BBL DRAFT OK’D Expected to be passed by mid-June

HE chair of the government implementing panel for the Bangsamoro Peace Accords revealed that the Bangsamoro Transmission Commission (BTC) has unanimously approved the final draft of the Bangsamoro Basic Law (BBL) on Tuesday, June 6.

Irene Santiago, chair of the Government Implementing Panel for the GPH-MILF said that the draft is now with the styling committee, after which it will be submitted to President Duterte before June 15.

It is expected to be discussed in the President’s State of the Nation Address in July.

“We hope that when Congress resumes on July 24, that this is going to be submitted either on the 24th or 25th [of June],” said Santiago. “We are hoping and planning that the president will mention it on the SONA and recommends it a priority bill for Congress to pass.”

According to Santiago, the new BBL is a new and better version of the first as it included provisions that are not in the first draft, like the process of the passage of laws and their ratification and was made to be in line with the interests of both the Bangsamoro and non-Bangsamoro communities.

SC merges 2 mandamus petitions vs martial law

HE Supreme Court on Thursday announced that it will consolidate the two mandamus petitions asking the high court to order the Senate and the House of Representatives to convene in joint session and vote jointly on President Rodrigo Duterte’s Proclamation 216 declaring martial law and suspending the writ of habeas corpus in Mindanao.

The first petition was filed by former senator Rene Saguisag former party-list lawmaker Loretta Ann Rosales, detained Senator Leila De Lima, former PhilHealth Director Alexander Padilla and law professor Rene Gorospe on Tuesday.

Speed limit halted in SouthCot town LGU seeks to appeal decision to the Supreme Court

HE local government unit of Tupi, South Cotabato stopped the implementation of its speed limit ordinance along its “killer highway” after a local court thrashed its motion for reconsideration, an official saidThursday.

But Mayor Reynaldo Tamayo Jr. said the LGU will appeal the local court’s decision to the Supreme Court for the safety of commuters, noting that the number of fatalities killed in road accidents along its highways is significantly

higher “than the combined death toll in the Ampatuan Massacre and the Mamasapano tragedy.”

“The number of fatalities due to road accidents in our highway has reached 230,” Tamayo said.

Fifty-eight persons, including 32 media workers, were killed in the Ampatuan massacre, which was allegedly masterminded by members of the influential Ampatuan family on November 23, 2009 in the town of Ampatuan, Maguindanao.

In the Mamasapano tragedy, 44 members of the elite Special Action Force of the Philippine National Police were killed after a “misencounter” between the government forces and the Moro Islamic Liberation Front apparently due to lack of coordination. Twenty-two other MILF fighters and civilians were killed during the skirmishes on January 25, 2015.

Altogether, the death toll in the Ampatuan Massacre and the Mamasapano tragedy is 124.

“I am saddened by the thrashing of our motion for reconsideration. Our purpose in strictly implementing the speed limit is to ensure that drivers or commuters passing our highways can safely return to their homes,” Tamayo said.

The mayor said the LGU’s legal team is currently drafting the appeal, which they hope to submit to the Supreme Court next week.

Arlene Hunamayor-Cordovez.

HE Armed Forces of the Philippines on Thursday announced that it has already compiled two lists containing the names of more than 200 supporters of the Maute Group.

The list includes local politicians, AFP chief-of-staff Gen. Eduardo Año said in television interview Thursday.

“I cannot recall the number but I think its about more than 200 names. (There are names of incumbent local) politicians, (private citizens and Maute Group members) there,” he added.

These individuals will be

arrested as soon as possible.

The military official said the lists also includes the owner of the house in Marawi City where P52.2 million in cash and P27 million in checks were recovered last June 5.

“Well, we have already identified the owner of the house but I rather rather not reveal the identity. Investigations (are ongoing) to identify supporters of this group,” he added.

BuCor to look into deal with caterer

UREAU of Corrections chief Benjamin Delos Santos said he will look into the contracts of the food caterer at the New Bilibid Prison in Muntinlupa City.

The move comes after Mang Kiko Catering Services Incorporated, through its lawyer Lorna Kapunan, questioned BuCor over its plan to terminate its “emergency contract” with the catering firm in July and tap another catering services purportedly owned by a member of Lex Taliones fraternity.

Delos Santos, Justice Secretary Vitaliano Aguirre II and President Rodrigo Duterte are all members of the said fraternity.

She questioned the timing

of the BuCor’s move following the “food poisoning” incident at the national penitentiary on May 25 and May 26 which has downed over 1,000 inmates.

RMED Forces of the Philippines spokesperson Brig. Gen Restituto Padilla on Thursday vehemently denied reports that some of the weapons and ammunition being used by the Maute Group in the ongoing battle in Marawi City came from military stocks.

This was after some of the captured guns and crates of ammunition showed markings indicating it came from the Government Arsenal in Limay, Bataan.

And while stressing that no military units have been found to have selling weapons or bullets to the terrorists, Padilla said that it is very likely that these guns and ammunition could have been looted by

the lawless elements during their first hours of their attacks in jail and police installations in Marawi City last May 23.

“Police stations and jail facilities are known to have armories and these installations were among the first to be attacked by the Maute Group terrorists during their initial onslaught. It is very likely that these weapons and bullets (with GA markings) could have been stolen by the terrorists,” the AFP spokesperson said in Filipino.

He assured that the public that the military is doing everything possible to ensure that the remaining Maute Group members will no longer get the supplies needed to prolong their resistance. (PNA)

HE Diocese of Iligan expressed concern over the possible “donor fatigue” that might affect families and individuals displaced by the conflict in Marawi City.

With this, Iligan Diocese Social Action Center coordinator Fe Salimbangon urged the public to pray that these people will not face a bigger problem once the crisis has ended.

“Please pray for us because after this (crisis), there will be a deeper problem,” she said in an interview over over Churchrun Radio Veritas.

Salimbangon added, “There are donors. But after donating, there could be no more because of donors’ fatigue. That is our concern now.”

She noted that those who flee Marawi still need assistance, specifically food supplies.

“The nutrition of those in the evacuation centers is a concern because they have means to cook, pots, and uncooked rice but they don’t have viands,” the official of the Iligan diocese said.

Salimbangon added that the evacuees would also need help once they return to their residences, such as rebuilding their homes that were destroyed by the clashes.

Over 200,000 people that have been displaced by the clashes in Marawi, according to reports.

Meanwhile, the Military Ordinariate of the Philippines asked all camps nationwide to offer prayers for the members of government troops that were killed and injured as well as those still fighting Marawi City.

In a circular letter, Military Ordinariate Spokesman and Chancellor Fr. Harley Flores, said they are asking prayers from members of the Armed Forces of the Philippines, Philippine National Police, Philippine Coast Guard, Bureau of Jail Management and Penology, and Bureau of Fire and Protection.

Megaworld launches P30B Pampanga township project T

HE country’s largest integrated urban township developer, Megaworld, is expected to generate 250,000 direct and indirect jobs in Central Luzon with its latest township project here.

Megaworld launched here Thursday the Capital Town, a 35.6-hectare township development, which will house residential and office space towers, mall and retail spaces, and civic and institutional facilities.

In a press conference, Megaworld Pampanga First Vice President Eugene Lozano said the company was allotting Php 30 billion to develop Capital Town in a span of 10 years.

Lozana said the company currently building road networks and other infrastructures.

The upcoming central business district in Pampanga will have a six-hectare Shophouse District with post-colonial architectures.

The Shophouse District will be low-rise, three-level establishments, with the first two levels to be used for retail, food businesses, and other enterprises. The top floor will be for residential use.

Lozana said Megaworld intends to start selling in the next six month some 95 to 98 lots, with sizes ranging from 276 to 280 square meters.

Megaworld projects some Php 1.7 billion sales from Shophouse District’s lots.

In the next three to five years, business process outsourcing (BPO) office spaces will rise within the Capital Town.

Lozana noted that Megaworld’s BPO locators in its developments in Metro Manila had expressed interest to establish businesses in Central Luzon, particularly in Pampanga.

He said the company allocated half of the land development in Capital Town for BPO spaces. (PNA)

Reform Program (CTRP), was approved by the House of Representatives by a 246-9 vote with one abstention last May 31 before the Congress’ sine die adjournment.

This bill, which had consolidated the DOF’s original proposal—HB 4774—with 54 other tax-related measures, seeks to make the country’s tax system simpler, fairer and more efficient by slashing personal income tax rates and, to fill up the consequent revenue loss, by adjusting excise taxes on certain products and broadening the Value Added Tax (VAT) base.

It is now the turn of the Senate to tackle this tax reform package when both chambers of the Congress reopen for their Second Regular Session on July 24. Under the Constitution, all tax and appropriation measures must originate from the House, which will then refer its approved bills to the Senate.

Among the key features of the House-approved TRAIN are the following: On lowering the PIT in its first year of implementation: · Those with net taxable income (NTI) of P250,000 and be-

low are exempted from PIT; · Taxpayers with NTI of P250,000-P400,000 will pay 20 percent of the excess of P250,000; · NTI of over P400,000-P800,000 will pay P30,000 + 25 percent of the excess of P400,000; · NTI of over P800,000-P2 million will pay P130,000 + 30 percent of the excess of P800,000; · NTI of over P2 million-P5 million will pay P490,000 + 32 percent in excess of P2 million; and · NTI of over P5 million will pay P1,450,000 + 35 percent in excess of P5 million On the estate tax: · A flat rate of 6 percent regardless of the value of the net estate.

On the donor tax: · A flat 6 percent in excess of P100,000, regardless of whether the donee is a family member/relative or a stranger.

On sugar-sweetened beverages: · P10 per liter for beverages containing purely locally produced sugar; · P20 pesos for all other sweetened beverages;

· These rates shall be adjusted once every 3 years after considering the 3-year cumulative inflation rate; and · Exemptions include plain milk and milk drink products without added sugar, infant formula, 100% fruit or vegetable juice, meal replacement and medically indicated beverages, ground coffee, unsweetened tea On the automobile excise tax in the first year of implementation: · Automobiles with a net manufacturer’s price/importer’s selling price of P600,000 will be charged a 3 percent tax; · Over P600,000 to P1.1 million will be charged P18,000 + 30 percent of the excess of P600,000; · Over P1.1 million to P2.1 million will be charged P168,000 + 50 percent of the value in excess of P1.1 million; · Over P2.1 million to P3.1 million will be charged P668,000 + 80 percent of the value in excess of P2.1 million; and · Over P3.1 million will be charged P1,468,000 + 90 percent of the value in excess of P3.1 million

6 million, or 83%, of Filipinos exempted from personal income tax under TRAIN

OME 6 million Filipinos earning P250,000 and below who comprise 83 percent of the base for individual taxpayers will no longer pay the personal income tax (PIT) under the proposed Tax Reform for Acceleration and Inclusion Act (TRAIN) that was approved last week by the House of Representatives.

Of this number, some 28% or 2 million are minimum-wage earners, who are already exempted from the PIT, and 55% or 4 million more are those earning above the minimum pay but not over P250,000 per year.

These are preliminary estimates as the Department of Finance (DOF) is still getting final data from the Bureau of Internal Revenue (BIR) and recomputing actual revenue take based on the TRAIN bill approved by the House last May 31.

This means compensation earners with a monthly income of P21,000 and below will pay zero income tax once the tax reform package is enacted by the Congress and becomes a law.

Ganade said that another study also indicated that 96 percent of Filipinos are really health-conscious but that a measly 14 percent can afford to pay the cost of a major medical problem, especially

an accident that disables the family’s breadwinner.

Basically, Philam’s massive financial literacy campaign involved teaching workers and entrepreneurs to learn to save at least 20 percent of the monthly income for short, medium-term and long-term goals in individual and family life.

Saving a portion of one’s income should take priority over other concerns specially of young earners, and only spend the remaining 80 percent for the usual expenses.

Ganade said that spending one’s income first and then saving what is left is a wrong and discredited concept of managing one’s financial resources. If one does this, what usually happens is that nothing will be left to save.

BPI opens until 7:30 p.m.; seeks to correct postings

YALA-LED Bank of the Philippine Islands on Thursday asked for further patience from their clients as the bank continues to correct mis-posted transactions and announced that bank operations for the day will be up to 7:30 pm.

In a statement issued as of 3 p.m., the bank said it recognized clients’ concerns and frustrations “raised since the internal data processing error occurred.”

“To address this, we continue to exert all efforts in rectifying balances of accounts with mis-posted transactions,” it said.

“Please accept our deepest apologies as our electronic channels (ATMs, Express Online, and mobile app) remain deactivated

as we aim to resolve the matter at the soonest time possible,” it said. ”We assure you that the integrity of your accounts will be maintained. We thank you for your continued patience as we work to resolve this internal system issue satisfactorily,” it added.

BPI on Wednesday attributed the technical glitch in its internal data processing system to the erroneous debiting or crediting of some of its customers’ banking transactions from April 27 to May 2.

2 hydroelectric power plant projects set to take off in IN

Since 2013, the Department of Energy has identified Madongan 1 and 2 in Nueva Era and Solsona potential sites for run-of-river-type hydroelectric power development projects.

Under an open and competitive selection process, FDC expressed interest to pursue said projects this year.

According to Guillen, FDC is set to develop hydroelectric power plants in the upstream of Madongan 1 with a capacity of 11 megawatts (MW), Madongan 2 with 10.4 MW and

5.9 MW in Solsona river.

Long before the establishment of the first wind farm along the Bangui bay in 2005, Ilocos Norte’s status as the center of renewable energy (RE) started in the 1980s.

Initiated by the Ilocos Norte Electric Cooperative, the Agua Grande mini-hydro power plant in Pancian and Pasaleng rivers supplies clean and cheap power to more than 17,000 households in Pagudpud and nearby villages in Bangui, Pasuquin and Bacarra towns. The plant has an actual production of 1 megawatt because only two of the five water turbines are running.

Unlike the wind power farms which need a black start power from the National Grid Corporation of the Philippines (NGCP) to produce and transfer energy to consumers, hydroelectric plants can stand alone and it can be used as a black start power source, Guillen clarified when asked by members of the Ilocos Norte board. DTI checks prices of Iligan construction materials T

HE Department of Trade and Industry is monitoring the prices of construction materials in Iligan City in preparation for reconstruction and rehabilitation activities in its neighboring city, Marawi.

DTI Undersecretary for Consumer Protection Group Teodoro Pascua said the agency would like to check the movement of prices of con-

struction materials in the area to avoid profiteering.

“We are checking the situation and current prices of construction materials there.

Once Marawi City is regained, there will be rehabilitation, cleanup, and relief efforts, then eventually reconstruction. So we want to know what would be the movement of prices,” Pascua added.

Early this week, DTI Secre-

tary Ramon Lopez and Pascua visited Cagayan de Oro and Iligan City to check the situation of supplies and prices of goods in nearby conflict areas.

He mentioned that monitoring of prices will help prevent retailers from jacking up prices of construction materials due to the expected upsurge in demand in reconstruction efforts in Marawi City.

Pascua said there is heightened monitoring of prices and supplies from its Fair Trade Enforcement Bureau (FTEB) both in basic and prime commodities.

PH’s foreign currency reserves reach highest level at $80.7 B

HE Philippines foreign reserves reached $82.07 billion in May, its highest level to date, preliminary data released by the Bangko Sentral ng Pilipinas showed Thursday.

Central bank data show that the latest gross international reserves level is higher than April’s USD82.02 billion but lower than the USD82.93 billion in May 2016.

It is higher than the USD80.69 billion foreign currency reserves of the country as of end-2016.

BSP Governor Amando M. Tetangco Jr. traced the jump of the country’s foreign currency reserves to the deposits of the national government with the central bank as well as gains from the central bank’s

investments overseas and the revaluation of the BSP’s gold holdings after prices of this commodity rose in the international market.

He, however, said that central bank’s foreign exchange operations and NG’s payment of its maturing foreign currency-denominated debt countered the rise of the GIR. Amid these offsetting factors, the central bank chief said the latest foreign currency reserves of the country was enough to cover 9.1 months’ worth of imports of goods and payments of services and primary income.

During the same period, the BSP’s net international reserves rose to USD82.05 billion from month-ago’s USD82 billion. (PNA)

NGCP trains coop linemen

HE National Grid Corp. of the Philippines shares its line maintenance know-how through a series of basic lineman’s training seminars to benefit its industry partners.

The basic lineman’s training seminar is a two-day program where NGCP’s partner-customers, such as electric cooperatives and distribution utilities, are instructed on the necessary skills to maintain sub-transmission lines under their responsibility.

Participants of these

seminars are oriented with the types of 69 kilo Volt (kV) structures, tools, and instruments used for line maintenance works, line cleaning and maintenance, and are later subjected to hands-on exercises, mentored by NGCP’s line experts, to get an actual feel of the proper line maintenance tools and techniques.

NGCP wants to ensure that there are consistent standards in the power industry when it comes to line maintenance. By sharing its knowledge about line maintenance with partners in the industry,

practices and maintenance practices are standardized. ”We aim to further strengthen country’s power system by keeping ourselves updated with knowledge on the latest power transmission technology and procedures, and by sharing this knowledge with our partners. We believe that the strength of the power system, of which we are all part, is dependent on the individual and cumulative strength of its members,” NGCP said.

For 2017, NGCP is slated to conduct basic lineman’s

trainings to benefit at least 26 customers. Nueva Vizcaya Electric Cooperative and the Ilocos Norte Electric Cooperative (INEC) already benefited from this program with sessions conducted last March 29-30, and April 5-6, respectively.

INEC General Manager Felino Herbert Agdigos, said that INEC was fortunate to have NGCP as a partner to improve the cooperative’s services to its customers by imparting the knowledge and expertise of NGCP through the basic lineman’s training. (PNA)

FISHING boat crew escaped from the hands of the Abu Sayyaf bandits in the province of Sulu on Tuesday, Col. Cirilito Sobejana Jr., Joint Task Force Sulu commander, said Thursday.

The escapee, identified as Roy Ramos, one of the crew of F/B Ramona, managed to escape two days ago in the hinterlands of Patikul town.

Ramos was recovered by barangay officials in Sitio

Kandabaw, Barangay Lagtoh, Talipao, an adjacent town of Patikul.

The village officials turned over Ramos to the Talipao town mayor, who in turn informed the Joint Task Force Sulu at 9:15 a.m. today (June 8).

Muslim Commission exec calls for end of Marawi atrocities

N official of the National Commission on Muslim Filipino (NCMF) reiterated her call to stop the atrocities in Marawi City citing the impact of conflict to innocent civilians.

NCMF Commissioner Analiza Flores-Malayang, who was in this city on Thursday, said extremism has led to the destruction of lives and properties.

“The victims of such atrocities are civilians who have nothing to do with whatever positions these extremists are fighting for,” Malayang said.

NCMF has been doing its best to show Muslims are not terrorists and they don’t tol-

erate violent acts of extremists since “Muslim is a religion of universal peace, love and justice,” Malayang said.

“I am calling for the end of violence in Marawi especially that we are celebrating Ramadhan, this is a violation of the sanctity of this month of fasting in Ramadhan, which is the third pillar of Islam faith,” Malayang told PNA. As of June 6, the Marawi siege has already killed 38 government troops, 134 terrorists, and 30 civilians, according to the Armed Forces of the Philippines. OVERNMENT and Moro Islamic Liberation Front (MILF) peacekeepers are working on another truce between the military and the Maute group to allow the rescue of at least 2,000 trapped civilians in the conflict zone in this city.

“We are aiming to go farther and get as many (trapped civilians) as we can,” said Presidential Adviser on the Peace

Process Assistant Secretary Dickson Hermoso, who is also the focal person of the government in the joint ‘Peace Corridor” initiative.

Hermoso said this time, they will prioritize the sick, wounded, children, women, and the elderly.

It is the second attempt of government and the MILF through its Joint Coordinating, Monitoring and Assistance

Center (JCMAC) to free the remaining trapped civilians since the fighting erupted on May 23.

On Sunday, June 4, the JCMAC was able to rescue 134 trapped civilians after convincing the military and the Maute group for a four-hour ceasefire to allow rescue operations.

The three-kilometer “Peace Corridor” stretches

from the Banggulo Bridge to Quezon Avenue inside the conflict zone in Marawi City.

But two soldiers were killed during Sunday’s rescue operation as the Maute group members fired sporadically despite the four-hour ceasefire agreement.

PAL resumes ManilaKuala Lumpur routes

LAG carrier Philippine Airlines resumed its Manila-Kuala Lumpur flights on Thursday, three years after it decided to stop offering the said route.

PAL spokesperson Cielo Villaluna told the Philippine News Agency that PAL started its Manila-KL routes in the 80s, but has decided to stop in 2014 as part of the carrier’s route capacity rationalization.

“Now we have a more competitive product -- a 199-seater Airbus A21 with business, premium economy and regular economy seats,” she said.

For his part, PAL president Jaime Bautista said the resumption of this service would further strengthen the economic and cultural ties between the Philippines and

Malaysia.

He also noted the clamor for a direct service between Manila and KL. Bautista also emphasized that having this route can help enhance the country’s ASEAN network, since PAL flights and code-share partners can carry passengers from KL to China, Japan, as well in south Pacific and north America.

PAL acknowledges that Malaysia is a profit center in the ASEAN region. “Close to 800,000 overseas Filipino workers are employed in Malaysia,” the airline said.

Thus, with investment opportunities in Malaysia’s service and manufacturing sectors, the PAL route will provide direct access to new business oportunities,” it added.

PCW inks deal with private organizations to help empower women micro entrepreneurs

EAL estate developer Eton Properties of the Lucio Tan Group is creating more office spaces that are environment-friendly to optimize the continuous growth of the business process outsourcing industry.

The decision fueled Eton Properties to shift to Cleanergy, AboitizPower’s brand for clean and renewable energy.

Eton will be getting 5.2 MW from the MakBan Geothermal Power Plant in Batangas, which is operated and managed by AboitizPower subsidiary AP Renewables, Inc. (APRI), to power the operations of its Cyberpod office buildings at Eton Centris in Quezon City.

The partnership was formalized through a power supply contract signing and Cleanergy marker unveiling last May 10 at The Mini Suites Eton Tower in Makati City.

To date, Eton Properties has two BPO hubs – Centris Cyberpod at Eton Centris, where a fifth BPO-ready building is being built, and

Corinthian Cyberpod along Ortigas Avenue.

HE European Chamber of Commerce of the Philippines will proceed with its plan to establish an office in Cagayan de Oro City in the third quarter of the year.

The office will be ECCP’s second in Mindanao after Davao City, said Jo-Ann Vidal, Euroepan Chamber overseer

She said the business group remains undaunted despite the ongoing armed conflict in Marawi City, which is situated roughly 123 kilometers from this city.

“What’s happening in Marawi has never affected our timeline so far. We are continuing preparations to

set up office,” Vidal said.

Between now and September, the ECCP secretariat will be touching base with European business interests located in the northern part of the island, Vidal said.

“I still have to inventory how many businesses are located here. We’re still collating,” she added.

Once the office is in place here, ECCP will do business matching and assist the European companies in their export and import needs particularly on document followups.

ECCP will also assist Filipino businesses which will put up branches in Europe, Vidal said.

The Philippine Commission on Women (PCW) which is the project holder of Supporting Women’s Economic Empowerment (WEE) Project signed Memoranda of Agreement (MOA) with four private organizations that will complement government efforts in making the business environment responsive to women micro-entrepreneurs on June 8, 2017 at the Crowne Plaza Hotel in Ortigas Center, Quezon City.

Bayan Academy for Social Entrepreneurship and Human Resource Development (Bayan Academy), Empowering Communities with Hope and Opportunities through Sustainable Initiatives (ECHOSi Foundation), National Confederation of Cooperatives in the Philippines (NATCCO) and the Socio-Economic Development Program Multipurpose Cooperative (SEDP-MPC), agreed to become key project partners in facilitating the sustainability and competitiveness of women micro enterprises in the food, woven textiles, and home-style sectors.

Together with government agencies like the Department of Trade and Industry (DTI), Department of Agriculture (DA), Department of Science and Technology (DOST), and the Department of Labor and Employment (DOLE), the four private sector partners will help reach out to at least 12,000 women entrepreneurs targeted to be enrolled in the Project.

Proof that convergence works Commonly referred to as the GREAT Women Project 2,

the Supporting WEE Project is guided by the key lessons learned from the implementation of the Gender-Responsive Economic Actions for the Transformation of Women (GREAT Women) Project 1 which focused on governance and capacity building for creating an enabling environment for women micro-entrepreneurs.

One of the key insights from the first project is that the private sector, including women-owned small and medium enterprises, and large corporations can be engaged to promote WEE and facilitate growth of women’s businesses in the spirit of fair trade and inclusive business. Thus, GREAT Women Project 2 brings in more private sector partners to complement the current efforts of government in helping women-owned and women-led micro, small and medium enterprises (MSMEs) grow their existing businesses.

Non-government or private sector partners could potentially play any of these roles under the project: (1) as link to local and global markets or as institutional buyers; (2) as business development service provider or trainer on their field of expertise; and (3) as source of additional women entrepreneurs to the 12,000 target enrollees.

Under the MOA, the four private sector partners will aid in providing women micro entrepreneurs with technical assistance on product development, productivity, and environmentally-sustainable production, and entrepreneurship and management; as well as access to financial products and services, networks and linkages, and platforms for marketing, among others.

HE war against the extremists Maute is still on but we now have to focus on the rehabilitation of Marawi City and relief to the victims.

This fight is definitely not over, but President Duterte’s stand to crush the extremists is the right step. There is no compromise for terror.

You simply cannot deal with it with a soft stand. Terrorism has no heart to begin with.

Take a look at United Kingdom. Rocked by extremist attacks one after another most recently, its leader--a woman at that--Theresa May-- has put down her hand against extremism saying “enough is enough.”

UK will have to battle terrorism face on and arm itself stronger this time while reinforcing its anti-terror laws.

Such is not the attitude in this country. We are a divided nation in the face of extremism.

A great number is still in denial of the real threat of terrorism. Some are just too locked up with their politics, fencing themselves from the truth.

In UK, the government believes the Islamist militancy was the thread that linked the otherwise unconnected recent attacks in London Bridge, Westminster and Manchester. Its leader is so decisive about that.

UK was making progress through the years on their anti-terror campaign with laws in place but even that, they now admit, is not enough. Action is urgently needed in the UK as well as overseas. There is just far too much tolerance of extremism in the workd today.

While there are legal battles now whether or not the declaration of Martial Law in Mindanao is constitutional, there is a far greater need for the government and lawmakers to do.

First, there is a great need to reinforce the police and military in terms of hardware. Let’s face it, these extremmists are well-funded and they just don’t carry toy guns out there. Second, boost security training and surveillance equipment. Third, we need more warm bodies to the military and police. These entail budgetary considerations but yes, that’s the cost of safety and security.

Then there’s the need to revisit anti-terror laws. It’s probably “too soft” for comfort.

It’s a serious concern that grips the entire planet and we cannot just underestimate this threat. Never.

WO weeks onto the Marawi siege both news and conspiracy theories poured in adding to the drama of these already tumultuous times right in the middle of the holy month of Ramadhan. We were expecting a swift settling of dust but we are now being warned of a protracted battle which will mean the destruction of our beloved Marawi City But sifting through the information and misinformation, there are lessons to learn from these events.

Realizations from the past and warning signs in the long road ahead for us as Filipinos in general and as Filipinos Muslims in particular. Questions you may want to ask a Muslim.

WHAT IS THE ROOT OF MUSLIM RADICALIZATION? The Marawi siege is rooted in one word. Radicalism.

For centuries now, since the time of the crusades, Muslims all over the world have been colonized, mass murdered, raped, kicked out of their homes and are generally oppressed by colonizing countries such as Britain, Germany, France, Italy and others. I don’t need to put data in this short article to prove a point here. Just Google or Wikipedia Palestine, North Africa, Chechnya, Bosnia, Burma etc. Muslims have been oppressed and nobody seemed to care in our modern world.Decades if not centuries of frustration has been fueling radicalism everywhere.

In Davao Region, it is the month when the three-month fishing ban officially starts. Last June 1, the regional office of the Bureau of Fisheries and Aquatic Resources (BFAR) announced that the closed fishing season is being implemented in Davao Gulf.

According to a news report, the fishing ban is being implemented to conserve fish species and other marine life thriving in the gulf. The BFAR, a line agency of the Department of Agriculture, expects fishermen in the area to comply with the ban. It will end on August 31.

“We will sustain protect and conserve our small pelagic species from operations of ring net and bag net operation during June to August,” BFAR 11 Director Fatma Idris was quoted

But the radicalization of Muslims has become a direct result of these injustices, Islamophobia and contempt against Muslims making the hate mutual.

DOES ISLAM CONDONE RADICALISM? Truth be told, if Non-Muslims see the actions of such groups as radical, Muslims themselves see ISIS and other groups similar to them as radical or deviant from the morals and methodology of Islam. Murdering of non-combatants, destruction of places of worship, spreading terror and causing mischief in the land is never accepted in Islam.

WHY ARE RADICAL GROUPS BECOMING POPULAR When ISIS showed up about a decade ago, they are easily admired and loved by most Muslims and are seen as the long-awaited Muslim knights who will rescue the Muslims. But they really got the most out of a well-orchestrated propaganda campaign by utilizing social media and the creation of highly graphic and creative media content in the booming internet-age. ISIS is almost easily seen as the righteous hand of God to impose justice on Earth.

Maranaos did not want to have anything to do with their murderous plots in eliminating anyone who is not of their blood or creed.

HOW ARE MUSLIMS REACTING TO RADICALISM? Muslim scholars around the world have easily noticed after some time of observation from which they issued the verdict that radicalism is not from Islam. The murder of the innocent and disrespect for other religions was never a teaching of Islam and in fact anti-Islam. Muslim scholars everywhere are quick to point this out so it is a big lie to believe that Islam promotes hate and terrorism specially against people of other faith.

When the Maute group came to Marawi, the people simply fled the city.

They did not flee because of the gunshots. Rather, they fled because they did not want any part of it. As reports go, the first thing the Maute did in Marawi City is to recruit the people of

The fishing ban is now on its fourth year of implementation. In 2015, the strict compliance of the order resulted to increase the volume of fishermen’s catch by 9.5%.

There was also improved harvest at the aquaculture and marine centers located in the provinces of Davao del Norte (Panabo City and the Island Garden City of Samal), Compostela Valley (Pantukan), Davao Oriental (Mati City) and Davao Occidental (Malita).

Davao Gulf, with an area of 308,000 hectares, cuts into the island of Mindanao from Philippine Sea. The World Wildlife Fund considers Davao Gulf as one of the most diverse marine ecosystems in the world. Diverse coral reefs, different mangrove species, cetaceans and a host of invertebrates contribute to the natural diversity of the gulf.

Davao Gulf is Southern Mindanao’s fishing ground. In fact, it is the 10th major fishing ground in the country.

Since 2000, the volume and quality of the fish in the Davao Gulf have been in constant decline, according to

the 10-year study entitled “Strengthening Governance and Sustainability of Small-scale Fisheries Management in the Philippines: An Ecosystem-based Fisheries Management Approach in Davao Region.”

A collaborative effort of the BFAR, local government units and the regional office of the Department of Science and Technology, the study – undertaken by the World Fish Center – looked at the volume and quality of the harvests of 10 commonly fished species in the gulf:matambaka, tamban, moro-moro, caraballas, bilong-bilong, lapu-lapu, danggit, molmol, tal-

akitok, and maya-maya.

Except for maya-maya, the harvest numbers for the species have been falling. At the current rate of decline, the caraballas, bilong-bilong, molmol, and danggit may all disappear completely from Davao Gulf within a decade, the study said.

The matambaka, tamban and moro-moro are more resilient, but even they may disappear within a generation, it added.

But fish getting scarce happens not only in Davao Gulf but other parts of the country as well. “Like the other vital resources such as forests, Philippinefisheries are about to collapse,” deplored Roy C. Alimoane, the director of Mindanao Baptist Rural Life Center (MBRLC), a non-government organization based in Davao del Sur. Overexploitation has been cited as one of the culprits why fish catch has been declining. Oceans, which are global common property resources, are open with few limitations to all takers. Vessels from wealthier countries dominate the ocean catch.

Many have the sentiments that the government is using Marawi City as target practice for their newly acquired military air assets. But in spite all these, most of the Muslims remain trusting the government nonetheless and are even in close cooperation with it in relief efforts and rescue attempts of those trapped in the conflict areas of the city.

Marine experts claim that all fishing activities depend on a fragile resource base which, if mismanaged and overexploited, can easily collapse.

“Overfishing is the primary cause of dwindling fish population,” notes Peter Weber in his book, “Net Loss: Fish, Jobs and the Marine Environment.”

Gregg Yan, the new director of the Communications of Oceana Philippines, agrees. “Overfishing is the main issue, with today’s fishers ranging farther and trying harder to catch more – but there are too many fishers and too few fish,” he wrote in an article published in “Philippine Panorama.”

Government data showed some 1,770,111 people in the Philippines involved in fishing; about 32% of them (around 690,343) are living below poverty threshold. “In the last five years, municipal-capture fisheries production is in decline – from 1.37 million metric tons in 2010 to 1.21 million metric tons in 2015,” wrote Vince Cinches, the Philippine oceans and political campaigner for Greenpeace Southeast Asia.

Cinches also reported that majority of fishing grounds in the country are overfished: “10 out of 13 of these are under intense fishing pressure.”

Davao fishery officials believe that fishing ban will help in restoring those overfished areas.

BENCAB MUSEUM

ONE NEVER STOPS LEARNING, from reading a book, to traveling, or to visiting a museum, there is always inspiration lurking in every corner. This is one reason why museum visits always give my mind a buzz.

Just outside Baguio City, is probably one of the country’s most famous private galleries, the BenCab Museum. Established

by National Artist Ben Cabrera to house his art collection, the four level museum is also where the artist lives when he is not in Metro Manila.

One enters the museum at street level with galleries progressing downwards. After paying the

entrance fee of Php100, one is first greeted by BenCab’s collection of Bulol.

The bulol, or Ifugao rice god, is a carved humanlike figure used by the Ifugao as guardians of their rice harvest. Each bulol is carved with different patterns and ornaments, and are highly symbolic of the ancestors of the Ifugao people.

massive Hagabi. Hagabi are long wooden benches carved from one single piece of wood. These are a symbol of prestige and wealth among Ifugao. Off to one side of the second level, is a small but popular erotica gallery that features various works on

It is on this level where one can find the BenCab Gallery where many of the artist personal works are displayed. Prominently displayed are his many variations of Sabel, one of the artists best-known muses. There is also the Indigo Gallery where contemporary artists are featured on special exhibition.

Another level down and one arrives at the Philippine Contemporary Galleries where various works by younger artists are featured. What excited me the most however, and what I felt was the highlight of the museum, was the Maestro Gallery where works by other national artists such as Arturo Luz, Victorio Edades, and Ang Kiu Kok were exhibited.

The last level of the museum is where Cafe Sabel is located. This is also the level where one can access the farm and garden of the museum.

The BenCab Museum is located at Km. 6 Asin Road, Tadiangan, Tuba, Benguet and is open daily except Mondays, Christmas Day and New Year’s Day. To get to Baguio, take a bus or UV express from Clark. Airasia flies four times weekly from Davao to Clark.

When the price per barrel of Dubai crude oil in the global market reaches $80 or more the excise tax adjustment will be suspended but not decreased.

As for the VAT, HB 5636 lifted the exemptions specified in special laws, but retained the zero-VAT privileges of senior citizens, persons with disabilities and cooperatives. Raw food, education and health will remain exempted.

However, as recommended by the DOF, the bill provides for tax administration reforms in the implementation of this tax privilege for cooperatives to plug leakages costing an estimated P6 billion per year in this sector alone.

To help counter the potential revenue loss, Finance Undersecretary Karl Kendrick Chua said the House agreed to the DOF proposals to 1) tighten the definition of cooperatives; 2) allow automatic audit of coops without the need for prior permission from the Cooperatives Development Authority (CDA), and, 3) inclusion of coops in the Tax Incentives Management and Transparency Act (TIMTA) as a way to monitor the implementation of the tax incentives and stop leakages.

Chua also made it clear that under the TRAIN bill, the lease of apartment, condo and other residential units with a monthly rental not exceeding P10,000 shall remain exempt from VAT provided that the gross receipts of the lessor is below the VAT threshold of 3 million pesos.

Chua said the DOF hopes that the original features of the TRAIN bill, outlined in House Bill 4774 that was authored by Rep. Dakila Carlo Cua, would be retained when the Senate deliberates on the measure after the Congress opens its second regular session in

Chua said the DOF is now recomputing the net revenue take from the House-approved HB 5636 based on the final version approved by the House last May 31.

HB 5636 was passed after President Duterte had certified the bill as urgent, given that it was designed to help provide a steady revenue stream to his government’s ambitious high— and inclusive—growth agenda anchored on record spending on infrastructure, human capital and social protection for the poor and other vulnerable sectors.

In his letter to Senate President Aquilino Pimentel III and Speaker Pantaleon Alvarez, President Duterte said, “The benefits to be derived from this tax reform measure will sustainably finance the Government’s envisioned massive investments in infrastructure thereby encouraging economic activity and job creation, as well as fund the desired increase in the public budget for health, education and social programs to alleviate poverty.”

Finance Secretary Carlos Dominguez III, who had earlier asked the President to certify the tax reform bill as urgent, said in his memorandum to the Chief Executive that this TRAIN bill is “expected to help reduce poverty rate from 21.6 percent in 2015 to 14 percent in 2022, lifting some six million Filipinos out of poverty, and helping the country achieve upper middle-income country status where per capita gross national income increases from $3,500 in 2015 to at least $4,100 by 2022.”

In the same memo, Dominguez told Mr. Duterte of the “dire consequences” of the Congress’ failure to write a tax reform law. “The government’s strategy to embark on an aggressive expenditure program by raising deficit spending to three percent of the Gross Domestic Product (GDP) would lead to an “unsustainable fiscal position,” which, in turn, could trigger a credit rating downgrade possibly costing the government an extra P30 billion in annual debt servicing and P100 billion more in higher borrowing costs for the public.,” he said.

HE start of the rainy season in the Philippines may add burden to the thousands of people displaced by the fighting in Marawi City in Lanao del Sur, southern Philippines.

The International Committee of the Red Cross (ICRC) has observed an increase in the number of reported cases of diarrhea, upper respiratory infection, hypertension and fever in different health facilities providing medical assistance to the displaced residents, particularly those who are staying in evacuation centers.

Macaagir, a 64-year-old evacuee at a covered court in Saguiaran, Lanao del Sur. More than 200,000 people have been displaced by the fighting in Marawi City. Majority of the evacuees are temporarily seeking shelter with their relatives. On the other hand, thousands of them who have nowhere to go are cramped in evacuation centers, within and outside the city, for more than two weeks now.

According to Jose Amigo, Health Coordinator of the ICRC in the Philippines, the increase in the number of cases is due to the displaced population’s current living condition. “They— particularly children and the elderlies—become at risk to water-borne diseases because of their limited access to basic water and sanitation facilities.

They also become prone to communicable diseases be-

cause of the limited space in evacuation centers.”

Amigo added, “The health situation is not yet critical at this point, but we fear that this may worsen in the coming days with prolonged displacement.”

In support of the local health units’ efforts to address this concern, the ICRC has been working closely with hospitals and other health facilities within and around Marawi City to augment their existing capacity.

To date, the ICRC has provided additional medicines and medical supplies to 11 hospitals and health facilities in Iligan and Balo-i in Lanao del Norte, and Tamparan, Balindong, Piagapo, Saguiaran and Marawi in Lanao del Sur. The ICRC has also supported the mini-hospital setup by the rural health unit of Saguiaran by providing 10 folding beds for

patients, and a supplementary kit of essential medicines and medical supplies that can serve 10,000 individuals for three months.

“We have been working closely with the Department of Health (DOH) since the fighting in Marawi broke out, and we commend the good job that they have been doing on the ground despite all the challenges that they face.

The ICRC will continue to be one of the active partners of DOH, supporting its efforts in providing the much needed medical assistance to the people affected by the conflict,” said Amigo.

The ICRC is a neutral, impartial and independent humanitarian organization that protects and assists victims of armed conflict. It has a mandate to promote knowledge on and respect for international humanitarian law.

CEB orders seven Airbus for $812 M

EBU Pacific has ordered seven Airbus aircraft in line with its efforts to further increase its capacity requirements.

The seven Airbus A321CEO (Current Engine Operation) planes, which cost USD 812 million are slated for delivery by March 2018 and will be on top of its existing purchase order of 32 A321NEO (NEO) aircraft,which was deferred due to delays with the Pratt and Whitney engines selected to power the aircraft.

The latter is scheduled to

be delivered starting fourth quarter of 2018 until 2022 instead of its original schedule on September 2017 to 2021.

“We have decided to take a conservative approach to the introduction of the A321NEO into our operations. We remain confident that Pratt & Whitney will address all issues on the GTF engine. There is, however, the need to increase our current capacity to meet growing domestic and regional network demand, thus the A321CEO order,” CEB Chief Finance Officer Andrew Huang said in a statement.

Marilog district soon to be regreened

“D

ON’T cut down trees.”

Those were the words her father used to tell when Cecilia Dacillo was still young. Today, she’s reiterating those words to her children who, like her, also grew up to have some concerns for the environment.

Dacillo, who lived in Sitio East Marahan since 2008, is one of the recipients of the financial assistance given by the Therma South, Inc. (TSI), a subsidiary of the Aboitiz Power Corporation as part of the company’s Carbon Sink Management Program (CSMP).

For the love of trees and the surroundings where she lives, she used the money to make a nursery for young seedlings of hardwood trees and fruit-bearing trees.

Touted to be having a green thumb, she loves seeing the seedlings grow and flourish.

Once these trees are fully-grown, they will be planted in her land, one of the chosen areas by TSI to be teemed with green color from a distance. She wanted to be part of the generation that tried to stop landslides caused by logging.

“The currently logged areas in Marahan will soon be filled with green trees that can potentially prevent landslides in the area,” said TSI in a briefer. “With her green thumb, she puts a lot of effort into furthering the tree-planting aspect of the CSMP.” Marahan is just one of the areas covered by the CSMP; it is also being implemented in Namnam, Balite, Upian, Sumilop and Balawal, all in Marilog District of Davao City.

These areas are inhabited by the Matigsalug, whose claim to their ancestral land spans some 40,000 hectares.

The TSI briefer stated: “Once heavily covered by forests and rich in wildlife,

travelers passing through the Davao-Bukidnon Highway would notice something stark about Marilog District – its thin, almost zero forest cover. The hills are now mostly covered with grass even as ‘progress’ started creeping in – mountain resorts and buildings have started to sprout mostly along the highway.

“The environmental damage was brought about by massive logging in the 1970s.

Ironic especially since Marilog District is the main-water catchment for several rivers that lead to the mighty Davao River. It is also a major water catchment for Davao City which is proud of its clean water resource.”

The TSI saw the opportunity of helping the Marilog District to be green again through the indigenous people living in the area. “For the company, it is about their responsibility over their carbon footprint,” the TSI briefer said. “For the Matigsalug community, it is about this once in a lifetime chance to bring back to life their ancestral land, long denuded by logging and irresponsible farming.”

The main feature of CSMP is the planting of trees that will ensure the “capture” of the carbon dioxide footprint of human activity creating a “sink” for carbon. The TSI’s 300-megawatt circulating fluidized-bed coal-fired plant is located in Davao City and Santa Cruz, Davao del Sur. A “carbon sink” can be likened to that of a garbage bin that serves as a receptacle for carbon dioxide. Among the greenhouse gases that trap the heat near the earth’s surface, carbon dioxide is the primary culprit.

Carbon sequestration describes long-term storage of carbon dioxide or other forms of carbon to either mitigate or defer climate change.

Carbon dioxide, in the form of gas, can be sequestered out of the atmosphere through photosynthesis. The carbon dioxide is converted into sugar by the plant or emitted back to the air through perspiration.

Carbon stored in plant parts other than the stem wood or trunk are generally decomposable biomass which eventually becomes a part of the soil organic matter of which the more stable component is the 50% soil organic carbon.

Among the trees planted, which are seen to effectively sequester carbon emissions, include falcata, mahogany, mangium, narra and yemane. “These are grown along with other fruit-bearing and indigenous trees,” says Perpetuo Maningas, TSI forester.

Currently, CSMP is concentrating its efforts in reforesting the Marilog district, as it has meet all the necessary

requirements for the project: vast land for reforestation, relatively accessible, within the area where the coal plant is located, and organized community.

“We train, give financial support and assist the livelihood activities of the Matigsalug,” Maningas said. “Through cooperation, we can achieve together the objective of restoring the forest cover of denuded ancestral land.”

Socorro Patindol, of the Aboitiz Power Coal Group, agrees. “The overall goal of the project is to establish a cost-effective, long lasting and significant strategy for carbon sequestration as mitigation to the emissions of the power plant,” she explained. “In addition, it is a way of promoting and achieving sustainability in forest protection and conservation in the community.”

According to the TSI briefer, the project is targeting 1,000 hectares of

area in Marilog and as many as 250 farmer beneficiaries. “The plan is to plant one million trees in 10 years – all of these will absorb 15% of the total carbon emission of TSI’s power plant,” it said.

Communities involved in the program are trained to establish their own plant nurseries, just like what Dacillo has done. All the seedlings will be used for the tree planting aspect of carbon sink.

“In the future, the same plant nurseries may be used for the beneficiaries to develop their own crops for their respective livelihood projects,” the briefer said.

In addition, TSI provides financial assistance – a start-up grant of P10,000 – so that the beneficiaries can plant and nurture the agroforest trees by themselves.

“The by-product of the tilled land (from fruits to vegetables) will go to the beneficiaries and their families,” it said.

As a commitment to help organize the Matigsalug, TSI also renovated the dilapidated “tribal hall” of the Matigsalug Council of Elders, Marilog, Davao City (MACOEMADDACI). It was converted into a multi-purpose hall, equipped with some basic furniture and fixtures, and installed with solar-powered battery system.

“Part of the CSMP’s continuing implementation strategy is the regular conduct of capacity building trainings, workshops and consultations among its partner beneficiaries,” Aboitiz Power said in a statement.

It was for this reason why the “tribal hall” was renovated to what it is now. TOTAL number of 1,561 civilians were rescued from the conflict zones of Marawi City as of 7:00 p.m. last night (June 7).

This according to Presidential Spokesman Sec. Ernesto Abella during the Mindanao Hour Press Conference held today (June 8) at Royal Mandaya Hotel.

Abella said the rescued civilians are either in the evacuation centers or in their respective families.

Meanwhile Irene Santiago, designated overseer of humanitarian efforts in Marawi City

said the peace corridor had hit a snag when the emissary tasked to negotiate for the corridor is ill.

“We will wait for him to recuperate.” Santiago said.

The peace corridor is a secure space where civilians can be evacuated from the conflict zone in Marawi. It is also where goods can reach people in rural areas as their access to the market places in Marawi has been cut off by the conflict.

It stretches from Malabang to Marawi City. It covers the towns of Marantao, Balindong, Tugaya, Kalawi, Bacolod, Mada-

lum, Madamba, Ganassi, Pualas and Calanogas.

According to Santiago, the peace corridor is negotiated by an emissary who is a religious leader.

She said the job of the emissary is difficult as he has to have the two sides agree to the peace corridor, the terms must be advantageous to the military, the Maute group and the civilians.

Santiago hopes that the emissary can recover from his illness the soonest time possible, for them to have a chance at having another peace corridor.

Its surefootedness is boosted also by the new X-MODE system which modifies several vehicle parameters (engine, transmission, all-wheel drive power distribution) specifically for off-road driving. #4: Substantial Form The 2018 Subaru XV comes in two new colors: Cool Gray Khaki and Sunshine Orange. Still, its looks are quite iterative from the hawk-eye headlights, hexagonal grille, and even the liberal use of matte-black cladding. Cavs bungle Game, Warriors now a win away from NBA title

I

N an absolutely stunning defeat, the Cleveland Cavaliers, who had led for much of the second half, fell apart in the closing seconds of Game 3 of the N.B.A. finals and ended up losing to the Golden State Warriors, 118-113. Golden State, after an 11-0 run at the end of the game, now has a commanding 3-0 lead in the series.

In the final 3 minutes and 10 seconds of Game 3, the Cavaliers saw their chances of an upset in these finals essentially evaporate. The Warriors closed the game on a huge run that was all Stephen Curry and Kevin Durant, with Durant’s 26-foot 3-pointer with 45 seconds remaining putting the team on top to stay, 114-113.

“I’ve been working on that shot my whole life,” Durant said of his 3-pointer over LeBron James. “For that one to go in was liberating.”

The run seemed to come

out of nowhere, with LeBron James and Kyrie Irving dominating for much of the second half, combining for 77 points in the game. The two-man dominance was simply not enough, even with a solid effort from J.R. Smith, thanks to the Warriors’ stacked lineup.

Klay Thompson, Durant and Curry combined for 87 points, with Durant leading the way with 31 and Curry improbably tying Kevin Love as the game’s top rebounder with 13.

“It wasn’t our smartest game that we played all year, but it was probably our toughest,” Warriors Coach Steve Kerr told reporters after the game.

Cavaliers Coach Tyronn Lue claimed after the game that he did not remember the 11-0 run well enough to comment on it.

“I gotta look at it,” Lue said, shaking his head. “I don’t know.”

With the win, the Warriors have now extended their postseason record to 15 consecutive games, and in Friday’s Game 4 have a chance to be the first team to complete a postseason undefeated. Needless to say, no team has ever come back from a 3-0 deficit in the N.B.A. finals. But if there is a glimmer of hope for the stunned Cavaliers, no team had ever come back from a 3-1 deficit until last year when Cleveland did that against Golden State.

ITH the ball in his hands on the Los Angeles Lakers’ home court, Lonzo Ball was exactly where he always wanted to be.

Ball’s new Lakers workout gear was soaked with sweat after he went through his individual pre-draft workout Wednesday for Magic Johnson and coach Luke Walton at their training complex.

The tantalizing UCLA product left no doubt that he hopes his favorite team chooses him with the second overall pick. ‘’Of course,’’ Ball said. ‘’I want to stay home.’’

The Lakers have roughly two weeks to decide whether to hitch their franchise rebuilding effort to the 6-foot-6 point guard - and by extension to his outspoken father, LaVar, who didn’t attend the workout.

After enduring the worst four-year stretch in franchise history, the Lakers hope to rebound next fall with their new draft choice alongside fellow No. 2 picks D’Angelo Russell and Brandon Ingram. Lonzo Ball is generally considered the front-runner

to become the Lakers’ new catalyst, with some analysts even believing he surpasses Markelle Fultz and the rest of the draft pool as the prospect with the greatest potential for superstardom.

Ball doesn’t shy from the responsibility that would come with his selection, either: He plans to be a leader for his NBA team from his first day on the roster. ‘’They have a lot of good play-

Presidential Adviser on Sports Dennis Uy lauds tennis dev’t group

O less than the Office of the President has taken notice of the recent developments in tennis.

Presidential Sports Adviser Dennis Uy, who is Davao-based oil firm Phoenix Petroleum’s CEO, lauded the Unified Tennis Group for helping in the growth of the sport locally.

The UTG is a joint venture of the head honchos of two of the top pawnshop companies in the Philippines, Jean Henri Lhuillier of Cebuana Lhuillier and Bobby Castro of Palawan Pawnshop.

Lhuillier is the chief backer of the national tennis team.

Uy specifically commended Lhuillier, saying, “We need new leaders who has great vision, new ideas and has the passion. Jean Henri did not come overnight in Philippine tennis. In fact, he has strongly supported the sport for more than two decades now and has supported more than 500 various tennis events to improve tennis in the Philippines from the elite Davis cup team, to sponsoring our national athletes, international tennis tournaments,

to junior tennis events, tennis coaching seminar, and various tennis clinics around the Philippines.”

Castro, on the other hand, spearheaded the Palawan Pawnshop-Palawan Express Pera Padala Regional Age Group Tournament series, which aims at finding the next local tennis stars.

The other major projects of the UTG are the Tennis on Wheels program of former top local tennis player Rod Rafael, which also aims at bolstering the grassroots scene, and the Philippine Tennis Tour by renowned coach Alex Marcial, a

coaching clinic for upstart mentors.

“The Unified Tennis Group has been proactively extending support to the industry by backing projects of former Philippine Davis Cuppers such as Tennis on Wheels of Rod Rafael and a series of tennis workshops by Alex Marcial.
