he Philippine Army in the Davao and Cotabato regions will soon be beefed up by more than 300 recruits from the various indigenous peoples as part of the government’s security force, 10th Infantry Division spokesperson Capt. Ryan Batchar said on Wednesday.

Batchar told the AFP-PNP press conference at the Royal Mandaya Hotel that the new-

ly-recruited soldiers �illed up a quota assigned by the Armed Forces of the Philippines to the 10th ID’s area of responsibility.

The new recruits will undergo three months basic military course and three months jungle warfare training beginning this October. “ A total of 450 ang mag sabay ng training, 300 gikan sa IP and 150 sa mga regular

recruits nato from the candidate soldiers,” said Batchar.

He said this is the �irst time the Philippine army gave a quota on the number of IP to recruit. This initiative is the brainchild of Major General Eduardo M Año when he was commander of the army division.

The IPs were recruited from the area of responsibility of

the 10 ID, to include the Davao Region, South Cotabato, Cotabato, Sultan Kudarat, Saranggani and General Santos City.

The recruited IPs are currently in Panacan waiting for their �inal listing.

“They will undergo the same training that the regular soldiers are undergoing,” said Batchar, adding IPs wanted

hree people, including a town deputy chief of police, were killed while �ive others were wounded after unidenti�ied suspects opened �ire using automatic ri�les at a restaurant in Polomolok town in South Cotabato late Tuesday night.

DCPO unveils scheme to stop crime in homes

avao City Police Of�ice director P/Supt. Alexander Tagum unveiled on Wednesday a new program to prevent the commission of criminal activities in subdivisions and in malls.

To improve upon the Oplan Iron City which was launched last May, the DCPO proposed Oplan Iron FORETRESS. Tagum told the AFP-PNP press conference that Oplan Iron FORTRESS refers to “Forti�ication of Residences Towards a restful environment that is secured and safe.”

“This is to further secure our individual home owners, their family and their home,” said Tagum, adding it is a ho-

listic security action plan for citizens of Davao City.

The program is composed of three parts: �irst is a Call to Action through the conduct of the Crime Prevention Summit which will be attended by stakeholders to be followed by community empowerment through the conduct of Ronda Training for all home owners.

Tagum is optimistic that the intensi�ied public awareness campaign will lessen the crime rate in the city and will make the people of Davao a hard target for crime. “ Mao na

Proponent of this program include the Philippine Department of the Interior and Local Government and the DCPO. The proposal was already submitted to the Of�ice of the City Mayor and is waiting for approval.

Palace vows to cooperate with Senate on SALN probe

ANILA -- Malacañang on Wednesday said that it would cooperate with the Senate should it decide to investigate the redactions made by certain Cabinet of�icials in their December 2016 Statements of Assets, Liabilities and Net Worth (SALNs).

“The Executive (Department) would cooperate and would attend the investigation on SALNs, if and once called by the Senate,” Presidential Spokesperson Ernesto Abella said in a statement.

“Meanwhile, we reiterate that there were no violations committed related to the release of SALNs of some Cabinet members,” he added.

The Palace issued the statement following the �iling of Senate Resolution No. 514 on Monday by Senator Antonio Trillanes IV. The resolution was �iled

following a report of the Philippine Center for Investigative Journalism (PCIJ), which said that some details were blacked out in the December 2016 SALNs of several Cabinet members.

Among the redactions include the acquisition costs of personal properties or the exact locations of real properties.

Senate Resolution No. 514 directs the Senate Committee on Civil Service, Government Reorganization and Professional Regulation, which Trillanes chairs, to investigate the SALN redactions.

Malacañang earlier said it would no longer redact information on acquisition costs and data pertaining to assets and net worth of Cabinet of�icials in the future.

ANILA -- Presidential Communications Secretary Martin Andanar urged the public to take the nationwide earthquake drill set on Wednesday seriously as it highlights the importance of disaster preparedness especially in areas close to fault lines.

The National Disaster Risk Reduction and Management Council (NDRRMC) has set the 3rd nationwide simultaneous earthquake drill on September 27 at 2 p.m.

The quarterly earthquake drill being carried out by the NDRRMC is one of the tools instituted by the government to promote disaster preparedness and

resiliency among the citizenry.

“Mahalaga na seryosohin natin ang earthquake drill ng NDRRMC. Mabuti ng handa tayo sa anumang sakuna, at ang posibilidad na magkaroon ng malakas na lindol, lalo na sa mga lugar na nasa ibabaw ng West Valley Fault, ay hindi malayo,” Andanar said in a statement.

Andanar’s statement is a timely reminder for Filipinos to be prepared for the “Big One” following the recent earthquake in Mexico that killed more than 300 people on September 19.

Davao City asked to junk waste to energy project

he Ecowaste Coalition has called on the city government to turn down any proposal for a waste-to-energy project, claiming it would bring more harm than good to the environment and health of the people.

Ecowaste Coalition national coordinator Aileen G. Lucero told reporters Monday that WTE projects may cause water and air pollution.

She explained that such technology employs waste incineration that emits toxic chemicals like dioxin and that the people must learn instead how to reuse wastes.

upon knowing that the city government was reconsidering the plan to put up a WTE technology to replace the seven-hectare sanitary land�ill in New Carmen, Tugbok that is almost full.

Waste-to-energy is the process of producing energy in the form of electricity and/ or heat from the incineration of wastes.

Lucero said putting up a WTE project might also hurt the city’s �inances.

She pointed out that in order to sustain the technology investors will impose a 20- to 30-year lock-in period in which the city will be burdened with fees “whether you put the amount of waste or

not” due to the “put-or-pay” provision provided for in the contract.

She said at least 60 percent of the wastes produced in the city are organic while the remaining 40 percent are inorganic or non-biodegradable, the high calori�ic wastes that a WTE technology needs, which include papers, metals, and plastics.

Ellen Trazo, member of the Sustainable Davao Movement, appealed to the city government to junk the waste incinerator and embrace the zero waste solution.

“Let’s go back to basic,” she said.

In the meeting, Secretary Lopez and Special Envoy Angara assured the parliament and business institutions that Philippines is a strong economic partner and there will be a continuing dialogue to ensure that they get the real and more objective situation in the country.

PH is their ally in the ASEAN region and is a gateway through its FTAs with ASEAN and other Asian partners such as Japan, China, and Korea.

More illegal Laguna fishpens demolished A round 70 illegal �ishpens with an aggregate area of 2,081.79 hectares were demolished from the total 3,700 hectares of illegal �ishpens in Laguna de Bay (Laguna Lake).

The demolition also covered structures in excess areas in the towns of Cardona and Binangonan in Rizal, Taguig, Muntinlupa, Biñan, as well as San Pedro and Calamba in Laguna.

In a report released Tuesday, the Regional Development Council IV-A (Calabarzon) said the �igure as of Aug. 31 represents Laguna Lake Development Authority’s actions to achieve “Zero Fish Pen and Fish Cage Policy implementation in Calabarzon.”

The move is in response to President Rodrigo Duterte’s plan to transform Laguna Lake into a vibrant economic zone as expressed in his �irst State-of-the Nation Address in 2016.

The President tasked the Department of Environment and Natural Resources (DENR) to save the lake, thereby authorizing LLDA to implement regulations to manage the lake and remove illegal structures.

Upon approval of Board Resolution No. 518 in February this year, the LLDA has declared a moratorium on the operation of aquaculture structures within the Laguna

de Bay. The moratorium prohibits release of new �ish pen and �ish cage permits and stocking of �ingerlings or small �ishes in the lake after 31 December 2016. In addition, all operators are expected to harvest their �ish stocks and demolish their structures before March 31, 2017.

Non-compliance by the operators thereafter has prompted the LLDA to demolish and con�iscate their structures. The agency’s current ‘demolition mode’ targets the remaining 44 percent of the illegal aquacultures and �ishpens in Laguna Lake.

According to the resolution, the demolition of illegal structures shall go after those with no permits and thus deemed illegal and those that obstruct navigational lanes.

LLDA said their next targets are the operators who are delinquent in payment and those with arrears as well as operators with excess area.

The LLDA also conferred with local experts and national scientists in assessing the new carrying capacity of the lake for aquaculture in May this year.

It was also determined during the meeting that 60 percent of the lake shall be allotted to �ishermen and 40 percent shall be allotted for businessmen. (PNA)

DOE: No compromise with environment laws

he Department of Energy recognizes the need to assert a technology-neutral stance since the energy sector is the driving force behind the country’s goal to attain a 6-percent gross domestic product .

During Tuesday’s media brie�ing for the 35th ASEAN Ministers on Energy Meeting (AMEM35) and Associated Meetings, Undersecretary Felix William Fuentebella assured that the department is working to deliver quality, affordable, secure, and reliable energy supply to the Filipino people, without compromising environmental standards.

“We will go with a technology-neutral approach but we will not sacri�ice our environmental standards and as much as possible, we will comply with international regulations,” Fuentebella said, referring to the clean coal technology strategy, one of the program areas of the ASEAN Plan of Action for Energy Cooperation.

Under the APAEC 20162025 program, Clean Coal Technologies is a strategy to enhance the image of

coal through best practices, trade and investment, collaboration with global networks, policy research, workshops and yearly submission of ASEAN Coal Database and Information System .

Meanwhile, Assistant Director Carmencita Bariso of the Energy Policy and Planning Bureau said China has expressed interest,not only in clean coal technology but in almost all program areas of the APAEC. “Common among ASEAN member states are their targets, energy ef�iciency and RE (renewable energy), also the use of alternative fuels for transport. China has been engaging ASEAN in almost all areas, like building the clean coal image,” Bariso said.

“We have been meeting with Chinese investors and explaining the opportunities. The good thing for Chinese investors is that we have a lot of Filipino-Chinese who are already involved in the energy sector. We are looking at more partnerships with China as far as energy cooperation is concerned,” Fuentebella added. (PNA)

TESDA to tie up with embassies for language efficiency of OFWs

T

he Technical Education and Skills Development Authority will coordinate with foreign embassies in the country to help improve the language pro�iciency and culture training of Filipinos who wish to work abroad.

TESDA Director General, Secretary Guiling “Gene” Mamondiong said that the language pro�iciency and culture training program of the agency would help the Overseas Filipino Workers communicate easily and learn about the culture of the country they have chosen.

A recent study has shown that training on lan-

guage and culture will boost the appreciation and understanding of OFWs in their workplace abroad.

“Language pro�iciency at the workplace enhances quality service delivery which results in increased productivity and effectiveness.

Workplace-based language pro�iciency and knowledge of the culture of a particular country tend to promote better human relations and provides added security overseas,” said Mamondiong in a letter addressed to the foreign embassies.

These foreign embassies are Spanish Embassy,

People’s Republic of China Embassy, Embassy of United Kingdom, Vietnamese Embassy, Malaysian Embassy, Embassy of Kingdom of Saudi Arabia, Japanese Embassy, Korean Embassy, Italian Embassy, French Embassy, Russian Federation Embassy and German Embassy.

“In this regard, TESDA would like to recommend that our Filipino Workers undergo workplace-based language training and culture prior to deployment.

This specialized training has signi�icant contribution in increasing the Filipino workers’ productivity, ef�iciency and quality of service

delivery,” Mamondiong added.

Aside from this, TESDA has coordinated with Department of Labor and Employment (DOLE) Secretary Silvestre Bello III for the same program.

“The increasing mobility of our Filipino workers has enabled them to be subject to exploitation and abuse due to the lack of awareness and con�idence on the language of the country. Thus, the knowledge of workplace-based language and culture will be useful tool to thrive in a country,” said Mamondiong in a letter sent to Bello.(TESDA)

Taxi app Micab partners with Cebu operators

EBU CUTY-- Homegrown taxi-hailing app Micab got a boost when it launched its partnership with the Metro Cebu Taxi Operators Association (MCTOA) in a launching ceremony at the Casino Español in Cebu City last September 19.

Developed in 2012 by founder Eddie Ybañez to help address the worsening traf�ic situation, Micab is an app solution operational in Cebu and Iloilo that lets users to hail a cab at their convenience thru their mobile gadgets. Cebu and Iloilo are two highly-urbanized centers in the Visayas in central Philippines.

“We are pleased to have one of the country’s largest taxi associations on our team. This is one more step towards attaining our dream of offering convenient, easy, safe, and anxiety-free commuting to the public,” said Ybañez.

Unlike other service providers, Micab is not under LTFRB’s Transport Network Vehicle Service (TVNS) regulation by following a business model of partnering with franchising rules-compliant taxi companies rather than servicing private vehicles.

In their meeting, both panels agreed to speed up their respective project approval processes and come up with

additional measures “for more ef�icient decision making, and swift execution such as in project preparation and formulation, due diligence, procurement process and project implementation including land acquisition and resettlement,” Dominguez said.

Noting that both governments have successfully introduced improvements in their key processes in the past, the meeting allowed both sides to discuss additional measures to streamline processing, including by introducing innovative mechanisms and actions. hree people, including a town deputy chief of police, were killed while �ive others were wounded after unidenti�ied suspects opened �ire using automatic ri�les at a restaurant in Polomolok town in South Cotabato late Tuesday night.

Chief Insp. Aldrin Gonzales, chief of the Polomolok municipal police station, said the town’s deputy police, chief, Sr. Insp. Hernan Gabat, and his two companions have just arrived at Mang Ephoy Lechon House along the national highway in Purok Pagasa of Barangay Magsaysay at around 11:50 p.m. when two suspects suddenly �ired

at their direction.

Gabat was actively involved in the local police campaign against illegal drugs.

Gonzales said the police of�icer came to the restaurant along with barangay councilman Lemuel Cariaga and Rio Salig Sr. of the Bureau of Fire Protection to have late dinner and conduct intelligence monitoring.

But while they were looking for a table, he said “sudden bursts of gun�ire” came towards their direction and hit Gabat, his companion Salig, and several other customers.

Cariaga was able to duck and was unharmed, he said.

Gonzales said the 48-year-old Gabat, who was hit on the left side of his body, was declared dead on arrival at the Howard Hubbard Memorial Hospital in Polomolok.

Salig and a customer identi�ied as Karl Plomillo sustained gunshot wounds on the body and died while being treated at the Polomolok Municipal Hospital and the Howard Hubbard Memorial Hospital, respectively.

The wounded customers were identi�ied as Edgar Luzon, 26; Riza Diamante, 36; Jade Silva, 28; Ralyn Pitogo, 18; and, Garizalde Villacora,

Station 11 chief, identi�ied the slain policeman as SPO4 Abdurahman Estino, 46, who was assigned in Siocon, Zamboanga del Norte.

Wounded were Estino’s cousin, SPO2 Abdulmunir, 40, assigned in the province of Sulu and Leo Calago, a security guard.

Limos said the Estinos were leaving from a motorcycle shoppe when they were shot by one of two men riding in tandem in a motorcycle that stopped in

front of the establishment.

Calago was hit by stray bullet when the gunman, armed with caliber .45 pistol, repeatedly shot the Estinos.

Limos said Abdurahman ran inside the motorcycle shoppe while his cousin, Abdulmunir, towards the nearby gasoline station.

They were later rushed to the nearby hospital where Abdurahman expired while undergoing medical treatment.

Limos said they have already requested a copy of the video captured by the closed circuit television (CCTV) camera of the motorcycle shoppe and that of the nearby establishments to enable them to identify the triggerman and his cohort.

He said that all other possible motives that could also help them solve the case are being looked into and considered by the assigned investigator. (PNA)

He said six houses, which were mostly made of light materials, were gutted down in the incident.

Interfaith heads pitch for peace in Rome gab

eligious leaders, who attended the annual peace gathering in Rome, have vowed to advance the spread of peace education in all learning institutions to reach a common understanding and to help address violent extremism in Mindanao.

In a statement sent Wednesday to the Philippine News Agency, Muslim scholars and Catholic bishops called for “peace” amid the ongoing �ighting in Marawi City.

“Our hearts cry for peace.

We felt the sufferings of the displaced people of Marawi and the whole region, particularly the ongoing ordeal of innocent hostages inside the city. We experienced helplessness as well as righteous

indignation while the weapons of destruction daily increase the death toll of combatants and civilians,” the group said in a joint statement they signed on September 15 in Rome.

The signatories of the statement include Msgr. Anthony Ledesma, archbishop of Cagayan de Oro City; Msgr. Edwin de la Peña, bishop of Marawi City; Dr. Said Zamahsari Salendad, Hayatul Ulama secretary-general; and, Ustadz Abdulmuhmin Mujahid, regional Darul Ifta executive director in the Autonomous Region in Muslim Mindanao (ARMM).

he continuing growth in the real estate industry in the city has resulted in the sudden increase in properties by about 45 percent in key areas where major developments are taking place, an of�icial of a real estate consulting companies.

“There are hard facts about the (increase) in prices as these are based on actual data from buyers and property owners,” Ralph Vince Saguan, Prime Philippines capital markets and investment associate.

At the weekly Wednesdays@Habi at Kape in Abreeza Mall, Saguan said that, for example, a stretch between Lanang

and Bajada was priced between P20,000 to P70,000 a square meter in the �irst quarter of the year, but the prices immediately soared to between P50,000 to P100,000 a square meter in the second quarter.

Despite the high prices, however, most land owners do not want to sell their properties, but would rather go into joint venture or build buildings on their own. “These land owners have the money to build their buildings,” said Jen Namis, company assistant development manager, said as the two company of�icials based their observation on the initial result of a study they conducted

on the property industry in the city.

Namis said that based on the response of the landowners to the study, “many of them do not the money” so they do not need to sell their properties and instead become part of the development where they will get hire returns.

The appreciation of prices, said Saguan is a result of high market con�idence and that there is the perception that key infrastructure projects will be implemented sooner.

He cited several key projects that have become the attraction that has lured more investors from outside the city

who have expressed their interest in cashing in on the industry’s growth.

For example, two big latest developments are taking place in Lanang: the 10-hectare mixed use project of Megaworld and the 25-hectare project in what used to be a plywood company of the Alcantara group.

In the development of the former plywood factory, the Alcantara group has joined forces with Ayala Land Inc. as the venture is set to bring to the city big names in mixed use locators including Saint Luke’s Hospital, a top healthcare provider in the city. MFS

Bello III has issued Department Order No. 178, Series of 2017 which primarily addresses the health and safety concerns of workers who are required to stand for long periods and those required to wear high-heeled shoes at work.

The order, which was published on September 9, 2017 on a newspaper of general circulation, took effect on Sunday, September 24, 2017.

Occupational health and safety issues covering employers or establishments where workers are required to wear high heeled shoes and/or stand at work for long periods or fre-

quent walking are observed to result to cause strain on the lower limbs, aching muscles, hazardous pressure on hip, knee and ankle joints and sore feet.

This Department Order “shall apply to all workers who by the nature of their work, have to stand for long periods at work, or are frequently required to walk, such as retail and/or service employees, assembly line workers, teachers, and security personnel.”

Further, the order also states occupational safety and health measures to be applied by employers or establishment for workers who have to stand which include: 1. Implement rest periods to break or cut the time spent on standing or walking.

2. Install appropriate �loor-

ing or mats that will mitigate the impact of frequent walking and prevent fatigue, such as wood or rubber �loorings.

3. Provide table or work surfaces with adjustable heights to allow workers to alternately sit and stand while performing their tasks.

4. Provide readily accessible seats to be used during rest periods or even during working hours, provided the employees can perform their duties in this position without detriment to ef�iciency. These can be small foldable stools which can easily be stowed away so as not to hamper the work area.

5. Implement the use of footwear which is practical and comfortable. These should not pinch the feet or toes; are well �itted and non-slipping; provide

adequate cushion and support to the arch of the feet; either �lat or with low heels that must be wide-based or wedge type and no higher than one inch.

he Philippine Economic Zone Authority (PEZA) launched its �irst business and investment center in Davao City to provide easy access to its investors and serve as 24/7 information hub. The PEZA Business and Investment Center is located at the Damosa I.T Park, the 1st PEZA-accredited I.T. Park in Southern Mindanao at the Damosa District.

PEZA Business and Investment Center’s �irst order of operation will be to assist its members and future investors in processing permits both import and export, provide detailed services, such as document processing, and connecting them to other PEZA of�ices.

PEZA’s direction is geared towards promoting their mission of investment promotion, employment creation and export generation, making it a “One Stop Shop” branch here in Mindanao.

Part of PEZA’s long term plans will be to develop the center by designating engineers, accreditors, examiners and an of�icial from the Bureau of Customs to guide locators throughout the entire process. With the Davao branch, transactions can now be made easy for economic zones in Davao, aiding them in the pre-assessment process interlinking with the Regional PEZA of�ice for VisMin (Visayas and Mindanao) in Mactan,

Cebu. As an investment promotion and incentive-granting agency attached to the Department of Trade and Industry (DTI), PEZA is geared toward enabling investments in the region.

Currently, PEZA has over 365 Economic Zones nationwide and 3,916 locator companies from various public and private sectors from export, I.T., medical tourism, agro-industrial enterprises, logistics enterprises, facilities / utilities enterprises and developers of economic zones such as industrial estates, I.T parks and buildings, tourism zones, medical tourism parks and buildings, retirement zones, and agro-industrial zones. PEZA members are granted �iscal incentives ranging from Income Tax Holiday (ITH) or Exemption from Corporate Income Tax for export companies and non-�iscal incentives for export companies such as simpli�ied import and export procedures.

Assemblywoman Tillah recognized as S&T envoy

otabato City (September 27 – The Department of Science and Technology of the Autonomous Region in Muslim Mindanao (DOST-ARMM) has recognized several individuals and institutions as Science and Technology (S&T) Ambassadors for their signi�icant contributions to the development of science and technology in the region.

One of the awardees was Hon. Irene P. Tillah (Sulu, 2nd district), assistant majority �loor leader of the regional legislative assembly, who was recognized as S&T Ambassador on Policy for her efforts in promoting the Science and Technology department’s programs in her district.

Assemblywoman Tillah has extended full support to DOST’s projects such as RxBox, a telemedicine device, and Starbooks, the �irst Philippine science digital library.

Tillah, chair of the Committee on Women, Youth and Family Relations in the regional legislative assembly, also supported the establishment of the Philippine Standard Time in Sulu, a project of the DOST to synchronize time in the ARMM and the rest of the Philippines.

Aside from Tillah, DOSTARMM also awarded Modrika M. Masukat, municipal agriculture of�icer from Maguindanao, as a technology adopter ambassador, and Dr. Rosemarie D. R. Josue and Prof. Rowena Caro-Benavides, both from Mindanao State University-Maguindanao, as ambas-

Meanwhile, the municipality of Panglima Sugala in Tawi-Tawi and the city of Lamitan in Basilan were recognized as supportive local government unit ambassadors.

The department also recognized two S&T youth ambassadors, namely, Arman Ali Ghodsinia and Jai Aliyah M. D. Salliman. Also awarded ambassador as a DOST scholar was Ahalnida Majid Tambihasan.

The awards were announced during the region’s celebration of 2017 National Science and Technology Week (NSTW) held last September 18 in the municipality of Sultan Kudarat, Maguindanao. The NSTW is originally celebrated every third week of July through Proclamation No. 169 in 1993.

The S&T week aims at bringing science and technology closer to the people by letting them experience the vital role of science, technology, and innovation in improving the people’s quality of life, protecting the environment, and contributing to national development, particularly in poverty alleviation.

In the latest Global Competitiveness Index, the Philippines moved up a notch in the World Economic Forum’s annual competitiveness ranking at no. 56.

Previously, the country was at no. 57 in the Geneva-based WEF. Switzerland remained on top of the list, followed by the US, Singapore, Netherlands, Germany, Hong Kong, Sweden, the United Kingdom, Japan and Finland. The WEF rankings rated 137 economies worldwide. For the record, the country is no. 7 in Southeast Asia. Brunei and Vietnam went up higher than the Philippines. Malaysia, Indonesia and Thailand were behind regional leader Singapore.

According to the survey, the country’s main drawbacks are red tape, infrastructure and taxes.

This is where the government need to focus. But with a new leader who has been in the job for a little over a year, things could get better given the areas where the country needed to work on. According to WEF, the “most problematic” concern for the Philippines was an inef�icient bureaucracy followed by inadequate infrastructure, corruption, tax regulations, tax rates and political instability.

Cutting red tape, building P8 trillion in new infrastructure and reforming the tax system while cracking down on crime are the order of the day under the adminstration of President Duterte and if the government realizes these targets, chances are the country would be moving up in the next ratings.

The bottomline is getting these strategies done in the �irst place.

A

t the instance of an uncle and based on good accounts received about life in faraway Davao, the journey of the original Gutierrez brothers from Santander, Spain, is as interesting as any migrant story handed down from generation to generation.

Domingo Gutierrez after securing an authority to travel in 1917 at Tarranza, Spain, left his homeland and travelled to Cuba, the �irst stop for any Spanish migrant going east.

The trip did not happen overnight, though, because he had to scrimp for cash to pay his ocean fare. Two years later, he found himself reporting at the Consulado de España in Havana.

After securing a consular clearance, Domingo took a vessel owned by U.S. Mail Steamship Company (founded in 1848) bound for New York, where he took up odd jobs and saved money for his travel to the Manila. He also worked at Bakers�ield, California, then a mining town.

He did not stay long there. After earning the wherewithal to pay his way to the Philippines, then to Davao, his �inal destination, he set sail on a steamship. His �irst stop was at Hong Kong, where he was issued a certi�ication as transient. He arrived in Manila in 1921.

few months ago, I covered a science and technology gathering in Butuan City. The travel time from Davao City to that part of Mindanao is about 8 hours by bus. It was a long trip indeed but I had the opportunity of meeting Science Secretary Fortunato T. De La Peña, my friend Allan Mauro V. Marfal and Psyche Roxas-Mendoza (managing editor of “Philippines Graphic”).

I also had an opportunity of judging a journalism contest on news reporting and feature writing for elementary pupils and high school students. But what got me excited was when I was given a copy of Bridge, a compendium of research and development projects funded by the Department of Science and Technology (DOST).

“Science, technology and innovation contributed much to our country, particularly in making our industries more competitive and improving the quality of our people,” wrote De La Peña in his foreword for the 350-page coffee table book.

“The DOST has always been at the forefront in providing our Filipino scientists and engineers a good environment research; product development and provision of scienti�ic and technological services that are needed in making our country a better place to live in,” he added.

There are too many to mention them here. But allow me to highlight some of those researches that produce

The Gutierrez clan of Davao York, his elder brother, Manuel, also arrived in the US and stayed longer, working as a bootlegger with the infamous American mobster Al Capone. Years later, he joined his brothers at Darong, now a thriving community of Sta. Cruz, Davao del Sur. Domingo’s uncle, who was the source of information about Davao, was married to the daughter of a Bagobo datu in 1909. The marriage produced ten children, all boys, three of them died in infancy. With the consent of his landed father-in-law, he opened a ranch in Darong. During the 1926 round-up (the process of collecting cattle), he died in an accident.

The elder Gutierrez’s demise encouraged the Bastida-Sarenas family to talk to Domingo to call Manuel, who was still in New York, to move to Davao to assist so the land left by the uncle would not disintegrate. At the time, Domingo’s wife was seven months on the family way; she was pregnant with the youngest child, Restituto. Manuel acceded; he arrived in 1927.

He was �luent in Spanish and was often teased behind his back as a look-alike of boxing great Pancho Villa, whose

The Darong cattle ranch, the largest in the region before the war, had around 900 heads in 1927. When war broke out, it became the source of food and milk for the friendly Japanese soldiers under Fujimura, a Manchurian war veteran, who led the convoy that entered the ranch after the Japanese Imperial army had seized Davao City.

Domingo, an acquaintance of Tamura, the plantation manager of Furukawa plantation, though, did not allow the slaughter of animals only to be sold in the marketplace.

Unlike the Villa-Abrille ranch,

which was forcibly taken over by the Japanese invaders, the Gutierrez ranch was not con�iscated and survived the con�lict. In 1959, it was sold because Andres, Domingo’s son, was already working for a company in Lanao and there was no one to personally oversee the operation of the hacienda.

Aside from the ranch, Domingo also had a sprawling 31-hectare property, an area stretching from Matina to Aplaya and included the sprawling GSIS Village. It used to be owned by former Davao mayor Constancio Guzman but was sold to the Spaniard in a bid.

Historically, the �irst Spanish migrant to permanently settle in Darong was Antonio Matute, whose family owned Agencia de Empeños in Manila. He arrived in Davao in 1890 and promptly set up his own trading �irm. He married Sul-len, daughter of B’laan datu Cagnap of Saranggani, in Christian rites at Darong, later the country’s largest Spanish community, in 1895. It was solemnized by Fr. Saturnino Urios, S.J., the parish priest of Davao, with Don Damaso Palacios and Don Benito Saavedra serving as sponsors.

in Davao. The Gutierrez brothers, in succession, migrated to the region with Restituto leading the pack in 1904, followed by Domingo in 1921, and Manuel in 1927. Collectively, they cultivated 1,400 hectares which they developed into coconut plantation and cattle ranch. The estate is now owned by three giant corporations.

The other Spanish migrants who made good in Darong and its peripheral areas were Damaso Palacios and nephew Marcos Saez, Luis Surrochi of Astorga, the Gomezes of Sibulan, Eugenio Aznar of Padada, and Maria Villa Abrille (married to Prudencio Chicote) who bought Patulangon from a Bagobo Datu in 1882.

Villaseñor and Juane Marco B. Gonzales of the UP Diliman.

They are working on malunggay, which has been known to possess various bene�icial health effects. Just recently, they were able to produce a miniscule amount of the pure antidiabetic compound from the leafy vegetable.

“The compound will still be

subjected to further tests before it is offered in the market for Filipinos in need of less expensive, alternative maintenance drug for diabetes,” they wrote.

Can chicken eggs be used for therapy and diagnosis? Dr. Jose Nevado and M. Monaliza A. Miras, both from UP at Los Baños in Laguna believe so. They made a scienti�ic effort to see if chicken egg antibodies would be effective against sepsis, or severe infection, a major cause of death around the world.

“We generated human histonespeci�ic antibodies from vaccinated hens,” the two authors wrote. Histones are proteins that fold the DNA in our cells.

“We isolated and puri�ied them so that other substances and antibodies not speci�ic to the histones were removed,” they reported. “The antibodies were proven to be safe, as mice and rat injected with high dosages survived after one to two weeks.”

The two authors contend their �indings “do not conclusively demonstrate effectiveness.”

But they believed “the implications are important. First, it demonstrates that chicken egg antibodies, which are several-fold cheaper and easier to isolate, are safe for therapeutic use.

Second, the mere fact that we have puri�ied antibodies implies that such antibodies are also useful in detection of blood histones in patients with severe infection.”

“If we did not have rice, our deepest comfort food, we would probably feel less Filipino,” the late food columnist Doreen Fernandez once said.

The Philippines is also known for its seaweeds. So, what’s the connection? Scientists at the Philippine Nuclear Research Institute (PNRI) have developed the Carrageenan Plant Growth Regulator (CPGR) that increases rice yields, an excellent natural fertilizer and prevents major diseases in rice and other crops.

Carrageenan, if you care to know, is an indigestible carbohydrate (polysaccharide) extracted from edible seaweeds. PNRI studies showed that when carrageenan-derived polysaccharide is degraded through a very small dose of gamma radiation, it enhances rice growth.

At PNRI, researchers �irst tested the CPGR in pot experiments inside greenhouses. “Rice plants sprayed with 100 ppm (parts per million) three times (15, 45, and 75 days after transplanting) had 30% increase in yield compared with untreated plants,” wrote Dr. Lucille V. Abad, author of the paper. “For rice, the effect was attributed to improved root growth and notable resistance to important diseases like tungro and leaf blight.”

The Philippines is also one of the exporters of coconut. In Zamboanga, researchers have come up with a variety that is much better than the conventional coconut trees.

“The varieties are short to medium in height, have higher sugar-grade sap, and more of the sap to sugar,” wrote paper author Ramon L. Rivera of the Philippine Coconut Authority.

In Kabacan, North Cotabato, the University of Southern Mindanao (USM) researchers are using the nextgeneration sequencing to map cacao genes taken from varieties collected around the country.

“USM scientists will use next-gen sequencing technology to look for the

Kailangan talaga na may percentage kami to recruit females,” said Batchar The psychological interview of the IP was seen as a challenge. “Nahirapan nga yung psychologist natin kasi very important parin na kailangan na emotionally and psychologically �it pa rin,” said Batchar.

He said this last part is important because the military is conducting numerous of operations that requires soldiers to be mentally �it.

AND EDIBLE. Cooking, like that of our love for food and flavour combinations, should not be treated as a one time love affair. Instead, one that is lasting and ever evolving. Something that allows us to experience the world despite our lack of a formidable tour around the world.

Yes, it is through cooking that we become acquainted with the flavours of the world. From Asian to Mediterranean to Western and Middle Eastern, our palates are introduced to some of the most deliciously exotic of tastes without having the need to travel. With globalization and internet bridging the gap, everything is now made possible.

For a old-soul like me, I always make it a point to join a cooking class whenever I travel. Why? I believe that one of the best ways to immerse oneself in a particular culture is to learn about their traditions, food and of course, food preparations. And a recent trip to the city of ornate shrines and colorful street life is no exception. This time, my close #lokalista friends (Freah Ramos, JJ Ongkingko and Rhodalee Apa-ap) joined in the fun.

The Sompong Original Thai Cooking School is one of the many culinary schools in Bangkok that offers interactive lifestyle classes for locals and tourist who are keen to learn more about Thai cuisine.

The cooking classes cored upon an ideal home style learning environment unlike that of in typical classroom settings.

Each student were given a basket with a bottle of water and fan. Their class begins with a trip to the nearby market where the students are introduced to the primary ingredients used in Thai cuisine (coconut, kafir lime and leaves, lemongrass, palm

sugar, fermented shrimp and the likes). After the market tour, we were then led to their quaint school tucked just around the corner from the market.

We had our own station to work on, complete with our own apron, chopping board, knife, cookbook, hanky and ingredients. Since our class consisted of groups, we worked with our groups for all the dishes that day. Mise en place were done by their staff hence we only did most of the chopping, mixing and of course, cooking.

Cooking Thai cuisine, for me, is not easy. Specially with the myriad of ingredients you need to create their paste. However, it was not just about creating the dishes but understanding the interplay and marriage of flavours with every ingredient used.

The class lasted for five (5) hours where our teacher (Ms Preaw) gave an overview of the school and of Thai cuisine. That day, the menu focused on making homemade Paneang curry paste (numphrik-kaeng-panaeng), Paneang Chicken Curry (panaeng-kai), Thai papa-

Mayor sends Cenro staff to reorientation seminar

P

ersonnel of the City Environment and Natural Resources (CENRO) underwent a one-day assembly and reorientation seminar last week amid public concerns regarding garbage collection and management of the city.

The reorientation was ordered by Mayor Inday Sara Duterte and was con-

ducted by the Of�ice of the Human Resource and Management Of�ice.

This came after the mayor received a number of complaints about uncollected garbage in certain areas in the city.

During her state of the city address, Mayor Inday noted that the volume of garbage being generated by

the Dabawenyos has been increasing with the rapid growth of the city. In her Byaheng DO30 program, the mayor has identi�ied solid waste management as one of the priorities of her administration.

During the reorientation, Lawyer Raul Nadela, Mayor Inday’s chief of staff, emphasized that it was vi-

tal in reminding Cenro personnel of their main task -that is to keep the city clean and orderly and to ensure that the city’s programs on solid waste management are implemented.

“Let us not forget that our task is to primarily always keep the city clean,” said Nadela.

OME 200,000 people from 230 cities in 30 countries attended the 3rd annual commemoration of the Alliance of Religions’ Peace (WARP) summit held at the Hwaseong Sports Complex in Gyeonggi Province in South Korea, September 17-19.

Among those who attended and participated in the summit through live broadcasting were people from the United States, South Africa, United Kingdom, China and the Philippines, including two lady reporters from Davao City, Misses Edith T. Isidro and Rose Bernales.

HWPL (Heavenly Culture, World Peace, Restoration of Light), a global nongovernment organization under the United Nations Economic and Social Council (UN ECOSOC), staged a colorful parade and performances “to raise awareness on peacebuilding during the second day of the summit.

In his congratulatory message, H.E. Dr. Moncef Marzouki, Former President of Tunisia, delivered, “Today we are closer to each other than to people sharing with us the same nationality but not the same values, the �irst being the protection and promotion of peace in the world. In these conditions of fragile peace and terrible wars, the permanent effort for peace must be continuous and mobilize all goodwill in the world.”

Unlocking possible cures for diabetes (Second of Two Parts)

“It requires discipline. Moreover, it is costly. Medicines alone can already put a dent on the budget. And if not properly managed, it can have complications, such as chronic blindness, heart disease, kidney failure, nerve damage, amputation, and birth defects among others.”

So wrote Dr. Irene M. Villaseñor and Juane Marco B. Gonzales on the horror of diabetes, the eighth leading cause of death among Filipinos. The two bared the statement in a paper published by the Department of Science and Technology (DOST).

“With the continued rise of diabetes incidence, there is an urgent need to develop more alternative yet effective anti-diabetic drugs for Filipinos, especially those who do not make ends meet,” the two wrote.

When it comes to alternative medicine against diabetes, ampalaya comes to mind.

Dr. William Torres, former director of Bureau of Food and Drugs, came up with this conclusion after reviewing several studies done on the fruit vegetable: “Ampalaya fruits, leaves, seeds and other parts, when used as dry powders, extracts, decoctions, fresh or cooled, have clearly demonstrated hypoglycemic activity.”

Researchers have identi�ied the key compounds present in ampalaya, notably polypeptide-P, a plant insulin found only in the ampalaya.

Similar to animal insulin, polypeptide-P lowers elevated blood sugar levels. Dr. Torres maintains that ampalaya, when taken regularly, helps to increase glucose tolerance

and “potentiate insulin.”

Even ampalaya leaves have some blood sugar lowering effect among diabetics, according to Dr. Eduardo G. Gonzales, of the College of Medicine at De La Salle University. “This effect is noticeable regardless of how the leaves are prepared — boiled then eaten, or in the form of extract, tea, capsule or tablet.”

These days, Filipino researchers are also looking at malunggay. Recent studies have found malunggay extracts can signi�icantly reduce blood sugar in mice. Because of this �inding, Villaseñor and Gonzales were doing studies on the “super plant.”

“Our goal is to isolate an anti-diabetic compound from malunggay and to formulate a less expensive, alternative drug against diabetes for the consumption of diabetic Filipinos,” the two researchers from the University of the Philippines in Diliman said.

The researchers and their team were able to do so.

“With the help and support from the government and the hard-earned money of the taxpayers, our group managed to isolate an anti-diabetic compound from malunggay leaves,” the two wrote in their paper.

The researchers dried four kilos of malunggay leaves and after several experiments

they were able to produce a miniscule amount of pure anti-diabetic compound from the leafy vegetable.

“The miniscule powder was all we need to test the potential anti-diabetic properly of malunggay,” the two authors reported in their paper.

“We isolated the compounds present in malunggay by their polarity, or their likelihood to dissolve in water (polar) or in oil (nonpolar). The compounds in each group were tested for anti-diabetic effects by mixing with an enzyme that increases blood sugar.”

The discovered compound, however, is still to subjected to further tests before it is released in the market for Filipino diabetics in need of less expensive, alternative maintenance drug.

“We still have a long way to go to develop such drug, but the important thing is, not only have we begun the journey; we have gone a long way,” the two researchers said.

Dr. Portia Mahal G. Sabido, also from UP Diliman, is conducting a study on peptide-based substances which can block the breakdown of large sugar matter in the body and lower blood sugar levels. These substances will be produced and developed as anti-diabetic drugs.

As Type 2 diabetes is the most common form among

Filipinos, she is searching for anti-diabetic drug that target blood sugar control. “These drugs typically decrease the sugar concentration in the blood by slowing the rate of sugar production and breakdown in the body, or by increasing insulin sensitivity,” she explains.

Currently, there are four main classes of antidiabetic drugs available for blood sugar control: sensitizers, secretagogues, incretin analogs, and alpha-glucodasidase inhibitors. Dr. Sabido’s research will develop antidiabetic drugs of the alpha-glucosidse inhibitors class.

According to Dr. Sabido, “alpha-glucosidase inhibitors lower blood sugar levels by blocking the action of the alpha-glucosidase enzymes found in the small intestine.

Alpha-glucosidase is an enzyme that breakdown starch and other large sugars into simple forms that could be absorbed from the intestine into the bloodstream.

“Blocking alpha-glucosidase decreases the rate of sugar breakdown and absorption of sugar from starch.

This leads to a decrease in the sugar spike in the blood shortly after food intake.

If this matches the slowing of insulin production by the pancreas, then the overall control of blood sugar can be improved.”

A number of researchers

have focused on the quest for more effective inhibitors of anti-diabetic compounds from natural materials.

Among such compounds are peptides obtained from animals and plants.

“Peptides are naturally occurring substances that can be described as short chains of amino acids,” Dr. Sabido writes. “They are smaller versions of proteins, since proteins are also biological substances considering of long chains of amino acids.”

In her project, “we will merge the natural with the arti�icial (peptides) in order to create a more potent antidiabetic drug,” she said. “We will produce chemically the natural peptides that have been reported to exhibit alpha-glucodasidase inhibition, attach them with the small molecules which are also reported to have alpha-glucodasidase activity, and determine to

combination which has the most potential as a drug that can be used for the treatment of diabetes.”

Meanwhile, the Visayas State University is trying to �ind a cure for diabetes right in the backyard. Dr. Edgard E. Tulin, who’s doing the extensive research, believes that those growing weeds and herbs are just waiting to be discovered and developed into potent anti-diabetic drug.

So far, 54 newly medicinal indigenous plants have been collected and being extracted for the screening of plant insulin mimetic property.

“The discovery of plant-derived insulin mimetics may provide a breakthrough in the �ield of medicine,” Dr. Tulin pointed out. “It would bene�it not only people af�licted with diabetes but also individuals who are at risk of developing the disease.

It is with optimism that once completed, the project will help curb the incidence of diabetes.”

Top drivers vie for FORS title T he FlatOut Race Series (FORS) returned to the Batangas Racing Circuit last September 9 for the 7th round of the 8-race 2017 calendar.

This staged some of the season’s �iercest feuds on track as double points were up for grabs during the weekend. 82 entries ended up chasing after their championship titles in the Time Attack and Grid Races.

Eduardo Suiza of W-Autosport / Staging Lanes, on the other hand, had something else in mind. His main goal for the day was to reclaim the fastest lap of BRC, which he did by setting a 1:42.650 best to shatter the previous record by over 3 seconds. Another driver that blew the competition away was Team Forced Speed’s Eggy Ong who drove an error-free race to win in GT Radial Grid A. Suiza’s blistering run allowed him to take 1st in Bracket R. Lance Binamira was once again 2nd in the BPS Racing Toyota Corolla AE92 with a 1:46.046 run,

while Rafael la O’ ended up in 3rd. The Auto Magic Honda Civic EK of la O’ also managed 1st in Bracket A, followed by Suiza in 2nd, and a very deserving Kikong Dela Rama in 3rd.

Jero Consing from Bacolod is now a regular in the Bracket B podium, scoring another 1st place with his 1:56.562 lap. Andrew de Asis keeps his points lead with a 2nd and James Paul Santiago of A1 Racing gets 3rd in a newly-built Honda Civic EG. The fastest in Bracket C was Jack Saquilayan who set a 1:59.111 best. In 2nd was Paul Santos and 3rd was lady driver Kathy Villar. Ralph Tan scored backto-back wins in Bracket D. Behind him in the time sheets was Raymond De Pano in 2nd and AAP Motorsport Development Program (MSDP) �inalist Bernard Michael Santos in 3rd.

Carmudi Racing’s Ronn Catindig bested 8 other drivers in Bracket E to take 1st place. Dan Errol Panganiban had to settle for 2nd this time while Alvin Villaseñor complet-

ed the podium spots. The top 3 �inishers in Bracket F were Andre Tan, Arbie Jacinto, and Noel Delos Reyes. Lastly, Jerome Hilado secured 1st in Bracket G, followed by 14-year-old Kody Ng in 2nd, and Felix Chua in 3rd.

It was a 2-way battle between Eduardo Suiza and Rafael la O’ during the 12-lap GT Radial Grid A race. Both drivers were equally matched and looked to be set for a photo �inish. But the pair made contact on the last lap, allowing Eggy Ong to strike and take the chequered �lag in 1st.

Suiza salvaged 2nd while la O’ made it to the �inish in 3rd.

The KYB Grid B race saw 5 cars �ight for the win. There were some friendly contact in the back, while Aaron Lao and Andrew de Asis of Blanche Racing duelled up front. Lao would eventually win by a 2.108 sec lead from de Asis in 2nd.

Ethanworx Racing’s Jonmark Ong �inished 32.235 secs later in 3rd.

After 10 laps, Cantindig was able cross the �inish line in 1st with Diego behind in 2nd and Santos in 3rd.

Andre Makkina Tan mixed it up with the Grid D boys, but otherwise had a comfortable gap to win in Grid E. The Toyota Yaris of Robert Tan and Steve Travers then took the last podium spots in 2nd and 3rd, respectively.

Dwyane Wade has decided to sign with the Cleveland Cavaliers and reunite with LeBron James, a person familiar with the situation told the Associated Press on Tuesday night (Wednesday, Manila time).

Wade, a 12-time All-Star, is expected to clear waivers on Wednesday and then join the Cavs, said the person who spoke on condition of anonymity because the deal cannot be completed until Wade goes through the waiver process.

In Cleveland, Wade will be reunited with James, his close friend, former Miami teammate and a player he con�ided in be-

fore signing with his hometown Chicago Bulls last year.

Wade and James won two NBA titles together during four seasons with the Heat and will now chase another one with the Cavs, who have been revamped after losing to Golden State in last season’s Finals.

On Monday, James said he would “love” to play again with Wade.

“He brings another championship pedigree, championship DNA,” James said at Cleveland’s media day. “He brings another player to the team who can get guys involved, can make plays and also has a great basketball mind. ... I hope we can bring him here. I would love to have him.”
