OUTBREAK 4 deaths due to measles; 224 suspected cases

our children died, while 224 others are suspected to be afflicted with a measles outbreak in Davao City as Tuesday, January 23, Tuesday, according to City Councilor Mary Joselle Villafuerte, chairman of the Davao City Council committee on health.

Councilor Villafuerte said that of the 224 suspected cases, 16 have been con�irmed to be af�licted with measles. Out of the city’s 182 barangays,

32 are affected. Barangay 23C, also known as Mini-Forest, has highest number with 60 suspected cases of measles.

She said that one of the

fatalities is a two-year child in Catalunan Pequeno, a seven-month infant in Piapi (Barangay 22) and one-year old in Barangay Matina Crossing and

a six -month baby in barangay Santo Niño died of complications of measles.

Mayon-affected CHO warns employers families now at 12K on health card violation T

ll business establishment owners and operators should see to it that their workers must apply and regularly renew their required health card, otherwise they will suffer the consequences.

This warning was aired

by City Health Of�icer Dr. Josephine Villafuerte through the City Information Of�ice.

Establishments which will be caught having employees without health

cards will be held liable under Ordinance No. 07 or the Environmental Health and Sanitation Ordinance of Davao City.

The existing city ordinance stipulates that establishments must comply

with speci�ic requirements like acquiring sanitary permits, health certi�icates, proper garbage disposal, vermin eradication and proper food handling.

Villafuerte said that under the ordinance, erring employers will be �ined P200 per worker for the entire year. However, repeat violators face the possibility of being blocked for renewal upon the request of the

CHO.

The health card renewal is currently ongoing at Felcris Centrale. , before securing health card, they should have urinalysis, fecalysis and chest x-ray laboratory, sedula (residence certi�icate), and payment of P50.00 for the card.

Villafuerte said health card renewal applications will be processed yearround.

art B of the P12-billion bulk water project of the Davao City Water District (DCWD) and that of the Apo Agua Infrastructura, Inc. is now 75-percent accomplished and is expected to be fully operational by 2020.

Part B comprises the tapping, interconnection of pipes and putting up of reservoir by the DCWD cost P2 billion partly borrowed by the water district from the Development bank of the Philippines.

Part A progress reported Part A, costing P10 billion is the responsibility of Apo Agua. It involves the development and construction activities in the Tamugan River area which will be the main source of the bulk water project.

Part B is composed of 20 projects. As of January 12, seven have been completed, while 13 are ongoing. Most of which have been 50-percent completed.

NVESTORS are still hot about investing in Mindanao, specially Davao. The extension of Martial Law in Mindanao has affected little if at all in making a decision to pour capital in a business venture in the island region.

This was the �indings in a survey recently conducted by a Prime Philippines Research and Consultancy team among investors around the Philippines to check their willingness to invest in Mindanao, speci�ically Davao.

Jet Yu, Prime Philippines founder and managing director, revealed the data during

group of 15 Davao Citybased artists will conduct a series of free oneday workshops on basic art in the barangays of the city in partnership with Holiday Spa during the month of February.

In order to raise funds to spend for art materials and related cost in holding the workshop, the artists partnered with Holiday Spa to conduct a Fitness Event for Art Cause on February 2, 5:30 in the afternoon. This is a two hours of nonstop aerobics which includes high and low kick boxing, Latin aerobics and Zumba.

“We choose to have this Fitness for Art Cause in February 2 because it is an imme-

diate need we know that the series of workshop will need some funds to cover the costs,” said Ivy Fernandez, chief operations of�icer of Holiday Spa, during the Kapehan sa Dabaw media forum at SM Annex last Monday.

‘Build, Build, Build’ to roll out 75 projects worth $35.5 Billion

he Department of Finance ((DOF) has assured the public of the financial sustainability of the Duterte administration’s ambitious “Build, Build, Build” program that is designed to modernize the country’s infrastructure backbone by rolling out 75 flagship projects worth a combined total of $36 billion in investments.

This is in keeping with the government’s goal to sustain rapid growth, attract investments and attain economic inclusion for all Filipinos, accord-

ing to DOF Undersecretary Grace Karen Singson.

ANILA -- The country’s chief economist remains bullish about the prospects for 2018, as the tax reform program boosts consumer spending and intensi�ies spending for infrastructure.

National Economic and Development Authority (NEDA) Director-General and Socioeconomic Planning Secretary Ernesto Pernia said the net effect of the Tax Reform for Acceleration and Inclusion (TRAIN) law is still “positive” on consumers.

“The heightened prices would be just temporary. It peters out over time,” he told reporters on Monday.

Under the TRAIN, personal income tax rates will be reduced and is expected to result in higher disposable income and consumer spending.

Consumer prices, however, are expected to increase on higher excise levies on oil, vehicles, cigarettes and sugar-sweetened drinks.

“Well, with the higher income for those earning below PHP250,000, there will be a lot of welfare enhancement on their part,” said Per-

PSEi posts new record high; peso slips ahead of GDP report

ANILA -- Investors’ con�idence on the local equities market boosted the main index to a new high while the peso slid against the US dollar Monday, with both developments attributed to anticipations on the growth report for the domestic economy for the last quarter and full year 2017.

The Philippine Stock Ex-

change index (PSEi) ticked up by 0.39 percent, or 34.70 points, to 8,950.62 points.

Data released by the PSE showed that the latest PSEi close was an improvement from its previous all-time high close of 8,923.72 points hit last Jan. 9.

The main gauge also posted on Monday its new record intraday high of 8,975.12

points, higher than the 8,969.18 points registered last January 16.

The Philippine Statistics Authority (PSA) is scheduled to release the gross domestic product (GDP) report on Tuesday.

A trader said investors are anticipating a good turnout for the last quarter of last year after the third quarter

PH GDP grows 6.7% in 2017

ANILA -- The Philippine economy expanded 6.6 percent in the fourth quarter of 2017, bringing full-year growth to 6.7 percent, the government reported Tuesday.

National Economic and Development Authority (NEDA) Director General and Socioeconomic Planning Secretary Ernesto Pernia said the Philippines remains one of the fastest growing

economies in the region after China’s 6.9 percent and Viet Nam’s 6.8 percent.

Pernia said among the major economic sectors, industry recorded the fastest growth of 7.3 percent in the fourth quarter, followed by services which grew 6.8 percent.

Agriculture grew by 2.4 percent, rebounding from a 1.3-percent decline in the same quarter of the previous year. (PNA)

UnionBank eyes 500K SME clients by year-end

ANILA -- Publicly-listed universal bank UnionBank targets to double the number of its small and medium enterprise (SME) clients by end of this year to 500,000 as it plans to cater more to this segment, which accounts for around 99 percent of businesses in the country.

UnionBank President Edwin Bautista said they have started focusing on the SME sector only in 2017, hence they see a huge opportunity for the growth of the sector.

“We’re expanding the base (250,000), possibly double it,” he told the Philippine News Agency in an interview after a press brie�ing on the bank’s tieup with Visa on the usage of the Visa B2B Connect.

Visa B2B Connect is a business solution platform that allows �inancial institutions to provide their clients fast and secure cross-border payments.

Visa tapped UnionBank as its pilot bank partner in the Philippines, where it targets to have its commercial launch later this year.

The platform uses the socalled “blockchain technology,” which allows the transfer of funds real time or the next day at the most instead of around three to �ive days.

Bautista said they are tar-

geting to tap SME trading partners of their existing corporate clients, which the bank serves through its cash management services.

“These are the recipients of the payments so there is a connect to know them. We’re not approaching them because of their connection to customers we do business with,” he said.

“We’re not able to reach them much before but now, with data analytics we’re starting to understand more their behavior. We’re able to identify the �low that goes into them and all of that stuff,” he added.

Meanwhile, Unionbank Chairman Tito Ortiz said Visa B2B Connect would allow the bank to provide more ef�icient and safe cross-border payment transactions, from SME to their sources and vice versa.

He said this system will allow small businesses to properly manage their cash �lows.

“And for SMEs, timing cash �low is very critical to their survival. Technology is tremendously empowering,” he said.

Other banks that Visa has tapped for the pilot implementation of this payment platform include the Commerce Bank in the United States, Shinhan Bank of South Korea, Sberbank in Russia and United Overseas Bank of Singapore. (PNA)

ANILA -- The strong growth of the Philippine economy in 2017 shows its intrinsic strength and bodes well for the Bangko Sentral ng Pilipinas’ (BSP) inflation-targeted framework.

The statement was made

by Bangko Sentral ng Pilipinas (BSP) Governor Nestor A. Espenilla Jr. following the release of the country’s 2017 gross domestic product (GDP) report on Tuesday.

National Economic and Development Authority (NEDA) Director General and Socioeconomic Planning Secretary Ernesto Pernia announced that growth, as

measured by GDP, rose by 6.6 percent in the last quarter of 2017, bringing the full-year growth at 6.7 percent.

GDP was driven primarily by the industry sector, which rose 7.3 percent, followed by the services, 6.8 percent, and agriculture, 2.4 percent.

The average growth last year is still within the government’s 6.5-7.5 percent target for the year.

However, the fourth quarter growth is slower than the upwardly revised 7 percent in the previous three months.

Despite the slower domestic output in the last quarter of 2017, Espenilla said this remains strong, calling it “the underlying strength of the economy that rests on increasingly balanced foundation.”

“This gives BSP ample policy space to stay focused on meeting its in�lation target and pursuing ambitious �inancial sector reforms,” he added.

ANILA -- ANZ Research on Tuesday said the domestic demand in the Philippines remains on a solid footing despite the Gross Domestic Product (GDP) missing market estimates for the last quarter of 2017.

ANZ Research noted this after the Philippine Statistics Authority (PSA) released the GDP report, saying that the Philippine economy grew 6.7 percent for the full-year of

2017, which was within the government’s 6.5-7.5 percent target last year.

It also reported that the economy grew 6.6 percent in the last quarter of 2017, lower than the market estimates of 6.7 percent.

ANZ Research said this was not an issue because markets knew that this was due to deterioration in trade balance.

The country has been posting strong imports growth

to meet rising domestic demand in line with sustained rise of gross domestic product (GDP) and this, in turn, has registered lower exports �igures.

PSA data show that as of November 2017 alone, imports grew by 18.5 percent year-on-year while exports expanded by only 1.6 percent.

At the 11th month last year, the country’s trade balance ended with a de�icit of USD3.78 billion, higher than

2 to 4 percent, with the average in�lation seen to average at 3.4 percent this year and 3.2 percent next year.

In 2017, in�lation averaged at 3.2 percent.

This “within target in�lation rate” backs monetary of�icials’ con�idence of keeping the central bank’s policy stance for a long period now.

Analysts, however, forecast a hike in the BSP’s key rates starting in the second quarter this year given the expected in�lation uptick, as a result of higher excise taxes on fuel, among others, due to the tax reform program. (PNA) the USD2.49 billion de�icit same period in 2016.

UCPB-CIIF finance funds livehood projects of 10,500 farmers in 2017

CPB-CIIF Finance and Development Corp., the social development arm of the UCPB Group and CIIF Group, continued to pursue its mandate of delivering much-needed credit to the countryside in 2017, releasing P602 million in new loans to 10,499 farmers in 30 coconut provinces, including eight

in Mindanao, during the year.

The loans �inanced the livelihood projects the farmers undertook last year to generate extra earnings to augment their income from their farms.

The projects funded were mainly short-gestation ones that provided quick returns such as cash crop

cultivation, livestock raising, commodities trading, and village-based processing of coconut by-products like coconut sugar.

UCPB-CIIF Finance President Edgardo Amistad said the high 94% collection rate would indicate most of the farmers earned enough from their livelihood projects last

year to be able to repay their loans.

Mr. Amistad said UCPB organized UCPB-CIIF Finance in 1994 to give coconut farmers access to credit so they can engage in alternative livelihood activities to supplement their farm income.

According to its January 15 circular, construction is moving full throttle in the interiors of Building C, the second high-rise condominium building under the Residences cluster of the sprawling mixed use project located along Quimpo Boulevard in Ecoland.

Matina Enclaves is owned by local investor Escandor family whose diverse business include The Royal Mandaya Hotel and security agency DASIA (Davao Allied Security and Investigation Agency Inc.) As of January 15, the ongoing Building C works include painting works, installation of smoke extraction, installation of wardrobe cabinets, installation of kitchen cabinets, installation of lava-

According to project head Gerald Kent Garces, sales of the property has been brisk with the company extending exciting and affordable packages as well as discounts.

“We are doing well in terms of sales and that is why we also make it sure we deliver what we promise. So far, we are well on track,” said Garces who oversees the day to day grind at the front of�ice and site.

Park restrictions

ecent rules and regulations passed by the city government on the recommendation of the Davao City Parks Board have laid down the basic guidelines on public parks speci�ically the People’s Park and the Magsaysay Park.

The restrictions on smoking, drinking alcoholic beverages, illegal drugs, littering, vandalism, vending, and loud music are basically the same restrictions being reinforced. And then there’s the prohibition on riding bicycles and motorcycles, playing ball games and bringing pets.

These restrictions are all made to make the public parks safe and secure, according to the city government. These, however, make park life a little less fun for some park goers who usually take their pets for a walk or play ball with the family. The park also used to be a venue for sports training for kids introduced to games like volleyball, sepak takraw and football.

With the new restrictions, will activities like the kiddie sports camps, sports �itness with booming music and fun family games be prohibited?

It’s a decision that is expected to elicit negative reaction from some people who see the park as their alternative to the rising cost of entertainment these days as well as a venue for sports, �itness and recreation.

Will these restrictions take the “life” out of the park? The Parks Board perhaps will have to study how these new rules come around in the coming months and evaluate if some amendments need to be done to bring the fun back.

But wait, isn’t the city government developing other parks and playgrounds outside the poblacion, places which are more spacious and endowed with natural wonders? These spacious places abound in the 1st and 2nd districts of the city like Calinan, Toril, Tugbok, Bunawan, Paguibato and Marilog. Sometime ago, we heard that City Environment and Natural Resources Of�icer (Cenro) Eliza Madrazo has already prepared master plans on the proposed parks and playgrounds. She should now come out with these plans and our city councilor should begin debating and funding them.

alking about Foreign Direct Investments (FDIs) is a tricky issue, often misunderstood as a gauge of how well foreigners like our government and how it runs our economy, or how well they like us as a people.

While that may be partly true, there is more to FDIs than this common misunderstanding.

Foreign direct investments pertain to how much money was put into the economy by foreigners, including new investments in new companies and the expansion of current investments or running businesses. To stress on the former as one Senator would insist, is inaccurate, and does not re�lect the international standard in reporting such a vital statistic.

ENATOR NINOY AQUINO, Sultan Kudarat -- Tired and confused, another 10 members of the communist New Peoples Army (NPA) decided to surrender to the local police here on Sunday afternoon.

Sr. Supt. Raul Supiter, Sultan Kudarat police director, said the surrenderers belonged to the NPA Guerilla Front 73 Cherry Mobile Platoon under a certain Commander Macmac.

Supiter said a police team fetched the rebels, who all belong to Manobo-Dulangan tribe, from Sitio Lee Mangga, Barangay Midtungok, some 10 kilometers away from the Sen. Ninoy Aquino town center.

Chief Insp. Aldrin Gonzales, speaking for police in Region 12, said village chair Mamerto Parong helped in negotiating for the surrender of the rebels.

Gonzales said the surrenderers, a woman and nine men, were all residents of Barangay Baluan, Palimbang, Sultan Kudarat, but had been with the NPA operating in the mountains of Sen. Ninoy Aquino.

PNP eyes body cams for anti-drug operatives in R-12

ENERAL SANTOS CITY -- The Police Regional Of�ice (PRO)-12 is planning to acquire body cameras for operatives assigned in anti-illegal drug and other major law enforcement operations.

Chief Insp. Aldrin Gonzales, PRO-12 public information of�icer, said Tuesday such move in in line with their efforts to ensure transparency in the conduct of the anti-criminality and anti-illegal drug campaigns in the area.

He said the PRO-12 leadership led by regional director, Chief Supt. Marcelo Morales, speci�ically expressed support to proposals for the mandatory use of body cameras by policemen involved in anti-drug operations.

“Our RD (regional director) is very supportive of that move so we might acquire those body cameras,” he said in a radio interview.

He, however, noted that the purchase of the body cameras would depend on the budget of the Philippine National Police.

Gonzales acknowledged that the use of body cameras will help improve the conduct of the anti-illegal drug opera-

tions and make them more transparent.

He said it would also protect operatives in case complaints or allegations of abuses would emerge as a result of the operations.

The PRO-12 is currently waiting for the release of of�icial guidelines from the PNP regarding the renewed anti-drug campaign and the operation plan or Oplan Tokhang although some local police units have already launched anti-drug operations these past weeks.

Gonzales said they earlier received an “advance copy” of the PNP’s “modi�ied guidelines in the conduct of Tokhang activities” but said there could still be changes in its �inal version.

He said the modi�ied guidelines emphasized that the operations will be “less bloody as before” but at the same time ensures the protection of operatives when facing armed suspects.

Poor families in Sarangani get free housing from Pacquiao

ENERAL SANTOS CITY -- A total of 97 poor families in Malungon town in Sarangani Province have received free housing units from Senator Emmanuel “Manny” Pacquiao.

Malungon Mayor Maria Theresa Constantino said Tuesday the bene�iciaries comprised of selected “homeless” residents of the area

who have quali�ied for the “MP Pahahay Project” of Senator Pacquiao.

She said they initially turned over last week an initial 77 housing units to the bene�iciaries while the remaining 20 will be awarded soon by the senator in another event.

The mayor said the construction of the housing units,

composed of single and duplex types, was personally funded by the senator.

She said they were built on a 1.5-hectare subdivided land in Barangay Poblacion and just beside the one hectare lot donated by the senator for the new barangay hall compound.

“Bene�iciaries are not allowed to sell or convert their

respective homes into rooming houses for those who do not reside in this town,” she said.

Global Filipino Schools program expanded to 15 regions nationwide

GLOBE TELECOM, in partnership with the Department of Education (DepEd), is expanding the Global Filipino Schools (GFS) program to realize presence in 15 regions nationwide.

The GFS program is a long-term and modern approach to education that allows 21st century learning methods to be introduced and implemented in public schools nationwide.

Around 60 schools were added to the program this year, bringing to 142 schools the total number under its fold. The program now covers 15 out of 17 regions around the country. This was revealed during the presentation and turnover ceremony conducted recently between Globe and DepEd. Globe has committed in bringing the program to all 17 regions in the Philippines by the year 2020. From current indications, though, that target may be achieved as early as next year.

Under the GFS program, every school beneficiary will serve as a training hub for teachers in

the DepEd Division the school belongs to. The school is also equipped with the knowledge and skills to facilitate workshops regarding 21st century learning skills, and the integration of Information and Communications Technology (ICT) in the classroom.

The schools also receive free internet connectivity that teachers and students can use, free

ICT equipment support such as projectors, tablets, pocket WiFi dongles, Virtual Reality (VR) goggles, plus teacher training on Digital Literacy, Digital Responsibility, ICT integration in the classroom, and 21st century teaching concepts and methodologies.

To assess its success upon its implementation, a study released by Taylor Nelson Sofres in 2015 showed the GFS program helped improve digital skills among teachers and students (specifically on usage of mobile technology and computer software), enabled 21st century learning outcomes that involve creativity, communication, collaboration and creativity, increased student engagement in classroom activities, and helped enhance school culture through readiness in ICT integration.

“I guess life is just about finding balance. And I guess things are much easier now than it was the first few months. Motherhood has also made me so much more relaxed.

I’m more chill, bad things don’t get me worked up anymore. My friends even tell me there’s a different aura about me, and that I feel so confident now. Everything in my life now has been put into perspective. I’m a mom now.

For the 75 �lagship projects, Singson said these consist of six airports, nine railways, three bus rapid transits, 32 roads and bridges, and four seaports that will help bring down the costs of production, improve rural incomes, encourage countryside investments, make the movement of goods and people more ef�icient, and create more jobs.

The projects also include four energy facilities that will ensure stable power supply at lower prices; 10 water resource projects as well as irrigation systems that will raise agricultural output; �ive �lood control facilities that will help protect vulnerable communities as well as boost their resilience against the impact of climate change; and three redevelopment programs that will deliver sustainable solutions to best meet the needs of urban populations, she added.

Singson said proposals for Public-Private Partnerships (PPPs) to implement infra projects are also welcome.

But, echoing Finance Secretary Carlos Dominguez III, she said the PPP should add a fourth “P’” so that it becomes a Public-Private Partnership for the People. The last “P,” she said, should remind the government that the people should bene�it the most from the projects implemented via PPP. Unsolicited proposals from the private sector that require no direct government guarantees and include new technologies or concepts will also be accepted by the government, but should involve projects that “address public need,” Singson said.

“Are they (unsolicited proposals) consistent with the current plan of the government or do they creatively improve the lives of people?

Can they be done quickly? And third, is there a least risky option? Which entails the least amount of guarantees, either

explicitly or implicitly?“ Singson stressed.

For this year, the national budget program has earmarked P1.1 trillion for infrastructure development with the budgets of the Department of Public Works and Highways (DPWH) and Department of Transportation (DOTr) growing by 40.3 percent and 24.3 percent, respectively.

Singson said the government can afford this massive infra spending, given the ample �iscal space that the economy has right now as a result of the sound �iscal management of the past administrations.

She pointed out that debt servicing has become more manageable, with interest payments falling from 36.5 percent in 2005 to just 12.9 percent in 2017 and a maturing debt pro�ile in the next 20 years remaining manageable.

“This allows us to focus our resources on more productive spending,” Singson said. “We won’t have to heavily save today to pay for our debt in the future.”

The TRAIN, meanwhile, will partly fund the infra program as 70 percent of the incremental revenues from this tax reform law will be earmarked for infrastructure, she said.

The broader All Shares tracked the main index after it rose by 0.43 percent, or 21.94 points, to 5,173.01 points.

Lanao Sur warring clans settle dispute Z AMBOANGA CITY -Twenty-four high-powered �irearms were turned over to government authorities by two feuding families in Lanao del Sur that peacefully settled their �ive-decade old con�lict locally known as “rido.”

The peaceful settlement was held on Monday at the headquarters of the Army’s 103rd Infantry Brigade in Marawi City.

The settlement between the families of Tugaya Mayor Al Fatah Pacalna Balindong and Bacolod-Kalawi Vice Mayor Jafar Dipatuan was witnessed by top military and local government of�icials.

The weapons surrendered included two caliber .50 sniper “Barret” ri�les, six M-14 ri�les, seven M-16 Armalite ri�les, four M-203 grenade launchers, three M-79 grenade launchers, one caliber .30 machine gun and, one caliber .30 Browning Automatic Ri�le (BAR).

“The two families surrendered 24 high-powered �irearms to symbolize their resolve to put an end to the long-time violent family feud,” Col. Generoso Ponio,

Army’s 103rd Infantry Brigade commander, said.

“The end to the violent family feud happened when the two heads of the families swore in the Holy Qur’an to settle their rido,” Ponio, who led the settlement of the feud, added.

Maj. Gen. Roseller Murillo, Army’s 1st Infantry Division commander, congratulated the two parties involved in the peaceful settlement of the decades old violent family feud.

Murillo said the most recent incident involving the two families was the shooting of one of the scions of the Dipatuan Clan in a busy commercial area of Iligan City on November 13, 2017 and the wounding of four and the displacement of more than 200 families when an hour-long gun-battle between the clans erupted last January 5 in Bacolod-Kalawi town.

Murillo also commended the 103rd Infantry Brigade for the successful mediation that led to the peaceful settlement of a violent family feud that has cost the lives of many from both sides and affected the peace in the area for so many years.(PNA)

Philippine forests: Going, going, gone?

W

here in the world can you �ind a farming system where trees and agricultural crops are planted together?

At the Mindanao Baptist Rural Life Center (MBRLC) Foundation, Inc., a non-government organization based in Kinuskusan, Bansalan, Davao del Sur, that’s where.

Here, you can �ind a smallscale reforestation program – about two hectares – called Sustainable Agroforest Land Technology or SALT 3.

“Farmers can plant one hectare to different trees and another hectare to various crops,” explains Roy C. Alimoane, the center’s director.

“The crops provide income for the farmer and his family while waiting for the trees to grow.”

SALT 3 is the center’s answer to the rapid disappearance of the country’s forest cover. Alimoane says that as a result of deforestation, the country’s croplands are also

fast deteriorating. Soil erosion is between 60-65 percent.

“Soil erosion is an enemy to any nation – far worse than any outside enemy coming into a country and conquering it because it’s an enemy you cannot see vividly,” said Harold R. Watson, former MBRLC director. “It’s a slow, creeping enemy that soon possesses the land.”

Actually, SALT 3 is the third variant of the SALT systems, which the MBRLC is noted for. For encouraging international utilization of the one-hectare SALT 1 (Sloping Agricultural Land Technology) model, Watson received the prestigious Ramon Magsaysay Award for peace and international understanding in 1985.

SALT 2 (Simple Agro-Livestock Technology) is the integration of goats into the SALT system. Designed for only half a hectare, 12 does are raised together in one house situated in the middle of the farm with one buck living in an adja-

cent shed (this is done so that when milking is done, the milk won’t have that “goaty smell”).

In SALT 3, one-hectare is developed for various agricultural crops. Following the SALT 1 system, different nitrogen-�ixing trees and shrubs (like the local “ipil-ipil” and “kakawate” and introduced species such as Flemingia macrophylla, Desmodium rensonii, andIndigofera anil) are planted in double rows, following their natural contour.

“The principle of SALT is the same as that used by the Ifugao tribes in Mountain Province,” Alimoane explains.

“All we are doing is using various nitrogen �ixing trees and shrubs instead of rocks.”

When the rows of vegetation are 1.5 to 2 meters tall, they are cut back to about 40 centimeters and the tops are piled in the 3-5 meter alleys where crops are growing.

“The leaves of the shrubs make very good nitrogen-rich fertilizer and also add organic

matter of the soil,” Alimoane points out.

In the SALT scheme, you �ind a mix of permanent crops, cereals and vegetables. Every third strip of available land is normally devoted to permanent crops like cacao and coffee. A combination of various cereals (corn, upland rice, and sorghum) and vegetables (string beans, cucumber, squash, etc.) are planted on the remaining two strips of land.

MBRLC recommends crop rotation. For instance, those strips planted with cereals earlier are planted with peanuts or winged beans in the next cropping. “Crop rotation

helps to preserve the regenerative properties of the soil and avoid the problems of infertility typical of traditional agricultural practices,” Alimoane says.

Multistory cropping may also be practiced (planting black pepper, corn, and lanzones together in one hedge).

In waterlogged areas, gabi, kangkong and other water-loving crops are planted.

“We all do these to make use of all the available spaces of the farm,” Alimoane says.

“Some of the crops should be planted to feed the farmer’s family, while other crops are grown for sale, so family income is well spread out over

the season,” says Alimoane.

“Every week or every month, there’s always something to harvest. The system can, in fact, raise the family income threefold.”

However, MBRLC encourages that only one hectare of the SALT 3 is planted to crops.

This is where the farmer will concentrate more as years go by. However, the upper portion of the farm is planted to different trees, which are native to the area.

Alimoane talked about “tree time zones” of 1-5, 6-10, 11-15 and 16-20 years, within which progressively more valuable products are harvest-

ed. Some very valuable trees could be left longer, and he dubs this “the grandchild project – plant something for your grandchildren.”

Among the tree species planted in the SALT 3 model farm are bamboo, Sesbania sesban, “ipil-ipil,” Acacia auriculiformis and A. mangium, Swietenia macrophylla, Pterocarpus indicus (more popularly known as narra), and Samanea saman (rattan is planted below it). Some of these are planted basically for fuelwood while others are for furniture purposes.

Aside from controlling soil erosion, another good thing about SALT 3 is that can help mitigate the problems brought about by climate change. “By planting trees in your farm, you help create a sink for the carbon dioxide that should be having been released into the atmosphere,” explains Alimoane.

He points out a study done by the Department of Environment and Natural Resources (DENR) which showed that a single mature tree can absorb carbon dioxide at a rate of 21 kilograms a year and release enough oxygen back into the atmosphere to support two persons. About 1.5 tons of carbon dioxide are removed and 1.07 tons of life-giving oxygen are produced for every ton of new grown trees.

Planting trees in curtailing climate change is feasible, according to a study conducted

by the Economy and Environment Program for Southeast Asia (EEPSEA) found out. The researchers looked at the feasibility of a forestry carbon project for the Magbukun Aytas of Kanawan, Morong.

They are an indigenous tribe living in the 23,688-hectare Bataan Natural Park (BNP).

At least 10,000 hectares of the park has been declared as the tribe’s ancestral domain. In the past, it has done eco-restoration work in about 1,500 hectares of BNP’s forest.

EEPSEA selected the site for the study “because the Aytas need funds to allow them to conserve and manage their ancestral lands, which are under constant threat.”

The EEPSEA Policy Brief noted: “The carbon forestry project covering 9,775 hectares proposed by the study was designed to reverse the current deforestation trend in the Aytas’ ancestral domain.

If put in place, the project would have three components: reforestation, enrichment plan ting, and forest protection. “Reforestation would be undertaken in brushland areas while enrichment planting and forest protection would be implemented in second growth and old growth forests, respectively,” the summary report explained.

Three different points of view were done for the feasibility of the project, namely: technical feasibility, social acceptability, and �inancial sta-

bility. Highlights of the study are as follows: · If no steps are taken to reduce deforestation in the Aytas’ ancestral land, the carbon contained in the region would drop to around 1.16 million tons by 2040 (from 1.31 million tons in 2011). · Under the “low” scenario, the total carbon bene�its that the project would bring would amount to 20.26 million tons of carbon dioxide. Under the “high” scenario, total carbon bene�its would be 25.07 million tons of carbon dioxide. · With carbon valued at a low price of US$5/tCO2, the four scenarios’ net bene�its for 1 to 3 years would be negative, but they would become positive from year 6 onwards.

At the higher carbon price (US$20/tCO2), the net bene�its for the “medium low,” “medium high,” “high” scenarios would be negative for years 1 to 2. In the “low” scenario, the net bene�it would be negative only in year 1 and would become positive from year 2 onwards. · The net present values for four scenarios at different prices per tCO2 (with discount rates of 10%, 15%, and 20%) were P3.874 million for “low,” P3.137 million for “medium low,” P3.339 million for “medium high,” and P3.537 million for “high.”

Bucks fire Jason Kidd

ILWAUKEE (AP) -- Seeking change amid midseason struggles, the Milwaukee Bucks �ired coach Jason Kidd on Monday after a slide that left a team with designs on challenging the NBA’s best in eighth place in the Eastern Conference.

It was a surprising end to Kidd’s three-plus-season tenure in Milwaukee, during which the Bucks made the playoffs twice, exiting in the �irst round each time. Giannis Antetokounmpo turned into an All-Star under his watch, and the Bucks were considered an emerging force in the East at the start of

the season.

But the Bucks had lost four of �ive to fall to 23-22 going into Monday night’s game against Phoenix and had been prone to defensive lapses, especially on the perimeter.

Turnovers were an issue of late as well.

General manager Jon Horst, who was promoted from director of basketball operations in June, said it was time for a change. Kidd was �ired hours before the Bucks beat the Suns 109-105.

Indigenous Games could be the best thing too.

Ahh, it was all about the games. It was fun. Those times when we kept on running and running and running outside.

It was a beautiful feeling.

And out of those playing the games, we built lasting friendships, beautiful ones, in fact.

It was all about the games and the camaraderie that comes along with it.

When news about the Philippine Sports Commission plan to continue holding the Indigenous Games, to me, it was actually a bright idea.

The rules are simple and cost will be less compared to events organized in tandem with a local National Sports Association.

With all the unending prob-

lems besetting the Philippine Olympic Committee(POC), the PSC, being a national government agency, must focus its energies to the Children’s Games, to the Sports for Peace Games and now to the Indigenous Games.

It is about time to bring back that happy feeling, to the real joys of why we play.

We don’t think of trophies, medals or ribbons at that time.

Just organize games for the children, make it safe for them to enjoy it and you have done the true purpose of conducting the games, building friendships, camaraderie and unity among them.

ter the games will be the prize because for sure, just like when we were kids, we have to go home after all those hours playing outside because we are already thirsty and hungry.

Let’s forget about the POC and their troubles for the rest of the term of Mayor-President Rody.

Let’s bring back the true purpose of why we play through the Indigenous Games.

The Indigenous Games could be the best thing that could happen to sports development, not only in Mindanao, but in the entire country.

FLUSHING FRAMPTON Can Nonito Donaire upset Carl Frampton in Belfast?

F

ormer four-division world champion Nonito Donaire of the Philippines will �ight in the UK for the �irst time later this year as he makes the trip over to Belfast to challenge Carl Frampton on April 21 at the SSE Arena.

The winner stands to earn another world title shot.

The Filipino Flash has had a tremendous career and the four weight world champion does not intend for this to be the end of the road as he looks forward to a potential match up with Lee Selby should he win.

Frampton himself is a two weight world champion and still dreaming of �ighting for a World Title at Windsor Park so will not want to be derailed as he is so close to making it a reality.

But will Donaire at the age of 35 have enough left in the tank to take on and beat Frampton in

front of his fanatical home support? He does have fast hands and carries some power, which is usually always the last thing a �ighter loses, he is also technically very good and has a good chin.

Frampton is as tough as they come and possesses worldclass skills in both footwork and punch selection. He also has a solid tight guard which Donaire will do well to try and get past if he is to unleash his power shots.

The Irishman is now being trained by Jamie Moore and seems revitalised after splitting with Shane McGuigan. He was not as impressive as he usually is in his last outing against Horacio Garcia, again at the SSE in Belfast.

After a good fast start, he seemed to lose his way a little in the middle rounds, but this could be attributed to a bit of ring rust having been inactive for around

10 months. Certainly, he will have to perform better against Donaire.

It is also likely to be the type of �ight that Frampton can get excited and motivated for, knowing he is in with a dangerous opponent and the fact that the Windsor Park dream will be in jeopardy should he lose.

Frampton will no doubt be looking to take on the winner of the Lee Selby and Josh Warrington �ight which is scheduled for May this year and maybe even a decider with Leo Santa Cruz to complete the trilogy.

Now in the veteran stage of his career, even if he does still carry the same power, Donaire will be hardpressed to become the �irst �ighter to stop Frampton. His only chance is to use those fast hands of his to outwork and outpoint the popular Irishman.
