DCPO: About 1K acquired fake IDs

UTHORITIES here have monitored at least 1000 individuals who have allegedly obtained fake identification cards following the declaration of Martial Law in the entire Island of Mindanao.

Davao City Police Office Director Sr. Supt Alexander Tagum said his office has received information that at least 1000 Dabawenyos ordered the printing of fake IDs since Thursday afternoon after they have conducted ‘oplan bulabog’ in two barangays here.

82 traffic cops pass drug test

TOTAL of 82 police officers assigned in the traffic group tested negative in the surprise drug test conducted at the Davao City Police Office on Saturday.

According to DCPO Traffic Group Chief Superintendent Ernesto Castillo, the result only shows that the police in the traffic group are not involved in drugs.

“It means that police of-

ficers of the Traffic Group are well-mannered and law-abiding police officers. They follow the rules of PNP and do not wish to engage in illegal activities,” said Castillo in a phone interview with Edge Davao.

Out of 90 officers, 82 underwent the random drug test.

Castillo revealed that among the eight who were not able to get tested, two were sick, three were on security escort duty

and the other three were on schooling leave. He said that he would make sure that these officers would be able to undergo the drug test as soon as possible.

The Traffic Group Chief added that the drug testing for the police officers was not related to the president’s declaration of Martial Law. Castillo said that the random drug testing is manda-

tory and a part of the internal cleansing activity of the Philippine National Police as part of the directive of PNP Chief Ronald dela Rosa and City Director PSSUPT. Alexander Tagum.

‘Bulabog’ targets haven of criminals

HE spokesperson of the Davao City Police Office said OPLAN BULABOG was meant to arrest suspected lawless elements in areas known to harbor them.

“It is one of the means of the DCPO in preventing violence from developing in the city,” said P/Sr. Inspector Ma. Teresita Gaspan during the Ispeak forum at Davao City Hall.

She said bulabog or “outbreak” is termed according to the planned way of apprehending the suspected persons in specific areas.

AFP says ISIS presence in Mindanao not clear

HE Armed Forces of the Philippines said there are indications of Islamic State of Iraq and Syria ‘footprints’ but these do not point categorically to the presence of ISIS in Mindanao.

Gen. Restituto Padilla said the army has been able to track groups trying to link with the global terrorist group.

“These groups seemed bent on complying with the standards to become validly part of the ISIS,” he said.

“This is the reason behind many of these activities of violence, radicalism, and extremism,” he said.

He said the AFP is determined to prevent these groups from succeeding in their goals.

He also clarified during a press conference at the Royal Mandaya Hotel that a total of 31 terrorists were killed in Marawi City, citing reports submitted by Joint Task Force Sampelan.

The AFP also received information that there were 12 identified members of Maute group who were killed in action during the battle series in

Marawi City, which six of them were foreigners.

However, the nationalities of the six foreigners are still under validation and no confirmation yet whether these were part of the ISIS group.

Padilla added, “many of them have been products of the previous terrorist organizations and their connections have been primarily with JI (Jemaah Islamiyah) and the likes.”

It is believed, Padilla said, that some of the terrorists are freely roaming around Mindanao and have been here for a long time. “Some of them are helping, teaching, aiding, and linking to all groups in waging war against the Philippine government.”

“But for those who have been here [for] a long time, they may have been here because they are trying to escape from the long-arms of law of their respective countries” added Padilla.

Businessmen confidence improved in first quarter

P

HILIPPINE businessmen’s economic prospects improved in the second quarter of 2017 against the previous quarter on seasonal factors as well as higher orders and production volume, among others.

Data released by the Bangko Sentral ng Pilipinas Friday showed that results of the Business Expectations Survey (BES) for the second quarter of this year showed that confidence index rose to 43 percent from the previous quarter’s 39.4 percent.

In a briefing Friday, BSP Department of Economic Statistics (DES) Director Rosabel Guerrero identified expansion of businesses and new product lines, introduction of new and enhanced business strategies and processes, and inflows of investments with the continuing trust in government leadership as the other factors that boosted business confidence during the quarter.

Expectations for higher infrastructure spending by the government as well as more economic activities in line with the country’s hosting of the 30th Association of Southeast Asian Nations (ASEAN) Leaders’ Summit last April also boosted the sentiment, the BSP said in a report.

Guerrero said business sentiments in the country during the current quarter echoed those in Hong Kong, South Ko-

rea, Canada, France, Germany and the Netherlands.

“The more positive outlook of businesses is broadbased across geographical areas, across production sectors, across business types and across employment size,” she said.

However, the latest business outlook is lower than yearago’s 48.7 percent.

With the improved quarter-on-quarter business outlook, Guerrero remains optimistic on the sustained growth of the domestic economy after the 6.4 percent output, as measured by gross domestic product (GDP), in the first quarter of this year.

She said correlation of the index for the current quarter and the next quarter against GDP is “statistically significant” at 0.66 percent and 0.51 percent, respectively.

Against the BES inflation index, employment rate and exchange rate, the correlation is 0.50 percent, 0.76 percent, and 0.54 percent, respectively.

Results of the survey also showed that respondents expect the peso to depreciate against the US dollar, and for the peso borrowing rate and inflation rate to go up both this and the next quarter.

The survey was done from April 3 to May 16, 2016 and was participated in by 1,485 companies nationwide. (PNA)

Plans afoot to invite Russian weapons firms to invest in PH

HE government has plans to invite Russian weapons manufacturers to set up shop in Limay, Bataan.

“That’s one of the plans because we are converting the area of the Government Arsenal (GA) in Limay, Bataan which consists of 300 hectares and we are trying to develop that. There is now a bill in Congress, they have already been deliberating it to convert that it into a defense manufacturing complex that will involve other locators from other countries,” Department of National Defense (DND) Secretary Delfin Lorenzana, in an interview with PNA Exclusive in Moscow, Russia around 2 p.m. Tuesday (7 p.m., Manila time), disclosed.

The GA is tasked to manufacture bullets for the M-16, M-14 automatic rifles and .45 caliber pistols still in service with the military.

“If they can see that they can make a little profit there, then maybe, make a stepping stone to go into Southeast Asia to also cater to the nine other ASEAN nations. That’s why they’re very interested to deal with us through military relationship so that they can have this road into the ASEAN,” Lorenzana said.

The DND chief earlier said the Philippines has plans of acquiring Russian weaponry.

“Yes, we have plans to purchase weapons from them.

They have also very sophisticated and advanced weaponry. We will look into them, we have not decided what equipment but off the bat, we are looking, we would like to develop our submarine force so we will look into their submarines one of these days,” he added.

“If we can buy submarines or if they are affordable for us, or if the Philippine Navy would be willing to go there because we will give it to the Navy to decide what kind of submarine they would like to purchase.

That is one of the plans that the PN (wants) is to develop some submarine capabilities,” the DND chief pointed out.

And when asked on where these vessels will be based, Lorenzana said that they are looking into that detail.

“We will look into that. We don’t have any submarine base yet in the Philippines but if we will purchase already then, we have to develop a submarine base to keep those submarines safe,” the DND chief pointed out.

PH is palay production seen to recover in 2017 T

HE Philippines’ January-June palay and corn production may recover this year from its negative growth during the same period in 2016.

Nationwide first semester palay production in 2017 may hit 8.55 million metric tons (MTs), 900,439 MTs or nearly 12 percent more than the estimated 2016 output of 7.64 million MTs, based on the latest Philippine Statistics Authority outlook.

The 2016 output was 676,670 MT or 8.13 percent lower than 2015’s estimated 8.32 million MT, noted PSA. PSA’s outlook also showed first semester corn production in the country this year can reach some 3.68 million MTs and exceed, by some 855,510

MTs or 30.25 percent, the 2016’s estimated 2.83 million MTs output.

Last year’s corn production was 552,830 MT or 16.35 percent less than 2015’s estimated 3.38 million MT output, PSA noted.

Expected increase in January-June harvest area and recovery from last year’s drought due to El Nino phenomenon helped bolster the country’s palay and corn outlook for 2017.

Palay harvest area nationwide may increase by 167,832 hectares or 8.70 percent to 2.10 million hectares during this year’s first semester from 1.93 million hectares in 2016, PSA’s outlook showed.

The country’s corn harvest area may also expand to

1.10 million hectares this year - 196,064 hectares or 21.77 percent more than last year’s 900,602 hectares, the outlook further noted.

PSA also forecast January-June nationwide palay and corn yield this year to exceed levels during the same period in 2016.

Palay yield may rise 2.83 percent to 4.08 MT per hectare in 2017 from 3.96 MT per hectare in 2016, said PSA. 2017 corn yield may reach 3.36 MT per hectare - a 6.97 percent increase from 2016’s 3.14 MT per hectare, PSA noted.

For the January-June 2017 period, PSA forecast Central Luzon Region and Cagayan Valley Region to register the highest palay production lev-

els at 1.76 million MT and 1.5 million MT, respectively.

The country’s top corn producers during the same period will likely be Cagayan Valley (937,502 MT) and Ilocos Region (538,754 MT), PSA noted.

Based on the PSA outlook,regions expected to have the most harvest areas during 2017’s first semester are Central Luzon (322,834 hectares) and Cagayan Valley (314,375 hectares) for palay as well as Cagayan Valley (208,809 hectares) and Autonomous Region in Muslim Mindanao (159,213 hectares) for corn.

Business establishments violating the automatic price control shall face the penalty ranging from PHP5,000 to PHP1 million and/or imprisonment of one year up to 10 years.

DTI is enjoining retailers to comply with the automatic price control while consumers are advised to be guided accordingly.

DTI bares Mindanao areas under price control HE Department of Trade and Industry is informing all consumers and retailers that prices of basic necessities in an area proclaimed or declared under martial law shall be automatically frozen at their prevailing prices or placed under automatic price control.

DTI said the price control is pursuant to Section 6 of the Republic Act 7581 or the Price Act, which provide protection to consumers by stabilizing the prices of basic necessities and prime commodities including measures against undue price increases “during emergency situations and like occasions.”

Unless sooner lifted by the President, DTI said price control shall be in effect for 60 days for basic necessities, and 15 days for household LPG and kerosene from the date of the Martial Law declaration.

DSWD Secretary Judy M. Taguiwalo, in her Facebook account, posted that about 26,700 FFPs had arrived so far to assist those in the evacuation centers.

Based on the latest DSWD’s DROMIC (Disaster Response Operation and Monitoring Center) report 9,236 families or 43,912 persons have been affected in 20 barangays in Regions X and ARMM. Of the said number, 1,017 families or 2,817 persons are still staying in 13 evacuation centers while 8,219 families or 41,095 persons are staying outside the evacuation centers by staying temporarily with their relatives or friends.

To date, there is a total of

T’S “business as usual” in this city this city and the neighboring provinces of Sarangani and South Cotabato despite President Rodrigo Duterte’s May 23 declaration of martial law in the entire Mindanao.

Mayor Ronnel Rivera said the operations of all city and national government agencies as well as business activities in the area remain normal.

He said the movements of civilians have not been curtailed while public utility vehicles like passenger buses and vans, and airline companies servicing the city airport continued with their regular operations.

“The city is still under civilian control so there’s no reason for our business sector to be worried. It’s business as usual here,” he said in a press conference.

The mayor said the city government and local authorities have not implemented a curfew in the area or any other related measure in connection with the martial law declaration, which was made by the President late Tuesday night in the wake of the terror attacks in Marawi City.

But he said the city police and the Army-led Joint Task Force GenSan have intensified their security operations and are on full alert to prevent pos-

sible spillover incidents.

He said security personnel are specifically monitoring people coming in and out of the city through checkpoints and regular patrols.

“There’s not sign or indication that what happened to Marawi will also happen to GenSan but we just want to be cautious here,” Rivera said.

“We want to protect our constituents, our city, especially local investments, that’s why we are really on top of the situation right now,” he added.

Rivera said the city government fully supports the declaration of martial law in the entire Mindanao as it was meant to protect other areas from possible attacks by local terror groups.

“This is actually good for us since it will not only help contain the problem there (Marawi) but also save the other neighboring provinces and cities,” he said.

In Sarangani, Governor Steve Chiongbian Solon said all security measures in his province are “strong and tight” and the overall situation in the area remains normal.

On Wednesday, the local government cancelled its three-day 12th Sarangani Bay Festival (SarBay) slated May 25 to 27 in support of the martial law declaration.

Environment group backs T martial law in Mindanao

HE biggest environmental watchdog in the country is supporting President Rodrigo Duterte’s declaration of martial law in Mindanao.

“Our organization supports the declaration of martial law in the entire Mindanao to restore the rule of law and order and to defeat rebellion and terrorism,” said Dr. Pontiano “Jun” Catipon Jr., national spokesman of the Noble Blue Falcons International (NBFI) (Environmentalists, Peace Crusaders, Unity Advocates).

Now is the time to unite the nation and move forward

to crush rebellion and terrorism in Mindanao, said Catipon.

The Noble Blue Falcons International (Environmentalists, Peace Crusaders, Unity Advocates) is deeply saddened by the present crisis in Marawi City.

“How can the beautiful and culturally-endowed Islamic City of Marawi where Muslims and Christians co-existed harmoniously for century be destroyed by terrorism?

Why the path of peace in Mindanao be destroyed by fundamentalism,?” he said.

Amid the fear of the abuses during martial law of Marcos by some sectors, Catipon

said they had place their trust on President Rodrigo Duterte to solve the problem in 60 days and would lift martial law afterwards.

“We believe in the legal system and that while the writ of habeas corpus is suspended, the state shall respect civil and political rights,” he said.

The NBFI spokesman also said that their group believe on the pronouncement of the Department of National Defense that martial law would be used to conduct swift but extensive counter-insurgency and counter-terrorism operations in Mindanao.

“We trust the President

that the Maute Group’s siege in Marawi City will not be used as an excuse to crush down legitimate dissents among law-abiding Filipinos,” he added.

Founded in March 19, 1996 in the Philippines, the NBFI is the biggest environmental and peace peoples’ organization in the country in terms of manpower at 444,000.

ATI CITY, DAVAO ORIENTAL – Governor Nelson L. Dayanghirang and top officials of the Philippine Army and the police in the province have assured the people of Davao Oriental that the implementation of Martial Law in the province will be “completely different from the Marcos martial law” as they vowed to prevent any violations of human rights.

The top officials of the Philippine Army and the police in the province say they “will abide by the rule of law and protect and respect the inviolable human rights of our people.”

During an emergency meeting of the Provincial Peace and Order Council called by the Governor on May 26, the members of the council, including municipal mayors, have expressed their concerns and sought clarifications from the top military officials in the province on the processes of implementing martial law in the province.

In an earlier statement, Governor Dayanghirang have expressed his “full support” to the President’s martial law declaration, saying he “trust the wisdom of the President to place

Mindanao under Martial Law.” “I urge the people to stay calm as we continue to go on with our normal lives. Our President has assured us that martial law is meant to ensure the safety of the general public. I urge everyone to continue to be vigilant and cooperate with the authorities. You can come to my office or to the offices of your mayors and we will readily extend our assistance if your rights are being violated,” says the governor.

“Let us also continue to sow the seeds of peace so we may reap the fruits of peace in the future. With our strong political will and commitment, let us work together and develop our communities and uplift the lives of our people. I hope all our efforts would truly make a difference for the better, a difference that is sustainable, that will unite our people and bring about a sense of well-being. I hope and pray it will bring us peace, unity and prosperity our people desire and deserve,” says Governor Dayanghirang.

He said “There is a big difference between the 1972 Martial Law and the one being enforced today”, adding that the 1987 Constitution has already addressed the lapses and limitations of the old 1935 Constitution.”

“The bottom line is that all the apprehensions from the 1935 constitution were already addressed in the 1987 Constitution,” he said, emphasizing that the Martial Law under the new Constitution contains provisions that protects the rights of the people and only intends to safeguard the safety and security of the people.

Col. Basiao said under martial law, the suspension of the privilege of the writ of habeas corpus will lawfully be enforced and that it will ensure that the rule of law and human rights are being observed. He said martial law will recognize the supremacy of the civilian authority. He assured that the observance of the law will not supplant the function of the civil courts. “The function of the judiciary and legislative branches of government will re-

main the same,” he said.

Members of the PPOC remind the general public to cooperate with the authorities, especially in the conduct of checkpoints. They are discouraging the general public from doing acts that will obstruct authorities from doing their duties.

Although the daily routine here in the province remains the same as normal, the authorities remind the public to continue to be vigilant.

Meanwhile, Governor Dayanghirang called on the mayors and the barangay officials to take advantage of the law to help cleanse the ranks of government who are into the drug business and those who are supporting the rebellion. “You know those people on the ground,” he said, stressing that this moment is the government’s opportunity to suppress criminality and to bring to justice those who have been causing problems to the peace and order in the province.

HE upcoming aviation negotiations with Qatar give Mindanao a new opportunity to build international air linkages to the Davao International Airport.

Direct flights from Doha, the Qatari capital, to Davao would project a confidence in the economic potential of the Mindanao region and in the successful resolution of the hostilities that prompted the Duterte Administration to impose a temporary precautionary state of martial law.

Ms. Mary Ann “Baby” Montemayor, the president of the Davao region tourism council issued the following statement: “We call on the national government to seize

AVAO City Water District’s Panacan Production Well (PW) No. 1 is now serving 850 service connections in D’Leonor Inland Resort, Green Valley, Illumina, Aspen Heights, Doña Trinidad, Blue Diamond, Catitipan Homeowners Assn., and Puroks 5 and 6 in Brgy. Communal starting May 25, 2017.

This mainline extension project is among the water utility’s efforts to improve the Cabantian Water Supply System (WSS) situation. As of writing, DCWD is doing monitoring and evaluation of Panacan PW No. 1’s operation and the water supply situation of

the areas it serves.

With this additional water source, DCWD expects that the 850 service connections may experience intermittent water supply every day and are no longer included in the 24-hour rotational water supply scheme implemented in areas served by Cabantian WSS. Also, DCWD ensures that areas served by Panacan WSS will not be compromised as another water source, the Panacan PW No. 2 which yields 5,450 cubic meters per day, also started its operation on May 25, 2017. Two Martial laws compared

OU don’t plant a separatist flag, open fire on government troops, behead people, occupy parts of a city and expect to get away with it.

It is called rebellion, plain and simple. The threat to the state is clear and present danger. This is the reason behind the declaration of Martial Law under Duterte.

Not on my watch you don’t, he was saying.

In contrast, the ML declaration of 1972 was a clear power grab, despite what Marcos was saying: “This is to save the Republic and to stop rebellion.”

I recalled the words vividly. With one stroke of the pen, he closed print and broadcast establishments. Duterte did neither so as sure as the cock crows tomorrow, you will get to see a copy of this paper. There is freedom of the press unlike in the 1970s.

A few radio establishments from 1972 upwards were allowed to go back on the air but much of the news was government. The few newspapers that resumed printing had to toe the

line. Curfew was imposed.

No such thing under Duterte at least in Davao City.

When the Manila Bulletin resumed printing a few years after ML, it was renamed “Bulletin Today.” The feisty George Jularbal who learned how to write about golf from the caddies of Camp John Hay said the editors meant it that way. Who knows it might not come out tomorrow!

With no internet then, no one was sure what was happening with the outside world. Information was gagged or filtered to ensure none was subversive.

The official line: “Sa Ikauunlad ng Bayan, Disciplina ang Kailangan.”

But when radio commentator Orly Mercado, blurted out on radio ‘Sa Ikauunlad ng Bayan, Bisiklita ang Kailangan, ’he was promptly hauled to an army camp.

The grapevine says he was made to ride the bike round the camp. You can criticize Martial Law under Duterte for all you care but for so long as you don’t espouse rebellion, it is okay.

In a political science class back

Socio-Economic Offensive Social conditions in the area leave much to be desired. Hence, the initiative taken by the administration of President Duterte to mobilize leading businessmen from Metro Manila to invest in Sulu infrastructure facilities and economic projects is a welcome move.

As noted in the first article in this series, in December of last year the Government launched the Negosyo para sa Kapayapaan sa Sulu. Under this program, some of the country’s leading business groups pledged to undertake the following projects in Sulu: • Construction of a 50 MW coal-fired power plant to service the electric needs on the main island of Jolo; • Rehabilitation and upgrading of the telecommunications facilities in the province; • Resumption of flights to the main island of Jolo; • Establishment of an integrated coconut processing plant; • Provision of medical equipment and training of personnel for hospitals in the province; • Rebuilding the existing arts and trade school in the town of Jolo; • Establishment of a supply chain for a feed mill; • Setting up warehouses and drying facilities for seaweeds as well as training programs for seaweed farmers; • Setting up a poultry industry and entering into contract growing arrangements; • Building of houses for low-income families utilizing sweat equity of the beneficiaries; Construction of school buildings.[5]

The list of committed projects for Sulu covers the range of infrastructure (power, telecommunications, transportation), livelihood (coconuts, seaweeds, poultry, feedmill) and social services (medical facilities, education, housing), an impressive and balanced list. These are all welcome and badly needed, of course, but the overwhelming desire of the people that the author has met and talked with over the years has been for kabuhianan, the means to sustain one’s life or livelihood.

In promoting livelihood activities, the logical starting place would be the existing resources of the area and the traditional livelihood undertakings of the people in the area, but looking at how productivity could be increased, quality improved as well as backward and forward linkages. Thus the inclusion of an integrated coconut processing plant as well as storage and drying facilities for seaweeds and training for seaweed farmers are good moves. One would hope that investors could be found to help the coffee, fruit and fisheries industries, all traditional areas that Suluanos are engaged in.

The inclusion of a poultry project is interesting. In fact, groundbreaking has already taken place on the site in Patikul. There had been efforts in the past to set up commercial poultries in the province but these all somehow failed, people say due to disease, likely due to the lack of proper management and technical processes. Hopefully this time, with the close supervision of the investor/proponent, Bounty Fresh, this project will succeed and will lead to replication elsewhere in the province.

then, I took issue with the book “Today’s Revolution: Democracy” by the martial law architect himself, Ferdinand E. Marcos. Tried as I did, it had none to appeal to my simple understanding of politics and government.

So I voiced my opinions loudly.

One day, no less than the provincial commander of Camp Holmes (now Camp Bado Dangwa) showed up and

had me hauled to a collection of makeshift tents covered with canvas and enclosed by a fence at the camp grounds itself.

It was more than half-filled with detainees when I arrived.

There, I played scrabble with the publisher-lawyer Sinai C. Hamada and some people from the academe.

In the end my captors decided I was too young to be a hard core and let me out. I wanted to be a lawyer but poverty intervened.

It was this that lured me to journalism, while studying, on and off.

I owe my journalism basics to my English teacher in high school, Prof.

Rodolfo T. Abastilla. This teacher who dabbled in short stories tutored me from my sophomore to my senior years till I could write news like a pro.

He also named me editor of the high school paper Mt. Breeze, citing Primitivo Mijares as one of its previous editors.

Mijares worked himself up the Marcos government during the Martial Law years but then fled to the US. .

He wrote the book, ‘The Conjugal Dictatorship of Ferdinand and Imelda Marcos.’ The subsequent death of Mijares was a mystery to this day.

Journalism led me here and there, like a rolling stone, from Baguio to Davao, South Cotabato, Manila, Pangasinan to Baguio and back.

The human rights abuses attributed to security forces were what left a bad taste in the mouth. In the end, absolute power collapsed and the ignominy of being vilified even after this death continued to follow Marcos his grave.

Marcos never got to bring the country to the Holy Land of prosperity.

On the contrary, feudal conditions and underdevelopment continued to run roughshod over much of the countryside to this day.

Martial Law under Duterte is a different animal all together. Of course, it is too early in the day but for now, the presses are running and there is nothing wrong with how news is presented in both print and broadcast. It is an interesting time to be with. (30)

Assistance in establishing marketing tie-ups.

Aside from the capital investments that will be made, it is suggested that technical assistance arrangements be worked out either from the investor groups or other individuals or organizations who may have the needed experience. This technical assistance should apply not just to the production phases of the projects but, as noted above, even to their organization and management phases. A fair amount of “hand-holding” at least during the initial phases of the various projects will be needed to ensure that these projects are run properly and will succeed. Perhaps tie-ups with Chambers of Commerce outside the province, coursed through the Sulu Chamber of Commerce and Industry, or with industry associations could be worked out.

Marketing tie-ups are essential if people are to earn a fair return on their labor and investments and the ventures are to be sustained over the long term.

What is happening now is that while some cooperatives currently exist in these provinces, for the most part farmers and fishermen work on their own and dispose of their products either to traders or vendors in the local retail markets. If tie-ups can be established with large buyers outside the province, and producers are organized into coops or associations, farmers/fishermen can look forward to long-term sale contracts with prices negotiated which would provide them higher margins than they are currently earning.

Historically, the people of the region have engaged in trading activities

with neighboring areas to include present-day Malaysia, Indonesia and even Singapore. These trading activities run back for centuries. Historically trade was done on a barter basis, exchanges of goods, and there was an attempt during the martial law period to revive this. It still goes on but on a very limited basis today and while it is still referred to as “barter trade”, it really is no different from standard goods-for-cash trade and only moves one way, no exports from the Philippines, just imports from Sabah to the Philippines.

While there currently are problems with the Abu Sayyaf abducting sailors on the high seas between the Philippines and Malaysia and a fair amount of smuggling of rice, sugar and petroleum products goes on, the matter of trade with the Philippines’ southern neighbors could likewise be re-examined.

There may already be such a mechanism in place which this writer is not aware of, but it would be helpful if there were a central coordinating unit that could keep track of how the Negosyo projects are going, identifying bottlenecks or problems that may arise, liaisoning between the investor groups and the local Sulu-based partners, identifying support requirements for individual projects, evaluating the impact of individual projects in terms of employment and revenues generated and providing periodic updates on how individual projects and the program as a whole are proceeding.

The launching last December of the Negosyo program is limited to Sulu.

the integrated processing plant, perhaps one could encourage farmers to do inter-cropping – coffee, cacao, bananas, pineapples, chili peppers, etc. – to produce supplementary income streams.

With regard to fisheries – which has not been included in the list of committed projects – perhaps the construction of a cold storage facility could be considered so that fishermen are not at the mercy of traders and market vendors because they have to sell off their catch immediately. In fact, DA Secretary Manny Piñol has talked precisely about setting up one or more cold storage facilities in the region which could also serve as a regional food terminal.

For these production activities to flourish, some “support” interventions are needed: Reliable power supply. This would be essential for some of the facilities such as the oil mills, fruit processing plants, cold storage plants, etc.[6] This has been spoken for by San Miguel Corp.

Assistance in organization of production units, whether in the form of associations, cooperatives or whatever is appropriate. Getting farmers and fishermen to pool their resources and work together on higher-value-added production activities should improve their income levels.

Assistance in management of production and related activities (e.g., accounting, management of financial resources, logistical arrangements such as central storage and transportation of

Aside from the socialization, the Santan Food Festival also had a cooking demo with AirAsia Regional Manager of Group Inflight F&B Chef Calvin Soo. Being me, I volunteered and represented the Philippines. At first, I thought I was volunteering as a Sous Chef but no, I ended up cooking the Thai Green Curry on my own (with Chef Calvin’s instructions, that is). Was it fun? Of course.

My love for cooking was ignited. It was so much fun to mann the kitchen and cook again in front of a large crowd. #LakingCACS Despite the tight schedule, I would gladly do it again. The experience alone is beyond surreal.

Meeting new people and interacting with them is not an everyday occurrence. So, yes, I would gladly do it again. Thank you, AirAsia and Prworks!

Mindanao under martial law

T all started on Tuesday afternoon last May 23 when police and military were moving to serve a warrant of arrest on Abu Sayyaf leader Isnilon Hapilon.

Members of the Maute Group, who occupied parts of Marawi City, in Lanao del Sur, came to help the beleaguered group.

A firefight ensued. The Maute group burned several facilities, including Mary’s Church, the city jail, Ninoy Aquino School and Dansalan College.

In a message sent to former interior and local government secretary Rafael Alunan III by a person whose name was removed (“to prevent reprisal”) through Facebook messenger, which he posted in his wall, here was what had happened in Marawi City on that fateful day: “Roads were blocked, fire trucks were seized, and everyone is question of religion.

“I have received a message that my high school principal is taken as hostage.

Along with her are many non-Muslims who strive to give education to young minds of Marawi. My sisters’ classmates and their families are on their way to our house; they are running away from the threat of fire and bullets.

“Black flags are raised to claim dominion of the city.

60-day martial law At the time this was happening, President Rodrigo R. Duterte was in Russia for a state visit. When he heard about the clashes in Marawi City, he called presidential spokesman Ernesto Abella. As of 10 pm, Manila time, when everyone in the country were already sleeping, a martial law was declared in Mindanao for 60 days.

“In order to suppress lawless violence and rebellion and for public safety, it is necessary to declare Martial Law in the entire island of Mindanao, including Sulu, Jolo and Tawi-Tawi for a period of 60 days,” Abella reasoned out.

Speaking in Moscow, he added, “The government is in full control of the situation and is fully aware that the Maute/Isis and similar groups have the capability, though limited, to disturb the peace; these have shown no hesitation in causing havoc, taking innocent lives and destroying property.”

It must be noted that martial law can be used by any government to enforce its rule over the public. This happened after a coup d’état in Thailand in 2006 and 2014.

When a government is threatened by popular protest as in the case of Tianan-

men Square protests of 1989 in China and the Green Movement that led to the takeover

by Revolutionary Guards in Iran in 2009, martial law was also resorted to.

Other reasons for declaring martial law is to suppress political opposition (Poland in 1981) or to stabilize insurrections or perceived insurrections (Canada, The October Crisis of 1970).

Martial law under 1987 Constitution In the Philippines, under the 1987 Constitution, the president has the power to declare martial law. Section 18, under Art VII, this is stated: “The President shall be the Commander-in-Chief of all armed forces of the Philippines and whenever it becomes necessary, he may call out such armed forces to prevent or suppress lawless violence, invasion or rebellion. In case of invasion or rebellion, when the public safety requires it, he may, for a period not exceeding sixty days, suspend the privilege of the writ of habeas corpus or place the Philippines or any part thereof under martial law.

“Within forty-eight hours from the proclamation of martial law or the suspension of the privilege of the writ of habeas corpus, the President shall submit a report in person or in writing to the Congress.

“The Congress, voting jointly, by a vote of at least a majority of all its Members in regular or special session, may revoke such proclamation or suspension, which revocation shall not be set aside by the President. Upon the initiative of the President, the Congress may, in the same manner, extend such proclamation or suspension for a period to be determined by the Congress, if the invasion or rebellion shall persist and public safety requires it.

“The Congress, if not in session, shall, within twenty-four hours following such proclamation or suspension, convene in accordance with its rules without any need of a call.

“The Supreme Court may review, in an appropriate proceeding filed by any citizen, the sufficiency of the factual basis of the proclamation of martial law or the suspension of the privilege of the writ or the extension thereof, and must promulgate its decision thereon within thirty days from its filing.

“A state of martial law does not suspend the operation of the Constitution, nor supplant the functioning of the civil courts or legislative assemblies, nor authorize the conferment of jurisdiction on military courts and agen-

cies over civilians where civil courts are able to function, nor automatically suspend the privilege of the writ.

Reactions The Integrated Bar of the Philippines (IBP), the mandatory organization for lawyers in the country, issued this statement: “In view of what has happened in Marawi City, the imminent danger of the escalation and spread of the hostilities to other parts of Mindanao, and the existence of other terrorist groups operating in Mindanao that can take advantage of the unrest and cause criminal acts and disorder, the national leadership of the IBP sees no reason to question the declaration at this time.”

“The economy is in no way threatened by the imposition of martial law,” said Secretary Carlos Dominguez of the Department of Finance.

“The military is in full control of the government installation and major infrastructures on the island. Martial law will ensure that these facilities are protected so that business transactions will be unaffected.”

For its part, the Communist Party of the Philippines (CCP) has ordered its armed wing, the New People’s Army, to “carry out more tactical offenses across Mindanao and the entire archipelago.”

“By declaring martial law in Mindanao, Duterte has gone beyond the threats and theatrics of the past months,” the CCP said in a statement.

Do’s and Don’ts In 1972, then President Ferdinand E. Marcos declared martial law based on the 1935 Constitution. The 1987 Philippine Constitution was drafted after Marcos’s overthrow during the “people power” revolution in 1986.

It places restrictions on the proclamation of martial law and the suspension of the writ of habeas corpus, as well as on their implementation.

“The 1935 and the 1987 Constitutions are totally different from each other,” explained Chief Inspector Jose Najera of the legal division of the Philippine National Police (PNP). “The 1935 Constitution does not have established safeguards unlike in the 1987 Constitution.”

In a press conference, the PNP issued the following do’s and don’ts that has to be observed during the implementation of martial law: The DO’s 1. All PNP personnel shall at all time respect the human rights and dignity of the suspect.

2. Shall strictly observe the Police Operational Proce-

dure (POP).

3. Shall stringently follow the provisions of Republic Act no. 7438 or the act defining the rights of persons arrested, detained or under custodial investigation.

4. Shall strictly obey the provisions of Republic Act no.

9745 or the “Anti-torture act of 2009.”

The Don’ts 1. The police and military personnel cannot effect warrantless arrests outside the circumstances provided under section 5, rule 113 of the Rules of Court.

2. No arrested or detained person should be charged beyond the period of three days.

After the lapse of three-day period the detained/arrested person shall be released.

3. Civilians cannot be tried in military tribunals.

The declaration of martial law does not suspend the functioning of the civil courts and the legislative assemblies.

4. No violations of constitutional rights of a person.

The constitutional guarantees under the bill of rights remain to be operative and continue to accord the people of its mandate of protection.

5. No violations of the basic rights of the people.

6. The declaration does not impair the right to bail.

7. Implementation cannot be extended for more than 60 days unless extended by Congress upon the initiative of the president.

Guidelines for Dabawenyos A day after the declaration of martial law, Davao City Mayor Sara Duterte-Carpio placed the city “on lockdown” but latter revised it to a “holdand-secure situation.” Thereafter, the city government released guidelines for residents while the martial law is in effect:

General We will implement a “Hold and Secure” method in ensuring the security of our people. Call 911 immediately to report suspicious-looking persons, materials and actions by group of persons. Exercise prudence in planning your activities.

Travel Travel to and from Davao City is discouraged, as well as in other places in Mindanao, unless there is an urgent matter that needs to be attended to. Do not leave your residence if you do not have business or matters to attend outside. Traveling via motorcycle convoys is discouraged.

Crowded places, churches and concerted activities Avoid crowded places. Religious activities are

encouraged to be conducted during daytime. Muslims observing Ramadan are encouraged to hold their activities inside mosques and residences. All rallies and large-group activities should have permits from the local government.

Checkpoints Ensure that you have updated vehicle registration papers, and driver’s licenses. Ensure that you have valid and existing licenses for your guns [License to Own and Posses Firearm (“LTOPF”) and Permit to Carry (“PTC”)]. Cooperate with the AFP and PNP personnel conducting checkpoints. Familiarize yourself with the contents of your own baggage. Do not accept baggage from strangers.

In the conduct of checkpoints, turn off your headlights and turn on your overhead lights during inspection. Allow the inspectors to smoothly make the inspections. Always bring a valid personal identification document.

Minors and evenings Minors are extremely discouraged to go out of their residences except when accompanied by adults. Avoid going out late at night and consuming excessive alcohol. Buddy system is encouraged to those who work at night especially during travel to and from work. We encourage that you conduct your personal activities in the daytime. Loitering in all areas is discouraged.

Personal belongings Do not leave bags and other personal belongings unattended. Do not leave your cars unattended for a long time. Do not retain large sums of money in your residences.

Business establishments and schools Business establishments and schools are required to create emergency plans for their respective premises. Business establishments and schools are encouraged to invest in private security, modern security equipment and fire extinguishing equipment. Do not retain large sums of money in your premises. Schools are encouraged to implement tighter security measures by properly screening guests.

Tourists and tourism activities Tourists are discouraged from going to areas that are not included among the main tourism areas of the city. Always bring with you your passports and other proofs of identification. #

She allayed fears of possible abuses from military and police personnel assigned in the province during the 60-day martial law saying “they have proven to be responsible all these years.”

Fuentes said declaration of martial law in the entire Mindanao as a necessary move to address the worsening problem on terrorism.

IO Olympics 2016 weightlifting silver medalist Hidilyn Diaz told some 500 participants of the Summer Children’s Games 2017, which opened at the Almendras Gym Davao City Recreation Center here yesterday, that there are many opportunities that await them should they pursue life as an athlete.

We know that the conflict is not easy to resolve but every Mindanaoan should make peacekeeping efforts a part of his or her daily life.

Any unusual movements in the area, armed or not armed, should be reported immediately to the authorities.

All Mindanaoans, young and old, deserve a peaceful way of life.

Every Mindanaoan deserve to enjoy sports, any time of the day, in every city, in every province.

EARS ago, then president of Adidas Philippines Philip Go expressed his apprehension to come to Davao citing that it is “magulo sa Mindanao”.

Oh yes, Davao is in Mindanao and the late manong Vic Sai, the Davao organizer, assured him repeatedly that everything will be just fine.

And so the Adidas Streetball came to Davao that time and the year after and every year. Many thanks, of course, to the peace and order program of Mayor Rodrigo R. Duterte.

Philippine Sports Commission consultant Dr.Henry Daut had a different story, though.

The PSC event was held in Marawi City, miles and miles away from Davao, and the Maute Group wrought havoc to the city.

It is but natural that every coach, athlete and PSC official will be scared because what happened was unexpected.

Days prior to the event, Dr.Daut assured the participants that Marawi is peaceful.

Unfortunately, he was wrong.

ORNOK Mangosong of Davao City bagged this year’s Diamond Motors Supercross after ruling the final leg on Saturday at the Mx Messiah Fairgrounds in Taytay, Rizal.

The 25-year-old rider was way ahead in the PTT Pro Open Production division with a total of 94 points after winning the fourth leg last May 13 going into last Saturday’s final.

JC Rellosa was in second place with 82 points followed by Jeri-

ck Mitra with 74 points prior to the finale.

Despite his lead, Mangosong remained cautious knowing that anything can happen.

His ploy worked.

Mangosong, who injured his hand during practice in the fourth leg, cemented his reign
