

ZaneCO has been able

to tap other power source to cushion the impact of power rationing by the national Power Corporation (nPC) due to limited supply. in the case of Zamboanga which is in the Southwestern tip of the Peninsula, the blackouts continue on an average of eight to ten hours in a day.

Then Zamboanga City electric Cooperative (Zamcelco) President elbert atilano said the city’s some 150,000 consumer/ connections can expect full supply only by about 2016, the time when a coal-fired 100 megawatts power plant will start operating full time.

he local governments of South Cotabato and Koronadal City have asked the Commission on elections (Comelec) to exempt their emergency financial assistance programs from the ban on the disbursement of public funds during the 45-day election period. lawyer hilario de Pedro iii, provincial administrator of South Cotabato, said Tuesday they applied for an exemption from the Comelec central office for the implementation of some of its financial assistance programs, especially those that cater to emergency situations and other immediate needs of poor or indigent residents. he specifically cited the assistance programs involving disaster relief and rehabilitation, medical and hospitalization, as well as free basic services. “all these are banned right now based on election regulations. We asked for their exemption so we can continue serving our residents,” he said.

The prohibition covered the appointment or hiring of new employees; creation or filling up of new positions; promotion or giving of salary increases, remuneration or privilege; construction of public works; delivery of materials for public works; issuance of treasury warrant or similar devices for future undertaking chargeable against public funds; and, release disbursement or expenditures of public funds.

The resolution also prohibited the release of prisoners until June 12.

De Pedro, former three-term governor from 1992-2001, said the provincial government has temporarily suspended the implementation of most of its financial assistance programs and free services pending a decision from the Comelec regarding its exemption application.

But he said the suspension did not cover the assistance and services that are under its regular and institutionalized programs.

“We’re very careful with these programs because we don’t want to face any problem with regards to our compliance with the election laws,” the official said. aside from the exemption application, de Pedro said they submitted a list to the Comelec of all infrastructure projects in the province that are being implemented by the provincial government and other agencies. he said the listed projects are now in the implementation stage and all their preliminary requirements, especially the bidding and awarding, were completed before the march 29 election ban.

“This is to inform the Comelec that these projects were not covered by the ban,” de Pedro said. among the major infrastructure projects being implemented by the provincial government are the allah Valley Community hospital in Surallah town, renovation of the provincial hospital in Koronadal City and several road projects in the province’s upper valley area. “These assistance programs are temporarily suspended pending the Comelec’s response to our application,” he said.

Urbano said the local government sought for the exemption so it can attend to the emergency financial needs of some residents during the election period.

“We want to have (legal) basis in implementing these programs so we asked for their exemption,” he said.

Koronadal City election officer evangeline Basan said they have forwarded the city government’s application for exemption to the Comelec central office. “all these concerns are decided by the Comelec central office,” she said. if eventually granted an exemption, she said the city government can immediately continue with the implementation of the concerned programs and will no longer be questioned with regards to election-related violations. regarding the infrastructure projects, Basan said they required the city government to submit a list of all initiatives that are being implemented through local, national and internationally-funded programs.

Fogging conducted for Kidapawan village with high dengue cases

iDaPaWan City health authorities conducted fogging activities monday at a village in this city with high cases of dengue fever, a health worker said. luningning alqueza, midwife of Barangay Sibawan, said the insecticide spraying targets the aedes aegypti mosquitoes, carrier of the dengue virus.

Since last January, 15 dengue cases have been recorded in Barangay Sibawan, the highest last month with 10 cases, she said. alqueza said one of the

patients, an eight-year old girl died, last month, while seven others are still undergoing treatment.

The chemical spraying will eradicate the breeding grounds of the dengue-carrying mosquitoes, she noted.

hO says the construction industry is only for big business?

The main players no longer have the monopoly of Davao’s current construction boom. The small businesses are also raking in profits from an animated construction industry.

Teolulo T. Pasawa, director of the Department of Trade and industry-Davao City Field Office (DTi-DCFO) said the booming construction industry helped the small businesses to flourish stemming from the increased demand for services and other business activities ancillary to the industry.

The ancillary business activities, he said, include professional service, transportation, repair shops, fabrication, retail, warehousing, security and

food processing and communication.

The Davao City engineer’s Office issued last year a total of 6,624 business permits, an increase of 115 percent from the 5, 776 issued in 2021.

The total investment recorded from the construction of buildings reached P14.45 million, a 179 percent increase from the figures posted in 2011.

“The high degree of construction activities increases the intensity of small business activities,” Pasawa said, noting that even cafeterias and beer joints usually flourished near the construction sites.

Pasawa said the micro, small, and medium enterprises (mSmes) provide the economy with a continuous supply of ideas, skills, and innovations necessary

in the creation of employment and income generation. in the last five years, the mSme sector accounted for about 99.6% of the registered businesses in the country by which 63% of the labor force earn a living. around 35.7% of the total sales and value added in the manufacturing come from mSmes as well. in 2012, investments from mSmes in Davao City reached P35.94 billion, 33 percent of which are from the small enterprises or business establishments with capitalization P3 million to P15 million. employment generated by mSmes totaled to 446, 131 with 88 percent provided by micro enterprises or businesses with capitalization below P3 million.

he Technical education and Skills Development authority (TeSDa) is targeting a 65-percent employment rate for its scholars who will graduate this year from this city and for the province of Davao del Sur. nestor Tabada, director for TeSDa’s provincial office for Davao del Sur, which includes in its jurisdiction this city, said in a media forum at Sm City Davao that a total of 4,321 scholars for the entire province are being eyed to avail of the P36-million scholarship fund starting the second quarter of this year.

The TeSDa scholarship programs for Davao del Sur, according to a document Tabada showed to reporters, include the Training for Work Scholarship Program (TWSP) for 1,665 students, Private education Student Fund assistance (PeSFa) with 576 slots, Cash for Training Project (C4TP) for 1,080 students, and the Coke-TeSDa S3Tar for 1,000 scholars. he said the TeSDa will ensure that at least 2,808 or 65 percent of the scholars will be

hired after their graduation. interested beneficiaries should be at least high school graduates, Tabada said. interested applicants can only avail once in any of the scholarship programs, he added. noting that Davao del Sur comprises 65 percent of the TeSDa areas in the Davao region, he cited that 66 percent of 18,000 TeSDa graduates in 2012 in the province have been employed. he said the total number of graduates eyed this year will be just about the same with that of last year.

Tabada said TeSDa-Davao has partnered with 125 schools, of which 101 are in the city. he cited that the Coke-TeSDa S3Tar aims to “transform women sari-sari store owners into becoming better entrepreneurs.” Coke is interested in sari-sari store owners because they are the soft drink company’s partners in the retail business, Tabada noted. in partnership with the Department of Social Welfare and Development, the C4TP has the biggest budget with a total of P21.6 million. Making science and technology work for the National Greening Program T

he country’s premier reforestation program, the national Greening Program (nGP), has turned to science and technology in its bid to rehabilitate the environment and achieve other objectives, foremost of which is to upgrade the lives of people in the uplands.

This time around, the Department of environment and natural re-

sources (Denr) not only adopts new strategies like social mobilization to engage the entire citizenry in tree planting; harmonization of greening initiatives and provision of incentives like conditional cash transfer (CCT) to eligible peoples organizations, the agency also makes sure that all these efforts shall not be for naught. The nGP has combined the weight of science and technology

going for it. at its early stage, the significance of proper planting site characterization is observed during watershed planning to ensure species-site and market matching of target areas. The nGP recognizes that adherence to this critical stage spells higher percentage of survival and greater productivity when tree species are compatible with soil type, eleva-

tion of planting sites and respective climate. Denr technical field men work closely with peoples’ organizations and local government units, as major stakeholders, in the implementation of this fundamental activity.

On the other hand, market matching is another factor that nGP puts premium into to push the livelihood component of the Program and thus reduce the incidence of poverty in the uplands where some five million poor families reside. now, the appropriate tree species should not only be compatible to sites, they should preferably be species with ready market.

The nGP promotes the use of quality planting materials of indigenous, native and endemic forest tree species for high survival and productivity.

While seedlings are normally propagated through seeds, Denr’s ecosystems research and Development Bureau (erDB) has an alternative way of multiplying stock insofar as species with erratic flowering and fruiting characteristic, the ones with long

These were “run for Water” fun run, sticker brigade, “Blue hands” mural painting, motorcade and national Water Caravan (nWC). The celebration is an international and annual activity which promoted the importance of freshwater and sustainable management of freshwater resources.

The activities centered on this year’s theme “Water Cooperation” which emphasized the importance of cooperation in striking a balance between the different needs and priorities and share precious resource equitably by using water as an instrument of peace considering that the fulfilment of basic human needs, our environment, socio-economic development and poverty reduction are all heavily dependent on water.

The celebration started with the invitational five-kilometer fun run “run for Water” joined in by employees from DCWD, Bureau of Fisheries and aquatic resources, City engineer’s Office, Department of environment and natural resources, Department of agriculture, Department of Science and Technology, Philhealth and Philippine red Cross, university and college students and faculty from the mindanao medical Foundation inc. and Brokenshire College and some walk-in participants. assembly time was at 4:00 am and the starting point was at rizal Park en route San Pedro St., Quezon Boulevard, Sandawa road, Quirino avenue, Pelayo St., Palma Gil St., C.m. recto and then back again to rizal Park. emerging winner for the male category was anthony nersa and for the female category was Criselyn Jaro both from Brokenshire College.

This is through clonal propagation. erDB defines clonal propagation as a tool for tree improvement and establishment of clonal plantations done not only by grafting in the nursery but also by growing small parts of the plant inside a laboratory. Cloned seedlings are ideal for commercial production to attain greater profit for nGP beneficiaries inasmuch as cloning propagates genetically superior quality stocks for timber, fruit production and other economic purposes.

The Denr through the erDB has established 22 clonal nurseries and has likewise forged memoranda of agreement with 17 state universities and colleges offering forestry courses in order to boost quality seedling production initiatives of the nGP. The erDB shall extend technical assistance to SUCs for guidance and to ensure compliance to standards and prescribed height and diameter of plantable quality materials. in addition to observance of proper nursery practices, the nGP promotes organic biofertilizers like mycorrhizal fungi. Unlike its inorganic or chemical versions that cause pollution and contaminate the soil, forestry experts extol the merits of biofertilizers because they are environment-friendly as they are living microorganisms that enrich the quality of the soil. moreover, as part of optimizing land use, nGP planting sites are zoned into production and protection areas with the latter planted with endemic, native or indigenous species while production areas are planted with fast growing forest tree species, preferably indigenous trees.

as the nGP in terms of coverage and number of target trees – 1.5 million hectares with 1.5 billion seedlings - planted by 2016 calls for an innovative manner of monitoring compliance of implementers. a system to monitor and evaluate accomplishments in the field should be one with minimal margin of human error and ideally be open to public scrutiny.

The implementation of the nGP after the issuance of executive Order no. 26 on February 24, 2011 called for the harmonization of all tree planting activities in the country and partnership of government agencies under the convergence initiative strategy. The eO likewise rallied the private sector to support the Program.

Under eO 26, the nGP is to be carried out in the following lands of the public domain: forestlands, mangrove and protected areas, ancestral domains, civil and military reservations, urban areas, and abandoned mine sites as government’s blueprint for poverty reduction, food security, biodiversity conservation, environmental stability and climate mitigation and adaptation.

Owing to the seriousness of Program objectives, the Denr gives premium importance on transparency and accountability in the implementation of activities. a recurring point of contention as regards government reforestation programs is location of planted trees. Critics are quick to say that plantations are nowhere to be found or that successful reforestation programs are just products of imagination of government public relations officers.

raCe Sarion, a widow and mother of two, has lived her life in enveloped silence. Despite being deaf mute, Grace overcame her physical disability and earned a college degree elementary education. She could have been a teacher with her credentials, but in a highly competitive profession she ended up among the growing statistics of education graduates without a teaching job.

By twist of fate, Grace landed a job with the City Treasurer’s Office last year and was assigned as movie checker by the city government. her hopes buoyed with her new employment, Grace was ready to report for work until she was told that the mall management nixed her assignment at the cinema.

The reason given by the mall officials is due to Grace’s “incapability to speak and hear might be misunderstood by our customers as non-accommodative which might have a negative impact on us which may prejudice our cinema, especially in the instances if she is left alone as movie checker.”

For refusing her to work at the cinema, Grace filed a case against Gaisano mall’s officials for violation of Section 32 of the republic act 7277 otherwise known as “magna Carta for Disabled Persons.”

The said law provides that “no entity, whether public or private, shall discriminate against a qualified disabled person by reason of disability in regard to job application procedures, the hiring, promotion, or discharge of employees, employee compensation, job training, and other terms, conditions, and privileges of employment.” it may be a case of David versus Goliath but Grace is undaunted. She is fighting for her right

against discrimination. For her courage, Grace is now the silent voice of the physically-challenged.

The case of Grace Sarion comes at the heels of the impending signing into law by President aquino of a bill promoting equal opportunities for employment to qualified persons with disabilities (PWDs). house Bill 5475, as amended by Senate Bill 3371seeks to expand the positions reserved for PWDs. The measure seeks to amend republic act 7277.

This bill encourages private corporations with more than 100 employees to also reserve at least one percent of all positions for persons with disabilities. an employed person with a disability shall be subject to the same terms and conditions of employment and the same compensation privileges, benefits, fringe benefits, incentives, or allowances as a qualified able-bodied person. it is ironic that while the government seeks to advance the interests of the marginalized, some entities in the private sector continue to shut its doors to PWDs like Grace.

Grace’s work in the cinema does not require utmost communication skills. add to it the fact that the mall is not her employer, it is the city government. her presence there is a regulatory function on behalf of the government. For sure, she is not going to be the reason why people will watch a movie or not. her silence is no reason to drive away moviegoers. in fact, sympathy and appreciation is in order for an establishment who affords people like Grace the respect for her physical handicap and recognition of her capabilities.

What a pity Gaisano mall missed a lot of social responsibility points.

hOUGh China’s manufacturing base has gone viral, it does not make these precious chips in any significant amount — partly because foreign investors won’t set up shop, given the lax enforcement of intellectual-property rights.

China depends heavily on imported semiconductors, for which its best and closest suppliers are South Korea and Taiwan.

Semiconductor plants require enormous investment; a single factory costs $6 billion or more. They are geese, laying golden eggs. The last thing China wants is a nuclear or conventional war between its immediate neighbors that might destroy this industrial infrastructure. li Baodong, China’s envoy to the United nations, said as much in early march, after the last round of sanctions against north Korea to discourage Kim Jong-Un’s nuclear ambitions. “We are formally committed,” li insisted, “to safeguarding peace and stability on the Korean Peninsula.”

This statement is of critical importance to Washington, which should do everything possible to encourage China to take on the role of peacemaker and enforcer. The United States has played bad cop in relation to north Korea for six decades. We still have 28,500 troops on the ground in a war without end. an armistice brought the three-year civil war between north and South to a temporary halt in 1953. The peace treaty, however, never followed. modern world history shows that Band-aids need to come off for healing to happen — despite the sting. Japan’s recovery after World War ii was delayed for six years, until the allied countries finally agreed to sign a peace treaty in 1951.

Thirty years after the surrender of nazi Germany, the helsinki accords of 1975 formally established peace in europe. The accords reduced tensions across the continent and eventually led to the end of the Cold War. The 60-year delay in formally ending the Korean War has had costly repercussions. no blue-helmeted U.n. troops patrol the demilitarized zone, as in other post-conflict areas, to keep peace once it’s been established. instead, the United States has borne the expensive military burden of enforcing another country’s day-to-day defense for six decades — enabling South Korea to democratize and flourish. in addition to straining our national budget, this commitment has bought us animosity on both sides of the 38th parallel. a survey of South Korean military cadets in 2004 found that more ranked the United States as the “country’s main enemy” than ranked north Korea as the primary threat. Young americans who teach english in Seoul find signs at some restaurants saying, “no Foreigners allowed.” if not an example of the axiom “no good deed goes unpunished,” these reactions may belong in the category of nationalist responses to the long-term presence of foreigners — regardless of how helpful they may be. a former graduate student at San Diego State University, where i teach, recalls liking the cookies that friendly U.S. soldiers brought to the South Korean orphanage where he was raised in the 1980s. But he also remembers being mystified as to why the “white men” were there. it’s a question the majority of americans might have a hard time answering, given that the U.S. commitment predates their birth.

The United States has given South Korea more in the way of shelter than any competitive nation-state has given another in perhaps all world history. But this effort has hit a point of diminishing returns for everyone involved. more of the same promises little in the way of progress. it’s time for China to become umpire and peacemaker of the region, consistent with its historical record and modern aspirations.

The 60th anniversary of the Korean armistice is July 27, 2013. let’s celebrate with a peace treaty that allows Washington to bring our troops home for good.

Deciding political issues

anDiD POliTiCal SPUrT – We must look into the state of our national political parties – seeking to move them from issues to personalities, from political platforms to political patronage system. Patronage politics merely change the person in power, but it doesn’t reform the system. We really cannot institute reforms when we are under political pressures. For example, Cabinet members and top-level officials appointed by the Chief executive owe allegiance only to the appointing authority – and to one else. They came from big businesses or the elite professions and naturally, they tend to serve and protect not the masses of their countrymen but their own kind.

PriCKlY POliTiCal iSSUeS– The high incidence of illegal logging throughout the country specifically in the provinces of the Davao region is cause for serious alarm not only by environmentalist groups. The large number of people mostly from the rural communities where illegal logging is rampant confirms a series of research and surveys showing about the people’s growing dissatisfaction with local government units (lGUs).

Furthermore, it is likewise reflective of the Department of environment and natural resources (Denr X1) regional office and its attached agencies’ ineffectiveness and irresoluteness in attending to their job to say the least. Well, maybe Denr executives are too preoccupied concentrating on their “extra-curricular” activities. While most if not all of Region XI’s top to bottom local officials are trying hard to explain in frequent media interviews that they are implementing a strict anti-logging measures,

it is perceived that they have not squarely faced the causes of severe flooding and landslides, which is of course, aside from illegal logging there’s also the equally disastrous illegal mining activities and quarrying operations.

For the affected residents in floodprone and mudslide areas in many parts of the vote-rich provinces, they could say with certainty that lGUs and DENR personnel including officials of the Bureau of mines did not exert maximum efforts to minimize if not totally eradicate illegal logging, mining and quarrying activities, which could have been done by the simple expedient of urging higher authorities and various law enforcement units not to treat habitual violators with kid-glove procedures or perhaps take their responsibilities lightly.

There is a widespread belief that some local executives and environment officials are playing “lovey-dovey” and dancing to the tune orchestrated by deep-rooted and well-connected unscrupulous businessmen. With the unabated illegal logging, mining and quarrying operations, speculations are thick that they have established a so-called “unholy alliance.” This is a painful but at the same time a convincing assumption, not to mention bureaucratic bungling.

The unbearable situation of the people inundated and displaced by floodwaters and mudslides are perhaps one of the prickly social and environmental issues. as clearly shown during the latest typhoons that resulted to severe flooding and landslide incidents in different areas of the Davao region, government relief effort is nowhere near adequate and worse, marred even by confusion.

Government pledges and promises sound great and cleanly efficient but the people’s bold description whose villages are destined to be submerge again in floodwaters whenever typhoons come due to environmental destruction brought the bitter, unavoidable reality.

The upheaval is even greater for the thousands who make a living directly from the lowlands adjacent to the forested areas. not only that, the affected farmers including fisher folks will be competing with hundreds of thousands already suffering from extreme poverty and who also badly need government care and support.

With the political campaign now on full swing and reaching fever pitch, local officials particularly those seeking reelection probably are concentrating on promising the annoyed and disgusted voters that they would run after illegal loggers and miners after the polls in order to minimize if not totally stop their illegal but highly lucrative activities, which is likewise part of the government’s trust to protect and preserve the environment. Together with criminality and peace and order, these will be the deciding issues in the midterm elections scheduled for may, although we surmise any political assurance comes a little bit late.

vancement can form alliances across the political and cultural spectrum. although this argument has gained at least some currency among younger conservatives, who’ve been raised in a culture that takes gay equality as a given, it is far from becoming the conservative conventional wisdom. if anything, opponents of same-sex civil marriage see this “call for a truce” as a reflection of a basic misunderstanding about the real meaning of marriage.

The central argument against same-sex civil marriage, as advanced by socially conservative scholars like ryan anderson, robert George and Sherif Girgis, is that real marriage is a permanent and exclusive union that is inherently oriented toward the bearing and rearing of children. This connection to the rearing of children is why most opponents of same-sex civil marriage believe the state has an interest in regulating marriage but no obligation to extend it beyond opposite-sex unions. according to this view, the larger cultural changes that have made it optional to have kids, and that have made marriage less permanent and less exclusive, have badly undermined the health of marriage as an institution.

Waiting on the world to change

S the Supreme Court weighed arguments over California’s Proposition 8 and the federal Defense of marriage act last week, the cultural and political momentum in favor of same-sex civil marriage was extraordinary. One after another, prominent Democrats who had been reluctant to endorse same-sex civil marriage switched their positions, recognizing that they were in grave danger of being “on the wrong side of history” (a phrase we’re hearing a lot lately). Some of the reversals have been surprising only because they’ve come so late, as in the case of hillary Clinton. Others, like Senators Jon Tester and Kay hagan, were surprising because they represent states, montana and north Carolina, where same-sex unions aren’t recognized.

President aquino’s veto of the magna Carta for the Poor bill should not come as a surprise to us. he is not a poor Filipino. he is an elite landed Filipino, according to one of my favorite partylist representatives, luz ilagan. let’s listen to what P-noy has in his head regarding the veto: in other words, i could have played cute. i could have signed this into law, and earned brownie points, but i know the government wouldn’t be able to meet this. (Ph 3 – 4 Tr budget).

Too bad, mr. aquino’s cute remark reflects his elitist mindset and his sorry lack of understanding of poverty and the miserable plight of the poor.

(We do not help the poor, we also curb corruption); Two: Source fund from PaGCOr; Three: Tap the PCSO funds.

Gov’t steps up drive vs oil smuggling T

he government has stepped up its drive to curb oil smuggling in the country.

Presidential Spokesman edwin lacierda, in a press briefing Tuesday, said the Dept. of Finance, Bureau of Customs, and the Bureau of internal revenue, “have aggressively stepped up the campaign to curb oil smuggling, and to make sure that we bring justice to smugglers.”

“Proactively, we’ve identified some smugglers and, in fact, we’ve already filed a certain number of cases,” he noted.

DOF Secretary Cesar Purisima, in a statement, said one of the administration’s priorities is to combat smugglers directly, especially in high-risk commodities such as oil.

“We in the DOF and its attached agencies are using a proactive, i n fo r m a t i o n - d r ive n approach to fight oil smuggling. This is part of establishing ‘tuwid na daan’ (straight path) for all businesses in the Philippines,” he said. according to the latest data from the Dept. of energy, Philippine oil demand amounted to 106.9 million barrels in 2011. however, Purisima said, current BOC data only records 67.6 million barrels of oil imported in the same year, “signifying a discrepancy of 39.3 million bar-

rels that is likely made up through smuggling.” as part of the DOF’s run after The Smugglers (raTS) campaign, he said, nine cases have been filed against oil smugglers since the start of the aquino administration, with total dutiable value of products amounting to P37.97 billion. last year, the Bir issued revenue regulation 2-2012, which would have changed tax administration on petroleum products to require upfront payment of the value added tax (VaT) and excise tax on imported oil. if the oil was to be used within special economic zones and qualifying for tax exemptions, tax-exempt parties would have been able to file for refunds under rr 2-2012. implementation of rr 2-2012, however, was delayed for nearly a year due to a petition filed by 1st District Pampanga rep.

with data from the DOe and the Philippine Ports authority, on a per volume, and per vessel basis.

“The port accreditation system will prevent ‘port shopping’, and hinder unethical importers from literally evading tax collection,” said Purisima. all importers of sensitive commodities will also be asked to submit annual rolling import plans indicating quantity, type, source and location of intended port arrival.

(KCFi) for the Gawad e-Dukasyon Program, an initiative geared towards renewing enthusiasm for the agricultural sector and promoting financial literary, especially among students. This forms part of lanDBanK’s campaign towards agri-aquapreneurship to shift the perception of agriculture and fisheries, from being a traditional means of livelihood to a profitable business venture.

Under the program, lanDBanK and KCFi will produce videos on agriculture and agri-preneur-

ship, which will be aired over Knowledge Channel and complemented with e-modules that will be made available on the internet.

“By engaging students through a more modern medium that they are familiar and comfortable with, we hope to bring forward the message that agriculture and fisheries are truly viable sources of income and business.

“I never thought my fascination with flower arrangements would bloom into a career in event styling. When I was a kid, I killed boredom by picking out Santan flowers in the garden and turn them into bracelets for my friends in school. Since then, I became more interested in arts and crafts. Those skills were well put into use when I was in high school and college. I was part of this group who made props for the school plays.”

We had fun mastering all the techniques because it was something we wanted to learn when we were kids. We decided to turn this hobby into a profitmaking exercise.”

knew we could try and put to use. We have this vision of setting up big events not only with balloons, but also with paper crafts, flowers, fabric, light, candies, and decorative plates. We were unsure of where we would stand as there were already several event stylists in town who have made a name for themselves. It was merely by word of mouth that our services became known to people in our circle. At first, our availability was only limited to weekends as I had classes during weekdays. Straight after

college, I devoted myself fully to this job and we began accepting events of all kinds. We’re now on our 3rd year in business, and I’m very grateful to say that our clientele continues to improve over the years.”

In a study that followed nearly 1,000 older Finnish men for five years, researchers found those who regularly had sex at the start of the study were at lower risk of developing erectile dysfunction (ed) by the study’s end, said huffington Post.

“It’s what we in vascular surgery refer to as the ‘use it or lose it’ concept,” dr. hossein Sadeghi-Nejad, an associate professor of urology at New Jersey Medical School hackensack university Medical Center told uSNews.com.

“Sexual activity will promote maintenance of normal erectile function

down the line.”

Women need to use it or lose it as well.

Women who have sex with themselves or a partner have better vaginal lubrication and elasticity of vaginal tissues than those who are abstaining, wrote FoxNews. com. More frequent sex also goes a long way in boosting a woman’s enjoyment of sex.

Some researchers believe that there’s a psychological component as well, said WebMd. People may stop wanting sex if they go a long time without it.

Can your breath predict weight gain?

A cheeseburger to you is the same as a cheeseburger to me, right? Maybe not. A new study suggests the microorganisms in our gut could affect how efficiently we extract nutrients from food, and the presence of certain bacteria could contribute to obesity for some individuals. And we might not need an invasive procedure to find out what’s going on inside: Researchers claim simply analyzing the breath we exhale could point out who’s predisposed to obesity.

What It Is The study, published in the upcoming issue of The Journal of Clinical Endocrinology and Metabolism, analyzed breath readings from 792 people. They found that people with higher concentrations of both hydrogen and methane in their breath were more likely to have higher BMIs and more body fat.

How can this be?

Methane production in the gut is normally associated with the proliferation of Methanobrevibacter smithii (try saying that three times fast), a hydrogen-consuming

microbe which produces its namesake gas. This gas, in turn, shows up in the air we exhale. The more hydrogen available, the better this methaneproducing bacteria does.

But while more hydrogen and more methane likely indicate an excess of gut bacteria — organisms the body needs in moderate amounts for healthy digestive function — it’s still unclear exactly how they’re contributing to weight gain (or if they’re the direct culprits at all). Some researchers speculate that having more of the gasproducing bacteria could help organisms in the gut extract nutrients more efficiently, meaning some people’s bodies could

be getting more energy from the food they eat — and gaining weight as a result.

It’s also been suggested that the presence of methane slows down food in the digestive tract, giving the body more time to extract energy from food. Whatever the cause, researchers are hopeful the findings will give more insight into what happens in our intestines. They’re also working to figure out if controlling the bacteria could allow us to better combat obesity.

Is It Legit?

Yes, but maybe not for the obvious reasons. The researchers themselves aren’t sure exactly how to interpret these results.

As Science Daily reported, lead author Dr. Ruchi Mathur expressed words of caution: “We’re only beginning to understand the incredibly complex communities that live inside of us.”And while the study’s sample size wasn’t small by any means (you try asking 792 people to breathe into a test tube), the study didn’t control for factors like diet. The researchers also can’t rule out the possibility that the bacteria only thrive after a person becomes obese, which would mean the little microbes may not be the main factor in weight gain.

Whatever the underlying cause of human obesity — and it’s likely there are a bunch of factors involved — the study does illustrate that gut bacteria definitely has some relationship with weight.

We’ve also known for a while that methane and hydrogen breath tests can be good indicators of gastrointestinal disease.

The next phase of research — which Mathur’s team is currently working on — is to determine the exact relationship between M. smithii and our metabolism. The next great diet pill might have more to do with the bacteria in our guts than the food we put into them.

One study published on MedPageToday.com was conducted by Washington university School of Medicine in St. louis and “studied 142 cognitively normal people, ages 45 and older, taking part in long-term studies of memory and aging.” researchers studied the amount of time spent in bed and the actual amount of sleep people got each night for two weeks. researchers discovered that participants who had high levels of beta-amyloid42 in the cerebrospinal fluid were at an increased risk for amyloid depositions.

Amyloid depositions have been linked to the development of Alzheimer’s disease.

According to ScienceNow, “In both humans and mice, levels of a peptide called amyloid-? rise during waking hours and decline during sleep, researchers have found. They also report that sleep-deprived mice are more prone to developing deposits of amyloid-?, called plaques, like those found in the brains of Alzheimer’s patients.

Although far from proven, the finding suggests that sleep disorders could be a risk factor for Alzheimer’s.”

While Amyloid-? is found naturally in the brain, an abundance of this molecule may lead to Alzheimer’s later on in life.

In studies, sleep deprivation raised the levels of amyloid-? molecules and created more clusters of this molecule in the brain. “experiments at Washington university showed that nocturnal mice slept for 40 minutes during every hour of daylight. however, as soon brain plaques started to form the mice were sleeping for only 30 minutes.The findings suggest that people who are chronically sleep deprived may have higher levels of amyloid-? that make them more susceptible to Alzheimer’s disease,” according to a BBC News article.

Sleep patterns in Alzheimer’s patients are often already affected and tend to get worse as the disease advances, so taking proper precautions is key.

In those people already diagnosed with the disease, sleep disturbances can be caused by factors such as anxiety, depression, restless leg syndrome, or even having inadequate lighting in the room.

Will Tiger ever win the Masters again?

OUT OF THE WOODS? Tiger Woods, now back at golf’s no. 1 position, will try to win the green jacket of the US Masters again.

T

he masters doesn’t begin until april 11, but the golf world is already focusing its eyes on augusta.

This is hardly a new phenomenon, of course, but the anticipation is heightened this year because of the recent efforts of one Tiger Woods, whose play has been attracting attention of late.

Woods’ victory at the recent arnold Palmer invitational was his third this year and the 77th PGa Tour victory of his career. it also put him back atop the world rankings. it was at augusta national Golf Club that Tiger Woods truly became Tiger Woods by winning the 1997 masters at age 21. it’s hard to grasp the fact that that was 16 years ago.

The record Woods has compiled, one that includes 14 major championships (including four masters titles) is truly extraordinary.

But he hasn’t won a major

championship since 2008 and, amazingly, hasn’t won a green jacket since 2005. and the view from here is he won’t win one this year, either.

Woods will be the favorite in the eyes of a lot of people, but there are factors working against him. leaving his off-course issues aside, time has extracted its inevitable toll.

Woods is 37 years old now and his body is feeling the effects of his nearly two decades as an elite athlete. his driver often takes him east to west rather than north to south; through march 26, he was ranked 24th on the PGa Tour in driving distance but just 142nd in driving accuracy.

The real question mark for Woods, however, is his putting. at Bay hill, he looked like the Tiger of old, rolling in birdie putts from points far and near.

But he was never under serious pressure during the final round and in his

two previous wins this season at Torrey Pines and Doral, he seemed less than focused down the stretch.

We’re not dismissing what Woods has accomplished already in 2013.

But an unanswered question remains.

Does he still have the ability to handle the atmosphere of a major championship? To fight off a challenger or challengers over the last nine holes and all the way to the finish? a decade ago the answer to that question would have been obvious.

But that is no longer the case.

Since Woods last won a major, and certainly since he last won at augusta, a new group of challengers has emerged who respect his record but are not in awe of it or of him.

We still think Tiger Woods will win another major two. But the 2013 masters will not be one of them.
