He Department of agriculture (Da) in region 12 pushed for the development of around 120 hectares of garlic and yellow bulb onion plantations to cope with the growing demand of the high-value spices.

Jocelyn torres, Da-region 12’s focal person for onion and garlic, said “we are currently drawing up plans for the opening in the coming months of 100 ha of yellow bulb onion and 20 ha of garlic plantations within the region’s four provinces.”

She said they pushed for such initiative to take advantage of the area’s suitability for the production of the two spices. as part of the initiative, Da-12 launched this month a development program for onion bulb and garlic at the Da-Central Mindanao Integrated agricultural research Center (CeMIarC) research Outreach Station for Upland and lowland based in Barangay Bololmala, tupi town in South Cotabato. torres said the effort was pushed “to increase the

production of garlic and onion and also to help farmers in the region earn a living from crops considered in the locality as alternatives.”

Danilo Centillas, HVCDP regional coordinator, said the program is Da’s answer to the increasing demand of garlic and onion in the markets.

“It aims to enhance the production of onion and garlic through open field off-season planting to boost their supplies during the fourth quarter of the year,” he said.

He Philippine Coast Guard said that it is ready to respond in cases of oil spills in the Davao Gulf.

Captain George Ursab, commander of the Coast Guard District Southeastern Mindanao, said that the PCG has the equipment to respond to spills and leakages of oil and other hazardous materials. the PCG in the district is equipped with marine pollution booms, a skimmer to recover oil, holding tank and power packs used to siphon off oil from the waters. aside from response equipment the PCG is annually inspecting oil depots to determine if they have oil spill contingency plans, this with necessary measures to prevent oil spills and

equipment to immediately respond to incidents.

Ursabia said that time is the essence in oil spills, “the earlier, the better response.” there have been no recorded oil spills in the Davao Gulf in the past decades, Ursabia bared. the last recorded oil spill was in the late 1980s when a ship sank in the Davao Gulf and spilled oil.

However despite the readiness, Ursabia admitted that the PCG district cannot handle on their own large oil spills as big as the one which occurred in Guimaras in 2006.

He said that responding to large oil spills will entail redeployment of additional equipment from other Coast Guard stockpiles across the country.

Forestry expert proposes anti-illegal logging police

forestry expert believes it’s time for government to institute at the Department of environment and natural resources an armed unit trained in enforcing Philippine forestry laws and in preventing illegal logging nationwide.

“Government must enact a law creating a police bureau under Denr,” said lawyer/ forester wilfrido Pollisco, a former regional executive director of the agency. the bureau’s creation is among anti-illegal logging proposals he presented during the national Conference on Forest law enforcement, Governance and trade by the Society of Filipino Foresters Inc. held this week at Subic Freeport Zone in Zambales.

Data presented during the conference show Philippine forest cover in 2004 already shrank to some seven million hectares only from about 27 million hectares in 1575, raising urgency for forest protection.

Pollisco is proposing the bureau’s creation as he observed more and more forest guards are dying in the line of duty and at the hands of armed illegal logging perpetrators.

“Our forest guards are unarmed and defenseless,” he noted.

Denr Secretary ramon Paje earlier expressed the same concern, noting the country is already losing one forest protection officer every

10 days.

Over 20 of such officers were already killed for protecting Philippine forests, he said.

He proposed elevating to a police and military operation the government’s anti-illegal logging campaign in hotspot Caraga region.

Pollisco said members of the proposed police bureau can be existing operatives of the police and military. an option can be graduates of Philippine national Police academy and Philippine Military academy to be recruited for the proposed bureau and trained to counter illegal loggers, he noted. “with the bureau’s establishment, professional foresters and forest guards can focus on forestry’s technical concerns instead of having to do the hazardous task of protecting our forests,” he said. last year, Malacanang issued executive Order 23 which bans logging in the country’s natural and residual forests.

Such forests are composed of indigenous tree species not planted by man. eO 23 also ordered the creation of the task force assigned to curb illegal logging nationwide. the task force’s assistant executive Director Herminigildo Defiesta said government prioritized deputizing, as environment and natural resources officers in Caraga, Maritime Industry authority personnel and operatives from the police, military and coast guard.

Due to over five decades of commercial logging and agricultural expansion, what is left of the forest cover of arakan are only isolated forest fragments in the mountain ranges of Mahuson, Sinaka and KaBIKU. these forest fragments prove to be bio-

logically and ecologically important as these have been home to the Philippine eagle. Sinaka and Mahuson are where two wild pairs of Philippine eagles have been breeding at lease since 1992. likewise, Sinaka is regarded as one of the world’s important bird areas due to the relatively high proportion of unique threatened birds it contains.

Mahuson also has a unique mammalian assemblage as exemplified by the existence of the Philippine large-headed fruit bat. the Globe arakan xC event is being supported by leading global ICt solutions provider Huawei, Gerry’s Grill and the ayala Business Club – Davao composed of about 30 members including ayala land, avida, and Bank of the Philippine Islands.

Globe legacy network better than Smart’s upgraded network NTC test results show Globe 2x better in grade of service

recent network benchmark test conducted by the national telecommunications Commission (ntC), comparing the Grade of Service and overall signal quality of both Globe telecom and Smart Communications against ntC Cellular Mobile telephone System (CMtS) standards showed the Globe legacy network outperforming competition’s recently modernized network in terms of grade of service. the Globe legacy network also performed at parity with the upgraded network of Smart in almost all other metrics.

In the most important benchmark where the ntC has an applied industry standard consisting of Grade of Service or Call Setup Failure rate (CSFr), Globe telecom’s legacy network outperformed its competition who has widely announced its network upgrade completion. with the Grade of Service or CSFr standard set by the ntC at 4%, Globe recorded a nearly identical 4.45% while Smart registered a distant 9.95% (closer to the industry standard is better). this means that call success rates are higher using the Globe legacy network at 95.55%. For consumers, the experience is that it is easier to call using the Globe legacy network with more calls getting connected even at first try.

For Drop Call rate, the ntC standard is 2%, and test results showed both telcos performed within the standard with Globe registering 1.6% at parity with Smart’s 1.5%. Clearly, the results belie the claims made by Smart in its multi-million negative advertising campaigns pointing out drop calls and difficulty in making calls within the Globe legacy network.

In terms of Call Set Up time, both telcos performed within the acceptable standard of below 14 seconds. the Globe legacy network

performed at parity with 11.9 seconds versus the Smart upgraded network at 11.74 seconds. this is a measure of how fast domestic calls get connected from one number to the other.

Other metrics in the study included average Signal Quality with a minimum acceptable range of 0-4, the closer to 0, the better. the telcos performed at parity, both performing above 0.50. the final metric is the average receive Signal level with a minimum acceptable range of -85 dBm. Both telcos did not make it to the standard. the ntC benchmark study was conducted during the second quarter of 2012 in sixteen cities in Metro Manila, through network drive tests using prepaid SIMs of both telcos with a sample size of over 3,000 test calls. ntC Commissioner Gamaliel Cordoba earlier called the attention of both Globe telecom and Smart Communications on what he referred to as increasing complaints from customers about drop calls and undelivered text messages, asking both firms to explain the causes for the disruptions and to give a timetable for completion of their network modernization programs.

Globe telecom President and CeO ernest Cu in his reaction to the recent ntC benchmark results said, ”It is now clear who is telling the truth and really giving good service to the public even with just our legacy network. Competition has claimed they are done with their upgrade and there’s no denying the official results from ntC quality tests show their upgraded network performs even below ntC standards. as soon as we fully fire up our brand new network, our subscribers and the entire nation will enjoy a whole new mobile experience that is once again pioneered

Chief Justice and the ongoing expose and prosecution of scams perpetrated during the past administration are well appreciated by the people. expectedly, the picture is not all rosy. the Philippines continues to be haunted by massive poverty, criminality exacerbated by rogue cops, insurgency, terrorism, health issues, environment degradation, and the eminent and present danger posed by the debilitating effects of climate change. Hen Chris and his brother-in-law andy lord mark their birthday anniversaries in October, they will receive greetings by email and facebook.com -- from family and thousands of friends they have made and are connected to them through social networks. the inroads of technology have made sending birthday cards an otherwise onerous activity, particularly by those who have made their work environments and other places their comfort zones.

In the generation of andy lord’s parents, cards -- birthday, Christmas and other occasions -– received, particularly if the card had some long hand, was always a blessing that gave them muscles of emotion for years. with cyber technology up, including the invasion of mobiles and iPods in the fast-paced human environment, sending of birthday cards by post is slowly becoming a dying – but still good – tradition, especially among Filipinos. the younger generations – even those in pre-school years – have become too familiar with the line of portable media players created by and marketed worldwide, the product line-up consisting of the hard drive-based iPod classic, the touch screen iPod touch, the compact iPod nano and the ultra-compact iPod shuffle. the immediate ancestors of pre-schoolers, to the amazement of some of the pre-schoolers’ grandparents, can unleash like some machine gun outburst that iPod classic models store media on an internal hard drive, while all other models use flash memory.

Chris, a government employee for nearly two decades now, will be among the few who will be receiving by post — the snailpaced system of delivery by mails in the Philippines despite – a card on his birthday on Oct. 4, exactly 18 days before andy lord himself marks his milestone.

Greetings by phone calls or via email and facebook.com accounts, among others in the social network system, during birthday anniversaries fly thick from whichever direction and continent, a kind of “connecting” with each other in real time.

One source, speaking on condition of anonymity, said sending greetings through the social network accounts “is fast and reliable since the greetings are read on the day of the celebration itself.”

But there are those who say that ecards, most of which are customized, sent by email can easily be blocked in spam filters and will not be read by the recipient.

Sometimes, some sources say, a person can create his own greetings which carry his sentiments, using personal images and messages straight from the heart.

Some ecards can now be customized, which means the sender can change the appearance or features of the card to suit the sender’s tastes or needs – much like a photographer customizing his camera’s basic settings. there are those who argue that a card sent by post, by family or very close friends, adds a personal touch with the hand writing and the signature to chase the writ greeting in an easily readable type and font. and the card, in various colors and sizes and sometimes with illustrations, most likely will keep the card for life and remember the thoughts that have been post scripted.

Drink ‘bahalina’ all you can and get ‘no hangover’

Or non-drinkers, this beverage would often be mistaken as vinegar because of its sour smell as well as its color.

For others, they would inaccurately describe it as tuba or coconut wine. But the longer it is aged, the more it tastes better. this is called bahalina. like tuba or coconut wine, bahalina is also derived from coconut saps.

But bahalina undergoes a natural distillation process for at least a month.

Known to have originated in leyte, bahalina is one of the most popular local wines in some parts of Samar and Bohol provinces.

In the coastal Barangay San Juan in agdao district this city, a native of Bohol has been making bahalina for almost 30 years now.

Hedo arcay, a native of alicia town in Bohol, used to be a sales agent of a giant soft drinks company in the early 1980s. arcay told Mindanews that when he arrived in Davao in the late 1970s, he worked as a vendor for a sidewalk store owned by his aunt. later, he learned that a soft drinks company was looking for sales agent to go around the different parts of Mindanao.

“I applied and I was eventually hired as a sales agent of Pepsi [Cola Products Philippines, Inc.],” recalled arcay.

But due to the risk of being a sales agent, he considered quitting his job. “robbery hold-up was so rampant during those days, I was scared.” while he was still employed at the soft drinks company, arcay started processing tuba that he sourced from the local farmers. at first, he just wanted to give it a try if the people in Davao will like the bahalina.

“It went well, the people liked it. So I continued this business until I decided to quit my job because I’m earning well from bahalina,” said the 61-year old winemaker.

He recalled that bahalina making has been a part of his childhood back in his hometown.

Bahalina is popular in Panglao Island, where it is also served in some beach resorts along with other popular beverages, arcay said.

Processing bahalina, arcay explained, requires a lot of patience because he has to ensure that each gallon-size bottle is always clean. “everyday, I make sure that the empty bottles are cleaned. and I also strain the newly delivered tuba almost all day long. For every 16 gallons of tuba that I strain, a gallon is lost,” he said.

Straining is part of the bahalina-making process to purify the newly-harvested tuba, said arcay, adding that this will separate the sediments. after transferring the bahalina from the bottle to the customer’s container, he immediately washes the bottle with soap and water. arcay has a regular tuba supplier from toril district, which is around 20 kilometers from Barangay San Juan. the tuba must be at its best quality, otherwise it will not produce a good quality bahalina. “My supplier ensures that it is the best tuba.

One hundred percent tuba,” he said.

Basement lab arcay has no especially built facility to process his bahalina. Instead, he utilizes the basement of his house, where he stores around 2,000 one-gallon size bottles. the size of the basement is about 360 square feet. Many of his bottles today are still the same bottles that he used when he was starting the business. arcay has devised his own system of

piling the bottles according to age. “It is important to organize these bottles very well given the number. For now, only me can identify which one is a month old or the eight-month old.” at the basement, the bottles are piled in three layers and each layer is divided by a plywood sheet. arcay said the bahalina should be stored in a cool place and away from direct sunlight; otherwise it will become sour and eventually become vinegar. “when storing, the bottles should be filled up to its mouth. then it should be airtight, otherwise molds will develop and it will become vinegar,” he explained. recommended mix Some prefers to drink the pure bahalina. Others would like to drink it with a combination of a cola drink or a grape juice. arcay recommends a liter of Pepsi or Pop Cola for every gallon of bahalina. It holds the same for the grape juice.

He stressed that the longer the bahalina is aged, the better it gets. the Boholano sells his bahalina for P60 per gallon, adding that it is best paired with grilled fish or meat. “what is good about bahalina is that you would not experience any hangover the following day even if you would have a drinking spree,” he stressed.

Source of living For years, arcay said he was able to send his children to school because of the bahalina business. One of them has already graduated from college and now works as the finance officer of a soft drinks retailer. One quit schooling due to speech problems.

Currently, his youngest son is taking up a computer course at the ateneo de Davao University, one of the premier schools in Mindanao. “with my income from bahalina, I was able to provide all our needs at home [and of the children],” concluded the long self-paying Social Security System member.

Why I won’t be getting an iPhone 5 commentary

HOUSanDS of people will be “the first” to get the new iPhone 5 today. I won’t be among them. I’ve had every model of apple’s revolutionary handset since it was first unveiled five years ago — upgrading even if my phone contract hadn’t expired yet — and, like the first-time parent of a toddler in a public place, am in a state of panic the moment I don’t know where my iPhone 4S is.

But I am skipping this upgrade. and while apple is already setting sales records (again) with this launch, I’m seeing this milestone as the beginning of the end of the smartphone as the dominant mobile device in our daily lives.

Don’t get me wrong. I’m not abandoning the iPhone, or any smartphone — at least not yet. I’m not even saying my iPhone 4S will be my last apple handset, or that the smartphone won’t endure, even if only as a commoditized device.

Mine isn’t so much iPhone fatigue as it is ennui. and through the haze of that boredom there’s the gallop of a new horseman. the iPhone has become such an appendage it is easy to forget that much — if not most — of the iPhone euphoria is because of the software, which also gets a (free) upgrade today and is compatible with iPhones made for the last three years. the 4S is plenty fast, takes a great picture, has a nice display and was the apple of apple’s eye one short year ago. It introduced Siri (improvements in part of that free upgrade), arguably now the last real innovation for the iPhone and the first really important one since the retina display. the bigger screen on the iPhone 5 is nice enough (check out any one of a number of android phones already on the market to see if 4 inches diagonally is that much wicked better than 3.5 inches). It might as well be 4G lte-compatible, even if that data speed standard is still spotty, even in the densely populated areas it is targeted for.

But regardless of whether the iPhone’s upgrades were drastic or marginal, the early-adopter instinct to upgrade to the newest device every year no longer applies. there’s an abundance of powerful phones already out there now, and it’s tablets — not phones — that are really innovating.

Seven-inch tablets are the ones that’ll end the smartphone’s dominance for our hearts and minds. the first models that aren’t dead on arrival have begun to appear, giving apple’s iPad its first real competition and consumers their first real alternatives. Smaller tablets are just as functional, and more portable — by definition, of course. they are actually pocket-size, unlike the iPad, but not small enough to be not-better-enough than a phone. the nexus 7 I’ve been using lately makes the iPad I still own feel heavy and clunky. and if those iPad Mini rumors hold up, apple itself will be downsizing. I predict sales of that model will overtake the 10-inch iPad in fairly short order as consumers get used to its advantages over smartphones as well as larger tablets. that is the way of machines. they get smaller without compromise by also getting more powerful and more efficient.

Desktops are now specialized devices, a purchase you feel compelled to explain because notebooks are powerful and more flexible and cost about the same. we are still at the very leading edge of this curve, but powerful, light tablets will become an even more omnipresent device. It will prompt many to wonder, why do I need a phone that does a million things and a tablet that does a million things? and why do I need to buy a new phone once a year? and the conclusion, for many, will increasingly be that the phone is just an app, but the tablet is a platform. Smartphones could be a lot dumber, and in a small-tablet world, we wouldn’t suffer.

Smartphones — the iPhone in particular — have become iterative not only because of a natural innovative lull (big ideas are rare) but also because sometimes it makes sense not to go too far too fast. (apple’s profit motive also has something to do with it, and of course, there are more potential converts than upgraders.)

Horace Dediu put it best: Disruption theory has taught us that the greatest danger facing a company is making a product better than it needs to be. there are numerous incentives for making products better but few incentives to re-directing improvements away from the prevailing basis of competition.

and more income opportunities to people, particularly in conflict-affected areas or those communities prone to conflict.

Committee Chair Priscilla n. razon, Officer-in-Charge of the Department of Social welfare and Development (DSwD) 11, said that the establishment of the HDC was inspired by the success of the convergence for peace and development program of Davao del norte. the convergence initiative brings together government resources to depressed and conflict-prone areas of the province.

to date, about 40,000 people have already benefited from a wide array of services brought by the provincial government with the help of the army, the police, lGUs, and other agencies.

“Davao del norte is way ahead and we are just trying to replicate this trailblazing convergence to the other provinces,” razon said.

From May 2011 until last June, the confirmed HIV/aIDS cases in the city only increased by four, with the two other cases detected last april. the CIHSO noted that most of the new HIV/ aIDS cases found in the area in the last two years involved gays, bisexuals and other men who have sex with men or MSM. lastimoso said the increase in HIV/aIDS cases in the city these past years could be attributed to the increasing number of persons who have “risky sexual behavior,” which includes having

“Our sustained education programs with our entertainers are now yielding positive results since no new HIV/aIDS cases so far came out among them,” she said. the official said the

Tales from the White Mansion

Dining is a social event for us filipinos and the notion of eating alone is as alien as what the landscape of Pluto may look like. Thus it comes as no surprise that long, leisurely dinners are filled to the brim with stories, gossips, updates, and what-not.

one late afternoon, I was invited for dinner at the newly opened White Mansion restaurant – the white house that sits atop the hill near the BajadaBuhangin flyover, were the camella Northpoint project is. I was intrigued with what the place had to offer so I readily said yes despite the torrential rains complete with flashes of lightning and thunder claps.

I didn’t know that dinner would be with the executives of Ayala Malls, who were in town for their quarterly visit to Abreeza, Tonyboy floirendo, and the lady behind the White Mansion, cathy. of course I was joined by my colleagues from other community newspapers.

The food was great.

Scratch that. It was awesome. Every bite was a burst of flavor and cathy arranged the servings of the dishes in a way that there was time for our palates to be cleared. And accompanied by the ever gracious host, Tonyboy, everyone had their fill even before we reached

the main course!

Just imagine eating dish after dish of gustatory delight for the past couple of hours and having been served sorbet, only to find out that the entrée is yet to be served. I simply gasped.

But I tell you, the long hours that we spent sitting on the dining table

was a fleeting moment.

We barely realized it was that long as we traded stories, gossips, and whatever tales that we exchanged at the White Mansion. While no one asked questions, the dishes being served would provide the way for answers to be voluntarily given, or was it the lychee sake and everyone’s vary-

ing state of inebriation?

The White Mansion in itself has a long history already, thousands of tales left untold. And just like the thousands of tales it has secretly hidden behind its walls and intricate carvings, so will most of the stories that we exchanged that night.

As the night came to a close and the skies clear after the clouds poured its heart into the city that night, one realizes that dining is not just about the food and the place, it’s about the experience, the exchange of stories, and yes, the lychee sake of White Mansion.

Because, as misty eyed as it makes us to admit, we are officially over the latest viral video to sweep the Internet...and the world!

“Gangnam Style,” the amazing song-and-dance number accompanied by an even more amazing music video skyrocketed straight out of Korea and in to our hearts. But now, as we let out an exasperated sigh with every PSY parody the hits the Net, it’s time we take a look back at the short life and quicker death of Gangnam.

To make it easier for you to cope with, we’ve broken it down into The Five Steps of Viral SharkJumping.

Step One: Amazement “have you seen this?!?!” millions of people wrote about PSY’s music video as it was uploaded en mass to Twitter, Facebook and just about every single social media platform known to man (and probably some intergalactic alien transmissions too).

And if you hadn’t, you needed to: The video, which was originally uploaded in July, features the Korean rapper wearing slick shades as he danced his signature Gangnam moves in a barn, a beach, a bus and about a bajillion other places.

It was everything that a music video should be. which is why it went viral immediately (at last check, the video had racked up over 220 million views on YouTube and the single was No. 1 on Amazon).

Step Two: Acceptance Like with every video worthy of its viral status, the public embraced “Gangnam”...with a vengeance! And when it rains, it pours parody videos. PSY got spoofed by nearly everyone: Sexy Navy boys in full regalia, fictional Middle-earthdwelling wizards, college mascots and even My Little Ponies.

Apo ladies win PAL Friendship title

aVaO’S apo Golf and Country Club won the Friendship Division title in the recent Pal ladies Interclub at the rain-swept Sta. Barbara Golf and Country Club in Iloilo. the apo ladies, led by veteran Imee Garcia and team captain Mimi Siason, submitted a 360 total on rounds of 94, 100, 86 and 80 to beat Camp aguinaldo who totalled 349 built around rounds of 73, 102, 75 and 99. two other Davao clubs finished third and fourth respectively with rancho Palos (95, 79, 75, 89338) and Davao Golf and Country Club (69, 73, 95, 75--312) completing their stint in Iloilo in that order.

Garcia bucked a hurting arm to carry the fight for the apo ladies who battled rancho Palos Verdes early in the tournament. rPV led after Day 1 but apo got back to take control from the second round onwards. the other members of the apo Golf ladies team are Cecile Co, Irene Shinmura, Gemma Bokawachi, lilibeth Crisologo, evelyn Quinsay, and lourdes amherthia Ortega. the rancho Palos Verdes team meantime is composed of Jean Gotianse (team captain), leni Hao, Clara Kim, Park Young ran, Jo Mi Sun, Kim Sun ae, Chon Young rung, and Ku Ja Soon while the Davao City Golf Club ladies team has Josephine Vergara, Stella Barnes, rosalie antivo, roselyn Sara, rohelyn revilleza and ailyn Quiachon.

FIFA nullifies Azkals’ draw vs Cambodia

Fter nullifying Philippine national men’s football team’s loss against laos, world governing body FIFa has stripped another azkals match recognition as an official international friendly.

FIFa confirmed that it withdrew consideration of the azkals’ nil-nil draw against Cambodia in Phnom Penh last September 5 because referees allowed more than six substitutes for the Cambodians

during the game. according to FIFa’s laws of the Game, official international matches featuring national teams only allow up to a maximum of six substitutions per squad.

However, more than six replacements are permitted in non-official FIFa friendly matches, as long as both sides agree on the limit of subs with the consent of the referees prior to the game.

The Philippine Azkals will have to see two of their recent international friendly matches nullified.
