N 2016, then Mayor Rodrigo RoaDuterte ran for president with promises to make the country better. Was he able to fulfill these promises in his one year at the presidency?

Yes, he did according to a study by the University of Mindanao’s Institute of Popular Opinion. The survey

conducted May 17-26 in fact revealed that 89.38 percent of Dabaweños are satisfied by the performance of the President in keeping his campaign promises.

This high percentage translates into an excellent mark for President Duterte, according to Prof. Adrian Ta-

mayo of UM-IPO. This survey is about the performance measure on the promises made by the President during the election, Prof. Tamayo told the KapehansaDabaw.

In the performance indicators, Duterte was rated highest at 96.21 in

his promise to decentralize the Philippines by pushing for a federal form of government, particularly in Mindanao. But in contrast, he got a failing grade of 72.15 in so far as internet connectivity and access is concerned.

EWLY elected officials of the Catholic Bishops’ Conference of the Philippines will assume their new posts starting December 1. Davao Archbishop Romulo Valles, who was elected as the conference’s President will be serving a two-year term.

He will succeed Lingayen-Dagupan Archbishop Socrates Villegas.

Also elected were Caloocan Bishop Pablo Virgilio David, Vice President; Palo Archbishop John Du; Fr. Marvin Mejia, Secretary General and Msgr. Bernardo Pantin, Asst.

Secretary General.

They were elected during the 115th plenary assembly at Pope Pius XII Center in Manila on July 7.

The new officials will be serving until Nov. 30, 2019.

of ‘Maranao Bible’ to evacuees

IBLES set in Maranao language were distributed as part of relief goods for Marawi evacuees on Thursday, raising eyebrows among several peace advocates and Muslim leaders.

The same leaders are urging a dialogue to arrest any complication that may arise from the act.

The Bibles came with every hygiene pack distributed to home-based evacuees in Ceanuri Subdivision in Tubod village here. Each pack contains a bath soap, shampoo, toothpaste and toothbrush, making the Holy Book the most prominent stuff.

Ustadz Abdul Karim Ambor, former president of the Iligan League of Imams, said

the evacuees did not immediately discover the Bibles as these were part of the goods contained in plastic bags. They found out only when they opened the relief packs.

In lieu of Bibles, some packs contained magazines on the Bible story of the fisherman, also in Maranao language.

When told about the Bibles, Ambor, who lives and runs a madrasah in Ceanuri Subdivision, said he asked that these be given to him for safekeeping.

The Maranao translated Bible had the phrase “So Sindaw” (The Light) on its cover.

No one has come forward to say they distributed the

Bibles. Some evacuees only remember the donors as a group led by a certain Pastor Solaiman.

Abelardo Moya of the Mindanao Peacebuilding Institute (MPI) said the act “transgresses some cultural and religious sensibilities.”

He noted that various Christian denominations have been doing humanitarian relief work in the same area, “even earning the trust of Maranaos to prepare food for them but never had such thought entered their minds.”

“This must be dealt with soonest. Now that this has happened, it is best seen as an opportunity to dialogue,” Moya added.

“This is simply exploiting

people in times of crisis,” the Moro Islamic Liberation Front (MILF) said in a statement, noting that a similar act happened in the aftermath of the Zamboanga siege in 2013.

“What makes the reports this time very sensational and particular was that the Bible was not an ordinary one written in standard English; it is a translation of it in Maranao language, which means that there is a deliberate plan to convert non-Christians to Christianity,” the MILF said.

“It also means that it is a long-term missionary program. Thus, we expect more and more of this problem in the future,” the group added.

HE country’s security situation has been greatly improved as President Rodrigo Duterte concludes his first year in office, Armed Forces of the Philippines (AFP) spokesperson Brig. Gen. Restituto Padilla said.

“The President has exhibited strong political will and directly dealt with the existing threats we are facing. The KFRG (Kidnapping for Ransom Group) Abu Sayyaf Group was a headache that caused national embarrassment with

their rampant kidnapping sprees in the high seas and may soon be rendered insignificant because of the decisive military action taken to deal with it,” he added.

Padilla was referring to the relentless offensive against the ASG, initiated by AFP chief-ofstaff Gen. Eduardo Año shortly after his assumption of command of the 125,000-strong military last December.

As of June 29, military units in the Western Mindanao has so far neutralized 94 members of the ASG, captured

66 others and caused the surrender of 98 along with the recovery of 148 high-powered weapons.

Operations against the bandits ASG concentrated mainly on the Basilan, Sulu and Tawi-Tawi.

“Under the Duterte Administration, the security situation in the country has been a serious concern that is decisively addressed and has greatly improved,” Padilla added.

On the terrorist groups, and among them the Maute

Group who has staged attacks in Marawi, the government has confronted it straight and is now being addressed with strong military and police action, he pointed out.

As of this posting, Maute Group casualties has been placed at 303 with 82 government troops and police officers killed along with 44 civilians.

Number of Maute Group weapons captured are placed at 382 and number of civilians rescued from the bandits now at 1,713.

ORBERTO Manero, Jr., a former paramilitary commander who was imprisoned and later pardoned for the 1985 murder of Italian priest Tullio Favali was arrested Friday while at the office of the Criminal Investigation and Detection Group to verify records of one of his relatives.

Superintendent Elmer Guevarra, OIC of the CIDG-12 said Manero, known in the past as “Kumander Bucay,” was arrested and placed under their custody based on a warrant of arrest for murder and frustrated murder allegedly committed in 2010.

Manero’s release papers were signed by then Justice Secretary Raul Gonzalez on January 25, 2008.

Guevarra said they checked with a court in General Santos City if there are pending warrants for Manero’s arrest and the Regional Trial Court Branch 23 based in General Santos City certified the warrants were still in effect.

He said Manero’s wife questioned them why they arrested him when the incident happened years ago.

Court records showed that the warrants stemmed from an incident which happened in June 2010. Manero was identified as the primary accused and was charged with one count of murder and another count for frustrated murder.

“When the RTC certified the warrants are still existing, we immediately placed Manero under our custody,” Guevarra said.

“We were given copies of these warrants last month by relatives of the complainants. Every week, they would check on us if we already had him arrested,” he said.

Guevarra said this was not the first time Manero was arrested after his release from prison in 2008.

NVESTIGATIONS are being conducted on the 19 chiefs of police in the region who were recently relieved for poor performance in the war against illegal drugs.

Director Chief Supt. Cesar Hawthorne Binag of the Police Regional Office (PRO) in Western Visayas on Monday said these 19 chiefs of police were sacked on Friday following the recommendation of the Regional Oversight Committee.

These chiefs of police were from the towns of Alimodian, Anilao, Barotac Viejo, Dingle, Dumangas, Igbaras, Janiuay,

Lemery and San Dionisio in Iloilo province; Pilar, Sigma, Dumarao, Mambusao, Maayon and President Roxas in Capiz; Numancia, Altavas and Lezo in Aklan; and Bugasong town in Antique.

They specifically failed to make drug-related arrests since “Oplan Double Barrel” was relaunched last March.

BOI wants expanded menu of incentives in tax program

HE Board of Investments seeks the inclusion of an expanded and flexible menu of incentives in the second package of the administration’s comprehensive tax reform program.

BOI Managing Head and Trade Undersecretary Ceferino Rodolfo told reporters that these incentives should heighten and sustain the flow of investments in the Philippines while enhancing the competitiveness of industries.

Rodolfo mentioned that the BOI, under the Executive Order 226, can only grant sixyear income tax holiday (ITH) to pioneer companies and four-year ITH to non-pioneer firms and duty-free importation of capital equipment.

He said the government can introduce other incentives -- not necessarily increasing the value of perks given to registered firms -which are responsive to the need of industries.

He cited that in order to attract talents in Thailand, its government grants exemption on income tax for certain categories of skilled professionals in specific sectors on top of its 10-year ITH and other incentives.

The official said if the

Philippines has competitive advantage in its talents while having disadvantage on higher power cost, the country can hike the labor cost while giving incentives on power.

In that way, expenses will be offset.

“We want to introduce menu of incentives that are more flexible and responsive to the needs of businesses, industries,” Rodolfo said in Filipino.

“Not in terms of increasing the amount (of perks), but make the tool more responsive,” he stressed.

Moreover, Rodolfo mentioned that the Department of Trade and Industry (DTI) and the Department of Finance (DOF) created a technical working group to synchronize data and principles as the government moves toward the second package of CTRP, which is focused on rationalizing incentives.

The trade official noted that the both agencies agreed to the principle that granting of incentives should be targeted, time-bound, transparent, and performance-based.

He said BOI’s granting of incentives is based in these principles even before the administration pushes for new tax regime. (PNA)

N partnership with the National Economic and Development Authority, the Metro Manila Development Authority committed to aligning its development plan for NCR with the Philippine Development Plan (PDP) 2017– 2022.

This comes after an executive briefing this week regarding the PDP with the MMDA and planning officers of local government units in NCR to implement the PDP in their localities.

Director for Metropolitan Planning Josefina Faulan said that the MMDA has an ongoing effort to craft the Regional Development Plan (RDP) for NCR. “We have completed a first draft for NCR’s sectoral assessment that will go into the RDP. We are now conducting bilateral consultations with different sectors as we delve into crafting crucial strategies for developing the country’s capital, guided by the overall Philippine Development Plan,” Faulan said.

Aside from the PDP, she added that the RDP will be anchored on Greenprint 2030, MMDA’s own roadmap for urban development.

Meanwhile, MMDA Chairman Danilo Lim expressed support for carrying out the PDP especially in addressing traffic congestion in the metro.

“It is only timely that we

are discussing the PDP—of which, infrastructure development is a key part—as this is the best solution to the heavy traffic that we are experiencing in Metro Manila,” Lim said.

He added that, while roads, bridges, and modes of mass transportation detailed in the PDP are needed to ease traffic congestion, equally important is the support from Metro Manila mayors to make sure that the plan is translated into local policies and projects.

Meanwhile, Mr. Aldwin Urbina of NEDA gave updates on infrastructure flagship projects of the Duterte administration, adding that 35 out of 75 infrastructure flagship projects are dedicated to Mega Manila.

As updated, 6 out of 35 Mega Manila projects have already been approved by the NEDA Board This includes the New Configuration of the LRT Line 1 North Extension Project, which will be designed to accommodate up to 1.28 million passengers a day.

Also approved was a National Transport Policy that will synchronize decisions and investments among all transport-related agencies and between the national and local levels.

OLITICAL and business leaders of Davao will press for the creation of a Davao International Airport Authority as part of the Dabawenyos move to improve the area’s business and tourism climate.

Davao del Norte Gov. Anthony G. del Rosario told reporters during a press conference in time with the launch of the Davao Regional Development Plan (DRDP) 2017-2022 at the SMX Convention Center last Friday that Davao‘s Regional Development Council (RDC 11) will continue lobbying for a bill in Congress calling for the creation of the airport authority.

The proposal started by the late Rep. Manuel M. Garcia and followed up by his son Vincent and daughter Mylene G. Albano is still pending in the current Congress. Governor del Rosario recalled having strongly supported the bill when he was still a member of the House of Representatives from 2014 from 2016.

The bill seeks to have an airport authority which can independently plan and develop the airport with its own funds and go into contracts for the facility’s improvement and maintenance like the Mactan-Cebu International Airport Authority which is on top of a very pro-

gressive airport.

Del Rosario also said planners should likewise start looking into the possibility of building another airport in other parts of the region before it is too late.

He said it is normal for progressive areas in the world like New York, Los Angeles, Chicago, Tokyo to have to or more airports. He was referring to La Guardia and JF Kennedy airports in New York, Haneda and Narita in Tokyo as examples.

Del Rosario was speaking as chairman of the RDC. He said government planners have already identified Tagum as a possible second major airport of the region.

Earlier, Tagum City Mayor Allan Rellon told mediamen that such a place in his city is more than 1,000 hectares of contigious area.

Del Rosario planning for a second major airport should be done now that the Francisco Bangoy International Airport is becoming congested with the increasingly growing number of aircraft using the facility.

In the same press conference, Regional Director Ma. Lourdes D. Lim of the National Economic Development Authority denied that NEDA is opposed to the creation of an airport authority. She said NEDA has always supported the advocacy for years now.

Dominguez urges youth to help effect change via public service

INANCE Secretary Carlos Dominguez III has called on socially responsible young Filipinos to pay forward the opportunities given to them by joining the government service, where they can become “enablers of meaningful change” and play a key role in revolutionizing the country’s institutions of governance.

Dominguez said that governance under the new economy driven by constant innovation needs this young generation of Filipinos to enrich public service and help Government adapt to change.

“Governance in the new economy demands a completely new set of attitudes. Instead of standardizing everything,

governance must be more sensitive to differentiation and peculiarity. Instead of gatekeeping, our public agencies must be more responsive to innovation ,” said Dominguez at the awarding ceremonies of the Enactus Philippines National Finals held over the weekend at the SMX Mall of Asia.

Dominguez said, “ It is not private enterprise that should adjust to bureaucratic control but the bureaucracy that must adjust to the changing terrain of enterprise .”

“You, the next generation of Filipinos, get it. You are completely at ease with the new set of attitudes. It is, after all your set of attitudes: a profound tol-

erance for differentiation and a discomfort for uniformity, an eagerness to innovate with a healthy impatience for the inefficient , ” he said.

The competition organized by Enactus Philippines, a non-profit organization, recognizes notable entrepreneurial projects and community service initiatives of Filipino students to inspire the youth to become socially responsible business leaders.

Enactus has established a presence in 36 countries and involves over 1,600 colleges and universities across the globe.

“Nothing could be more meaningful for our students than to engage their commu-

nities and bring about real changes to improve lives. This is far better and more productive than rabble-rousing in the streets over abstract concepts,” Dominguez said in recognizing the efforts of the participants in the competition.

PARTYLIST lawmaker at the House of Representatives is seeking the creation of a new state firm that will lead the sustainable management and development of forest resources in the country.

ANGKLA Partylist Rep. Jesulito Manalo has filed House Bill 5946 proposing to create the Forest Management and Development Authority (FMDA), attached to the Department of Environment and Natural Resources.

Under the bill, the FMDA will be the frontline implementing agency for the sustainable nationwide administration and implementation of the country’s Master Plan for Forestry Development, the Forest Resources Database and Mon-

itoring System, and the National Greening Program.

Other programs shall include the Watershed Continuum Management Strategy, the National Watershed Framework Plan, the National Watershed Information System, and national programs on the sustainable management and development of forest resources.

Furthermore, the FMDA shall conduct performance reviews of Industrial Tree Plantations and provide technical expertise, training, and other forms of assistance to local government units, forest management committees, city or municipal environment and natural resources offices, and the Philippine National Police.

Span connects far-flung farming areas to opportunities

ARAGA, Davao Oriental – Hundreds of families living across the Caraga River in the village of San Pedro in Caraga town are relieved as the years of struggle crossing the vast river are finally over.

Just recently, a P154-million concrete bridge was inaugurated in this far-flung community whose residents are mostly farmers.

Storied bridge Funded under the “Pablo Rehabilitation Fund”, the bridge’s construction was an initiative of Davao Oriental’s former governor, now First District Rep. Corazon N. Malanyaon. The project was started in November 2014 during her term as governor and chair of the Taskforce Pablo in the province and was completed in

February 2016.

According to residents, the village’s Bailey bridge which was built in 2001 was severely damaged during the onslaught of typhoon Pablo in 2012. It was subsequently repaired but was completely washed out when Low Pressure Area Agaton hit the province in 2014, causing residents to endure several years crossing the river via wooden fishing boats as a mode of transportation.

Structurally designed to adapt to the changes in climate conditions, the newly constructed 150.28 meter-long, two-lane Prestressed Concrete Girder (PSCG) Bridge is designed to withstand heavy floods, according to District Engineer Alberto Cainghog of the Department of Public Works and Highways (DPWH).

Residents recall the struggles they have experienced before the concrete bridge was constructed.

They say people have actually drowned crossing the river before. “It was really difficult back then. Once I swam across and nearly drowned. To decongest NAIA of air traffic

AVAO City Chamber of Commerce and Industry Inc. trustee Arturo Milan has asked airline companies to make the Davao International Airport, also known as the F. Bangoy International Aiport, the hub for international flights in Mindanao to decongest traffic at the Ninoy Aquino International Airport.

Milan told a press briefing Friday that NAIA must be devolved of some international flights and distribute these to provincial airports like Cebu and Davao because the congestion in the airport in Manila results in flight delays, causing discomfort to passengers, and damage to business and the economy.

He said it is not practical to place all international flights in NAIA when some destinations are closer to Davao City than Manila, like Australia, Palau, and other member countries of the Association of Southeast Asian Nations (ASEAN).

Pro-poor SSB tax gains more institutional backing

A

SSORTED institutions have expressed their support for the proposed tax on sugar-sweetened beverages (SSBs), which its main proponent in the Congress has described as a propoor measure meant to curve consumption and thus help check the alarming rise in obesity cases among Filipino kids and adults alike.

Nueva Ecija Rep. Estrellita Suansing, the primary proponent of the SSB tax, said at a Senate hearing that contrary to the misperception that her proposal will hurt poor families the most, her measure will actually protect them from the threat of serious ailments such as diabetes and “non-communicable diseases related to the excessive intake of sugar, including chronic disease, diet-related cancers, and chronic heart and cardiovascular diseases.”

“These diseases pose a serious threat to public health, and should be instantly addressed by my proposed measure,” said Suansing at a recent hearing of the Senate ways and means committee on the proposed tax.

Among the government agencies that have backed Suansing’s proposal at the Senate hearing were the Department of Health (DOH), National Economic and Development Authority (NEDA), Food and Drug Administration (FDA), Philippine Health Insurance Corp.

(PhilHealth), and the Department of Foreign Affairs (DFA).

Suansing originally filed House Bill No. 292 that aims to impose an excise tax equivalent to P10 for every liter for beverages sweetened with local sugar, and P20 for those with high-fructose corn syrup or imported sugar.

To extend or not

O extend the Martial Law or to lift it? That is the question.

President Duterte has two days between making a decision on the Martial Laaw declaration in Mindanao and his State of the Nation Address (Sona). The 60-day period for the ML expires July 22 and the Sona is on July 24.

At the moment, speculations go here and there on whether the ML is extended or not. Some of President Duterte’s critics are drumbeating what they expect as his extension of the declaration.

Is this a way of mindsetting the public to draw support to their anti-ML stance? It must be their way of doing things but will the public bite? That’s another question.

President Duterte had said in an interview that everything depends on the recommendation of those in the ground. He had told an interview that he will await the recommendation ofthe Armed Forces of the Philippines and the police who are more knowledgeable of what is happening in Marawi City. The President has not set foot in Marawi City during the period of ML despite three attempts to do so and given his source of direct information, still leaves the issue to those who have personal knowledge of the situation in Marawi City.

Meantime, the Armed Forces of the Philippines (AFP) said it is already finalizing its recommendations on the possible extension or lifting of martial law. In a few days it will be submitted to the (Executive) Secretary for his consideration because he is the administrator of martial law. And that recommendation will make its way up to the Commander-in-Chief who will be provided an advance copy, according to AFP Spokesperson Brig. Gen. Resituto Padilla Jr. Here is how the decision will be reached: The final assessment would be based on whether the rule of law as well as peace and security in most parts of Mindanao had been reestablished.

Ultimately, whatever recommendations the military submit, the final decision is up to President Duterte who will be making that all-important decision.

Whatever the decision of the President will be, the people can be assured that it went through several layers of assessments and recommendations and not one based on mere unfounded conjectures.

AVAO’S first public hospital, now known as Southern Philippines Medical Center (SPMC) was officially launched in 1917, which makes it 100 years on August 11, 2017. Upon completion of the structure, the sickbay was named Davao Public Hospital (DPH), a 25-bed capacity medical institution built on San Pedro St., Davao City.

A 1920 Report of the Philippine Health Service prepared for the previous year by Dr. Vicente de Jesus, the Director of Health, related that before the completion of the concrete hospital edifice, the local government had to open a temporary sickbay given the volume of patients that could not be accommodated by the decade-old Davao Mission Hospital.

The Director of Health wrote: “On account fo the presing public demand caused principally by the influx of emigrants to Davao the service was not able to wait for the permanent concrete hospital building now earing complete and which is expected to be opened to the public in 1920, and opened a temporary public hospital, using the Bureau of Public ‘works laborers’ sickward whose operation was compleed turned over to the Philippine Health Services. It was provided with the necessary equipment and facilities, including one laboratory. The concrete building, when completed, can render better accom-

The hospital’s first director and resident physician was Dr. Simeon B. Macasaet, whose annual salary was pegged at P2,400. He was joined by Juan L. Factora, who was superintendent, property clerk and cashier; chief nurse Andrea Vicente and two subordinate nurses, Remedios Ferrer and Ignacio Diego. At the close of 1919, the public hospital’s staff composition expanded to include four ward attendants, five helpers, and two cooks.

Records of hospital cases attended in 1919 showed that malaria topped the list of deadly diseases attended with 37, followed by Asiatic cholera, 13; influenza, nine; and dysentery and beri-beri, with eight. Lung tuberculosis contributed four, while three died from acute nephritis or inflammation of the kidneys.

Meanwhile, purulent infection and septichaemia and typhoid reported two deaths each, while rickets, aoplexy or cerebral haemorrhage, diarrhea and enteritis, intestinal diseases, liver disease, Bright’s disease (chronic inflammation of kidneys), acute abscess, and external violence registered one death each.

Despite its limited space and deficiency in medical staff, the sanatorium, later known as Davao Hospital, accepted nearly all kinds of illnesses, both simple and traumatic. The hos-

In terms of 1919 figures, there were 486 patients admitted, while 2,977 outpatients were given treatment. On a daily basis, there were 8.1 outpatients attended to.

Clinical cases was considerable given that 144 patients underwent medical treatment; 25 were subjected to surgery; two, for eye, ear, nose and throat consultation; and 15 for obstetrical admission. Most of the

Services at the hospital were classified into three, namely: charity, which benefitted 213 patients; government free, wth 199 clients; and private pay, with 74 cases. A total of 10 minor opertions were conducted during the year, while another four, classified as charity, were major.

In terms of prescription, the hospital treated 996 charity cases, while 759 were classified as government free. The number of outside calls made by hosital staff was at 312 cases.

According to the same 1920 report, hospital expenses covering the period from September to December 1919, were as follows: allowance for subsistence of patients, P2,385.22; allowance for subsistent of personnel, P805; and expenditures for subsistence of patients and personnel, P1,905.69. During the same period, the hospital collected P1,806.16 from payments.

In the years preceding World War II, DPH continued to evolve, serving more frenetically the needs of Davao just as it was elevated into a city in 1937. When the global conflict broke out in 1941, the Japanese Imperial Army took over the facilities

and used it headquarters. Only the Mintal Hospital situated at the city was allowed to operate, mainly serving Japanese casualties.

After the war, the hospital was renamed to Davao General Hospital and its bed capacity expanded to 200.

Over a decade later, the hospital, in 1957, was transferred to its present location at Bajada, where it sits on a sprawling 12.8-hectare site.

By virtue of Republic Act 1859, it was again renamed, this time as the Davao Regional Medical and Training Center and was, under Department of Health Administrative Order 157, designated as medical center for Mindanao and Sulu due to its role in health care delivery.

In 1986, the Davao Mental Hospital, hitherto an extension of the National Center for Mental Health, was placed under the management of the hospital, now the Davao Medical Center with a 600-bed capacity.

The name Davao Regional Hospital and Training Center later became the official name of Davao del Norte Provincial Hospital.

On November 19, 2009, by virtue of RA 9792, the hospital’s name was changed again to Southern Philippines Medical Center, this time with a 1,200-bed capacity. The complex housing the sanatorium also hosts a Burn Center and the Mindanao Heart Center.

HE Rotary Club of East Davao (RCED), the largest Rotary club in the Visayas and Mindanao under RI District 3860 and its sister club in Japan, the Rotary Club of Ishinomaki South, donated tools, utensils and equipment for the supplemental feeding program of the Sta. Ana Central Elementary School (Saces) in Davao City last week.

The RCED led by President Alvin B. Orteza and Past President Leo Edwin Zantua turned over three weighing scales and various feeding utensils to Ms. Nilda Ebate, principal of SACES, during a

simple ceremony attended by officers, club members and their spouses. The turnover was graced by Past District Governor Reynaldo “Boy” Reyes and immediate past president Fred Yelinek.

The weighing scales will be used in monitoring the weight of undernourished and malnourished school children who benefit from the supplemental feeding program of the school supported by the partnering Rotary clubs.

RCED has been consistent in adopting public elementary schools located in blighted

areas of the city, according to Orteza.

The other public schools supported by the club and given financial help for supplemental feeding include J.P. Rizal Elementary school at Sales St, Vicente Hizon Elementary School in Brgy Pampanga, C. Bangoy Elementary School near the old airport, Osmena Elementary School in Sasa and J. Cruz Elementary school in Panacan Relocation Area.

The budget set aside is for rice and simple viand to be prepared by the parents, usually mothers, of the beneficia-

ry children themselves.

At first glance, the brown substance on the shore looks like plain seaweed but it’s not. These kind of trash mixed with microplastics lined up the whole stretch of the beach.

#PlasticFreeJuly A month mong campaign against plastic waste IT WAS LOW TIDE THAT SUNNY AFTERNOON. A perfect opportunity to take photos and walk further up the beach to the rock pools and see the huge slabs of reef now lying exposed under the sun.

With an hour still left until the tide was high enough to surf again, me and my friends decided to make use of the remaining time exploring the reef. I’ve been going back to this place since 2014.

I have had my fair share of experiencing how the shore changes appearance due to the tides and waves.

It’s an automatic reaction from me to pick up any trash that I see on the beach and stuff it in my suit or hand it over to the boys who have pockets in their board shorts. It was fun at first. Then it grew a bit wearisome as there was more trash than usual that afternoon.

As I was walking for quite some time already and still picking up trash, I looked towards the stretch of the beach in front of me.

I stood there horrified as I saw and realized that what I thought was seaweed lining the beach was all trash.

It felt hopeless. I wondered how in the world could we clean this up when the waves keep

dumping more trash onto the shore when the current has brought all this trash from who knows where?

If you’re wondering what microplastics are, these are small pieces of plastic less than five millimeters long which can be harmful to our ocean and aquatic life. We all know that plastic is the most prevalent type of marine debris found in bodies of water like oceans, rivers or lakes.

We too are also too familiar with the horrors of plastic as it clogs our waterways or canals, blocks stomachs of birds, creates little islands in the ocean for marine life to get stuck in and how it pollutes our rivers.

Despite these, plastic is still everywhere. Look in a sari-sari store and you

see heaps of junk food wrapped in plastic hanging on the screen windows. Get a take-out cup of coffee and there’s a plastic lining in about 99% of disposable cups, according to an article by Melanie Tait from The Guardian.

From the grocery or supermarkets all our items are wrapped in plastic.

Not to mention the items we buy like fresh milk and biscuits all come in plastic packaging. We buy, consume and then throw the packaging away.

I would admit that before, I didn’t even give a single thought about what happens to all the plastic I throw away. Does it get segregated properly and recycled? What happens after the garbage is collected? Where do they throw it?

I haven’t found the answers to all these questions but I did make sure I would be a step ahead by segregating my trash wherever I am. It’s not convenient but it makes a huge difference.

M

ANGO is the third most important fruit (after banana and pineapple) in terms of volume of production in the country. The fruit has been tagged as a winning crop in the export market. In 2011, the country exported at least US$50 million worth of fresh, dried, and processed mangoes.

Despite the over 65,000 tons of mangoes exported in 2011, the supply still fell short of demand. “The shortage of supply in the country is brought about by factors such as climate change, pests and diseases, and postharvest losses,” said Dr. Patricio S. Faylon, executive director of Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD), adding that the poor harvest practices and lack of appropriate facilities alone contribute to about 15% to 35% loss in the total produce.

“With the world market demand for mango rapidly growing, several measures must be done to improve harvesting and postharvest handling to prime up the Philippine mango industry,” Dr. Faylon suggested. “Because mango is highly perishable, prone to mechanical damage, and susceptible to postharvest diseases, its quality must be ensured right along the supply chain.”

The PCAARRD, a line agency of the Department of Science and Technology (DOST), has come up with “Mango Harvesting and Postharvest Handling,” a booklet that provides information in proper harvesting, posthar-

vesting handling and disease control, and packaging of mango.

Among the materials needed for harvesting are bamboo ladder, picking pole, rope, newsprint and “kaing.”

“Harvesting should be done at the proper stage of maturity,” the 12-page booklet states. “This determines the keeping and eating quality of the fruits.”

Factors affecting the rate of fruit maturity include climate, elevation of the area, and physiological status of the three at the time of flower induction. “The number of days from potassium nitrate spraying is commonly used to determine fruit maturity for harvesting,” said another PCAARRD publication, “Mango Production Manual.”

Generally, fruits can be harvested 105-130 days after flower induction. The fruit matures faster during the hot dry months. However, maturity takes more than 115 days during colder months.

The following are the maturity indices used as guide in harvesting: flat shoulder at the stem end (pedicel), full cheeks, presence of white powdery deposits on the peel (called “bloom”), creamy yellow pulp, and higher density as evidenced by sinking of 80% (12 of 15 fruits) or more in a 1% salt solution (10 grams of salt dissolved in one liter of water).

Harvesting must not be done too early in the morning. “(Doing so) cause rapid flow of latex from the pedicel-end,” the manual informs. “Harvest the fruit when the leaves are dry from 9 am to 3 pm.”

For small trees, handpicking is done. For large and tall trees, the mango manual sug-

gests this: “Tie one end of the rope to your body and the other end to the collecting basket (lined with paper on side and bottom). Climb up the tree.

Hang the basket freely on one big branch. Untie the end of the rope from your body and tie it on another big branch nearby. Now you can start picking the fruits using a picking pole. Once full, transfer the fruits from the poles to the collecting basket. When full, lower the basket slowly to the ground for unloading by another person.”

When the fruits are already on the ground, they “are sorted according to their market quality and size,” the booklet says. “Sorted fruits are packed in plastic crates with newspaper lined in-between layers of fruits. Importing countries have different set of requirements and standards on exportable grade mangoes.”

tions of the Philippines favor the development of mango diseases such as anthracnose and stem end rot. To reduce the incidence or severity of these diseases, especially for mangoes harvested during the rainy season, the booklet recommends the harvested mango fruits to undergo hot water treatment (HWT).

“In HWT, the fruits are dipped in hot water (52º to 55ºC) for 10 minutes followed by hydrocooling in tap water for another 10 minutes,” the booklet instructs.

“After hydrocooling, the fruits are air-dried (either inside or outside the crates) for about 30 minutes before packing.”

According to the mango manual, the benefits derived from HWT are the following:

(1) when performed not later than two days after harvest, HWT reduces disease incidence and severity or at least delay the onset of the disease so that the fruits may have ripened and consumed long before the disease symptoms would have appeared; (2) HWT removes dirt, dust, latex stain, and chemical residues; and (3) the treatment directly benefits the retailers, consumers, and processors by reduction of losses and increase in quality.

The type of container to use depends on the intended market. “The best container for mangoes is the plastic crate,” the booklet says. “The plastic crates are durable, easy to handle and clean, and prevent injury during transport.”

Fruits intended for export to Japan and South Korea are packed in a different manner.

The fruits, wrapped in thin paper, are packed pedicel-down in a cell type fiberboard carton in a single layer with a net capacity of 5 kilograms.

Magnitude 4 quake Landslide, floods destroy hits Davao Oriental roads, houses in DavSur A H MAGNITUDE-4 struck the province of Davao Oriental on Sunday morning, according to the Philippine Institute of Volcanology and Seismology (Phivolcs) In an advisory, Phivolcs said the earthquake occurred at 10:03 a.m., with its epicenter traced at 55 km east of Governor Generoso, Davao Oriental.

The tectonic earthquake had a depth of 60 km.

Phivolcs said that there are no expected damages and aftershocks from the temblor.

EAVY downpour since Saturday night triggered a landslide that destroyed a low-lying concrete road connecting a public elementary school in Lower Asbangelok, Barangay Bacungan here.

This was reported on Monday by Joseph Penonia, Municipal Disaster Risk-Re-

duction and Management Officer, who said that a shanty was also swept away by floodwaters and five others were partially damaged prompting residents to relocate to safer ground.

HE Technical Education and Skills Development Authority (TESDA) and the Catholic Bishops’ Conference of the Philippines (CBCP) have joined forces to uplift the lives of Filipino families through the agency’s skills training on family enterprise.

Based on the Memorandum of Agreement (MOA) signed between TESDA and the CBCP last July 7, those who will benefit from the skills training on family enterprise are members of the Basic Ecclesial Communities (BEC).

They will be taught on how to promote and grow their business.

HE Philippine Blu Girls gallantly fought back from 2-6 down in the fifth inning and upended No. 10 Mexico for the second straight night, scoring an 8-7 decision in eight innings to clinch seventh place in the World Cup of Softball XII in Oklahoma Sunday.

Perlas Pilipinas faces world-class opposition

TOUGH job lies ahead for Perlas Pilipinas in the Fiba Asia Women’s Cup two weeks from now, but coach Pat Aquino is confident the national women’s team will make the country proud in Bangalore, India.

The Filipina cagebelles earned a berth in the tournament that serves as qualifier to the 2018 Fiba Women’s Basketball World Cup in Spain after making history by being promoted to level 1 after overachieving during the 2015 edition of the meet in Wuhan, China.

Aquino knows competition in the July 23-29 event is going to be tougher than the team’s stint in China. Then again, he hopes Perlas Pilipinas will be able to give the opposition a run for their money.

The Filipinas have been bracketed in Group B with defending champion Japan and world powers South Korea, and Australia, which sees action for the first time after the merging of the Fiba Oceania zone with Asia.

Hardeman is now back in Los Angeles.

In near perfect conditions here Monday, Nagayo came in with the equal low round of the day after carding a fantastic one over-par 37 for top honors in the U12 boys section to cement his place in the final. Dodds meantime blitzed the field in the handicap segment with a stellar round of 25.

In his first ever Rookie Series event, Brodie Richardson signed for a very impressive score of 37 for top spot in the U16 boys section. Ballarat’s Paddy Murphy carded todays lowest nett tally with a sizzling 23 – 13 shots better than his handicap.

Rookie Series specialist Phoenix Diaz carded 38 in the U9 boys to take home the title by a barnstorming seven shots while Alessandro Tarantelli was too good in the handicap sector firing 29.

Sophie Mann notched up yet another win in the U9 girls with a score of 45 taking her count this year to three wins from five events.

Ainsley Pho will also joined the winners on the podium after proving too strong with her round of 53 in the U12 girls. Zara Shinn-Mahony was the best in the handicap prize

off in April with 12 events conducted by Golf Victoria throughout the year and some club run events.

Rookie Series event winners are invited to compete in the Rookie Series Final (in the age group that they qualify in), with the chance

to become the “Rookie of the Year”.

The Rookie Series encompasses 9 hole events at golf courses across Victoria, and are ideally suited to players from age 7 to 15. There will be sections for boys and girls under 9, 12 and 16, with

course distances controlled accordingly.

All events are modified stroke with a maximum score per hole of 8 strokes.

Series handicaps will be allocated to players competing in the Stuart Appleby Rookie Series events.
