25 killed in MILF-BIFF clashes in Maguindanao

T

he Army’s 6th Infantry Division based here reported Monday clashes between Moro armed men wo have pledged allegiance to ISIS and Moro Islamic Liberation Front already claimed the lives of 25 people.

Army Colonel Gerry Besana, commander of the 6th Infantry Division Civil Military Operations, said 20 of the fatalities belong to joint forces of Bangsamoro Islamic Freedom Fighters and Jamaatul Mujajideen Wal Ansar under Commander Esmail Abdulmalik alias Abu Torayme.

Five MILF fighters under the 108th base command were also killed. Ten MILF were injured, three of whom are in critical condition getting medical treatment at an Army hospital here.

He said fighting erupted August 7 in Barangay Tee and Andavit, both of Datu Salibo, Maguindanao when the BIFF tried to enter an MILF identified area in the village of Tee. The Army based the number of casualties on the report by GPH-MILF ceasefire monitoring units in Maguindanao.

DND bares lessons learned from ongoing Marawi tiff

nhancing the country’s intelligence gathering capabilities, among others, is one of the key improvements that has to be done by by defense and military as fighting in besieged Marawi City reaches its 83rd day Monday.

“The Marawi incident (which erupted last May 23) taught us a lot of lessons.

First, we have to re-study and improve our intelligence capability,” Department of National Defense (DND) Secretary Delfin Lorenzana said over the weekend, as he welcomed President Rodrigo Duterte’s directive to seek and increase intelligence funds by 2018.

“We are going to present our budget, and we’re going to ask our Congress to increase our intelligence budget,” he said.

If granted, the DND would spend some of the money to acquire CCTVs which can be installed at point-of-entries, drones that could take pictures day and night, and facial recognition systems which would allow the country to develop a database of “bad people,” Lorenzana said.

he head of the Philippine National Police said on Saturday it is the “best time to be a Filipino, the best time to be an overseas Filipino worker, and the best time to be a Filipino.”

PNP chief director general Ronald “Bato” dela Rosa underscored this in his speech at the DDS Global Thanksgiving Party, One Love One Nation at the Crocodile Park concert grounds.

The PNP chief anchored his statement on the government’s continuing success against criminality and

against illegal drugs.

“Ipagpatuloy po natin ang pagkakaisa laban sa krimen at iligal na droga, sabayan natin ang ating mahal na pangulo sa pagsulong ng tunay na pagbabago sa ating bansa,” Dela Rosa said.

BI ordered to intensify crackdown v. fugitives

ustice Secretary Vitaliano Aguirre II ordered the Bureau of Immigration to double the efforts in investigating and providing assistance to their foreign counterparts in going after fugitives from law.

Aguirre made the statement after he received recently an award from the Department of Justice Federal Bureau of Investigation (FBI) of the United States for his exemplary service and assistance on their investigations against fugitives.

The certificates of recognition were given during the Foreign Law Enforcement Community in the Philippines (FLEC-P) consultative meeting organized by the Bureau of Immigration last Aug. 7.

The DOJ chief was also recognized by the U.S. Immigration and Customs Enforcement Homeland Se-

curity Investigations for supporting and contributing to the arrest and deportation of several US fugitives involved in human trafficking and child exploitation.

The DOJ Secretary was also recognized by the Embassy of the People’s Republic of China for his assistance in the apprehension and the eventual deportation of some Chinese fugitives who were caught in the Philippines.

“We are thankful for the recognition of our efforts.

These awards are the product of the collaborative efforts of the good men and women of the Bureau of Immigration, I am just accepting the award on their behalf,” Aguirre said in a statement.

“These awards will inspire us to double our efforts to ensure that the Philippines will not be a haven for fugitives from other countries,” he added. (PNA)

Stricter measures unveiled for 32nd Kadayawan Fest

he Davao City Police Office and the Task Force Davao iare implementing stricter security measures in Davao City as the week-long activities for the celebration of Kadayawan Festival opens at 4 p.m.

Marawi conflict seen to end in two weeks

he armed conflict in Marawi will end in in one or two weeks as the Maute group has shown signs of weakening, according to Brig. Gen. Gilbert Gapay, deputy Commander of EASTMINCOM and Martial Law implementer for Eastern Mindanao.

“It is only a matter of time with one or two weeks left of fighting,” said Gen. Gapay.

He said this assessment is based from information provided by rescued hostages who told government troops the Mautes are running low on ammunition.

Veterinary quarantine personnel have sealed off the seaports, airports and transport terminals here and in parts of Region 12 in the wake of the declared bird flu outbreak in Pampanga.

Dr. Castor Leo Ejercito, chief of the Veterinary Quarantine Services (VQS) in Region 12, said Monday the move was aimed to prevent the entry of live fighting cocks, poultry and meat products from areas in Luzon affected by the outbreak.

He said their quarantine inspectors are mandated to seize and subject to quarantine all live fowl and meat products that would be shipped to the area.

On Sunday, VQS personnel at the city airport here stopped the entry of 16 fighting cocks that were brought in through a Cebu Pacific flight from Manila.

Its listed owner, Lucia Rulete, said the fighting cocks were from a farm in Cagayan de Oro City and shipped to the city via Metro Manila airport.

She said they were forced to use the route as there is no direct flight from Cagayan de Oro to this city and passenger vans did not agree to transport them.

Ejercito said the seizure of the fighting cocks was based on a memorandum issued by their mother unit, the Bureau of Animal Industry central office, and the Department of Agriculture, through Secretary Emmanuel Pinol.

Retail ventures bizmen urged to locate in Visayas, Mindanao

usinessmen eyeing retail ventures are encouraged to locate in areas in the Visayas and Mindanao that offer lower costs of doing business.

Presidential daughter and Davao City Mayor Sara Duterte-Carpio said most investors still prefer the capital city despite the fact that many other locations “offer opportunities which make doing retail business more economically viable and products more accessible to untapped markets”.

“Now is the perfect time to look beyond and explore retail opportunities in cities further down south. Together, we can make the Philippines become more competitive and continue to bring forth a thriving economy to the country,” she said.

Duterte-Carpio, who graced the just concluded National Retail Conference and Stores Asia Expo 2017 (NRCE), particularly cited Davao City, which has been providing investors access to highly qualified and skilled human resources at a comparatively lower rate.

She said utility rates are cheaper, while the lo-

cal government has also reduced the business license process to three quick steps.

The mayor also acknowledged the Manila-based companies that have put up business branches in Davao City, and have contributed to the more than PHP230-billion investment value the city had reached in 2016.

Duterte-Carpio believed that other cities in Visayas and Mindanao (VisMin) are also competitive for doing business.

The mayor pointed out that infrastructure development is promising in VizMin with the national government’s “Build, Build, Build” program. This translates to connectivity and accessibility of businesses throughout the country.

She noted that the retail industry is among the leading sectors behind the growth and development of the Philippines.

Likewise, she said retailers and the services industry remain to be the top business sectors in Davao City, accounting for more than 40 percent of the total number of businesses in the city.

BIR joins probe of Bautista’s so-called undeclared wealth

ustice Secretary Vitaliano Aguirre II on Sunday said that Bureau of Internal Revenue will be joining the ongoing probe on Commission on Elections Chairman Andres Bautista’s alleged undeclared wealth.

“The BIR wants to partner with us in this investigation. We need to see if there are tax liabilities based on the affidavit and documents we have gathered,” said Aguirre, who met with BIR Commissioner Caesar Dulay on Sunday as they discussed the parameters of the investigation and sharing of documents and findings of the National Bureau of Investigation (NBI).

Aguirre said the BIR chief will issue a letter of authority to Bautista and others mentioned in Patricia’s affidavit.

The DoJ Secretary said that Finance Secretary Carlos Dominguez III has been informed about the letter.

In her affidavit, Patricia Paz said she has discovered a number of assets that were not

listed in his SALN. She said she was disclosing “certain information and documents that would show that Andy (Bautista’s nickname) might have had, or currently has, misdealing and corrupt practices while in government service.”

The Comelec chief already denied the allegation, stressing it could be a part of extortion by his estranged wife, who he revealed has asked for a PHP 620-million settlement.

Bautista declared a net worth of PHP176.3 million in his SALN. Aguirre also tasked NBI to coordinate with Anti-Money Laundering Council (AMLC) in probing since it has a memorandum of agreement with the former and considering that Bautista’s wife, Patricia Paz, has already presented documents to the NBI, including alleged records on numerous bank accounts of his husband.

The NBI, through its Anti-Fraud Division, already started with its investigation.

Dutertenomics changes the ‘rules of the game’ G

overnment officials, led by Department of Budget Management Secretary Benjamin Diokno, agreed that for the country to move forward and achieve prosperity, a concerted effort must be done all at the same time and not as separate agencies.

“We are changing the rules of the game. Most of our 75 projects will be done on a 24//7, non-stop construction. These will be done simultaneously and not sequentially,” Diokno said during the Dutertenomics Forum held last Thursday, Department of Public Works and Highways (DPWH) Secretary Mark Villar echoed Diokno’s stand, “In our case, what we want is to be open to any arrangement as long as it will allow the project to be finished on time at the lowest possible cost.”

“We are doing better

this year with a higher budget. We are able to do that by implementing institutional changes, de-centralizing some of our decision making so that the projects move faster, form task forces for right of way. We have 20,000 ongoing projects and the DBM is providing all the necessary support to make sure the implementation is sound,” Villar said.

For Bases Conversion and Development Authority president Vince Dizon, it is all about a unity of purpose. “In my two decades of government service, this is the first time I’m seeing key members both at the cabinet and sub-cabinet levels really working together as one.

Diokno further points out that this government is about keeping its word. “We honor contracts. If we lose in a court case we pay,” he said.

However, Diokno clarified that in the matter of contracts; the government prefers the lowest responsive bid and not necessarily the lowest bidder.

“Our procurement law is one of the best according to the World Bank (WB) and the Asian Development Bank (ADB). The lowest bidder is a misconception. We cannot accept an offer for a high-

end vehicle with specs that belong to a low-end car. We always go for quality and we should be willing to pay for it, Diokno explained.

Secretary Ernesto Pernia of the National Economic Development Authority (NEDA), for his part, explained that the difference between past administrations was that contract agreements were left to the implementing agency but now, contracts are scrutinized and acted upon collectively..

There were 420 participants, 25 mentees, and nine local mentors.

The mentors include successful local entrepreneurs who started from humble beginnings, such as Sherwin Mylil Begyan, owner of the SMB Construction and Arturo A. Franco of the A&M Enterprises.

mall and micro entrepreneurs (SMEs) have the biggest potential to boost regional growth and help achieve Caraga’ Region’s P200 billion Gross Regional Domestic Product (GRDP) target in the next five years.

This was according to Department of Trade and Industry Caraga (DTI-Caraga) regional director Brielgo O. Pagaran, who led the launching of the Kapatid Mentor Me (KMMe) program here on Saturday, August 12.

Pagaran pointed out that in 2014, Caraga’s GRDP already reached P97 billion, and he hopes the KMMe would envigorate SMEs in the region and

Bangko Sentral ng Pilipinas (BSP) Governor Nestor Espenilla Jr. , in a message to reporters Sunday, said this weakness is “natural” for the local currency given market volatilities on account of geo-political tensions.

He, however, stressed that monetary officials “don’t expect it to do a free fall because our economic fundamentals now, unlike before, are solid

and very strong.”

This macroeconomic strength “is reflected in our investment grade rating,” he said, referring to the economy’s credit rating, which the three major debt watchers, namely Moody’s Investors’ Service, Standard and Poor’s (S&P), and Fitch Ratings, gave to the economy since 2013.

These three debt raters elevated the country to investment grade on account of continued improvement of external payments position and fiscal health, among others.

“The peso is capable of correcting itself as the market calms down and digests the relevant information,” the central bank chief said.

he Mindanao Railway Project is finally getting an initial P6.58 billion in funding, Surigao del Sur Rep. Johnny Pimentel, a member of the House appropriations committee, said Sunday.

The amount is among the items in the Rail Infrastructure Program of the Department of Transportation in the proposed 2018 national budget, according to Pimentel.

He described the MRP as “an enormous project that will require a lot of incremental funding and take several years to complete by phases.” “What is important

is that the project is finally taking off, and not just being kicked around anymore,” said Pimentel, also a member of the House transportation committee.

He said the P6.58 billion will jump-start Phase 1 of the MRP – the 105-kilometer line linking the provincial capital of Davao del Norte, Tagum City, via independent Davao City, with the provincial capital of Davao del Sur, Digos City.Pimentel said the railway will eventually be extended and run through the cities of Butuan, Cagayan de Oro, General Santos, Iligan, Surigao and Zamboanga. All told, he said the MRP will cover

around 2,000 kilometers, and may well cost up to P120 billion to build, with Phase 1 alone costing P36 billion.

“There’s no question the railway will ease considerably the transfer of people and goods, and propel in a big way Mindanao’s overall social and economic development,” Pimentel said.

The lawmaker said he is also counting on the MRP to spur thousands of construction-related and support jobs that are bound to benefit low-income families.

Phase 1 of the railway is expected to cut travel time between Tagum and Digos from 3.5 hours to 1.3 hours,

once the trains start operating in 2022, according to the DOTr. Some 120,000 passengers are anticipated to hop on the train every day in its first year of operation The railway will have a single track at the start, but will have provisions for additional tracks plus electrification.

Phase 1 will have eight stations: Tagum, Carmen, Panabo, Mudiang, Davao Terminal, Toril, Santa Cruz and Digos. A 10-hectare depot will be put up in Tagum.

Six five-car passenger trains will be deployed every hour. The trains will also have 15 freight cars and three spare cars.(PNA)

In a May 2017 report, Colliers International, a leading global real estate services company, said it sees “the Philippines’ long-term economic growth being anchored on increased infrastructure spending.”

Excerpts from the report read: “Moving forward, developers should take advantage of the pledged ‘golden age of infrastructure’ by pursuing strategic landbanking outside of Metro Manila.

Overall, key macroeconomic indicators point to a relatively stable growth over the next 12 to 18 months and these should provide trickle-down benefits to major sectors of the economy, including property.”

Dominguez said that to help fund the government’s ambitious infra program, the Duterte administration introduced not only reforms in tax policy via the CTRP, but also significant improvements in tax administration as demonstrated by the impending collection by the Bureau of Internal Revenue (BIR) of a total of P30 billion from local cigarette manufacturer Mighty Corporation.

The BIR has filed three cases before the Department of Justice (DOJ) againstMighty Corp., which subsequently offered to settle its tax liabilities for P25 billion and shut down its business altogether. amSur Representative Luis Raymond “LRay” Villafuerte called on revenue-generating agencies to proceed without letup in their campaign against tax evaders by catching more “big fish” like Mighty Corporation, which coughed up a whopping P25 billion to settle its tax liabilities with the government.

Villafuerte, in lauding the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BOC) for exposing Mighty’s massive tax fraud, said this accomplishment early on in the Duterte administration underscores this government’s political will and commitment to enforce tax laws and run after big-time tax dodgers.

“The BIR and BOC have shown that they can do their jobs effectively if the President and the Secretary of Finance are hell-bent on enforcing tax laws to the letter.

They should be able to catch more big fish like ‘Mighty’ to send a clear signal that the government means business in its war against corruption and tax fraud,” said Villafuerte, who, as a vice chairman of the House committee on appropriations, sponsors the DOF’s annual budget in the chamber’s deliberations on the annual General Appropriations Act (GAA).

Villafuerte, who is also vice chairman of the House committees on defense and local governments, said the Duterte administration’s strong stance against tax

evasion and ongoing initiatives to improve tax administration should all the more convince the Senate to pass the first package of the Comprehensive Tax Reform Program (CTRP) that the House of Representatives already approved in the previous legislative session.

“Effective tax administration, complemented by tax policy reforms to be carried out via the CTRP will provide the government the funds it needs to push through with its massive infrastructure buildup and maintain, if not even surpass, its economic growth targets of 7 to 8 percent starting next year,” the CamSur lawmaker said.

Villafuerte was referring to the operations carried out by the BIR and BOC against Mighty Corporation, a Bulacan-based cigarette manufacturer that was caught using fake internal revenue stamps on their brands in three separate raids conducted on its warehouses earlier this year.

Mighty was forced to sell its assets to Japan Tobacco International (JTI) to be able to offer to settle its tax liabilities with the government to the tune of P25 billion, which Finance Secretary Carlos Dominguez III said could rise to P30 billion once the value-added tax (VAT) on the sale is paid.

Last July 20, Mighty already deposited with the Land Bank the sum of P3.44 billion representing its initial payment for its tax deficiencies. (PNA)

25 LGUs in ARMM to undergo validation for 2017 SGLG award C

otabato City (August 14, 2017) – A total of 25 local government units (LGUs) in the Autonomous Region in Muslim Mindanao (ARMM) passed the region-wide assessment for the 2017 Seal of Good Local Governance (SGLG).

Secretary Noor Hafizullah Abdullah of the ARMM’s Interior and Local Government, during a press conference held on August 14, said that the 25 LGUs are potential passers for this year’s SGLG award.

“The 25 LGUs will still undergo a more strict assessment and national validation next week before the final list of passers (will be released),” Sec. Abdullah said. “It’s (a confirmation) that the LGUs in ARMM are really providing better services

to their constituents,” he added.

The SGLG is among the Department of the Interior and Local Government’s flagship programs as it symbolizes integrity and good performance of LGUs through continuing governance reform and sustained local development.

SGLG is guided by the provisions of Republic Act 716 or the Local Government Code of 1991, the General Appropriations Act of 201 and Administrative Order No. 267 of 1992.

It is a progressive assessment system adopted by the department to give recognition and distinction to remarkable local government performance across several areas.

For SGLG 2017, a ‘4+1’

assessment criteria were applied. LGUs must pass four core areas namely Financial Administration, Disaster Preparedness, Social Protection, and the new additional area Peace and Order.

They must also pass at least one essential area, either, Business Friendliness and Competitiveness; Tourism, Culture and the Arts; or Environmental Protection.

In 2016, six LGUs in the region were awarded with the Seal of Good Local Governance. ARMM was a zero passer in the previous year. The 2016 awardees were the province of Maguindanao, the city of Lamitan in Basilan, and the towns of North Upi and Parang in Maguindanao, Wao in Lanao del Sur, and Jolo in Sulu.

The national government has cited the ARMM as the most improved region in terms of peace and order as well as financial administration during that year.

ARMM Governor Mujiv Hataman said good governance practices should be emulated by all LGUs in the region.

All qualified LGUs will be conferred with a 2017 SGLG marker, a national recognition, and a cash incentive through the Performance Challenge Fund to finance their local development projects.

A special distinction will be given to LGUs, which have consistently passed all the assessment areas since 2015.

Conferment of the Seal will be held in October.

This was backed by city mayor Evangelista’s signing of the Executive Order 038, establishing the guidelines in the activation of the Task Group Kidapawan.

Spearheaded by the 39th IB, members of the task group include elements of the 72nd Infantry Battalion of the 1002nd Brigade and operatives of the Cotabato Public Safety Company of the Cotabato Police Provincial Office.

South Cotabato Vice Gov. Vicente de Jesus said Monday the move is in adherence with the provision of Provincial Ordinance No. 04, series of 2011, and its enacting Resolution No. 224.

Ordinance No. 04 specifically mandates “the use of Filipino in the sessions of the Sangguniang Panlalawigan of South Cotabato during the Linggo ng Wika.”

This year’s “Linggo ng Wika” formally started on Sunday, Aug. 13, and slated until Saturday, Aug. 19.

Provincial board members started the use of Filipino in the discussions during their regular session on Monday.

As provided for in the ordinance, de Jesus said the move aims to “promote love and proficiency in the national language and develop preference for Filipino instead of English.”

The observance of the “Linggo ng Wika” is in

honor of the late President Manuel L. Quezon, the “father of national language,” and coincides with his birth anniversary on Aug. 19.

“Our proceedings were mainly in Filipino and the use of English was limited only to quotes and other technical terms and phrases,” de Jesus said.

He said the use of English was allowed for some words that are impracticable to translate in Filipino and becomes “too wordy.”

Under the ordinance, a fine of P300 will be imposed to any member of the provincial board, including the presiding officer, and P100 to any member of the legislative staff who violates its provisions.

As set, the fines are immediately due and payable to the board’s Secretary, who shall keep the collected funds in trust for disposal by the body later on.

De Jesus added that aside from using the Filipino language, members of the provincial board earlier decided to wear national costumes or Filipiniana attire in its regular sessions for the entire month of August.(PNA)

This, as the Department of Trade and Industry in SOCCSKSARGEN Region opened here its 45th Negosyo Center.

“Lebak’s Negosyo Center is the 12th In Sultan Kudarat province. With the opening of this facility, all local government units in Sultan Kudarat province now have Negosyo Center that bring services closer to MSMEs,” said Felisa Sinobago, DTI Sultan Kudarat provincial director.

According to a DTI briefer, a Negosyo Center is “responsible for promoting ease of doing business and facilitating access to services for MSMEs within its jurisdiction.”

Its primary services include supports in business registration, advisory services, information and advocacy, and monitoring and

recommending business-process improvements.

Specifically, these services cover assistance through business registration, establishing networks and market linkages, facilitating financial grants, shared service facilities and equipment, management guidance, training, information on credit facilities, databanking and many other support for MSMEs. Bird flu prevention

ith the bird flu outbreak in a Pampanga town, the country is bracing for adverse effects on agriculture and even tourism.

Agriculture Secretary Emmanuel Pinol has already ordered the culling of all fowl within a kilometer (0.6 mile) of six affected farms in northern Pampanga province’s San Luis town. The birds will number to at least 200,000 although the government agency has announced that no animal-to-human transmission has been reported. Reports forwarded to the DA cconfirmed some 37,000 birds have died from avian influenza subtype H5, which can cause illness and deaths in both animals and humans.

Experts believe the ducks to be the virus carrier. Because of this, the area has been declared a quarantine zone with a 7-kilometer (4-mile) surveillance area also established around the farms.

It is best to understand the bird flu virus and how to avoid it. First, it is best to aalways apply precautionary measures.

The best thing is to avoid travelling to any region with bird flu outbreaks. If not, there are some helpful tips from public health practitioners to remember: 1. Avoid domesticated birds. If possible, avoid rural areas, small farms and open-air markets.

2. Wash your hands. This is one of the simplest and best ways to prevent infections of all kinds. Use an alcohol-based hand sanitizer containing at least 60 percent alcohol when you travel.

3. Ask about a flu shot. Before traveling, ask your doctor about a flu shot. It won’t protect you specifically from bird flu, but it may help reduce the risk of simultaneous infection with bird and human flu viruses.

4. With regards to poultry and egg products, avoid eating raw. Because heat destroys avian viruses, cooked poultry isn’t a health threat. Even so, it’s best to take precautions when handling and preparing poultry, which may be contaminated with salmonella or other harmful bacteria.

5. Avoid cross-contamination. Use hot, soapy water to wash cutting boards, utensils and all surfaces that have come into contact with raw poultry.

6. Cook thoroughly. Cook chicken until the juices run clear, and it reaches a minimum internal temperature of 165 F (74 C).

7. Steer clear of raw eggs. Because eggshells are often contaminated with bird droppings, avoid foods containing raw or undercooked eggs.

While only a part of the country is affected by the outbreak, it is not remote that the virus could spread in other regions as well. While no outbreak has been reported in the region, still precaution must be observed and the aforemetioned tips can come in handy.

Finally, it is best to be forwarned that in all cases of health threats, prevention is better than cure.

rom “slow to low” to “fast and escalating.” That is what happening to the prevalence and growth rate of HIV infection and AIDS cases in the Philippines. HIV stands for human immunodeficiency virus, the microorganism that causes Acquired Immune Deficiency Syndrome (AIDS).

At the time when it was still “slow and low,” the AIDS Society of the Philippines pointed out: “The low and slow trend should not give us the reason to relax.”

However, an official from the United Nations also warned that an explosion of HIV/AIDS epidemic was “very likely” because of “high-risk” behavior of Filipinos.

“High-risk” behavior refers to a lifestyle that facilitates the spread of HIV. This includes unsafe sexual relations, multiple sex partners, sharing needles or other medical instruments with other people, and transfusing blood that has not been tested for HIV. No one seemed to listen to the warning. Today, the number of HIV infected are going up.

From one newly diagnosed HIV case per day in 2008, the figure went up to 4 cases per day in 2010. Two years later, HIV cases increased more to 9 per day. It was already 17 cases per day in 2014. From January to June this year, the number of reported HIV cases per day is 26.

There are only four ways a person can be infected with HIV. Most of the people living with HIV were infected through sexual intercourse (vaginal, penile, anal or oral). Some were infected as a result of sharing syringes and needles without proper cleaning. Others got it when they were transfused with contaminated bloods.

A mother can also transmit the virus to her child during pregnancy, during birth or shortly after birth, and through breastfeeding. Although only about 20%-30% of babies born to HIV-infected mothers actually become infected, this mode of transmission accounts for 90% of all cases of infection in children, studies show.

Davao City, the largest urban area in the country in terms of land area, has been tagged as a “hotspot” in HIV infection – along with Metro Manila and Cebu. From 2014 up to April this year, about 6,382 people have been diagnosed with HIV, according to the regional office of the health department.

Every year, 400 new cases of HIV are recorded. “Most of the

recorded HIV patients in the city came from different parts of the country who resided in the city to either study or work,” Maria Teresa Requillo, the manager of the DOH Regional HIV-AIDS/STI Program.

HIV is relatively a weak virus that cannot survive outside the human body. But once it inside the body, it cannot be killed.

“HIV attacks the immune system and gradually causes damage,” explains the website, www.aidsmap.com. “This can mean that, without treatment and care, a person with HIV is at risk of developing serious infections and cancers that a healthy immune system would fight off.”

HIV infection happens in three stages. The first stage is called acute HIV infection.

“Most people don’t right away when they’ve been infected with HIV, but a short time later, they

may have symptoms,” WebMd. com notes. “This is when your body’s immune system puts up a fight, typically within 2 to 6 weeks after you’ve gotten the virus.

Symptoms include headache, diarrhea, nausea and vomiting, fatigue, aching muscles, sore throat, swollen lymph nodes, fever, and a red rash that doesn’t itch, usually on your torso.

Chronic HIV infection is the second stage. “Doctors may call this the asymptomatic or clinical latent period,” WebMd. com explains. “Most people don’t have symptoms you can see or feel. You may not realize you’re infected and can pass HIV on to others. This stage can last 10 years or more.”

The third and final stage is what is now known as AIDS. “This is the advanced stage of HIV infection,” informs WebMd. com. “You can also be diagnosed with AIDS if you have an ‘AIDS defining illness’ such Kaposi’s sarcoma (a form of skin cancer) or pneumocystis pneumonia (a lung disease).”

If you didn’t know you were infected with HIV earlier, you may realize it after you have some of these symptoms: being tired all of the time, swollen lymph nodes in your neck or groin, fever that lasts for more than 10 days, night sweat, unexplained weight loss, purplish spots on your skin that don’t go away, shortness of breath, severe and long-lasting diarrhea, yeast infections in

your mouth, throat or vagina, and bruises or bleeding you can’t explain.

“People with AIDS who don’t take medication only survive about 3 years, even less if they get a dangerous infection,” WebMd.com points out. “But with the right treatment and healthy lifestyle, you can live a long time.”

You will know if you are HIV positive, if you undergo HIV testing. But before taking that HIV test, you get an opportunity of talking with someone who can answer most of your questions. The said person will also explain how the test works and how will get the results (usually 30 minutes after or within the day).

There are only two results: If the test you are HIV positive, this means you have HIV. If the test says you are HIV negative, this means you don’t have HIV. Generally, if the blood has been found to be positive, it is sent to the San Lazaro Hospital in Manila for confirmation.

Get tested now before it’s too late. “Your best chance of staying well is to start treatment before HIV has done too much damage to your immune system,” www. aidsmap.com reminds. “To do this, you need to know you have HIV. Many of the people who die from HIV-related illnesses in countries where treatment is easily available were diagnosed very late, often not until they were already very ill.”

Once treatment starts, it will be forever.

Why Indonesia should be your first solo Southeast Asian destination I HAVE NEVER TRAVELED OUTSIDE THE PHILIPPINES. I love to travel, there’s no doubt about that (you can cross-check my Instagram). My love for surfing has taken me to places I’d never expected be in, from the north to east of Mindanao facing the beautiful and raging Pacific Ocean. With wanderlust in my blood, it’s surprise even to myself that at 25 years of living on this beautiful planet, I have never stepped out of this country.

I’m not at all fazed that I’m quite behind with other millennials who are probably on their second passport now because I’m that type of person who always has solid reasons for what I do. I always tell friends who ask that I would rather see the best known and kept spots of my country first and then go see the world.

A few weeks ago, I’ve realized that I’m almost finished with the spots I’ve promised to see first and then it dawned on me, I had to decide which country I’d want to visit first. With the love of surfing and seawater in my veins, it’s only natural that I would to go to a tropical paradise where there would be waves for days, culture that would make me want to call it home and locals that I could call friends.

Confident that I’m not alone in this search for the perfect country to visit solo for the first time, I’ve compiled a few reasons why Indonesia is the perfect place for sun worshippers and surfers to go and book the next flight.

MANĀRA OPENS AT ABREEZA MALL

Interactive art installation inspired by the culture of Muslim Mindanao

IN ESSENCE, Kadayawan is about many different cultures coming together in celebration of diversity and thanksgiving.

Recognising this, the Ayala Foundation, in partnership with Ayala Malls, recently announced the opening of Manāra, an interactive art installation inspired by the culture of Muslim Mindanao, on August 9, at Abreeza Mall, Davao City.

Manāra—the Arabic word for “minaret”—is the result of the creative collaboration between internationally acclaimed sculptor and painter Toym Imao and industrial designer and installation artist Lilianna Manahan. The interactive exhibit features 23 minarets and lanterns using Moro textiles, wood and metal work, music, and indigenous patterns.

“Manāra served as lighthouses providing light to people and vessels that needed to find their way.” said artist Toym Imao. “Minarets, which are also important architectural features of mosques, are also where calls to prayer are made.”

The Manāra art installation hopes to shed light on the richness and diversity of Moro culture, and in the process inspire a deeper understanding of Muslim Filipinos. At the same time, the interactive art installation serves as a call for peace and unity—for Filipinos, even though they come from diverse backgrounds, to become more open to dialogue and cooperation.

“The spirit of collaboration, mutual respect, and creativity

shown in Manāra is the exact same spirit that we live by at Ayala Foundation,” says Ruel Maranan, president of Ayala Foundation. “Through our various initiatives in education, youth leadership, sustainable livelihood, and arts and culture, we make sure that we are aligned with the needs of our stakeholders, and focus on pro-

Rotary club assists Badjaos in Matina Aplaya

he Rotary Club of Davao, or RCD, the first of some 100 Rotary clubs in Mindanao, has launched “Project GypSEAS for the benefit of the Badjao (Sama-Bajau) community in Matina Aplaya, a coastal barangay in the First District of Davao City. Badjaos are also called sea gypsies and SEAS in “Project GypSEAS” means Security, Empowerment and Sustainability.

ect GypSEAS, aspires to “break down the beggar stereotype on the Badjao, a reason the general population looks down on them “; to make the Bajdao feel they are a significant part of society; preserve their colorful culture, and assist them in adapting to the change of the times; and to bridge the gap between Badjao community and mainstream population.

We want to assist them in improving their daily living by providing them different programs

that will train them and help them develop into a sustainable community, according to President Divinoi.

The project will teach the Badjaos to grow their own food through FAITH (Food Always in the Table} Gardening Technology. Along this line, members of the tribe will be taught to plant organic vegetable in their community. Aside from teaching them the skill to produce their food, the grownups will be trained in live-

lihood skills, while the children through education and sports.

While the training goes on, the Rotary club will also give the children supplemental feeding which is proven to improve their learning capability and decrease the dropout rate in school.

Aside from the above, the club will implement other forms of intervention “until the community will become an asset to society.”

e are officially confirming the outbreak of avian influenza type A subtype H5 in the town of San Luis, Pampanga.”

With those words, spoken during a news briefing, Agriculture Secretary Emmanuel F. Piñol has declared an avian flu outbreak, the first in the country. He also ordered the culling of 400,000 chickens to prevent the virus from spreading.

“All fowls within the one-kilometer quarantine radius will be culled and buried,” Philippine Star was quoted him as saying. “No chicken fowls will be brought out.

Quarantine teams are now guarding the exits of San Luis to disinfect all vehicles coming out of the area.”

According to a news report from The Manila Times, Piñol believed the outbreak may have started as early as April. “The first reported outbreak is in a quail farm, where there were ducks underneath,” the agriculture chief explained. “The ducks were the carriers of avian flu since they had contact with migratory birds.”

However, the Department of Agriculture and the Bureau of Animal Industry are still trying to figure out the probable source and carrier of the virus. “We have two possible sources. First is the migratory birds and second is the ongoing smuggling of Peking ducks from China, possibly coursed through the Subic area,” Piñol said.

Influenza, or flu for short, is a notorious killer. Hippocrates described fly in 412 BC and the first well-described pandemic of flu-like disease occurred in 1580. Since that time, 31 such possible flu pandemics have been documented, with three occurring in the 20th century: in 1918, 1957 and 1968. The 1918 Spanish flu pandemic killed some 20 million to 50 million throughout the world.

Every year, throughout the world, widespread outbreaks of flu happen. It occurs in epidemics, in which many people get sick all at once.

In each epidemic, usually only one strain of flu virus is responsible for the disease. Strains are often named after the first location (for example, Hong Kong flu) or animal (for instance, swine flu) in which it was found.

The Geneva-based WHO says there are 3 types of influenza viruses: types A, B, and C. Influenza A viruses infect humans and many different animals. Influenza B viruses only circulate among humans and cause seasonal epidemics. Influenza C viruses can infect both humans and pigs but infections are generally mild and are rarely reported.

Depending on the

origin host, influenza A viruses can be classified as avian influenza, swine influenza, or other types of animal influenza viruses, the WHO said.

Examples include avian influenza “bird flu” virus subtypes A(H5N1) and A(H9N2) or swine influenza “swine flu” virus subtypes A(H1N1) and A(H3N2). All of these animal influenza type A viruses are distinct from human influenza viruses and do not easily transmit between humans.

“Aquatic birds are the primary natural reservoir for most subtypes of influenza A viruses,” the United Nations health agency said. “Most cause asymptomatic or mild infection in birds, where the range of symptoms depends on the virus properties. Viruses that cause severe disease in birds and result in high death rates are called highly pathogenic avian influenza (HPAI). Viruses that cause outbreaks in poultry but are not generally associated with severe disease are called low pathogenic avian influenza (LPAI).”

Human infections with avian and zoonotic influenza viruses have been reported. Human infections are primarily acquired through direct contact with infected animals or contaminated environments, but do not result in efficient transmission of these viruses between people.

The most recent flu virus was identified as HPAI A(H5N1),which is deadly to most birds. And it’s also deadly to humans and to other mammals

that catch the virus from birds. Since the first human case in 1997, H5N1 has killed nearly 60% of the people who have been infected.

“But unlike human flu bugs, H5N1 bird flu does not spread easily from person to person,” says the WebMd.com.

“The very few cases of human-to-human transmission have been among people with exceptionally close contact, such as a mother who caught the virus while caring for her sick infant.”

Migrating water fowl – mostly notably wild ducks -- are the natural carriers of bird flu viruses. It’s suspected that infection can spread from wild fowl to domestic poultry. It is said that San Luis is near the Candaba swamps, “a major way station and destination for migratory birds who move out of the Asian mainland during winter.”

According to Piñol, there is still no animal-to-human transmissions occur in the recent bird flu outbreak. He said those words because people can catch bird flu by close contact with birds or bird droppings.

Exactly what “close contact” means differs from culture to culture.

“Some people have caught bird flu virus from cleaning or plucking infected birds,” WebMd.com reports. “In China, there have been reports of infection via inhalation of aerosolized materials in live bird markets. It’s also possible that some people were infected after swimming or bathing in water contaminated with the droppings of infected

birds. And some infections have occurred in people who handle fighting cocks.”

But people don’t catch the virus from eating fully cooked chicken or eggs.

“There have been a few cases where one infected person caught the bird flu virus from another person – but only after close personal contact,” WebMd. com reports.

Bird flu symptoms in people can vary. Symptoms may start out as normal flu-like symptoms.

This can worsen to become a severe respiratory disease that can be fatal.

In February 2005, researchers in Vietnam reported human cases of bird flu in which the

virus infected the brain and digestive tract of two children. Both died. These cases make it clear that bird flu in humans may not always look like typical cases of flu.

Meanwhile, the WHO warns: “Whether currently-circulating avian and other zoonotic influenza viruses will result in a future pandemic is unknown. However, the diversity of avian and other zoonotic influenza viruses that have caused human infections necessitates ongoing surveillance in both animal and human populations, detailed investigation of every human infection and risk-based pandemic planning.”

eam Duterte-CMO and IBP-Bulacan intensely battled to a 75-75 deadlock in their first ever basketball game encounter on Friday at the Genesis 88 Gym in Davao City.

Sec. Christopher “Bong” Go came through with 35 points highlighted with a sterling performance in the final seconds of the game to bail his team out.

Go, the Special Assistant to President Rodrigo Duterte, took charge down the stretch for Team Duterte to rally his troops and end the epic battle to a thrilling draw against the National IBP League champions.

He dazzled from behind the arc midway of the pay off period, hitting back to back triple, to spearhead a Team Duterte comeback.

HAT he failed to achieve as a star player, Metta World Peace wants his son Jeron Artest to achieve.

The former NBA star said he’s definitely fully behind the dream of the young Artest to play for flag and country in international tournaments, something which he failed to do despite his stature as one of the top NBA players during his time.

Jeron’s mother is Filipina Jennifer Ruth Uy Palma (hence Jeron from Jennifer and Ron), a former neighbor and schoolmate of the then 18-year player in New York City.

“He’s very motivated, he’s working hard. He’s a very smart kid, very good, and I’m very proud of him,” said Metta on Sunday when he met the local press for the first time at Luna Café at Bonifacio High Street during his brief visit in the country.

Metta admitted upon his arrival on Saturday that Jeron, 16, already applied for a Philippine passport, making him a possible Fil-Am pros-

pect for Gilas Pilipinas.

While the 37-year-old New Yorker once represented the U.S. during his high school days, he never got the same opportunity again as a college player and later as a pro.

“When I was in my prime, I got in a lot of trouble in the NBA. And even when I finished in the Top 6 in the (NBA) voting, I was never invited for the USA team,” recalled Metta, who actually had a brilliant but tumultuous NBA stint playing for teams such as Chicago, Indiana, Houston, Sacramento, LA Lakers, and New York.

“They said they didn’t want a player like myself in the team,” he added.

“That was tough for me because I always want to play in the Olympics.

Every time you get the chance to play for the national (team), I feel like special.”

With the opportunity presenting itself to his son, Metta wants Jeron to go hard for it.

Of course, he had to work his butt

off and prove that he belongs.

“I keep telling him, not just because you’re my son, not just because you play basketball, not just because you’re from America, means that you’re in the team. You’ve got to earn it,” he said of his advice to Jeron, who visited Manila together with his mother two years ago.

He said his son is doing well in academics and has been getting offers from Yale (University) and Ivy League schools in college.

He didn’t mention whether pursuing a college career here is an option, but what Metta promises is Jeron’s desire to don the Gilas colors.

“He definitely wanted to play here one day,” said Metta.

After Sec. Go’s foray, Team Duterte and IBP Bulacan engaged into exchange of baskets and both made crucial defensive stops that set up a grinding end game.

With seven seconds remaining, Go, who shot seven treys, drove to the basket and was fouled. He easily made the freebies to give Team Duterte 75-72 upperhand.

IBP-Bulacan called for a timeout and head coach Judge Don Montero mapped out a successful game-tying play behind the arc with 2 seconds left.

Heavily-guarded with much taller defenders, Go managed to

pull off a final heave but went off.

Warlito Gogolin scored 14 points to lead the way for IBP-Bulacan which drew impressive showing from Bien Almonte who made 10.

Toots Bautista, Mike Sajor and Rommel Nardo also delivered significant contributions for IBP-Bulacan with a combined 27 baskets.

Joel Aberilla chipped in 15 points for Team Duterte-CMO which was trailing the entire first half and was downed by 8 at the break.

IBP-Bulacan played superb basketball to the admiration of Team Duterte coaching staff, fellow lawyers and the game observers.

But the Davao-based Team Duterte squad led by Sec. Go put up a good fight to give the visiting team an exciting game.

eigning 2017 Davao Children’s Games champion Kabacan Elementary School (KES) of Barangay 76-A Bucana captured the Philippine Sports Commission (PSC)- Kadayawan Girls Volleyball title at the University of Mindanao (UM) Gym on Sunday.

With its radar locked on another title, KES relied on its championship poise and teamwork to withstand the challenge of Tambobong Elementary School (TES), 25-12, 25-10, in the championship match.

The Bucana spikers relied on team captain Sophia Pabilona who came through with a sterling performance which earned for her the best attacker and most valuable player (MVP) awards.

Pabilona’s aces were key to the KES conquest to ensure they secure the crown and the P10,000 championship prize that come with it.

TES brought home P7,000 in the three-day event for girls 13 years old and below.

The other special awardees were best server Princess Juanillo (KES), best digger Aiza Suazo (Tambobong), best setter Lynette Putian (KES) and second best attacker Cherrylou Tomas (Talandang Elementary School).

Philippine Sports Commission (PSC) Commissioner Charles Raymond A. Maxey awarded the prizes, trophies and certificates to the winners during the closing program.

Maxey, in his message,

thanked the parents for supporting their children as well as school officials and the participating teams for making the event successful.

“Nagpasalamat ko sa inyong tanan, wala ning padula kung wala mo. Hinaut sa sunod pa namo nga mga programa sa sports diri inyo gihapong suportahan (We thank you for your support, this would have not been possible if not for you. I hope that in our future programs here you will still continue to support us),” he said.

He also thanked their partners in organizing the tournament - the city government of Davao through the Sports Development Division of the City Mayor’s Office (SDD-CMO), Department of Education (Deped) Davao City Division and Davao Sportswriters Association (DSA).

The event was held in coordination with the Philippine Sports Institute (PSI) in Mindanao and was officiated by the Balibolista de Dabaw.
