Davao City to get P1.6-B infra projects

hE Department of Public Works and highways is allocating P1.6 billion worth of infrastructure projects for the three districts of Davao City next year.

Mariano Alquiza said P336 million will be the first district and P527 million for the second district to be implemented by the Davao City district engineering office while P742 million will go to the third district with the

Davao City Sub-DEO as project implementor.

Alquiza said the 2013 projects are still in the planning stage, one of which is the construction of the Ulas flyover to start in January 2013.

There are two proposed flyover projects, but the one in Matina is yet to be endorsed by the Regional Development Council (RDC 11) pending completion of the requirements,” he said.

Sara says

‘No gun ban’ during Undas T hERE will be no new gun ban during the observance of Undas (All Saints-All Souls Day) on November 1-2 in Davao City.

This was the clarification made by Mayor Sara Duterte- Carpio on Thursday following unconfirmed reports that she had issued a gun ban order for the occasion.

Duterte said a new gun ban order will be implemented during the coming Pasko Fiesta celebration in the city and not Undas.

She said some reporters may have committed an innocent mistake and

were mixed up on the dates when she was interviewed recently.

Duterte said several people have already called her up since Thursday inquiring about the gun ban, thus her decision to clarify things.

The mayor had been criticized in the past by no less than her father, Vice Mayor Rodrigo Duterte, for the localized gun ban she had been implementing during special occasions in the city.

This however did not stop her from implementing the localized gun ban which she already did twice in the past. [BOT]

Jaime said based on the peace missioners’ discussion-consultation with the barangay captain and council members, the village leaders had demanded the pullout of the military but were disappointed when Mayor Sara Duterte endorsed the PDTs during a meeting in June this year in Calinan.

That is why the barangay leaders of Pandaitan were coerced to abandon the building when the military started using

the barangay hall even if it was newly constructed and concrete, he added.

Duterte said in a text message that she did not say that the military may stay in public buildings, although she did endorse the PDTs to the barangay captains.

“In fact, the battalion commander of 69th IB has been told several times to instruct his men to set up away from areas where the public converge,” she added.

Converting a barangay hall and daycare center into a detachment violates children’s rights as provided for in Republic Act 7610, said the KABIBA Alliance for Children’s Rights.

Military using barangay hall as outpost?

ARTICIPANTS to a recent peace mission today said government troops have been using a barangay hall and daycare learning center in Barangay Pandaitan, Paquibato District , Davao City as outpost since June this year.

The 80-member mission called Exodus for Justice and Peace, which visited the barangay last October 6, called for a military pullout from the community, saying it is an urgent necessity.

NFEM actively involved against illegal logging

hE Naval Forces Eastern Mindanao (NFEM) is coordinating with other government agencies in the campaign against illegal logging.

Col. Elmer Estilles, deputy commander for marine operations of NFEM, said that last September 12 they were able to intercept illegally-cut logs from Basilan going to General Santos City. The interception of 4,200 pieces of mahogany logs worth about P3 million took place atn Tampat Point, Sarangani area.

The logs were turned over to the Department of Environmental and Natural Resources.

Also in August this year, the NFEM intercepted 50,000 board feet of illegally-cut logs in Barangay Baranayan, Palimbang, Sultan Kudarat. however, the Moro Islamic Liberation Front reportedly objected to the presence of

the NFEM elements who were there to arrest illegal loggers and confiscate the illegally-cut logs.

Estilles said the lawless elements they were referring to are not MILF members, but since they respect the peace process they decided to hold their operations where they could intercept illegally-cut logs being transported.

The new commanding officer of NFEM, Commodore Isabelo Gader, said, “the NFEM is supporting the efforts of the national government in the peace negotiations.”

A coast watch system capability exercise was conducted last September 3 to 7 in Davao City which was participated in by 31 representatives from different government agencies and local government units together with the NFEM to respond to maritime security and safety which include illegal activities.

GenSantos city council backs moves vs anti-cybercrime law T

hE General Santos City Sangguniang Panlungsod yesterday passed a resolution asking Congress to repeal or amend the assailed provisions of Republic Act 10175, otherwise known as the Cybercrime Prevention Act just hours before the Supreme Court issued a temporary restraining order (TRO) on the law.

Floor Leader Elizabeth Bagonoc, a former anchor and broadcaster at dxCP, said they are supporting the petitions filed by the National Union of Journalist of the Philippines and other media organizations that are questioning the constitutionality of RA 10175.

Bagonoc earlier invited NUJP Gensan-South Cotabato chapter chair Edwin Espejo to appear before

the SP to explain the petition of the media group.

Espejo cited at least seven provisions of the law that they deemed were repressive and unconstitutional as he urged the city councilors to rally behind their opposition to the law.

Espejo particularly cited Section 4 of RA 10175 which now defined internet libel as a criminal offense with heavier penalties compared to the libel provision under the Revised Penal Code. he said the government is turning its back against members of the press who have been calling for the decriminalization of libel.

Bagonoc, who later joined journalists and bloggers in a picket rally at Plaza heneral Santos Tuesday afternoon, said the resolution was passed

unanimously.

“It is our way of expressing our solidarity with the media,” she said.

Councilors Dan Vicente, Eduardo Leyson IV, Lourdes Casabuena and Margareth Santos also endorsed and co-sponsored the resolution.

Santos urged the media to conduct symposia in colleges and universities in the city to educate the students on the dangers of the anti-cybercrime law to the freedom of speech and the press.

“Especially among mass com(munication) students,” Santos said.

Vicente, former manager of Bombo Radyo before he was elected city councilor, agreed with the NUJP that no law shall be passed abridging the freedom of the press.

DXCP station manger Philip Salarda said the people should remain vigilant even if the Supreme Court had already issued the TRO. “The Supreme Court is yet to decide on the main case,” said Salarda, a veteran broadcaster who was active in the anti-Marcos dictatorship movement. he warned of martial law in the press if RA10175 will not be repealed or amended to remove its “unconstitutional” provisions.

Also on Tuesday, Undersecretary Abigail Valte told reporters in Malacanang the administration would respect the decision of the Supreme Court, although she said they would like to see “the specifics of the TRO.” [MindaNews]

Planning can cut costs of disasters: World Bank C ATA S T R O P h E S like Japan’s 2011 tsunami cost the world more than $3.5 trillion over the last 30 years, a conference heard Wednesday, as the World Bank called for better disaster planning.

Policymakers meeting in Sendai, the main city in Japan’s tsunami-ravaged northeast, were told that infrastructure and education in emerging economies should be designed to minimise the human and financial cost of natural disasters.

“We need a culture of prevention,” said World Bank Group President Jim Yong Kim, as the Bank said insurers estimated the economic cost of disasters in the last three decades had topped $3.5 trillion.

“No country can fully insulate itself from disaster risk, but every country can reduce its vulnerability. Better planning can help reduce damage and loss of life from disasters, and prevention can be far less costly than disaster relief and response.”

Kim was speaking after he and IMF managing director Christine Lagarde toured part of Ja-

pan’s northeast coast that was pummeled by the huge tsunami in March last year.

They visited an elementary school where 320 people -- including 71 schoolchildren -- took refuge on the roof from monster waves that struck following a 9.0 magnitude earthquake.

The Arahama elementary school also served as an emergency evacuation centre when the waters had receded because of its stocks of blankets and other emergency goods, school principal Takao Kawamura said.

“Arahama was well-prepared for tsunami disasters and children had been drilled on evacuating to the school’s roof,” Kawamura said.

At a coastal children’s park that has now become a dumping ground for tsunami debris, Lagarde told reporters she thought a lot about how youngsters had survived.

“It’s a feeling of sorrow but at the same time when you listen to how (people here) go about reconstructing and dealing with all the damage, trying to be positive about it, it’s very, very impressive,”

The tour took in parts of Japan’s northeast where huge waves swept ashore, crushing whole communities and killing almost 19,000 people, despite well-drilled plans in a country prone to earthquakes and tsunamis.

Kim said the World Bank can learn from Japan’s disaster management and reduce the price of calamities in other parts of the world.

“I think we have to remember this: This was probably the best country in the world in terms of

preparation for disasters like this. And these kinds of disasters can happen to anybody,” he said.

“The reason we are here is because we want to make the point that preparing for these kinds of disasters has got to spread.”

This is the first of a series of action plans to be drafted using the Davao Watershed Management Framework which was formulated by the Davao City Watershed Management Council (WMC), the implementing body of the Watershed Code. The WMC hopes to eventually draft action plans for all of Davao’s eight watersheds using this participatory approach.

Environmental academic experts Dr. Jessie Manuta from the Ateneo de Davao University and Dr. Ruth Gamboa of the University of the Philippines-Mindanao will be fa-

cilitating the management plan.

(IDIS) Executive Director Ann Fuertes said that this planning activity is part of the Implementing Rules and Regulations of the Watershed Code. “This activity aims to create an action plan for the Panigan-Tamugan and Talomo-Lipadas watersheds which will seek to address common issues across watersheds or resolve problems unique to each of the watershed,” Fuertes said.

This activity comes at a time when the WMC is already preparing to begin its watershed delineation project which will define the boundaries of upland areas which fall under Watershed Code protection.

The Code seeks to protect upland watershed areas by declaring these areas conservation areas and agro-forestry non-tillage areas as environmentally critical areas where resource extraction will be strictly prohibited.

Construction bodies ink MOA for contractors’ evaluation T

hE Construction Industry Authority of the Philippines (CIAP) through one of its implementing boards, the Philippine Domestic Construction Board (PDCB) forged a Memorandum of Agreement (MOA) with the Philippine Institute of Civil Engineers (PICE-Davao Chapter) to jointly implement the Construction Performance Evaluation System (CPES) in the region.

The signing took place recently during the 2012 Mindanao Construction Show and Conference.

Engr. Sonia Valdeavilla, Officer-in-Charge of the Philippine Overseas Construction Board (POCB) and PDCB, graced the activity and gave an overview on the scopeand relevance of CPES to the stakeholders in the construction industry.

Valdeavilla said the CPES is mandated under Republic Act No. 9184. Such law requires all procuring entities implementing government infrastructure projects to evaluate the performance of their contractors using the NEDA approved CPES regardless of contract amount and funding source.

As provided for in the MOA, a series of trainings on

CPES will be conducted in the Davao Region which started last month.

This milestone in strengthening the implementation of CPES by forging partnership with the private sector particularly in providing for the capability building of qualified evaluators is initiated through the CIAP Window Project by CIAP Officer-in-Charge, Director Jesus L. Motoomull .

“This endeavour will enhance the capability of existing CPES evaluators in different government procuring entities implementing infrastructure projects. The MOA signing was very timely to ensure the quality of the increasing number of government infrastructure projects in the region in 2012 and years ahead,” she said.

The MOA signing was witnessed by no less than Congressman Karlo Nograles, Representative of the 1st District, Representative Mark Sambar of the Pwersang Bayaning Atleta (PBA) Party-list, District Engineer Lorna Ricardo of the Department of Public Works and highways (DPWh) and Engr.

Exports grow 5.4% in past 8 months M

ERChANDISE exports for the first eight months of this year grew by 5.4 percent to US$35.3 billion from US$33.5 billion in the same period in 2011, despite the 9.0-percent decline for August 2012, according to the National Economic and Development Authority (NEDA).

“The Philippines is among the few economies among selected Asian countries that registered positive exports growth in the first eight months of 2012,” said NEDA officer-in-charge (OIC) Emmanuel F. Esguerra.

Citing country data, Esguerra said the Philippines is next only to Vietnam and China, which posted 18.7-percent and 7.1-percent growths, respectively, for the said period.

Other countries with positive growths were Japan (1.1%), Singapore (0.3%) and hong Kong SAR (0.1%).

On the other hand, export contractions were experienced in Indonesia (-5.9%), Taiwan (-5.6%), Korea (-1.5%) and Thailand (-1.3%) from January

Despite 9% contraction in August ‘12 to August 2012. however, for August this year, the National Statistics Office (NSO) reported that merchandise exports from the Philippines declined by 9.0 percent to US$3.8 billion from US$4.2 billion in August 2011. This was due to lower overseas sales of minerals (-62.4%), total agro-based products (-43.7%), manufactures(-1.3%), petroleum (-99.7%), and forest products (-49.8%).

Earnings from minerals dipped, as revenues significantly declined for copper metal (-100%), gold (-88.5%) and chromium ore (-21.8%).

Also, in terms of volume, exports of copper metal, gold and chromium ore fell by 100 percent, 67.6 percent and 47.1 percent, respectively.

“This decline in volume of minerals owes mainly to reduced demand from China and Europe, which weighed down international market prices,”

said Esguerra.

Likewise, total agro-based exports in August 2012 contracted year-on-year due to lower sales of coconut products which posted a 51.7 percent drop.

“Lower receipts from coconut oil (-50.5%) and desiccated coconut (-82.3%) greatly affected exports for coconut products. This can be attributed to both low volume of outward shipments and declining prices in the international market,” said Esguerra.

Meanwhile, overseas sales of manufactured goods slightly fell by 1.3 percent in August 2012, a turnaround from the sustained growth recorded since January 2012.

“The decline in the export of manufactured goods partly reflected the steeper-than-expected downturn in global manufacturing as a result of declining levels of new businesses and excess capacity,” he explained.

barges owned by the National Power Corporation (NPC) are from Iloilo City and has maximum capacity of 100 megawatts (MW) each.

She, however, said that since these power barges are already old their individual capacity now may be less than 100 MW. She said she is yet to learn when the barges would arrive in their mooring sites, in General Santos City and in Cagayan de Oro City.

“The crucial moment will be during the overlapping period when two units will be totally shut down,” Capulong told reporters. however, she said Davao and Cagayan de Oro cities are spared from twohour rotating brownout as a result of the shutdown because the distribution utilities in these cities have enough power supply.

There will still be power deficit in Mindanao even when Steag resumes its operation because its allowable capacity will only be 190-200MW, she added.

Remaining fund for P1-B road project in GenSan due next year

ENERAL Santos City government is expecting the full release early next year of the remaining P300 million funding for the completion of the P1 billion city circumferential road project.

City Mayor Darlene Antonino-Custodio said the local government recently received a notice from the Department of Budget and Management (DBM) that it has already programmed the release of the required appropriation for the 30-kilometer road project starting the first quarter of 2013.

She said the project’s funding would be sourced from the government’s 2013 national budget and its savings for 2012. “(DBM) Secretary Butch (Florencio Abad) assured that the remaining funds for the project is already in place,” Custodio said in a press conference.

The mayor said the additional funding would be utilized to complete the project’s remaining component roads, bridges and acquisition of the road right of way.

In the last two years, she said the national government already released around P700 million for the project, which was earlier endorsed by the

Regional Development Council of Region 12 as among the region’s priority infrastructure initiatives.

The road network starts from the diversion road along the General Santos-Davao highway in Barangay Katangawan and stretches to the Sinawal road along the General Santos-Isulan highway in Barangay Apopong and the airport road in Barangay Fatima.

The Department of Public Works and highways already completed the construction of the road network’s component bridge that connects Barangays Fatima and Sinawal and the concreting and upgrading of about a kilometer of the eastern section of the Sinawal road in Barangay Apopong.

Mayor Custodio said the completion of the project will mainly decongest traffic along the city’s major streets and provide a better linkage for the city’s peripheral areas.

A report from the DPWh Region 12 noted that the circumferential road is also expected to bring economic impact through easy facilitation of transporting of goods to and from the seaport, fishport and the city airport.

In a six-page ruling, the Comelec en banc decided that Ako Bicol, which topped the party-list groups in the 2010 elections, was after all not qualified because it does not represent a marginalized sector as contemplated in the party-list system.

The 12 other groups disqualified by the landmark Comelec resolution were 1-Aani, 1-Bro Philippine Guardians Brotherhood Inc/, 1-Guardians Nationalist of the Philippines Inc. According to yesterday’s headline story of Philippine Daily Inquirer, the first nominee of Yes We Can is Maynard Lapid, a son of Senator Lito Lapid. Now, every Filipino and his uncle know that Rep. Mikey Arroyo, son of former President, now Rep. Gloria Macapagal Arroyo, represents Ang Galing Pinoy, a party-list of security guards!

It is said that some party-list groups were organized by regular political parties.

Certain people, politicians in power and those who can’t win elections, have been making a mockery of the party-list system.

Yes, some power-hungry people are capable of doing anything, short of pawning their souls to the devil, to borrow a wise-crack from street smarts.

Indeed, Comelec’s action of disqualifying them is a perfect move in the right direction.

No wonder the common reaction of Filipinos to yesterday’s news about the axing was “Why only them? Comelec should axe more!”

And why not?

“But still Gen. Bautista did not suspect any bad omen was going to happen,” Bañez said.

“Gen. Bautista went there to have peace with the rebels, no more, no less,” he added. “however, it was weird that Usman Sali and his men did not show up,” he said.

“Then three to four men suddenly showed up as Bautista and his troops sat down on a long table waiting for Usman Sali,” Bañez said.

“All of a sudden, a burst of automatic gunfire reverberated all over the area and Gen. Bautista and his officers and men were killed instantly like sitting ducks, unaware of what hit them,” Bañez said with tears in his eyes.

“It was a bloodbath. Worse, Sali and his men hacked the already dead soldiers, including Gen. Bautista. The hapless soldiers sustained hack wounds all over their bodies.

It was brutality of the first degree,” he said.

The current commanding general of the Philippine Army, Lt. Gen. Emmanuel T. Bautista, was a plebe at the Philippine Military Academy when his father, Brig. Gen. Teodulfo Bautista was killed, together with 34 other soldiers in the infamous Patikul massacre at the height of the Moro rebellion in Mindanao.

The youthful Bautista then was devastated when he was informed about the tragic death of his father.

Although knowing a soldier could be killed in combat any time, he apparently did not expect the way his father and the other soldiers were mercilessly butchered when they were lured into a supposed “peace talk” with Usman Sali.

This writer was then covering the defense and military beat when the massacre was announced by then Defense Minister and now Senate President Juan Ponce Enrile and then AFP chief Gen. Romeo C. Espino.

The government under then President Ferdinand E. Marcos was shocked about the massacre.

But despite the incident that befell on his family, the young Bautista continued his studies at PMA, the country’s premier military school, and placed seventh among 161 graduates in 1981.

Following the footstep of his father, the young Bautista distinguished himself as a well-round combat officer, having been assigned in insurgency-infested areas in the country.

Before he was named by President Benigno S. Aquino III as the 24th Army commanding general, Bautista was the commander of the 3rd Infantry Division based on Panay Island.

Though a combat officer and trained as a scout ranger, an Army elite unit whose mission is mostly to penetrate behind enemy lines, the young Bautista, like his fater, is a warrior with a soft heart when he formulated the AFP’s new Internal Peace and Security Plan (IPSP), popularly known as “Bayanihan,” during his stint as AFP deputy chief of staff for operations (J3).

The plan involves innovative approaches and paradigm shifts in winning the peace in the government’s counter-insurgency program, stressing more in the implementation of livelihood projects in rebel-infested areas.

This has resulted in the mass surrender of rebels.

When he was commander of the 3rd Army Division, Bautista personally carried out the implementation of the “Bayanihan” program in Western Visayas and partly Central Visayas, particularly Negros Oriental and Siquijor.

Bautista also commanded the famed 24th Infantry Battalion, the 7th Scout Ranger Company, 1st Scout Ranger Regiment, and served as platoon leader of the 26th Infantry Battalion, 4th Infantry Division. These assignments exposed him to various operational areas in Luzon, Visayas and Mindanao.

Bautista continued to excel academically, finishing at the top of his class in the following courses: Scout Ranger Course, Infantry Officer Advance Course, and the Army Command and General Staff Course. he is also a graduate of the Joint & Combined Warfighting Course at the Joint Forces Staff College, Virginia, USA; the Grade II Staff and Tactics Course in New Zealand; Symposium on East Asian Security (SEAS), honolulu, hawaii, USA; and Security Sector Development at the Asia- Pacific Center for Security Studies, honolulu, hawaii. he also has a Master’s Degree in Business Administration from the University of the Philippines-Diliman. Challenge after the Framework Agreement on the Bangsamoro

OVEREignty-based conflicts are essentially war of ideas and ideologies. No matter how reprehensible an idea may be, one does not kill it with a bullet. Rather, you kill it with a better idea. Tomorrow, the army may be able to capture Umbra Kato, leader of the breakaway faction Bangsamoro Islamic Freedom Fighters. The next day, another Umbra Kato will step in and lead the group. Today, police forces may kill a father-freedom fighter. Someday, his son will pick up the gun and kill a police officer.

There is much euphoria about this coming Monday’s signing of the Framework Agreement on the Bangsamoro.

I, myself, share the same euphoric feelings. We applaud the government and MILF panels for straightforward and candid talks. These are necessary for a peace negotiation to commence. Equally laudable is the substantial transparency on various negotiation points. MILF, specifically, took significant strides by conducting series of multi-sectoral consultations and creative engagements, particularly among Christian stakeholders that their fears may be allayed.

Those are praiseworthy and commendable acts on the part of the MILF. Peace and stability are some of the essential ingredients for economic growth.

Of the many industries in Mindanao, tourism is the most fragile and sensitive to these conflicts. It even behaves like the stock market. Mere rumor has the potential to send tourists and investors away. Tourism investors profit by selling experience as a product. By its very nature, it requires the transport of tourists into the area. For other industries,

like manufacturing, agriculture, mining, fishing, etc., as long as farms and factories are intact, despite bombs falling around, and as long as workers keep on reporting to work, it is business as usual. You just ship out the goods and still profit from it. It is different in the tourism sector.

The Framework Agreement is only the first of documents that will be inked between parties. It only sets the direction and the framework within which future agreements will be forged. The Annexes and the Basic Law, both of them must get congressional approval and pass constitutional test, will contain the more extensive details. The signing of the Framework Agreement on Monday will be momentous. When the 32nd GPh-MILF Formal Exploratory Talks were concluded in Kuala Lumpur last October 7, MILF Peace Panel Chair Mohagher Iqbal was reportedly shedding tears. Two of his panel members were holding back theirs. Decades ago, they were fighting government forces for neglect and the failed ARMM experiment.

Last Saturday, they were fighting their emotions.

When the Tripoli Agreement and the consequent peace agreement between the government and the MNLF were signed, MILF was practically a small group, with few members and confined

to a small area in Mindanao. After the euphoria subsided and patronage politics, among others, soon corrupted the essence of the ARMM experiment, MILF eventually emerged as a formidable force engaged in the same sovereignty-based conflict. MILF is a force to reckon with that the government saw it fit to ink a second peace agreement for Mindanao.

The biggest challenge that faces the government, MILF and the new Bangsamoro political entity is how to prevent the emergence of groups that will someday engage in yet another sovereignty-based conflict with the authorities. Either new groups will be established or existing factions will be transformed into a liberation movement. Some of them are initially established for non-political reasons. The Framework Agreement is silent on this. The challenge, therefore, is to how address it. Find the root causes and direct solutions to the grassroots level. When a group of people becomes alienated and feels exploited and neglected, they are likely to rebel against established authorities. With firearms seemingly available practically anywhere in Mindanao’s hinterlands, it is not altogether difficult to form another armed liberation movement.

That potential failure explains why peace in Israel, for example, remains elusive. Agreements are reactionary and no serious mechanisms are put in place to address core and grassroots causes. If we are to enjoy lasting peace in Mindanao, we must face the challenge. And the government and MILF alone cannot do it. We, ordinary Mindanaons, have a large role to play. The challenge begins now and it begins inside us.

I say it again. The difficult part has just started. The road will still be bumpy.

So let me caution those who think it’s a done deal already. Let me remind the talking heads not to gush over it. The best tack now is to view it with guarded optimism. Let’s also lower the euphoria an manage everyone’s expectations.

But “let’s all stay the course” whatever it takes.

The “devil is in the detail”. And take it from me. I was there myself before.

was in Vancouver, British Columbia on my way to Los Angeles when I got word that a Peace Framework Agreement was signed between the government and the MILF. Great news! This is a great relief! We congratulate the MILF and the government for making this happen. Let’s make this clear at the outset.

This is NOT the Final Peace Agreement yet. This is just a “framework” that will guide the Panels hereon in the further negotiations. It’s a roadmap that both sides will use as reference as they travel the not-so-easy road towards its final destination: a comprehensive peace pact.

Of course, there are so many blanks to fill yet. And many dots to connect.

There are phrases, words, provisions -- even commas –that have meanings that outsiders like us cannot immediately decipher. Motherhood statements spread liberally and generously in the agreement can be interpreted in many different ways. Others are not immediately understandable to those who are not privy to the nitty-gritty of the closed door meetings.

I am sure that after the initial euphoria over the announcement of this breakthrough, many sectors will start scrutinizing the agreement word for word,

By JeSS G. dureza comma for comma. Others will start giving their own interpretations and their own read. There will be others who will zero in on the negatives. Several will view it through the prism of their own self-interest and ignore the “big picture”.

Yes, it’s not a walk in the park hereon.

The public scrutiny will start. Expectedly, the two sides with their panels will play to their own gallery. The GPh will give meanings and explanations that will make sure that the sacrosanct constitution and the laws are not breached.

On the other hand, the MILF will assuage its Bangsamoro constituency that they have not betrayed, nor abandoned or squandered on their generations-old aspiration for self determination. This is the hard part, I tell you. One side has to give and both sides have to accommodate. Can’t think how this can be easily reconciled with both sides holding sacred their own position in this issue.

This was the crux before. This was the “breakaway” issue before.

This is where we should all gingerly and carefully tread to avoid another pitfall of the past. Be prepared to hear some

hOEVER wins the U.S. presidential election will preside over a relative decline in the country’s global economic position. he should, but probably will not, accept the inevitable.

There was a time when almost everything about the American economy set the world standard. In 1960, The United States was the world’s largest market. It had by far the most developed infrastructure, easily the best educational system and undoubtedly the most business-friendly government. It was the source of most innovations, from safe highways and comfortable suburban houses to computers and advanced pharmaceuticals.

Those days are long gone. The creation of the European Union has left the U.S. market in second place. Overall, the infrastructure in Europe and Japan is at least as advanced. The United States is still the global leader in many areas of industry, education and government, but it has fallen behind in some, and the gaps have narrowed in all.

The automobile industry provides a good example of the trend. Researchers Joyce Dargay, Dermot Gately and Martin Sommer point out that in 1960 the United States had 411 vehicles for every 1000 people, while Sweden, then the European leader, had 175, only 43 percent as much.

By 2002, the U.S. ratio had almost doubled to 812, but the ratio in the current European leader, Italy, had increased much faster – to 656 or 81 percent of the U.S. level. In Japan the ratio moved from 19 to 599. Almost inevitably, in the interim the United States lost its clear pre-eminence in automotive design and manufacturing.

The principal cause of the end of American economic predominance is the sincerest form of flattery: imitation. Other countries have learned from the American teacher, and copying proved easier than creation. Some of the students learned so much that they are now teachers. The catch-up was only hastened by American economic weaknesses, most notably insufficient investment in infrastructure, a persistent trade deficit in manufactured goods and financial mismanagement.

None of these problems as well as the painfully slow recovery from the 2009 recession is likely to have much effect on the basic pattern in the next presidential term or for many terms thereafter: the U.S. economy will continue to advance, but much of the rest of the world will advance faster. The largest relative losses will no longer be to Western Europe and Japan, which are basically in the same economic position as the United States. They are rich and slowly getting richer despite financial, social and demographic weaknesses. however, about 80 percent of the world’s population live in countries which have a long way to go to catch up to global standards. Some may languish, but others will move fast enough along the path towards prosperity to ensure that America’s lead narrows.

What should the next President do? he should recognise reality. The truth may be painful, but it is better to know. An American president will be better at promoting American interests if he does not assume he has the right to set the global agenda on trade, finance or technology. Recognition will also make him better at calibrating military and diplomatic ambitions to economic reality. The president might just be more motivated to address domestic economic weaknesses if he has no notions of inevitable national superiority.

After he admits the hard truth, he should relax. Not only is there nothing much to be done, but the relative decline of the United States is basically a good thing. More extensive prosperity is good and lesser global economic inequality is even better. Americans who believe in the nation’s manifest destiny to teach the world the right way to live can be pleased that one part of the American dream, the tremendous economic enterprise, is becoming more of a global reality.

Finally, he should act responsibly. Although the American economic era is slowly ending, the country has a disproportionate residual importance. Its currency is the global reserve and its research universities remain the world’s best. In many parts of the globe, America is considered almost as much the archetypical land of opportunity as it was a few decades ago. A president who wishes to conserve as much of the country’s position as possible would do his best to nurture these legacies. For example, he would try to reverse the current fiscal and monetary policies, which might have been designed to make the dollar untrustworthy.

Unfortunately, neither candidate shows much sign of taking my advice. At least in public, they vie to show more confidence in American greatness. Such boosterism may be an electoral necessity, but it is poor preparation for dealing with the challenge. In the 19th century, France suffered from refusing to recognise that the Napoleonic conquests marked the peak of the nation’s influence. The UK repeated the mistake in the 20th century. The United States looks all too likely to do the same.

“The pope prays for all Arabic speakers. May God bless you all!” the pope said in Arabic at the audience, after a bishop read out an Arabic translation of the pope’s comments praising the results of the Second Vatican Council.

The landmark Council, which began 50 years ago this week, is a “compass” for the Catholic Church “in the middle of the storms”, the pope said.

As a young reformer, the then Joseph Ratzinger took part in the Council, better known as Vatican II, which revolutionised Catholic rituals.

The Council brought together 2,250 bishops and lasted from 1962 until 1965.

The pope has always defended the 15 “constitutions” adopted by the Council despite complaints from traditionalists in the Church over several reforms.

Now, watching a video is one thing, while actually subscribing to a channel is a whole different ball game. For a person to subscribe to a youtube channel it has to be: 1.) filled with great content.

2.) updated regularly, and 3.) be entertaining to the subscriber.

Unfortunately, actually finding channels that are worth your time in a site that is filled with gazillions of random videos may not be as easy as the three-step process above. Thankfully (for you), I have rounded up some of the most interesting youtube channels that are worth subscribing to, or at the very least, checking out.

1.Youtube Channel: Househacker The channel features videos of “life hacks” or simple tips that help solve everyday problems or inconveniences using common household items. The tips are usually contrib-

uted by other youtubers and are dramatized by the people behind househacker to show you exactly how to use the tips. These life hack videos are about two to three minutes long and are collections of tensecond tips that actually figure to be very handy.

Some popular tips include how to make your own stylus, how to unclog a shower head, how to clean your windows with cola, and how to unseal an envelope.

2.Youtube Channel: StarKid Productions StarKid Productions is a channel that is full of full length musicals divided into several youtube videos. The channel rose to popularity with A Very Potter Musical, a pardody based on the JK Rowling novel, harry Potter. The star of the online musical is Darren Chris, the halfFilipino star of hit televi-

sion series, Glee. Chris also writes and composes the songs in A Very Potter Musical with his friend AJ holmes. 5.Youtube Channel: Tipsy Bartender The Tipsy Bartender is a youtube channel that teaches viewers how to make cocktails. Unlike most bartending channels on youtube, this one actually has some entertainment value in it. The videos on the channel are usually hosted by a very attractive girl who shares recipes of cocktails that give a nod to pop culture like cocktails named after the popular television show, Walking Dead. Tipsy Bartneder also shares videos on how to spike the most mundane ingredients like gummy bears or a 7-11 Slurpee to turn it into really good (and really potent) party fare. Younghusbands’ return to Azkals hits another snag T hE return of the Younghusbands to the Azkals will be re-set to a later date as the brothers could not make it to their original Tuesday flight schedule forcing the Philippine Football Federation to keep them out of the friendly against Bahrain tomorrow.

With their flight re-scheduled to Friday, Phil and James Younghusband will play in Loyola Meralco Sparks’ opening match in the United Football League Cup against Laos FC today at the University of Makati football field.

“The Younghusband brothers were given a call up but their management intimated that they have a previous commitment that they could not cancel making them unavailable to fly out Tuesday as the coaching staff requested,” PFF communications head Ebong Joson told philstar.com in a text message.

The brothers tried to negotiate to leave Wednesday night but the PFF deemed it too close to the match against Bah-

rain.

“With all these, the Azkals coaching staff and management decided that it is best if they join the squad in Kuwait so that they have time to recuperate,” Joson added.

The Azkals will face Kuwait national team on Oct. 16.

Most of the Azkals left for Bahrain last Sunday for their 10-day Middle East training camp which included two friendlies against Bahrain and Kuwait. A scrimmage against Bahrain’s under-23 team using the roster that won the Peace Cup title was scrapped from the original schedule due to the unavailability of the host’s junior squad.

“Unfortunately, Bahrain’s Under-23 has to schedule something else and declined the invitation. I would have wanted to field our Peace Cup team against Bahrain’s under-23 just to check their level of play,” said Azkals team manager Dan Palami last weekend before the team left. “We’ll try to arrange a scrimmage against the commercial clubs there.”

MVP willing to lead Philippine sports

USINESSMAN Manuel V. Pangilinan would be willing to be president of the Philippine Olympic Committee, according to one of his most trusted lieutenants.

In a statement, Ricky Vargas said his principal “would be open to lead Philippine sports, if asked,” referring to the clamor for the sports patron to run for the top POC post.

Vargas is one of the most trusted men in the businessman’s inner circle, serving on the Board of Directors of Metro Pacific and chief executive officer of Maynilad, both of which are chaired by Pangilinan.

Vargas also shares his boss’s passion for sports, serving as a representative to the PBA Board of Governors for Talk ‘N Text, as well as vice-chairman of the Samahang Basketbol ng Pilipinas and president of the Amateur Boxing Association of the Philippines, two national sports associations with which

Pangilinan is also involved. “he is in the best position to… bring Philippine sports to a new level of performance,” said Vargas of Pangilinan. “Time for the NSAs to speak up if they want change, otherwise let the status quo remain.”

According to a source of the Philippine News Agency, some NSA leaders gave Pangilinan assurance that he will get the necessary votes to win against incumbent POC president Jose “Peping” Cojuangco, who is running for a third term.

“Many of those on the fence have indicated they will support MVP should he declare himself available,” added the PNA source.

Vargas’ statement comes on the heels of a blowup involving the ABAP and the Philippine Sports Commission whose chairman, Richie Garcia, is a known Cojuangco ally. Vargas belied claims by Garcia that the ABAP is practicing favoritism in the selection of boxers.

The European Tour is expected to announce soon that participation in the Ryder Cup, Presidents Cup and Seve Trophy will count toward the 13 events needed for tour membership.
