N an unprecedented move, the Sangguniang Panlalawigan of Davao del Norte passed on June 19, Rizal Day, Resolution No. 364, supporting the joint venture agreement between the Bureau of Corrections and the Tagum
Agricultural Development Company, Inc. (TADECO) on the partnership deal to cultivate the over 5,000-hectare land of the Davao Prisons and Penal Farm. The resolution, approved four days later by Gov. Anto-
nio Rafael G. del Rosario, was enacted primarily due to the “large contributions to the economy of the Province of Davao del Norte” arising from the agreement. Based chiefly on the position paper submitted by Tade-
co, the resolution was passed with the SP convening as a committee of the whole and presided over by Vice Gov. Allan R. Dujali. The Office of the House of Speaker, which sponsored the
