he spokesperson of the Eastern Mindanao Command gave assurance that the rule of law will prevail in the implementation of martial law for another year beginning January 1, 2081.

At the same time, Major Ezra Balagtey, EMC spokesperson quoted his superior, Lt. Gen. Benjamin Madrigal, the commander of the EMC as saying that the extension of Martial Law was a manifestation of trust and con�idence in the conduct of its security operation.

“We are assuring the public that we will faithfully conduct our mandate to protect the people and the communi-

ties in the Eastern Mindanao from acts of terrorism and in preventing the spillover of violence and radicalism in the region,” Balagtey added.

He said that the implementation will be ruled by necessity, proportionality, rule of law and respect of human rights.

He said the armed forces sees no need to revise the mechanism it established in implementing martial law.

“We �ind no reason to re-invent the wheel kasi okay naman ito and in fact as a result wala naman tayong human rights violation that was reported both on commission on Human rights and the Quick Reaction Team (QRT) of the civil society organizations in our area,” he said He said that they have been continuously reviewing the mechanism that the AFP has established in order to further improve their approach.

“But as to the major revision on the mechanism, I don’t think so,” he added.

As for the allegations that the AFP has committed any violation on the Human Rights

he said that “our actions would tell on how we implement martial law.”

He said that even if there was no formal survey conducted, many of the people in the EMC’s AOR are supportive on the implementation of martial law.

ince the opening of the Pasko Fiesta on December 1, the Davao City Hall has become the nightly destination of people from all walks of life. No one ever misses to pass City Hall awed by its candy land Christmas décor.

Nong Jun, a candy seller at the Rizal Park, said some people dropped by even after 12 midnight to get a good vantage point since the place is packed with spectators from 6 p.m. to 9 p.m. and all you get in your sel�ies or grou�ies are shadows of people’s heads or arms taking photos.

He said that just before dark falls, scores especially children of nearby barangays and schools troop to City Hall and the Rizal Park to get a glimpse of the candy land theme.

Nong Jun also extends hours at the Rizal Park from his usual home time of 7 p.m.

“Oportunidad na ni nga mokita ko bisag candy candy lang lang akong baligya.

he Davao Doctors Hospital officially launched its mobile clinic to extend a primary care and provide quality health care on-site through the regions.

Raymund Del Val, DDH president and chief executive of�icer said that the mobile clinic and the other four new facilities namely the HMO Hub, the MRI unit, Spine and Scoliosis Center, and the Liver Center are now conveniently located at the ground �loor to cut the hassle for the patients to go upstairs.

“The mobile clinic will not be parked in a single area but will be moving around the city, especially in the southern area like Dumoy as it is one of the most populous areas in the city,” said Del Val. He said the Mobile Clinic will share health care service to the community so that who need to go to the hospital won’t need to travel far downtown and instead can be catered to at their mobile clinic.

Dominguez said the government can help residents set up kilns and foundries that they can rent at low rates to help them manufacture goods and provide them training from the Department of Trade and Industry (DTI) or the Technical Education and Skills Development Authority (TESDA) using modern

applications and technologies.

“We’re not talking of an ecozone that is tax-free. It’s not like that. It’s just providing the structure so that they can actually practice their trade in a modern and organized way,” Dominguez told �inance reporters.

Besides livelihood training, Dominguez said

the residents at the ecozone will be given advice on marketing their goods both traditionally and utilizing digital technology. They will also be provided with free Internet service so that they can engage in online selling.

“The [ecozone] can be run by the local government. So we’ll just provide the place where there’s also training and there’s advice on marketing. In fact, I’m going to suggest that they can even do food processing there,” Dominguez said.

The �inance chief said the ecozone could start from a 10-hectare area in the city with kilns, small foundries, warehouses, and other facilities needed for manufacturing that people

can share and rent at affordable rates.

Dominguez said that if the plan for the Marawi ecozone goes well, it could be the start of a bigger plan to have large companies provide technology to MSMEs in the city, similar to the setup in Japan where car parks are built by small companies with the aid of bigger �irms.

This big brother setup, Dominguez said, could be a model for other local government units to follow in the future so that they can set up manufacturing hubs complete with facilities and warehouses for small businesses in their respective communities.

Those who are quali�ied may avail of 100 percent exemption during the �irst year of operations, 75 percent in the second year and 50 percent in the third year.

Other �iscal incentives may be offered by the municipality where they intend to establish their investment.

welve entities are awaiting the Bangko Sentral ng Pilipinas’ approval to operate as Bitcoin exchange, as virtual currency (VC) transactions in the country continue to rise, with the average in the �irst half of 2017 reaching USD8.8 million a month.

In a brie�ing Wednesday, Melchor Plabasan, Deputy Director and Head of Core Information Technology Specialist Group, said approval of the applications of these entities are taking a bit long because of a two-tiered process – �irst is the evaluation of the business model and second is the completion of documentary requirements.

“Butalotoftheapplications are progressing now,” he said.

Plabasan said these entities are incorporated in the country but are mostly owned by foreigners.

“Basically, they are considered as �intech (�inancial technology) players,” he said.

The central bank has approved the operation of two entities involved in Bitcoin exchange and these are considered as remittance companies and are required to meet rules on anti-money laundering, among others.

Plabasan said latest transaction data from these two companies, namely Rebittance and Bitour or Coins. ph, showed a big jump in VC transactions in the domestic economy, citing that these only amount to USD2 million per month in 2015 and about USD6 million a month the following year.

VCs were introduced sometime in 2009 and most famous among these is Bitcoin, which remains unregulated since no central bank has ever issued it.

These are being used through online transactions to purchase virtual goods, such as online gaming environment and social networks, as well as real goods and services provided by retailers and restaurants, among others.

On Feb. 6, 2017, the central bank issued Circular No. 944 requiring companies that intend to transact VCs to register as remittance and transfer companies (RTCs).

Before this, the central bank issued a warning in March 2014, urging the public to take caution in using VCs as they remain unregulated.

Inflation to remain manageable-DOF Citing eased consumer prices

BSP scraps 28-day T TDF for its auction T he Bangko Sentral ng Pilipinas will not be offering the 28-day Term Deposit Facility (TDF) during the auction on Dec. 20 as it continues to be less attractive to banks.

Data released by the central bank Wednesday showed that only the seven-day facility will be offered for PHP40 billion in next week’s auction.

This week, both tenors received bids that are lower than the PHP40 billion offering.

BSP data show that the short-dated TDF attracted PHP38.92 billion worth of tenders, also lower than last week’s PHP41.269 billion bids.

This resulted in the drop of bid coverage ratio to 0.9730 from last week’s 1.0317.

Its rate, meanwhile, improved to 3.4542 percent from last week’s 3.4171 percent.

Tenders for the 28-day facility this week totaled PHP33.015 billion, higher

than last week’s PHP32.84 billion.

This resulted in the hike of its bid coverage ratio to 0.8251 from 0.8210 last week.

However, its rate slipped to 3.4954 percent from the previous week’s 3.4940 percent.

BSP Deputy Governor Diwa Guinigundo attributed the lower bids in this week’s TDF auction to the banks’ higher demand for liquidity in line with the holidays.

He also explained that “TDF offerings are based on our careful liquidity forecasts”.

“Our numbers suggest that banks continue to lend more, buy foreign exchange for imports, debt servicing and foreign investments.

Hence, they have sustained demand for funds that would translate into lower excess demand in the system,” he said.

he Department of Finance sees the inflation rate remaining at a manageable level in the short term at the least after increases in consumer prices eased to 3.3 percent in November from a peak of 3.5 percent a month ago.

This brought the average in�lation in the �irst 11 months to 3.2 percent, slightly higher than the midpoint of the target range of 2 to 4 percent this year.

In an economic bulletin on in�lation, DOF Undersecretary Gil Beltran said the average of 3.2 percent from January to November was well within the target range of the government.

“Core in�lation of 3.3 percent suggests that in the foreseeable short-term, in�lation will be manageable,” said Beltran, who is the DOFs chief economist.

DOF data showed that price increases in food and non-alcoholic beverages for November eased to 3.2 percent from 3.6 percent the month before.

Other commodity groups

that recorded lower price increases were rice, 1.0 percent from 1.1 percent; alcoholic beverages and tobacco, 6.1 percent from 6.8 percent; clothing and footwear, 1.8 percent from 1.9 percent; and education, 2.2 percent from 2.3 percent.

The commodity groups that posted higher price increases were housing, utilities and fuels, 4.2 percent from 4 percent; electricity, gas and other fuels, 9.7 percent from 9.1 percent; transport, 4.4 percent from 4.2 percent; recreation and culture, 1.6 percent from 1.5 percent; and restaurants and miscellaneous services, 2.9 percent from 2.6

Meanwhile, the commodity groups that maintained their level of price increases for the month of November were furnishings and household equipment, 1.8 percent; health, 2.2 percent; and communication, 0.4 percent.

Electricity rate per kilowatt hour for households consuming 200 kW in November increased to P9.63 from P9.28 a month ago. Also, the price of diesel per liter in the National Capital Region increased to P35.46 from P34.51 a month ago. Gasoline also increased to P48.48 from P46.89 in October.

onthly sales of automotive vehicles among members of Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) and Truck Manufacturers Association (TMA) breached the 40,000mark in November this year.

CAMPI and TMA reported Wednesday that combined sales of the two industry groups reached 40,799 units last month, increasing by 23.8 percent compared to 32,966 vehicles sold in November

2016.

It was noted that November 2017 performance posted the highest monthly sales for CAMPI and TMA. Although monthly sales of passenger cars slowed down

by 2.0 percent from 12,143 units last year to 11,901 units this year, sales of commercial vehicles supported the growth of the industry in November.

Sales of commercial vehicles in the previous month were robust at 38.8 percent reaching 28,898 units from 20,823 units in November last year.

Sales of light commercial vehicles grew to 20,329 units in November, up by 57.5 percent from 12,905 units in the same period last year.

This was followed by Asian utility vehicle with 6,832 units sold last month, up by 5.9 percent from November 2016’s sales of 6,449 units; light trucks, with sales of 884 units; and trucks and buses categories four and �ive with sales of 515 and 338 units, respectively.

n December 6 2017, US President Donald Trump signed a memorandum recognizing Jerusalem as the capital of the Jewish State of Israel. This, of course, caused an uproar of protest by Muslims all around the world. This is a brief account of what you need to know about Palestine, Jerusalem, Israel, and Zionism.

I am not writing this in defense of Palestine as a Muslim but rather as a human being and you have to read with all objectivity too.

WHAT IS PALESTINE? Palestine is a sovereign Muslim state in the Middle East. It is the birthplace of Jesus and even the place where many of the Biblical events occurred as most of the prophets were sent to the people of Israel thus earning it a nickname as the Holy Land. It is the area that is also mentioned as Canaan where Jacob lived before he and his family moved to Egypt under the leadership of Joseph. This is where they returned to after the Exodus when Moses lead them out of Egypt.

The area is also known as the Promised Land when Allah made a covenant with Abraham.

The traditional capital of Palestine is Jerusalem, the birthplace of Jesus.

In the 7th century, Muslims conquered Palestine and was made a Muslim province under the Caliph throughout history except for some time when was brie�ly occupied by the crusaders.

icrobes are very small living things not visible with the naked eyes. They include bacteria, viruses, parasites, fungi and molds.

Some of these microbes are good and useful. Consider the bacteria in animal digestive systems that help them absorb food.

Another is the bacteria in the soil that help plants take up nitrogen.

Others, however, are bad and can cause diseases in human beings, animals (including �ish) and plants. The disease they cause are called infectious disease like tuberculosis, rabies, and ringworm. A person can get infected by touching, eating, drinking or breathing something that contains these bad microbes.

Drugs that can �ight these bad microbes are called antimicrobials and antibiotic is one �ine example. Some antimicrobials kill the microbes while there are those that stop the microbes to grow and spread further.

Antimicrobials are not used only for human beings. “Antimicrobial medicines are also widely used in livestock, poultry and aquaculture operations to treat or prevent diseases,” the United Nations Food and Agriculture Organization (FAO) says.

Unfortunately, the over-use and misuse of antimicrobial medicines for human and animal health, including routine use of growth promoters, drives the emergence and spread of disease-causing pathogens

Palestine, Israel, Jerusalem and Zionism Palestinians are of Arab descent in contrast to the Israelites who claim another ethnic identity for themselves as Jewish.

In 1947, the United Nations adopted a Partition Plan for Mandatory Palestine recommending the creation of independent Arab and Jewish states and an internationalized Jerusalem. After this, the State of Israel is founded on May 14, 1948.

Before 1947, Palestine is an area of religious tolerance under the Muslim majority where Christians and some Jews which were only 3% of the population live.

WHAT IS JERUSALEM? Jerusalem is the state capital of Palestine. It is one of the oldest cities in the world.

It is considered holy by Muslims, Christians, and Jews. It remains on neutral grounds because of this except for some incursions done by the Israeli Armed Forces in their crackdowns against the Muslims. President Donald Trump’s announcement hurts the peace in the city as it only shows that it is in total cooperation with Israel in its crime against humanity.

WHAT IS ISRAEL? Israel is a nation that is now sharing territory with the state of Palestine in Palestinian lands. Since 1948 Israel’s occupation became wider and wider until the Palestinians are pushed into small evacuation areas and tent cities making some of the Palestinians the longest lasting refugees in the world as some

families have been refugees for over 70 years now.

After World War 2, the Jews, with the backing of the United Kingdom occupied Palestine on claims of ancestral domain. Since 1917, after the defeat of the Ottoman Empire and the end of World War 1, Palestine is under the control of Britain which supported the creation of the Jewish state. Britain promised a Jewish homeland as laid out in the Balfour declaration in 1917 without consulting the Palestinians in 1946.

The establishment of a Jewish state developed more support during the supposed Nazi genocide of the Jews during World War

2 and the terrorist attacks of Israelis against Britain especially the attack on King David Hotel.

Since the establishment of the Jewish state, forced evictions and human rights abuses of Israel against the Palestinians began forcing the Palestinians to retaliate.

ZIONISM Zionism is the Jewish movement that aims to create a Jewish state. In 1897, at the First World Zionist Congress held in Switzerland, it has been announced that a Jewish State should be established in Palestine.

Israel’s claim on occupying Palestine is based upon two reasons. One of which is they are the Children of God and that Palestine or the Holy Land is the Promised Land or ancestral domain for them quoting Allah’s promise to Abraham as authority. But this claim is very far from the truth.

The claim of an ancestral domain is false.

If you make sum total, since 1000 BC upon the conquest of Canaan and the occupation of the Israelites of Palestine until today. The Jews stayed there for less than 1000 years, while the Muslims have been staying there for 1437 years. This fact makes the Arab Palestinians more worthy of the lands of Israel. We also need to mention that many of the Palestinians are in fact from Jewish ancestors who remained in Palestine who converted to Islam.

The Jews never spent much time in Palestine or the area known to others as Israel.

Babylonian captivity and their diaspora (dispersion) 2000 years ago under the Roman Empire meant that was no signi�icant Jewish settlement in Palestine before 1947.

As for their being the Children of God, we are all the children of God. And being children of God does not permit one to commit human rights violations.

And what about the Promised Land? The Promised Land is meant for the believers. The Jews have already abandoned God so many times. When they worshipped the cow during the time of Moses, when they killed Zakariah and John the Baptist, when they cruci�ied Jesus Christ and many others.

CONCLUSION Is the international recognition of Jerusalem as Israeli capital good or bad? Yes. Donald Trump or anyone could not simply give away land that is not theirs or decide upon the fate of others to be at the mercy of people who are known for their human rights abuses such as the ILLEGAL ZIONIST JEWISH STATE in Palestine.

Before I became a Muslim, the Israel-Palestine con�lict is something that is already clear to me – Palestine is for the Palestinians.

As for the Jews, they can always go back to whichever European country they came from when they abandoned the Promised Land.

The FAO report added that 70% to 80% of antibiotics given to �ish are excreted into water and spread rapidly through water systems. “Environments polluted with waste from antibiotic manufacturing could be important reservoir of antibiotic resistance,” it further said.

Now, what does AMR mean for food safety? “Good hygiene practices in agriculture, food production, processing and distribution, are required to maintain food safety and to minimize the transmission of AMR through the food chain to people,” FAO explains.

“If antibiotics are not used appropriately, antimicrobial residues in food can also pose health hazards to consumers. AMR microorganisms in our agricultural production systems and food chain are not only a major public health challenge, but they also represent a potential threat to trade and the global economy,” FAO adds.

The FAO report presents �ive challenges in the �ight against AMR in food and agriculture. These are: 1. Implementing more sustainable agricultural practices that prioritize infection prevention for healthier animals and crops and a reduced need for antimicrobials. “We

need your help to encourage awareness and access to necessary resources to help reduce antimicrobial use in food and agriculture and to promote the responsible use of antimicrobials when they are truly needed,” FAO urges.

2. Regulations and oversight do not exist in all countries to ensure responsible use of antimicrobials in animal and crop production. This is a problem because the use of poor quality and falsi�ied antimicrobial products – or using the wrong antimicrobials to treat particular causes of diseases – can accelerate resistance development.

3. AMR organisms and antimicrobial residues are present in wastes from agricultural production, pharmaceutical manufacturing and human sewage. Inadequate treatment and improper disposal of wastes can spread antimicrobial residues and AMR microbes through the environment in soils and in waterways.

4. There are considerable knowledge gaps regarding the magnitude of antimicrobial use and resistance in many parts of the world. To develop effective control strategies, there needs to be greater investment in global surveillance and research to measure progress towards AMR mitigation.

5. Changes in antimicrobial use in agriculture alone will not be enough to combat AMR. Everyone and all sectors have a role to play in combating AMR and this includes changes in practices in human health.

“AMR is associated with increased mortality, prolonged illnesses in people and animals, production losses in agriculture, livestock and aquaculture,” FAO says. “This threatens global health, livelihoods and food security.”

“Estimates of antibiotic consumption in global agricultural vary, due to poor surveillance and data collection in many countries, ranging from around 63,000 tons per year to over 240,000 tons per year,” reads the FAO report.

In comparison, the annual amount of antibiotics used for crops is relatively low; estimates range from 0.2% to 0.4% of total agricultural antibiotic consumption, according to the FAO report.

In 2010, total consumption of antimicrobials in the livestock sector was 63,151 tons. Global use will increase by 67% by

On peace and security, Bancquerigo said that they are pushing for coffee and cacao development in rural areas to address poverty, which he believes causes the insurgency problem.

“Poverty is the root cause of peace and order problem.

Hopefully, we can address that through crop development,” he said.

He added collaboration between the public and private sectors in research and development has been of great help in �inding solutions to crop pests and diseases in the region.

He emphasized the need for “smart agriculture” to minimize the adverse effect of climate change on agricultural industry.

“Our military men helped a lot in terms of giving additional information on vegetable farming to our farmers.

They too assisted us in doing geotagging and mapping our agricultural lands in Davao Region,” Oñate added.

HVCDP coordinator Melani Provido also thanked the participating schools for their continued support to the Gulayan sa Paaralan Program (GPP).

“Our teachers being the second parent of our children are in�luential in molding their development. When the teachers integrated the GPP program in their school,

the students can now understand and appreciate the importance of producing quality and nutritious food,” Provido said.

“With our partnership with DepEd, we can attain the government’s thrust to provide affordable and available food for everybody,” Provido added.

For �irst time winner, Ellen Estacaan, GPP coordinator of San Roque Central Elementary School said they are rejoicing upon winning �irst place in the container garden category.

“We’ve been participating for four years and we won third place in 2015-2016 and we’re so happy that we have grabbed the �irst place for regional level for 2017-2018,” Estacaan added.

Filipinas Samblingo, San Roque District Supervisor lauded the efforts of DA in helping the DepEd to combat malnutrition among schoolchildren.

She said that GPP helped a lot in the feeding program of nine schools under the San Roque District.

“The program helped improve the nutritional status of our school as the number of malnourished schoolchildren decreased,” Samblingo added.

GPP program and GSK continues to expand vegetable garden projects in schools and military camps to address malnutrition so as to help school children to get better nutrition as well as the neighbouring communities.

Several major awards were given to “Redempsyon” a short film from Ozamis City where it got the awards for Best Actor (for actor Edmund Telmo) and Best Actress (for actress Chriscel Ann Maribojoc). It also won the Best Screenplay award.

Other films from the different regions in Mindanao also got several film awards.

Best Sound prize went to “Ikaduhang Pagbalik.” a short film from Cagayan de Oro, Best Editing award went to TFTA, a short film from Tagum City who

also won Best Student Film.. Best Documentary Award went to “God Bliss Our Home.”

The 15th Mindanao Film Festival this year which is supported by the Film Development Council of the Philippines (FDCP) screened about 100 full-length and short films the highest number since its inception in 2003 as the Guerrilla Filmmaking Festival.

“We had several film festivals and filmmaking activities in the region and also across Mindanao which contributed to the large number of films. In Davao we had two Guerrilla Filmathons which gave us 20 films, we had Guerrilla Filmmaking Workshops and also the Ngilngig workshop came up with many films.” Says Rudolph Alama, the Mindanao Film Festival director.

verting or misdelivery of relief goods; forcibly seizing of the goods intended for a speci�ic group of victims or relief agency; and, accepting, possessing, using or disposing of relief supplies not intended for nor consigned to a person.

The prohibited acts further include misrepresenting the source of relief goods either by covering or replacing the labels, repacking the goods into containers with different markings, or by making a false verbal claim that the goods came from another agency or persons; and, substituting or replacing relief goods, equipment or other aid commodities with the same items of inferior or cheaper quality.

Under the law, those who commit any of the prohibited acts face a �ine ranging from P50,000 - P500,000 or imprisonment of six years up to 12 years.

DSWD Field Of�ice XII Regional Director Nestor B. Ramos, who is also the Assistant Program Manager for Special Operations in Marawi and other Affected Localities, has earlier warned that evacuees from Marawi City who will be proven guilty of selling the relief goods provided to them by the Department will be disquali�ied from receiving future aid from the government.

“We understand that they are in need of money, that is why they sell relief goods.

But we also have to realize that based on our guidelines, selling these relief goods is prohibited. These goods are meant for their own consumption,” Dir. Ramos earlier said.

Earlier, the DOF projected that in�lation rate in November slowed to 3.2 percent from its intra-year high of 3.5 percent last October owing mainly to more stable food prices after the previous month’s weather disturbance.

In an economic bulletin, the DOF said the stable prices of food might offset the faster increases in the prices of fuel and power rates for the month.

Despite the expected faster price increases, the DOF remained optimistic that the country’s strong fundamentals, as shown in the manageable in�lation levels, would help sustain rapid growth and investment in the country.

“Adequate supply of goods from higher production will further dampen in�lation rise in the future. This will likewise

temper the rise in interest rates despite the ongoing Fed tightening,” the DOF said.

In�lation in October 2017 accelerated to 3.5 percent from 3.4 percent a month ago, the fastest in almost three years, driven mainly by higher annual increases in the prices of alcoholic beverages and tobacco, utilities and fuel products.

This brought the average in�lation in the �irst 10 months to 3.1 percent, slightly higher than the midpoint of the government’s of�icial target range of 2 to 4 percent this year.

With a span of nearly seven feet and a top speed of 80 kilometers per hour, the Philippine eagle can gracefully swoop down on an unsuspecting “victim” and carry it off without breaking �light.

If there is such thing as forever, the Philippine eagles have proven it. “These birds remain loyal to their mates and they bond for life,” the BMB says. “Once an eagle reaches sexual maturity – at around �ive years for female and seven years for male – it is bound for life with its mate,” the PEF adds.

“They can be seen soaring in pairs in the skies.”

During the breeding season, the eagle do aerial courtship and mate in the nest or near it. Female eagle lays only one egg every two years. Both parents alternately incubate the egg for about 60 days, although the female spends more time incubating while the male hunts.

Upon hatching, the eagle remains in the nest for about 5.5 months. Once it �ledges, the eagle parents will continue to look after its young for as long as 17 6o 18 months teaching the young eagle how to �ly, hunt, and to survive on its own.

The young eagle matures in about six years.

Studies show that the eagle’s next is approximately 80 feet above the ground (usually on tall trees) in prominent mountain peaks overlooking a river or stream to give a good view of its territory.

Unfortunately, the Philippine eagles are on the verge of extinction. “Vestiges of human persecution among them, poaching and illegal trading, killing and

misconceptions contributed to the dwindling population of the Philippine eagle,” the BMB said.

According to PEF, the Philippine eagle is still being shot or captured despite the presence of laws protecting them. “Very often, they are killed without provocation, and mostly out of fear and ignorance, or worse, just for sport,” it said.

“From 1999 to 2000 alone, �ive eagles were shoot in Mindanao,” the BMB reported. “In Luzon, three eagles were trapped from 2002 to 2003 at the Sierra Madre Mountain Range. Evidence from these studies revealed that eagles remain very vulnerable to hunting.”

But the biggest threat comes from the rapid disappearance of their habitat – the tropical forests. The PEF said the natural habitat of Philippine eagle is mainly dipterocarp lowland forest where it is known to nest almost exclusively ranging from 100 to 1,000 meters above sea level.

But tropical forests are fast disappearing. “Deforestation is terrible,” Salvador deplored. “The Philippine eagle has become a critically endangered species because the loss of the forest has made it lose its natural habitat.”

According to BMB, “at present, only 18% of the original forest remain and old-growth forests continue to diminish. Raptors cannot live without the forests.

Loss of habitats means loss of breeding sites, cover, and hunting areas for the eagles.”

The BMB adds, “The principal limiting factor for Philippine eagle populations is the low survival rates of juveniles and sub-adults and their inability to disperse

across disturbed habitats between forest fragments.

The fragmentation of habitats renders the species vulnerable to hunting and other forms of persecution, including the capture of birds and nestlings for private and public display.”

Efforts to save the Philippine eagle started way back in 1965 by Jesus A. Alvarez, then director of the autonomous Parks and Wildlife Of�ice, and Dioscoro S. Rabor, another founding father of Philippine conservation programs.

From 1969 to 1972, General Charles Lind-

bergh, an aviator, spearheaded a drive to save the bird. In 1973, Peace Corps volunteer Robert S. Kennedy joined the Smithsonian-Peace Corps Environmental Program for the Philippines and came to assist in saving the Philippine eagle.

The Philippine eagle may join the dodo into extinction if they are not to be saved now. “We should do our best to save this wonderful creature because when it is gone, it is gone from the list of animals in the world,” Dr. Rabor reminded. (To be continued)

US warship wreckage found in Ormoc Bay

T

he expedition crew of Research Vessel (R/V) Petrel led by Microsoft co-founder and philanthropist Paul G. Allen has located USS Cooper (Destroyer 695) in its �inal resting place in Ormoc Bay. The Allen-led expedition released the underwater images and video footage of USS Cooper to MindaNews on Wednesday. The wreckage was discovered early this month.

The discovery of an Allen M. Sumner-class destroyer came after USS Ward Destroyer was found in Ormoc Bay early this month too.

Prior to these �inds, an expedition found �ive Japanese warships consisting of two dreadnought battleships (Fuso and Yamashiro) and three Asashio class destroyers (Yamagumo, Asagumo and Michishio) in Surigao Strait on November 22-29.

Director of subsea operations Robert Kraft and deep sea pilot and researcher Paul Mayer both told reporters aboard Research Vessel Petrel last Thursday (December 7) afternoon that they proceeded to Ormoc Bay in search of other warships.

The discovery of the wartime wreckage includes the USS Ward — the American destroyer that �ired the �irst shots in World War II at 6:45 a.m. on 7 December 1941, a Sunday, just before the attack on Pearl Harbor.

The crew sent its remotely operated vehicle to explore and document the remains of USS Ward on December 1, and released the video in honor of the 76th Anniversary of Pearl Harbor and the men who served there.

USS Ward, a Wickes-class destroyer serving the U.S. Navy, was patrolling the Pearl Harbor entrance on the morning of 7 December 1941, when the of�icer-of-the-deck spotted an 80-foot-long Japanese midget submarine, trailing the USS Antares into the harbor.

“The USS Ward accelerated to bear down on the submarine.

Just three minutes after the �irst sight of the submarine, the USS Ward �ired the �irst American shot in World War II,” it said.

The enemy air attack on Pearl Harbor, and throughout Oahu, started about an hour after USS Ward sank the midget submarine.

Exactly three years later, on 7 December 1944, USS Ward, then patrolling Ormoc Bay in Leyte, was lost after it was struck by a kamikaze, the name given to Japan’s suicide pilots.

While USS Cooper was sunkon 3 December 1944 by a torpedo �ired by the Japanese destroyer Take. USS Cooper lost 191 men while 168 others were rescued.

Sometime in 2005, several American technical divers plunged into the remains of USS Cooper for the TV documentary “USS Cooper: Return to Ormoc Bay.” Produced by Bigfoot Entertainment, it made its debut in mid-2006. It featured deepsea diver Rob Lalumiere and survivors of the Cooper sinking.

Early this month, R/V Petrel, a 250-foot research and exploration vessel found the exact locations of USS Cooper and USS Ward.

Petrel’s advanced underwater equipment and technology makes it one of the few ships on the planet capable of exploring up to 6,000 meters deep (3.75 miles). Following a 2017 retro�it, Petrel and its crew have been using stateof-the-art underwater technology for deep-sea search and exploration expeditions.

ome January 15, Pag-asa – which means “hope” in Tagalog – will turn 26 years old. The male Philippine eagle is the first of its species to be bred and hatched in captivity. It was the result of a long and tedious work of the Philippine Eagle Foundation (PEF) in Malagos at Calinan District to save this very rare bird found only in the Philippines.

“Pag-asa connotes hope for the continued survival of the Philippine eagle, hope that it people get together for the cause of the bird, it shall not be doomed to die,” explains Dennis Joseph I. Salvador, the PEF executive director.

For a year, the staff members of PEF waived their salaries in order for them to save the “world’s noblest �lier” from vanishing in this part of the globe. In 1992, after more than a decade’s study of eagle behavior, both in the wild and in captivity, Pag-asa was born.

The birth made headlines around the world. But what most people didn’t know was that two captive eagles at the center, Junior (male) and Diola (female), were induced with the help of humans to reproduce.

In the past, many pioneering efforts were done to breed certain endangered species in captivity but failed. According to Salvador, the breeders of captive eagles and other birds �ind

it dif�icult to induce captive birds to reproduce. Many factors have to be considered like food, protection and nesting needs.

The PEF breeders were left with no other viable option but to employ arti�icial insemination (AI), which means they have to catch the semen from a male eagle and inject it into the genital of the female eagle.

There were �ive reasons why they resort to AI in breeding the eagle. For one, although the male eagle gets into all stages of the breeding cycle, he still fails to copulate. Another thing: most eagles at the center are already “sexually imprinted” on humans (meaning the eagle has already “accepted” a human as its sexual partner).

There was also a shortage of unrelated sexually mature male eagles. Some available pairs were either crippled or disabled and can’t have natural sex with each other. Finally, there were instances where pairs

of eagles of both sexes would rather kill each other than have sex.

Nine months after Pagasa was born, another eagle was bred and hatched in captivity. They named the eaglet Pagkakaisa (Tagalog term for “unity”).

“Both Pag-asa and Pagkakaisa have brought hope and unity for those who have fought so hard and so long to save the Philippine eagle from extinction,” Salvador points out. “But the struggle must continue. And we can’t afford to fail. Because when the last eagle dies, it shal be the sign of the worst yet to come: The death of our environment.”

There are only 400 pairs of Philippine eagle remaining in the wild, according to PEF. Most of them are found only on the islands of Luzon, Samar, Leyte and Mindanao.

The PEF houses about 35 eagles.

The Biodiversity Management Bureau (BMB), a line agency of the Department of Environment, has speci�ically cited the following as the habitats of Philippine eagles: Casecnan Landscape and Seascape, Quirino Protected Landscape, Samar Island Protected Landscape, Pasonanca Natura Park, Siocon Resource Reserve, Mt. Timolan Protected Landscape, Mt. Matutum Protected Landscape and Mt. Inawayan Natural Park.

These six areas were also added recently as Philippine eagle habitats: Northern Sierra Madre Natural Park, Aurora Memorial National Park, Mt. Apo Natural Park, Mt. Kitanglad Natural Park, Pasonanca Natural Park and Mt. Malindog Natural Park.

“Whenever Philippine eagle nests are sighted, the area where it thrives is protected to ensure species propagation that is critical to sustaining the eagle’s needs to survive in the wild,” the BMB said in a statement.

The International Union for Conservation of Nature (IUCN) has listed the Philippine eagle as “critically endangered.” On July 4, 1995, the President Fidel V. Ramos declared the Philippine eagle as the national bird by signing Presidential Proclamation No. 615. The law ordered the environment department to secure the viability of the bird’s population.

The Philippine eagle is second only to the Madagascar sea eagle in rarity. In size, it beats the American bald eagle; it is the world’s second largest – after the

Harpy eagle of Central and South America.

The eagle was being collected in the country as early as 1703, but it was not until 1896 that it was “discovered” in Samar by the English naturalist, John Whitehead, who called it the “Great Philippine eagle.”

Before it was called Philippine eagle, it was known as monkey-eating eagle (its generic name, Pithecophaga, comes from the Greek words “pithekos” or monkey, and “phagein,” meaning eater). However, it was found out that monkeys actually comprised an insigni�icant portion of its diet, which consists mainly of �lying lemurs, civet cats, bats, rodents, and snakes. Crawford could set up massive fight with Horn I

f you thought the notion of Jeff Horn �ighting – and beating – Manny Pacquiao was a spin-out, try this on for size.

Next April, a guy almost nobody had heard of until July will headline a card at the biggest arena in Las Vegas, against arguably the best �ighter on the planet.

The rise and rise of the ex-schoolteacher takes more digesting by the day. A stoppage of Gary Corcoran in Brisbane on Wednesday night to defend his WBO welterweight title has set up a 2018 bout even the most blindly optimistic Australian boxing fan couldn’t have dreamed up six months ago.

Horn has options, of course. Anthony Mundine would make him an easy dime but put his international standing into freefall. Pacquiao occasionally �lirts with a return but has a life beyond the ring.

Terence Crawford? Now we’re talking.

It took just moments after Corcoran’s corner threw in the towel in the

11th round for Crawford’s name to be mentioned.

The superstar American is managed by Top Rank’s Bob Arum, who also has a deal with Horn he intends to extend, such have been the fruits of their association.

Arum insists a deal is as good as done for an April date at the T-Mobile Arena, the same venue that hosted the Floyd Mayweather v Conor McGregor. He emphatically ruled out Suncorp Stadium as an option, saying it wasn’t feasible for the Queensland Government to continue to borrow from the public purse to subsidise major �ights.

Anyway, he needs Horn in front of a US prime-time audience and estimates 5000 Australian fans would travel for the show. It would also serve as Crawford’s entry into the welterweight ranks, with the Nebraska native being installed as a mandatory despite never throwing a punch in the division.

eff Horn is refusing to rule out a showdown with Anthony Mundine if it presents a more �inancially attractive option than Terence Crawford.

The WBO welterweight champion is set for a massive 2018 after successfully defending his title with a late stoppage against Gary Corcoran on Wednesday night.

But despite Top Rank promoter Bob Arum’s plan for an

April clash with mandatory challenger Crawford in Las Vegas, no deal has been done and Horn’s next opponent is far from settled.

Negotiations between Arum, Horn’s trainer Glenn Rushton and Duco Events boss Dean Lonergan kicked off on Thursday and Horn said he is open to the idea of an “easier” �ight with motor-mouth veteran Mundine, which could reportedly net him as much as $2m.

Ancajas to defend title in Texas against Mexican challenger

abawenyo world champion Jerwin Ancajas’ next foe has been picked.

The man lined up to challenge the Panabo City native in his defense of the International Boxing Federation (IBF) super-�lyweight crown is Israel Gonzalez of Mexico.

Ancajas, who recently was given an audience with President Rodrigo Duterte in Malacanang, stakes his title for the fourth time on February 3 in Corpus Christi, Texas.

Ancajas, who has a 28-1-1 mark with 19 KOs, battered Jamie Conlan in the sixth round in his last

defense last month in Belfast, Northern Ireland.

Gonzalez, a right-hander, is ranked tenth by the IBF and holds a 21-1 record with eight KOs. The �ight in Texas wiill be Ancajas’ US debut arranged by Top Rank promoter Bob Arum, who was mesmerized by the hard-hitting lefty.

The �ight in the US is also made possible through Sean Gibbons, a well-connected American agent, who is assisting Team Ancajas.

Ancajas began his boxing career in the old Almendras Boxing Gym in Davao City.
