he office of the city tourism is expecting a steady influx of tourists and foreign visitors this year’s Araw ng Dabaw together with the holding of international events in the city.

City Tourism Operations Of�ice head Generose Tecson said on Wednesday that they were targeting at least 2.2 million tourist arrivals for 2018

and at least seven percent increase this year.

“2.2 million Tourist arrivals for 2018 are enough to sustain the two million mark. We’re

hoping and doing the best for this year,” she said.

Tecson said that Davao, being a gateway to other exciting places in the region can also help promote the tourist destinations of other cities and municipalities in Davao Region.

“In order to reach the target of tourist arrivals, we will launch promotional activities and roadshow to be conducted in some areas in the country to

help sustain the existing direct �lights to and from Davao City,” Tecson said Tecson said that the packages that will be brought to Luzon and Visayas will promote the beaches and the 11 tribes of Davao.

In a statement, BIR said the two �irms -- specialized construction �irm SKI Construction Group, Inc. (SKI) based in Makati, and YN General Services, Inc., last known to be located in Parañaque -- were accused of willful failure to pay taxes under the National Reve-

nue Code of 1997.

SKI, which is engaged in general construction work, as well as those in the likes of nuclear, petrochemical, electronics, mass transit, and other “complex” infrastructure endeavors, has failed to pay taxes amounting to more than PHP206.3 million in 2005 and 2010.

On the other hand, YN General Services allegedly has a de�iciency tax liability of more than PHP15.1 million in 2008.

he family of Melody Albano Castro, the Filipina caregiver who perished in the earthquake that struck Hualien, Taiwan recently, will get about PHP2.8 million in �inancial assistance from Taiwan.

According to the Taipei Economic and Cultural Of�ice (TECO) in the Philippines, the total amount of 1.79 million new Taiwan dollars or about PHP2.8 million came from Taiwan’s consolation, compensation, insurance claims, and voluntary donations.

he Integrated Bar of the Philippines (IBP) has condemned the recent ambush of a lawyer in Quezon City.

The IBP said that many other lawyers, judges and court officers have been targeted with “pinpoint accuracy and swelling impunity,” which in turn creates “an environment of fear” in the justice system.

“Lawyers must be able to advocate their clients’ causes free from the corrupting elements of fear and intimidation. This ensures that disputes are resolved only within the confines of the law, the evidence, and an impartial tribunal,” the IBP said in a statement

on Thursday.

“Hired killers and their masterminds have no place in civilized society. Regardless of the overwhelming merit a cause of action may present, violence directed against the actors in the legal theater must never be countenanced,” the group stressed.

He spoke of the need to “develop our country for the next generation.’

ANILA -- Department of Labor and Employment (DOLE) Secretary Silvestre Bello III has ordered the recall of a Welfare Of�icer from the Philippine Overseas Labor Of�ice (POLO) in Kuwait.

The move is in response to the complaint of the family of Joanna Daniella Demafelis whose body was found inside a freezer in the said country, that their request for assistance to locate their missing sister was ignored.

In an interview, the Labor chief said that he ordered the recall of Ma. Sarah Antonia Concepcion since he couldn’t accept the latter’s explanation on why they did not act on the request of the sister of the late overseas Filipino worker (OFW).

Aside from Concepcion, Bello also ordered Labor Attaché Alejandro Padaen to explain within 72 hours why they did not �ile a report to the concerned agencies or provide the necessary assistance to subject OFW.

“I gave them a memo to explain why they did not act on the complaint of the sister of Joanna Demafelis, yesterday I received their explanation. ‘Yung explanation ng welfare of�icer, si Ms. Concepcion, I could not accept so immediately order her recall,” he said.

“As for Ms. Concepcion, her explanation is that there are too many work, masyado daw marami trabaho, that’s not a good explanation. If you can’t handle such work, you can leave. I adopted her attitude, if you cant handle your job come back to the Philippines,” Bello added.

Duterte‘curious’to hear SAP Go testify in frigate deal probe

ANILA -- President Rodrigo Duterte would be “curious” to hear the testimony of his top aide Christopher “Bong” Go in upcoming Senate probe into the controversial frigate deal, Malacañang said Thursday.

Presidential Spokesperson Harry Roque Jr., in a Palace brie�ing, said that Duterte would most likely watch the hearing on the Philippine Navy’s PHP18-billion Frigate Acquisition Project (FAP) since it would be televised.

“I would think so. He would be very curious as to what would happen in that hearing.

I’m sure that will be televised,” Roque said.

Roque said that he would also be in attendance to the Senate hearing.

Duterte earlier urged Go to demand an “open and transparent” Senate hearing calling on his aide not to agree to the planned executive session in the Senate.

Final proposal for military pension system underway

A

n actuarial study on the feasibility of a Government Service Insurance System (GSIS)-run pension system for the military, which will have three types, is expected to be completed before end-2018.

Budget and Management Secretary Benjamin Diokno, in a briefing Wednesday, said GSIS officials have finished the preliminary actuarial study on the proposal but its results have yet to be presented to economic managers.

He said that officials of the Department of Budget and Management (DBM), for one, had discussed with their counterparts in the GSIS issues such as how much a pension system would cost the government and how much the GSIS needed to assume the responsibility of running the system for the government.

“I can assure you before the end of the year this will be done,” he said.

Diokno said three types of

pensioners are being considered for this proposed military pension.

The first type will cover the existing pensioners, who receive pensions that are indexed to the salary of incumbent personnel.

“We will honor our contract.

We’ll continue paying them,” Diokno said.

The second are those who in current service, who will be asked to pay contribution to make the system sustainable but will receive the benefit of the old system.

“They have to understand that they need to contribute especially now that they have a hefty salary increase,” he said.

The third type is for new entrants, who will be covered by new set of pension rules that has yet to be developed.

Diokno said the proposed military pension system would be handled by the GSIS but would be different compared to the system for other state workers. (PNA)

While promoting jobs is bene�icial, failure to match quality and skills of a potential worker to current employer needs may only prolong unemployment. This, he said, may be addressed by providing full information of workers to prospective employers to facilitate their free movement.

Addressing asymmetric information The existence of asymmetric information in the labor market has brought challenges to both workers and employers. For one, employers �ind it dif�icult to “measure the productivity of workers on which their payments are based”, Lanzona said, adding that the former may face problems in setting out proper wages whenever workers do not reveal their

true productivity and their efforts are unveri�iable.

Furthermore, Lanzona explained that because the potential productivity of workers is unidenti�iable, they may be misallocated to task and sectors, which can lead to adverse selection “especially if the average wage rates offered drive out the more productive workers”.

According to the study, asymmetric information has also resulted to wage rigidity, with employers offering constant wages to both the productive and the less productive workers, as a result of lack of access to their information.

“Firms, in general, are wary of reducing wages because doing so can cause the more productive workers to quit, leaving the less productive workers to stay in the country,” Lanzona explained, say-

ing that this has caused restrained access to labor.

In the Philippines, this can be addressed, the author said, by “improving the employers’ access to skills certi�ications”, like the ones offered by Technical Education and Skills Development Authority to trainees.

Doing so, Lanzona explained, may make it easier for employers abroad to check a worker’s “certi�icate on a website and even �ind a list of local workers who may have also earned a similar certi�ication”.

The author also suggested making the website interactive to allow previous employers to post feedbacks so that new employers may be forewarned about former employees who are unscrupulous. (NEDA)

PH-Kuwait ties intact despite ban on OFWs DBM to review T

he long-term relations between the Philippines and Kuwait would not be affected despite the ban on the deployment of overseas Filipino workers (OFWs) to Kuwait, Malacañang said Thursday.

“I’d like to think that the long-term Filipino-Kuwaiti relations will not be affected,” Presidential Spokesperson Harry Roque Jr. said in a Palace brie�ing.

Roque was responding to concerns raised by Kuwaiti Minister of Foreign Affairs Sheikh Sabah al-Khalid al-Sa-

bah that the ban could damage ties between the two countries.

Sheikh Sabah has refuted the statements of President Rodrigo R. Duterte on OFWs being treated “inhumanely”, saying that thousands of other Filipinos lived a decent life in Kuwait.

Roque, meanwhile, said that Department of Foreign Affairs (DFA) Secretary Alan Peter Cayetano would meet with the Kuwaiti ambassador to the Philippines Saleh Ahmad Althwaikh Thursday.

He said Duterte’s marching order to Cayetano was to get a commitment from the government of Kuwait to protect Filipinos in the Arab state.

Roque, meanwhile, restated the obligation of the Kuwaiti government to treat Filipino nationals in the same manner it treats its own nationals.

“I think the President is very clear, we will not tolerate abuses to be committed against Filipino nationals,” Roque said.

On Monday, the Department of Labor and Employment (DOLE) ordered a total ban on the deployment of OFWs to Kuwait effective immediately.

The move follows Duterte’s directive amid reports of several deaths of Filipino workers, particularly household service workers in the host country. (PNA)

World Bank rates DA work satisfactory

orld Bank gave Department of Agriculture’s �lagship rural development project a satisfactory rating.

During its recent Midterm review, DA’s Philippine Rural Development Project (PRDP) satisfactorily achieved its development objectives and overall project implementation according to World Bank.

Under the infrastructure development component, the completed concrete farm-to-marketroad (FMR) projects nationwide with a total length of 148.4 km resulted to the reduction of travel time by 43%; hauling cost of farmers produce by 32% and by 54% for production inputs. The FMR projects have bene�itted a total of 77,000 households.

An additional 1,220 km on-going construction of FMRs are expected to give more bene�its.

“The newly constructed farm to market roads also creates a huge impact in the lives of its bene�iciaries where average household income increases to 64% accompanied with the increased of school attendance and higher enrollment numbers, improved peace and order, faster response to medical emergencies, improved supplies available at small local stores, and increased crop areas,” reported Frauke Jungbluth, WB Senior Economist and task team leader for PRDP. PRDP’s enterprise development component has 111 enterprises supported with another 401 under various stages of development leads to increase in production, crop area and value addition.

In South Cotabato particularly, a 31% increase in the volume of cassava tubers was noted; 9% increase in tubers’ selling price;

and 47% rise in cassava farmers’ income.

“This is the result of the strong partnership of the DA, local government units, our farmer-bene�iciaries and the strong support of our private sector,” said PRDP Mindanao director Ricardo M. Oñate, Jr. “We are also seeing now the positive effects of mainstreaming PRDP innovations to provincial planning process,” Oñate added.

World Bank has noted that PRDP achieved a wide institutionalization and acceptance of the Provincial Commodity Investment Plan (PCIP) which served as a technical-based planning platform for convergence between programs among its partner agencies. While its business-plan based approach to sustainable enterprise development has increasingly attracted the start-up of small enterprises and the LGUs

are expanding their investments for enterprises.

Mainstreaming of the institutional and governance reforms across the DA improved cost savings and the introduction of enhance planning through PCIPs has already enabled LGUs to leverage additional PhP 8 billion.

Among PRDP’s best practices include the geo-tagging linked to web-based MIS system for the enhancement of sub-project design, progress monitoring and oversight; rapid appraisal of emerging bene�its tool that allows feedback on sub-project outcomes upon completion; and development of web-based MIS system and maintained in-house that integrates data and reports for management, based on analysis that integrates statistical, economic, and safeguard inputs. he Department of Budget and Management is considering a re-study of the Performance-Based Bonus (PBB) program to ensure a more efficient disbursement of bonuses.

In a briefing Wednesday, DBM Secretary Benjamin Diokno said he would order the review of the whole PBB program.

“This is meant to hasten the release (of funds) rather than control it,” he said.

The Budget and Management chief explained that issues on the release of PBB funds affect primarily the big departments like the Department of Education (DepEd) due to the number of its employees.

Thus, changes on the fund disbursements, among others would be made, he said.

“We want it to be really based on performance. We are trying to develop a system for it to be more decentralized,” he said.

Diokno said they were considering a more decentralized fund disbursement system wherein each department would be given a fund based on the statistics they submitted and it would be upon the officials of these department on which bureau would be given a bonus.

ACURONG CITY -- Anti-narcotics operatives on Wednesday �iled charges against four detained illegal drug peddlers using fake Philippine Drug Enforcement Agency (PDEA) identi�ication card in their nefarious activities.

Valente Cariño, PDEA 12 chief, said Jude Dela Cruz, 35, Zenaida Raguindin, 40, Jomar Gregorio, 33, and Joel Paciente, 33, were arrested following a drug buy-bust operation here a day earlier.

Cariño said the four suspects have been pretending

to be workers of PDEA to get ahead of their competitors in the illegal shabu trade.

The PDEA director said operating units of PDEA, backed by Tacurong City PNP and Army from Task Force Talakudong found PHP250,000 worth of shabu in the suspects’ hideout in Barangay Griño in this city.

The suspects are now in the custody of the PDEA12 in General Santos City.

PRRD names village chief as Zamboanga City dad

AMBOANGA CITY -- President Rodrigo Duterte appointed Joselito Macrohon, barangay chair of San Roque, to the position of city councilor in the �irst district of this city.

Macrohon replaced Charlie Mariano, who stepped down from of�ice last November 2017 after the Commission on Elections (Comelec) unseated him due to conviction by the Supreme Court for violation of the Bouncing Cheque Law. Duterte signed Macrohon’s appointment on Tuesday afternoon together with the other newly-appointed of�icials who will serve under his administration in various government agencies.

Macrohon ran for councilor in the �irst district under the local chapter of the Laban ng Demokratikong Pilipino (LDP) during the 2016 elections and landed number nine.

There are only eight council seats in each of the two districts of this city.

That is the message in the government’s decision to repatriate overseas Filipino workers (OFWs) based in Kuwait after unfortunate incidents in that Middle Eastern nation.

On Monday, some 300 migrant workers arrived in Manila from Kuwait after President Duterte requested commercial airlines to provide �lights for distressed OFWs. This came after the government halted the deployment of Filipino workers to Kuwait last month after incidents of abuse reportedly committed by employers. The sad plight drove several Pinoy OFWs to commit suicide. After the initial repatriation, the government is preparing to repatriate more. Records show that some 10,000 OFWs have actally overstayed their work permits in Kuwait The decision to stop deployment of workers and the succeeding repatriation did not sit well with the Kuwaiti government. Its foreign minister has con�irmed the condemnation on Wednesday asserting that it could ruin the foreign relations between the two countries.

line for cooperation was open and that the only solution is to cooperate and collaborate on the details of the very sad and unfortunate events.

At the moment though, no statements can give assusrance of safety for the Filipinos at the hands of their employers in Kuwait. A Dabawenya, who requested anonymity after she was still stuck in Kuwait, revealed her ordeal on how she was passed from one employer to another without having been paid her salary. Her passport was kept in the hands of her employer and the only line of communication between her and anyone home is through a number belonging to her employer. She hopes to be on the next plane back to the country and that hinges on whether she can get out of her employer’s abode.

Relations like this where your foreign partner cannot even assure the safety of migrants or deal with their citizens who violate and abuse their migrant employees is not worth keeping.

Notwithstading the caution aired by the Kuwaiti government, the Philippines has made a choice between ties and lives. And this one is a no brainer.

The Church should not be far behind. Filipinos will always remember the participation of priests and nuns in the eventual ouster of the Marcos conjugal dictatorship in 1986 which, in the language of the street parliamentarian, is the voice of the people.

I seriously doubt though if the anti-Duterte protesters will be able to muster what they call huge numbers that they have been predicting to become the tipping point.

Later, the �indings were turned over to Fr. Douglas Venne, MM, who took over the position of Fr. Kennedy a year later.

In the broadcast out�it’s Policy and Plan, DXCD underscored the contribution of Fr. Venne, who later became parish priest of St. James the Apostle in Compostela town: “Fr. Venne prepared survey of the Tagum Prelature Area to deter-

The militant students from UP and other schools run by religious orders and some of the misguided youths will march in dwindling numbers with the Yellows whose political stock have already gotten astray.

Currently, many of the LPs have jumped over into the PDP Laban camp. So, who will provide them manpower support from the ground?

Conversely, hundreds of thou-

sands of Duterte die-hard supporters in Metro Manila with hordes of netizen members, OFWs and their families and LGU support from all over will dwarf the February 23rd antis march.

Those who now believe the wide difference between the Noynoy and the Duterte governments will attend and participate in the pro-government rally.

The connivance and collaboration between the Left and the Yellow are alienating them from the grassroots who were painfully abandoned to fend for themselves in the six years of hardship and dif�iculty under the inef�icient Noynoy Aquino regime.

Peter Spain, in ‘A Survey of Radio Listernership in the Davao Provinces of Mindanao, The Philippines’ (1971), wrote that the goals of establishing the radio station had something to do with giving the prelature’s “listeners a sense of autonomy, identity, and con�idence, a futuristic orientation, sensitivity, and security”, adding “the realities of establishing a radio station, however, put most of the focus in the �irst year of operation on setting up the technical facilities and establishing itself in the minds of listeners and advertisers.”

Spain added: “While [DXCD’s] appeal to advertisers has been gradually increasing, its appeal to the listeners has come from its program of public service… its amateur shows taped in different villages, and its farming and household tips. Much of its programming has following the music-drama-news pattern of other stations but… we can say that there are certain elements that make DXCD’s total program a bit different in the minds of the listeners.”

The popularity of DXCD could be measured by the number of letters retrieved from its mailbox which,

by June 1971, just over a year after operation, reached 45,000 though most of them were classi�ied as

dedication letters, substantial, and re�lective of public pulse.

In 1975, during Martial Law, the government decided to padlock the broadcast out�it and by doing so lessened church opposition over the airlanes in Davao region.

And what about Fr. Venne? What has happened to him?

As an aftermath of the accident, Fr. Venne left for the US to undergo cosmetic surgery an conduct development activities. When he returned to the Philippines in 1970 he worked hard to form Basic Christian Communities, or Gagmay’ng Kristohanong Katilingban (GKK), which he personaly considered as “a miracle.”

“In January 1975,” according to archival records, “the Maryknoll General Council asked for volunteers for Bangladesh, and Father Venne jumped at the chance. He had always admired Blessed Charles de Foucauld who went to live among Muslims and preached mostly by example. ‘Cry the Gospel with your life.’ Father Venne was accepted and arrived in Bangladesh on December 2, 1975 with 4 other Maryknollers.

They went to live in community with a simple, prayerful lifestyle, while dwelling among and working with poor Muslims and Hindus.” He died on December 28, 2009.

Troubles over water Last of Three Parts

A

ll over the world, because of overuse, waste, and neglect, freshwater resources (lakes, rivers, and aquifers) are being exhausted or polluted at an alarming rate. Demand for water – for industrial, agricultural, and domestic uses – continues to rise rapidly as the global population and economy keep growing.

“Over the last three centuries, the growth in the volume of water withdrawn from freshwater sources for human use has been much more rapid than the growth in population,” reports the Geneva-based World Health Organization.

This is true in the Philippines which, despite being surrounded by bodies of water, is home t o

more than 100 million people.

In the 1950s, the Philippines had as much as 9,600 cubic meters of clean water per person, according to Dr. Rafael D. Guerrero, former head of the Philippine Council for Aquatic and Marine Research

and Development. Four decades later, Filipinos must make do with little more than a third for that volume – 3,300 cubic meters per capita.

In “Handbook Philippines,” contributing author Sandra Volpp wrote: “There are ample freshwater reserves all over the country.

t h e available freshwater is suf�icient to cover demand nationwide. But many of these reservoirs are contaminated or polluted.”

More than 400 rivers and streams have been identi�ied in the Philippines, but “only 36% are suitable sources of potable water supply, while 60% of the groundwater is contaminated with coliform bacteria, mostly from

garbage dumps,” Volpp penned. “This has led to an increase in water-borne diseases, such as cholera, diphtheria, typhoid fever, dengue fever, and amoeba infections.”

The problem is even greater in large cities. “A large number of households are not connected to canalization, so their wastes are directly channeled into rivers and the sea,” Volpp noted. “This problem is exacerbated in the big cities.”

Volpp also wrote: “Water services remain inadequate in many areas, which is why many people revert to deep wells. This leads to a sinking groundwater level, to increased salinity, and ultimately, to a shortage of potable water.”

A looming water crisis is in the of�ing! “We cannot talk of providing sustainable water to the people unless we protect the sources of the commodity – the watersheds,” Elisea Gozun, former head of the Department of Environment and Natural Resources (DENR), once pointed out.

“Without vegetative cover, especially the trees, the land’s water absorption capacity is great-

ly reduced,” contends Ines Basaen who, at the time she spoke those words, was the national coordinator of the International Labor Organization’s community-based environment impact assessment for indigenous people’s project.

Some people believe that if the forest disappears, so will the life of people. Without trees, there will be no water. And if there is no water, there will be no life. So one wonders: Do trees really produce water?

“You ask an interesting question,” said Dr. Patrick B. Durst, who was senior forestry of�icer with the regional of�ice of the UN Food and Agriculture Organization (FAO) in Bangkok, when this author interviewed him. “As with so many things related to forests and trees, the answer is not simple – certainly not as simple as many people would like to present it.”

According to Durst, trees are not a source of water “in the narrow sense.” “In fact, as living organisms, trees are substantial consumers of water, particularly when growing healthily,” he explained. “That is why, for example, people sometimes plant fast-growing trees to help drain swamps; the trees consume water and draw down the water level.

“Conversely,” he continued, “water tables sometimes rise when trees are cleared from an area. Famous watershed studies at the Coweeta Hydrological

Laboratory in North Carolina, conducted since 1934, show very clearly that there was a scope for increased water yield by reducing forest vegetation.”

Water use by trees is also at the heart of the argument of many against the use of eucalyptus trees. In 1990, an estimated 10 million hectares, or approximately one-quarter of tropical forest plantations, were planted with eucalyptus. More than half of these were located in tropical Asia, including the Philippines.

“As a fast-growing species, eucalyptus uses a lot of water and may contribute to a lowering of water tables,” Dr. Durst argued. “The same is true of most fast-growing tree species. It seems, not illogically, that you need a lot of water to produce a lot of wood quickly.”

So, what role do trees play in “producing” water?

Clearly, trees must be good for something it comes to watershed management, or else foresters and water management specialists wouldn’t make so much fuss about trees.

Here’s Dr. Durst again: “The answer is that trees (and more importantly healthy forests) are very important. The main bene�it they provide is helping to intercept precipitation and facilitate its in�iltration into the soil and ground water storage areas.”

Leaves, branches and

other parts of trees intercept rainfall. Healthy forests’ ground cover – organic litter, twigs, small plants and fallen leaves, among others – help trap water and hold it until it has an opportunity to soak into the ground soil.

In addition, roots whether alive or decaying, provide additional pore space above that of normal soil texture for water to in�iltrate into the ground. This is the reason why local springs and streams maintain a healthy �low when surrounded by protected micro-watersheds.

Next to air, water is the element most necessary for survival. You may not know it, but water makes up more than 60 percent of our body weight. Proteins make up only 18% while fats encompass 15%, minerals 4%, carbohydrates 2% and vitamins less than one percent.

A person needs at least 24 liters of water daily or one liter per hour. Even when he breathes, he still needs water. “Our lungs must be moist to take in oxygen and excrete carbon dioxide,” wrote Leroy Perry in a Reader’s Digest article. “It is possible to lose half a liter of liquid each day just by exhaling.”

As water becomes more scarce, con�lict over water rights are inevitable. “Wars will be fought over water,” World Bank’s Ismael Serageldin once pointed out.
