Minda unveils P39-B flood-control project

he Mindanao Development Authority has unveiled a P39 billion pesos proposed floodcontrol project in Maguindanao, a project that sought to reduce the risk of flooding in the province’ high flood prone areas.

“The project was already approved by NEDA ICC and this is a 7 year project starting this year,” Reynaldo said.

Reynaldo said that �irst 2 years will be devoted to consultations and drawing up the designs and for the eventual implementation is up to 2025.

PRO to augment cops for Ironman

Beginnings of the city’s fantastic growth

Davao’s economic icons

O

ne hundred seventy years since Davao’s rise from a rural pueblo to a highly urbanized city, the economic boom that has characterized its growth can largely be classified as cosmopolitan and, in simplistic term, the product of different migrant clusters.

Centuries before Don Jose Oyanguren subdued local Muslim hero Datu Bago in a conquest spiced by betrayal on either side, ancient sailors and foreign adventurers had made unscheduled visits to the region, especially in areas around the gulf of Davao.

Four factors have actually helped shape the economic landscape of the city since 1848. These are (i) the colonists, (ii) the rise of plantation economies, (iii) the migrants, and (iv) the socio-cultural legacy of indigenous communities.

Among the major contributions the Spanish colonizers introduced locally were Christianity, town planning, local governance, education (chie�ly, by rote), uniformed service, the guardia civil, and Hispanic culture.

Unlike the Spaniards and Americans, the Japanese established communities exclusively dedicated to the

propagation of their own products, practices, and cultural idiosyncrasies.

The economic growth experienced due to colonial interaction was not entirely the input of the colonists. Other alien players, exploiting the chances of enriching, introduced their own legacies in ways still visible and tangible to this day. The Syrian-Lebanese, for instance, opened Davao to cultural intricacies of the Middle East and its highly-sought appurtenances.

On the side, the industrious Chinese population handled �inancing with cleverness that would con-

trol funding in rural agricultural economies. Over time, their in�luence would be felt in education, business, housing, and other engagements.

Plantation economies Juan Awad, who built Davao’s �irst skyscraper in 1917, may be known as the city’s ‘father of abaca plantations’ but he was only one among many others who amassed wealth from hemp cultivation. In 1905, Japanese Kojo Oshiro brought with him hundred Japanese contract laborers to plant abaca, a year before K.S. Ohta, also known as Ohta Kyosaburo, opened a plantation, followed

by Yoshizo Furukawa, now known as the ‘father of Ecuadorean hemp.’

But by 1925, the roll of plantation owners had greatly expanded.

By this time, the leading abaca plantations in the gulf included the American-owned Luayon Plantation at Caburan, Jose Abad Santos; Basiawan Plantation at Santa Maria; Mindanao Estates Co. and Christensen Plantation at Padada; and Digos

Plantation at Digos.

The Japanese-owned abaca farms in the list include the Ohta Development Co. at Talomo; Bunawan Plantation at Bunawan; Lasang Plantation at Lasang; Madaum Plantation at Tagum; Southern Cross Plantation at Pangasinan; Furukawa Company at Daliaon; Piso Coconut and Cattle Co. at Lupon, and Magnaga Plantation at Pantukan. Only the Talagutun Plantation at Don Marcelino was Filipino-owned.

At Don Marcelino, Davao Occidental, the plantations included Lamidan Plantation, Kalian Plantation, Lopuan Plantation, Talagutun Plantation, and Mount Apo Plantation.

At Malalag, now under Davao del Sur, the plantations were Lais Plantation & Trading Co., Culaman Plantation Co., Lacaron Plantation, Comassic Plantation, and Malalag Plantation.

In Davao City and the northeastern sector, the �lourishing plantations included the Piedad Plantation at Daliao; Talomo Plantation Co., Inc.

at Talomo; Madaum Plantation at Tagum; Pindasan Plantation at Mabini; Mampising Plantation at Mabini; Tagnanan Plantation at Pantukan; Bongabong Plantation at Pantukan; Tagdangua Plantation at Pantukan; and Gulf Plantation at Pantukan.

More than the job placements the farms created, the revenues that went to government coffers, and the rise of a plantation economy propelled Davao region to the global map as the source of the world’s strongest plant �iber, a distinction rivalled only by the region’s achievement as an international banana producer.

The migrants Davao’s original migrant population was chie�ly comprised of individuals who joined the Oyanguren expedition. These are new settlers who depended on the promise of the colonizer to be rewarded for their efforts. True enough, with government help, they carved out a settlement that now forms part of the city’s central business district.

4 The �irst waves of migration that helped improve Davao City’s economy mainly came from the Visayas region. This was understandable given the proximity of the region to Mindanao. It was only during American occupation when Luzon migrants, at the invitation of the State, started to explore the potentials of Davao.

Finding good opportunities and marriage with local maidens resulted in permanent residency for many of the newcomers, many of them imbued with the traits to confront the challenges and make good their quest for success.

The more industrious and creative cluster acquired lands, by marriage or purchase, and later titled them in their names.

In pre-war times, migrant communities were already identi�ied by their original origins such that there were villages known as Caviteño and Batangueño.

But there were also those families identi�ied with specific engagements. The Floirendos brought to Davao the �irst Ford cars (as opposed to trucks) and gave the world the famous Chiq-

EDGEDAVAO uita banana. The Carriedos pioneered movies in Davao, followed by the Sasins. The Borghailys introduced Arabian carpets, delicate silk and muslin from the Middle East.

The Chinese, meanwhile, paved the way for the concept of retail and small business.

The Japanese gave us the katol, odong, tansan, and haba. The Americans introduced machine-based stripping machines, canned goods, ice plants, cable, transistorized radios, interisland shipping, and a host of modern amenities unheard of during Hispanic times.

The Hindus, in later decades, developed the concept of ‘�ive-six’.

The Robillos, Dalisays, Sarmientos, Maglanas, Lugas, Arabejos, Valderramas, Almendrases, Alcantaras, Mundas, and Valencias, to name a few, introduced logging which encouraged the boom in residential structures and edi�ices, and the opening of new roads that created new settlements populated by migrants. To anti-logging pundits, the rise of the concessions also started ‘the systematic destruction of Davao.’

Indigenous tribes The role the natives

played in the transformation of Davao City into a cosmopolitan center is something that is least appreciated and often restricted.

From the �irst year of Spanish conquest, their contributions were largely overlooked.

Even in missionary accounts, their involvement was con�ined to ecclesiastical rather than socio-economic.

In fact, the rise of migrant communities can be attributed to the idiocy and submissiveness of the indigenous population to the intention of new settlers. Marrying the

newcomers was not actually an edge but an indirect surrender of their lands. As a result, strangers, who had nothing but guts, would become part of the landed gentry.

Adding impact in hastening the transfer of ownership of tribal lands to migrants was the introduction of fanciful things. The natives, amazed at the new tools, articles, and products the newcomers brought, were willing to give away part of their lands for a roll of tobacco or cans of delicious American-made sardines.

On the other hand, the dispersal of former ancestral assets in the hands of migrants speeded up development in many fronts.

By way of donation through the new owners, economic centers and residential hubs started to alter the geographic landscape, eventually creating new population clusters that would today become busy suburban destinations.

While business success of the �irst-generation members of the homegrown tribes was very limited, their descendants, having

acquired higher learning and married into prominent migrant families, have become the foundation of the new Davao, although nothing of the original surnames would strike an observer as indigenously.

One can always revisit the names given to our streets and he is sure to discover that, one way or the other, the honorees are part of the larger universe of tribal people that continue to dominate the city’s political, social, and economic landscape, even if indirectly.

he Department of Agrarian Reform in the region has unveiled a project that will help local farmers to market goods, as part of its poverty reduction program in the Mindanao.

Alvin Obrigue, component manager of DAR-MinSAAD Mindanao Sustainable Agrarian and Agriculture Development said during the Kapehan sa Dabaw at SM City on Monday that they allotted a P4.4 billion for the Proj-

ANILA -- Senate President Aquilino “Koko” Pimentel III on Wednesday said that the ruling PDP-Laban is ready to accept Special Assistant to the President Christopher “Bong” Go in its Senate slate should the latter decide to run in the 2019 midterm elections.

“Ready ang party. Bong Go is our national auditor and nasa kaniya na po iyon if he is really interested (The party is ready. Bong Go is our national auditor and it’s up to him if he is really interested),” the PDP-Laban president said in an ambush interview.

Atlas to trace how LGUs’ names came about

ANILA -- The Komisyon sa Wikang Filipino (KWF) plans to launch next year a project that aims to document how names of provinces, cities, and municipalities nationwide came about.

The Atlas Filipinas project aims to trace the origin and evolution of the names by looking into relevant records, oral histories, and other information, particularly from indigenous peoples, elders, and members of the local culture and arts councils (LCACs).

“It will be KWF’s �irst attempt at documenting the matter,” said KWF linguistic specialist Jomar Cañega, point person of the project.

Cañega said the project is among KWF’s initiatives for helping address historical and cultural documentation gaps that the government cited in its 2017-2022 Philippine Development Plan.

Cañega said the project would enable KWF to produce an atlas featuring

of�icial names of Philippine provinces, cities, and municipalities.

The atlas will also include information on how those names evolved, according to him.

Cañega added the KWF plans to release the atlas’ �irst edition around 2022.

“Schools and others will be able to use the atlas as a reference material,” he said.

The KWF initiated a similar project in 2014 but local government response was lackluster, noted Cañega.

This time, however, he said KWF had already begun coordinating with the Department of the Interior and Local Government (DILG), which has jurisdiction over local government units (LGUs) nationwide, so the Atlas Filipinas project could push through.

Guv supports DENR crackdown in El Nido G overnor Jose Alvarez expressed full support on Tuesday to the ongoing Department of Environment and Natural Resources (DENR) cleanup drive against easement zone violators in the controversial town of El Nido, northern Palawan.

Alvarez, who reacted to the ongoing crackdown in El Nido for the �irst time, said he favors the DENR’s decision to order 32 business establishments to self-demolish their illegal structures since this is what he has been saying all along.

epartment of Trade and Industry Secretary Ramon Lopez announced on 13 March 2018 that investments in manufacturing surged by 244%, posting a record of US$ 1.15 billion in�lows.

“The �igures account for 35% of the US$ 3.3 billion equity capital placements in 2017,” said Sec. Lopez.

The statement was released following the report on the 2017 net foreign direct investments (FDI), which hit an all-time high US$10.1 billion.

Based on the data by the Bangko Sentral ng Pilipinas (BSP), the country’s investment in�lows surpassed the expectations to expand by 21%, over the US$8.3 billion recorded in 2016.

PIL, Zamboanga Sibugay -- The Department of Labor and Employment, in collaboration with the provincial government, distributed PHP2.5 million livelihood starter kits to 108 workers in the informal sector here.

The starter kits that were distributed to the bene�iciaries on Tuesday were for carpentry, cosmetology, dressmaking, cookery, cellular phone repair, food processing, barber servicing, refrigeration/ aircon repair, electrical servicing and small engine repair.

Imelda Gatinao, DOLE provincial head, said the starter kits is a livelihood formation strategy of the DOLE that is intended to improve the socio-economic well-being of workers in the informal sector.

Gatinao told the Philippine News Agency it is implemented through the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP).

“It aims to engage the bene�iciaries in sustainable self-employment to learn livelihood tasks,” Gatinao said.

She and Fr. Noelito Salandron, an executive assistant of the provincial government, on Tuesday distributed the livelihood starter kits to the bene�iciaries at the provincial capitol building.

UTUAN CITY—Thankful for President Rodrigo Duterte’s free irrigation policy, the biggest federation of irrigators in the region has donated 200 sacks of rice to the government.

Members of the Caraga Irrigators Association Federation, Inc. (CIAFI) donated the sacks of rice to the Department of Social Welfare and Development in Caraga (DSWD-Caraga) for the agency’s disaster relief programs, DSWD-Caraga information of�icer Eunice Plaza said Wednesday.

Valued at Php200,000, Plaza said the donated rice will help replenish the agency’s supplies following the onslaught of several typhoons that hit the re-

gion. It will also bolster the agency’s assistance to the ongoing Marawi relief operations, she said.

CIAFI president Filomeno O. Buco said the donation was their way of expressing gratitude to Pres.

Duterte for providing them free irrigation.

ANTA ANA, Cagayan – President Rodrigo Duterte led the destruction of at least 14 smuggled vehicles including luxury cars worth PHP27 million at Port Irene here before 6 p.m. Wednesday.

Duterte said the destruction of the vehicles was a symbol of putting “an end to a societal disease that eroded public trust” in his bid to deliver equitable public service.

The act would serve as a strong resolve for good governance and as a “safeguard of the people’s welfare,” Duterte said.

Pusher killed in shootout with cops in Sarangani G

ENERAL SANTOS CITY -A suspected drug pusher was shot dead by police operatives in a village in Glan town in Sarangani Province on Tuesday night.

Chief Insp. Aldrin Gonzales, public information of�icer of the Police Regional Of�ice-12, identi�ied the slain suspect as Jimmy Pulido Asuncion, 29, a resident of Purok 5, Barangay Tango in Glan.

He said elements from the Glan municipal police station initially subjected

the suspect to a drug buybust at the vicinity of Purok 6 in Barangay Tango.

Posing as a buyer, he said a police of�icer was able to purchase a pack of dried marijuana leaves with stalks and seeds worth P500 from Asuncion.

But Gonzales said Asuncion later sensed the pres-

ence of police operatives, drew a handgun tucked on his waist and �ired at them.

“The operating team subsequently retaliated and fatally hit the suspect,” he said.

The police of�icial said the operatives rushed Asuncion to the Glan Medicare Community Hospital but was declared dead upon arrival by the attending doctor.

If he runs for the Senate, that would leave a ‘void’ on who will be the person beside the President when Secretary Go will be doing his own responsibilities to the people if elected Senator. lready a bustling town as a result of hemp boom, Davao was inaugurated on March 1, 1937 as a city under Commonwealth Act No. 51. Under Proclamation No. 132 signed by President Manuel L. Quezon, the date was special public holiday.

In his edict which also bore the signature of interior secretary Elpidio Quirino, Quezon ordered: “In order to provide full opportunity for the people of Davao to participate in the celebration of the inauguration of the said city, so that the day may be �ittingly observed. March �irst, nineteen hundred and thirty-seven, is hereby declared a special public holiday for the Province of Davao.”

In later years, the of�icially celebration of the ‘Araw ng Davao’ was moved to March 16 of every year, something the City Council has been set for correction.

The American Chamber of Commerce Journal published in 1938 an article on the state of transportation of the town of Davao.

“Last year [1937] for the �irst time, more than 1,000 cars were registered in Davao, where no more than a score of cars were registered a few years ago. New roads are the immediate explanation:

“Drug abuse has ruined many lives,” declares Dr. Willie T. Ong, an internist-cardiologist and consultant at the Manila Doctor’s Hospital and Makati Medical Center. “The threat of illegal drugs is real and it’s closer than we think. In the Philippines, the drug abuse situation has actually increased over the years.”

How to travel to Davao in 1937 plantation, town, provincial, and national.

The national highways are planned ahead, work often begins at both ends. When a grand connection is made, hundreds of kilometers of highway assume higher ef�iciency-new �ields for car salesmen are open. Grand connections last year were that between Bangui and Claveria and Aparri at the northern part of Luzon, and that between Iligan and Davao via Cotabato in Mindanao. The �irst distance joined totals 156 kilometers, the second more than 400 kilometers.”

Of�icial transport records in terms of highways in provinces in relation to auto registration showed Davao region in 1937 as having 109.9 kilometers of road, 62.1 kilometers of highway, and 1,011 automobiles. Overall, the Philippines had over 50,000 cars during the same period.

The transport explosion, in a way, encouraged the government to line-up key road initiatives that would be vital in further bringing to the city and the entire Davao region.

At a minimum, seven major road constructions were tabled for implementation.

Project No. 23, for instance, was a proposed road connecting the east coast of

Figueroa Davao with the provincial capital by way of Compostela and Camanza (Montevista), with an aim to develop the agricultural lands around Compostela and the Cateel River valley. Project No. 24, meanwhile, was a coastal road that would connect the municipalities of Cateel and Baganga.

On the other hand, Project No. 25 was an ongoing road project now on the east coast of the Davao Gulf that would connect with the Davao-Agusan interprovincial road at Tagum while serving the municipalities of Pantukan, Lupon and Mati.

Project No. 26 was a short cut connecting the Davao-Agusan and the Davao-Bukidnon interprovincial roads. It was designed to develop the interior part of northwest Davao.

On the other hand, Project No. 27 was an interprovincial road between Davao and Bukidnon starting from Guianga, Davao City and connecting with the Bukidnon-Cotabato interprovincial road. This would provide a direct route from Davao City to the port of Cagayan.

Project No. 28 was an interprovincial road between Bukidnon and Cotabato provinces, starting from the end of the �inished road at Mailag, province of Bukidnon, and connecting with Kabakan, Cotabato, which is linked to the Cotabato-Davao interprovincial road.

Lastly, Project No. 35 was the authorized national highway connecting Sarangani Bay, in Cotabato, with Malalag Bay, and designed to develop the Malalag and Tinabalan Valleys.

But land travel was not the only way to reach the newly-inaugurated city.

By air, the Iloilo-Negros Air Express Co. (INAEC) had already opened regular service between Manila and Davao via

Iloilo, Cebu, and Del Monte (Bukidnon), with the new Nielsen Airport in Makati as berthing area. For travelers preferring to go on a six-day trip, including stopovers, the cost of such extended sojourn cost PhP220.00!

For those who feared heights, another option in reaching Davao City was on board the luxury steamer ‘Don Esteban’ owned by the De La Rama Steamship Co. Once a week, the vessel sailed the Manila-Iloilo-Cebu service with stopovers.

The journal, in its October 1937 issue, reported: “Passengers making these round-trips lived on the steamers while in port, and all lines grant liberal stopover privileges. One things (sic) we never knew before—there is an excellent hotel in Davao.” The �irst-class accommodation referred to, was the Japanese-owned Kashiwara Hotel.

Moreover, Compañia Maritima, which had long established a branch in the city, also maintained regular service between Manila and Davao, via Cebu and Zamboanga. Fares vary; these ships carrying what amounts to a ‘�irst preferred’ and ‘�irst class’. Round-trip tickets cost a princely sum of about PhP120.00!

Remedies. “As a whole, these drugs may lead to heart disease, stroke, cancer, HIV/ AIDS, hepatitis B and C, lung disease, obesity and mental disorders.”

Shabu, for instance, “can cause chest pain, irregular heartbeat, high blood pressure, heart attack and even cardiac arrest.

Methamphetamines may also give rise to irritability, talkativeness, insomnia and violent and destructive behavior.”

Marijuana, on the other hand, “can cause chest pain, lack of coordination, poor memory, poor concentration, red eyes and temporary loss of fertility,” Dr. Ong points out. Constant use of marijuana can also “signi�icantly reduces a person’s capacity to learn, carry-out complicated tasks, participate in sports, driving and operating other machineries.”

The use by young Filipinos of prohibited drugs is now considered as one of the country’s scourge. The abuse has reached epidemic, if not widespread, proportion.

In his book, Dr. Ong gives some possible signs of drug abuse. “First, the person may associate with friends who are known drug users. Second, the person often needs money and sometimes steals things at home. Third, the person may exhibit some changes in behavior and mood.”

On the latter, he explains: “He or she may be irritable, discourteous and aggressive. (If the person is a student, he

or she) may stop going to class and receive failing grades. There may be poor personal grooming and a general lack of interest in life. Take note, however, that these behavioral clues are not always present.”

The DDB further gives these signs: asks to be left alone a lot, always tired (or makes it as an excuse to be left alone), careless and often becomes involved in accidents, implicated in a lot of �ights, sudden change in appearance and conduct (red or puffy eyes, weight changes, constant complaints of headaches or stomachaches, shaking, incessant cough, brown stains on �ingertips, stumbling, or a constant runny nose), loss of interest in hobbies or sports, exhibits poor judgment, and �inds it dif�icult to concentrate.

“If you suspect that a friend is using drugs, talk to him or her,” the DDB suggests. “Let your friend know that you care. Talk to your parents, teacher, school counselor, or another trusted adult. Offer to go with your friend to his parents or a counselor for help.”

Help someone who is addicted to drugs. “Drug addiction is considered a disease and needs comprehensive and prolonged treatment,” Dr. Ong reminds.

“After being rehabilitated, the drug abuser should still be closely monitored so that he or she will not relapse again into using drugs.”

When drugs are being abused

Philippine media reported the arrest of 11 high-school students who were caught doing a pot session in Quezon City. Most of the arrested students came from the ranks of “�inancially-distressed families.”

As the students could not afford to conduct “the pot session in a luxurious hotel or a mansion-like residence or condominium in one of the metropolitan areas’ premier locations that some scions of well-to-do families reportedly do on a regular basis,” they held it only in a “vacant lot.”

A drug is de�ined as “any substance intended for use in the diagnosis, cure, relief, treatment or prevention of disease or intended to affect the structure or function of the body.” A simpler but workable de�inition of a drug is any chemical substance that affects the body and its processes.

“By law, drugs are divided into two categories: prescription drugs and non-prescription drugs,” explains The Merck Manual of Medical Information.

“Prescription drugs -- those considered safe for use only under medical supervision -- may be dispensed only with a prescription from a licensed professional with governmental privileges to prescribe.”

Non-prescription drugs, on the other hand, are those considered safe for use without any medical supervision (like aspirin, for instance). Oftentimes, these

drugs are sold over-the counter.

To some people, the word “drug” means a substance that alters the brain’s function in ways considered pleasurable -- a mind-altering substance. These are what the Dangerous Drug Board (DDB) as “dangerous drugs” or “illegal drugs.”

“Drug abuse exists when a person continually uses a drug other than its intended purpose,” the DDB explains in its website. “This continued use can lead to drug dependence, a state of physical and psychological dependence or both on a dangerous drug.”

“Different illicit drugs can have their own peculiar effects,” writes Dr. Ong in his book, Doctors’ Health Tips and Home

The rise of Davao City

There seems to be no stopping Davao City’s rise.

Being the Philippine’s largest city in terms of land area, and now, being the home of President Rodrigo Roa Duterte, Davao City continues to grow as a city and develop in terms of economic enterprise and infrastructures.

But before the city came to be the Davao that we know today -- the road was long.

Local Historian Rogelio Lizada said that the word Davao is the product of the

orders of Governor-General Narciso Claveria.

Rapid economic progress began in the early 1900s under American rule when roads, telegraph lines and ports were set-up. Abaca and coconut plantations, business branches and factories were established.

The period saw the entry of migrants from Luzon and the Visayas along with the Chinese, Japanese and the Americans.

The city in its early years was governed by a succession of appointed leaders — Santiago Artiaga from 1936 to 1939, Agustin Alvarez from 1939 to 1940 and Pantaleon Pelayo, Sr. from 1940 to 1942 and from May to December 1945.

Japanese occupation The Japanese landed in Davao on December 20, 1941, and effectively controlled the city. The mayors during the Japanese occupation were Alfonso G. Obonza, Sr. (1943 to 1943), Melencio Sarenas (1943 to 1944) and Donato C. Endriga (1944 to 1945).

The city was liberated when the Americans came in 1945. Immediately after the liberation, the City Government was re-established. Despite suffering tremendous devastation during the war, the city’s road to progress resumed.

Road to progress In 1946, the Davao Light and Power Company, Inc. was revived. Despite its damaged machinery, it was the first sign of hope that the city will again rise from the ashes of the war.

On March 1, 1937, eight decades and a year ago, Davao became a city by virtue of Commonwealth Act No. 51 signed by former President Manuel L. Quezon. The new city was a merger of the Municipality of Davao and the Municipal district of Guianga.

A century before, it was a land inhabited by indigenous peoples, later colonized by Spain in the mid-1800s led by Don Jose Uyanguren under the

Educational institutions like Mindanao Colleges (now University of Mindanao), Rizal Memorial Colleges and San Pedro College were also founded.

In 1955, Republic Act 1368 was signed into law which provided for the election of the City Mayor, Vice Mayor, and 10 City Councilors.

In November 1955, the first local city elections were held, and Carmelo Porras was elected Mayor for the first time.

Elias Lopez, a full-blooded Bagobo was elected as City Mayor in 1967. He served as mayor from 1967 to 1971 and in 1980 to 1986.

The Big Three In 1967, Davao Province was divided into Davao del Norte, Davao del Sur, and Davao Oriental. Davao became the regional capital of southern Mindanao; with the reorganization, it became the regional capital of the Davao Region and highly urbanized city in

the province of Davao del Sur. The city continued to grow well in the 70s but political development in the country also made a tremendous impact on the city, especially when former President Ferdinand Marcos declared Martial Law in 1972.

By the 1980s, the city was again plunged into turmoil. It became a bloody laboratory for urban guerrilla warfare waged by the communist New People’s Army.

In 1986, shortly after EDSA Revolution, the new government under Corazon Aquino appointed OIC officials across the country: Davao got Jacinto T. Rubillar (1986-1987) and Zafiro Respicio (1987-1988).

In the 1988 elections, Rodrigo Roa Duterte, a former fiscal and a son of the last governor of Davao Province rose to prominence. He was elected mayor of Davao City for three consecutive terms until 1998.

Under his stewardship, peace and stability returned to the city. Davao was again enjoying years of unhampered economic progress.

In the late 1990s to the 21st century, as a testament to the city’s growth and competent governance, Davao was awarded by Asia Week Magazine as one of Asia’s Most Livable Cities. It was also dubbed as the Most Culture-Friendly City in the Philippines, The Philippines’ Most Livable City, One

of the Safest Cities in the World and the list goes on.

In the 21st Century, Davao has steadily shifted into a more cosmopolitan city with advances in information and communications technology. It has become one of the country’s most modern and progressive cities.

Investments continue to pour, with capitalists expressing their intentions to put up businesses in the city.

Under the leadership of Mayor Inday Sara Z. Duterte, the city government is focused on addressing her top 10 priorities— Poverty Alleviation, Infrastructure Development, Solid Waste Management, Education, Health, Agriculture, Tourism, Transportation Plan-

ning and Traffic Management, Peace and Order, and Disaster Risk Reduction and Mitigation.

After eight decades, Davao City is now the center of trade and commerce in Mindanao.

Not only is the city rich in agricultural products like bananas, durian, cacao and

orchids and tropical plants, but also bustling with real estate development, manufacturing, and others.

This year, for example, the big-ticket High Priority Bus Project is expected to start -where PUJs will be replaced by buses. This is a Davao City Government project in part-

nership with the Asian Development Bank.

Davao City continues to be recognized for people development and welfare, economic growth, security, environmental protection, good governance and many other legislation that are being emulated across the country.

Therma South was acknowledged as Davao City’s top real property taxpayer while Davao Light received a citation as the local government’s top business taxpayer last year.

The awards were given during the recognition ceremony dubbed as “Pasidungog: Garbo sa Dabaw 2018” held on March 12, 2018 at the Davao Convention Center in Davao City.

Davao City Mayor Sara Duterte-Carpio lauded the support of the city’s top taxpayers for contributing to the growth and development of the city.

“This recognition is important because it serves to remind us that Davao would not be what it is today without Davaoeños and their friends helping each other,” Mayor Duterte said in her opening remarks.

“From our top taxpayers whose contributions are really translated to better services for the people, to the members of

volunteer organizations who put their safety on the line during disasters, to professionals working to improve public--you all exemplify the best of the Davaoeño,” she added.

Meanwhile, Therma South Vice President and Plant Manager Valentin S. Saludes III said they are humbled by the recognition the Davao City Government has given them.

“We remain committed to being one of the city’s strong partners in development, aligned with our vision of advancing business and communities,” Saludes said.

Therma South owns and operates the 300-Megawatt Davao Baseload Power Plant located in Binugao, Toril, Davao City. It is the �irst power plant in Mindanao to utilize the Circulating Fluidized Bed (CFB) technology.

On the other hand, Davao Light is the third largest electric distribution utility in the Philippines. Its franchise area covers the cities of Davao and Panabo as well as the municipalities of Carmen, Dujali, and Santo Tomas.

Noting a growing demand from domestic and global markets, he encouraged farmers to go back to planting abaca, intercropped with other commodities to diversify their farms.

“Kung palabyon nato ni, sayang (if we miss out on this, it’s a waste),” he added.

He cited that the industry is facing the threat of competition from Latin American countries that have started to plant abaca, with planting materials sourced from the Philippines.

He said his group opened a 10-hectare abaca nursery in Mindoro in preparation for a massive planting of abaca in at least 5,000 hectares on the island.

He said they are willing to provide technical assistance to Davao for a systematic and intensive production of abaca.

A report by the Philippine Statistics Authority said abaca production in the city increased from 22.43 metric tons in 2010 to only 26.80 MT in 2016.

Ramon M. Bargamento II, chair of Barangay Mintal, said one of the early Japanese settlers in the city was a wealthy entrepreneur Ohta Kyozaburo, who arrived in the city in 1903.

Dubbed the “Father of Davao Development,” he set up his Ohta Development Company head of�ice in Talomo, and later moved to Mintal where his abaca business had not only �lourished but had also driven the city’s economy.

His success in abaca farming and processing drew other Japanese to Mintal, then the most advanced of all villages with a well thought of map similar to an “urban plan” initiated by the Japanese, Bargamento said.

MBFEA Run set April 8

anabo City rolls out its biggest footrace this year with the staging of the Mindanao Banana Farmers and Exporters Association, Inc. (MBFEA) Fun Run on April 8.

The two-division race will be staged at the out and back course beginning and ending at the Panabo City Multipurpose Hall.

The run starts at 6 in the morning with two categories--3 kilometers and 6 kilometers for men and women.

The race is aimed at promoting awareness on the importance and contributions of the Cavendish banana industry to the region.

MBFEA consists of independent farmers and exporters.

“We also aim to encourage local residents on the bene�its of consuming this variety of banana,” said Richard Mark Delos Reyes, MBFEA President during Tuesday’s launch at the ROX Abreeza store.

Race organizer Dax Ang said they are expecting 500 to 600 runners to take part.

“We are targetting 500 but it could go beyond that

knowing it’s a great time of the year to be running,” said Ang. MBFEA of�icer Gladys Mebrano-Garcia added that a portion of the funds raised will go to the IP pupils of Basak Elementary School, Talaingod, Davao del Norte.

“Joining this run is a way of helping our IP children,” Garcia said.

ig this Davao City hoop fanatics, another state-of-theart basketball gym facility is set to open.

Arcadia Recreational Complex, a project of the Escandor Development Corporation (Esdevco) as a complement to the Matina Enclaves, is set to open its new basketball gym facility to the public next month.

“We are proud to announce the opening of our basketball center inside the Arcadia. It’s going to be the next hub for basketball-loving Dabawenyos,” said project head Gerald Kent Garces.

Fully air-conditioned and equipped with cushioned wooden �loor system, the Arcadia hoops center boasts of the Fiber Kinetics arena super-lite basketball goals for maximum experience.
