Davao region third in PH with suicidal-bent youth

he Commission on Population XI revealed an alarming fastrate of increase of suicidal ideation or thoughts among the youth inDavao Region.

Dr. Agnes Sampulna, newly-assumed regional director of POPcom Region XI told the Kapehan sa Dabaw on Monday that suicide ideation (also known as suicidal thoughts) is increasing among the youth in the region.

The region, in fact, is ranked third in the country with a youth that considers suicide as a way out

of their problems.

“From the data we have here right now, the mean age at �irst attempt to commit suicide increased from 15.3 to 17.0 years old from 2002 to 2013,” said Sampulna.

According to Sampulna, the data showed that most of those who committed suicide do it by wrist slashing

Dog lovers reach out to drug users T

he Davao Dog Lovers Community has enlisted as a volunteer in the city’s drug prevention and rehabilitation program in a bid to help drug reformists totally recover.

That is, with the help of dogs.

Floyd Bascones, vice president of the community, told the Kapehan sa Davao that they are reaching out to drug reformists and surrenderees because of the positive and life-changing bene�its of dog companionship in their journey to complete recovery.

According to Bascones aside from their projects they also have an advocacy of pushing Davao to be ‘pet-friendly’ city to increase awareness on responsible pet ownership.

He added that this is the �irst time that dog owners and their dogs will be part of drug rehabilitation and prevention program of the government.

“Our advocacy as a private sector that voluntarily submitted ourselves for a positive impact in our city

and formed jointly by the Happy Animals Club and the Davao City Anti Drug Abuse Council that aims to bring awareness to schools, barangays, rehab and care centers and communities regarding responsible pet ownership, bene�its of pet companionship, rabies prevention, animal welfare and pet adoption,” said Bascones.

“There as so many bene�its in taking care of a dog for the drug reformist a dog companionship of help for the drug reformist experiencing anxiety and depression based on the study that taking care of a dog releases happy hormones,” he added.

According to Bascones having a dog is not easy and it is expensive just to maintain their needs but in return it will taught you to become responsible, physically �it, and it is a good vice for drug reformist to start a new live and encouraging them to adopt dogs since they have lots of dogs in the shelter who seeks for a home and family.

Dengue vaccination program put on hold

T

he Department of Health on Friday announced that it was putting on hold its dengue vaccination program until experts are able to review new developments on the Dengvaxia dengue vaccine.

This developed after DOH on Nov. 29, received an information from Dengvaxia manufacturer, Sano�i Pasteur, that a child who has not had dengue before receiving the vaccine could suffer from severe dengue after a 30-month period.

“In light of this new analysis, the DOH will place the dengue vaccination program on hold while review and consultation is ongoing with experts, key stakeholders, and the World Health Organization (WHO),” Health Secretary Francisco Duque III said in a

press brie�ing held at the DOH media relations unit in Tayuman, Sta. Cruz, Manila.

Duque said they will coordinate with schools in Central Luzon, Calabarzon and the National Capital Region and selected cities covered by the program to trace those who have no history of dengue but received the vaccine.

The surveillance will also be made through rural health units, which will monitor the health of these children, he added.

DOH spokesperson, Assistant Secretary Lyndon Lee Suy, said a total of 733,713 children have received the free dengue vaccine under the DOH’s school-based immunization program launched in 2016.

MM retail prices decline to 2.7%

R

etail prices of goods in Metro Manila declined to 2.7 percent in October 2017 from 3.2 percent in the previous month, the Philippine Statistics Authority reported.

PSA data attributed lower retail prices to the decline in annual growth of food index to 4 percent; crude materials, inedible except fuels index, 3.3 percent; mineral fuels, lubricants and related materials index, 10.7 percent; and machinery and transport equipment index, 0.3 percent.

Higher annual increments, however, were observed in the indices of manufactured goods classi�ied chie�ly by materials at 1.6 percent and

miscellaneous manufactured articles at 0.7 percent.

The annual movement of chemicals, including animal and vegetable oils and fats index, remained at 1.7 percent for �ive consecutive months.

Beverages and tobacco index also retained its previous month’s rate of 4.7 percent.

Month-on-month, the increase in retail prices in Metro Manila also slowed down to 0.2 percent in October from 0.6 percent posted in September.

The PSA said the index of crude materials, inedible except fuels, and machinery and transport equipment both declined by 0.1 percent.

he Philippine National Police has expressed its “ardent support” for the Tax Reform for Acceleration and Inclusion Act , notably its proposed heft y personal income tax cuts for uniformed personnel and the rest of the working class.

PNP chief Director General Ronald Dela Rosa said the PIT cuts, which, he said, will bene�it 99 percent of the country’s taxpayers, will “lift a heavy burden” on ordinary Filipino workers, including members of the national police force.

“The administration can count on our full support for the proposed tax reform and we thank them for reaching out to us and others to engage in this fruitful reform,” Dela Rosa said in his letter

to Finance Secretary Carlos Dominguez III. “We look forward to working towards a better Philippines where everyone receives the best quality of education, healthcare, infrastructure and many more from a government which genuinely cares for the welfare of its citizens,” Dela Rosa added.

The Senate approved its version of the TRAIN with substantial amendments to the original DOF proposal last

Nov. 28. Its ways and means committee began the deliberations on TRAIN, which was �iled in the chamber by Senate President Aquilino Pimentel III as Senate Bill (SB) No. 1408, last March 22. The chamber later began conducting plenary debates on the revised measure, SB 1592, on Nov. 22.

Tilapia produces more spawn in cool waters

T

ilapia produces more spawn in cool than in warm water. It is then necessary to provide their environment and breeding ponds with shades to enhance �ingerling production.

This was the recommendation of Dr. Veronica Grande and Prof. Marjorie Ramos, researchers of the Mariano Mariano Marcos State University College of Aquatic Sciences and Applied Technology (CASAT) in Currimao, Ilocos Norte to tilapia farmers who may want to produce more �ingerlings for commercial purposes.

Known as aquashade technology, this technology was developed by Grande and

Ramos to help increase the supply of �ingerlings and meet the increasing demand of the tilapia industry.

The researchers said that the shading technology is effective in summer season when the temperature of the pond is above 32 degrees Celsius. If raisers can lower the water temperature to at least 28 to 30 degrees Celsius, they could produce more spawns up to 77.3 percent than those being raised in non-shaded breeding ponds.

he Philippines needs to beef up its innovation capacity. Recent data show it has not scored well in the Global Innovation Index (GII), ranking �ifth among seven ASEAN member-states and 73rd among 127 countries.

According to Philippine Institute for Development Studies Senior Research Fellow Jose Ramon Albert, this poor performance can be attributed to the low amount of public expenditures on research and development (R&D), inadequate number of research scientists and engineers, inadequate infrastructure, restrictive regulations that hamper the conduct of research, and the weak linkages of �irms engaged in innovation activities with government and the academe.

“While the Philippines has

had a slight increase in R&D expenditure as a percentage of the gross domestic product (GDP) in recent years, it spends only less than a �ifth of one percent of the GDP,” Albert explained further during the seminar on Measuring and Examining Innovation in Philippine Business and Industry held at PIDS recently.

The United Nations Educational, Scienti�ic, and Cultural Organization recommends that developing countries spend one percent of their GDP on R&D, Albert said. The Philippines’ spending level falls below that of Singapore (2.4%) and Malaysia (1.3%) and even that of Thailand (0.5%) and Viet Nam (0.2%).

he Department of Finance , along with the Departments of Information Technology and of Interior and Local Government led the launching on Monday of a digital platform that aims to streamline the application and renewal of business permits through the online sharing of information by government agencies involved in this process.

Finance Undersecretary Gil Beltran said the launching of the Philippine Business Data Bank (PBDB) system is among the initiatives of the DOF as lead agency of the govern-

ment’s anti-red tape program (ARTA) to improve the ease of doing business in the country.

Beltran said the PBDB will also involve the Department of Trade and In-

dustry (DTI), which chairs the National Competitiveness Council (NCC), the Securities and Exchange Commission (SEC), the country’s economic zones and over 1,600 local government units (LGUs).

“With the PBDB, government agencies can readily access data on a particular business, eliminating the need for business owners to bring numerous documentary requirements when transacting with the government,” Beltran said.

The PBDB is a DOF project under its anti-red tape program headed by Bel-

tran, and was developed by a team from the Advanced Science and Technology Institute of the Department of Science and Technology.

The system will be managed by the DICT. Through the PBDB, government agencies would be able to verify the existence of a business entity using a single reference document. The information in the PBDB database will initially be provided by the DTI, SEC, the Cooperatives Development Authority (CDA) and the LGUs, starting with Quezon City.

AVAO ORIENTAL – The members of the Comprehensive Local Integration Program (CLIP) Committee here are pushing for more meaningful interventions aiming to further sustain and boost former rebels’ progress in their journey towards reintegration to the mainstream society.

During the committee’s regular meeting on Friday, the members have expressed the need to create activities and programs designed to effectively roll-out recovery and development interventions for former rebels after they have �inished their one to three months stay at the Provincial Government-run halfway house for former rebels called Happy Home.

Among the proposed interventions discussed are

the provision of employment and the implementation of housing program for former rebels which are aimed to help them establish themselves economically and empower them to be functioning members of the community.

Far-flung areas in San Isidro benefit from government Outreach Caravan D

AVAO ORIENTAL— Four Geographically Isolated and Disadvantaged Areas (GIDAs) in San Isidro town are the latest recipients of the provincial government’s �lagship program called Nagkakaisang Lingkod-Bayan ng Davao Oriental Barangay Outreach Caravan (NLD-BOC).

Held on November 20-21 in the villages of Santo Rosario, San Miguel, Sudlon, and Maag, almost 3,000 residents availed of the much-needed services brought by the outreach caravan.

Bene�iciaries here said they are overwhelmed to have received free goods and services from the government without needing to

travel down their mountain village and enduring the dif�icult unpaved road.

Although unaffected by insurgency-related con�licts, these marginalized villages were recommended by the Philippine Army to become recipients of the outreach caravan because of the huge problem on accessibility.

Residents here who are mostly farmers say that the poor road condition has been the main cause of delay, damage, and high transportation cost on their agricultural products which is their primary source of income. Main crops produced by these farming villages include coconut, banana, and cacao.

he bad blood that divides blue and green gave way to the spirit of true sportsmanship.

On Sunday, the knockout game of the 80th Universities Athletic Association of the Philippines (UAAP) between bitter school rivals Ateneo and De La Salle ended in a classic note never before seen in their storied rivalry.

The two schools had just came from a heated battle in Game 2 won by La Salle to extend the series to Game 3 where dirty �ingers were �lashed and invectives hurled.

The �ired up exchange even extended days after the game on social media were photos were posted of the two schools’ adult fans losing their cool to the �ierce battle of athletic supremacy. It’s only the basketball championship being contested but to both schools’ legion of fans, the championship is everything. And so it came to a cross�ire of criticisms at how the two schools’ fans behaved during

At the end of the classic battle, Ateneo won by the slimmest of margin 88-86 but the drama did not end there.

The biggest triumph was how the two schools’ fans rose above their animosity to appreciate each other’s desire to excel. There were no more emotional outbursts reminiscent of Game 2. Only cheers of support. At the end of the 40 minutes of action, handshakes were exchanged, warm hugs prevailed. De La Salle showed too much class as a losing �inalist lighting up its main building in Taft with Ateneo’s blue lights instead of their green. Ateneo and La Salle fans showed mutual respect and admiration for their gallant �ight.

s Senator Antonio Trillanes presented his so-called “waivers” to the public yesterday, many started thinking about just how off this guy is.

He executes a set of waivers (as he calls them) that speci�ically identi�ies accounts he says does not belong to him, and does so for accounts that are located off shore, away from the possibility that the Anti Money Laundering Council can investigate such a holding.

His only reference to this accounts being his were social media reports featuring these supposed copies of documents.

merican inventor and businessman Thomas Alva Edison held a world record of 1093 patents for inventions. Perhaps, greates t challenge was the development of a practical incandescent, electric light. Contrary to popular belief, he didn’t “invent” the lightbulb but rather he improved upon a 50-year-old idea.

In 1879, using lower current electricity, a small carbonized �ilament, and an improved vacuum inside the globe, he was able to produce a reliable, longlasting source of light. The idea of electric lighting was not new, and a number of people had worked on, and even developed forms of electric lighting. But up to that time, nothing had been developed that was remotely practical for home use.

After experimenting more than 200 different substances, a colleague told him: “You have failed more than 200 times; why don’t you give up?” Edison replied, “Not at all. I have discovered more than 200 things that will not work.

I will soon �ind one that will.”

He is boxing himself into a corner and does not exactly know what he wants, except to draw everyone’s attention.

The shifty attitude is showing. It sounds like panic.

When you go into a whole process of responding to social media allegations, and threaten people with libel cases, panic �ills your lungs.

You are scared.

With this, the reputation of the once revered Senate has taken a dip. Hearing the hearings and their content, we are treated to a circus, where some senators believe they get a ride on free publicity for their political ambitions, and protect their own interests.

The hearings have become a mockery of efforts to aid new legislation to further the people’s interests. It is a sad day for democracy where, in the

name of supposed freedoms, processes meant to distill and advance the peoples will through legislation are hijacked by politicians like Trillanes.

The rule of law as we know it has been captured to advance agendas that serve the elite like him.

Thus, for many in Mindanao hankering for a federal government, a Senate elected at large like the one we have today has ceased to be a viable and trustworthy vehicle for democracy.

Proposals for a more responsive, unicameral legislature with equal representation are more attractive.

Don’t worry about what other people will say about you and what you have done. “Take chances, make mistakes,” urges American �ilm actress Mary Tyler Moore. “That’s how you grow.

Pain nourishes your courage. You have to fail in order to practice being brave.”

Here’s an advice from another Hollywood actress, Cybill Shepherd: “We have to keep trying things we’re not sure we can pull off. If we just do the things we know we can do, you don’t grow as much. You gotta take those chances on making those big mistakes.”

“No matter what mistakes you may have made – no matter how you’ve messed things up – you still can make a new beginning,” said inspirational author Normal Vincent Peale. “The person who fully realizes this suffers less from the shock and pain of failure and sooner gets off to a new beginning.”

A doctor’s mistake is buried.

A lawyer’s mistake is imprisoned.

An accountant’s mistake is jailed.

A dentist’s mistake is pulled. A pharmacist’s mistake is dead. A plumber’s mistake is stopped. An electrician’s mistake is shocking.

You probably have heard the story of Acres of Diamonds told by Reverend Russell Conwell. If you haven’t yet, here’s the story: Although a farmer, Ha�id was probably one of the richest men in Africa. He owned a large farm with fertile soil, herds of camels and goats, orchards of dates and �igs. Then, one day, a wandering holy man visited his farm and mentioned that huge fortunes were being made discovering and mining diamonds – fortunes greater than even Ha�id’s.

This news captured Ha�id’s attention. He inquired of the holy man what diamonds were and where they could be found. The holy man said he wasn’t sure of all the details but he had heard that diamonds were usually found

“The study showed both males and females who have engaged in suicidal attempts have an average age of 17 years old” she said.

Sampulna added that the faster rate of increase in suicide attempt among youth is traced to unwanted pregnancy in female and risky sex behavior activities in males.

“16.7per cent of youth aged 15-19 years old have begun childbearing the reason of being ashamed and wanted to end their lives also for males who had sex with males and youth that have been paid for sex with 2.4 percent,” Sampulna said.

“We examined suicide ideation and suicide attempts as determinants of self esteem and life satisfaction among

youth,” sheadded.

Sampulna said that those with suicidal thoughts have lower self-esteem, lower life satisfaction and less happy than those who did not think of ending their lives, controlling for the effect of the other variables.

The same information revealed that suicide attempts demonstrated signi�icant effects on the level of happiness but not on self- esteem and life satisfaction.

He asked the City Council for thorough debate before approving the measure in �inal reading of that session citing that the city legal counsel noted legal in�irmities of local ordinances relating quarrying in the island and the non-observance of processes required in city and provincial regulations.

Amit said that he would not sign the City Council- approved resolution allowing commercial quarrying to two more operators while he was an acting mayor.

The three renewing permitees are Jose T. del Fierro having 4.90-hectare quarry site, Ulticon Builders Inc having 4.07-hectare quarry, and Christian Fernandez having 2-hectare quarry, to which the DENR- MGB report singled out as “highly discouraged for renewal.”

The other permitees are Urbano H. Esguerra having 3-hectare quarry whose permit is on active status, and Arellano Espanto having 2-hectare quarry whose permit was already expired.

Councilor Robledo in earlier interview said that the island could not ban quarrying for its own supply of aggregates or else it might import these for the construction needs in the island and bear high costs of aggregate materials.

He said the leveled areas of the quarry sites could just be made as relocation sites of the city government.

Councilor Charles Ligan said that the controversy started with a “false report” from the city environment

enforcers which reported that the quarry sites for renewal have a stream, triggering fear from barangay residents that potential water sources are threatened.

Ligan said that when some councilors made ocular inspection it turned out that there are only two small water wells in the area.

Ligan and Robledo tagged the city environment enforcers who made the “false report” as “not technical persons, drivers, not geologists”.

The “false report” had caused the barangay stir and controversy soon picked up

by Amit, thus “politicizing the issue”, they said.

An old presidential proclamation accordingly allowed quarrying along the beach at the western side only from Babak to Kaputian districts and a provincial ordinance disallows extraction of materials within the distance of one kilometer from boundaries of reservoirs established for public water supply.

Moreover, City Zoning Ordinance 2009-150 disallows quarrying in at elevation of more than 300 meters above sea level and in identi�ied recharge areas of aquifers.

The DENR-MGB XI joint report cited that based on cadastral map subdivision on April 1973 the quarries of the permitees are within alienable and disposable land except Jose del Fierro whose quarry is located in Forest Zone, but in the City Land Use Plan, the quarry areas in Barangay Tagbay had been categorized as agricultural and other areas without the forest zone. - Cha Monforte, Correspondent

Del Pilar also disclosed that he cannot tell how the victims got the M203 grenade because as far that he knew, these people are working in their farm for their livelihood.

He also admitted that there many rebels who passed by their area but in there were no encounters happened in the past four years.

A quick guide to

Lanuza IF THERE WAS A PLACE that I never want to leave from, it would be Lanuza. Almost not a secret anymore, this little surfing paradise on the east coast of Surigao del Sur has been the stuff of tales from soul surfers around.

Quite the opposite of Siargao with its white sand beaches and almost unbearable number of tourists, Lanuza is a romantic, pebble beach surf paradise with numerous breaks to choose from within walking distance of its poblacion.

Every first week of November, the local government of Lanuza holds an annual surfing festival where surfers from different parts of the Philippines come together to compete. A week-long of festivities from numerous booths of different municipalities in Surigao del Sur, a beauty pageant and parties every night, the municipality of Lanuza certainly is the place to be at this time of the year.

With the Philippine Surfing Championship Tour having it’s second leg in Lanuza on its first year, and sure to be back next year November 14 - 24, 2018.

With a full year to schedule and plan, here’s a quick guide on how to get to Lanuza, where to stay and where to eat.

GETTING HERE There are numerous flights

coming from Manila to either Butuan City, Surigao City and from these cities, you can take the bus going to Tandag.

From Cebu City, there’s a direct flight to Tandag City. If you’re already in Mindanao and looking to get to Lanuza, there are a few options from Butuan City, Surigao City and Davao City.

Travel time from Davao City to Tandag City is around nine hours with the bus stopping at every municipality’s bus stop. There are only two trips from Davao City and I got on the air conditioned bus that left the Davao City Overland Transport Terminal (DCOTT) around 12:00 midnight.

For other cities, you may check your local bus operators for the schedule for Tandag City. From Tandag City, take the Surigao bound bus which takes one hour to get to Lanuza.

WHERE TO STAY It may not seem like it but surprisingly there are a number of affordable accommodations in Lanuza.

Department of Tourism Accredited Homestay Programs - During the festival season, almost every place is booked so the government came up with this wonderful idea of having accredited homestay programs.

Guests get to stay with host families and have the awesome experience of immersing in the local community and culture aside from just plainly staying in a house.

Babak Bungalows Surf and Yoga Resort - Most of the foreigners stay at this chill and laid back resort which is just in front of a few surf spots and walking distance within the only skate

bowl which is privately-owned.

Babak Bungalows serve one of the best, if not the best food in Lanuza (especially great if you’re looking for pasta, sandwiches and vegetarian stuff ).

WHERE TO EAT Not being too large and citylike, Lanuza has a lot of hole-inthe-wall food places or pop-ups especially if it’s festival season but for normal days, these are the best places to get your tummy filled without breaking your wallet.

Priz Snack Hauz - They serve the best halo-halo (in my opinion), chicken mami and ice drop. This is the only airconditioned eating place and is located near the market and terminal. Totally not hard to find. It’s the orange-walled air conditioned eatery.

Bamboo House - Located on the opposite side of Priz Snack Hauz, this carinderia serves affordable meals with big serv-

ings. If the other places are closed or run out of food, Bamboo House is your next go-to.

Miray’s Kwek-kwek - They open every 2pm except during Sundays and this little kwekkwek stand is the bomb! With carrot balls at PHP 1 each, your PHP100 could be a street food buffet with fried isaw, kwekkwek, carrot balls hot off the pan. Wash it all down with sweet cold buko juice with gulaman and you’re ready to go surfing again!

Babak Bungalows Surf and Yoga Resort - Again, if you’re craving for the best gourmet experience in Lanuza, fret not!

Babak has it all. From real brewed coffee to vegetarian meals to huge servings of pasta and meat. This is the place to dine and surf with the break just in front of the restaurant area.

“Establishments, especially large �irms, need to be stimulated to cooperate for innovation rather than being averse to networking with their competitors. not be always applicable to changing environments) than prioritizing the ultimate goal of public welfare.

“One can only look at the current regulatory scrutiny of the LTFRB over Grab and Uber, as an example. Regulators and legislators have to seriously examine the extent to which regulations are becoming barriers to innovation and encouraging monopolistic positions in a market,” he commented.

Albert also urged the adoption of a ‘whole of government approach’ to widely promote and encourage innovation in the Philippines.

“National government agencies, local government units, and legislators need to work in tandem with academe

and the business sectors to foster innovation. The government needs to provide more leadership in bringing people and institutions together, and it is important to have one voice over the cacophony of discordant voices we may hear from various government entities,” he pointed out.

In particular, Albert enjoined government to focus on: (a) removing barriers and bottlenecks to innovative initiatives in regulatory frameworks; (b) providing meaningful and impactful support to innovators; (c) investing in required technology, research infrastructure, and R&D researchers; and (d) carrying out appropriate reforms in education, the investment climate, and trade. “This problem is now being addressed to by using a collapsible shade for the ponds,” the researchers said, adding that this system effectively regulates water temperature, which is conducive for the continuous spawn production of tilapia throughout the year.

To test the effectiveness of their simple research, the researchers applied it to a 20 x 23-meter pond owned by a tilapia raiser at the Provincial Satellite Fish Farm in Barangay Saludarez, Dingras, Ilocos Norte for a period of seven months -- that is, from March to September.

ocelyn was only 17 when she had her first boyfriend, Tommy.

She was madly in love with him but her parents were against him as he came from a poor family. But despite the objections of her parents, she continued to see him. In fact, she had given herself to him completely.

At one time, the sweethearts were dating when her mother caught them. Right there and then, she told Tommy that they won’t allow him to marry their daughter. In fact, they have already arranged a wedding for Jocelyn to a much older man, Roman.

There was a gap of 9 years between Jocelyn and Roman but it didn’t matter.

Roman was a wealthy businessman and the parents thought Jocelyn will have a good future in him. “We want you to be in good hands,” the mother told her daughter.

The two were married. In the beginning, Roman showered Jocelyn with gifts. Despite this, she didn’t reciprocate his love. A year later, she delivered a healthy little boy.

It was at this time that Roman started drinking. He went home very late and

drunk at that. It was a matter of time that he slapped her whenever he arrived and hear their son crying out loud.

As weeks went by, Roman would already punched her.

At one time, she went home very late because she was caught in a traf�ic. He told her that she was seeing another man. And so, he slapped and punched her. Not contented, he kicked her.

It was the beginning of her nightmare. Until �inally, she had the courage to escape. One night, when Roman was drunk and sleeping, she brought her son out and went straight to her parents.

She revealed everything to them.

nation of Violence Against Women (1993) de�ines VAW as “any act of gender-based violence that results in, or is likely to result in, physical, sexual or mental harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life.”

In the Philippines, Republic Act 9262, more popularly known as the Violence Against Women and their Children Law, was passed in 2004. It broadened the de�inition of abuse to include physical, emotional and economic harm. It also made violence by an intimate partner (anyone with whom a woman has a sexual relationship) a public crime, and made it possible for anyone – not just the victim – to �ile a case against a perpetrator.

Intimate partner violence refers to “behavior in an intimate relationship that causes physical, sexual or psychological harm, including physical aggression, sexual coercion, psychological abuse, and controlling behaviors.”

Sexual violence is “any sexual act, attempt to obtain a sexual act, unwanted sexual comments or advances, or acts to traf�ic, or otherwise directed against a person’s sexuality using coercion, by any person regardless of their relationship to the victim, in any setting.” It includes “rape, de�ined as the physically forced or otherwise coerced penetration of the vulva or anus with a penis, other body part or object.”

The Philippine Commission on Women (PCW) said one out of 5 Filipino women experienced physical violence since age 15; 6 in 100 women reported having experienced sexual violence; and 4% of women experienced physical violence during pregnancy.

However, only 3 out of 10 women sought help to stop the violence.

“Many victims of abuses choose not to report these incidents due to lack of awareness about their legal rights,” said Senator Loren Legarda, author of various laws on the protection of women. “We have diligently toiled to enact pieces of legislation to protect the rights of women and promote their welfare. The greater the challenge is to effectively implement these laws and educate women on their rights.”

Since RA 9262 was passed, the number of VAW cases has been steadily increasing. “From 2006 to the present, there has been a constant increase,” said an of�icial of the Philippine National Police (PNP).

According to the PNP Women and Children’s Protection Unit, there were 12, 948 reported cases in 2011 – up from 4,954 cases in 2006.

That’s a rise of more than 150%! An initial report from January to April 2012, about 5,629 cases had already been �iled.

In Davao Region, the regional division of�ice of the National Statistical Coordination Board (NSCB) singled out Davao City in 2011 as having “the most number of victims of violence against women in all age brackets.”

Quoting data from the PNP Regional Command XI, NSCB said VAW cases such as rape, physical assault, acts

of lasciviousness in the city, increased from 2009 to 2010.

In 2010, the reported cases of VAW increased by 46.5% mostly in terms of RA 9262.

When combined with rape cases, the reported cases of 48.6% increased by 84.5%.

“These increases may be attributed to: either more women are being raped; physically, sexually, psychologically harmed or economically abused in Davao City or more Davaoeñas are willing to come out and report on the gender based abuses committed against them,” the NSCB surmised.

VAW causes more death and disability among women aged 15 to 44 than cancer, malaria, traf�ic accidents or even war, according to a brie�ing released by the London-based Panos Institute.

The World Health Organization (WHO) believes that at least one in �ive women has been physically or sexually abused by a man at some time in her life. Several studies show that women are more at risk from their husbands, fathers, neighbors or colleagues than they are from strangers.

A study done in Western Visayas showed that 43% of the married women who were surveyed said they were afraid to refuse their husbands’ sexual advances, often because refusal might cause their husbands to beat them.

“Pregnant women who have experienced violence are more likely to delay seeking prenatal care and to gain insuf�icient weight,” Population Reports noted. “They are also more likely to have a history of sexually transmitted infections, unwanted or mistimed pregnancies, vaginal and cervical infections, kidney infections, and bleeding during pregnancy.”

Violence has also been linked with increased risk of miscarriages and abortions, premature labor, and fetal distress. Likewise, it may affect pregnancy outcome indirectly by increasing women’s likelihood of engaging in such harmful health behaviors as smoking and alcohol and drug abuse.

Sexual and physical violence appears to increase women’s risk for many common gynecological disorders, particularly chronic pelvic pain, which accounts for as many as 10% of all gynecological visits and one-quarter of all hysterectomies.

Other gynecological disorders associated with sexu-

al violence include irregular vaginal bleeding, vaginal discharge, painful menstruation, pelvic in�lammatory disease, and sexual dysfunction (dif�iculty in orgasms, lack of desire, and con�licts over frequency of sex.

“Violence has been linked to many serious health problems, both immediate and long-term,” Population Reports said. These include physical health problems, such as injury, chronic pain syndromes, and gastrointestinal disorders, and a range of mental health problems, including anxiety and depression.

Violence is a major cause of injury to women, ranging from relatively minor cuts and bruises to permanent disability and death. “Injuries such as bruises, burns, cuts and broken bones are the most common result of gender violence in the home and community,” Panos reported.

In its most extreme form, violence kills women. In Canada, Israel and Brazil, Panos said that women are more likely to be murdered by a husband or intimate partner than anyone else. A study done in Russia showed that every �ifth murder victim is killed by a spouse and women are the victims in most cases.

According to Population Reports, 40-70% of homicides of women are committed by intimate partners, often in the context of an abusive relationship. In comparison, “only a small portion of men who are murdered by their female partners, and in such cases the women are defending themselves or retaliating against abusive men.”

In the Philippines, “a serious cause of concern” is how the United Nations health agency described the level of sexual violence in the country.

The country is home to more than 100 million people; it is a traditionally patriarchal, male-dominated society, but there are no ready answers to explain in the recent spike.

While VAW cases keep on increasing, there are still cases that are go unreported.

The reason: these people believe violence against women is accepted. “There is too much tolerance of violence in our culture,” explains Tet Balay-on, the knowledge management of�icer of Women’s Crisis Center. “Men think it is part of being a man, women think it is part of being in a relationship.” (To be concluded)

FTER making waves in the recently-concluded UAAP men’s basketball season, Alvin Pasaol is ready to take his game to the next level.

The University of the East star is among the 201 applicants for the 2017 PBA D-League Rookie Draft which unfolds on December 12 at the PBA Cafe.

One of the top scorers in the collegiate leagues, the 6-3 Pasaol is best remembered for dropping 49 points in a 73-97 loss to Ateneo at the Mall of Asia Arena.

After the UE Red Warriors �inished the season one rung above last place, Pasaol now hopes to bring that offensive repertoire to the semi-pro ranks in the hope of making it to the PBA someday.

The Eagles could have swept the Archers in the �irst two matches, judging by the way they led their opponents most of the time in Games one and two.

But make no mistake about it. La Salle always plays like the champion that it is.

I will not fault Coach Ayo for heaping his full con�idence in Mbala. This guy will always be the apple of every coach’s eye.

Mbala did his best but his best wasn’t good enough.

After levelling the series at one each, I thought La Salle would make few adjustments in both offense and defense in the last and �inal match.

My thinking was to throw off Ateneo’s bench tacticians in-as-much as they had their defensive patterns focused on the 6-9 Cameroonian center.

The idea is for Mbala to come off the bench, create a mismatch and avoid crippling fouls. He could play decoy, then

I doff my hats off to the protagonists who played

a gentleman’s game from beginning to end. The bruising physicality was there but the players did not let their sense of loyalty to their respective alma mater overcome them.

There were no breaks to speak of. Just excellent display of basketball prowess and the individual talents emerging out.

Of course, it cannot be helped saying that the application of coaching tactics and strategies, the timely substitutions and the instructions issued by the respective coaches were the highlights of this legendary rivalry.

It cannot be otherwise.
