ASES of children of overseas Filipino workers (OFWs) in Davao City are rising.

From 2014 to mid-2017, at least 132 children of OFWs mostly left behind with

spouses, guardians and other relatives were victimized in various kinds of abuse,

according to the Mindanao Migrants Center for Empowering Actions, Inc. (MMCEAI),

a nongovernment organization (NGO) advocating for the rights of OFWs. MMCEA executive director Inorisa Elento the recorded cases were about sexual abuse, teenage pregnancy,

incest, school dropout, abandonment, premature sexual relations among many others.

he President is still waiting for the recommendation of the Armed Forces of the Philippines regarding the lifting of Martial Law. “I think as of last week they (AFP) ask for 30 days, so i think we should hear from the Arm Forces of the Philippines on or before the ex-

piration of the Martial Law,” said Presidential Spokesperson Harry Roque during a press conference at the Malacanang of the South in Pana-

Roque said that it should be done before the Congress will take its Christmas break because the expiration will be on 31st. “If we decide for an extension the Congress should have a special session and cut short its Christmas break,” he said.

The official added that the poll body had already given the public enough time as the registration period started last November 6.

Likewise, Jimenez said that they had conducted two previous voter registration periods, first from July 15, 2016 to July 30, 2016 and second from

November 7, 2016 to April 29, 2017.

“We’ve had registration for almost a month now, and prior to that, several months of the same,” he added.

With this, Jimenez urged those who would like to participate in the May 2018 polls to make use of the two remaining days of the registration period.

COMELEC Spokesman James Jimenez said that so far there had been no discussions to move the deadline of the registration period which is on Thursday.

Duterte committed to pushing BBL passage

ANILA - Presidential Spokesperson Harry Roque stressed on Tuesday President Rodrigo Duterte is “committed” to ensuring the passage of the Bangsamoro Basic Law (BBL).

“The President’s message is very clear. It was a campaign promise and it is a commitment from him as President that he will do all that is necessary to rectify what he described as the historical injustice committed against the Muslim population of Mindanao,” Roque said.

He noted that unlike the previous BBL, the administration’s envisioned BBL is “all-inclusive,” with the Moro

Islamic Liberation Front, the Moro National Liberation Front, and even the Lumads in it.

Revealing information he got from his “sources,” the Presidential Spokesperson said the BBL’s passage, “at least in the House of Representatives,” is expected by March 2018.

In a press conference in Malacanang, the official was asked to confirm if the targetted date of March 21 for the BBL’s approval is viable.

“I hope so. I did not want to give any timeframe to the Congress because they are after all a co-equal branch of government,” Roque replied.

The President feels betrayed thinking the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) were sincere in talking peace with the government, Roque told Davao reporters during a press briefing at the Presidential Guesthouse in Panacan, Davao City Monday when asked on the cancellation of the talks between the government and CPP-NPA-NDF. Roque recalled Duterte’s close relations with members of the communist movement and the legal fronts back when he was mayor of the city.

“Akala niya dahil malapit na malapit ang relasyon niya sa kaliwa at talagang makikipagusap ng tapat (He thought that he has close relations with the left and would really be sincere in the talks),” Roque said.

“Napakatagal na nitong labanan, nasa Guinness Book of World Records na ito. Ano pa gusto nila? Kailangan umusad na. Move on (This has been a long battle, it is already in the Guinness Book of World Records. What more do they want? They should move on),” he said.

Despite the formal cancellation of the talks with the issuance of Proclamation No. 360 last week, Roque clarified that there was official proclamation declaring the CPP-NPA-NDF as terrorists.

he Davao City Police Office (DCPO) has ordered all police station commanders to prepare their men for the possible return of anti-illegal drugs campaign to the Philippine National Police (PNP).

This after President Duterte bared his plan to put the war on illegal drugs under responsibility of the PNP again.

DCPO spokesperson Sr. Insp. Maria Teresita Gazpan said that DCPO director Sr. Supt. Alexander C. Tagum already ordered all station commanders to prepare for this eventuality, including following up cases they were previously pursuing when the President ordered the PDEA to take over the campaign.

avao del Norte Gov. Anthony del Rosario announced Monday that he has “officially resigned” from the Liberal Party and declared that henceforth he is “officially independent” and “not committed to any party.”

Del Rosario held a press conference Monday morning inside the governor’s conference room in the Capitol at Mankilam, Tagum City.

“I’m bridging a gap and I cannot do it if I favor one par-

ty, and it is therefore for this reason that I am declaring my independence from any political party. This careful decision is premised by my avowed commitment to put the best interests of our peo-

ple over and above any personal and political interests,” the governor said, reading his prepared press statement.

He stressed his loyalty belongs to the Dabaonon people and not to any political party even as he called he called for unity of officials in the province, “to set aside differences... to accomplish projects for the depressed and underserved communities.”

After reading his statement, he answered several

questions from mediamen.

He said he had not talked to anybody about his declaration to be independent except his father, former governor Rodolfo del Rosario. He said he has been thinking about this for a month and a half.

He said that the Philippine government appreciates the support of the President’s supporters but we assure them that the President is on top, he was duly elected and he is hugely popular.

Roque predicted that the popularity of the President will even go up to 80 percent.

Financial help to victims of Sasa fire released today

he Davao City Social Services and Development Office (CSSDO) set to release financial assistance to the victims of fire in Km.11 Sasa, last Saturday.

CSSDO Buhangin District head Norman Baloro said the office of Mayor Sara D. Carpio ordered them to fasttrack the process of the documentation so that the victims will immediately get assistance.

“The mayor wants us to release it to the victims, which is the reason why we are really doing our best to complete the documents needed such as Bureau of Fire Protection certification and barangay certification,” he said.

will receive P10,000; P5,000 for the partially damaged houses, P5,000 also for the renters and P2,000 for the sharers and boarders.

He bared that based on their validation about 708 victims who can get the assistance from the city government. Of the estimated total, 430 are house owners, 172 renters and 132 for the sharers.

Baloro also bared that of the 430 house owners, only 415 are included because some of these are identified as absentee owners.

Agdao coop opens now Toril building

he Agdao Multipurpose Cooperative (AMPC) inaugurated its second building in Davao City last Tuesday November 28. The inauguration was attended by the general manager of AMPC, board members, employees , some of the members of AMPC, and it was also graced by the Toril Barangay Captain, Lilibeth Al-ag.

The construction of the building was prompted by fast growth of AMPC members in Toril. The previous office of AMPC can no longer accommodate the huge number of people conducting transactions with them.

The AMPC Toril has been serving its members for

approximately 10 years. The coop was able to attract 8,000 new members and is earning a yearly net income of not less than P10 million.

“As of last month, naa nay 9 million daan, so practically it will be even more than 10 million,” said Paterno Romeo F. Patrimonio Jr., general manager of AMPC during the press conference held at the AMPC Green Building II yesterday.

“Makaya pa na nila nga muabot ug mga 12 million or more sa December considering ga naa tay mga dagkong effort kung mag year end na atong operation,” he added.

Estate tax tops proposed tax amnesty program: DOF

ANILA - Any tax amnesty measure of the Duterte government, eyed for implementation in 2018, will start with estate taxes.

Department of Finance (DOF) Secretary Carlos Dominguez III said he agrees with Budget Secretary Benjamin Diokno’s timeline of tax amnesty implementation next year but clarified that “we haven’t discussed it yet”.

The proposed tax amnesty program, eyed to bring in additional revenues for the government, is part of the proposed tax reform program, the first package of which has been approved by the House of Representatives and is still being deliberated by the Senate.

Economic managers are confident that the proposed tax reform program will be passed before the end of the year for the tax amnesty measure, among others, to be put in place.

Dominguez said they have

calculated how much would be gained from the tax amnesty program but noted that it will be done in tranches.

“We haven’t really determined yet but certainly, I think, we will start with the estate taxes,” he said.

Finance Undersecretary Antonette Tionko said the proposed estate tax amnesty program needs Congress’ approval even though the Bureau of Internal Revenue (BIR) has some power to give amnesty.t “The BIR is certain that they may need surcharge...

Generally, amnesty needs legislation but there are ways to do it administratively,” she said.

Tionko added that the proposed amnesty measure gives taxpayers who have pending cases a chance to avail of the program.

“There are a lot of taxpayers who can’t pay because the interest is 20 percent per annum... You have to put it in the law that they can avail (of the tax amnesty),” she added. (PNA)

Gov’t agencies required to report quarterly cash program by 2018

ANILA -- Government agencies with highest expenditures will be required to submit their cash program every three months starting next year.

Under the cash forecasting initiative of the government, the Quarterly Cash Program Report (QCPR) will kick off by 2018, requiring top 10 spenders in the government to submit their three-month cash plan.

“It is improving our cash forecast. For the [Bureau of] Treasury (BTr), it is important that we know, particularly for the top 10 spenders, their requirements,” National Treasurer Rosalia De Leon said on the sidelines of the 120th Anniversary Celebration of the BTr

Tuesday.

“On our end, we will have a better handle in terms of cash requirements. And it also means that we can lessen the negative carry,” De Leon told reporters.

The 10 pioneer agencies for QCPR include departments of Agrarian Reform, Agriculture, Education, Health, Interior and Local Government, Labor and Employment, National Defense, Public Works and Highways, Social Welfare and Development, and Transportation.

MANILA - Enterprises operating in the country still have low awareness on inclusive business (IB) but remain keen to adopt the model, based on a study conducted by the Board of Investments and the United Nations Development Programme’s Istanbul International Center for Private Sector in Development.

During the launch of the Business+ Study on Monday, it was noted that local companies have low level of awareness on IB with a mean score of 1.51 out of 7, where 1 indicated “not aware at all”.

But the study showed that despite the low level of awareness on IB models, inclusivity levels

of the bottom of the pyramid on firms’ business models were higher.

“In some cases, companies which had already adopted inclusive business models did not consider themselves an ‘inclusive business’ when asked,” the survey read.

The report noted that indicators of inclusiveness include employing poor people with mean score of 4.39; targeting poor people as consumers, with mean score of 3.35; doing business with the poor as suppliers, with score of 3.52; doing business with the poor as distribution channel, with score of 3.41; considering poor people as entrepreneurs

Aside from the QCPR, the BTr also launched the National Asset Registry System.

“The establishment for comprehensive registry of non-financial assets is key to strengthening the national government’s property and fixed assets,” Deputy Treasurer Sharon Almanza explained.

Almanza added that the National Asset Registry System would also require all national agencies for reporting to have comparative assessment of asset realization, performance, acquisition,

and disposal.

“This encouarges agencies to properly manage and efficiently use their assets,” she said.

“The National Asset Registry increases accountabiltiy, greater transparency, and good governance on the use and management of government proeprties and resources,” Almanza said.

On the other hand, De Leon added that through the National Asset Registry, the government would be able to identify its high risk assets and be able to subscribe it to proper protection like insurance.

“For instance, if there will be calamities, they don’t have to depend so much on the National Government budget since it has insurance itself,” she said. (PNA)

These recommendations include raising awareness of and interest in IB, capacity building, strengthening collaboration, and simplifying bureaucratic requirements and increasing policies to support IB. “It is our hope that our respective initiatives on Inclusive Business align with these recommendations and seek to complement the government’s thrust to reduce poverty by including the small community enterprises in the formal economy,” AgoncilloReyes said. GCash launches cashless payment service at NCCC

CCC Supermarket becomes the first supermarket chain in Mindanao to accept cashless transactions using QR code for easy, convenient, and secure payment system. It partnered with GCash in promoting electronic payments in the country through the use of QR scanning via smart phones.

“GCash subscribers could use their mobile phones for cashless transactions, even those without credit cards,” Albert Tinio, GCash CEO, said on Tuesday during the official launching of GCash in NCCC Mall Davao.

The mobile wallet is built into Globe’s GCash service and merchants only need to scan a QR code on the phone to complete a transaction, said Tinio.

“BIR has actually accepted GCash as mode of payment for 45 tax types,” he said.

According to Tinio, QR scanning is already widely adopted in countries such as China and India where people

hardly use cash anymore to pay for goods and services. Instead, they use their smartphones to scan the QR codes of merchants and pay for their purchases.

“Now that more people are using data on their smartphones, the time is ripe to enable digital payments using the smartphone and let this go mainstream,” he said.

The cashless payment service aims to make financial services available to more Filipinos as 75 percent of the population has no bank accounts, said GCash CEO Albert Tinio.

“We want to enable aspirations of the financially underserved, our advocacy is financial inclusion,” Tinio said.

Tinio said that GCash can also be used to pay bills, send or transfer money and buy movie tickets, purchase Globe and Tm load, purchase things online and offline through scanning QR. “We want to do things that are convenient on your mobile

he Philippines remains a sweet spot for investors, government officials and company executives said during the Euromoney Philippine Investment Forum Monday.

Bangko Sentral ng Pilipinas (BSP) Governor Nestor Espenilla Jr. said the country is still an attractive investment destination since the economic outlook remains strong with capital markets being deepened and developed, programs to improve infrastructure, and expansion of trade and industries.

Espenilla said the government is on track to

hit its 6.5-percent gross domestic product growth goal for this year, while 7.0 to 8.0 percent economic growth in the medium term is expected.

“The Philippines today offers viable investment opportunities,” he noted.

For Philippine Economic Zone Authority (PEZA) Director General Charito Plaza, foreign investors are keen on investing in the

country, with its young workforce, competitive labor cost, and incentives given particularly by the agency.

But she noted that aside from foreign investors, investments of local companies in PEZA are also robust.

Plaza said about 22 percent of investments in PEZA were from Filipino companies, next only to Japanese firms which account 40 percent of total investments as the top investors in PEZA. Dow Chemical Country Director Roberto Batungbacal also echoed that some of the biggest investments in the country’s

manufacturing sector came from local firms.

“A lot of success in the manufacturing sector is FDI (foreign direct investments), but local players are drivers of growth,” said Batungbacal.

“If the local investors have strong confidence in their economy, then the foreigners will see that,” he added.

Philippine Chamber of Commerce and Industry President George Barcelon said the Philippines is an investment hub in ASEAN, with its over 100 million population being a big market base for investors.

ANILA -- Accelerating investment in education and infrastructure could boost the Philippines’ economic growth and realize its full potential.

Edwin Bautista, president and chief executive officer at UnionBank of the Philippines, cited result of an earlier study released by professional services firm PricewaterhouseCoopers (PwC) indicating the Philippines could become the 20th largest economy by 2050 among 32 countries.

PwC forecasts the Philippine gross domestic product outpacing even that of Spain, Australia, Colombia, Argentina, Poland, and the Netherlands.

Bautista also noted a World Bank (WB) study ranking the Philippines among the top five in terms of productivity index and growth potential

index.

“So the opportunities are there, the potential is there, how can we realize that potential? It all boils down to infrastructure and medium-term education,” he said during the Philippines Investment Forum Monday organized by Euromoney.

Bautista said the country also needs to scale up investments, particularly in infrastructure.

“There is still a lot of room to grow, that is why it is correct the government is embarking on Build, Build, Build because that’s the missing link,” he added.

Packinghouses to enable farmers to meet international standards

mall banana growers in Davao del Norte now make it big in the international market.

This came after the Department of Agriculture in Region Xi (DA-XI) turned over standard packinghouses to banana farmers’ association in the province. The facility aims to enable small banana farmers to meet the phytosanitary standards required by international markets.

In a turnover ceremony held Friday (November 24) in Sto. Tomas, Davao del Norte, the following received the rehabilitated packinghouses: Joselito Rabino of Brgy. Kimamon, Sto. Tomas worth P1.6 million, Rolly Rada Sr. of Sampao, Kapalong worth P1.6 million and Paul Jeffrey Cabasa of La Libertad, Sto. Tomas worth P1.7 million.

Recipients of the new standard, clustered packinghouses were Rey Bayoneta of Semong, Kapalong worth P2.7 million, Davao Free Farmers Multi-Purpose Cooperative (DFFMPC) in Brgy.

Bobongon Sto. Tomas, worth P2.6 million and Kinsan Multi-Purpose Cooperative of Kinamayan, Sto. Tomas worth P2.5 million.

DA-High Value Crop Development Program (HVCDP) coordinator Melani Provido said the Mindanao Banana Farmers and Exporters Association Inc. (MBFEA) choose the recipients who are also their members.

“DA is pleased to partner with MBFEA in extending assistance to the small banana farmers in the region.

These [packinghouses] will boost the banana industry in Davao region to produce good quality bananas for export,” Provido added.

he government is doing the right thing with its focus on infrastructure development across the countrysides.

Two banking experts have agreed that scaling up investments, particularly in infrastructure, will boost the country’s economic stock. According to UnionBank of the Philippines president and CEO Edwin Bautista, there is still a lot of room to grow. He said that it is correct the government is embarking on Build, Build, Build because that’s what he called “the missing link.”

Boggled by Sereno’s controversial 2012 appointment

hat boggles my mind about Chief Justice Sereno is not the allegedly politicized moves against her in the impeachment cases she is facing today, but the facts that surfaced in 2012 regarding her �itness to be Chief Justice, revealed in appointment process which could also be described as politicized.

Known to be a classmate of then president Noynoy Aquino, Sereno’s accession to her position was held in question due to her young age, which places her s chief magistrate for more than 15 years.

The controversy over her appointment is exacerbatedy the alleged fudging of the important psychological test.

ecently, Secretary Emmanuel F. Piñol of the Department of Agriculture was buying some durian fruits in a stall located in a highway. When the vendor saw him, she inquired: “How do I call you, sir: Gov. or Sec?” In his Facebook wall, Piñol wrote: “Obviously, (she was) referring to the title of Governor which I held in North Cotabato for nine years and my current position.” He went on: “The vendor knows me personally because she reminded me that as Governor, I worked for the safe surrender of her brother, a former Communist cadre.”

Piñol told her: “Don’t be so concerned with my titles. These are temporary. Call me by my name because that’s how you have known me.”

The agriculture secretary shared this thought: “Indeed, why should we be so arrogant about our titles when on the day we return to the ground, our tombstones will be so small that it could not possibly list down our achievements, our titles or academic degrees.

Piñol said titles are earthly and temporary. “That slab of marble will only tell our names, the dates of our birth and death and three more letters: RIP. So be quiet about who you are…” he pointed out.

That the most senior associate justice J. Antonio Carpio was passed over and that the desire to get her appointed may have come from either self serving and dubious reasons.

Moreover, what confuses me even more is when the people who questioned her appointment seem to be defending her position now.

These are the same people who took the impeachment court to town over the late Chief Justice Renato Corona.

That said, all of these things will unravel as facts and truths surface in the course of the impeachment hearings.

These discomforting facts about her are things her supporters will also have to

accept.

But unfortunately, instead of doing their jobs, some of them even exploit those who elected them and even rob the money that should have been given to those who have less in life.

Senator Panfilo Lacson, on the other hand, said Congress could conduct committee hearings on BBL even without the President calling for a special session.

“Unless the intention is to pass the measure before yearend, which is impossible considering the complex and contentious issues involved in its provisions, a special session may not be necessary,” Lacson said.

For his part, Roque explained that the chief executive was only emphasizing “that if need be, he would call Congress for a special session.”

“He did not intend or he did not limit the timeframe this year or the remaining part of December,” he said.

“In fact, the Bangsamoro bill is still at the committee level at the House ‘no. So we expect that we have time for Congress to discuss the BBL.” According to Roque, a special session is required when Congress has run out of time because both Houses of Congress must convene by way of a special session if they are to approve bills.

Empty nets: No more fish soon?

A

s population continues to balloon and fish catch in the open seas is dwindling, the Philippines – which has more than 7,000 islands – has to adopt new technologies to solve the problem.

Unfortunately, destructive human activities are wreaking havocs on the country’s fragile coastal ecosystem, where most of the �ish and other marine creatures are starting their lives before going to the oceans.

“The past three decades have seen the rapid decline of the Philippine coastal ecosystem,” said Senator Loren Legarda in a recent press statement.

Some 70% and 20% of mangroves and seagrasses are destroyed, respectively. Nearly 90% of coral reefs are under threat. The biomass of coastal �ish stocks is only 10%-30% of its state in 1940s.

The sad state of the country’s coastal ecosystem is unthinkable as �ish is the main source of protein for the Filipinos.

“An island nation, the Philippines necessarily depends, to a large extent, on its �ishery resources for its food,” Legarda said. “Fish, which used to be among the cheapest sources of protein, is now more expensive than pork or chicken.”

A new kind of revolution is needed to catch up with the demand for �ish. “New technologies, new breeds and newly domesticated species of �ish offer great hope for the future,” The Economist said in a recent report.

That’s where “blue revolution” comes in. If you’re wondering just what is it, just remember the “green revolu-

tion” of the past. If you have forgotten, the “green revolution” refers to a set of research and development of technology transfer initiatives occurring between the 1930s and the late 1960s that increased agricultural production worldwide “On land, the green revolution allowed dramatic increases in crop production, with increased mechanization, and improved pest control and soil fertility through the addition of herbicides, pesticides and nitrogen-based fertilizers,” The Economist explained.

So, if the same technique can be adopted in the waters, the sobriquet “blue revolution” (refers to the color of the ocean) came into existence.

“The blue revolution has seen companies breeding �ish to improve traits such as their growth rate, conversion of feed into �lesh, resistance to disease, tolerance of cold and poor water, and fertility,” said The Economist.

Blue revolution actually refers to aquaculture, the farming of marine animals. Actually, it’s not a new thing. China did it �irst. No wonder, it leads in farmed �ish production and other aquatic resources.

Fish farming is more advantageous than raising livestock. “For every kilogram of dry feed, we get one kilogram of �ish meat,” said Dr. Uwe Lohmeyer of the Deutsche Gesselschaft fur Technische

Zusammernarbeit (GTZ), a German Technical Cooperation. “This is far more favorable rate than in the case of say, pigs: to produce the same quantity of pork, a farmer – given the same quality of inputs – has to provide three kilograms of feed.”

“Aquaculture must grow faster than the current rate in order to supply up to 48% of the total food �ish production,” urges Dr. Mahfuzuddin Ahmed, co-author of the report, Outlook for Fish to 2020: Meeting Global Demand.

In 1985, the Philippines was listed fourth in global �ish and aquaculture production.

Twenty-three years later, in 2008, its ranking went down to number 6. By 2013, the ranking even dipped to seventh.

But still, to be ranked among the top ten in the world is still a good thing.

It was the Malay emigrants who introduced the �irst �ishponds in the Philippines long before the Chinese traders came to the country. “Our �ishpond practices in most respects are similar to those of the Indonesians rather than those of �ishpond caretakers in the mainland of China,” said a Filipino �ishery expert.

Aquaculture species produced in the country today are seaweed, milk�ish (bangus), tilapia, brackishwater shrimp, oysters and mussels. According the recent report released

by the Bureau of Agricultural Statistics, aquaculture contributed the biggest share to the total �isheries output at 49.80%. Milk�ish, tilapia, tiger prawn and seaweed accounted 90.18% of the total aquaculture production.

But like most technologies, aquaculture has its shares of liabilities. “The inevitable expansion of �ish farming in the developing countries could cause increased pollution, greater damage to already vulnerable wild �isheries, and competition for water and land use,” the Kuala Lumpur-based World Fish Center pointed out.

“This poses a potential threat to the environment as well as the livelihoods and food security of poor people in developing countries,” it added.

In the Philippines, for instance, lands usually converted into ponds are waterlogged areas and wetlands (marshes), cultivated ricelands or drylands. Water supply usually comes from irrigation canals or rainfed.

“The conversion of rice areas to ponds are directed by economic use of land,” said an of�icial of the Bureau of Fisheries and Aquatic Resources (BFAR). “Lands converted into tilapia ponds are more pro�itable than ricelands as reported. But massive conversion of irrigated ricelands into tilapia ponds may affect rice production in the future.”

Erosion, sedimentation and siltation are also traced to the proliferation of �ish cages and �ishponds in shallow lakes and rivers. “Clearing of land where pens and cages are established results in increased

erosion, sedimentation and siltation,” the BFAR of�icial said.

“Water quality is also affected. Turbidity increase if �ine silt is suspended in water in great amount thereby affecting growth of natural productivity.”

There’s also such phenomenon called �ish kill. In January and August of 2012, P3.8 million and P0.65 million of losses, respectively, were reported due to �ish kills in Lake Sebu. In 2013, a loss of 20 metric tons of �ish was also incurred. In February 2014, a loss of 68 tons with a value of P5.2 million was reported.

“The �ish kills in Lake Sebu are caused by overturns in the lake, known locally as kamahong, which takes place naturally in Taal Lake in Batangas,” reported Dr. Rafael D. Guerrero III, an Academician with the National Academy of Science and Technology. “During a lake overturn, which usually occurs in the cooler months of the year, strong cool winds cause the upper water portion of the lake to become heavier in mass than the water at the lake’s bottom.”

The sinking of the upper water column, he further explained, pushes up the bottom column that is poor in oxygen and in toxic compounds like hydrogen sul�ide, and this kills the �ish in �loating cages.

Escape of domesticated, farmed �ish into rivers, lakes and coastal areas have become a growing risk to already decimated stock of wild �ish.

Yet, such escapes are not uncommon. The small goby in Laguna de Bay and tawilis in Lake Buhi and Bato are on the verge of extinction with the

introduction of tilapia in these lakes.

Like most technologies, aquaculture is not perfect.

This must be the reason why Dr. Jeffrey D. Sachs, director of the Earth Institute at Columbia University, doesn’t consider aquaculture as the ultimate solution to the problem of �ish shortage. “Aquaculture brings its own ecological challenges,” he was quoted as saying by Scienti�ic America.

But he added that there are better aquaculture technologie s which are already evolving rapidly. “Public funds and prizes could promote research to advance them,” he suggested. “With sensible global policies, the blue revolution can indeed become a major force for improved human nutrition, economic well-being and environmental sustainability.”

There are people who believe there’s future for aquaculture, if lessons from the past should be heeded. “The ultimate success of aquaculture may lie in the ability of its developers to leapfrog the mistakes of agriculture – to resist putting chemicals in the water and hormones in the fry, and consuming vast quantities of resources to get their product out,” said Anne Platt McGinn, a researcher with the Washington-based Worldwatch Institute.

“The �ish farmers’ ticket to the future is to align their business with the growing movement toward integrated, closed-loop production that is already making waves in the agricultural and timber industries,” she added. (To be concluded)

Citing intelligence reports, Castro said the couple had been allegedly �inancing illegal drug-related activities in the city and the neighboring areas.

He said the two were reportedly part of the El Patron Drug Group, which is considered as among the biggest drug groups in the area.

“This is a major drug network connected to groups operating in other regions.

Its sources are traced from Northern Mindanao and the Autonomous Region in Muslim Mindanao,” he said.

The arrest of the couple came a day after three other alleged members of the El Patron Drug Group were nabbed in separate operations in nearby Maasim town in Sarangani Province.

PDEA agents initially arrested suspects Arman Bada, 47, and wife Lovely, 37, in a search operation at their home in Poblacion, Maasim

at 2:54 a.m. Sunday.

Seized from their possession were about 30 grams of suspected shabu worth around P150,000 and three bank passbooks.

At around 3:55 a.m., another alleged drug group member identi�ied as Zaldy Ong, 58, was nabbed in a separate search operation at his home in Poblacion, Maasim.

He reportedly yielded about 11 grams of suspected shabu with an estimated market value of P55,000.

Castro said they had long been monitoring the movements of the suspects, who supposedly peddle shabu to �ishermen and seafarers.

“It was supposed to be a high-charge operation in the high seas because their clients are the seafarers and �ishermen and they are widely involved in smuggling. But it was called off so we opted for search warrants,” he said.

“I think we’ve seen the worst of Andray’s games,” said Reyes. “Hopefully, in the next window, he’s going to be in better basketball shape. He would have been playing for a couple of months in China, so that should be able to help.”

More than getting Blatche in game shape, however, Reyes is most concerned about developing Blatche’s chemistry with the players and getting him caught up with the “little counters, the little things that we do.”

They had a very short time to integrate Blatche into the lineup, as he arrived in Manila just a couple of days before they �lew out to Japan for the �irst game of the qualifying window.

While Blatche did not

need much time to adjust to his teammates or the plays, it was still evident that he was not completely in sync with the rest of the team.

“It’s really hard,” said Reyes. “Hindi naka-tono. He’s not in sync with our little counters, the little things that we do.”

“We can’t teach everything in �ive days. You might be able to teach everything but to actually practice it, run it, make it (part of your) instinct, you can’t get that in �ive days,” he pointed out.

Thus, Reyes is hopeful that the next time around, they will have more time to practice with Blatche before going into battle – though he acknowledges that this is a problem for another time.

“We’d still rather have Andray than not have him, especially when we play the big teams,” he said. “We’d still rather have Andray at this point.”

“So you know, the second window is another thing. The �irst window is over, the second window is another ball game altogether,” he added.

aturalized Filipino center Andray Blatche was clearly far from his dominant self during Gilas Pilipinas’ �irst two games of the 2019 FIBA World Cup quali�iers.

Against both Japan and Chinese-Taipei in the �irst window of games, Blatche

took time to get his rhythm on both offense and defense, and committed plenty of turnovers.

A proven scorer who has lifted Gilas offensively in the past, Blatche averaged only 9.5 points per game for the Philippines in those two games.

His sluggish play was especially noticeable in the �irst half of the Philippines’ game against Chinese-Taipei on Monday at Araneta Coliseum.

He managed only six points on 2-of-6 shooting, and was repeatedly beaten to the rim
