he Bureau of Jail Management and Penology 11 has finally transferred the nine high risk inmates from Davao City Jail BJMP-Special Intensive Care Area (SICA) in Metro at Camp Bagong Diwa in BicutanTaguig City.
The inmates included the Abu Sayaff members who were accused for the kidnapping of John Ridsdel a Canadian national on September 21, 2015 in a Resort in Island Garden City of Samal, Davao del Norte BJMP 11 spokesperson Jail Insp. Edo Lobeniabared in a statement released on Sunday that the high risk inmates were members of the Maute and Abu Sayaff
Groups. Lobenia said the special tactics and response team (STAR) of the BJMP headed by J/S Inspector Erwin Esden accompanied the inmates to Taguig City, together with a team from the Task Force Davao and the PNP highway patrol group.who are considered as high risk inmates. “The STAR team is an elite tactical unit trained
to perform high-risk operations and in dealing with high risk and high pro�ile inmates as well as in controlling jail disturbance and incidents,” Lobenia said. “As BJMP of�icers, it is one of our critical tasks. We were trained for this. We have properly coordinated with the police and military prior to transporting the high-risk inmates,” he said in the statement. He said BJMP 11 regional director Jail Sr. Supt. Amelia Rayandayan said seven of the inmates are members of the Maute Group charged with terrorism and multiple murder and multiple attempted murder and the
other two are members of the Abu Sayaff Group charged with Kidnapping with homicide. “High-risk inmates like the Maute and Abu Sayaff need maximum security as they are known to be risky personalities and may be targets for rescue by their associates or even assassination attempts as some of them may have made ardent enemies prior to their incarceration, “ Lobenia said. The Maute members were accused of perpetrating the bombing of the Roxas, Night Market at Davao City that killed 15 people and injured 69 others on September 2,
