he Punong Barangay of 19-B has come to the defense of two police officers who were accused of mauling three minors, saying the youngsters were unruly and deserving of punishment.

The two erring members of the Davao City Police Of�ice apologized to the families of three minors which they were accused of mauling.

The two members of DCPO’s Mobile Patrol Group identi�ied as Police Of�icers 1 Jesre Masinading and Jeovani Natividad were presented to Davao reporters on Thursday morning inside the City Director’s of�ice and they expressed their apologies to the families of the three minors.

In Loreto’s estimate, the

minors were given lessons so that they will not do the wrong thing again. He said three were among minors caught many times by their barangay tanods but they still revert to doing the same thing.

“Pabali-balik lang yan sila.

Yung mga tanod namin, tinatawa-tawanan lang yan sila.

Sila nga rin na pulis tinatawanan lang din na may baril sila (These young people are doing the same thing again and again. They are ridiculing our tanod even the police),” he

said. “Ibig sabihin notorious na yang mga bata na yan,” Loreto added.

Loreto said some of these minors did a lot of inconvenience to the people who are passing by their streets.

“Daghan na silag nabuhat diha, mambato ng sasakyan, manghasi sa dalan (They did a lot of things there, stoning vehicles and harrasing the people in the street),” he said.

Loreto added that they also snatched the baskets of the people from the markets and the cellphones of the students passing by the area.

“Nangayo mig pasaylo kung nabuhat man namo to sa ilaha. Wala man mi intesyon nga pasakitan tong mga bataa (We apologize what we did to them. We have no intention to

hurt those minors),” Masinading said.

Natividad also said: “Ang among gibuhat para lang to sa disciplinary action. Wala man mi intention nga pasakitan ang mga batan-on (We just did a disciplinary action to them.

he Davao City Police Office apologized to Dabaweños for January 21 incident that saw two police officers mauling minors in Barangay 19-B inside the barangay hall.

“We apologize for the acts committed by our two personnel and we are (assuring

Govt fields 5,000 personnel to secure DAVRAA games

ore than 5,000 security forces will be deployed in the Davao City to secure the coming Davao Regional Athletic Association (DAVRAA) meet this month.

This was bared by Public Safety and Security Command Center deputy head Angel Sumagaysay.

Sumagaysay said the components of the security involved will be come from Davao City Police Of�ice, Task Force Davao,Philippine Coast Guard, Philippine Navy, Tactical Operations Group and the Civil Security Unit (CSU).

“We give emphasis on the security and protection of the delegates, the players and spectators,” he said.

He said there will be tight security measures to be implemented especially in the playing venues and billeting quarters.

Sumagaysay said there will be police of�icers and personnel from CSU who will be deployed in the billeting areas to prevent looting incident inside the quarters.

“During our meeting, we give improtance to this matter (looting) and we will make sure that the billeting areas will be well guarded,” he said.

In a statement, the central bank said its Department of Economic Research considered the impact of higher fuel prices overseas and weather-related disturbances in the country as factors that would push up prices.

“In addition, higher excise taxes on fuel, sugar sweetened beverages with the implementation of the TRAIN (Tax Reform for Acceleration and Inclusion) this month, would lead to additional upward price pressures,” it said, referring

to the �irst package of the tax reform program that is being implemented starting Jan. 1 this year.

“The increase in prices could be partly offset by lower electricity rates in Meralco-serviced areas for the month,” it added.

The government has a two to four percent in�lation target for 2017-19.

Last year, in�lation averaged at 3.2 percent, higher than year-ago’s 1.8 percent rate but still within the government’s target range.

Last December alone, in�lation was �lat at 3.3 percent but higher than yearago’s 2.6 percent.

Barter trading to propel econ growth in Bangsamoro areas

AVAO CITY, Philippines – Forming part of its efforts to establish competitive trade in the island-region, the Mindanao Development Authority is backing the plans to revive barter trading, particularly between Bangsamoro areas and the Brunei Darussalam Indonesia Malaysia the Philippine East ASEAN Growth Area (BIMP-EAGA).

MinDA is set to include the barter trade as one of its priority initiatives under the Tawi-Tawi Special Economic and Freeport Zone program and the Bangsamoro Development Corridor, with main goal of propelling economic activities, particularly in the Bangsamoro island-provinces.

“The revival of the barter trade will not only help create jobs and business opportunities for the Bangsamoro in Mindanao, but will also provide better options for them in their pursuit for better life, enhance agro-industrial productivity, and promote trade and commerce between and among the member countries of EAGA,” said MinDA Chairman Datu Hj. Abul Khayr Alonto, who also sits as the Philippine Signing Minister for BIMP-EAGA. He added that encouraging productive and regulated activities in the area will discourage lawlessness associated with border towns, and will strengthen security through the upgrading of Customs, Immigration, Quarantine, and Security facilities.

“The special ecozone where barter trade is one of the economic activities, has a deep socio-cultural objective that is linked with the intent to secure areas in Mindanao against transnational crimes and the threats of international terrorism,” Alonto said.

The Tawi-Tawi Special Economic and Freeport Zone also supports Mindanao and

the Philippines’ bid to become a stronger economic player in the EAGA and ASEAN. A barter trade zone will allow Mindanao businessmen to trade with neighboring islands and sell imported items within the region without tariff duties. No less than President Rodrigo Duterte highlighted the establishment of barter trading in Mindanao as one of his priority projects, directing relevant agencies to come up with policies the resumptions of such activities, primarily in the island provinces.

MinDA is sought to play a major role in the trade arrangement considering its function as the Philippine Coordinating Of�ice for the BIMP-EAGA. According to a previous study facilitated by MinDA, it has been recognized in the BIMP-EAGA level that a signi�icant portion of intra-EAGA trade is informal trade carried out by native traders primarily from Western Mindanao, using non-convention sized ships.

“There is a need to �ind the best operational model with a pragmatic set of guidelines on how to gradually transition from current system to formal trade in Mindanao,” the study recommended.

A proposed Executive Order creating the Barter Trade Facilitation Center is currently being subjected to a series of consultations organized by the Department of Trade and Industry (DTI) and supported

by MinDA. The proposed directive, once approved, will lay the framework of implementing the barter trade system covering Mindanao and Palawan, with a governance board proposing applicable barter trade protocols to be recommended for adoption.

LTE device usage doubles as LTE data traffic triples A

s PLDT wireless arm Smart Communication, Inc.’s (Smart) accelerated rollout of 4G Long Term Evolution (LTE) technology reaches more Filipinos, the number of LTE devices latched on the Smart network has doubled, while LTE data traffic has tripled as of end of 2017, compared to a year before.

Year-on-year, the number of LTE devices being used on the Smart network has jumped 102%, while LTE data traf�ic has also increased by as much as 204% nationwide.

Notable increases in LTE

data traf�ic on Smart’s networks have been recorded in Cebu province, where it increased by as much as 219%, and in Davao del Sur, where it grew by 75% between December 2016 and December 2017.

PLDT and Smart have already completed its 3G and LTE rollout in these areas, particularly in Metro Cebu and Metro Davao, the country’s biggest urban hubs outside of Metro Manila. PLDT also launched LTE support for Sun subscribers in Cebu, its main ‘Sun country’, last year.

Meanwhile, LTE data traf�ic in Pampanga likewise doubled (up by 130%), while LTE data traf�ic in Bulacan tripled (increased by 244%) between the same period, also due to the ongoing rollout of LTE sites in the area.

The number of LTE devices being used on the Smart network in Cebu and Davao have also doubled year-onyear, increasing by 95% and 108%, respectively.

Last January 16, 2018, the ceremonial MOU signing of the Micro-Grid Solar PV System took place at Euro Hydro Powerplant, Taytayan, New Bataan, Compostela Valley Province.

A micro-grid solar PV system will be designed and �ield-tested in Barangay Manurigao to determine the viability of an off-grid solar PV system. It is intended to provide electricity to rural and remote communities. Two clusters (sets) at 50-kW each will be deployed to produce at least 400-kwh of energy per day. Each cluster is designed to serve 50 houses at 1-kW per house at 2 to 4 hours per day.

For an off-grid solar PV system, a battery system is a requisite since solar electricity is produced during daytime and, oftentimes, being used during night time. The project aims to design and evaluate the solar PV energy management systems (EMS). In addition, it also aims to identify contextual factors affecting the ef�icient use of solar electricity.

The Ateneo de Davao University, the implementing agency, expressed their enthusiasm for the project. “Ateneo de Davao is committed to modernization, to progress but we’re also committed to saving, respecting the environment. And one of the ways we do that is to try to harness our energy from

natural renewable resources.

inance Secretary Carlos Dominguez III has stressed that an effective competition policy in a market economy would ensure that enterprises perform well and consumers are able to get the best value for their money.

An effective competition policy is also the key in helping shape fairer economies where transparency in costs and pricing are encouraged and consumers are empowered in choosing wisely, which leads to more ef�icient production systems, Dominguez said.

The �inance chief noted that in an imperfect market, consumers are often vul-

nerable to predatory pricing because of monopolistic conditions or cartel behavior by supposedly competing businesses.

Thus, governments would have to put in place an effective and strong competition policy that will ensure that fair competition leads to fair pricing.

“Competition helps build the just economies we as-

pire for. These are economies where greater ef�iciency determines winners and losers.

These are economies of empowered citizens and analytical consumers. BJMP allots P28M C for GenSan city jail

PDEA nabs 4 for transport of illegal drugs in NorCot

ENERAL SANTOS CITY — The Bureau of Jail Management and Penology (BJMP) has allocated around P28 million for the construction of additional cells this year at the “overcrowded” city jail or reformatory center here.

Supt. Peter Bongat, city jail warden, said Thursday the preparatory works are underway for the full implementation of the project by the second quarter of the year.

He said they are currently processing the required documents, among them the deed

of donation from the city government for the jail’s current site in Purok Lanton, Barangay Apopong.

BJMP transferred the city jail to Purok Lanton in the late 90s in a property donated by a local clan to the city government.

But Bongat said there were no available documents regarding the site’s transfer then to the BJMP, prompting them to secure an of�icial deed of donation from the local government.

He said they raised such matter to City Mayor Ronnel Rivera during their “New Year’s Call” last week at the city hall.

The mayor then ordered lawyer Armand Clarin, the city legal of�icer, to prepare a draft resolution seeking authority from the city council for the processing of the deed of donation for the city jail site.

“The mayor gave a timeline of three weeks for the issuance of the deed of donation,” he said in a radio interview.

Once issued, Bongat said BJMP-12’s bids and awards committee will immediately proceed with the project’s bidding.

Under the project, he said they are targeting the construction of 28 additional cells within the city jail compound.

He said such projection was based on the prevailing estimated construction cost per jail cell of P1 million.(MindaNews)

Davao City in the 1939 BIR records

magining how far has Davao City gone in the last eight decades is a journey that can be recreated mentally from the old records kept in various libraries, archives, and schools. These documents do not only tell us how was life during a certain period before the war; they also present an interesting description of the businesses and occupations prevalent during that time.

In the 1939 records of the Bureau of Internal Revenue (BIR), Davao City, already thriving as a cosmopolitan settlement, what with close to a thousand cars (959, number of registered cars as of 1938) pounding its rugged and macadamized roads, was a small city on the takeoff. The, development trajectory, though, was disrupted by war.

The list of businesses and professionals was likely the guide used by the local internal revenue of�icer on who to tax and which busines had to pay higher duty, levy, or tariff. For instance, the of�icial records show that in 1939 there were only three (3) retail peddlers of manufactured tobacco and another eighty-two (82) retail leaf tobacco dealers.

Before the advent of cheap cigarettes, rural folks turned to the Mascada (a brand of rolled tobacco) in making a ‘likit strayk’, a pun for the well-liked cigarette

brand Lucky Strike. In the absence of cigarette paper skins, broadsheet pages cut in sizes were rolled to hold the thinly sliced tobacco leaves, using saliva swabbed from the tip of the tongue as adhesive.

Interestingly, the BIR list only had one money lender (unlike today when a jewelry or pawn shop dons also the role of lender, remittance disburser, and a host of othe money-related tasks) and seven stock brokers. At this time, lending institutions were strictly referred to as banks.

By profession, the catalogue was diverse: six (6) printers and publishers; twenty-nine (29) commercial brokers; three (3) chief mates and marine engineers; thirty (30) pharmacists and farriers (craftsmen who trim and shoe horses’ hooves or blacksmiths); twenty-two (22) opticians; eighty-three (83) midwives, cirujanos ministrantes (attending surgeons); twenty-three (23) photographers, lithographers; ninety-two (92) lawyers and medical practitioners; twenty-�ive (25) procuradoes judiciales (procurators, �iscals, or court attorneys), agentes de negocios (business agents); six (6) �irst-class patron, second mates, and marine third engineer.

It is interesting to note, based on th 1939 records, that during this time close to a hundred lawyers were already prac-

And in some instances, the service you render to others may bring you to higher position in life. Such was the story related by Fulton Oursler: One stormy night, an elderly man and his wife entered the lobby of a small hotel in Philadelphia. The couple had no baggage.

“We know that all the places are �illed up,” said the man. “But can you possibly give us a room here?”

The clerk replied that there were three conventions in town, and there are no more accommodations anywhere.

“Every guest room is taken,” he explained. “But still I simply can’t send a nice couple like you out into the rain at one o’clock in the morning. Would you perhaps be willing to sleep in my room? Oh, I’ll make out just �i ne; don’t worry about me.”

The next morning, as he paid his bill, the elderly man said to the clerk: “You are the kind of manager who should be the boss of the best hotel in

the United States. Maybe someday I’ll build one for you!”

The clerk laughed. And he laughed again when, after two years had passed, he received a letter containing a round-trip ticket to New York and a request that he called upon his guest of that rainy night.

In the metropolis, the old man led the young clerk to the corner of Fifth Avenue and Thirty-Fourth Street and pointed to a vast new building there, a palace of reddish stone, with turrets and watchtowers, like a castle from fairyland cleaving the New York sky.

“That,” the declared, “is the hotel I have just built for you to manage.”

As if hit by lightning, the young man, George C. Boldt, stood �ixed to the ground. His benefactor was William Waldorf Astor and the hotel, the most famous of its day, the original Waldorf-Astoria.

“The high destiny of the individual,” said the famous Albert Einstein “is to serve rather than to rule.” To which Roy L. Smith agreed, “Success is not measured by the money earned but by the service rendered.” John Burroughs added, “For anything worth having one must pay the price; and the price is always work, patience, love, self-sacri�ice--no paper currency, no promises to pay, but the gold of real service.”

An ocular inspection of the list of Davao administrators and municipal mayors would yield con�irmation about the good life attorneys enjoyed during the Commmonwealth era. Given their profitable practice, they acquired properties and land assets that until today remain in the hands of their grateful scions.

Moreover, the records also includ-

ed one thousand and one hundred two (1,102) merchants and manufacturers; one hundred �ifty-nine (159) common carriers; four hundred twenty-nine (429) contractors and warehousemen; one hundred seven (107) peddlers of merchandise; three hundred fourteeen (314) retaile dealers in tuba, basi, tapuy (rice drink); forty-eight (48) billiard tables; seven (7) theaters and museums; and one hundred seven (107) peddlers of merchandise, which we call today as ambulant peddlers.

Another thing to look for in the BIR list are local writers who were likely required to pay income taxes. But there was none. Probably the underlying reason for this was the fact that the leading local publications of the day were Japanese-owned and not for sale.

This being a BIR listing, a recap of total collections made by the agency as of June 30, 1939 yielded curious details.

For instance, tobacco inspection fees (PhP4.75) and rental of water power (PhP29.55) only affected the city. Similarly, kerosene, petroleum, gasoline, naphtha, and lubricating oils (PhP36,907.38), and coal and coke (PhP8.16) were exclusive to the city.

Other collection entries included the following: radio registration

fees, PhP104.77 (Davao Province) and PhP616.11 (Davao City); justice of the peace �ines and fees, PhP1,585.69 (DP) and PhP3,829.69 (DC); income tax, PhP3,270.18 (DP) and PhP9,115.65 (DC); leas of lands, PhP36.77 (DP) and PhP47.00 (DC); documentary stamp tx, PhP738.90 (DP) and PhP3,590.72 (DC); weights and measures, PhP1,408.30 (DP) and PhP1,102.40 (DC); and franchise fees, PhP2,018.71 (DC).

In revenues from public forests, the province collected PhP10,715.20, while the city had PhP43,280.13. Overall, the BIR had a grand total collection for the �irst half of 1939 of PhP68,521.79 for Davao Province and another PhP264,345.76 for Davao City.

In terms of tax distribution, the province got PhP58,820.50, PhP704.15, and PhP8,997.14 as national, provincial and municipal shares, respectively, while Davao City got PhP218,365.35, PhP36,911.14, and PhP9,069.27, for national, provincial and municipal shares, respectively.

Alparaque said the increase was timely and necessary. For 12 years, Alparaque said businesses such as restaurants, cafes, carenderias and eateries only paid P1, 261.25 based on the provision of less than P50, 000 in annual gross income.

Under the amended tax code, the city now collects P1, 497.38 from them. For those with annual gross income of P200,000 to P250,000, the city would now collect from them P3,226.47, while for those with annual gross income of P1 million to P2 million, the city has started collecting P9,160.31 as business tax.

“The amendment of our Tax Code is for the city to generate more funds to support the projects and services that the city offers,” Alparaque said.

He said that the increase,

which is based on the Local of Government Code of 1991 which says Local Government Units (LGUs) may amend their tax code once every �ive years - was minimal compared to other highly-urbanized cities.

“We only just implemented a 10-percent increase. We have not considered a cumulative increase in our local taxes, though it took us more than a decade to amend our revenue code,” Alparaque said.

With the increase in business tax rate, he said the city government has expected to boost its tax collection, which will also help increase the city’s annual budget for 2019.

As to real property taxes, Alparaque said the city government continues to collect just 1.5 percent of the declared value instead of the maximum two percent under the amended tax code.

DENR-11 celebrates World Wetlands Day

nchored on the theme “Urban wetlands making cities liveable“, Department of Environment and Natural Resources (DENR-XI) celebrates World Wetlands Day with a �ield exposure at Malagos Watershed and conduct of lecture series activities to highlight the importance of wetlands and its signi�icance to biodiversity.

With the aim to intensify its information drive on wetlands and biodiversity, DENRXI Regional Director Ruth M. Tawantawan urged all DENR �ield of�ices in the region to conduct various Information, Education, Communication (IEC) campaigns in their respective provinces.

“We need to continue to strengthen our campaigns on the importance of wetlands and biodiversity to further strengthen community awareness and participation when it comes to environmental protection and preservation,” she said.

Tawantawan also stressed that through these IEC campaigns, the Department aims to highlight the interrelatedness of wetlands to other ecosystems as well as promote clean water, clean air and enhanced biodiversity as these are among the 10

priority programs of DENR Secretary Roy A. Cimatu.

World Wetlands Day is celebrated every February 2 each year which also marks the date when Ramsar Convention was signed in Ramsar, Iran in 1971. The said Convention is an international treaty that calls for national action and international cooperation for the conservation and wise-use of wetlands and their resources.

This year’s theme emphasizes the many bene�its of urban wetlands that make cities liveable. Among these bene�its are sources of food and water, reduce �looding, �ilter waste and improve water quality, improve urban air quality, promote human well-being and enable people to earn a living.

Wetlands are among the world’s productive environment as they are the cradles of biodiversity providing among others water, rice and �ish. These are areas of marsh, fen, rice �ields, �ishponds, peatland or water, whether natural or arti�icial, permanent or temporary, with water that is static or �lowing, fresh, brackish or salty, including areas of marine water the depth of which a t low tide does not exceed six meters.

Managing your hard-earned money

ork, Voltaire once said, keeps people from three great evils: boredom, vice, and poverty. To which Thomas Alva Edison also pointed out: “There is no substitute for hard work. Genius is one percent inspiration and ninety-nine percent perspiration.”

And Richard Cumberland used to say, “It is better to wear out than to rust out.”

Bottom line: “Unless you work, you will miss out on many of the joys and bene�its of life itself. So concentrate on the thing you like about your job and its bene�its. Give your job that extra burst of energy you always have on the day before vacation. Not only will you enjoy your work more, but also raise and praise will both come your way.” That’s from Zig Ziglar, the man who wrote, “Something to Smile About.”

You work hard and you get your wage. Once you get your money, where does it go? Remember, money is to hard to earn yet to easy to spend. It is how you handle your money well that will shape you of what you will be in the future.

Okay, let’s assume you love your job. But do you see yourself growing old with what you are doing now. Do you see yourself doing the same thing for the rest of your life? The money you earn today should be your stepping stone, so to speak, for the next level of your life.

Before you know it, retirement is just around the corner. And you look back and what have you done through all those years? In order for you to be at par with other successful people is to manage your hard-earned money well. Here are some timely

tips: Make a budget. Even before you receive your salary, you should have a plan on where your money goes.

That way, you get the most out of it. This can be attained only if you have a budget.

How much should be allotted for the following: allowance, food, other needs, leisure, etc.

When you have all this �igure out, then you can never go wrong.

Stick with your budget.

Don’t go beyond what you have already planned out.

When you do it, everything goes wrong. Each items you have listed have been given speci�ic budget and so when you overspend in one item, the other items suffer as some percentage will be taken out from them.

Live within your means.

Don’t compare yourself with other people. You are you and they are they. Even twin themselves do not do the same things. You do your own way. So, if your salary is only good for something don’t go beyond. Why buy a car when you cannot afford it?

Buy only those you really need and not what you want.

Among the items you really need are food, clothing, and medicines. There are somethings that you may want like a new cellular phone, a new pair of shoes, a new watch, etc. But the question is: can you live without them?

“Too many people spend money they haven’t earned, to buy things they don’t want, to impress people that they don’t like,” Will Rogers once reminded. And Epictetus also said, “Wealth consists not in having great possessions, but in having few wants.”

Pay in cash when buying things. Credit is good but we

need cash, so goes a saying.

There are people who love to get things in credit. The only thing with credits is that you have to pay a certain percentage for the item you are getting. And if you are hard on cash later on, there is a tendency that you may not be able to pay your credit on

In other words, we are indebted to our parents (who were responsible for bringing us into this world), the people who assessed our mothers in making our arrival safe and healthy, our teachers, authors of the textbooks and our editors or managers.

The list is endless. It is from them that we learn how to work, to know our values, and to earn a living.

Pray for the government.

We live in a country runs by the government which we have chosen during elections. They need our prayers for guidance, honesty and integrity. What they do de�initely affect us all.

I was reminded of a story penned by Don Reber which appeared in Times of Pennsylvania. A man was talking to his friend. “I �igured out why in�lation is here,” he said.

“Everybody’s earning money �ive days a week, but the government is spending it seven days a week.”

To end this piece, the statement of Ziglar comes in handy: “Most of us are not interested in doing anything spectacular, but it’s safe to say that if we’re going to accomplish anything of signi�icance, and particularly if we’re going to maintain that signi�icance, long hours of planning and even more hours of hard work are required. It’s also safe to say it’s worth it because the effort is temporary, but the satisfaction are rewards can be long-lasting.”

Valdez said SSS is proposing for the additional three percent to be shared equally by both the employer and employee, bringing the effective contribution rate at 8.87 percent for the employer and 5.13 percent for the employee. He added that SSS is also recommending to increase its minimum MSC from P1,000 to P4,000.

The proposal to increase the minimum MSC to P4,000 and the maximum MSC to P20,000 along with the three percent contribution rate hike will increase the minimum and maximum contributions to P560 from P110, and to P2,800 from P1,760, respectively.

“The increase in contribution is only about P450 for those who will pay at the minimum MSC of P4,000 while those earning at least P20,000 will only add P1,040 to their monthly SSS contributions. We wish to thank in advance our employers who will share half of the increase in their

employees’ SSS savings,” Valdez said.

Majority of SSS members who pay at P10,000 MSC will have a corresponding increase of P300 in additional contribution under the proposed pension reform agenda.

“Let us look at SSS not as an expense but as savings in times of �inancial contingencies and most especially for retirement,” Valdez said who clari�ied that the plan to increase the contribution rate and MSC can only be implemented by charter amendment or upon the issuance of an executive order from the Of�ice of the President.

SSS President and Chief Executive Of�icer Emmanuel F. Dooc said the contribution increase will translate to higher bene�its for members and pensioners since bene�it computation is based on the number of credited years and MSC. Dooc explained that under these reforms, the monthly pension of a member who retires with 35 paying years and P20,000 average MSC will be at P15,300;

whereas under the current MSC ceiling of P16,000, they will receive a lower pension at P12,500.

In addition, other bene�its will consequently increase such as for maternity; by P10,400, from P41,600 to P52,000 for caesarian delivery, and by P8,000 from P32,000 to P40,000 for normal delivery.

The daily maximum bene�it for sickness will be computed at P600 per day from the current P480; and funeral bene�its will increase from P29,600 to P32,000 for those who paid at least 120 contributions with an average MSC of P20,000.

He said if the proposed hike in contribution rate and MSC is implemented at the same time, the life of the pension fund will extend to 2044 from the current Fund life of 2032.

Olympian Velasco to grace PSC-Pacquiao Cup B

AGO CITY – Olympian Mansueto “Onyok” Velasco is arriving in his hometown to grace the twoday Visayas Preliminaries of the on-going PSCPacquiao Amateur Boxing Cup slated on February 3 and 4 at the Bago City Sports Coliseum.

This was con�irmed by supervising technical director Rogelio “Roger” Fortaleza of the Philippine Sports Institute.

Velasco won the silver medal in the light �lyweight division during the 1996 Atlanta Summer Olympics and a gold medal in the 1994 Asian Games held in Hiroshima, Japan.

His older brother Roel Velasco, a light-�lyweight boxer also won a bronze medal at the 1992 Olympics.

The other Fortaleza brothers were Rey, Renato and Ricardo.

“Memorable din sa akin itong Bago kasi dito ako unang nanalo ng gold medal sa national competition,” said Fortaleza, who also became a coach and secretary-general of the country’s amateur boxing association.

Aside from Bago, also expected to join are teams from Bacolod City, Morcia, Sipalay, Victorias, San Carlos City, Escalante, Cebu, Mactan, Lapu-Lapu, Leyte, Iloilo, Tacloban and Bohol.

Bago City Mayor Narciso Yulo has promised to give the visiting teams and guests a memorable experience in his city, which is billed as the “Home of Historical and Natural Treasures”.

The opening program and Day 1 of the two-day competition is on Feb. 3 at 1 p.m. It is free to the public. The event is sponsored by the Philippine Sports Commission in coordination with the of�ice of Sen. Manny Pacquiao.
