Criminal, civil suits readied in NCCC fire

T

HE Inter-Agency Anti-Arson Task Force of the Bureau of Fire Protection (BFP) investigating the December 23 fire that hit the NCCC Mall Davao at the corner of McArthur Highway and Ma-a Road in Davao City is now determining what criminal, civil and administrative charges will be filed against persons and establishments found responsible for the catastrophe that resulted in death of 38 persons.

This was learned from Jerry D. Candido, head and spokesperson of the BFP task force, in a statement made to Davao reporters after the task force’s �inal walk-through at the �ire scene yesterday.

Candido said the focus of the task force now is to determine who are liable in the re-

cent deadly �ire which lasted for 31 hours that ate up property worth P1.6 billion, aside from the fatalities, mostly call center agents, with one body still missing.

Right after the task force has sorted the needed documentary evidence, Candido said, they can already an-

nounce the speci�ic charges that may be �iled against speci�ic persons and entities.

ANILA -- Presidential Communications Operations Of�ice (PCOO) Secretary Martin Andanar assured Thursday that the midterm elections will push through as scheduled in 2019.

Andanar made this clari�ication after House Speaker Pantaleon Alvarez �loated an idea of no-election scenario in 2019 under the proposed charter change shifting the system of government from unitary to federal.

“The 2019 elections will push through. It is stated in the law,” Andanar said in a television interview with morning

show ‘Unang Hirit’.

Andanar also said the move to change the form of government to federalism will continue, hoping it will be done within the term of President Rodrigo Duterte.

“This (shift to) federalism will push through because it is one of the campaign promises of President Duterte. So we will try within his term.

We just don’t know what year,” Andanar said.

Presidential spokesperson Harry Roque said President Duterte is mandated by law to hold the next elections.

‘No-el,’term extension won’t help shift to federalism: Lacson

ANILA -- Senator Pan�ilo Lacson on Thursday said that recent statements released by the two leaders of the Congress --Senate President Aquilino Pimentel III and House Speaker Pantaleon Alvarez -�loating a possible no elections and term extension scenario would not help their advocacy to shift to a federal form of government.

Lacson made this remark after both Pimentel and Alvarez on Wednesday raised the possibility of a term extension for President Rodrigo Duterte and no elections if federalism should

push through.

He said that opposition lawmakers do not even need to “invent the best antidote to Charter change.”

“No less than the two leaders of both houses of Congress have started campaigning against it, albeit subliminally,” Lacson said referring to Pimentel and Alvarez.

“Floating a no-el and term extension scenario, as recent history would suggest, won’t help their advocacy to shift to a federal form of government, inevitably via an amendment of the Constitution,” he added. (PNA)

Roque said that the termination of Amaro was due to the excessive travels abroad.

“On December 22, 2017 the Of�ice of the President

received a complaint from the employees of MARINA complaining that administrator Amaro has had 11 foreign trips in 2017 alone,” he said.

He said that the President ordered an investigation. The Department of Transportation provided the Of�ice of the President with the list of travels of Amaro.

“It turned out that the complaint of the employees

was wrong because what the employees said that Mr. Amaro made 11 trips in 2017 alone. The DOT reported that Mr. Amaro in fact made 18 of�icial travels in 2017,” he said.

He also mentioned that Amaro made six of�icial trips in 2016 which made it a total of 24 foreign travels since he was appointed MARINA administrator.

The announcement should have been made on January 3, but Roque was asked by the Malacanan Palace to delay it for one day.

“The point of the President is we have to be selective

with the trips that we will take and de�initely 24 travels is excessive,” he said.

Roque said that only three of that 24 travels are sponsored by the organizers the rest were paid for by the Philippine Government and almost in all the trips Amaro received honoraria.

Let this be a reminder to all government of�icials that the President is serious with his mandate that they should live a modest life and they should be true to their calling and they should avoid unnecessary travel, he added.

Sango expired while being treated at the Zamboanga City Medical Center (ZCMC) while

Jufer was declared dead on arrival at the same hospital.

Three of the �ive wounded were identi�ied as follows: Paul Simbulaan, 40; Arnel Malanao, 15; and, Joey Sandigon, 18. They were admitted at the ZCMC. Investigation showed Antugon, an employee of Sirawai Plywood and Lumber Corporation, found a mortar shell at the side of the road and brought it

to the employees’ quarters.

Antugon allegedly grabbed a stone and tinkered the mortar shell until it exploded instantly killing six people of the eight fatalities.

Galvez said the police of Sirawai town are conducting an in-depth probe to determine whether the mortar shell was intentionally placed at the roadside and who were the people behind it. (PNA)

Electrical short circuit caused fire: probers

he Inter-Agency Anti-Arson Task Force (IATF) has confirmed that electrical short circuit caused the huge fire at NCCC Davao Mall Fire on December 23 which took 38 lives and ate up valuable property and merchandize estimated to be worth P1.6 billion.

This was bared by IATF spokesperson Fire Sr. Supt. Jerome Candido in a telephone interview on Thursday.

“Our short circuit theory

is now con�irmed through a scienti�ic proof found after conducting tests in the agency’s arson Laboratory,” Candido said.

Candido said on Wednesday night, the IATF received result of the arson laboratory test from the physical pieces of evidence gathered from the �ire razed mall. The pieces of evidence pointed positively to electrical short-circuit as the cause.

ANILA - President Rodrigo Duterte on Wednesday gave a “lecture” to police and �ire of�icers, his close aide said, following a string of mishaps that include a bungled police pursuit in Mandaluyong City and a blaze in his home city that left dozens dead.

Go said the President gave the �ire�ighters a “lecture regarding 911 emergency responses.” The Chief

Executive also delivered a talk to police of�icers, but Go did not elaborate what it was about.

He said Interior Undersecretary Eduardo Año and other high-ranking of�icials from the Bureau of Fire Protection, Davao City Police, and the Philippine National Police-Highway Patrol Group (PNP-HPG) were also present in the meeting.

Duterte gathered the police and �ire agencies in the wake of a string of incidents which exposed weaknesses in government’s emergency response capabilities.

A mall in Duterte’s native Davao City was recently hit by �ire, claiming 38 lives.

7-day TDF rate down this week

ANILA -- Rate of the central bank’s seven-day Term Deposit Facility (TDF) fell Wednesday even as bids for the facility were more than twice the PHP40 billion offering.

Data released by the Bangko Sentral ng Pilipinas (BSP) showed that weighted average accepted yield of the facility declined to 3.3654 percent from 3.3995 percent during the auction on Dec. 27, 2017.

Tenders reached PHP95.55 billion, more than the PHP59.808 billion bids in the previous auction.

However, bid coverage

For the third week in a row, the central bank did not offer the 28-day facility due to sustained undersubscription in the past weeks.

BSP Deputy Governor Diwa Guinigundo earlier said they are in talks with bank of�icials on the possibility of introducing a third TDF tenor as suggested by banks.

Once the plan pushes through, the third TDF tenor would be shorter than 28 days but longer than seven days, he said. (PNA)

Cusi has invited the oil companies to meet with his department on Wednesday to clarify the mechanisms in the implementation of the new tax law.

Cusi stressed that the additional excise tax on fuel under TRAIN should not affect the prices of old stocks of oil �irms, including their stocks under the 15-day Minimum Inventory Requirement.

“As directed by President Duterte, the government taxes should not pro�it the companies, because these are all intended for the services of the government to the public and the public alone,” the energy chief said.

In a press conference at the DOE in Taguig on Wednesday, Energy Undersecretary Felix William Fuentebella explained that under the TRAIN

law, the excise tax will be collected on a per liter basis for gasoline, diesel, kerosene, and fuel oils, while the excise tax for LPG will be collected per kilogram.

Cusi said the oil companies had willingly agreed to submit their stock inventories as of the cut-off date of December 31, 2017 under a notarized document to the DOE. The oil companies also concurred to share their data on their sales to the dealers/ retailers to determine which stocks will be affected by the excise tax.

“We have to make an effort to make sure that the declared stockpiles are accurate and the DOE will come up with public advisories to let the public know that an increase is imminent,” Fuentebella explained.

Assistant Secretary Bodie Pulido of the Oil Industry and Management Bureau said: “It would have been simpler if we just issued a date but it

would prejudice the consuming public and the government because the oil companies are like collecting agencies. If we don’t take the time to �ind out the actual stock inventory of oil companies, we might end up in a situation, where some companies might incur losses while some make a pro�it.”

For further transparency, the oil companies will also require their retailers to post what the products will be charged with excise tax and when it will be implemented.

Cusi said the DOE and other concerned government agencies would conduct random audit and monitoring activities on the compliance with TRAIN, both in the depot/ re�inery and the retail level or gasoline stations.

PEZA Director General Charito Plaza said the agency eyes for a “reverse trade fair” this year, where importation of PEZA-registered companies would be displayed for local suppliers to offer their products to these PEZA �irms.

“We will display all the importations of our industries for local suppliers to know that these importations are actually available in the country,” said Plaza.

“What’s the goal of PEZA? To minimize the import dependence of our industries and to encourage new industries or complimentary industries that would manufacture or process these available raw materials with us,” she added.

Public Relations Group Manager Elmer San Pascual said that only 20 to 25 percent of raw materials used by PEZA-registered companies are being sourced in the Philippines while the rest are imported.

Plaza further said this trade show targets to expand business capability of local industries by supplying to multinational companies in PEZA. She added that this would also help PEZA-registered �irms to lower their production costs as they would hike local sourcing of raw materials.

“PEZA-registered companies have access to cheaper labor here as well as tax- and duty-free importation. So now, we want to improve the supply chain capability of the country,” Plaza said in Filipino. (PNA)

New oil excise taxes not license for profiteering SBS acquires warehouse

he Department of Energy (DOE) warned industry players against using the new excise tax on oil under the Tax Reform for Acceleration and Inclusion (TRAIN) law to jack up prices.

The department said the implementation of the new law would not automatically raise oil prices in the �irst month of the year.

Energy Secretary Alfonso Cusi assured the public in a statement on Wednesday that the DOE is keeping a close watch over oil �irms to prevent possible pro�iteering over the implementation of the TRAIN law.

The DOE explained that no oil excise taxes should be collected within the �irst �ifteen days of the year and no excise tax should be collected on lique�ied petroleum gas within the �irst seven days.

ANILA - Listed chemical trader-distributor SBS Philippines Corp. has signed a deal with The Coca Cola Export Corp. (TCCEC) to acquire a 4.7-hectare warehouse facility complex located in Calamba City in Laguna province for PHP520 million.

SBS, through its subsidiary, Lence Holdings Corp., entered into a share and asset purchase agreements with TCCEC and its related parties last week for the 100-percent equity interests of Benesale Land Inc., the owner of the facility.

“The facility will principally be used in the warehouse and distribution operations of the corporation to serve as a key distribution center for regional market customers south of Metro Manila,” it told the local bourse.

Under the share purchase

agreement, LHC will acquire a total of 27,000 BLI shares, representing the total outstanding capital stock of BLI. Under the asset purchase agreement, LHC will acquire buildings, property improvements and machinery, including the warehouses, freezer and cold storage buildings, and other facilities owned by TCCEC. The purchase price for the stock and asset sale is payable in full on completion date which is targeted this January 29, subject to the satisfactory completion of the closing requirements by the parties.

“It is expected that the transaction will result to some gains from the real estate investments and operational enhancements to be generated which will grow and diversify the corporation’s income streams in the future,” the company added. (PNA)

ANILA -- An official of First Metro Investment Corp. (FMIC) welcomes the news about the possibility of the Bangko Sentral ng Pilipinas (BSP) introducing a third Term Deposit Facility (TDF) tenor, citing that this will be an additional option for banks to temporarily keep their excess funds.

In an interview, FMIC Senior Vice President Christopher Ma. Carmelo Y. Salazar said the third tenor would probably be a 14-day facility since it is between the current seven-day and 28-day facilities.

He said this tenor “could be more viable than

the 28 days because market is looking for shortterm.”

“After all it’s just excess fund at the moment. They just want to park it somewhere to earn but you don’t want to tie it up there for a long time,” he told journalists after FMIC’s econo.(PNA)

He added that DTI is con�irming with soft drink companies on their inventories and buffer stocks.

“If so, we can mandate SSB prices at retail not to change until Jan. 15,” he noted.

Under the TRAIN Act, beverages using caloric and non-caloric sweeteners now have PHP6 per liter SSB tax

while those using high fructose corn syrup has rate of PHP12 per liter.

Moreover, Lopez said TRAIN law’s impact to in�lation would be minimal.

“This is validated by the fact that the increase brought about by excise tax is about 7 to 8 percent and the fuel and transport cost as percentage of production cost is less than 5 percent.

Thus, effect would be around 0.4 percent,” he said.

“Manufacturers and retailers should not increase prices.

We watch out for hoarders and pro�iteers. We monitor closely price changes and also ensures prices are below SRPs (suggested retail prices),” said Lopez.

DTI bolsters market monitoring with TRAIN law

ANILA -- The Department of Trade and Industry (DTI) said the excise tax on petroleum products and tax on sugar-sweetened beverage (SSB) as provided for under the Tax Reform for Acceleration and Inclusion (TRAIN) Act should not yet impact on prices of fuel and sweetened beverages.

In a text message Wednesday, DTI Secretary Ramon Lopez told reporters that current supplies of petroleum products and sugar-sweetened beverages are still from the period before the new tax law took effect.

TRAIN law took effect on New Year’s Day. “No impact yet on gas stations. They carry inventory,

typically two to three weeks, of old costing without excise tax,” Lopez said.

“The increase yesterday due to the usual ups and downs of world oil prices which petroleum companies announce from time to time,” he added.

Oil �irms hiked pump prices Tuesday by 20 centavos for gasoline and 65 centavos for diesel.

The TRAIN law slaps diesel fuel with PHP2.50 per liter excise tax while PHP7 per liter for regular and unleaded premium gasoline.

“DOE (Department of Energy) covers monitoring of gas station prices, but DTI can coordinate with them for monitoring or receiving consumer com-

In a press brie�ing in Makati City, UA&P Economist Victor Abola said the peso will depreciate due to the widely anticipated interest rate hike in the United States.

“Basically, there are two factors: the pull factor and

the push factor. One, the US economy is strengthening and then, of course, interest rates there will rise,” he said.

“That will attract capital �lows into the country also as a need to fund their infrastructure spending and that’s going to be in all countries. I guess we’ll just have to cope with that,” the economist said.

The US Federal Open Market Committee (FOMC) is highly anticipated to raise the federal fund rates this year.

Pernia says inflation to hit 4.2% as tax reform law bites in 2018

n�lation is expected to accelerate by 100 basis points or 1 percentage point this year as a result of the new tax reform law, the country’s chief economist said on Thursday.

Sa average in�lation rate sa 2017 3.2 ... magiging 4.2 sa 2018,” National Economic and Development Authority (NEDA) chief and Socioeconomic Planning Secretary Ernesto Pernia said in an interview on GMA News’ “News to Go.”

Pernia, however, does not think that faster in�lation would be a long-term impact of the tax reform initiative.

“But then immediate effect ‘yon o short-term effect, mag-dissipate din ‘yon, liliit overtime. By 2022, mawala na ‘yung in�lationary effect o minimal, negligible na lang by 2022,” he said.

President Rodrigo Duterte signed into law the TRAIN bill or Republic Act No. 10963 last December 19. The tax reform law embodies the �irst package of the Duterte administration’s comprehensive tax reform program.

O

n September 7, 2015, 36-year-old Bernie Apal and his two companions were on their way to the barangay hall of Sibulan in Santa Cruz, Davao del Sur to get residence certi�icate. They tried to follow the short-cut way instead of the usual road going to the place.

The area was covered with trees as it was located in the foothills of Mount Apo, the country’s highest peak. The three were talking while walking when Apal saw a bird that was entangled in tree-roots and was wrapped with perennial vine. Even though the bird was in a cliff, Apal decided to rescue it.

Apal, a Bagobo-Tagabawa farmer, thought the bird was dying as it was unresponsive and scrawny. The bird’s left eye was also injured as a result of trying to escape from the vine. It was assumed the bird was hunting for food when it got itself strapped in the perennial vines that grow near the roots of trees.

Apal had to walk for three hours to reach the barangay hall; he immediately turned over the bird to the authorities.

The barangay captain contacted Hedcor, which operates a run-of-river hydropower plant in the area, and asked to do something to save the bird.

Hedcor immediately bought the bird – which was identi�ied later on as a Pinsker’s hawk-eagle – to the Malagos Garden Resort, where Dr. Roberto “Bo” Puentespina, Jr. maintains a sanctuary for rescued birds.

When Dr. Bo saw the bird, he was adamant at �irst. The survival was slim at the bird was suffering from dehydration and starvation. Fortunately, Dr. Bo nursed the hawk-eagle back to health and provided vitamins and medication.

After 37 days of intensive care, the hawk-eagle was released in the area where it was rescued.

Rich heritage Birdlife International has identi�ied 604 bird species found in the country – that’s 6% of the world’s total number of known birds. A third of the bird species are endemic or can only be found in the Philippines.

“Most Filipinos don’t know what a rich heritage they have in birds,” said Dr. Desmond Allen, a British ornithologist and conservationist who visited the country some years back.

But he was surprised not seeing a single wild bird during his brief stopover in Zamboanga City from Tawi-Tawi and Sulu.

“I haven’t seen a maya,” he was quoted as saying. He added that the Philippines, biologically speaking, is a rich country. “I hope today’s gener-

ation can do something about it for their great-great-grandchildren,” he pointed out.

In its most recent “State of the World’s Birds” report, Birdlife International singled out the Philippines as one of the four countries in Asia with the highest numbers of globally threatened birds (the other three are Indonesia, China and India).

The Philippine eagle is perhaps the most famous.

Most of these eagles are found in Mindanao. The bird, however, can also be seen in Luzon, in the provinces of Isabela, Nueva Vizcaya, Aurora and Quezon, particularly in the forests of the Sierra Madre. The eagle also used to exist in Samar and Leyte.

In the early 1900s, thousands of the Philippine eagles had been seen �lying in Mindanao forests. Today, only less than a thousand eagles remain, most of them can be found at the Philippine Eagle Center in Malagos, Davao City.

The International Union for Conservation of Nature (IUCN) listed the Philippine Eagle (“Pithecophaga jefferyi”) along with Blue-naped parrot (“Tanygnathus lucionesis”) and Rufous hornbill (“Buceros hydrocorax”), as endangered species, which means the bird is in “danger of extinction.”

The Pinsker’s hawk-eagle, which Apal saved, is considered a threatened species or its population has been highly depleted to the minimum, below which the species or subspecies could become extinct.

Also listed by IUCN as threatened species are Bagobo babbler, black-faced spoonbill, blue-breasted �lycatcher, blue-caped king�isher, Cebu black shama, celestial blue monarch, Chinese egret, grey imperial pigeon, Japanese bittern, Japanese yellow bunting, long-billed creeper, Luzon wren-babbler, Mindanao parrot�inch, Mindoro bleeding heart pigeon, Negros fruit dove, Negros bleeding heart pigeon, Negros tree babbler, Nicobar pigeon, Philippine water redstart, short-crested monarch, spot-billed Pelican, Sulu bleeding heart pigeon, Sulu hornbill and white-throated jungle �lycatcher.

Importance of birds Why so much ado about birds? “As highly developed animals, birds are sensitive and responsive that excite interest and inquiry,” Haribon Foundation says. “Because birds are so conspicuous, they serve as excellent monitors of the natural environment.”

According to Haribon, in places where birds are thriving, the environment is normal and healthy. “When they are declining in number and fail to breed successfully, the environment is probably af�licted by several or a combination of

factors,” it says.

Different bird species, Haribon opines, have various roles in maintaining the ecological balance of the environment. Most, however, are responsible for the biological control of other “undesirable” animals which are often considered pests.

Birds like the Mindoro �lowerpecker, for instance, are responsible for the pollination of �lowers and the scattering of seeds of fruits they eat. They feed mainly on nectar and fruits.

Birds of prey such as owls, eagles and hawks keep the population of rats down to a desirable number. Insects, which are often responsible for the destruction of crops, are preyed on by insect-eating birds like Brown Shrike.

The main culprit: deforestation Ornithologists and conservationists blamed deforestation as the primary culprit on why birds in the country are facing extinction. “The State of Philippines Birds,” published

by Haribon Foundation and Birdlife International, said that about 67% of the country’s birds spend their life or part of their life in a tropical forest.

In the 1920s, forest still covered 18 million hectares of 60% of the country’s total land area of 30 million hectares. It went down to 50% (15 million hectares) in the 1950s.

In 1963, the UN Food and Agriculture Organization published data that placed forest cover of the country at 40% (12 million hectares).

In 1987, the Swedish Space Corporation put forest cover in the country at 23% (6.9 million hectares). “At the end of the 1980s, out of the 34 major islands that had been very densely forested at the beginning of the century, 24 islands had now less than 10% forest cover,” a booklet published by Environmental Science for Social Change (ESSC) reported.

“At present, only 18% of the original forest remains and old-growth forests continue to diminish,” reports the Biodiversity of Management Bureau (BMB), a line agency of the Department of Environment and Natural Resources (DENR).

Without the forests, the birds will fade away into oblivion. “When an ecosystem has been dramatically changed by human activities, it may no longer be able to provide the food, water, cover, and places to raise their young,” the BMB states. “Every day, there are fewer places that wildlife can call home.”

In Cebu, which has completely lost its primary forest, one species and several subspecies have reportedly joined the dodo into extinction.

Dodo, a turkey-sized �light-

less bird with strong legs and a big bill, used to inhabit the island of Mauritius until it succumbed to the depredations of settlers. The last dodo died around 1681.

The status of the endangered Philippine eagle is another case in point. Studies have shown that a pair of Philippine eagle needs at least 7,000 to 13,000 hectares of forest as a nesting territory.

“The Philippine eagle has become a critically endangered species because the loss of the forest had made it lose its natural habitat,” said Dennis Salvador, the executive director of the Philippine Eagle Center.

Other culprits Aside from deforestation, other causes of the decline of bird populations in the country include farming, use of pesticides and the damming of rivers. A lot of birds are also caught for meat.

Hunting has also contributed to the decimation of several bird species. Many birds are consistently caught for meat. Last year, there was a news report of seven men who were illegally hunting wild Philippine ducks inside a protected area in Pantabangan town in Nueva Ecija.

Philippine birds are also affected by trade and unregulated collection

from the wild. “There is a big demand for birds of prey,” reports Haribon. One of the most commonly-traded bird is the Philippine peacock pheasant.

This endemic bird of Palawan forests is said to have very low productive rates, laying only two eggs to a clutch, making any recovery very slow.

Saving birds “We regret losing something when it is already gone,” so goes a familiar saying. If the usual disruptive trend to the country’s bird species countries, the maxim might well prove true for diminishing legacy of the Philippines.

“It is about time that we, Filipinos, should s t o p maki n g

ourselves intentionally blind to the real status of our wildlife resources,” Dr. Dioscoro Rabor, a wildlife expert, said years ago. “We should face the fact that our country is no longer rich in forests and consequently, of wildlife which used to be a normal component of our forests.”

In 1990, the environment department started the Philippine Raptors Conservation Program to help conserve the country’s wildlife resources, particularly the Philippine eagle and other raptors. “The program evolved in the wake of increasing awareness towards the conservation of the critically-endangered Philippine eagle and other raptors,” the BMB says.

Dr. Theresa Mundita Lim, the BMB director, offers this statement on why Filipinos should save the Philippine birds from disappearing this part of the world.

“We are a high-biodiversity country, that some of our unique bird species have been part of our natural heritage. If they disappear, part of us will actually disappear along with them.”

he Philippines’ thrust on infrastructure build-up is paying off handsome dividends.

The country’s gross domestic product (GDP) is expected to accelerate for 2017 and 2018.

GDP growth forecasts for the country has resulted to upgrades by the Asian Development Bank (ADB) based on the surge of the government’s infrastructure program. Another bright spot for the country is the fact that the ADB sees the country to remain the fastest growing economy in the Southeast Asia region. The ADB raised the Philippine Gross Domestic Product (GDP)growth forecasts from 6.5 percent to 6.7 percent for 2017,

and from 6.7 percent to 6.8 percent for 2018.

The Philippines and ASEAN neighbor Vietnam are expected to reach the same growth level this year. In 2018, the country, however, is forecast to outpace Vietnam with GDP growing by 6.7 percent. The Philippine economy expanded by 6.7 percent in the �irst three quarters of 2017 on accelerating investment and robust consumption.

At the rate it is performing, the government is on track to achieve its target of spending 5.3 percent of GDP on public infrastructure this year.

That will be something to look forward to in 2018.

The coming “rural stimulus” of TRAIN and the Marawi rebuild

A

s The estimated 4.7 million salaried taxpayers will no longer be required to shell out a minimum of 5,000 to 7,000 pesos in taxes starting in January 2018, thoughts of stimulus race through the mind.

Position this in a small town in rural Philippines and this stimulus has immediate effect. Consider just twenty of these salaried individuals in a small, very rural town like, say , Don Salvador Benedicto in Negros Occidental, or Upi Maguindanao, or a small town in Ifugao Province.

This represents something like 140,000 pesos to the monthly cash circulating in these parts.

Where do these go? For

E

very Christmas season, some Non-Muslims particularly Christians �ind it somewhat dif�icult to accept that Muslims do not celebrate Christmas in unity with the whole world when even the Buddhist or Hindus who do not worship Jesus celebrate it too.

Some even think that maybe the Muslims hate Jesus or maybe the Muslims are really antichrists.

Here are some concise points of what Muslims believe about Jesus according to the teachings of Islam with all due respect to your personal belief about Jesus Christ.

JESUS, ONE OF THE GREATEST PROPHETS OF ALLAH Allah said in the Quran, “And mention, O Muhammad, when We took from the prophets their covenant and from you and from Noah and Abraham and Moses and Jesus, the son of Mary; and We took from them a solemn covenant.” ~Quran 33:7 The �ive prophets mentioned in this verse are the prophets who are known as Ulul ‘Azmi minar Rusul or the �ive Messengers who have the strongest determination in calling people to Islam and upholding the truth.

Jesus is one of the greatest prophets and messengers of Allah. Muslims and Christians both attest to that. Muslims believe that the original Bible was sent down to him. Muslims believe that an original scripture

Another proof of this is upon becoming a Muslim, a NonMuslim especially a Christian has to say, ‘I bear witness that there is no god worthy of being worshipped except Allah and Muhammad is His slave and Messenger and I bear that Eisa the son of Mary is slave of Allah and His prophet, and His word that He has brought upon Mary and the spirit from Him.’ MIRACLES OF JESUS Muslims believe that Jesus performed miracles such as healing the sick, feeding large number people by making little food enough for them and of course, giving life to the dead.

Muslims believe in it too, except that we believe that it was done with the permission of Allah and not because of his divinity or being the son of God. Allah said in the Quran, “Jesus will be a messenger to the Children of Israel, who will

The result is a broadening of trade, and the opportunities it brings.

Already, the NEDA predicts that this stimulus, at a minimum, will create a .5% increase in our GDP by 2022.

The other economies of Mindanao retain bright prospects, with ARMM promising high growth in 2018 on the back of the billions promised to restore

war torn Marawi. Just like what happened to Tacloban in the aftermath of Typhoon Yolanda, a spike in local economic growth rates took place as aid funds and restoration activities hiked economic activity.

Already, the work of NGOs and Civil Society partners to transfer cash and relief, restart schools and other bene�icial activities is being seen, on top of the thousand or so houses ready for occupancy.

But unlike Tacloban, we do not hear of funds diverted to political work, nor do we suspect that this money is diverted to extremists or corrupted by evil. We hope the bene�icial work continues.

THE MIRACULOUS BIRTH OF JESUS IS NOT A SIGN OF HIS DIVINITY Allah said in the Quran, “The similitude of Jesus before Allah is like that of Adam, He created him from dust then said to him, ‘Be.’ And he was created.” ~Quran 3:59 This verse means that there is nothing special about Jesus being born without a father as Adam’s creation is more complex than that of Jesus and Allah could create humans however He wished.

JESUS DID NOT ORDER THAT HE SHOULD BE WORSHIPPED Allah said in the Quran, “And beware of the Day when Allah will say, “O Jesus, Son of Mary, did you say to the people, ‘Take me and my mother as deities besides Allah ?’” He will say, “Exalted are You! It was not for me to say that to which I have no right. If I had said it, You would have known it. You know what is within myself, and I do not know what is within Yourself. Indeed, it is You who is Knower of the unseen.” ~Quran 5:116 Similarly, there is no direct text in the Bible that Jesus orders us to worship him. All texts that are being used as proof of his divinity are all misinterpreted text and do not imply direct meaning.

WE SHOULD NOT BE EXTREME IN OUR LOVE FOR THE PROPHETS

Allah said in the Quran, “Oh People of the Book, don’t go extreme in your religion and do not say about God except the Truth. Indeed, the Messiah Jesus the son of Mary is the Messenger of God, His Word revealed on Mary, and a spirit sent from Him” ~Quran 4: 171 Prophet Muhammad said in a Hadith narrated by Imam Al Bukhari, “Do not exaggerate in praising me like the Christians have exaggerated in praising Jesus the son of Mary. Rather, say that I’m the Servant of God and His Messenger” GOD DID NOT HAVE A SON Allah said in the Quran, “Say, O Muhammad, Allah is One. He is Self-suf�icient. He was neither any son nor was He born.

And there is nothing like unto Him.” ~Quran 112:1-4 This is a brief account of what Muslims believe about Jesus. This may not be much but at least may have clari�ied to you that Muslims do not hate Jesus, we are simply giving him proper love and respect without the extreme love of the Christians with regards to him and also without the extreme hate of the Jews against him. The Muslims are in between these two.

To conclude, no Muslim could be considered a real Muslim unless he loves Jesus Christ.

Candido said that for the liability of the BFP-Davao, a number of its responsible of�icials could be charged with three cases which are criminal, civil, and administrative in nature.

The task force is also trying to know the name of the contractor who conducted repair at the third �loor of the mall when the �ire erupted, the BFP of�icial said.

The cases will be �iled by the Interagency Anti-Arson Task Force, which is composed of the Department of Interior and Local Government (DILG), BFP, National Bureau of Investigation (NBI), Department of Justice (DOJ), and Criminal Investigation and Detection Group XI (CIDG XI).

It was reported that the Department of Labor and Employment (DOLE) under Secretary Silvestre H. Bello III is conducting its own inquiry.

Bello was reported to have approved a budget of P30 million to assist relatives of the workers who are �ire victims.

The task force spokesperson said they are targeting to �inish collecting documents and �inalization of reports within the week.

“However, if we cannot make it, we will try on the second week of January but our target is within the week,” he said.

Candido said the investigation covered so many aspects: cause of �ire, reason why people were trapped, �ire�ighting operation conducted, determination of liabilities of different people involved whom maybe the �ire�ighters and the �ire inspectors, district �ire marshal, �ire station commander, NCCC mall owners, SSI owner and the contractor conducting repair in the third �loor.

He said they have already received last Wednesday night laboratory test results for the cause of �ire from different pieces of evidence brought to the arson laboratory.

He said the result states among others that it is positive for traces of electrical short circuiting in the furniture section of the mall’s third �loor.

As part of the procedure, Candido said they brought to the arson laboratory the burnt debris or ashes to determine the presence of �lammable liquid that could be used, however, the result yielded negative of any accelerant at the point of origin, leading them to disregard the angle of arson.

He said the “angle of arson is totally disregarded. In fact we can now �inally say that the cause of �ire is electrical short circuit. We have scienti�ic proof that indeed there was a short circuit that took place in the ceiling portion of the alley in the furniture section on the third �loor,” Candido said.

He said the point of origin was the ceiling portion of the third �loor.

“We’re almost done and just a matter of writing it since we have already received last night the laboratory test results,” he said.

Candido earlier alleged that there were violations noted in the building of the mall like the delayed warning during �ire. He charged the warning came very late because the �ire detection and alarm system of the mall is not connected all throughout the building particularly in the SSI portion.

“It means their alarm systems are not interconnected and we can also establish that at the time of �ire their automatic alarm system did not function. It was manually operated because the �loor control valve was already turned off,” he said.

Candido also said that the exits were not compliant with the �ire code, adding there were openings in the vertical exits while the horizontal exits were not fully enclosed and the door and �ire doors are swing doors and not heat proof and smoke proof.

“The worst is at the ceiling portion of their exit there was also an opening na parang naging highway ng smoke.

Candido said the task force will reveal its recommendation right after they shall have completed the investigation.

“Later on we will announce the people who will be liable of the incident and our recommendations to prevent this kind of tragedy in the future,” he said

Approved story pitches will receive funding of up to P20,000.

After the selected stories shall have been published, there will be a media workshop where grantees shall recall their experiences, challenges met and insights gained from putting together their funded .

The mental waves of Dave Pesidas SINCE I WAS A TYKE, I have always been interested in the supernatural. Sure, Noli de Castro’s Halloween special on “Magandang Gabi Bayan” (God, I miss that show!) have made me cry that one time, nonetheless, I was crying with fear while my little terrified eyes stayed glued to the television—unable to look away as the unknown was so intriguing to me. It still is.

I just have an adultsized appreciation and respect for it now. I marvel at classic macabre artists like Edgar Allan Poe and H.P. Lovecraft and their successors like, R.L. Stine and Stephen King, who they have inspired. And while horror stories were well accepted orally and had a slight resistance in its transformation on paper, it was pretty much an underground scene when it got translated into film.

The father of this movement is considered to be Yevgeny Yufit, a Russian artist and filmmaker that

all people have conclusions and judgments on, much like how they view my works—they judge it at face value without digging into their deeper meanings. While “wabi-

I also always lose whenever I joined the Petron or Shell art contests since I could never get in line with their themes as well, but hopefully this coming Metro Bank contest might give me my break since they don’t require any specific subject. The art scene here in Davao is quite difficult since I find that there is lack of support in galleries and majority of the market are still too conservative and close-minded. I believe that our local government, along with art institutions, should create more murals and art installations since training society’s malleability of mind is where it can all begin,” the artist shares.

The TWG focused �irst on Class 2 and 3 which constitute about 60 percent of PUVs needed for the more than 200,000 jeepneys that are more than �ifteen years old that needed to be upgraded”, Mills said.

“Approved was BPS PNS 2126:2017 to cover their dimensional limits which was made the basis for the various Eco PUV prototypes exhibited during the recent Eco PUV Showcase of the BOI.” These two classes in particular ply the major thoroughfares and the most routes in Metro Manila and other urban cities nearby and service the

most number of passengers.

Mills says that the most apparent design adjustment of the Eco PUV is the increased �loor to ceiling height in the passenger area. “This allows passengers to stand up in the middle much like how people stand up in the MRT or the buses. This increases the passenger capacity resulting in incremental income for the operator. This simple design adjustment gives the average PUV operator additional fare as it allows about eight people to stand up in the middle during rush hour.”

“This makes sense because commuters can spend the time standing up inside the vehicle already and not on the street side, exposed to the elements”, he adds. “And since some of the proposed Eco PUVs are airconditioned, the passengers will be more comfortable”.

“The entrance on the right side or curbside also solves the safety issue of passengers falling off the backside of the jeep while hanging on the hand rails or getting rammed from behind by an oncoming vehicle”.

ABMAP together with industry groups TMA, EVAP, and PPMA have committed to support the PUV Modernization Program of the Department of Transport and the Eco PUV Program of the Department of Trade and Industry and Bureau of Investments.

Mazda leader passes away K

enichi Yamamoto, the man who led a team at Mazda to produce the world’s first commercially viable rotary engine and later served as its President and Chairman has died. He was 95.

Mr. Yamamoto began his career at Toyo Kogyo (Mazda Corporation’s name before 1984) right after World War II. A mechanical engineer by profession, he initially worked at the factory building transmissions for the Mazda-Go three-wheeled truck but soon shifted to engine design, accelerating his rise in the company.

In the early 1960s, with Mazda’s independence at stake, the then Toyo Kogyo President Tsuneji Matsuda asked Mr. Yamamoto to supervise a group of engineers who were trying to perfect the rotary engine. With few moving parts, the rotary engine was a compact alternative to conventional engines.

His team produced a successful engine which was �irst shown to the world at the Tokyo Motor Show in 1963. Under the hood of a prototype coupe called the Cosmo, Mr. Yamamoto patiently talked about this new technology along with Mr. Matsuda during the show’s entire two-week duration.

Four years later, the Cosmo 110S debuted, securing Mazda’s independence.

In the 1970s, as the world was gripped by the oil crisis, the rotary became a liability for Mazda because of its poor fuel economy.

Close to bankruptcy, that didn’t stop Mr. Yamamoto to �ind a way

to make the rotary engine ef�icient; after all, this breakthrough technology set them apart from their competitors.

Embarking on “Project Phoenix”, he and 47 other engineers (dubbed the 47 Ronin in the company) made the rotary engine’s fuel economy rise signi�icantly and the resulting RX-7 became an instant hit.

Aside from developing the rotary engine, Mr. Yamamoto was also instrumental in the birth of the MX-5.

In 1978, Mr. Yamamoto listened to a pitch from motoring journalist Bob Hall about an inexpensive two-seater roadster. The idea did not progress until Hall found himself working at Mazda as a Product Planner in California.

In 1985, after Mr. Yamamoto became president, he recommended that the company’s board approve production of the car: the MX-5.

Mr. Yamamoto stepped down as Mazda’s chairman in 1997.

In 2003, he reminisced about pioneering the rotary engine, which went on to power 1.8 million Mazda vehicles.

“I am proud to be an engineer,” Mr. Yamamoto wrote, adding that he was happy to have helped develop an engine that “symbolized the magnificent union of technology and romance that took place in the latter half of the century.”

Standardized PUV models revealed

The Automotive Body Manufacturers Association of the Philippines or ABMAP has revealed certain design concepts of the proposed “Eco PUV”—the proposed replacement of the ageing jeepneys under the government’s PUV Modernization program.

The ABMAP together with the Truck Manufacturers Association (TMA), Philippine Parts Makers Association of the Philippines (PPMA), the Electric Vehicle Association of the Philippines (EVAP), and the Department of Trade and Industry’s Bureau of Philippine Standards sought to craft the proper dimensional standards for the

new Eco PUV. ABMAP President Vicente Mills explains that a BPS Technical Working Group (TWG) was set up to craft the optimal design and dimensional limits of the modern Eco PUV speci�ically for Philippine use and yet are in conformance to international standards.

The Eco PUV introduces new features such as a passenger door on the curb side, higher passenger capacity, higher ceiling to allow standing passengers, an automated fare collection system, more room for seated passengers both at the front and the sides, an emergency exit and entirely brand-new power-

train, body and parts, among others.

An airconditioning system is optional in all classes of PUV. It’s interesting to note that the new standards do not cover the body design and performance of the Eco PUV. The TWG identi�ied four classes based on vehicle size, passenger seating and standing capacities, passenger volume of the route, distance of the route, and intended road use for the vehicles.

Class 1 PUV is broken down into two: Class 1A for 9 to 12 passengers with perimeter seating and Class 1B for 13 to 22 passengers with

both perimeter and front-facing seats. These are intended for low density, stop and go routes in the city. No standing

passengers are allowed.

Class 2 PUV is for a total of 23 passengers or more (seated and standing) and is

the only class where standing passengers are allowed.

BOSTON (AP) -- One by one, the Boston Celtics lined up to embrace Isaiah Thomas.

The next time they see their former teammate, he probably won’t be in a hoodie after watching the game from the bench.

And it won’t be so easy.

Terry Rozier scored 20 points in 20 minutes, stealing

the spotlight from Thomas, LeBron James and Kyrie Irving in a rematch of the Eastern Conference �inals and leading the Celtics to a 102-88 victory over the Cleveland Cavaliers on Wednesday night.

Thomas received a standing ovation from the Boston fans but did not play one night after making his season debut

in a return from a hip injury.

Rozier made sure to pay his respects, and Thomas told the third-year Celtics guard he was proud of him. ‘’When I �irst came in the league, that’s a guy that I watched a lot. The little things he did on and off the court.

words from him, I’m happy that he’s on his way back - so I can guard him in February.’’

Arum reacts on Horn-Mundine

In the wake of his eleventh round stoppage of Gary Corcoran on December 13th, there were reports of WBO welterweight titlist Jeff Horn (18-0-1, 12 KOs) considering the possibility of facing Anthony Mundine in an all-Australian showdown - with a $2 million guarantee claimed to be on the table for the unbeaten champ.

But there is a problem with that scenario - Horn has a mandato-

ry due against Terence Crawford (32-0, 23 KOs).

So is Horn seriously contemplating a �ight with Mundine and is it an option?

Top Rank’s CEO Bob Arum, who alongside Dean Lonergan has an interest in Horn, told BoxingScene.com - “The answer is no and no.

He’s not seriously contemplating it because he doesn’t have that option.”

Of course, if Horn decided to vacate the title, he could perhaps enter-

tain the Mundine matchup. But it doesn’t seem as though he is seriously considering that.

“Jeff is a terri�ic young man, he just became a father as you know and Glenn Rushton his manager and trainer is a terri�ic guy,” continued Arum, who added, “I can’t say what it is but we’ve made plans for the next �ight for Jeff Horn.”

Crawford, who Arum promotes, became the WBO’s mandatory chal-

lenger in 2017, after making his decision to move up in weight after unifying the entire junior welterweight division.
