ayor Sara Duterte-Carpio expressed confidence that the city would emerge as winner in the 2012 Presidential Search for Most Child-Friendly City under the highly urbanized city category, following its selection to the shortlist of three cities.

The other two cities making the list are defending winner Mandaluyong and olongapo. They were chosen from among nine highly-urbanized cities vying for the award.

Duterte-Carpio said the city answers all the criteria for the prestigious recognition for having prioritized child-friendly programs and

projects, like the construction of a Juvenile holding facility.

“We are ready to submit the needed documents for evaluation by the first week of october,” she told reporters during her regular weekly press briefing Monday morning.

She said part of their defense is to prove that no minor was a victim of alleged vigilante-related killing during her incumbency in 2010 up to the present.

Davao City had been a recipient of the honor as most child-friendly city for two consecutive years from 1998 to 1999, but failed to repeat the feat following the alleged resurgence of the shadowy

Davao Death Squad (DDS).

The Presidential award for the Child-Friendly Municipalities and Cities was initiated by the Council for the Welfare of Children pursuant to executive order No. 184 entitled “establishing the Presidential award for the Child-Friendly Municipalities and Cities” issued on December 13, 1999.

It is is conferred on deserving local government units in recognition of their vital role in the sustained promotion of children’s rights to survival, development, protection and participation as well as in ensuring child-friendly governance.

UKIDNoN Province local officials and a provincial business group said their dream of hosting the Mindanao Business Conference or Minbizcon to help boost business and tourism in the province may have to wait, that is, until the local hotels upgrade their services. roderico Bioco, of the Bukidnon Kaamulan Chamber of Commerce and Industry (BKCCI) told vice Gov. Jose Ma. r. Zubiri Jr. in a recent meeting they intend to bid to host the 2014 Minbizcon.

Zubiri agreed to file a resolution supporting the chamber’s bid before the Philippine Chamber of Commerce and Industry.

Bioco said they are planning to offer a different way of running the conference. Instead of the usual plenary sessions, it will be a mix of presentations and site tours, he explained.

But Bioco admitted

that at present hotel accommodations in the province could not cope with the task of hosting major gatherings.

Zubiri agreed with Bioco’s observation.

“There are not enough livable hotel rooms to offer to businessmen, investors,” he said, adding the quality of accommodations in local hotels “is not enough.”

He asked the chamber to include in their next meeting the local hotel sector so the problem could be discussed.

The PCCI is yet to act on BKCCI’s application for membership.

He Sangguniang Panlalawigan of Davao del Norte marked two major milestones in its excellent legislative performance, with the launch of its paperless session and signing of its public safety code.

Governor rodolfo P. del rosario graced the SP’s 34th regular Session of the SP on September 10, 2012, as the Provincial Board started off its electronic legislative sessions.

The governor also signed the Public Safety and Security Code of Davao del Norte during

the landmark plenary.

He lauded the Provincial Board, under the leadership of vice Gov. victorio r. Suaybaguio, Jr. “for this great feat in the history of effective local legislation.”

“This is a very good way to promote the reduction in the use of paper for no less than our local lawmakers themselves are practicing it,” he said, as he hoped the respective city, municipal and barangay councils to also follow suit.

Marfenio Tan, former Socsksargen Federation of Fishing and allied Industry (SFFaI) president, said reducing the city’s tuna catcher vessels to not more than 50 will help in the management of tuna stocks in Philippine waters.

Tan is among the pioneers of the tuna industry and one of the city’s biggest tuna producers.

SFFaI members have a total of 162 tuna catcher vessels.

BFar, however, said there were at least 300 tuna catcher vessels nationwide.

Industry leaders have admitted that the Philippine waters, especially in the Sulu Sea and Sulawesi Sea, have been overfished in the last decade.

“our primary concern is to ensure [that] our own tuna stocks are sustainable,” Custodio said.

In line with this, the mayor said the local government was set to embark on a study to determine the possible impact of the proposed reduction in the number of tuna catcher vessels to the local tuna industry and the local economy.

She directed the City economic Management and Cooperative Development office (CeMCDo) to specifically look into possible alternative measures into the matter.

In 2010 and 2011, Custodio said fish landings in Market 2 at the General Santos City registered a slight increase while landings at Market 1 and Market 3 dropped significantly.

Majority of the landings in Market 2 are caught within Philippine waters, which increased from 5,934.33 MT in 2010 to 6,572.14 MT in 2011, respectively, over the total 2009 figure of 26,174.45 MT. Landings in Market 3, mostly caught by large purse seine vessels, however, dropped to 9,061.13MT in 2011 from 12,407.12 MT in 2010, 16,882.27 MT in 2009, 21,317 MT in 2008 and 33,369.04 MT in 2007.

Frozen landings from abroad also declined in 2011 with only 53,101.04 MT compared to 70,529.55 MT in 2010 and 72,557.87 MT in 2009.

Total combined landings also declined in 2011 with only 112,981.81 MT as against 143,139.17 in 2010.[PNA]

T DSWD to enlist 8,000 homeless families, street children to 4Ps

He Department of Social Welfare and Development (DSWD) 12 is set to enlist around 8,000 homeless families and other marginalized households in region 12 or the Soccsksargen region to the national government’s continuing conditional cash transfer program (CCT).

Bai Zorahayda Taha, DSWD region 12 director, said the move is part of the modifications set by the agency to facilitate the expansion of the flagship anti-poverty initiative, which is also dubbed Pantawid Pamilyang Pilipino Program or 4Ps, to families of “children in need ofspecial protection.”

“The modified CCT now focuses on providing and strengthening the safety, protection, and development of children in difficult circumstances,” she said in a statement.

Taha said the additional 8,000 beneficiaries will specifically cover homeless families, families of child laborers, indigenous people’s migrant families, families of children with disabilities and families displaced by man-made and natural disasters.

She said they will work with civil society organizations (CSos) in the region in implementing the program.

The agency recently gathered the accredited CSos in region 12 to discuss the program’s expansion and

their proposed partnership, she said.

Taha said DSWD-12 is currently enlisting CSos that are interested to become their partners for the modified 4Ps implementation.

Gemma rivera, DSWD region 12 assistant director, earlier said the 4Ps has so far served a total of 198,000 “poorest of the poor” households in the region this year.

The program, which forms part of the government’s anti-poverty convergence strategy, is being implemented in 32 municipalities and two cities in the region. region 12 covers the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Cotabato, Kidapawan and Tacurong.

4Ps is a poverty reduction and social development strategy of the national government that provides conditional cash grants to “poorest of the poor” households to improve their health, nutrition and education particularly of children aged 0-14 years.

The program provides beneficiaries cash grants of P500 a month for health and nutrition expenses and P300 a month per child for educational expenses. a household with three qualified children could get P1,400 monthly.

Pingoy has maintained that the open-pit ban will be implemented in the province until a court decides against it.

Tolosa said the Sangguniang Panlalawigan has been anticipating that the openpit ban will be legally challenged.

“We welcome it [court case] although there could be some ways to resolve this problem,” he said. on top of the list to resolve the issue is for Sagittarius Mines to abandon the

open-pit method and employ other means of mining, Tolosa, the provincial board’s presiding officer, said.

He stressed that the province did not ban mining but only the open-pit method of extraction.

Sagittarius Mines has said the safest and most economical way to extract the minerals is through open-pit mining due to the shallow location of the deposits.

Tolosa also cited the Local Government Code in asserting that the province’s open-pit ban has significant legal basis.

The possible filing of cases against LGUs with conflicting ordinances against the mining act reportedly arose during the consultation last week in Manila conducted by the Mines Industry Coordinating Council, which is drafting the implementing rules and regulations for the new mining policy issued through executive order 79 last July.

oUTH Cotabato officials are unfazed on the prospects of facing court charges involving its controversial open-pit mining ban.

South Cotabato Governor arthur Pingoy Jr. and vice Governor elmo B. Tolosa assured on Tuesday that the provincial government is ready to face a legal battle should charges be filed in any court over the matter.

“That’s the right forum that can properly decide this once and for all,” said Pingoy, referring to the provincial open-pit ban which, according to pro-mining groups, contradicts the Mining act of 1995 or republic act 7942.

Should a case be lodged by the national government, the governor said the matter would be referred to the provincial legal office for the defense of the ordinance, which poses an obstacle to the US$ 5.9-billion copper-gold project of Sagittarius Mines, Inc. in Tampakan town in South Cotabato.

He German government committed 3.2 million euros in technical assistance for initiatives of the Philippines’ Climate Change Commission (CCC). among such initiatives under such umbrella project areimplementation of the country’s national strategic framework and action plan on climate change.

“The assistance will support CCC’s work,” said Norbert Goriβen, head of Division International Climate Finance under Germany’s Federal Ministry for the environment, Nature Conservation and Nuclear Safety.

Named implementor of the project is German DevelopmentCooperation-Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ), the federally operated enterprise supporting the German government’s international development cooperation efforts. on Monday afternoon, representatives of the German government and CCC signed in Metro Manila the implementation agreement covering support to the project.

ICI has been financing climate projects in developing and newly industrialized nations as well as across countries in transition since 2008, GIZ said.

Saño said the umbrella project will run for an initial three year period.

“The window of opportunity for addressing climate change is getting smaller - there’s still time but we have to act now so embracing partnerships on technological and scientific endeavors is the way we’re looking at the problem,” he said. aside from implementing CCC’s climate initiatives, he said Germany’s technical assistance will enable the agency to hire consultants for its work.

“Climate change must be pursued as an opportunity to change the way we pursue our country’s future,” he also said.

N international fishery body overseeing the tuna fishing areas within the Pacific ocean is planning to adopt stricter regulatory measures in a bid to resolve the continuing depletion of tuna stocks in the area.

Glenn Hurry, executive director of the Western and Central Pacific Fisheries Commission (WCPFC), said they are presently considering implementing some “replacement measures” after the earlier closure of four pockets of the Western and Central Pacific ocean failed to yield desired in terms of arresting the decline of big eye tuna stocks.

He said the planned alternative measures will be high up in the agenda in the scheduled meeting of the WCPFC in Manila in December.

The WCPFC was established by the Convention for the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific ocean, of which the Philippines was a signatory, that came into force in 2004.

Hurry said among the steps being considered is the expansion of the ban on tuna fishing using fish aggregating devices (FaDs) or payaos.

In July, the WCPFC implemented a three-month ban on FaD fishing. The annual ban runs until September. also being considered is regulating and allocating catches of skipjacks and yellowfin tuna among member countries of WCPFC, he said.

WCPFC closed four high seas pockets of the Pacific ocean to tuna fishing for two years beginning late in 2009 in response to growing alarm over declining tuna catches.

He Dept. of Transportation and Communications is set to develop another 10 municipal ports costing about P97 million.

In an invitation to bid, the DoTC said this infrastructure project is being undertaken “in anticipation of the increased passengers and cargo throughput in the Philippines.”

The procurement program aligns with the DoTC master plan set by outgoing DoTC Secretary Mar roxas to reengineer the Philippines’ transport system to make it convenient, affordable, reliable, efficient, and safe.

To be developed are ports located in San andres, Catanduanes; Catarman and Balbagon, Mambajao in Camiguin; Kaputian, Samal

in Davao del Norte ; Malimono, Surigao del Norte ; Kiamba, Sarangani province; and Gigaquit, Surigao del Norte.

Three ports will also be developed in Sarangani province: the Batuganding wharf, Mabila port, and Patuco port.

The DoTC assured this project, clustered in eight procurement lots, will undergo an open and

transparent bidding process where all interested and qualified providers can participate.

These projects are in line with the government’s drive to pumpprime the economy and modernize the Philippines’ transport system in a bid to dramatically raise rural incomes, literacy and improve health conditions in the countryside. [PNA]

IGaCoS gov’t intervenes in CDA, NEA power row

He Island Garden City of Samal local government has intervened in the squabble between the Cooperative Development authority (CDa) and National electric Cooperation (Nea) over the management of the Davao Del Norte electric Cooperative (DaNeCo) in providing power in the island.

City administrator anacleto Gales said the city government was forced to intervene since the submarine cable currently attached to the Davao Light and Power Corporation (DLPC) based in Davao City line is “fully dilapidated and will explode anytime.”

He said the submarine cable

is the sole power lifeline of the island now in the wake of the financial incapability of DaNeCo to maintain power at the island.

Gales said based on the evaluation of DaNeCo experts, the submarine cable which is already over 30 years old has a capacity of 5 mpa (megapascal).

But as of today, the load capacity of the cable has already reached an average of 4.8 mpa and would give way anytime. The cable was damaged when it got hooked with the anchor of a ship that resulted in days of power block out in the entire island.

“DaNeCo experts said they are worried because the cable will explode anytime. If this happens that would be a big

economic disaster to the island,” Gales said.

He said they have already prepared a letter addressed to Tourism Secretary ramon Jimenez, to intervene in the ongoing squabble between CDa and DaNeCo to save the tourism industry of the island.

The local government made an initial intervention over the problem in the island power by communicating with the late DILG Secretary Jesse robredo. robredo endorsed the problem to Department of energy Secretary Jose rene almendras. result of the referendum on the endorsement of DaNeCo showed that 49,000 members favored to endorse DaNeCo to

CDa while less than 2,000 members favored redemption, Gales said.

Samal Island has over 70 registered resorts. The loss of power is seen to trigger a huge loss in the island’s tourism industry, Gales said.

In an assembly of DaNeCo subscribers recently, about 9,000 expressed their interest to turn over DaNeCo to the Davao Light and Power Corporation (DLPC), Gales said.

Cases are now filed between the warring parties, pending resolution of these cases, the power problem in Samal Island stays and would worsen once the submarine cable collapses, he added. [PNA]

PPLe Inc has reduced its orders for memory chips for its new iPhone from its main supplier and competitor Samsung electronics Co, a source with direct knowledge of the matter said on Friday.

South Korea’s Samsung is a core apple supplier, producing micro processors, flat screens and memory chips - both dynamic random access memory (DraM) chips and NaND memory chips - for the iPhone, iPad and iPod. apple has been cutting back its orders from Samsung as it seeks to diversify its memory chip supply lines, although the South Korean firm remains on the list of initial suppliers for the new iPhone, the source told reuters.

The person declined to be named because the negotiations are confidential.

The Korea economic Daily, citing an unnamed industry source, reported on Friday that apple had dropped Samsung from the list of memory chip suppliers for the first batch of the new iPhone, the iPhone 5, which is widely expected to be unveiled next Wednesday. The report said apple instead picked Japan’s Toshiba Corp, elpida Memory and Korea’s SK Hynix to supply DraM and NaND chips.

“Samsung is still on the list of initial memory chip suppliers (for new iPhones). But apple orders have been trending down and Samsung is making up for the reduced order from others, notably Samsung’s handset business,” the reuters source said.

Samsung’s handset business, led by robust

sales of its flagship Galaxy line of products, has become the most important earnings pillar, bringing in around two-thirds of Samsung’s overall profit, and is driving sales of component - from memory chips to micro processors and displays.

Samsung, the world’s top smartphone maker, said on Thursday that sales of its Galaxy S III smartphones topped 20 million since its late-May debut.

The source denied market speculation that the reduced orders from apple were prompted by a souring relationship between the two companies, which are locked in global patent disputes, and said apple had already been looking to widen its supply chain.

Bernstein analysts estimate apple’s purchases of mobile DraM and NaND chips from Samsung have fallen significantly and now only account for around 2.5 percent of Samsung’s 2012 earnings.

Recipe app to provide inspiration for meals A nyone looking to expand their culinary horizons beyond steak and potatoes or spaghetti may find inspiration in a new app that provides recipes based on what is already stocked in the refrigerator.

Gojee, for iPad, iPhone and Android devices, aims to inspire food lovers by providing recipes that incorporate particular ingredients, rather than for an exact dish.

Lobster lovers can swipe through full-screen photos and recipes for dishes such as lobster carpaccio, butter-poached lobster with fresh tomatoes, or lobster macaroni and cheese with truffles.

“Its biggest value is in a new way to cook something, whether it’s chicken or pork or turkey or fish. often the way it’s prepared is what is unique,” said Michael Lavalle, co-founder and Ceo of new york City-based startup Gojee.

The app aims to replicate the experience of being in a restaurant, where a diner might see a tantalizing dish zoom by and decide that it is worth ordering. “you didn’t need to see 15 data points to have a hunch it was going to

be good,” Lavalle said.

The app is focused more on discovery than leading a cook to an exact dish. But the company is hoping that users will also tote the newly released mobile app along with them as a tool at the grocery store.

A shopper, for example, might walk into a store and see fresh salmon on sale, and perhaps also have some fresh cilantro at home they need to use. They could then plug these two ingredients into the app and find recipes that incorporate them, such as a

salmon curry or roasted salmon with pink peppercorn sauce, and purchase the extra ingredients they would need.

Gojee has fewer filters than other recipe services, but there is the option to filter out recipes that include particular ingredients, which Lavalle said is helpful for picky eaters or people with allergies. “you can put in gluten-free or vegetarian and it restricts the recipes to those parameters,” he explained.

The service includes over 10,000 recipes from approximately 300 food bloggers around the world. For cocktail lovers, there is also a separate drinks section.

But the app will not help people looking for variations on a particular dish because it was not developed with that focus.

“It’s much more inspiration driven than utility driven,” Lavalle said.

The company plans to expand beyond recipes into other areas such as home decor, women’s fashion and art. “our overarching goal is to define and carve out the mobile Web that’s emotional, pleasurable and visual,” Lavalle added. [Reuters]

eSPITe sensational crimes against persons and property happening once in a while in Davao City, it is heartening to police authorities and political leaders that Dabawenyos generally feel secured in the place.

In fact, nine of every 10 city residents feel “very secured in their homes,” according to findings of a recent opinion survey conducted by the Institute of Popular opinion (IPo) of the University of Mindanao. The study however also indicated that residents feel threatened in certain places in the city, amusement areas among them, especially during nighttime. and yet, the survey also found that security-- and safety-- are also on top of the serious concerns of Dabawenyos. No wonder this matter invariably becomes the biggest issue during election period.

In order for us to maintain this pleasant synergy, political leaders, businessmen and ordinary citizens like members of the media should be consistent in their vigilance. H o U L D the Liberal Party grant membership to people identified with other parties? yes! after all, there is no genuine divide among the country’s dominant political parties. LP may open its doors to non-LP politicians, provided they were not tainted with irregularities, corruption charges and elegant mediocrities, among others. otherwise stated, LP may grant membership only to those who come clean and willing to take the Daang Matuwid.

Unlike political parties in the West, most particularly in Western europe, there is no significant ideological disparity among our mainstream political parties.

In fact, many political observers posit that we do not even have genuine party politics. What we have are literal show parties and too much politicking. Truly, politics is more fun in the Philippines!

In the United Kingdom, it is very unlikely for a Conservative to suddenly become a Labour in parliamentary elections. These two British political parties simply belong to different sides in the political spectrum.

There is a simply sea of difference between the two. The same can be said about the republicans and the Democrats in the United States. It would take a complete overhaul of a person’s political beliefs and core values s/he holds on to dearly before s/he transfers to other side of the fence. In France, a Socialist needs to undergo a complete political metamorphosis before openly declaring as an ultra-conservative Le Pen follower. If you are a French Buddhist, then you need to be reincarnated first.

It is not completely distressing, however, in the case of the Liberals in this country. My grandfather used to lecture us that “once a Liberal, always a Liberal.” This partly explains why, among the mainstream parties in the Philippines, there were fewer Liberals who jumped ship and joined parties of the day, such as Lakas-Kampi and Partido ng Masang Pilipino. The reverse was and still is more prevalent. all the leading parties practically belong to same area in the political spectrum. all advocate market-economy as against state-led economy, sanctity of individual freedoms and liberties as against state-imposed values, rule of law and democratic process through elections, among other seemingly esoteric doctrines. None of them advance communist or socialist ideals, dictatorship of the proletariat, coup d’état as a means to capture state power or the abhorrent notion of a superior race. Those who do are confined to the periphery of the national political arena, mostly staying underground. No matter how noble some of these ideas, they do not provide the effective and practical means to catapult anyone to Malacanang. even the leftist Bayan saw the need to rebrand itself, first as Bayan Muna and, later, as Makabayan, when it joined the electoral process. National democratic ideologues (remember the NatDem and SocDem divide in late after the eDSa 1) justify this as a mere tactical move to get be able to join the political arena and access the much coveted pork barrel funds.

Finally, they agree on the existence of the so-called democratic space after the fall of the Marcoses and their cohorts.

The challenge for the Liberal Party now is how to safeguard the party ranks from being infiltrated by opportunists---the socalled political butterflies who constantly hop from one flower to another in search of sweeter nectar. The midterm 2013 elections are nearing and it is currently a mad race to join the dominant party. Luckily, party vanguards of LP are taking a cautious tact, carefully examining bigwigs and pseudo-bigwigs who want to join. LP is, in fact, more comfortable in building tactical partnerships and short-lived alliances, particularly in the local level, than granting bona fide membership. In fact, in many cases, LP opted to be a minority in some provinces than to have loggers or jueteng lords as LP governors or mayors. I am sure, these people, these envenomed attackers last 2010 elections, will be the first to abandon LP come 2016 elections. No one becomes a genuine Liberal overnight.

If you think you are clean, a good performer and willing to travel along the Straight Path, then you may become a Liberal. otherwise, despite your energetic enthusiasm, do not expect an encircling embrace from the yellow workers.

“Sottocopying”, the new game in town

MBaTTLeD Senate Majority Leader vicente “Tito” Sotto III over the weekend, blasted his critics who accused him of plagiarism – using and passing as one’s own, the ideas and writings of another.

Well, that’s exactly (and shamelessly) what Sotto did when he incorporated in his speeches on the Senate floor the ideas and writings of an american female blogger, and portions of the speech of the late US Sen. robert Kennedy (which he translated into Tagalog).

What got Sotto into trouble was that he did not mention the authors of those ideas.

Sotto’s literary indiscretion quickly became a hot item in internet social media where netizens ganged up on him branding him a plagiarist, an intellectual property thief. They even coined a new word for plagiarism – Sottocopying.

Meanwhile, the american blogger called Sotto a “lying thief”, for initially denying using her ideas.

But Sotto wanted to have the last say, and just laugh it off. Breathing fire, the comedian-politician lampooned his critics calling them comical, and punctuated his verbal jab with a sinister laugh that reminds one of Batman’s nemesis, The Joker.

By the way, lest we forget, Tito Sotto is a congenital joker who gets high poking fun at people and situations mistaking humor for it.

Let’s trace Sotto’s comic syndrome

Before the voters sent him to the Senate, Tito was one part of a smart alecky trio that hosted a noontime variety show wherein their force was toilet humor. Tito also made outrageous funny movies.

He got elected senator thrice ----- 1998, 2004, 2012. But despite his long tenure Sotto is a political lightweight. He’s not brilliant, or scholarly, much less outstanding. His I.Q. is probably no higher than the alcohol content of a popular brand of whisky.

Sotto is one of ten incumbent senators whose lack of intellectual depth has transformed the Senate into a chamber of intellectual horrors.

There is antonio Trillanes Iv who was a former purchasing officer in the Philippine Navy.

Then come Lito Lapid and ramon revilla Jr. holders of high school diplomas, but are proud to have been provincial governors. That’s no big deal, really. We all know that one doesn’t need brains to be a governor.

It’s not only in housing for the needy that Margie spends her valuable time on. a few weeks ago, encantada, a show of Ballet Philippines (BP), was staged in a local college here. Margie is BP president and she brings BP shows to the different parts of the country to reach out to those

closer to the people.

While she is rarely in Davao, her homecomings are always filled with meaningful events. Margie is a real mover, and as such, she is one woman I wouldn’t mind tipping my hat off to.

I had dinner a few weeks ago with another significant woman, this time a former colleague whom I have not spent time with for many years, Meggy Macion of SMC. I first met Meggy when she applied as Communication assistant in the late 90’s.

I had a succession of Communication assistants in San Miguel prior to her, and of the several that had applied, Meggy was one of those who exuded the most promise as someone I could help develop and mentor. I was not mistaken.

Listening to her talk about her work, Meggy was fully in her element. She was knowledgeable, confident, and fierce. although she was still the kikay, sweet-butcan-be-mataray type, she had an air of maturity and confidence that I liked seeing in her.

I felt like a mother hen proud of her accomplishments so far. although we have seen each other only three, four times in nine years, she was still the Meggy that I could laugh out loud with, make high fives with, and giggle unabashedly with. This is one woman I wouldn’t mind being friends with forever.

It was nice to be jolted out of the doldrums of the 8 to 5, Monday to Friday work week. Seeing those two different women were two different encounters. But both were good, pleasant blasts from the past.

Here’s to hoping I get more.

T’S been a while since my cell phone rang and the name MMF flashed on its screen.

It did a few weeks ago, and after taking the call, I found myself heading to a presscon

by Habitat for Humanity and DSWD-arMM. although I had just arrived in the office, I couldn’t say no to Margie Moran Floirendo.

In the presscon, DSWD announced it was partnering with HFH in building about a thousand houses and over 900 day care centers in the arMM for its modified shelter assistance for housing from the social welfare stimulus of the government. For Habitat for Humanity, this forms part of their peace build and is their contribution to the cause for peace.

HFH’s role is more than just construction. “We come in as a neutral force,” said Margie, after it was revealed that the Moro Islamic Liberation front (MILF) did not welcome the presence of the Philippine army’s engineering Brigade—who were to help in the construction—in declared “peaceful areas” pending the conclusion of the peace talks with the government.

The partnership with HFH came as a solution. I asked oIC regional vice-Governor for arMM and DSWD-arMM Secretary Hadja Bainon Karon why HFH was chosen, and her response pointed to the trust that they have for Margie in their past projects.

I couldn’t help but think of that trip to Central Mindanao in 2008 where Margie first presented the Habitat program to municipal mayors. Now Habitat is going to build houses for DSWD in arMM. I marvel at this indefatigable woman who makes things happen; not just small things, but big projects benefitting

HICH brings me to the second way that employment affects electoral outcomes. The employment numbers are reported, on the first Friday of every month, and political parties try to use the numbers to their best advantage. on this front, there’s really only one number that matters, and that’s the headline unemployment rate. Financial types care more about the payrolls number, because it’s more accurate and less fuzzy. The unemployment rate, by contrast, is harder to calculate, and is based on the idea that you’re only unemployed if you’re looking for work. But the fact is that from a rhetorical perspective, the unemployment rate is the thing which counts. and so in terms of the optics of today’s report, it’s good for obama, just because the unemployment rate fell — to 8.1% this month from 8.3% last month and 9.1% a year ago.

That’s still well above the 7% at which the psephologists will tell you that it’s very hard for an incumbent to get reelected. and it still starts with an 8 — although there’s now a small chance that on the day we actually vote, the unemployment rate might start with a 7. But the republicans can’t say that the unemployment rate is rising, and the Democrats can say that it is falling. Will that change votes? again, not very many.

But insofar as arguments have an effect on elections, this report — bad though it is — has failed to give the republicans the kind of rhetorical ammunition they might have hoped for.

Underlying both of these dynamics is the way in which the story of discouraged workers — people falling out of the labor force entirely — has become increasingly important, to the point at which it makes the headline unemployment rate much less useful as an economic indicator. once upon a time, if you didn’t have a job, you fell into one of two categories: either you didn’t want to work, or else you were looking for work. Nowadays, however, there’s a huge third category of discouraged workers who would love a job but don’t even see the point of looking any more.

The Bureau of Labor Statistics has an interesting-if-obscure data series called “labor force status flows”. Most of the people interviewed in the survey measuring the unemployment rate, it turns out, were also interviewed the previous month. So it’s possible to look at the number of people, on a month-to-month basis, who were unemployed last month and who were no longer in the labor force this month. Historically, that number has been somewhere between 1.5 million and 2 million per month, on a seasonally-adjusted basis. But when the recession hit, it spiked to more than 2.5 million, and even more than 3 million at the peak. and it’s still extremely high.

It’s natural for lots of unemployed people to move out of the labor force each month: the Boomers are retiring, after all.

But a glance at this chart is all it takes to see that we’re well outside normal territory, and that we’re still seeing millions of people leave the labor force not because they want to but because they feel that there’s simply no point in looking for work any more. I don’t know when or whether this line will come back down to its historical levels. But so long as it’s as elevated as this, the Federal reserve has its work cut out. Because it means that even if the unemployment rate comes down substantially, we still won’t have really reached full employment — not unless the size of the labor force increases substantially at the same time.

Vegetable production lifts midwife’s meager income B

araNGay Midwives are frontline public health workers yet they are undermine with meager salary.

Such is the case of 38year old Perlita Tan, who works as barangay midwife in Sinobong, veruela, agusan del Sur. “Being a midwife is a tough job considering that in far flung areas, maternal health care is insufficient. I am on-call even up to the wee hours if a mother is about to deliver her child.” although her job is demanding, Perlita is not complaining as she always finds fulfillment in every successful delivery of her patients. But like other rural health workers, she had been clamoring for higher salary to address her families increasing needs.

While there were backing from local and national officials to increase salaries of rural health workers, Perlita believed it will take longer time to take effect. Meanwhile she along with other women in their community banded together and formed the Sinobong - rural Improvement Club (rIC). rIC is a nationwide barangay-based organization in the country, which aims to uplift the living standards of rural women and make them effective and productive partners in community development.

“In looking for community project, our local rIC decided to go into vegetable gardening as it will provide us additional income in a short span of time,” said Nora remolleno, the association’s president.

“Winnie being a health worker herself pushed for the vegetable project as she believed it could also help improve our community’s access to and intake of quality and nutritious food,” she

added.

The members of the association planted vegetables eggplant, tomato, ampalaya, sweet pepper, and other lowland vegetables either in their backyard or in their farms. Initially, the vegetable gardening turned to be more of a source of consumption than providing additional income. although the association wanted to expand their vegetable gardening, lack of financial capital limits their capacity to produce more.

“We need to buy quality seeds and other inputs such as fertilizer and draft animals so we can utilize idle lands in the community,” Nora said. aware of their need for additional income the local agriculture office endorsed them to the Mindanao rural Development Program (MrDP) where they were able to access P250, 000.00 for their proposed vegetable production and draft animal project.

MrDP is a special project under Da, jointly funded by the World Bank, national government, and the local government units. Through its Community Fund for agricultural Development (CFaD), livelihood projects are provided to rural-based organizations. after a year they have availed themselves of funding from MrDP, several benefits were already felt among the rIC members and Perlita with her diligence and patience stood out among the rest. “vegetable gardening is like taking care of your rural patients. you need to provide them necessary inputs and at the same time it needs constant checkup as vegetable are highly susceptible to pest infestation and other diseases,” Perlita said.

He complete rehabilitation of the Wireless Public Cemetery at Madapo Hill could cost the Davao City government P23 million, according to Gerardo Castillo, officedr-in-charge of cemetery operations of the City economic enterprises office.

The city has nine public cemeteries – Wireless, Tugbok, Mintal, Calinan, Maa, Toril, Tibungco, Panacan and Bunawan.

Most of them are congested to the max, forcing poor families to bury their dead in expensive private memorial parks. a 10year rental fee for a public cemetery grave lot under the current revenue code is pegged at P1,000 for children and P2,000 for adults.

Currently in the works is a rehabilitation program for the Wireless Public Cemetery which includes construction of 928 niches, a 13,248-unit

ossuary, common grave areas, administrative building, candle lighting stations, road network, landscaping and beautification.

When completed, the cemetery will resemble a memorial park and reopen for public use after being closed in 2008 for rehabilitation. Phase 1 of the rehabilitation has been completed with the construction of a steel gate and fence, 254 units of niches and a 1,368 unit ossuary. about 1,600 old graves were cleared and the bones placed in a temporary bone depository area.

Meanwhile, the Cee has proposed new rates for rehabilitated Wireless. The new rates are still being deliberated on by the City Council, with the Cee proposing sixyear lease rates for grave lots of P12,000 for adults and P5,000 for children. [PIA11/RG Alama]

roMoTer Bob arum is trying to work out contracts to pit Manny Pacquiao against Juan Manuel Marquez on Dec. 8 in Las vegas, leaving the man who defeated the Filipino congressman in June out in the

cold.

Pacquiao lost a highly controversial decision to Timothy Bradley on June 9 in a bout that most felt Pacquiao won handily. Pacquiao initially said he would exercise the rematch clause, but

ultimately opted instead to go for a fourth fight against Marquez.

“We are hopeful we can work out deals with both guys and come to terms for a fight on Dec. 8,” arum told yahoo! Sports on Monday,

but insisted contract terms hadn’t been reached. “If they had been, I would tell you.” earlier Monday, arum said no decision had been made and said that Pacquiao was planning to fly to the U.S. on Thursday to meet with

him to discuss his plans.

But they opted to focus on making a deal with Marquez later in the day.

Pacquiao and Marquez have a rich history, having fought in 2004, 2008 and 2011. They fought to a memorable draw at the MGM Grand in 2004, a bout in which Pacquiao knocked Marquez down three times in the first round.

In 2008, Pacquiao won a split decision over Marquez, then took a majority decision over Marquez in 2011 at the MGM in a bout that many felt Marquez deserved to win. after that fight, Marquez said he wouldn’t fight again in Las vegas. arum, though, said the venue has not been an issue in talks.

“He’s never brought it up, not once,” arum said.

“It’s no issue, as far as I’m concerned.”

The reason that arum and Pacquiao decided to try to finalize a deal with Marquez rather than Bradley is unclear, but it likely has to do with pay-per-view sales.

But I don’t want to get into it and start to negotiate or divulge what we’re thinking in the media. “once we have a deal and have signed contracts, I’ll be happy to answer those questions.”

You probably know that yoga helps keep your body strong and flexible. But what you might not realize is that it helps keep your mind fit and healthy, too.

There are many different styles of yoga, but most involve some combination of physical postures, controlled breathing, and meditation. Studies suggest that yoga can be an excellent stress buster and mood booster. Here’s a look at the latest research findings.

Fighting Depression and PTSD Yoga may help rebalance the autonomic nervous system, according to a recent article in Medical Hypotheses. The autonomic nervous system is part of the nervous system that controls involuntary body functions, such as breathing, circulation, and digestion. It’s comprised of two opposing sets of nerves: sympathetic and parasympathetic. When you’re stressed, the sympathetic branch is revved up, and the parasympathetic branch is tamped down.

Low parasympathetic activity has also been linked to depression and post-traumatic stress disorder (PTSD). The article authors—led by psychiatry professor Chris Streeter, MD, at Boson University— argue that one way yoga helps fight these disorders is by increasing parasympathetic activity.

Boosting a Key Brain Chemical GABA is a brain chemical that helps regulate nerve activity. Low GABA levels are another hallmark of depression, PTSD, and other anxiety disorders. In fact, drugs for treating these disorders may work partly by increasing GABA activity.

It turns out that yoga may do much the same thing.

In an earlier study led by Streeter, healthy volunteers either practiced yoga or walked three times a week for 12 weeks. Yoga led to greater improvements in mood and anxiety. And those improvements were associated with increased GABA levels in the yoga

Reaching Across the Age Span Yoga seems to have mental health benefits for people of all ages: • A recent study from

Harvard Medical School compared a yoga class to a regular PE class for high school students. During the 10 weeks of the study, the mood of those in the yoga group brightened.

In contrast, the mood of the PE students got worse.

Many mental health problems first crop up during the teen years, so a more upbeat mood may be especially helpful then.

• A small study from the University of Michigan looked at the pluses of prenatal yoga for pregnant women. All the participants were considered at risk due to elevated scores on a depression screening test. After 10 weeks of yoga, their depression symptoms were reduced— especially encouraging in light of the fact that many women worry about taking antidepressants during pregnancy. The women also reported feeling more emotionally attached to their babies in the womb, a wonderful side benefit of a more positive mood.

• UCLA researchers studied a particular form of yoga meditation, called Kirtan Kriya, in family caregivers who were looking after someone with dementia. The caregivers, who ranged in age from 45 to 91, had lower levels of depression symptoms after eight weeks of practicing yoga meditation for 12 minutes a day, compared to relaxing with music. oUnG couple Jonah and Arvin Mendoza marked a significant milestone in their lives last September 8 when their son Marcus Yuan turned one with a meaningful birthday party at the Grand Men Seng Hotel.

The parents, who are both in government (Arvin at the Civil Service Commission and Jonah at the Commission on Audit), invited for the special occasion their relatives, officemates and close friends, many of whom also tagged along with them their respective children.

Adorned with balloons and other decoration, the Mickey Mouse-themed party turned the hotel’s Serenade ballroom into a lively party spot. Aside from parlor

games, the children also received various Mickey Mouse-inspired child stuff which the couple prepared as giveaways.

After partaking of the delicious and hearty food served in a buffet, the entire ballroom was in full delight with the magic show performed by “Phoenix ‘D Magician,” a Pilipinas Got Talent contender who made it to the early rounds of that reality show. His magical prowess entertained not only the

children but also the parents.

Baby Marcus, who is now learning to take his first little baby steps, was so attentive during the entire affair enjoyed by both adults and children, albeit, all older than him. After all, the guest of honor has barely turned one.

Shin tops Creamer in Kingsmill Championship playoff

ILLIaMSBUrG, va. (aP) -- Jiyai Shin needed only 20 minutes Monday to do what she couldn’t in eight hours a day earlier.

The South Korean made a two-putt par on the ninth playoff hole, beating Paula Creamer to win the Kingsmill Championship and end the longest playoff between two players in LPGa Tour history.

Shin and Creamer played the 18th hole eight times Sunday in an attempt to break the tie before darkness forced a suspension. about 1,000 fans turned out in the next morning to see them go at it again. But after just one more hole, the par-4 6th, the matter was settled. ‘’We were so hungry for the win,’’ said Shin, who, like Creamer, was seeking her first LPGa Tour victory since 2010. ‘’I can’t believe because I did a hand operation in June and then after that two months I didn’t play,’’ Shin said. ‘’So I feel like I take a little bit long time for the win, but I’m really happy it’s coming quick.’’

Creamer hit her 30foot, double-break, downhill first putt about 5 feet past the hole. She then missed the left-to-right bending comebacker, the ball hitting the right edge and spinning out. Shin’s first putt, also breaking

left to right, stopped 3 feet from the cup.

Seeing Creamer miss made her short putt all the more intimidating. ‘’I was really nervous with it. But after, when I make that, I was really happy,’’ Shin said.

The 24-year-old South Korean, who was ranked No. 1 for 16 weeks in 2010, earned $195,000 for the victory.

Creamer, who hasn’t won since the 2010 U.S. Women’s open, suspected a second hole was going to be necessary. ‘’I thought I hit a great putt, the first one,’’ she said. ‘’It’s so much faster than the putting green. ...

I felt good over the next one. It was tough because it was one of those dying ones.’’

Shin said Creamer is a ‘’great putter’’ and she was thinking about how she was going to play the par-3 17th. ‘’I just waiting for ... the next hole, too. But when she missed it ... oh, wow!,’’ Shin said. afterward, both were making arrangements to fly to england for the British Women’s open.

Creamer was trying to draw on how well she played on the river Course and carrying that momentum over, even while still dwelling a bit on how a victory got away. ‘’I can’t take away the way that I played. I played

great this whole tournament and I’m going to think about it, but then I’m going to think it over and then I’m going to go and try and win a major,’’ she said. ‘’That’s what you want to do.’’

The final hole marked a dramatic conclusion to the tour’s return to Kingsmill after a two-year absence. It was not unlike the final hole of regulation, when Creamer missed a 5-foot putt for par that would have won the tournament, leaving them tied at 16 under.

Creamer finished with a par 71 Sunday and Shin shot a 69.

Both then parred the par-4 18th eight times, breaking the mark of seven extra holes set in Cristie Kerr’s victory over Seolan Jeon in the 2004 LPGa Takefuji Classic. Jo ann Prentice won the longest playoff overall, taking the 1972 Corpus Christi Civitan open on the 10th hole.

Shin had a good chance to win on the first extra hole Sunday, but left a 6-foot birdie putt short.

Both players came close to winning on the second playoff hole, got up and down for pars from bunkers on the third and two-putted for par on the fourth, fifth and sixth.

Creamer sank a 5-foot putt to save par and extend the playoff on the seventh, and both two-putted on the eighth.
